Friends Of La Pine - City Clean-Up Day The City of La Pine, in collaboration with “Friends of La Pine “, a partnership of, Deschutes County, ODOT, Oregon Youth Challenge Program Cadets, La Pine High School NJROTC, La Pine Park & Rec, numerous businesses, other local organizations and individuals, will hold the City’s annual “City Clean-Up Day” on June 1st, 2013. The event is scheduled for 8:30am to 12:30pm, followed by a hamburger/hotdog “BBQ picnic lunch”. Here’s how it’s planned this year! At 8:30am, Saturday morning we will start gathering in the Park & Rec “Community Center” front parking lot. We will form teams, make area/work assignments and pass out yellow debris bags and yard tools. Register To Receive 9-1-1 Emergency Notices By Cell Phone Did you know you can register to receive future emergency notices on your cell phone from Deschutes 9-1-1? The online registration service is available for residents living in Deschutes County, Crooked River Ranch, and Camp Sherman. Notices can ONLY be received if you register for the service. The Deschutes County Citizen Emergency Notification System (CENS) notifies the public with important information during an emergency. Now, owners of cell phone or VoIP lines can receive the same emergency message as those with land-line phones IF THEY REGISTER (opting-in for the service). When registering to receive CENS notices, you’ll be asked to provide your email address, a password, and a challenge question/answer (in case you forget information that establishes your account). You’ll also be asked to provide your contact information. To register your wireless or VoIP phone to receive emergency notices, please visit Deschutes County emergency notices will be sent to you in the form of emails, phone calls or text messages. Once you register, you can return to your account page to manage information and settings. You can also register additional contacts through the system. If CENS attempts to call your cell and the line is busy, the system will redial the number three times to make contact. If an answering machine or voice mail system picks up the call, an emergency message will be recorded. Stephen Giovannoni, who works in the department of microbiology at Oregon State University, will present “Extreme Outliers: How the Smallest Cells in the Ocean Change the Planet,” at 6:30pm on Friday, May 17, in Hitchcock Auditorium in Pioneer Hall on the COCC Bend Campus. In his talk, Dr. Giovannoni will discuss how recent discoveries point to the surprising and important modern roles that the small microbial cells that evolved in the oceans had in shaping and maintaining our planet’s ecological balance. Advances in research technology now allow scientists to answer questions about the role of microbial biodiversity in ocean processes, such as photosynthesis and natural events that transport carbon from the atmosphere into the deep ocean. Giovannoni’s work highlights the importance of the world’s smallest cells in the marine carbon cycle, and the quest to understand how changing climate is impacting ocean biology. His lecture will examine ocean desertification, a process caused by warming of the ocean surface, and the spread of hypoxic or “dead” zones along the Pacific Coast. These areas of depleted oxygen have increased in frequency, size and duration, and have profound effects on fisheries, water quality, and economies. COCC Construction Update: April Progress Construction and remodeling projects are underway on the COCC Bend and Redmond campuses. The majority of the construction funding comes from a $41.58-million bond measure approved by voters in 2009 and state funding. The Technology Education Center, on the corner of Veterans Way and Salmon Drive in Redmond, will house technology-centered programs. Kirby Nagelhout Construction Company began the excavation April 22. The opening date is September 2014. The purpose of the $1.5-million Grandview Renovation Project is to consolidate the math department into one location and provide SMART math lab space adjacent to math department offices. Four bids were received; Sunwest Builders was the low bidder. Construction began April 29 with asbestos abatement and demolition of the kitchen area. Completion is scheduled for September 2013. Schematic design documentation has been completed for the Residence Hall (student housing) project, which will allow the estimating process to begin. The college entered into an agreement with Earth Advantage for the MultiFamily Gold Certification. Construction will start next March, and completion is scheduled for the summer of 2015. A small portion of the Humane Society of Redmond’s Event Center will be remodeled into a lab space for the new Veterinary Technician program. The remodel will potentially consist of two phases. The first phase will remodel a 1,300-sqaure-foot area into a pharmacy lab, cat room, procedure room and one faculty office. This space, coupled with temporary use of local veterinary facilities, will enable the program to be accredited by the state of Oregon. The budget for phase one is $286,000, and the remodel is expected to be completed by fall of 2013. Lease negotiations with the Humane Society of Redmond, now known as BrightSide Animal Center, are continuing.

