Financial Assistance Available For County Landowners With Upcoming Range Improvement Projects Deschutes County Natural Resources invites applications from County landowners who would like financial assistance with upcoming range improvement projects, including noxious weed control, seeding, fencing improvements/new fence construction or water source development. Proposed projects must fall within a grazing district in Deschutes County. Maps of the grazing district are available upon request, however the grazing district generally extends east of Sisters and southeast of Bend to Brothers and Hampton. Priority will be given to BLM grazing permittees. To be considered, projects must be completed by June 1, 2020. Each proposal must include contact information and a comprehensive project description that explains how the project will contribute to enhanced range management. Applications should also include maps, anticipated start and completion dates and a project budget with anticipated itemized expenditures and any in-kind contributions, such as labor or equipment use. Grant recipients will be reimbursed for approved expenses at the successful completion of their project. Submissions must be received by 5 p.m. on Friday, August 16, and may be submitted by email to Ed Keith, Deschutes County Forester, at ed.keith@deschutes.org or by mail to 61150 SE 27th Street, Bend, Oregon, 97702. Free Household Hazardous Waste Collection Events This summer, Deschutes County’s Department of Solid Waste is hosting a special one-day collection events in Redmond, La Pine and Sisters where residents can drop off household hazardous waste for free. “This is a great chance for people to get rid of their household hazardous waste, which can be difficult to dispose of in a safe way,” said Timm Schimke, Deschutes County’s Director of Solid Waste. “Events like these help people dispose of hazardous items correctly and helps keep them out of the of landfill.” At each event, residents can drop off household hazardous waste products such as lawn and gardening materials, photo and swimming pool chemicals, paint and related products, cleaning solutions, motor oil and used gas, batteries, fluorescent bulbs and tubes, and small propane tanks. Business generated hazardous waste, medical waste, explosives, fireworks, compressed gas cylinders and barrels will not be accepted. This year’s events include: Sisters, Saturday, August 31, 9am-1pm, Sisters Recycling Center, 328 W. Sisters Park Drive. Family Access Network Receives $3,000 Grant from Les Schwab The Family Access Network (FAN) recently received a $3,000 grant from Les Schwab for FAN advocate services at Bear Creek Elementary School. Funds will be used to provide 30 Bear Creek students and their family members in need with life-changing services such as nutritious food, seasonal clothing, stable housing, healthcare, positive youth development, and much more. “This support from Les Schwab Foundation allows us to provide FAN services for 30 students at Bear Creek for an entire year. We are so grateful to local supporters like Les Schwab as we work to mitigate poverty in Central Oregon,” Julie N. Lyche, Executive Director. Les Schwab has been serving the community since it first opened its doors. Employees at local Les Schwab Tire Centers sponsor activities such as youth programs, helping families in need, and other events large and small. The local Les Schwab Tire Center has supported school athletics, Big Brothers Big Sisters, and Special Olympics Oregon, to name a few. For over 66 years, Les Schwab has been an active member of every community it serves, earning the trust of people all over the West. When people come to La Pine they get as far as Rosland Road and thy think they have seen it all. Small poke and plum town (by the time you poke your head out the window, you are plum out of town!) real live small town America! Then they drive a couple miles south to discover that there is more to La Pine! North and South La Pine are one town, but it is difficult to recognize that we are unified. So how do we bridge the gap? The City and the Oregon Department of Transportation did some great work on one side of Highway 97 to the west. Now we need to fix up and beautify the east side of the main city center area. But, what do we do to unify the two distinct areas in the city? We build a multi-purpose path that allows pedestrian traffic, bicycles and whatever we imagine! We can add permanent flagpoles for the Veteran’s Memorials. A project of this size, basically, a two-mile walkway with appropriate lighting and delineating features about the La Pine “super area” (Newberry Country Trail), would bring both ends of town together spectacularly, although it would require lots of money and volunteer hours, coordination and thoughtful planning to make it more than a pathway. Consider getting involved in connecting our south with our north. In the meantime, I keep reminding homeowners and renters that they are responsible for clean sidewalks and pulling weeds like that nasty noxious KNAPWEED. GRILL AND SMOKE USING WOOD CHIPS

Grillmasters and people who smoke foods at home often look for new ways to produce delicious meals. Experimenting with rubs and marinades is one way to do it, as is using wood on a grill or smoker to impart intense, savory flavor. Grilling with wood is one of the best ways to add flavor that cannot be replicated to the same degree in the kitchen. While a charcoal grill can lend some amount of smoky flavor, it still can’t come close to the flavor from relying on various woods for extra smoke. The first step to utilizing wood when cooking is to learn the basics of pairing flavors. For example, poultry does well with sweet, fruit-flavored wood chips, while pork and beef benefit from fuller flavored woods, like mesquite and hickory. There are many woods available to chefs. Acadia, alder, birch, cherry, maple, oak, and pecan are just a few. Home chefs can try different types of woods to see which flavor profile works best for their recipes. Next up, cooks should decide on the size of the wood being used. The options include chips, chunks and logs. Logs are not very convenient for most meals and are best

