Automated Voter Status Calls Are Not From Deschutes Clerk/Elections Office Oregon County Election offices have been notified by a number of residents who have reported receiving automated calls today saying their voting status is “inactive” and that they may not receive a ballot to vote during the November 6 election. Oregon State Elections is investigating the matter and will provide additional information to the media and public as soon as more is learned. In the meantime, voters should be aware of the following information provided by Deschutes County residents who received an automated call and have contacted the Deschutes County Elections Office: The phone number reflected by Caller ID is 503-388-3760 The name reflected on Caller ID is Oregon Small Business Association The message received by these residents is similar to “You or someone in your household has an inactive voting status. While you may think you are registered to vote, you may not receive a ballot.” Deschutes County Elections has researched the voting status of those who received robotic calls - ALL have been active voters, rendering the calls false. County Administrator Selection Process Ongoing The Deschutes County Board of Commissioners has completed its most recent recruitment process for the County Administrator. A public reception was held for the candidates on September 16, followed the next day by a series of panel interviews on September 17. At the conclusion of the process the Board identified their two top candidates. The Board extended a job offer to each of the top candidates, but in each case the candidate withdrew. In one case the finalist withdrew due to unanticipated family reasons. In the other the County and the candidate were unable to reach agreement on employment terms. The Board decided not to pursue the remaining three candidates who interviewed for the position. Working with the Prothman Company of Bellevue, Washington, the recruitment firm hired for this process, the Board will continue discussion about next steps to fill the position. The Board has confidence in the leadership of County departments and the interim county administrator. The County is well positioned to take the time necessary to hire the right person for administrator. The Commissioners would like to thank the public and Deschutes County employees for their input and involvement in the process. Human Origins Lecture The sixth of seven lectures in the “How Did We Get Here? Human Origins, Evolution and Migrations” series is set for 6:30pm on Friday, October 19, in the Pozzi Education Center at the Sunriver Nature Center. The series highlights cutting-edge anthropological research and discoveries. The lecture, “To Siberia and Beyond: How Studying Primate Genomes Helps Us Understand Our Own Biology and Evolution,” will be presented by J. Josh Snodgrass, associate professor in the department of anthropology at the University of Oregon. Snodgrass is a biological anthropologist who specializes in human evolutionary biology. His research focuses on human adaptation to environmental stressors, the influence of economic and cultural change on health and the evolution of the human diet. He has active field projects in northeastern Siberia, the Amazon region of Ecuador, and several locations in the United States. He also directs a research laboratory that focuses on the development and application of minimally invasive techniques for assessing health and physiology in population-based research. BENJAMIN “DARRELL” MORGANTI February 18, 1941 - September 30, 2012

Benjamin “Darrell” Morganti, 71, of La Pine passed away on Sunday, September 30, 2012, at OHSU Hospital in Portland due to complications with his heart. Darrell, as he was known… was a passionate man who enjoyed the outdoors both for work and for play. He worked as the owner of Morganti Logging for over 20 years until he was forced to retire for health reasons in 2000. Darrell loved his work and was quick to let others know how badly he wished he could just go back to work in the woods. In his spare time he enjoyed fishing, camping and hunting. He also enjoyed watching the news and socializing with friends at the American Legion, charity events, and other local establishments. Wherever he was, Shirley, his loving wife and best friend for more than 44 years, was sure to be by his side. Darrell was very caring and proud of his three children, Tami and her husband Blaine of Greenville, SC, Todd and his wife Erica of Frederick, Maryland, and Ben, also of La Pine. He is also survived by his sister, Gloria Lutz of Junction City, as well as nine grandchildren and 4 great-grandchildren, and his many loving nieces, nephews, extended family and wonderful friends. The family wishes to thank the many friends and relatives for their outpouring of love and support. High Desert Hero Nominations Being Accepted The Center Foundation is now accepting nominations for outstanding Central Oregon high school seniors for the monthly High Desert Hero award. Outstanding high school seniors who have a 3.5 or higher GPA, who display a leadership role in extra-curricular school activities, and who participate in recognizable community volunteer efforts are eligible to be considered for this monthly award. Nominations may be submitted by family members, employers, friends, and school representatives. In an effort to acknowledge “what is right with kids” TCF (The Center Foundation) board selects one nominated student each month of the school year to receive the prestigious High Desert Hero award. Free Service To Honor Deceased Veterans The Honor Guard of La Pine American Legion Post 45 announces a service to honor deceased veterans with a presentation of a three-volley gun salute and playing of taps at the veteran’s memorial service. A flag folding ceremony and presentation of the flag is also available. This is a free service offered to veterans regardless of their membership in any veteran organization. CLIFFORD “CLIFF” MEADE NELSON September 11, 1932 - October 5, 2012

