High Lakes Show-N-Shine 2011 Needs Major Sponsors and Trophy Sponsors

The High Lakes Car Club is currently putting together plans for its 13th Annual Car Show. The Show-n-Shine will be held at the La Pine Senior Center on Saturday, June 25, 2011. At the present time, we are looking for Major Sponsors and Trophy Sponsors to help us put on the show. The cost to be a Major Sponsor is $250. Your company logo would be included on the advertising flyers and newspaper ads. You will receive a 2011 Show-n-Shine t-shirt and will be able to purchase additional t-shirts for your employees at cost. In addition, you would be able to have a booth at the show to advertise your company. The 2010 Car Show was such a great success that The High Lakes Car Club was able to donate to several La Pine organizations. With a large community support, we are hoping to equal or better those donations for 2011. The Crescent Community Club is a non-profit organization in dire need of members and community support. We are looking for people of all ages who want to help keep the community club running! During the past years, we have rebuilt the ball field and hosted Parks & Rec baseball games. We put on the Christmas Tree Lighting, Easter Egg Hunt and, this year, we added a Halloween Carnival and Haunted House. We have opened our doors to the community and schools in times of emergency, held many dances, had a couple New Year’s Eve parties for the kids and sponsored karaoke for all. Cascade Culinary Institute Hosts Competition

The Cascade Culinary Institute at Central Oregon Community College, in conjunction with the High Dessert Chef’s Association of the American Culinary Federation, hosted the Oregon State Junior Team Culinary Competition on February 25 and 26. Both CCI teams received bronze medals. The Oregon Coast Culinary Institute received a silver medal and will represent the state of Oregon at the American Culinary Federation Western Regional Conference in Scottsdale, Arizona, on April 29. The goals of the competition were to raise the standards of culinary excellence and professionalism; nurture creativity; and provide a showcase for individual skills, techniques and styles. “I had the honor and pleasure of doing something that most people would not accomplish in their lifetime,” said Debbie Nikander. “Food is my passion, not just for the sake of food, but for the interaction it allows with other people, and this competition reinforced that for me.” The student teams began the competition with a timed relay during which basic knife skills, poultry and fish fabrication, sanitation and pastry skills were evaluated. Next the students created a timed four-course meal and were graded on sanitation and organization, work flow, teamwork, cooking technique and timing. Finally, judges assessed the food for presentation, nutritional balance, flavor and doneness. Members of the CCI teams were Angie Sapp, Elizabeth Records, Debbie Nikander, Kyle Price, Jason Lown, Matthew Fidler, Suzann Fillmore, Kevin Chen, Lyndsay Burginger and Michael Snyder. The teams were coached by Cascade Culinary Institute Chef Instructor Michele Morris.

Hantavirus Case Confirmed In Deschutes County Prevention/Tips

Hantavirus has been confirmed as the cause of death of a Deschutes County resident according to the Deschutes County Health Services Department. This is the 16th case of Hantavirus confirmed in Oregon between 1993 and 2011 and the 4th in Deschutes County. Although rare in the U.S., Hantavirus, which causes Hantavirus Pulmonary Syndrome, can be fatal if not treated. The disease is carried primarily by rodents, especially the deer mouse. The most common human exposure to Hantavirus occurs during cleaning and working in spaces that have been inhabited by mice, such as garages, sheds, barns and crawl spaces. Humans become infected by breathing airborne particles from rodent droppings that have been moved or stirred. The first signs of sickness appear one to six weeks later. Common symptoms of Hantavirus Pulmonary Syndrome include fever and muscle aches followed by shortness of breath and coughing. Once symptoms occur, the disease progresses rapidly requiring hospitalization and immediate intensive care. Hantavirus can not be transmitted from person to person and there is no cure for the disease. To reduce exposure to Hantavirus, it is recommended that households are kept clean and free of rodents. If there are signs of rodent infestation in your home (mouse droppings are present), follow these instructions when cleaning: 1. Do not sweep, dust or vacuum, as this may spread the virus through the air; 2. Protect yourself by wearing a face mask and disposable gloves; 3. Mix a solution of 1-cup bleach to 10 cups water or use a household antiviral disinfectant; 4. Thoroughly spray the droppings or nesting area with bleach solution or disinfectant and let soak for 15 minutes before collecting the debris; 5. Place the waste in double plastic bags for disposal; 6. Mop the area with the bleach solution and dispose of gloves used; 7. When done cleaning, wash hands or shower with soap and hot water; 8. Routinely inspect your home for possible rodent entry points. Rising Stars Preschool To Hold Open Enrollment For 2011-12 School Year!

