HIGH LAKES CAR CLUB RAFFLE NOT JUST ABOUT OLD CARS… Of course Classic Cars are our passion, but HIGH LAKES CAR CLUB does much more in the La Pine area than host an Annual Car Show. Every year our Car Club donates to many worthy organizations who are helping in our community such as the Community Kitchen, the La Pine Senior Center, the La Pine Boy Scouts, FBLA students at La Pine High School, Little Deschutes Grange, La Pine Blue Lightening Mat Club and in 2013 we where able to establish an annual High Lakes Car Club Scholarship Fund. We have only two fundraisers during the year: The AUTOMOTIVE SWAP MEET on Saturday, May 17, 2014 and the HIGH LAKES SHOW-N-SHINE CAR SHOW on Saturday, June 28, 2014. Both of these events are held at the La Pine Senior Center. Our trucks may be able to travel the main roads, but due to the size and weight, may not be able to navigate your street or driveway. WE CANNOT PUT DRIVERS OR TRUCKS AT RISK.
It is the discretion of the route driver whether to drive down a street or driveway. If our truck cannot pick up your garbage, we will pick up double your service amount the following week.
• Keep access to roll carts clear of snow and ice. • Roll carts must be on street side of snow berms. • Roll carts must be 4’ from all objects, including vehicles, mailboxes, address signs, etc. • If roll cart is in an enclosure, there needs to be a shoveled path to the enclosure. • Roll carts may need to be left out of enclosure. • Where truck access is required, a 12’ wide plowed path is needed. • Where the driver leaves the roll cart is where it needs to be left for future service, during snow and ice conditions.

COCC Foundation Events To Raise Funds For Scholarships The Central Oregon Community College Foundation is hosting two scholarship fundraising events on February 28 and March 1 in the Mazama Gymnasium on the COCC Bend Campus. Both evenings benefit the Foundation’s scholarship program, which seeks to support the dreams and aspirations of COCC students by raising funds for scholarships. Last year the events raised more than $265,000. Taste of the Town, from 6 to 10pm on Friday, February 28, will feature samplings from more than 20 Bend restaurants, live music by the High Street Band, dancing and a silent auction. Beer and wine will be available for purchase. The Meal of the Year event on Saturday, March 1, will feature a four-course gourmet dinner created and served by Cascade Culinary Institute students and chefs, live and silent auctions as well as live music by Gary Fulkerson. Doors open at 5:30pm. This year’s honorees, John and Nancy James, will be honored for their contributions to the Central Oregon community. John has served on the High Desert Museum Board, and both John and Nancy are strong supporters. In addition, they both have served on Mountain Star Family Relief Nursery’s board, and they are both supporters of Mountain Star, KIDS Center and Arts Central. John has been a COCC Foundation trustee since 1995 and served as chair of the board. He has also served on the Juniper Ridge advisory committee, for the city of Bend, and on the site location committee for Oregon State University-Cascades Campus. “In these challenging financial times, displaced or underemployed workers can enroll at COCC to receive the training and tools they need to change their careers or advance in their existing ones,” said Jim Weaver, executive director of the college’s Foundation. “Scholarships are an essential part of this process. An investment in the COCC Foundation is truly an investment in the local economy.” Tickets for Taste of the Town are $25 per person in advance and $30 at the door. Event Planners: Apply For Event Permits 90 Days Prior With tourism and event season just around the corner, Deschutes County encourages individuals, businesses and organizers planning commercial events and outdoor mass gatherings in unincorporated rural areas, to apply for the necessary permits at least 90 days prior to a scheduled event. Commercial events and outdoor mass gatherings generally include weddings, celebratory gatherings, concerts, festivals, or similar uses consisting of any assembly of persons and the sale of goods or services. “Permits are required to protect the public,” said Deschutes County Community Development Director Nick Lelack. “Commercial event and outdoor mass gathering permits address food safety, sanitation, traffic and crowd control, noise, hours of operation, emergency services, permanent and temporary structures and facilities, and compliance with fire, health and life safety laws,” he added. The County offers different permits for different types, sizes, durations, and locations of events. Permits cost between $35 for a one-time event to $2,640 for large and multiple events over several days. Some event permits are processed by County staff while others must be approved by a Hearings Officer, Planning Commission or the Board of County Commissioners. County staff is available during normal business hours to help people understand the type of permit needed for certain events and to guide them through the permitting process. Cholesterol is an important component for the body. It is made in the liver. When too much bad cholesterol (called LDL) travels to the blood it may build up in the vessel walls causing hardening and narrowing that can limit proper blood flow. The increased LDL may increase the risk of having a heart attack or stroke. Cascade Winds Symphonic Band Presents Winter Concert The Cascade Winds Symphonic Band will present its winter concert at 2:00pmon Sunday, March 2, in the Summit High School Auditorium. Michael Gesme will lead the ensemble in a concert that features an eclectic program. The program begins with Steven Reineke’s jubilant, stately and tune-filled “Celebration Fanfare.” A profound shift of mood finds the Cascade Winds exploring the mystery of the apocalypse as dreamed by the Apostle