The Honor Guard of La Pine American Legion Post 45 announces a service to honor deceased veterans with a presentation of a three-volley gun salute and playing of taps at the veteran’s memorial service. A flag folding ceremony and presentation of the flag is also available. This is a free service offered to veterans regardless of their membership in any veteran organization. The Honor Guard of La Pine American Legion Post 45 is also available to present the colors and lead the Pledge to Allegiance at the opening of any meeting or special celebration. Unbelievably Pop Cans Have Funded The La Pine Park & Recreation District For 19 Years! You have a park district which has been in existence and unfunded except by such projects as the refundable can collection, occasional use fees and fundraisers for 19 years! The district has approximately 65 acres in park land, including 3 undeveloped water front parks and 7 buildings. Unpaid volunteers operate the Park District all with ZERO tax dollars. The truth is the La Pine Park & Recreation District can no longer survive on the backs of its volunteers, charitable contributions, and pop cans.


k Vote For Sustainable Funding for YOUR La Pine Park and Recreation District. The Parks Board is asking for your YES vote on a $2.50 property tax increase per month for the typical home, or approximately $30.00 a year. Doesn’t sound like enough money? This would be a windfall for a district that has been operating on pop cans for 19 years.

WHY VOTE YES? k Development of 3 Water Front Parks: The two areas where the public can access the Little Deschutes River on Burgess and Huntington Roads have been closed by the private property owners. THE LA PINE COMMUNITY DESERVES SAFE ACCESS TO THE LITTLE DESCHUTES RIVER. The Park Board will not be able to develop or maintain the current park land without some sort of funding. k Acquisition of 320 Acres of New Park Land: US Senator Ron Wyden is helping YOUR Park Board acquire new land that can be used for the La Pine Rodeo, an equestrian center, new baseball fields, and a new home for Frontier Days. But the federal government will not give this land to the La Pine Park District without support from the community. The community will be showing their support with a YES vote for a tax rate to support the Park & Recreation District here in La Pine. k Eligibility for Additional Grant Money. Many of the large foundations that give grants to improve Park & Recreation Districts ONLY work with Districts that have the full support of their communities. Even though many people support our parks with charitable contributions, granting foundations only recognize tax funding as support. In short, without your $2.50 monthly tax contribution, the La Pine Park & Recreation District will not be eligible for hundreds of thousands of dollars in grant money. k Hire A Park Administrator: Your La Pine Parks have always been run by volunteers. Quite frankly the job is just too big for volunteers. Someone needs to be responsible for the administration of the parks and its programs for our entire community including Senior citizens, young adults, and kids. k The entire tax rate revenue stays right here in LA PINE! Many people think the dollars would go to the County coffers. This is NOT true. The monies would stay right here in our community to serve our kids, families and seniors and to improve and maintain our parks and facilities. k Neighborhood parks and more throughout the District! The LPRD Comprehensive Plan (adopted in 2005), shows neighborhood parks as up to 50% or more of La Pine Park Facilities. These parks begin with multipurpose ball fields and picnic areas. WHO SUPPORTS THE LA PINE PARKS? The La Pine Rodeo Association Board of Directors voted to support the May ballot measure requesting tax-based funding for the La Pine Park & Recreation Department. It’s important we protect and develop our park’s lands so that our community can fully enjoy our natural resources. Rex & Tammy Lesueur, La Pine Citizens. The City of La Pine Councilors voted to support Measure 9-71 to support the local park district - Doug Ward, Kitty Shields, Ginny Woodruff and Barbara Hedges. The Board of Directors of the La Pine Chamber of Commerce voted to support the Measure this May. Vivian Cooper, retired from Bend-La Pine School District in 1987. Vivian supports the La Pine Park and Recreation District in its attempt to secure stable funding. Being a Senior and living in La Pine 39 years, she feels that for the betterment of our young people and our community it is imperative to pass Measure 9-71. Jim Fleming, Commander of La Pine VFW, Chairman of the Board of La Pine Community Kitchen, supports the local measure to support La Pine Park and Recreation District. Chance Steffey of La Pine Community Clinic tells us the following: “I believe our Park and Recreation District is crucial for the health of the community. Recent studies have shown that children in rural areas tend to have higher rates of obesity than those living in urban areas or small cities. Over $100 billion a year is spent on obesity-related illness here in America. The primary cause is poor diets and lack of physical activity. We need more options for healthy activities for all age groups not less. The small amount of money invested now can reap huge rewards later.” Tony and Kathy DeBone of Little d Technology wishes to encourage the La Pine Community to support Measure 9-71 to create sustainable funding for our local park and recreation district. Pat Rongey, 70 years young, loves the community of La Pine. Pat was an original board member in 1990, she thinks in order for the district to continue on, a tax rate is essential. Ann Gawith, member of SCOOTR and Frontier Days supports the Park and Recreation Measure 9-71. The Lions Club here in La Pine voted to support Measure 9-71 on April 10, 2009. Ken & Vicky Mulenex support Measure 9-71 to maintain and improve our local parks. Chief James B. Gustafson supports Measure 9-71.