For some smokers and cooking methods that utilize low heat over the course of hours, or if you’ll be using the grill for slower cooking, large chunks of wood are appropriate because they’ll last longer. However, when grilling, many people find thin chips are their best option because they smoke quickly and are easy to move around and manage. There are mixed reviews on whether or not to soak the wood prior to use. Some feel that it can affect the amount of time it takes the wood to get started in terms of chunks and logs. Others feel it adds to the production of smoke. Cooks can try different techniques to determine if soaking has a positive impact. Chips may need to be soaked; otherwise, they can ignite and extinguish before any real flavor is delivered to the food. Another workaround is to place the chips in a foil packet to prolong their longevity on the grill. Over time, grilling enthusiasts can master the art of using woods to add flavor to their foods. Always use untreated wood that is safe for food. If you can’t identify the origins of a wood, it may contain pesticides or other chemicals that can be harmful. So only use those with confirmed origins.

Deschutes County Imposes Public Use Restrictions To Help Prevent Summer Wildfires Today, the Deschutes County Commissioners voted to impose public use restrictions on unprotected lands within the county and on all county-owned land to help prevent human-caused wildfires. The restrictions go into effect immediately and mirror restrictions already in place on Oregon Department of Forestry protected lands in Deschutes County, which went into effect June 29. Unprotected lands are defined as unincorporated lands that are not a part of a Rural Fire Protection District or protected by the Oregon Department of Forestry. Land owners can visit https://maps.deschutes.org/custom/basic/PublicUseRestrictions.html to review regulations and see if they apply to their property. The following restrictions are now in place: Smoking is prohibited while traveling, except in vehicles on improved roads. Open fires are prohibited, including campfires, charcoal fires, cooking fires and warming fires, except in designated areas. Portable cooking stoves using liquefied or bottled fuels are allowed. Chainsaw use is prohibited, between the hours of 1pm and 8pm. Chainsaw use is permitted at all other hours, if the following firefighting equipment is present with each operating saw: one axe, one shovel, and one 8 ounce or larger fire extinguisher. In addition, a fire watch is required at least one hour following the use of each saw. Cutting, grinding and welding of metal is prohibited between the hours of 1pm and 8pm. At all other times the area is to be cleared of flammable vegetation and the following fire equipment is required: one axe, one shovel, and one 2 ½ pound or larger fire extinguisher in good working order. Use of motor vehicles, including motorcycles and all-terrain vehicles, is prohibited, except on improved roads and except for vehicle use by a landowner and employees of the landowner upon their own land while conducting activities associated with their livelihood. Possession of the following firefighting equipment is required while traveling in a motorized vehicle, except on federal and state highways, county roads and driveways: one shovel and one gallon of water or one 2½ pound or larger fire extinguisher, except all-terrain vehicles and motorcycles which must be equipped with an approved spark arrestor in good working condition. Mowing of dried grass with power-driven equipment is prohibited, between the hours of 10am and 8pm, except for the commercial culture and harvest of agricultural crops. Use of fireworks is prohibited. The release of sky lanterns is prohibited. The discharging of exploding targets or tracer ammunition is prohibited. Blasting is prohibited. Any electric fence controller in use shall be: a) Listed by a nationally recognized testing laboratory or be certified by the Department of Consumer and Business Services; and b) Operated in compliance with manufacturer’s instructions. How to store firewood the right way A fireplace is a cozy and warm spot around which a family can gather. The home and real estate resource HomeGuides.com indicates that 60 percent of new homes have a fireplace, which is up from 36 percent in the 1970s. Naturally, fueling a fireplace for the season may require homeowners with wood-burning units to keep an ample supply of wood at the ready. How that wood is stored is important, as properly stored firewood can prevent waste and other issues around the house. Wood that is freshly cut has a water content of 60 percent or more. Yet, for best burning ability, wood should be near 20 percent in water content. Green wood is hard to ignite and will not burn nearly as well or efficiently as seasoned wood. Another concern associated with green wood is that it can contribute more to creosote accumulation in the flue of a fireplace. Creosote is a combustible material that may lead to fires if left unchecked. According to BioAdvanced®, a science-based lawn, garden and home improvement innovator, seasoning wood typically takes six months to a year. Homeowners may opt to purchase seasoned wood that already has sat and dried. Homeowners who have an abundance of firewood have to store it somewhere. Log Splitters Direct suggests choosing a dry, breezy area of the property that is about 20 feet from the nearest door to the house. This helps avoid hitchhiker pests from coming inside with the wood, such as termites, ants, spiders, and mice. Do not stack the wood flush against a structure. It should be at least a few inches away to allow airflow behind the stack. Stick to organized rows of wood no more than four feet high. Log racks and pallets and posts will keep