Finley Butte, La Pine, Railroad Crossing Construction
On Tuesday, April 17 and Wednesday, April 18, crews from Burlington Northern Santa Fe Railroad will be replacing the railroad crossing on Finley Butte Road in La Pine. The existing crossing will be closed to traffic during the two day replacement process. Access to Russell Road will be off of Reed Road until the construction is complete. High Lakes Car Club - Not Just About Old Cars!
Many in the La Pine area know the High Lakes Car Club. “Oh yeah, they have the car show.” But how many really know how involved we are in the community? Classic cars are our passion! But we do much more than host an annual car show! Three years ago, out Little Deschutes Grange was in danger of being closed down because they lacked membership. This would mean all money and property would go to the State Grange, which would be a real loss for La Pine. So, they came to the Car Club for help. Several of our members joined the Grange immediately, saving them from closure. Today, many Car Club members are Officers in the Grange. A couple of years ago, the La Pine Park and Recreation District was unable to pay their large insurance premium. They came to the Car Club for help. We were able to donate $1000 from the Club, matched by our member, Dave Hazeltine. This $2000 got the Park & Rec “over the hump” until they could get additional funding. Every year, our Car Club donates food, toys and money to the Christmas Baskets and the SCOOTR Toy Run. We also donate during the year to many other organizations who are helping in our community. Each year, we participate in the 4th of July Parade and the Christmas Light Parade. When the La Pine Rodeo Association, High School or Frontier Days need convertibles to drive princesses or dignitaries in the Parade or into their events, they call the Car Club and we are always happy to help. We have only two fund raisers during the year: The Classic Automotive Swap Meet on Saturday, May 12th and our High Lakes Show-n-Shine on Saturday, June 30th. Both events are held at the La Pine Senior Activity Center. Watch for posters! Classic car lovers will travel to wherever the great car shows are and we’ve been told by participants and vendors that our show is one of the best! We draw entries from Reno, Seattle, Spokane and California, as well as all of Oregon. This is a boost to La Pine’s economy and its image! We have had great community support and we sincerely appreciate every donation, whether it’s a trophy sponsorship, raffle item, cash donation or giveaway items for our “goody bags”. Most of our Major Sponsors have been with us for many years and have made it possible for us to continue hosting this fun show at the level we have and to draw people to our town. The High Lakes Car Club was started in 1975 by six members who loved and appreciated owning classic cars. Our membership has grown considerably and we still have that original goal of the group: to preserve and further the love of old cars and to be an asset to the community! ImPACT Concussion Baseline Testing
The Center Foundation will be conducting ImPACT Concussion Baseline testing for children, ages 11 through 17 years, who have not already received the baseline through their high schools in the past two years, on April 24th at 9:00am, 10:00am and 11:00am. Baseline clinics are held at The Center, 2200 NE Neff Road in Bend. According to the CDC, concussions are second only to auto accidents as the leading cause of childhood injury. It is estimated that 15-20% of high school athletes receive a concussion in any given year, and if an athlete returns to play before the brain is fully healed, the child is at risk of second impact concussion syndrome. The Center Foundation and The Center, Certified ImPACT Consultants, are pleased to offer this community service as a means of helping protect young brains. It is recommended that student athletes have a baseline test every two years. ImPACT Baseline testing is a computerized “snapshot” of how a child’s healthy brain is functioning; the test takes about an hour. The baselines are NOT MRIs or scans. Baselines are electronically stored for use in the event that the child receives a concussion. Field Burn Gone Wrong
A Strong Reminder About The Dangers Of Outdoor Burning
On April 9, 2012, an escaped field burn in the rural community of Alfalfa, Oregon provided an unfortunate but important teachable moment as we get closer to fire season in Central Oregon. Alfalfa is located within the portion of Deschutes County with no structural or wildland fire protection. Although outdoor burning is still allowed in Deschutes County, it is important to remember that whether your property is located within a fire district or not, burning regulations still apply. (Deschutes County Code Chapter 8.20). Residents in the “unprotected” areas of the County must obtain a copy of the local burning regulations from the closest fire department and comply with daily burning opportunities by calling the closest department’s burn line to determine whether it is safe to burn. “High winds are often the reason for shutting down burning in the fire district,” states Joe Stutler, Deschutes County Forester. “It is imperative, especially in the unprotected areas within the County, that residents check local reports regarding weather forecasts and burning opportunities with the closest fire department before burning to avoid potential disasters,” adds Stutler. • Bend Fire & Rescue Burn Line - 541-322-6335. • Redmond Fire & Rescue Burn Line - 541-504-5035. • Sisters-Camp Sherman Fire District Burn Line - 541-549-2333. • Cloverdale Fire Department - 541-548-4815. • La Pine Fire District Burn Line - 541-536-9056. • Crooked River Ranch - 541-923-4633. Residents can take that responsibility by completing defensible space around their properties creating 30 to 100 feet of non-combustible space where fire cannot reach a structure or allow for the ignition of embers from a nearby fire. Project Wildfire reminds residents in central Oregon that YOU are the greatest resource when it comes to protecting homes and neighborhoods. “Our late, wet winter will provide an abundance of ‘green-up’ and grasses that can quickly turn to disaster here, particularly in combination with debris and field burning,” adds Joe Stutler. Appropriate fire control measures are provided by the permittee as specified by the burning permit to prevent unwanted spread of the fire; C. The Center Foundation, St. Charles Host Conference On Youth Sports Concussions