Mushroom Poisoning our Pets Protect Y

The Humane Society Of Central Oregon would like to alert pet owners to safely remove all mushrooms from their property. Due to the mild winter and increase in rainfall this year, mushrooms appear to be in abundant supply. Mushroom toxicity cases in pets are annually seen at Central Oregon veterinary clinics in the Spring and Fall. La Pine Animal Hospital alerted the shelter to the number of mushroom cases they had seen in early June of previous years. The toxic Amenita mushrooms grow more frequently in the southern Deschutes County areas. Veterinary clinics in Bend, Redmond, Sisters and Terrebonne also reported mushroom poisoning cases. The ASPCA Animal Poison Control Center warns pet owners to “always assume that any ingested mushroom is highly toxic.” They urge pet owners to contact their veterinarian immediately if they suspect their pet of consuming mushrooms. SYMPTOMS OF MUSHROOM POISONING include vomiting, diarrhea, staggering, seizures and can lead to liver failure, coma and even death if not treated. If you see your pet eat a mushroom, bring a sample of the mushroom to your veterinarian. Check your yard each day for new mushroom growth. Local mushroom experts recommend identifying all mushrooms for safety and to remove all white mushrooms. Mushrooms can appear overnight. Free Document Shredding And Drug Disposal

The Deschutes County Sheriff’s Office and Data Delete of Oregon are partnering on May 16 to provide residents the opportunity to safely destroy personal documents and learn identity theft prevention tips. At the event, the Sheriff’s Office will also have a deputy available to collect outdated or unwanted prescription medication or over-the-counter drugs. The drug disposal program is designed to keep unwanted or unused medications out of the hands of abusers, children and animals. In addition, the program is intended to reduce negative environmental impact by using proper disposal practices. Data Delete of Oregon will be offering on-site document destruction at no cost to the public. The event will take place at the La Pine Sheriff’s Office parking lot, 51340 Highway 97 in La Pine from 12:00 Noon to 4:00pm on Saturday, May 16. “We want to make Deschutes County citizens aware of the risks of improper document disposal and of the related problems of identity theft,” said Sheriff Larry Blanton. The event is taking place in conjunction with La Pine’s celebration of Oregon’s 150th birthday and the city’s “Take Care of Oregon Day” which is scheduled on Saturday, May 16. The Sheriff’s Office program is intended for private residential document shredding and drug disposal, not for business or company disposal. At the event, the Sheriff’s Office will also have an information booth to provide citizens with the information on how to avoid becoming an identity theft victim and what to do if you believe your identity has already been stolen. No advance document sorting is necessary as shredding equipment can destroy paperwork with paper clips or staples attached. File folders and binders may also be shredded. The Sheriff’s Office will continue its efforts of providing this service on a quarterly basis at Sheriff’s Offices in Sisters, Terrebonne, Bend and La Pine. La Pine Park And Recreation Budget Committee Openings