Melvin Ray Bonner, 78, of Crescent, OR, died May 3, 2013. No services will be held, per Mel’s request. Mel was born May 7, 1934, in Jones County, Mississippi, to Leo and Irene (Whatley) Bonner. He served in the U.S. Navy as a cook from 1953 to 1957, and was honorably discharged. Mel married Georgia Landolt on September 10, 1955, in Los Angeles, CA. They made their home in Crescent in 1957. He worked at the local sawmill in Gilchrist until his retirement in 1996. He was a volunteer fireman in the early 70’s for Crescent, OR. He served as the Fire Chief, and was instrumental in having a new fire station constructed with donated supplies and labor. This is still the site for the current fire station. Mel served two terms on the Crescent Rural Fire Department Board of Directors when he retired from active duty. He also served as the Union President for a time for the United Brotherhood of Carpenters and Joiners of America while he was employed at the Gilchrist sawmill. He and his wife built, owned and operated the Crescent RV Park in 1993. He retired from his business in 2006 when the park was sold. Mel dearly loved life and enjoyed fishing, boating, hunting, gardening and adventures in their RV over the years. He loved his family and yearly gatherings with his siblings. He worked hard and lived every minute like it might be his last. Survivors include his loving wife Georgia of Crescent, OR; daughters Teresa (Dan) Harshbarger of La Pine, OR, and Lula Brown of Winston, OR; son David (Deanna) Bonner of Crescent, OR; grandchildren Joe and Brian Ortis, Jeremiah and Megan Harshbarger, and Nick Bonner; siblings Ella McCaul of Oregon, Roy, Calvin and Charles Bonner of Washington State, and Earlene Churchwell of Mississippi. He was preceded in death by his son Melvin Todd Bonner; parents Leo and Irene; siblings Harold, Sandra, Gebra and James. John Merrill Hinrichs passed away May 5, 2013, from adrenal cancer. At John’s request, there will be no services. John was born June 15, 1950, in San Rafael, California, to Merrill and Gloria (Grady) Hinrichs. He proudly served his country in the United States Navy in Viet Nam on the USS Constellation. John wore many hats during his working years. He worked for Ford as a line mechanic; he was a logger, a marine engine mechanic, truck driver and a boat operator. He loved the ocean, and he lived on boats for many years in Sausalito. He went on many boat deliveries serving as engineer, going through the Panama Canal several times. He brought boats from England, and he also served as engineer on Florence Henderson’s boat, taking it from Southern California to the Florida Coast with her husband, John Kappas. In 1998 John and his wife, Beth, moved from Sausalito to Northern California, where he worked for Humboldt County Public Works as a boat operator and on the road crew until his retirement in 2010. He and Beth retired to La Pine where he resided until his death. They fell in love with La Pine while returning from Sturgis in 2000. John loved his life in La Pine, and easily made friends... As long as you were honest with him, you were a friend. John volunteered his time serving others at the American Legion Post 45, helping in the kitchen and also serving the kids by helping with many SCOOTR activities. John loved being outdoors; either on the water, on the mountain skiing, camping, or riding around on his Harley. He also loved woodworking. John was full of life, and always had to be doing something; but sadly didn’t have the time to accomplish everything he set out to do. He was blessed to be able to be a grandpa to Maggie and Penny, whom he saw frequently, which meant so much since his grandsons lived so far away. He will be greatly missed by his family and friends. He is survived by his wife and companion of 22 years, Beth; his son Nathan and daughter Renee, both from Destin, Florida; Renee’s two sons from Michigan, Skylar and Brody; his daughters Jessica Steffen (husband Joel) of Novato, California; Betty Jo List (boyfriend Tony Splendorio) of Corrales, New Mexico; son Hans List (wife Sophie); and their daughters Maggie and Penny of Woodacre, California. He is also survived by his step-mother Lillian Hinrichs of Brentwood, California; aunt Mary Hinrichs of Vacaville, California; brother Dennis Hinrichs of Lake County, California; sister Carolyn Bond (husband Randy) currently in France. Kelly’s caretakers, his sister Barbara and brother-in-law Clarence Morrow, were by his side when he passed. A Celebration of Life has taken place at Drake Park in Bend, Oregon. Kelly was born February 15, 1963, in Springfield, Oregon, the son of Roberta J. (Hendy) Lawson and Ken S. Kennedy. Kelly worked as both a mechanic and a welder. He attended Lane Community College for both degrees. He loved fishing, camping, riding bikes, and being with his sons and his family. Survivors include the loving mother of his children, Linda Beinte; sons Daniel Kennedy, Brian Kennedy and Shawn Kennedy, all of Bend, Oregon; sisters Barbara Kennedy of Bend, Oregon, Gail Williams of Drain, Oregon, Cindy Kennedy of Eugene, Oregon, and Teresa Kennedy of Eugene, Oregon; nieces Janice, Tracy and Mellisa; and nephews Kem and Michael. He is preceded in death by his father Ken Kennedy; son Robert R. Kennedy; grandmother Jessie M. Hendy; and grandfather Robert James Hendy. Importance Of Pet Vaccinations When people think of diseases that could affect their dog, the most common thoughts are parvovirus, salmon poisoning and rabies. There are many diseases that can put your dog at risk. Current dog vaccines are highly effective in preventing many of these diseases, such as Canine Distemper. Preventable diseases are making a comeback due to animals with overdue vaccines or incomplete puppy/kitten series and a growing abandoned and stray population. Recent Parvovirus cases and now some distemper cases, have emerged here in Central Oregon. Confirming a case of canine distemper serves as a good reminder