Notice Of Budget Committee Meeting A public meeting of the Budget Committee of the Crescent Rural Fire Protection District, Klamath County, State of Oregon, to discuss the budget for the fiscal year July 1, 2019 to June 30, 2020, will be held at the CRFPD Administ6ration Building, 150 Mountain View Drive, Gilchrist, OR 97737. The meeting will take place on May 16, 2019 at 2pm. The purpose of the meeting is to receive the budget message and to receive comment from the public on the budget. Deschutes County Planning Commission Deschutes County’s Planning Commission invites residents to attend upcoming public hearings on proposed policies that would allow the County to re-evaluate some rural land designations. The public hearings will be held at 5:30pm on Thursday, May 23, and 5:30pm Thursday, June 13, at the Deschutes Services Building, which is located at 1300 NW Wall Street in Bend. In the 1970s, state land use policy resulted in the bulk of Deschutes County’s undeveloped rural land being classified as farm or forestland. However, some of that land is unsuitable for farming or forestry. County planning staff has created draft policies that would allow incorrectly classified resource lands to be re-zoned as NonPrime Resource Lands, which are areas with a low capacity to be managed for commercial agriculture or forestry activities. “These policies would help us correct the zoning for rural lands that were historically designated for activities that we now know they aren’t suitable for,” said Peter Gutowsky, Deschutes County’s Planning Manager. “Many of our rural resource lands with these designations are subject to strict zoning requirements that make it difficult for land owners to build new houses or complete remodels or additions. Re-zoning them would help with that, and would potentially allow for future development without overly restrictive regulations.” If acknowledged, the proposed policies would create two new zones - one with a 20-acre minimum parcel size and another with a 10-acre minimum parcel size. The 20-acre zone would be available for property owners to apply on their own. Deschutes County would apply the 10-acre zone to six specific areas that already include residential development and were planned before the County designated them as farmland and forestland. They include: The Skyline subdivision and its first addition (Bend), Haner Park (South County), Section 36 (South County), The Meadow Crest Acres subdivision (South County), The Squaw Creek Canyon Recreational Estates (Sisters). The performances will showcase the musical talents of the Cascade Chorale and instrumentalists from the Central Oregon community. The Cascade Chorale, a community chorus, is part of the music department at Central Oregon Community College. Our members range from experienced choristers who have sung with the Chorale for decades, as well as members that have just recently graduated from high school. The Cascade Chorale has been under the direction of James Knox since 2004, and averages 75 talented singers. The Cascade Chorale Association (“CCA”) is a 501(c)3 organization which provides financial and organizational support to Cascade Chorale. CCA is a proud member of Central Oregon’s Arts & Culture Alliance. CCA’s mission is to make choral music accessible to everyone in the Central Oregon community. Play At COCC Illuminates Immigrant Path Of Oregon Judge The story of how an undocumented immigrant from El Salvador ultimately became an Oregon judge is the inspiration for “Judge Torres,” a bilingual play showing at Central Oregon Community College (COCC) at 6pm on Thursday, May 16, in Pioneer Hall’s Hitchcock Auditorium. Tickets are $10, available at cocc.edu/mcc-events. Xiomara Torres arrived undocumented in the U.S. at age nine. A child abuse survivor who was raised in foster care, Torres overcame much adversity to become a circuit judge for Multnomah County. Her life story moved Salvadoran playwright Milta Ortiz to develop the play, who brings her own immigrant experiences and Mayan folktales into the work. Players from Teatro Milagro, a Portland-based Latino theater group, will stage the production at COCC as well as another production at Redmond High School’s auditorium (Wednesday, May 15, at 7pm). Also on May 16, Teatro Milagro is hosting two free, bilingual arts-integrated community workshops at COCC-Bend (2-3pm) and OSU-Cascades (noon-1:30pm) to address bullying and isolation by using themes of identity and community support. Knapweed Control: Getting Rid of Knapweed (from the pages of Gardening Know HOW). Gardeners are ever at the ready, waiting for an attack from the newest noxious weed – knapweed is no exception. As these horrid plants make their way across the country, displacing native grasses and infesting vegetable gardens alike, knapweed control is at the forefront of many gardeners’ minds. Knapweed removal can be time-consuming and frustrating, but if you’re watching carefully, you can eradicate this annoying weed from your landscape. What is Knapweed? Knapweed is a noxious weed that is found in ditches, along highways, in waterways and other scrubby areas. Many farmers have managed to bring knapweed home in grass hay or on the tires of their trucks without knowing it, spreading this weed even further. This aggressive weed is capable of out-competing both forage and crops, making