Clifford “Cliff” M. Nelson, of La Pine, Oregon, passed away Friday, October 5, 2012. He was 80. A Funeral Service with full Military Honors has taken place at Willamette National Cemetery. Cliff was born September 11, 1932, in American Falls, Idaho, to Paul and Dorothy (Parsons) Nelson. He grew up in various cities in Idaho. Cliff proudly served his country in the United States Army for 20 years, serving in Korea (1st Cavalry), Japan (720 MP), France (Military Police), Germany (Military Police and Maintenance Supervisor) and Vietnam (8” APC Mechanic). He was awarded the Purple Heart after being shot by enemy fire (Korea – 1st Cavalry) and a Bronze Star. After he was discharged from the Army, he worked as an auto mechanic rebuilding transmissions. He married Lola Campbell Young on August 17, 1996, in Aloha, Oregon. Cliff belonged to the American Legion, VFW, VVA (Vietnam Veterans of America), Military Order of Purple Heart, and 3-18th Artillery. He enjoyed woodworking, hunting, fishing and traveling. Survivors include his wife Lola Nelson of La Pine, Oregon; daughter Tina Roter of Dayton, Nevada; sons Gary Nelson of Vader, Washington and Larry Nelson of Anchorage, Alaska; sisters Marylou Bailey of Phoenix, Arizona, and Nadine Schneider of Gatesville, Texas; three grandchildren Stephanie, Jason, and Kristina; and one great-grandchild Pyta. He is preceded in death by his parents, two brothers, one sister, and one granddaughter. Memorial contributions may be made in Cliff’s memory to La Pine Community Kitchen, P.O. Central Oregon Symphony Presents Fall Concerts

The Central Oregon Symphony, directed by Michael Gesme, will open its 2012-13 season with concerts at 7:30pm on Saturday, October 20, and Monday, October 22; and at 2:00pm on Sunday, October 21, in the Bend High School Auditorium. Doors will open 45 minutes before the performances. Tickets are required for these free concerts. This season’s opening concert is the monumental “Piano Concerto No. 1” by Johannes Brahms. According to Gesme, Brahms is often considered the last of the great classical composers, who combined his deep Romantic inclinations with the strict demands of traditional musical form to create enchanting works that are filled with inventive rhythmic drive, break-your-heart tender moments, over-the-top explosions of orchestral color and soloistic fireworks. The piano soloist for these concerts, Dan Franklin Smith, has gained an international reputation as a dazzling recitalist and concert artist. Swedish composer, Dag Lundin, commented that Smith’s “wide palette of orchestral effects and extremely exacting technical requirements demonstrate, without question, that Smith is to be considered one of the contemporary elite of serious pianists.” After intermission, the symphony will perform the “Symphony No. 3” of Finish composer Jean Sibelius. “Sibelius is a composer who I have wanted to tackle with the COS for some time,” said Gesme. “He was a revolutionary symphonist who was boldly innovative in structure and form, filling his compositions with beautiful melodies, harmonic inventiveness and a true sense of panoramic musical story telling.” All Central Oregon Symphony donors receive their tickets in the mail prior to the concerts. A limited number of complimentary tickets are available online, on a first come-first served basis. (Please note that this is a change from previous seasons—tickets will no longer be available at business outlets). To reserve complimentary tickets, please visit up to two weeks prior to the concert to register for e-tickets. The tickets will be emailed to patrons to print and bring to the concert. COCC Updates September Construction Progress Construction and remodeling projects are underway on the COCC Bend and Redmond campuses to accommodate COCC’s increasing enrollment over the last six years. The majority of the construction funding comes from a $41.58-million bond measure approved by voters in 2009 and state funding. A 2,300-square-foot addition to Building 1 at the Redmond Campus will house a new 48-seat classroom and 24seat science lab. Remodeled space within Building 1 will accommodate a 34-seat computer lab. The design phase is completed, and construction will start this month. The addition is scheduled to open for classes by spring 2013. The Technology Education Center, on the corner of Veterans Way and Salmon Drive in Redmond, will house technology-centered programs. Due to higher than expected construction bids and subsequent rejection of all bids, the project will be delayed for one year. The new opening date is September 2014. The purpose of the $1.3-million Grandview Renovation Project is to consolidate the math department into one location and provide SMART math lab space adjacent to math department offices. The project is now in the design phase, and construction will begin in March. Completion is expected by September 2013. The Residence Hall (student housing) project is undergoing a thorough review of its benefits and risks. Completion is expected by summer of 2015.