Rising Stars Preschool will hold open enrollment for the 2011-2012 school year beginning April 1st. Relay For Life Challenge

We’re already busy getting teams together, planning for our Relay on June 25-26. We, in the La Pine/Sunriver Relay, have already surpassed all the rest of Central Oregon with the amount of teams, now 15, but we want more! Challenges are on! The Ya-Ya group is challenging all women’s groups, the Kroma Hair Salon challenges all other salons in the area, TK2 team challenges all school staff and the Hawks Come Walkin’ challenge all other schools and kids! Of course, the Relay is about raising money for the ACS--but our money stays HERE! With the money raised at our Relay, we’re able to help with gas cards and other expenses for folks in Central Oregon who are undergoing treatment for cancer. Cancer is expensive, not just the medical aspect of it, but patients have to often come from distances, and often are too sick to go back home immediately so must stay---that’s how we help! The American Red Cross - Oregon Mountain River Chapter will host its 7th Annual Heroes’ Breakfast on Tuesday, March 29th at 7:30am at the Riverhouse Convention Center in Bend. This special event recognizes heroes in our community -- ordinary people who took extraordinary actions to help fellow citizens. Since 1917, the Oregon Mountain River chapter has worked in Deschutes, Jefferson, Crook, Wheeler, Grant and Harney Counties providing vital community services. Every single day, we harness the best of humanity to carry out our mission. Whether providing immediate help at the scene of a fire, assisting victims with disaster recovery, distributing safe blood to those needing a transfusion or providing emergency communications for our military families, we keep families healthy and safe. Our 200 volunteers and small staff are on call 24 hours a day, every day of the year. Our work would not be possible without the generosity of the people of Central Oregon. Fire Season Is Right Around The Corner

With the devastating blaze in Silver City, New Mexico ( and the lingering potential of the loss of hundreds of homes, Project Wildfire takes this opportunity to remind residents in central Oregon that YOU are our greatest resource when it comes to protecting homes and neighborhoods. “There are many similarities between central Oregon and the area around Silver City, New Mexico including an abundance of grasses and strong springtime winds that can quickly turn into a similar disaster here, particularly in combination with debris burning,” states Joe Stutler, Deschutes County Forester.” The greatest risk of homes catching fire during a wildland fire event is from the advancing embers or “fire brands” that reach your property long before an actual flame front. Yesterday’s fire in Silver City demonstrated this phenomenon well. “High winds whipped embers beyond the flame front to land in gutters, on decks, in vents, and in flammable vegetation, soon igniting and burning down the homes,” says Kate Lighthall, Program Director Project Wildfire. “ There simply are not enough fire personnel or resources to post a truck at each home, so it’s up to individual homeowners to take responsibility for the defensible space around their homes,” she adds. With this in mind, Project Wildfire reminds you to take a look around your property in the “home ignition zone” where glowing embers can ignite spot fires and vulnerable areas like decks, patios and fences that can spread flames to your home. And take advantage of upcoming FireFree Recycling Events to dispose of the debris for FREE. Where are your most vulnerable places for glowing embers to ignite your home? Are your gutters and roof valleys free from debris like pine needles and leaves? Clean them out. Despite a metal or asphalt shingle roof, the buildup of gutter debris provides necessary fuel for the glowing embers to ignite adjacent fascia boards or siding – most often made of wood. Do your shrubs and weeds provide a path of fuel for fire to reach your trees or home? Reduce shrubs and other “ladder fuels” around your home to reduce the threat of ground fires igniting nearby trees, or your home. What can catch fire on your deck or patio or near your fence? Remove weeds, shrubs or any combustible materials from around, under or on top of your deck, patio or wood fence. This includes toys, planters, construction materials, furniture and cushions along with even small piles of pine needles or leaves. Is your wood pile near your home or other combustible vegetation? DOG INTELLIGENCE Dog intelligence is a direct result of breeding and training. Breed specific behavior, such as herding and retrieving, have been selectively bred into dogs for hundreds, or in some cases, even thousands of years. Dogs are pack animals and understand social structure and are capable of interacting with other members of the pack or family. They are also den animals and can easily learn housebreaking and relaxing in enclosed areas. Just like children, dogs need instructional time to learn desired behaviors and play time to release excess energy and to help them be more relaxed. You can help establish and reinforce desired behaviors by creating routines, by keeping your dog well exercised and mentally stimulated. We encourage people to take their dogs to daycare to keep them active and mentally stimulated, while they are busy with their day, for better training sessions at home.