it a nasty customer for everyone, including homeowners who may lose their lawns and gardens to it. There are four major types of knapweed, so it’s important to understand the differences before attempting to control it. La Pine’s spotted knapweed and diffuse knapweed are both short-lived perennials that sometimes behave like annuals. Yellow star thistle is another less-robust annual type. Russian knapweed is the most difficult to handle, since this perennial knapweed digs in for the long haul – it can set roots as deep as 20 feet below the surface of the soil! How to Get Rid of Knapweed The shorter-lived spotted knapweed, diffuse knapweed and yellow star thistle reproduce primarily by seed, but each produces hundreds or thousands of seeds that can survive in the soil up to five years, so they’re not easy customers. If you can prevent these weeds from producing flowers, you’ll be ahead of the game, but constant monitoring and mowing are the first line of defense. A few of these knapweeds in a lawn can be pulled by hand, but watch for more to emerge throughout the season. Russian knapweed is much more difficult to control than its less aggressive cousins. Frequent mowing is helpful, but that alone won’t do away with this trouble weed. Instead, dig the Russian knapweeds you find, or treat them with a non-selective herbicide. Burning has shown some promise as a control agent, but can’t be used everywhere. Dig, mow and continue to treat knapweed aggressively throughout the year. Sponsored by:

LOCAL FISHING REPORT FOR MAY 14 - 20, 2019 A reminder to be sure and check the regulations as there have been changes. Wear your life jackets on the water. Season is open at all local lakes. Streams open May 22. Snowpack for our region is averaging 95% of normal. Until the water warms and the fish get active, fish the more shallow lakes for best action: Crane Prairie, North and South Twin. Here is a rundown: Paulina Lake and East Lake: Per Facebook page, the gate at 10 Mile scheduled to be opened May 17. Campground at Paulina May 24. Ice gone from both lakes!! Tree removal operations will continue through 2019 season. Wickiup: 66% full. Dock is in. Fish shallow - about to 3-10 feet deep. Fish are very small, 8 to 11 inches. (12 inches is a trophy). Not too choosy on color. My preference is black and white hoochie. Females developing eggs already. It is clear the usual food supply – the chironomids in the shallows - are unavailable to the kokanee due to drop in water level. Inflow at 200 CFS. Outflow at 870 CGF. This is a Bureau of Reclamation Reservoir, and ODFW has no authority regarding the retention of water. Bureau of Reclamation is in the business of wholesaling water, not managing fisheries. That being said, Wickiup does not average down to 66% until July. Their website indicates they will be very courteous. Crescent Lake: 73% full, up slightly and holding. The resort ramp is open. No further info. A good time to go for Macks. Crane Prairie: 85% full and increasing. Cascade Lakes Highway is set to open May 10 with resulting access to Rock Creek and Quinn. Because it is shallow, water is warmer at this point and the fish are active. Black and brown patterns are producing. Trout are feeding on black chironomids pupa, and will also respond to a #10 black leech. Bugs active as well. Typical 10-13” planters with some naturals at 18” reported. USFS permit required for vehicles. Expect the lake to start bigtime production in late May. Kokes still deciding to join the party – or not. North Twin, South Twin: Shallow lakes mean better action, currently. A good mix of planters and holdovers of good size from last season. Fish are hungry. Odell Lake: Starting to heat up. Some scattered reports. Limits best by jigging. The little ones are jumping in the morning and evening – a really good sign. Jigging at 25-40 feet will produce more than trolling this time of year. Use pink jigs in ½ oz. Forest Service website says ramp open at Princess Creek; however, the gate is closed. Go figure. Shelter Cove Resort: Road is plowed and dry. Easy launch. Target Macks at 20 feet and also at 60 feet – they have the kokes surrounded. Lake Billy Chinook: Metolius Arm is active for 9-10” kokanee at 80-90 feet. However, success for these 9 inch monster kokes in the Deschutes arm at 35-70 feet. Consensus: it takes 4 kokes to make a meal. Haystack: 63% - way down from 100% last week. Not to worry, it will be filled back up.. Good for kayak trolling – stay near structure in this early season. Prineville Reservoir still at 100%. Ochoco at 83%. River/flows: Little Deschutes at La Pine: 328 CFS; headed to its average of about 170 CFS. George Bradford

April 9, 1937 - April 12, 2019 George Bradford of La Pine, left his loved ones on April 12, 2019, at the age of 82. George was born in Greenville, Ohio. He served in the Army. He married his wife, Terri, of 40 years in Reno, Neveda on August 28,1978. He had 4 children and lots of grandkids, nieces and nephews. He loved them all very much. He loved his kids, that is why he was Santa for the La Pine Moose Lodge over 10 years. George was a pipe layer for the City of Portland until getting hurt in 1971. He loved to fish, hunt and to go auto racing. George was a lifetime member of the Loyal Order of Moose. Services will be held on June 15 @ 1PM at the LaPine Moose Lodge. May he rest in peace.