The Friends of the Sunriver Area Library are pleased to present an exhibit featuring glass works by Nancy Becker and mixed media works by Cheryl Griffiths. The public is cordially invited to view this exhibit during the Library’s regular hours. A native of the San Francisco East Bay area of California, Cheryl Griffiths has lived in Minneapolis, Mexico City and the Boston area for 28 years before moving to Sunriver. Her work explores the tension between the natural world and the growth of consumerism. She uses figurative elements from nature as symbols and by placing them in a different context creates a visual metaphor for “man versus nature” conflict. She works in several media, including oil stick, collage, encaustic and monoprint. Most of her work is done in series, which allows her to concentrate on different aspects of this age-old and ever-changing dilemma. For this exhibit, she has focused on pieces with birds and dogs, both of which have occasionally appeared in her work. Cheryl graduated from the University of California at Berkeley with a BA in art. She taught studio art at Museum schools and colleges in the Boston area for twenty years, and is a member of several cultural and environmental organizations. Art is a language of the soul, and the art medium in which Nancy Becker is proficient is hot glass. Glass is a material that is challenging by its very nature. “Hot glass is neither a solid nor a liquid,” Nancy says. “It offers unique challenges at all temperatures.” Nancy has been a self-employed hot glass artist since 1985, and has owned and operated her own hot glass studio since 1992. Nancy’s experience came through a brief study in college -- she received her formal education at the University of San Diego and Palomar College, in San Marcos, California -- but she soon moved on to the real thing, and considers herself largely self-taught. By 1982, Nancy had moved from Southern California to Portland, Oregon and worked for Bullseye Glass Company, Uroboros Glass Studio as well as Savoy Studios. Nancy says, “my real education was in the process of doing the work.” Her body of work consists of blown work, fused work and kiln cast sculptural pieces. She often incorporates other materials into her sculptural pieces. Hot work can be blown or sculpted using molten clear glass as the primary building material. With that base, Nancy then layers in color and design elements. Torches can extend the time the glass can be out of the reheat furnace and can be used to heat a specific area. As Nancy says, “it’s a dance, always.” The exhibit will open on November 6, 2012 at the Sunriver area branch library, and will continue through January 26, 2013. The Sunriver Area Library is open from 10:00am until 6:00pm, Tuesdays through Fridays, and from noon to 5:00pm on Saturdays. For questions about the Library, contact 541-312-1080. LA PINE PARKS & RECREATION – New Executive Director: Bob Schulz So, Bob Schulz, when did you start working for the La Pine Park and Recreation District? “My first day was on September 17, 2012. I came from a consulting job for NIKE in Tualatin Hills, OR. I had my own consulting firm in the Portland area.” Who are the main players in the District? “We are governed by a five person board of Directors that are elected by the voters in the District: Arlo Fertig is Chairman, Bob Metcalf is Vice Chair, John Wurst, Joel Brader and Robert Ray are the other board members. Mary Thorson keeps the district books, Lynn Buck is head of the Community Schools Program, Bo De Forest is in charge of athletics and is my assistant in the construction projects, and Ralph Torpin is in charge of maintenance.” Why do you work, live and play in La Pine? “My main reason for being here is that I have always wanted to be the executive Director of a parks district in a small town. That I love this area and have family here are two more good reasons!” What is the potential for growth for LPRD? “The District has been looking into expanding our coverage area to include more people who can use our programs and services. It is very realistic because of what is happening in La Pine and we will look at doing a new comp plan to get answers to questions we need to know.” What is the District’s greatest challenge? “Right now we are working to finish the ongoing construction at LPEC and Rosland Campground. We have deadlines in mind for both projects. We are also working to build relationships with the community and will continue to find ways to bring new programs to the community.” What is the biggest highlight of your career? “When I was working for NIKE we were celebrating the 30th anniversary of the company. I was named the liaison Project Manager of the Anniversary Project. Phil Knight donated 2 million dollars to renovate 96 basketball courts in the Portland area. They accomplished the task in only 75 days!” What do you do to relax? “I enjoy walking with my little dog Daisy. I also enjoy reading and playing and watching sports!” Tell us something about yourself that few people know about: “I spent three days with Tiger Woods before he was naughty!” In terms of volunteering in the community, what is your personal contribution to the community? “My main focus will be to build the Park District programs and services. I am also beginning to work with the Chamber of Commerce, I am part of the Ford Family Cohort that was formed recently and I have also joined the Sunriver Rotary!” What are your plans for the future? “I have a vision that we develop the district programs to the point that when people drive by the LPEC building from early in the morning through the evening hours that the building is lit up with lights and full of people who are enjoying the affordable activities we have to offer.” What advice would you give to community leaders? “Where ever I have been, whether it has been a large or a small community, folks need to work together to form partnerships that work in unison because if any of the partners fail, you are not doing your job.” Do you have a mission? “Establish affordable recreation programs and facilities to accommodate the needs and desires of the total community, and preserve its natural resources and beauty.”