Every new season, we need to take a look at all the new rules and regulations that will affect us, and the boater education safety certificate is one that is now required for all persons operating a motor boat 10hp or greater. We haven’t really taken the time to elaborate on this lately, so I wanted to take a few minutes to do a reminder for this requirement. Classes are offered online, in person, or in a challenge format from the Oregon State Marine Board with a one-time fee of $10. Once you have completed the course, you are good to go, and as far as I understand, you will never have to re-qualify. In addition to being a more safe boat operator, you also have a potential discount available to you from the insurance companies, and that is a great thing! THE CORNER STORE • TERRY MOWRY, OWNER So, Terry, when was The Corner Store founded? “In the summer of 2003, I started the process of building the new store. I worked for 20 months on zone changes, 17 months on planning and then we began developing the site after determining that the location was a good one. We finally opened on November 2, 2008. My role in the company is president of the corporation and because we are a small independent business, I do everything from ordering, managing inventory and scheduling the staff. We have learned that we need to offer good customer service and be adaptable to the needs of the customers.” Who are the main players at The Corner Store? "Ele Draher is our bookkeeper and Nola Heath helps me run the front end of the store".

Why do you like to live and work/play in La Pine? “I came to La Pine in 1989 when I bought the Quick Stop from Stan and Rene Russell. It wasn’t long before I started looking for a new store location and, in 1994, I found it on the Day Road corner at Dennis Haniford’s Cascade Realty office and started making plans. The Corner in La Pine because it is a beautiful place to live and the people are great!”

What is the potential for growth for a small independent grocery store like yours? “Independent grocers have opportunities to be very flexible. We can focus on tourists in the summer and offer our year round neighbor/customer what they need every day. If we stay flexible and people learn that we are here to take care of them, we will continue to grow.”

What is your business's greatest challenge? “The opening date in November of 2008 was a challenge. It took so long to build the store that by the time we arrived, we were in the midst of the economic downturn. On top of that, it was winter and people here tend to cocoon during the cold months. Trying to get people to recognize the store as part of the community that is here to serve them is an ongoing challenge that we try to meet daily!”

What is one of the biggest highlights of your career? “Clearly, getting through The Corner Store building process is the #1 highlight of my career and I feel grateful that my first foray has worked. Other than that, I have had great experiences in the past when I coached basketball and track for youth in the area.”

What is your background? “I started in the grocery business with Fred Meyer. I was a Store Director at the Santa Clara store in Eugene. Coming to La Pine was my first independent experience and I love it. The experience of building this new store was unique and educational because I got to navigate the process of business development in Deschutes County!” What do you do to relax? “For me, it is gardening and music!”

Tell us something about yourself that few people know about: “I write music, play guitar, harmonica and I do Karaoke shows for Relay for Life and Frontier Days. I also do sound for music shows.”

In terms of volunteering, what is your personal contribution to the community? “I hope that I will be able to retire at age 62. Then I would like to get more involved with the community. Right now, I am working!”

What advice would you give community leaders? “Regarding the businesses, run them as tight as you can every single day, take care of your employees and respect your customers: greet them when they arrive, offer to help them and be sure to thank them when they leave!” What are your plans for the future? “We plan to open a summer produce store that will be open every day, not just on the weekends. We will also keep flexible and adapt ourselves to serve customers better!” Do you have a slogan? “I want to do business the way I want to be treated!”