John in the book of Revelation. “Apocalyptic Dreams,” by David Gillingham, is a three-movement symphony with each movement bearing reference to a portion of the end-of-time narrative. According to Gesme, the music conveys moods and pictures of cataclysmic events, yet creates a finale that describes profound and beautiful grandeur in the kingdom to come, evoking hope for all humanity. The second half begins with “To Tame the Perilous Skies” by David Holsinger, which depicts two opposing forces colliding in battle. The work is dedicated to the spirit of the modern military aviator, whose mission is to tame the perilous skies that all might live free of tyranny and oppression. A sprightly march by Harry Alford, “The Purple Carnival,” follows with its shimmering brass fanfares, characteristically technical woodwind passages and powerful low brass melodies. The finale, a musical portrait entitled “El Camino Real” (The King’s Highway), is Spanish-flavored piece by Alfred Reed. The music is based on chord progressions common to the flamenco guitarists of Spain, which, when coupled with the characteristic folk melodies, are the essence of authentic Spanish music. Admission is free and donations are gratefully accepted to offset performance expenses. Members of the Cascade Winds are among the most accomplished musicians in Central Oregon and are dedicated to performing music of distinction for winds and percussion. City Of La Pine Budget Committee Vacancies The City of La Pine is currently accepting applications from individuals that are interested in serving on the City of La Pine Budget Committee. This is a volunteer position. The Budget Committee will conduct a number of evening meetings in the months of May and June. Budget Committee members are expected to attend all meetings. Deschutes County Road Plowing: What Is The Process? The Deschutes County Road Department is responsible for the maintenance of more than 900 miles of roads. This does not include roads within your city limits. During a County-wide snowstorm, there is in excess of 1,800 lane miles that County crews need to clear of snow in order to maintain traffic flow. Deschutes County road crews first work to plow and clear arterial and collector roads (major roads that connect a County maintained road to a state highway) as quickly as possible to ensure the movement of potential emergency vehicles. Next, County road crews sand arterials and collectors, and intersections of roadways where vehicles need to stop; horizontal curves, roads with grades exceeding 10 percent, and bridges. Local roads and subdivision roads (these are County maintained roads in a subdivision that connect to arterial or collector roads) that are County maintained, are plowed next. These roads are the most time-consuming and most difficult due to many obstacles that usually exist along the roadside (garbage cans, cars, etc.). Due to limited money and staffing, County road crews are not able to remove driveway berms after plowing is complete. New Generations Casino Night Themed Fund Raiser As the new year begins, we find ourselves reflecting on the past 12 months. At New Generations, we’ve had quite a productive year. We continue to be the only state-certified school in the area and are constantly striving to make improvements. We have resumed the SMART reader program where volunteers from the community come and read to our kids. We’ve given scholarships to assist the families who can not afford the cost of tuition, usually due to a parent attending college. We had several busy fund raisers to support the cost of these scholarships as well as the operational expenses of the school. Our director, Andria Donnenwerth, has been attending a very prestigious Directors Certificate Training program in Portland to further benefit us and bring ideas back to New Generations. Our teachers also stay current on education to provide the best care and education to our students. We’ve been fortunate enough to receive a few new improvements to our building throughout generous donations including a new carpet in our hallways and a greenhouse to teach about plants and even grow some of our own food! We follow strict guidelines to provide nutritious meals for our growing children. A constant theme throughout all of this positive news is the support of the Sunriver community. We continue to be very blessed with the assistance that we receive from various groups and families. We know that we could not have done it without you, as well as the efforts of the teachers and board who all continue to work faithfully to create cost saving measures to make our school run more efficiently. We are losing one of our major fund raisers in 2014 and to offset this change, we are having a Casino themed fund raiser March 8th from 6:00-10:00pm at SHARC. We hope that you will don your Vegas attire and come join us for a night of “fun”raising to win prizes. County Seeks Safe Sidewalk Nominees The Deschutes County Bicycle and Pedestrian Advisory Committee (BPAC) will be seeking nominations from now until March 1 of businesses that make the extra effort to keep their sidewalks clear of debris and hazards. Last year the award was expanded to recognize year-round maintenance of sidewalks. The Safe Sidewalk Awards will be presented during a Deschutes County Board of Commissioners business meeting this spring. Business and property winners will receive a certificate from the County and acknowledgment from their area Chamber of Commerce. Along with the snow and ice of winter, there are many other sidewalk hazards that are present year-round that need attention. These include such things as low-hanging vegetation, irrigation over spray, and deteriorating sidewalks. All of these conditions can create challenging and often dangerous conditions on sidewalks. BPAC would like to remind County business and property owners of their responsibility to maintain clear