The Center Foundation and St. Charles Health System are together hosting a full-day conference on high school athlete sports concussions April 21st from 8:00am until 4:30pm at St. Charles Conference Center. Designed for physicians and pediatricians, physician assistants, nurse practitioners, neuropsychologists, physical therapists, school administrators, coaches and athletic trainers, this conference features nationally recognized experts who will discuss up-to-date knowledge and research regarding assessment, evaluation and return-to-play protocols for concussed youth. It is estimated that more than 10 percent of high school athletes receive concussions in any given school year, and in Central Oregon that number seems to be higher. This conference will provide important information for medical practitioners who are asked to treat young athletes and will provide school personnel with recommended concussion policies and practices to establish concussion teams. Dr. Kevin Guskiewicz, the Kenan Distinguished Professor and founding director of the Matthew Gfeller Sport-Related Traumatic Brain Injury Research Center, will be the keynote speaker for the all-day conference. County Opens Annual Community Grant Process For Non-Profit Organizations
Deschutes County seeks applications from non-profit organizations to receive community grants in the amount of $5,000 to $15,000. The grants are to be used to fund programs consistent with the priorities of the County and are due Thursday, April 26. The County opens the community grant application process once a year to assist nonprofit organizations in addressing emergency services, abuse and neglect, health services and other areas of need. The grants are reserved for projects addressing needs in multiple areas and affecting a broad scope of the community. Generally, community grant application projects are not limited to, but should fit within one of the following interest areas: 1. Providing emergency food, clothing and shelter to those who would otherwise go without these essentials; 2. Protection for abused and/or neglected individuals who lack resources to otherwise obtain such protection; 3. Health care, mental health care and addictions treatment for individuals who lack resources to otherwise obtain such care; 4. Juvenile crime prevention programs for at-risk youth; 5. Other essential services to under served and indigent populations, especially children and seniors. Requirements for applicants to the community grant program include the following: The applicant must be a 501(c)(3) tax-exempt organization, must be located in Deschutes County, and the proceeds from the grant must be utilized in support of Deschutes County residents. Disabled To Benefit From New Affordable Housing Assistance
Housing Works has moved 60 Central Oregon households off a waiting list and into housing, with the issuance of 60 new Non-Elderly Disabled (NED) Vouchers that provide rent assistance. The NED Vouchers, funded by the U.S. Department of Housing and Urban Development’s Housing Choice Voucher Program, are available to income-eligible, disabled applicants under age 62. “Funding this year was uncertain, and we didn’t know if we were going to be able to issue any vouchers,” said Kenny LaPoint, Housing & Resident Services Director at Housing Works. “We’re pleased we were able to assist 60 households who were on the waiting list.” The waiting list, which still numbers over 360 disabled individuals and their families, opened in February for one week, allowing applicants to apply online via an automated system recently adopted by Housing Works to make the process more convenient. The number of NED Voucher applications received by Housing Works rose from 308 in 2011 to 424 in 2012. LaPoint believes this increase is an indicator of two factors: the recession and the accessibility of the online application process. “We had a 38% increase in the number of people in this population requesting help with rent. It’s a direct reflection of our slow economic recovery. We also believe the higher numbers show we were able to reach more people this year through the online application process.” To increase awareness about the NED Vouchers, Housing Works coordinated with various organizations including county mental health agencies and Abilitree. In addition, LaPoint and a team of housing specialists were available at libraries in the tri-county area to assist people with completing the application online. “This was another example of the power of working hand-in-hand with our community partners, from public libraries to social service agencies. It’s gratifying to see what a difference this cooperation makes to those who may not know about the help available to them otherwise.” Housing Works is the leading affordable housing provider in Central Oregon, serving