Flu season is just around the corner. Vaccination is the most effective way to avoid catching the flu virus, and the best way to protect yourself and your community from illness. Here is the very latest flu information for you and your family. WHO SHOULD RECEIVE FLU VACCINE? The Centers for Disease Control and Prevention recommends everyone age 6 months and older should receive an annual influenza vaccination. Children 6 months through 8 years-old may need two doses depending on previous flu vaccine history, so it is important to talk to your health provider. A seasonal flu vaccination is especially recommended for people with chronic medical conditions, pregnant women, people living or caring for babies six months and younger, and all health care workers. HOW OFTEN SHOULD WE BE VACCINATED? Each year, scientists determine the three flu strains that are likely to cause the most disease and include them in the flu vaccination for that season. The 2012-13 seasonal flu shot protects against: H1N1, H3N2 and influenza B. People should get a flu vaccine every year to protect themselves. Locally, flu season peaks in January and February but can begin as early as October and is unpredictable. Since it takes about two weeks after vaccination for antibodies to develop in the body and provide protection against influenza, getting your vaccine as soon as possible will help protect you throughout this flu season. WHERE CAN I GET MY VACCINE? Flu vaccine is available through local health care providers as well as most pharmacies (for people 11 years and older). PREVENT GETTING THE FLU: In addition to vaccination, these preventive measures can help stop flu and other diseases·: 1. Cover your cough and sneeze; 2. Wash your hands often. Use soap and warm water; 3. Stay home when you’re sick. Protect others at school and work by staying home at least 24 hours after a fever (100+ degrees) subsides; 4. Clean surfaces often. Flu germs can live for hours on hard surfaces, especially where children are playing. Each flu season is unique, but it is estimated that on average, approximately 5 percent to 20 percent of U.S. residents get the flu. THE TACKLE BOX With the increase of the fall salmon fishing season, it is good to have some awareness as to the effects that the bait choices we make and how they can have influences on the fish we are trying to catch. Recently the ODFW has released a report on a study involving the effects of cured salmon egg baits which may be harmful to juvenile Chinook and Steelhead pre-smolt and smolts. Although the study didn’t reveal the name brands that were tested, the ending result seemed to be most conclusive. Common curing agents have been a popular way to home cure the saved eggs from the hens we catch, but in light of the study, we now have to be careful as to the specific ingredients that are being used. Not only is the suspect ingredient in some of the home egg curing products, but also it has been found in the prepared/ cured eggs we like to buy to use as bait. The ingredient that we are talking about is sodium sulfite. A little time checking the labeling may be able to help put a halt to the problem, and with the cooperation of the egg curing manufacturers we well have a future of egg curing products that are not harmful to the littlest of the fishes we are planting and working to conserve so we may have many generation available for years to come. The ODFW has been proactive while working with these manufacturers, so we will no doubt see a future egg bait cure that will not contain sodium sulfite. Some real thanks need to go out to the fishermen who were the ones who had made the suggestion to ODFW to begin the study, based on their observations. Now that is great stewardship! Pure testimony that if we see something to help the sport we love, we can make a difference. You can see the entire study summary on the ODFW website: and look under News Releases. Attention Dog Owners: PARVO Parvovirus is a highly contagious disease among dogs that is spread mainly by feces, and the virus can remain in an area for months. (Infected areas can be cleaned with bleach). The dog’s symptoms include dehydration, fever and listlessness.



Canine Parvovirus Disease hit Oregon hard in late 1980. In order for Oregon to avoid a repeat of the suffering, it is very important that puppies be completely vaccinated with a series of vaccines, and that adult dogs be vaccinated yearly. It is recommended that your puppy not come into contact with unknown dogs or dog stools until it has received its entire series of vaccines (which are not complete until the dog is at least 16 to 18 weeks old).