The La Pine Park and Recreation District is looking for District residents who would be interested in serving on the Budget Committee. Budget Committee Openings: The La Pine Park and Recreation District is recruiting District residents to serve on the Budget Committee. Citizen’s Action Group (CAG) First Annual Work-A-Thon

CAG will be holding their first annual Work-A-Thon on July 11, 2009 and July 18, 2009. The concept is to fund raise while helping others. The Work-AThon will offer labor to the La Pine community via the Chamber of Commerce. Ignored projects can finally get completed in a timely manner. Here’s how the Work-A-Thon works: The worker is assigned to a project that matches their skills set. Typically, services offered vary from clerical work, landscaping to painting a room. Each worker is sponsored by friends, family and neighbors on an hourly basis. The amount pledged per hour is entirely up to the sponsor and a range is more than acceptable…whatever is affordable. Neighbors are likely to step up to the plate because it benefits their community. So, if you have a project that you have been putting off...CAG can help out! We’ll do almost anything, of course within reason. We are currently taking applications for projects. Bicycle And Pedestrian Advisory Committee... ...Seeks New Committee Members

The Deschutes County Bicycle and Pedestrian Advisory Committee (BPAC) is currently seeking interested candidates to fill one to three vacant positions. BPAC’s mission is to promote and encourage safe bicycling and walking as a significant means of transportation in Deschutes County. BPAC is seeking volunteer candidates throughout Deschutes County including Terrebonne, La Pine and Redmond. Candidates with a background and or interest in cycling and pedestrian issues are encouraged to apply. A majority of the monthly meetings take place in Bend from Noon to 1:30pm on the first Thursday of each month. The Committee consists of nine voting members appointed by the Deschutes County Board of Commissioners. Voting members are asked to serve a three-year term. The Committee’s goals include the development of a coordinated system of safe and convenient bikeways and walkways, the stimulation of public awareness and the examination of current and future financing options and budget strategies for bicycle and pedestrian projects. BPAC serves to advise Deschutes County officials and local jurisdictions in bicycle and pedestrian transportation, and matters pertaining to existing and proposed road construction and signing. The Committee is a source of current information relating to the use of bicycle and walking as a means of transportation, and strives to support them as a viable means of transportation in Deschutes County. They discovered that night crawlers dangled just under the ice layer was too much for trout to resist.

Mark Cramlet of Gresham, Oregon, caught this 35”, 18.3/4 lb. monster Mackinaw on Odell Lake on Sunday, April 26th. He was fishing off of Chinquapin Point trolling. Mark has been entered into Odell Lake Resort’s competition for the largest and heaviest Mackinaw caught for the 2009 season.

‘09 Relay For Life Seeking Teams

The theme for the 2009 La Pine/Sunriver Relay for Life is “Cure Cancer Olympics”. This popular event, now in its seventh year, will be held June 27th and 28th at the La Pine High School track. Teams of 12-15 people will be walking around the track during the 24 hour relay to raise money for the American Cancer Society. All money raised at this event is used in patient support for those with cancer. We are actively recruiting teams at this time. Volunteer Member Sought

The Deschutes County Planning Commission seeks a new volunteer member and is accepting applications until Monday, May 18. The Commission reviews land use policy and zoning regulations and makes recommendations to the Deschutes County Board of Commissioners. Members are the official public involvement committee on land use planning, providing a forum for community input. There is currently one volunteer south County area vacancy on the Commission. This position is intended to represent south Deschutes County, including Three Rivers, Sunriver and the La Pine unincorporated area. Applicants from the south County area are preferred. The Commission meets at the Deschutes County Services Centers (1300 NW Wall Street) in Bend on the second and fourth Thursdays of each month at 5:30pm. Additional meetings may be required. The term of the position continues through June 30, 2011. Those interested in serving on the Commission are invited to submit an application and a letter of interest that describes the applicant’s background and interest in land use. Applications and letters of interest will be accepted before 5:00pm on Monday, May 18. COCC Ups Summer-Term Class Offerings 40%