Crook, Deschutes, and Jefferson counties. The La Pine Park & Recreation District will be hosting a walk/run/bike event on Saturday, June 9th as a fund raiser for the La Pine Park & Recreation Foundation. The La Pine Park & Recreation Foundation supports the District through scholarships, fund raisers, and is currently leading the capital campaign to complete the La Pine Event Center. The Big Pine event, presented by Rebound Physical Therapy of La Pine, will take place on Saturday, June 9th at Finley Butte Park, 51390 Walling Lane, La Pine at 8:00am. There are four events: 50-mile cycle, 25-mile cycle, 10k run/walk, 5k run/walk. For each event, the overall male and female winner will receive a cash prize of $100 for the 50-mile cycle and 10k run/ walk, $50 for the 25-mile cycle and 5k walk/run. SCOOTR, Inc. • Ofﬁcers: Dale Cunigan, President; Beth Hinrichs, Secretary; and Connie Briese, Treasurer So, Dale when was SCOOTR, Inc. founded? “We have been an organization for thirteen years. When Lynn and Denise Hatch and others founded the organization, they were hoping to help children in our area. Within a couple of years, they had filed paperwork to create a non-profit that we could use to fund raise and distribute money to people who needed help in La Pine and the surrounding area.” Who are the main players at SCOOTR, Inc.? “We have lots of members and a smaller group of individuals that step up to the leadership roles. I guess you could say that with a few phone calls, we always have enough people to take care of our projects.” Why do you work, live and play in La Pine? “For me? I moved up here in 1995. At first, I just came up to go fishing on vacation. Next thing I knew, I was moving things up here. I liked the fact that this was a small town and I wanted to be part of watching it grow. I was a well driller and now I am a hunting guide and outfitter. Being located in this area works perfectly.” What is the potential for growth for your organization? “We are a non-profit organization and people with the same vision of helping others while they enjoy each other’s company are welcome to join SCOOTR, Inc.”
What is your organization’s greatest challenge? “There are lots of agencies and organizations here in the area that lend a hand to others. With the decline in the economy a few years ago, we all have to try not to overuse the ‘Givers’ with the same hand out for donations.” What is the biggest highlight of your organization? “At Christmas time when we have raised enough money to go shopping and buy the items on children’s Christmas Wish List, and we get to see the faces of the families who realize that they will have a good Christmas - that says it all. We do it for those kids.”

What do you do to relax? “I like to go for rides on the motorcycle, fish and hunt.”
Tell us something about yourself that few people know about: “Maybe it’s the fact that I have a tender heart under this old, hard exterior! As I grow older, it is becoming more important that I give all that I can to help others.”
In terms of volunteering in the community, what is your personal contribution to the community? “I am active in SCOOTR, Inc. and the American Legion (he is the incoming Chaplain) and both organizations help out in the community.”
What are your plans for the future? “It would be my vision to get SCOOTR, Inc. to step up and be even more self-sufficient so we can do even more to help in our brand new City with all of the new people that have moved here!” What advice would you give to community leaders? “Don’t forget where you come from!” I asked him what he meant and he explained a little: “People get caught up in the political aspects and forget about the struggle it took to get to that position. You just can’t forget what it took to make it and never forget your grass roots!”
Do you have a mission? “We have a goal to take care of kids in the community.” He explained that it used to be Christmas Baskets, but now it is much more. SCOOTR, Inc. does many different things in our community now.

The Humane Society of Central Oregon is joining the American Humane Association’s Every Day is Tag Day campaign to help animal lovers understand the importance of identification for their pets. A low cost microchip ID and rabies clinic will be held at the Humane Society of Central Oregon (61170 SE 27th Street, Bend) on Saturday, April 28th from 10:00am to 2:00pm. Custom identification tags will be on sale at the shelter through April 30th. Whether a pet is lost by accident or separated from you by a disaster, a microchip and ID tag will help reunite you with your pet quickly. A rabies vaccination safeguards your pet and the community. It is required by law for human and animal health reasons and for dog licensing. The Humane Society of Central Oregon is holding a microchip identification clinic on Saturday, April 28th from 10am to 2pm. Microchip implants, including registration, will be provided for only $20 and rabies vaccinations for $12 at the Bend Humane Society. Dogs must be on a leash and cats in a crate. For more information call 541-382-3537. The Bend shelter received nearly 2,000 lost animals in 2011. If every animal had current identification the Humane Society could quickly reunite people with their pets. Microchipping your dog or cat provides a permanent identification that cannot be lost, altered or intentionally removed. It is a safe, simple and inexpensive way to protect your pet against loss or theft. The microchip is the size of a grain of rice. The chip is inserted between the shoulder blades like a vaccination. Oregon May 15th Primary Voter Guidelines