Free Service To Honor Deceased Veterans

The Honor Guard of La Pine American Legion Post 45 announces a service to honor deceased veterans with a presentation of a three-volley gun salute and playing of taps at the veteran’s memorial service. A flag folding ceremony and presentation of the flag is also available. This is a free service offered to veterans regardless of their membership in any veteran organization. The Honor Guard of La Pine American Legion Post 45 is also available to present the colors and lead the Pledge to Allegiance at the opening of any meeting or special celebration. Reimbursement for fuel costs is requested for out of town services. Any donation to defray the team’s expenses is appreciated but not expected. Unprotected Lands Defensible Space Ordinance Considered March 23rd

On Wednesday, March 23, the Board of County Commissioners will consider a proposed ordinance which will provide defensible space standards on unprotected lands in the County. At the Business Meeting, public feedback about the ordinance will be considered. The Board will review the document at the 10:00am Business Meeting located at the Deschutes Services Center, 1300 NW Wall in Bend (temporary south entrance). WHAT ARE UNPROTECTED LANDS AND WHO IS AT RISK? Unprotected lands are private lands where no fire department will respond to wildland fires. In Deschutes County, there are about 175,000 acres of unprotected private lands without defensible space standards. The land is located west and north of Bend, west and north of Redmond, and east of Bend including the entire community of Alfalfa and east along Highway 20 to the County line. Within the unprotected lands in Deschutes County, there are approximately 150 homes with 400 people who could potentially be impacted by future wildland fire. HISTORY: For the last six years, Deschutes County has worked closely with the Oregon Department of Forestry (ODF) implementing the Oregon Forestland-Urban Interface Fire Protection Act (SB-360) that was established in 1997. In 2004, Deschutes County was one of two counties in Oregon to classify private lands protected by ODF using one of three classification ratings; high, extreme and high density extreme. During the classification process it became evident that since ODF protects approximately 177,000 of private lands in Deschutes County, there were many more private lands in the county protected by municipalities and fire districts without defensible space standards. There are 175,000 acres of unprotected lands in Deschutes County. In 2009, as the re-classification process began (a legal requirement every five years), the classification committee worked with the municipalities and fire districts to seek approval of classifying private lands using the SB-360 rating systems (defensible space standards) and received universal support. It was also a good decision to include all private lands that were unprotected which effectively gave all private lands in the County a SB-360 rating for defensible space. In Deschutes County with approximately 175,000 acres of unprotected lands, it was logical to develop an ordinance similar to SB-360, using the same defensible space standards based on the classification which focused on education and voluntary compliance. Currently, the County has an ordinance that regulates open burning on unprotected lands (DCC 8.20) with emphasis on education but ultimately, carries a “Class A” violation penalty. NEXT STEPS: If the ordinance is approved by the Commissioners, it would take affect after 90 days. After that time period, County Forester Joe Stutler would implement an education plan for the ordinance and would eventually instill a compliance program that would include available grants and other options for landowners. The following are the consequences for non-compliance with the new proposed ordinance: Treating fuels and certification is a property owner responsibility, if the property owner chooses not to perform the defensible space work and a complaint is received, the property owner will be given the opportunity to comply with the defensible space standard but continued non-compliance could lead to a citation and/or the work performed at the property owner’s expense; If on the same property (without defensible space) a wildland fire originates and spreads beyond the property boundary, and suppression action is taken on the wildland fire the property owner could be liable up to $100,000 for suppression costs. Pharmacy & Your Health Multiple Treatments For Seasonal Allergies Seasonal allergies, also known as allergic rhinitis or hay fever, occur due to exposure of a variety of allergens, such as pollen or mold. An allergic reaction occurs when inflammatory cells produce substances such as histamine that lead to inflammation. The condition is characterized by nasal inflammation, which leads to symptoms such as itching, sneezing, runny nose, red eyes, and congestion. If possible, avoidance of a known allergen can be effective in reducing symptoms. There are also many different types of medications available to treat seasonal allergies. For nasal congestion, intranasal steroids, such as fluticasone (Flonase, Flovent) and budesonide (Pulmicort, Rhinocart), work to reduce inflammation. Antihistamines, such as cetirizine (Zyrtec) and loratadine (Claritin), are available over-the-counter for relief of seasonal allergy symptoms. Pseudoephedrine (Sudafed), a decongestant, is available in combination with the antihistamines Zyrtec (Zyrtec-D) and Claritin (Claritin-D) to improve relief of symptoms. Antihistamines may also be prescribed in the form of nasal sprays, such as azelastine (Astelin) and olopatadine (Patanal). Montelukast (Singulair) works to block leukotrienes, which are substances that may be released in response to allergen exposure, leading to allergy symptoms.