To meet the escalating demand for classes, Central Oregon Community College is increasing the number of summer-term courses by more than 40 percent, according to Kathy Walsh, vice president for instruction. New or readmitted students can start the advising and registering process Wednesday, May 13. “We are particularly gearing up to serve more students who are looking for transitional math and reading classes,” said Walsh. “We are also substantially increasing tutoring support, both in Bend and Redmond.” In addition to increasing the number of math, writing and other general education classes, COCC has added courses in career areas such automotive, manufacturing, forestry and early childhood education. Depending on enrollment demand, an additional 20 courses could be offered. There will also be a wider variety of summer class schedules and formats. Some classes will be Friday only, Saturday only or week-ends. Classes may extend over eight, five or four weeks. Ten additional online courses have been added. Also, an additional 11 courses will be available at the Redmond campus. COCC suspended spring-term enrollment in late March because nearly all the classes were full with waiting lists. At that time, 2,500 students were on at least one waiting list. Currently enrolled students may register for summer term starting Friday, May 1; new or readmitted students register Wednesday, May 13. Prior to that, however, those interested can begin the process by clicking the “Getting Started” button on the COCC Web site,, or by calling 383-7200 for assistance. Summer classes begin June 22. Federal Pell grants, Stafford loans, federal work study, PLUS Loans and private loans are available for summer. The Free Application for Federal Student Aid (FAFSA) can be completed online.

2009 FireFree Spring Clean Up

The 2009 FireFree Spring Clean Up dates have been announced. FireFree allows residents of Central Oregon the opportunity to recycle yard waste and debris at no charge at area landfills and transfer stations in Deschutes County. Living Well With Chronic Conditions

Do you or someone you know, live with a health condition that impacts your daily life? A six-week workshop for achieving a healthier way of living begins May 12 for people living with ongoing health conditions. The Living Well with Chronic Conditions program was developed and tested at Stanford University and is designed to complement and enhance medical treatment and disease management of chronic illnesses such as arthritis, diabetes, asthma, heart disease, cancer, or some other chronic health conditions. Through the series of classes, participants will learn what they can do to feel better and manage their condition more effectively. The Living Well with Chronic Conditions class is a workshop given once a week over a six-week period. Classes last 2 ½ hours each, are fun and interactive. Each participant receives a copy of the book, Living a Healthy Life with Chronic Conditions. Who can participate? People living with different chronic health problems are welcome to attend. Workshops are facilitated by two trained leaders, one or both have a chronic condition themselves. Family members are also welcome to attend. An example of topics covered in the class are: 1) Managing frustration, fatigue, pain and isolation; 2) Safe, easy exercise for maintaining and improving strength, flexibility and endurance; 3) Understanding new treatment choices and appropriate use of medications. A final public workshop – or Community Conversation – is scheduled for May 12 in South Deschutes County to consider an update of the County’s Comprehensive Plan. The meeting will take place at Three Rivers Elementary School in Sunriver and is hosted by the Deschutes County Community Development Department, the Upper Deschutes River Coalition and Project Wildfire. Deschutes County is updating the County Comprehensive Plan, the document that guides local land use and development regulations, for the first time in a decade. The current plan includes some chapters that have not changed since they were written in the late 1970s. The County is committed to involving citizens in the update process, to ensure the new plan reflects today’s community values. Over the past two months, South Deschutes County residents have provided input on the Comprehensive Plan update, through a series of public workshops – or Community Conversations. Residents point to several key issues: natural resources, fire protection, rural development and high groundwater lots. At the final Community Conversation meeting on May 12, participants have an opportunity to help shape land use strategies for these issues. When cornered, some snakes will attack. One such snake is the black mamba. The black mamba is the second-largest poisonous snake in the world. Westward Oregon! Celebrates Oregon’s 150th Birthday In May

