GREATER LA PINE ADULT EDUCATION Job Description and Specifications Job Title: Adult Education Coordinator Status: Part-time position (15 hrs. per week); flexible schedule dependent on adult education class schedules. Supervisor: Director of La Pine Park and Recreation Department Primary Purpose: The Adult Education Coordinator provides site coordination and monitoring for Adult Education Classes in the Greater La Pine area. Serve in La Pine as local community contact and information source for adult programs, services and opportunities. Work effectively with college programs (in particular enrollment services), community partners, agencies and businesses to assist in the development of a coherent, academically strong program. Coordinate logistics necessary to support activities in the community. Description of Duties and Responsibilities: 1. Work in collaboration with the Greater La Pine Adult Education Committee (the Committee) and community partners to offer programs relevant to community needs and interests. 2. Work with the Committee, COCC staff, and community partners to market programs by developing and distributing flyers and press releases for radio, TV, and newspaper and appearing at local meetings/ events. 3. Attend meetings of the committee, distribute meeting notices, compile meeting notes, and maintain electronic records of committee members and decisions. 4. Community Outreach and Student Recruitment. a. Serve as the Committee’s community outreach and information source for credit and non-credit adult education programs, services and opportunities. b. Assist in building relationships with community partners and agencies. (e.g., COCC, La Pine Library, COIC, La Pine Park and Recreation, Chambers, La Pine H.S.). c. Meet and talk with prospective students about adult education credit and non-credit classes. d. Assist in staffing/hosting a booth at community events. 5. Develop ideas for advancing adult education opportunities in the greater La Pine area, including benchmarks for assessing the program. 6. Research grant opportunities and assist in writing and obtaining grant funding. 7. Open and close buildings for scheduled class sessions throughout the community. 8. Assist students in registering for classes sponsored by a variety of community partners. 9. Supports the recruitment and supervision of Adult Education instructors. Knowledge, Skills and Abilities: 1. Requires strong customer service, organizational, and problem-solving skills. 2. Must have ability to develop and deliver presentation about the available adult education credit and non-credit classes. 3. Must be able to represent the Committee in a professional, knowledgeable manner and work effectively with community partners. 4. Must be able to work in an independent environment and to initiate appropriate projects and outreach activities under the guidance of the Director of La Pine Park and Recreation. 5. Must have reliable transportation to monitor the opening and closing of class sessions at a variety of locations as well as a flexible schedule. 6. Must be able to communicate effectively, both orally and in writing. Preferred Qualifications: 1. Experience in customer service and working with the public. 2. Background in community education and administration. 3. Personal computer, word processing, email, spreadsheets and internet research skills. 4. Experience initiating new projects, outreach activities, event planning or presentation experience. 5. Experience in grant writing and budget management. 6. Experience working in an independent environment. 7. Reside in the La Pine area. Successful criminal background check is required. Snow Gate Opened The Deschutes County Road Department has opened the snow gate near the intersection with FS Road 4270 at Deschutes Bridge on Cascade Lakes Highway. The road has been cleared of snow from the Klamath County line to just above Elk Lake where a temporary gate is currently in place. The Road Department will continue to clear the snow from the remaining section of highway between Elk Lake and Mt. Bachelor with a full opening of Cascade Lakes Highway projected by Memorial Day Weekend. Diamond Peaks Firewise Community Earns National Recognition For Wildfire Preparedness Because of its efforts to reduce the vulnerability of homes and landscapes to wildfire, Diamond Peaks Firewise Community has earned Firewise Communities/USA® recognition from the National Firewise Communities Program. “Central Cascades Fire & EMS District strongly supports the Firewise Communities USA program. We encourage all regional communities and neighborhoods to adopt Firewise