ASCOCC New/Improved Structure For College-Student Government Relationship

After months of discussions conducted by COCC President Jim Middleton between student government leaders and school Administrators, agreement has been reached in clarification of both college and student roles. While continuing to recognize the elected COCC Board of Directors as the ultimate authority over all departments and organizations within the college, both Middleton and student leaders believe the new structure will improve the relationship between students and college administrators. According to Dr. Middleton, “Our aim was to strengthen future relationships and offer clarity through a collaborative process.” As a result of the discussions, ASOCCC and COCC leadership partnered to update the ASCOCC constitution, create new, workable structures, and to provide a clarified budget process – all of which provides consistent framework for an evolving student government. “I appreciate the work and thoughtfulness of both the representatives of ASCOCC and of the staff in Student Life. It has been a tremendous challenge to address all of the topics within the available timeframe; but, we have indeed made significant progress while working openly and with a dedication to collaboration,” Middleton said. According to ASCOCC Legislative Director Terry Link, “This new structure will help us all in very practical ways. The outcomes recognize the integrity of student government and administrative roles, as well as demonstrating an authentic desire by all parties, to operate within a better-defined structure”. Link added, “Many have asked us about our need for Greg Lynch and India Simmons, and to us their work was critical. Thanks in great part to their counsel, student government participation will thrive in years to come.” Highlighted outcomes of the joint discussions include: ASCOCC Council and ASCOCC members will continue to plan, guide and implement student activities, events, clubs and other co-curricular elements that supplement the classroom experience, develop the sense of community at the college and serve the regional community; Affirmation of ASCOCC Council’s role as the mechanism for student representation in the college governance process; Providing students with a range of leadership opportunities in relationship to the above goals; Balancing student opportunities and responsibilities with COCC administration and Board of Directors fiscal and operational policies; Development and strengthening of systems which broaden perspectives and input, including an Advisory Board, a Hearings Board, and an Appointments Committee. Two other ASCOCC student leaders participating in the discussions were Brenda Pierce, ASCOCC Marketing and Advertising Coordinator and John MacAulay IV, ASCOCC Events Coordinator. In addition to the above infrastructure, revisions to the current Constitution will be necessary. These revisions to the ASCOCC Constitution will include: Clarification that the COCC Board of Directors will continue to have ultimate authority over all college operations, including the ASCOCC constitution and student fees; While affirming this authority, the president recommends the Board adopt policy that affirms its intent to receive and respond to student input on governance and fees and to solicit student government and student body advisory votes if the Board initiates changes to the Constitution or student fees; Establish a process for referral back to ASCOCC Council and/or students should the Board wish modifications to student recommended constitutional or student fee changes; Create an “Appointments Committee” (consisting of elected ASCOCC officers and college appointees) to select the appointed ASCOCC council members; Increase minimum student Grade Point Average (GPA) expectations for student leaders to ensure that students focus first on their academic pursuits and that leaders serve as model students; Increase the academic credit load required to serve as an ASCOCC Council member from one to six credits per term; Establish a term limit of three years for ASCOCC officers, with an agreement that any current ASCOCC Council members who have already served three years could serve one additional year; Establish a Student Budget Committee (consisting of ASCOCC council members, at-large student appointments and College representatives) that will consider ASCOCC budget recommendations and build consensus with ASCOCC; Establish an Advisory Committee to provide guidance to and work collaboratively with ASCOCC as ASCOCC and the college address future issues and opportunities. One of the key changes, as noted above, is the creation of an Advisory Committee, a move applauded by ASCOCC elected representative Brenda Pierce. “We all see this as a positive move to help clarify direction and provide ongoing sound advice for ASCOCC in years to come.” President Middleton and ASCOCC representatives will present a summary of the recommendations to the COCC Board of Directors at the March 9 meeting. The revised Constitution will be presented to the greater student body for a vote in a few weeks. Final COCC Board of Directors ratification of the revised Constitution is anticipated at the April board meeting.