In partnership with the Deschutes Historical Museum and Bend Parks & Recreation, Deschutes County is proud to sponsor Oregon’s largest 150th birthday event. Westward Oregon! is a living history weekend to be held May 29 and 30 at Tillicum Ranch that includes 1859-era stagecoach rides, an encampment, and a pioneer-style dinner and dance that will take participants clear back to when the state was born! The two-day celebration is designed to give local residents a flavor of what life was like in 1859 when Oregon became the 33rd state in the Union. Westward Oregon will give participants exciting, hands-on experience of 1859 Oregon life through three educational and fun activities: Territorial Express Stagecoach Rides - Traveling along historic roads between Sisters and Bend, participants can ride in a historic replica stagecoach and re-live travel 1859-style. Travel back in time and ride an authentic stagecoach through beautiful Deschutes County. Fares are $100 per passenger, $150 for “shotgun” seats. Seating is limited; please reserve your stagecoach passenger seats now. Westward Oregon Encampment - For Deschutes County, permanent human settlement was nearly 30 years in the future. On both Friday (10:00 a.m. to 3:00 p.m.) and Saturday (10:00am to 4:00pm), historic Tillicum Ranch will be transformed into a tent encampment, complete with re-enactors and demonstrators who will help participants experience what life was like in an 1859 encampment. La Pine Rodeo Association Announces Its 2009 Rodeo!

The La Pine Rodeo Board, Members and Volunteers have been working countless hours since last year’s hugely successful rodeo to once again bring La Pine and the surrounding communities our 7th Annual Sanctioned Rodeo. La Pine Rodeo Association is sanctioned by the NPRA, PRO-WEST and ICA ASSOCIATIONS. This years rodeo will be held on Saturday, July 4th, and Sunday, July 5th, 2009. The time for both days is 1:00pm for the rodeo and 12:30pm both days for the Mutton Busting’ (a huge crowd favorite). In order to comply with Oregon’s Mandatory Boater Education law, in 2009, boat operators who will be operating a boat with a motor of more than 10 horsepower must complete some sort of recognized boater education training. This program applies to anyone operating a personal watercraft as well. There are a number of ways to do this; some include a small fee, others are free. The Deschutes County Sheriff ’s Office, in conjunction with the Oregon State Marine Board, will offer “equivalency exams” one night a month from March through October, 2009. This course: • Is free; • Lasts approximately three hours (somewhat less if there are less attendees); • Assumes that the person taking part has some prior boating experience and has studied the “Boat Oregon” book. (That book is available free at the main Sheriff ’s Office in Bend or any of their substations in La Pine, Terrebonne or Sisters; All Seasons RV and Marine and Central Lakes Marine in Bend, or Dorn RV and Marine in Redmond). • Upon the successful passage of a multi-choice test, attendees will receive all necessary paperwork to apply for and receive their Mandatory Boater Education card, which costs $10. Once a boat operator receives this card, it never needs to be renewed and there are no other costs associated with the Mandatory Boater Education process. It is NOT a license to operate a boat, as there is no such requirement in Oregon. Boaters are encouraged to take a copy of their card to their insurance carrier, as many companies offer a slight discount on boat insurance once you have obtained your card. Classes sponsored by the Deschutes County Sheriff ’s Office will take place at the main Sheriff ’s Office in Bend, located on at 63333 West Highway 20 (the Sisters highway) as you head west out of Bend. Unless otherwise noted, these classes will take place from 6pm to 9pm on the following dates; attendees need only attend one three-hour session, not all of them: • Saturday, May 16th, 9am-noon • Friday, May 29th, 6pm-9pm • Thursday, June 18th, 6pm-9pm • Thursday, July 16th, 6pm-9pm • Monday, August 24th, 6pm-9pm • Wednesday, Sept. 23rd, 6pm-9pm • Friday, October 16th, 6pm-9pm If you live in another county, check with your local Sheriff ’s Office for training opportunities. Central Oregon Community College students will exhibit their artwork in a variety of media May 14 to June 2 in the Gallery of the Pinckney Center for the Arts on the COCC campus. High Lakes Access Update As Of May 4th