Organization to Help Kids Find Mentors in La Pine Big Brothers Big Sisters of Central Oregon (BBBSCO) is celebrating their 25th year of defending potential in our region by expanding into the La Pine community. Their plan includes matching 20 local “Littles,” kids who can use a positive role model, with Big Brothers or Big Sisters. The organization has met with La Pine Mayor Daniel Richer, presented to the Sunriver/ La Pine Rotary, and is reaching out to local businesses in hopes of finding sponsors to help cover the cost of these new matches. Littles may come from single parent/ guardian homes, need extra help with homework, or struggle with self-esteem. Several studies have shown that mentoring is linked to improved academic, social, and economic futures. Children perform better in school and make better choices when they know someone cares and is paying attention. The community benefits as a whole when its youth are making better choices. This program is not only about LaPinians igniting potential in their youth, but also working together to build a brighter future within their own community. Their own life experiences and the willingness to improve a kid’s life are what qualify mentors to be Big Brothers or Big Sisters. Matches are made based on interests and the sorts of activities the potential Big and Little enjoy. Kids and mentors in the program come from a variety of backgrounds. What activities they share, from mountain biking, to fixing an old car, to playing board games, matters less than the time spent together. Snakes Keep Racers Guessing During COCC Jungle Run Having snakes on the course is generally not a favorable thing for track events, but in Central Oregon Community College’s (COCC) four-mile “Jungle Run” (or two-mile run or walk), recovered rubber snakes are redeemable for prizes. The annual trail event featuring mud pits and log crossings is slated for 5:30pm. on Thursday, May 23, beginning at the college’s track. Registration forms for the $5 event are available from the COCC Sports and Recreation office or at local running outlets and athletic clubs; day of race registration takes place from 4:30-5:15pm at the Mazama Gym. According to organizers, the course is fun, challenging, and includes singletrack, mud bogs, several steep ascents and descents, and numerous log crossings. Post-race refreshments. Psu’s Archaeology Roadshow Comes To Central Oregon After seven successful years in Portland and two in Harney County, Portland State University’s Archaeology Roadshow will host its 1st annual event in Central Oregon at the Deschutes Historical Museum in Bend on Saturday, June 8th from 10am to 3pm. The open-air event seeks to introduce the public to local heritage and the science of archaeology in a fun, hands-on way, while instilling a sense of stewardship for cultural resources. The Roadshow features presentations and activities hosted by archaeologists and community members with local and traditional knowledge from universities, federal and state agencies, tribes, archaeology companies, and nonprofit organizations. In addition to the exhibits and activities, a panel of experts in archaeology and geology will be on hand to identify the personal artifacts visitors bring. Stone, bone, woven, plant and historical items are welcome. Please do not bring live plants or animals. No appraisals will be given; the Archaeology Roadshow does not authenticate or value items for sale. Archaeology Roadshow Central Oregon is organized by Portland State University and is made possible by a generous grant from the Deschutes Cultural Coalition. The event is hosted by the Deschutes Historical Museum and the Archaeology Society of Central Oregon. Additional support comes from the Oregon Archaeology Society, Bureau of Land Management Prineville, US Fish and Wildlife, High Desert Museum, Central Oregon Geoscience Society, Archaeology Investigations NW, and Eileen Gose. COCC Bend Holds Info Session On Its Health Degrees Central Oregon Community College’s (COCC) Bend campus is hosting an information session on its Allied Health programs from 5:30-6:30pm on Wednesday, May 15, in the Health Careers Center, Room 140.