the wood up and off of the ground where moisture and rotting can develop. Placing the logs in an unorganized pile will impede air flow and cause the wood to rot rather than continue to dry and season even more. Homeowners also should use a cover to protect seasoned firewood from the elements. Position a tarp or plastic sheeting so it blankets the top of the stack and extends a few inches down the sides. Keep the sides mostly exposed to air. Others prefer to stack it in a barn or shed or under an overhang. Green wood is less expensive than seasoned wood. Those who prefer this method should do so in the early spring and let it season over the next several months. Bankrate says that the cost of a cord of wood varies across the country, but in general one can expect to pay between $120 and $180 for a cord of hardwood that is split and seasoned. This price may be higher in mid-winter when demand increases.

Create a safe, tick-free zone in your yard Despite their diminutive stature, ticks are a big concern for people, particularly those with pets. As the weather warms, ticks are out looking for a host to climb on and get a blood meal. Ticks are a significant concern because they can be infected with bacteria, viruses or parasites, says the Centers for Disease Control and Prevention. Lyme disease, ehrlichiosis, Rocky Mountain spotted fever, tularemia, and babesiosis are just a few of the many tick-borne diseases. These pathogens can be passed to humans and pets via the bite of infected ticks. In 2018, at least one variety of disease-transmitting tick had been found in all of the lower 48 states, according to the CDC. In addition, researchers at Cornell University identified 26 species of ticks along the East Coast alone. Preventing tick bites has never been more important. The process starts right in one’s own backyard. According to Consumer Reports and the New York State Integrated Pest Management Program, controlling wildlife that enters one’s yard can help keep tick numbers down. Open access means animals can enter and so can ticks. Fencing and pest management solutions may help. Other ideas include landscaping techniques that can reduce tick populations: • Remove leaf litter from the yard. • Clear tall grasses and brush around homes and at the edges of the lawn. Mow regularly to keep the lawn short. • Create a barrier between wooded areas and the yard if it abuts a forested area. According to Consumer Reports, a three-footwide path of wood chips or gravel can prevent tick migration by creating a physical barrier that’s dry and sometimes too hot for ticks to tolerate. Such a barrier also serves as a visual reminder to anyone in your household to be especially careful if they step beyond the perimeter. • Bag grass clippings, which can serve as habitats for ticks. • Remove old furniture, trash and other debris that can give ticks places to hide. • Remember to use a tick-repellent product when venturing into wooded areas. Flea and tick products also are available for pets; consult with a vet. Ticks are problematic, but various measures can help control tick populations in a yard.

Avoid head injuries during sports play Participation in scholastic sports can be great for students, making a positive impact on their school careers both on the field and in the classroom. Sports can keep athletes physically fit, help develop confidence and assist students with making friends. However, as with all physical activities, safety must be made a priority by athletes, their parents and their coaches. Brainline, an organization offering information about brain injuries and post-traumatic stress disorder, or PTSD, estimates that as many as 3.8 million concussions occur during competitive sports and recreational activities each year in the United States. Experts suggest that around 50 percent of concussions may go unreported. Although sports injuries rarely lead to fatalities, the American Association of Neurological Surgeons says the leading cause of death from sports-related injuries is traumatic brain injuries among children and adolescents. A traumatic brain injury, or TBI, is a blow or jolt to the head or a penetrating head injury that disrupts normal function of the brain, offers AANS. A concussion is a type of TBI in which the head and brain move back and forth from a blow, bump or jump. The Centers for Disease Control and Prevention says that children and teens make up 70 percent of all sports-related concussions treated in emergency rooms. Concussions can occur in any sports, but are prevalent in cycling, football, hockey, rugby, soccer, and basketball, according to data published in 2013 in the Clinical Journal of Sport Medicine. Concussions also can occur in the sport of cheerleading, which has changed dramatically in the last 20 years as participants perform increasingly difficult acrobatic stunts. Preventing traumatic brain injuries involves diligence on the part of parents, student athletes and coaches. • The AANS says helmets reduce the risk of head injury by at least 45 percent and brain injury by 33 percent. Wearing safety gear while participating in sports is essential. • Sports teams can focus on safety through hard work and dedication rather than a “win at all costs” mentality that may entice players to take risks that lead to injury. • Rules should be enforced, especially those for fair play and safety. Striking other athletes in the head or using their head or helmet to contact another athlete, or other illegal contacts, should result in reprimands. • Students should recognize their skill sets and not try dangerous moves that can put their health at risk. • Athletes can consult with coaches to learn maneuvers and strategies that can reduce risk for injury, such as safe tackling techniques and using spotters when strength training. Should a head injury occur, athletes should not return to play until they have been evaluated and cleared by a health professional. It is better to be out one game than risk permanent injury.