Although Oregon’s May 15, 2012 Primary is weeks away, if you want to vote there are a few things you’ll need to remember: 1. New voters to Oregon must register to vote by Tuesday, April 24, 2012; 2. Current voters in Oregon must update their registration in writing if their residence or mailing address has changed. The voter can accomplish this by: a. Submitting a new voter registration card to the County Clerk’s Office or b. Updating their registration online at www. oregonvotes.org; 3. During a primary election, the ballot a voter receives is based on their residential address and party affiliation. If a voter wants to change party affiliation the deadline to do so is Tuesday, April 24, 2012 and postmarks do not count. To change party affiliation: a. Submit a new voter registration card to the County Clerk’s Office or b. Update voter’s registration online at www.oregonvotes.org; 4. Every returned ballot signature is verified against the signature in the voter’s registration. If a voter’s signature has changed, a voter should submit a new voter registration card with their current signature; 5. Remember, there is now an Independent Party in Oregon. If a voter does not want to be affiliated with any party, select on the voter registration card “Not a member of a party.”; 6. Ballots will be mailed on Friday, April 27, 2012 and are not able to be forwarded; 7. Pharmacy & Your Health Motion Sickness Treatments Motion sickness is characterized by dizziness and nausea caused by movement, commonly occurring on a boat or in a car. Other signs and symptoms of motion sickness may include feeling warm, sweating, and vomiting. Symptoms can also reappear after the offending motion stops, such as returning to land after being on a boat. Natural neurotransmitter chemicals that are involved in producing motion sickness include norepinephrine, histamine, and acetylcholine. Motion sickness affects different persons to varying degrees. Those who experience motion sickness may consider looking out the window to create a match between the sensations of motion and the visual experience. Lying down when possible, such as on a boat, may help decrease symptoms of motion sickness. Diphenhydramine (Benadryl), dimenhydrinate (Dramamine), and meclizine (Bonine, Antivert) are antihistamine medications available over-the-counter for treatment of motion sickness. Scopolamine (Transderm Scop) is a patch that is available with a prescription that may be applied to the skin for 3 days to prevent motion sickness. Promethazine (Promethegan) is an antidopaminergic medication available with a prescription for the prevention and treatment of motion sickness.

Deschutes County Sheriff’s Office News
On April 8, 2012, at approximately 2:00pm, the Deschutes County Sheriff’s Office Adult Jail population exceeded capacity. We contacted Jefferson County Sheriff’s Office to rent jails beds for five female inmates. Available beds in Deschutes County have been an ongoing problem. We have changed our policy several times to adjust for male and female beds. We are now in a situation where there were no available female beds. “For the first time in our history, we find ourselves in a situation where we had to rent jail beds. Our contract with Jefferson County Sheriff’s Office states that we will pay $76.36 per day per inmate. The five females that were transferred to Jefferson County will cost $381.80 per day or $11,454.00 per month”, stated Sheriff Blanton. The charges pending against the 5 females include a history with methamphetamine delivery and possession, as well as one female of a felony DUI and reckless driving charge. We will continue to evaluate the female population, as well as male population.

Class Prepares Volunteers To Mentor Children
Central Oregon Partnerships for Youth (COPY), a program of the Deschutes County Sheriff’s Office, is offering a class to prepare volunteers to become mentors for children with an incarcerated parent. After initial training and background checks, volunteers are matched with a child in Bend, Redmond, Sisters or La Pine that shares similar interests and activities and commits to spending a few hours a week together for a minimum of one year. This time is often spent going to community events, working on homework, attending art programs, participating in sports or simply hanging out and talking. On Saturday, April 21, COPY will offer an orientation/ training class. This six-hour class covers program policies, how to establish a mentor relationship, the impact incarceration has on families and communication skills. There is no cost to attend. Attention fishermen! Trout stocking alert! Haystack Reservoir has been stocked with 7700 legal-sized trout and is open for fishing and even though the reports have been slow, the fishing is bound to pick up as the weather warms and the season progresses. Because Haystack is open year ‘round, it is not on standby waiting for opening weekend and may be a quick fix until your very favorite lake is open at the end of the month. If you are not familiar with Haystack Reservoir, it is located 10 miles south of Madras on Hwy. 97. Go east about 2 miles on a county road about 1 mile south of Culver. The lake covers approximately 240 acres and has 2 improved boat ramps, but you will need to take your own provisions, fuel and supplies. This is a great little lake that is usually a little better earlier in the season, as it gets pretty warm and the fish go low into the lake and retreat from the intense sunshine that is its destiny later in the summer months. So, if you are looking for a more local fishing hole, check out Haystack Reservoir for some pre-season fishing! Oh, yeah, did I mention it has been stocked this season already? Good luck and fish on!