Lava Lake and Paulina Lake are now open. Cascade Lakes Highway: As of May 4th access is limited. The Spring River Road (Forest Road 40) has been cleared to Cascade Lakes Highway (Forest Road 46). South Century Drive (Forest Road 42) and Forest Road 4270 are all cleared and open. Cascade Lakes Highway has been cleared from the Klamath County Line to Lava Lake where the gate remains closed. The lakes north of Lava Lake are still ice covered. The highway has been cleared so if the ice melts and lake operators clear their boat ramps or parking lots we could open the highway as far north as Elk Lake. Paulina Lake Road is open to Paulina Lake. East Lake remains snow covered. The Tackle Box With the opening of Spring Chinook Season, we all remember the herring baits. One old fisherman asked me if I knew anything about preserving the herring for a better way to use them and make them last. I do have a family secret recipe, but I actually like the one from Salmon University better. So I will share it with you. HOW TO BRINE HERRING (guides’ secret herring cure formula) by Salmon University Instructor Tom Pollack Water: 2-1/2 gallons of non-chlorinated water. Leave tap water sitting out overnight and the chlorine will evaporate. Brightness: 3 tablespoons Mrs. Stuart’s liquid bluing. Makes scales and skin brighter and more reflective. Salt: 4 cups non-iodized salt, canning salt, rock salt, kosher salt, or road salt. Powdered milk: 1 cup powdered milk. This makes your meat firm without burning herring. This is especially good for herring that has been frozen too slow at the processor, or bait that is too soft. Scents: Garlic oil from a jar of minced garlic or one of the prepared garlic scents. Also try adding 2 tablespoons of pure anise oil. This recipe will cure 4 to 6 dozen herring overnight. Once the herring have firmed up, go ahead and plug cut them. This solution will keep the herring firm for weeks if refrigerated. Inject any number of scents to change the scent trail. -Tom Pollack, Salmon University Instructor

The Future Is Getting Even Brighter In La Pine

Are you looking for something fun to do and want to support a good cause at the same time? We’ve got the answer. There are many exciting events coming up in the community to help support the lighting of Huntington Road, a project being organized by the Ford Leadership Institute Program (FLIP) participants. The goal is to eventually fund fifteen decorative street lamps, which will light the way down Huntington Road from the intersection at Highway 97 to the Senior Center. This is the core area for many activities in La Pine, the place in which we gather to celebrate as a community and where safety is a priority for all who use it. The Ford program has the support of Midstate Electric, the La Pine City Council and many businesses and individuals in the area. To date, the FLIP participants, through grants and donations from generous community members like you, have raised enough funds to purchase and install two street lamps. We would still like to fund thirteen more! Installation is planned for this fall with an official lighting ceremony to be held at the annual Trucker’s Light Parade on December 9th. COCC Offers Nursing Program Orientations

Central Oregon Community College’s nursing department is offering two orientation sessions at 4pm on Wednesday, May 13 in Room 156, Boyle Education Center on the Bend campus. The purpose of these meetings is to review the selection procedure for students interested in applying to COCC’s Associate of Applied Science in Nursing program as well as the prerequisites for applying and support courses necessary for the AAS degree. It is not necessary to be enrolled at COCC to attend this orientation, and reservations are not needed. However, admission into COCC’s Nursing program requires in-district residency. Contact the Admissions and Records Office at 383-7500 for details. Currently, COCC’s nursing program admits about 36 students each spring to begin fall-term course work. The admission process allows the nursing students to begin the program as a cohesive group, provide faculty members more opportunities for student interaction and offer more continuity within the program.