to keep your dog current on their vaccinations. Call your veterinarian if you are uncertain if your dog needs any booster vaccines. Canine distemper is found sporadically across the nation. All unvaccinated dogs are at risk. Distemper is caused by a virus for which there is a very effective vaccine. Dr. Mendiguren of the Central Oregon Humane Society stated “Distemper can cause death. It is contagious from direct contact between one dog to another, but not to people. The virus affects numerous parts of the body, so symptoms may vary, including respiratory, gastrointestinal, neurologic and skin.” The first symptoms may be nasal discharge, eye discharge, fever, coughing and pneumonia. The signs may progress to vomiting and diarrhea, skin changes on especially the foot pads and then to neurological symptoms. It is transmitted by sneezing and coughing and the exchange of bodily fluids. The virus does not last long outside the host body, so contact must be dog to dog. It can be fatal if left untreated. The distemper virus also is in the wildlife population. Raccoons, foxes and coyotes can be infected and act as a reservoir for our domestic animals. The best protection is current complete vaccination protocols. They are 99.99% effective in protecting your dog from this disease. Burgess Road Fire caused by high winds and power lines. The rapidly spreading wildfire contained by FireWise pretreatments and efforts from La Pine and Central Oregon Firefighters – which they had just practiced two weeks prior. On Saturday May 4, 2013 the La Pine Rural Fire Protection District Firefighters were scrambling to respond to sixteen (16) brush and tree fires within the 5-hour period from 10:44am to 3:58pm. All were caused by high winds, coming from an unusual easterly direction, toppling trees into power lines. The Burgess Road Fire was by far the largest at 168 acres. Investigators have made a preliminary determination that a tree had fallen on a power line near the Rosland Elementary School on Burgess Road and in which the current then had shorted to the secondary communications lines blowing a nearby communications vault off its pedestal in a shower of sparks and igniting the fire at about 1:56pm. The strong gusty winds quickly drove the fire from Burgess Road to Huntington Road and toward downtown La Pine and the Crescent Creek Subdivision. Thirty one (31) La Pine Firefighters responded in 11 fire apparatus. Assistance was provided by Sunriver Fire, Crescent Fire, and Walker Range, Oregon Dept. of Forestry, US Forest Service, BLM, Cloverdale Fire, Sisters-Camp Sherman Fire, Black Butte Ranch Fire, Crooked River Ranch Fire, Redmond Fire, and Jefferson County Fire. Deschutes County Sheriff’s Office coordinated emergency evacuations of the Crescent Creek and Huntington Road neighborhoods, as well as, coordinated road closures with the Oregon State Police and Oregon Department of Highways and the Sheriff’s Search and Rescue group. The American Red Cross opened an evacuation shelter at the La Pine Parks & Recreation Event Center and the Bend - La Pine School District made the Rosland School available for command and firefighter staging. Deschutes County offices of Emergency Management and Forestry also provide incident command support. The Deschutes County FireWise program had performed a fuel reduction and pretreatment work on this large La Pine forest parcel in 2005 as it was in the center of the community. This significantly reduced the fire behavior that allowed firefighters to protect structures and eventually contain the fire. Just two weeks prior on April 20, the La Pine Rural Fire Protection District had an all day exercise and drill simulation of a wild fire threatening the District’s Newberry neighborhood. The fire incident was almost to a letter of what was predicted and practiced for with the exception of location (a mile off) and the unusual wind direction. The recent practice, along with close cooperation from multiple Central Oregon agencies helped lead to a successful outcome where no civilians or firefighters were hurt, no structures lost and the fire was contained within six hours, and area residents were allowed to return safely to their homes. Oregon Department of Forestry assumed fire watch and mop up. ODOF crews had the mop up completed by the end of Monday, May 6th and continued to provide fire watch patrols over the next few days to assure complete extinguishment.

LOVE TO GO CAMPING? Your dog probably does too! It’s a great way to get lots of exercise and socialization with other people and other dogs. Keeping in mind a few things when planning, can make the camping trip even more enjoyable for you and your dog. There is usually no air conditioning while camping, so be sure you have a way to cool Fido off, like a mist bottle, a dip in the lake, or access to shade, as well as clean water for drinking at all times. If your dog is not socialized or aggressive to others, plan to bring a portable ex-pen or doggie crate to contain them if necessary. It is never a good idea to leave your dog alone if he has a tendency to bark. This leaves him vulnerable to disgruntled campers and wildlife. Clean up after your pet, leaving your camp area poo free for the next visitor. Know the leash laws of where you are planning to stay. Some parks and campsites enforce one, while others welcome off leash dogs. If you have questions regarding the laws, contact the forest service, at 541-383-4000, for more information. If you are camping during the 4th of July weekend, know if your dog is easily frightened by loud noises and lights associated with fireworks. If so, be sure you have a way to secure them, with you on a leash, in your RV, or in a crate are all good options. Always make sure you keep an ID tag on you dog in case you are separated. Don’t forget to bring your pooch their food and some home comforts, such as a toy or bed, and lastly, enjoy the sunshine and summer weather with your dog!