principles as a grassroots effort to improve community, homeowner and emergency responder safety.” Tim Cramblit, Fire Chief, CCF&EMS, Crescent Lake. Diamond Peaks Firewise Community worked with Walker Range Forest Protective Association to conduct a wildfire hazard assessment and develop a plan to address safety concerns. Residents then worked together to implement the plan. “Walker Range Forest Protective Association congratulates Diamond Peaks HOA for being the first community within Klamath County to gain Firewise Community/USA recognition status. Through their efforts residents within their HOA have received valuable education about wildfire preparedness and living in the wildland urban interface. Their momentum can energize others to implement their own Firewise Community program.” Echo Murray, Dispatch/Education Coordinator, WRFPA. Diamond Peaks Firewise Community is the first community in Klamath County, Oregon to be recognized as Firewise Communities/ USA, joining many other communities nationwide that have been recognized since the program’s inception in 2002. The community completed the following activities: Conducted vegetation and fuel mitigation along the road right of way within Diamond Peaks HOA; Worked with local fire, forestry agencies and accredited property assessors to remove flammable vegetation from around their homes and other neighborhood structures; Held an informational event during which Firewise information was distributed; Conducted numerous community meetings and a door to door education campaign to explain and educate the community about the Firewise Communities plan. “Achieving Firewise recognition is not a quick or easy process. Diamond Peaks Firewise Community has done an outstanding job of creating a local Firewise Task Force and implementing Firewise principles,” said Michele Steinberg, support manager of the Firewise Communities program. “By preparing homes, structures, and landscapes before a wildfire occurs, Diamond Peaks Firewise Community has dramatically increased the chance that homes and structures will be protected when a wildfire occurs.” RECOGNITION AWARD CEREMONY AND RECEPTION: What: The Diamond Peaks Firewise Community has been recognized as a Firewise Communities/USA® site by the national Firewise Communities program for its efforts to reduce the vulnerability of homes and landscapes to wildfire. Pain in the muscles, joints, and nerves are commonly reported. It is often chronic and sometimes severe. A higher strength, capsaicin 8% (Qutenza) is prescription only patch for postherpetic neuralgia. Other options for muscle pain and arthritis include diclofenac, a prescription non-steroidal antiinflammatory drug available as a patch (Flector) and gel (Solaraze 3%, Voltaren 1%). Menthol is the active ingredient available over-the-counter in creams, patches, and sprays. It stimulates nerves and helps relieve pain.

DOG OBESITY Dog obesity is an increasing problem in our pet population with serious consequences. Humans are the main cause of obesity in dogs by overfeeding or feeding the wrong kind of food. Other determining factors include: ACTIVITY LEVEL: an active dog uses more calories and is less likely to eat more because of boredom or stress. GENETICS AND BREED PREDISPOSITIONS: Some breeds are more prone to becoming overweight and should be monitored more closely. MULTIPLE PET HOUSEHOLDS: A dog may eat more simply because of other pets. DISEASE: Less than 5% of obesity cases are caused by heart, thyroid, or other metabolic disorders. WHEN IS A DOG CONSIDERED FAT? You should be able to feel your dog’s ribs and there should be a slight amount of fat over them, but each rib should be distinct. If you can’t feel them, the dog is overweight. The same is true for the spine, shoulder and hips. The dog should have a definite waist; if the area between the ribs and hips is wider than the hips or ribs, the dog is overweight. HEALTH RISKS Obesity in dogs places extra demands on virtually every organ in the body, and can cause any or all of the following: diabetes; damage to joints, bones, and ligaments; heart disease and increased blood pressure; difficulty breathing; decreased liver function; increased surgical and anesthetic risk; reproductive problems; digestive disorders; decreased immune function; skin and hair coat problems; increased risk of cancer; and decreased quality and length of life. Prevention is easier than taking off excess weight. Feed dogs according to their activity level, size, and age. We control what and how much our dogs eat, and we are not helping them when we give them excessive or inappropriate treats.