A reminder to be sure and check the regulations as there have been changes. Wear your life jackets on the water. Current snowpack for our region is averaging 92% of normal for this time of year, same as last week. Here is a rundown: Paulina: Slowed morning bite (pink and orange), but increasing afternoon bite (chartreuse). Jigging approximately 50-80 feet. Still best just east of the lodge. Trolling: best on north and east end of lake at about 35 and will stay about that depth for the rest of the season. Smaller dodgers best. East Lake: Best trolling at 25-35 feet. Super bright green lures and attractors first thing in the morning. Cinder Hill Campground is open. The bite is on early, but slows by 8am. Kokes to 18 inches. Tuna oil scent. Kokes are scattered. Browns and bows by the hot springs. Expect calibaetis hatch. Winds have picked up in the afternoon. Be careful out there. Wickiup: 33% full, which translates into 69,714 acre feet. No real changes in fishing. Inflow at 109 CFS, outflow way up at 1384 CFS – continuing to drain the swamp. This year the reservoir at this time is 6,000 AF lower than last year. “Normal average” for now is 118,032 AF. 12 inch kokes are the norm. The water is low enough that the browns are getting concentrated – if you can launch. Gull Point ramp can still be used down to about 23%. Docks? Umm - local humor. Crescent Lake: 73% full and holding. Fishing has slowed. Mosquitoes are really having fun. Bring your DEET. Same as last few weeks: troll west side of the island to the campground. Kokes seem concentrated in 50-120 feet of water. Set downrigger no deeper than 100 feet due to algae on the bottom reaching up about 20 feet. Jigging? Just about anywhere you see the kokes schooled up. Contorta Point still producing. Don’t have a boat? Try tossing panther martins and Thomas spoons from shore just down from the tent sites at Crescent Lake Campground. The edge drops off fast and has lots of rocks that hold some nice rainbows. Crane Prairie: 85% full and holding. Fishing is slowing down the wonderful hatches. Fish average 10-13 inches with a few at 16-18. Algae starting to show, with small floating piles. Rock Creek to Quinn remains fairly reliable. Some kokes showing up – one at 14 inches. Kokanee fishing just not as good as last year. Be sure to stop by the resort for a free map of the channels – best fishing as the weather warms. Damsel fly imitations are traditionally reliable from now on. Catch and release non-clipped ‘bows. North and South Twin: Planters- but, hey, they are fish and plenty fun in a peaceful, no-motor setting. Fish are hungry, especially if you have a worm to offer. Recent trophy trout plants have livened things up a bit. Don’t forget the South Twin Resort bacon cheeseburger and fries to finish the outing. Odell Lake: Overall fishing is excellent by most lake’s standards. Insiders note fishing is slowing a bit. Macs are still entertaining the faithful. This is the time of year when you take your best guess. They can be bunched up at the west end, scattered in the middle, or roving nearby. Sunset on the east: Trolling for kokes is split at 40-52 feet and then again at 70 feet or so. The deeper ones you see on your graph may be next year’s crop and they have lockjaw. Good electronic equipment and knowing how to use it is the key. Trolling pretty much all over the lake. Little Cultus: Brook trout season has arrived. Troll any dark nymph. River/flows: Little Deschutes at La Pine: 100 CFS. Time to float from Leona Park to Rosland Park. Trout Plants Scheduled: Little Lava Lake: July 22-26 1250 Legals; Hosmer Lake: July 22-26 750 Legals; Fall river July 29 – August 2. 750 Legals. This week’s fishing food for thought: Next best thing to fishing is buying new fishing gear.