Event Planners: Apply For Event Permits 90 Days Prior With tourism and event season just around the corner, Deschutes County encourages individuals, businesses and organizers planning commercial events and outdoor mass gatherings in unincorporated rural areas, to apply for the necessary permits at least 90 days prior to a scheduled event. Commercial events and outdoor mass gatherings generally include weddings, celebratory gatherings, concerts, festivals, or similar uses consisting of any assembly of persons and the sale of goods or services. “Permits are required to protect the public,” said Deschutes County Community Development Director Nick Lelack. “Commercial event and outdoor mass gathering permits address food safety, sanitation, traffic and crowd control, noise, hours of operation, emergency services, permanent and temporary structures and facilities, and compliance with fire, health and life safety laws,” he added. The County offers different permits for different types, sizes, durations, and locations of events. Permits cost between $35 for a one-time event to $2,640 for large and multiple events over several days. Some event permits are processed by County staff while others must be approved by a Hearings Officer, Planning Commission or the Board of County Commissioners. County staff is available during normal business hours to help people understand the type of permit needed for certain events and to guide them through the permitting process. Although Oregon’s May 20 Primary is weeks away, if you want to vote, there are a few things you’ll need to remember: 1. New voters to Oregon must register to vote by Tuesday, April 29. 2. Current voters in Oregon must update their registration in writing if their residence or mailing address has changed. The voter can accomplish this by: a. Submitting a new voter registration card to the County Clerk’s Office; b. Updating their registration online at oregonvotes.gov , and by selecting “My Vote”. 3. During a primary election, the ballot a voter receives is based on their residential address and party affiliation. If a voter wants to change party affiliation the deadline to do so is Tuesday, April 29, and postmarks DO count. To change party affiliation: a. Submit a new voter registration card to the County Clerk’s Office; b. Update voter’s registration online at oregonvotes.gov, and by selecting “My Vote”. 4. Every returned ballot signature is verified against the signature in the voter’s registration. If a voter’s signature has changed, a voter should submit a new voter registration card with their current signature. 5. Remember, there is now an Independent Party in Oregon. If a voter does not want to be affiliated with a party, on the voter registration card they should select “Not a member of a party”. 6. Ballots will be mailed on Thursday, May 1, and are not able to be forwarded. 7. Absentee forms are available online and at the County Clerk’s Office, 1300 NW Wall Street in Bend-2nd floor, if a voter will be away from home for one or more elections. Voter registration cards are available at local city halls, libraries, DMV offices, post offices, county clerk’s offices or online at Deschutes.org/clerk or oregonvotes.gov. Like many of our national parks Crater Lake is an icon due to the depth and purity of the water as well as the geologic landscapes. Mike Jensen is a professional photographer based in Sunriver, Oregon. Together with his wife Cindy, they own JensenOne Marketing & Photography. Mike teaches Photography and Photoshop through the Central Oregon Community College, Cascade Institute of Photography, as well as the La Pine Parks & Recreation District. He also conducts photography workshops open to the public. Mike is a frequent lecturer for the Deschutes County Library system, and writes a monthly photography article for the Sunriver Scene. In Central Oregon, we live in a “Photographer’s Wonderland” in every season. Mike serves as an elected official on the Bend La Pine School Board, volunteers as an ASPIRE Program mentor at the La Pine High School and he is working closely with Newberry Habitat for Humanity to develop the websites (www.newberyhabitat.org and LaPineRestore.org). Besides his well-known photography business, Mike develops graphics, works to set up websites and he is in contact throughout the region to help other businesses. An Urn Committal Graveside Service was held on Wednesday, April 23, 2014, at the La Pine Community Cemetery followed by a Celebration of Life held at the American Legion Post 45 in La Pine. Darlene was born at Lebanon Hospital in Lebanon, OR. She was preceded in death by her husband Edwin Jay Jordt. Darlene was an avid fisherwoman with a passion for the outdoors and her family. Her ambition and strength lives through her children, who she would do anything for. Surviving her is: David Lewis Harris, Michael Paul Harris, and Jessica Lynn Jordt. As a realtor, she knew many people in our small community. She was a very knowledgeable tax consultant and for many years owned her own business. Darlene has a large family that always looked to her for her leadership and advice. She leaves behind her mother, Delores Hattan, three brothers, Phllip Rose, Wayne Poor, and Loren Kruesi, as well as her three sisters Colleen Kruesi, Sharon Graham, and Tana Sherratt. Darlene’s fight against cancer has shown her amazing strength, courage, and ambition. COCC Awarded Construction Permit For Radio Station On March 26, the Federal Communications Commission (FCC) awarded Central Oregon Community College (COCC) a construction permit for a low power fm (LPFM) radio station to operate from its Bend Campus. The station will broadcast at 102.5 LPFM from an Awbrey Butte antenna site. Because LPFM stations serve educational missions, COCC eagerly anticipates using this LPFM license as part of its media arts classes beginning in the fall of 2015. The COCC media arts classes will provide an inclusive foundation in the area of print, visual and audio communication. Because communication faculty have the goal of educating students in multiple platforms, such as broadcasting and print journalism, the new radio signal will bolster the college’s cross-disciplinary learning. Through the college-run station, pre-recorded interviews could air at specific times to coincide with critical college services, such as disability services, financial aid, veterans’ outreach, tutoring and library services, culinary/scholastic achievements, and international studies (Oregon International Education Consortium). Literary readings and investigative exposes could complement class reading lists or subject areas. By having a local Emergency Alert System signal and system, the college could be uniquely suited to assist the public and emergency personnel as well as enhance their mandatory presence as a critical emergency shelter. Various community media organizations can utilize the skills of COCC students and graduates, tailoring those skills to their organizational mission and values. In this way, community organizations can focus on honing and fine-tuning skills and build upon conventions, thereby maximizing time and resources for each organization. As a stable community presence with a specific educational mission, COCC is also uniquely suited to steward an educational broadcasting signal while not competing for limited community resources. COCC had been one of eight local original applicants for the last available LPFM license in 2001 (106.7LPFM). The LPFM license was relinquished to Conservation for Central Oregon, who surrendered the license to the FCC. As a result, COCC had to await a new application window this past fall. The new signal will be broadcast from the abandoned community antennae site, which has been graciously donated by the Joyce E. Coats Revocable Trust for use by the college and its media arts classes beginning the 2015-16 academic year. The Cascade Winds Symphonic Band will present its spring concert at 2:00pm on Sunday, May 4, in the Summit High School Auditorium. This is the final performance of the 2013-14 season. Michael Gesme will lead the ensemble in a varied program beginning with “Quirks” by Brant Karrick. This capricious work takes full advantage of its title—never resting too long on one style, the piece seamlessly and continually transitions among Latin, jazz, tango, swing and other styles. Next is the “Huckleberry Finn Suite” by Franco Cesarini, a piece of intentionally lighthearted disposition that musically describes some of the primary scenes and characters of Mark Twain’s classic. Interspersed with brief readings from the text, the four movements of this work portray a lazy river town, Jim, the King and the Duke, and Huckleberry Finn himself. Also included in the first half will be a march by John Philip Sousa, “Solid Men to the Front!” and “Carmen Fantasy” with music by Georges Bizet and arranged by Eiji Suzuki. The march was composed in 1918 while the 62-year-old Sousa was serving as music director of the Great Lakes Naval Training Station. The fantasy is a wandering mixture of several of the great melodies from Bizet’s famously scandalous opera, which is prominently featured in this arrangement’s mallet percussion. The second half will open with two works by Giovani Gabrieli, an Italian high Renaissance composer famous for church music intended to be performed from opposite sides of the cathedral. The Cascade Winds brass section will simulate this experience with two brass choirs placed on opposite sides of the auditorium. “For those of us who play brass instruments,” comments Gesme, “the music of Gabrieli is one of the high watermarks of composition. It is extremely satisfying to listen to and to play.” The final piece on the concert is the “Sixth Symphony” by James Barnes. This three-movement work is very traditional in form, melodic and harmonic language, and is brimming with the wide palate of colors for which Barnes’ compositions are famous-a rousing conclusion to the 2013-14 season. Admission is free and donations are gratefully accepted to offset performance expenses. County Paving Construction Projects On Monday, April 21, construction crews began work on the asphalt overlay for the following roads in Deschutes County: 1. Innes Market Road: Paving dates are Monday, April 28th to Monday, May 5th. 2. NE 33rd Street: Paving dates are Monday, May 12th to Thursday, May 16th. 3. Graystone Lane, Tumalo Place and Deschutes Pleasant Ridge Road: Paving dates are Tuesday, May 27th to May 30th. 4. Cook Avenue: Paving dates are Tuesday, June 3rd to June 6th. The contract completion date is June 20, 2014. Traffic will be limited to one lane and drivers can expect delays of up to 20 minutes during construction. Ballot Drop Site Changes In Redmond The 24 hour / 7 day a week drive-by ballot drop site at the Redmond Library will now open early beginning with the May 20 election. The 24 / 7 drive-by drop site will open on Friday, May 2. There will no longer be a drop site at Redmond City Hall. The drop site box at the Redmond Library is located on the west side of the Library, at the corner of 9th Street and Cascade Avenue. The reason for extending days at the Redmond Library drop site was in response to voter request. The drop site at Redmond City Hall is only a block and a half away and had limited hours. The change will consolidate two drop sites down to one, with extended days of operation for that site. This change will extend 24 / 7 service for voters in the Redmond area with limited additional expense.