sidewalks. Many people are not aware of the particular codes set forth in each city within Deschutes County that ensures public safety and its relationship to sidewalks. Sisters, Redmond and Bend all have ordinances relating to the clearing and maintaining of sidewalks year-round. While the language varies a bit from city to city, the message is the same – business or property owners must clear ice or snow from the sidewalk adjoining their property within six hours of daylight and year-round maintenance to ensure a pathway clear of vegetation and other hazards that encroach into the pedestrian way. These codes not only help make sidewalks safer, but in commercial areas they encourage good business practices. When pathways are clear, the message to customers is that the business cares about safety and welcomes access for all to the front door. BPAC wants to acknowledge people who are doing an outstanding job of keeping pathways clear. Last year, the following businesses were recognized: Miller Lumber and Bend Pet Express (eastside store). The BPAC is an advisory committee of the Deschutes County Commission and seeks to improve conditions for bicyclists and pedestrians throughout Deschutes County. Rollin Duane Miller of La Pine died at his home in La Pine on Monday, February 17, 2014. He was 75. A Funeral Service was held Saturday, February 22 at Faith Lutheran Church, 52315 Huntington Road, La Pine followed by a Graveside Service with Military Honors at La Pine Community Cemetery on Reed Road in La Pine. Rollin was born on May 10, 1938 to Walter Theodore and Leona May (Driggens) Miller in Morris, Minnesota. Rollin moved to Washington as a child and graduated from Selah High School. He then served in the United States Army from 1961-63 and received an honorable discharge. On June 13, 1964, Rollin married Barbara J. Brown and they soon moved to Gilchrist where he was employed by Gilchrist Timber from 1964 to 2000 as a saw operator. The family moved to La Pine in 1977 where they still reside. Rollin was a founder and active member of Faith Lutheran Church in La Pine since 1967. Rollin enjoyed being around his family, camping, hunting, and fishing. His other interests were playing games and bowling leagues in Gilchrist and La Pine. His greatest interest was collecting many different items. Survivors include his wife, Barbara of 50 years, son Todd Miller and wife Kelly of Salem; daughters Becky Allen and husband Todd, Cheryl Manning and husband Don both of La Pine; brothers Kenneth and David Miller of Selah, Washington; eight grandchildren Adria, Brittney, Chris, RaChelle, Bryan, Emily, Reanna, and Kaya. Two great-grandchildren, Lane and Brooke. He was preceded in death by one brother, Jerald Miller and one sister, Lois Cole. Donations in Rollin’s name may be made to Faith Lutheran Church, 52315 Huntington Road, La Pine, OR 97739. Baird Memorial Chapel in La Pine is honored to have served the Miller family.

Beverly Ann Bateman Beverly Ann Bateman of La Pine, Oregon, passed away at her home on January 26, 2014. She was 73. Beverly was born March 11, 1940 in Washington, D.C., to Clarence and Mary Louise (Underwood) Swift. She spent much of her career working in the restaurant industry, managing Ranchito Inn Restaurant in Palmdale, California for more than 30 years. Beverly was a collector of fine antiques and enjoyed the company of her family and friends. Beverly lovingly leaves behind her sons, Stephen Bateman of CA and Rusty (wife Judy) Adamson of OR; and daughters, Tammy (husband, Michael) Teaff of TX and Pamala Grenke of NV. Other survivors include grandchildren, great grandchildren and many friends. She is preceded in death by her husband of 47 years, Gene Bateman. No services will be held locally. An Urn Committal Service will take place at Desert Lawn Memorial Park in Palmdale, CA in the Spring. Memorial contributions in Beverly’s memory can be made to a charity of ones choosing. Free Service To Honor Deceased Veterans The Honor Guard of La Pine American Legion Post 45 announces a service to honor deceased veterans with a presentation of a three-volley gun salute and playing of taps at the veteran’s memorial service. Deschutes County Seeks One Volunteer Fair Board Member The Deschutes County Fair Board has one vacancy that needs to be filled. The Board of County Commissioners plan to fill the position by Thursday, May 1. Board Member candidates may be interviewed in mid - March and will have a three year term that begins Thursday, May 1. The five-member Fair Board, appointed by the Deschutes County Board of Commissioners, operates the Deschutes County Fairgrounds, its facilities, and oversees the management of activities scheduled at the site. Qualifications for the appointed positions include current residence in Deschutes County, geographical balance to other members on the Board, and overall background experience relating to Fair and Expo Center management. Pets are best kept inside; Bring your pet inside when the temperature drops to 32 degrees with the wind-chill factor; Dogs and cats can get frost bitten ears, nose, and feet if left outside; Chemicals used to melt snow and ice can irritate paws. Buy “pet safe” ice melters. Wash off paws if pets have walked through chemicals. If your pet must be kept outside: Provide a dry, elevated dog house with clean dry bedding and a flap over the opening to keep drafts out. Heated pet beds are available; Make sure the water bowl does not freeze. Heated water bowls are available; Outdoor pets need more calories to produce body heat. Keep antifreeze, salt and other household poisons away from pets; Make sure a cat has not crawled under your car seeking shelter and warmth near the engine. Tap on hood before starting the engine; Booties allow your dog to walk in the snow and prevent injury from ice; Dog jackets and sweaters are more than fashion, they will keep small, senior and single coated dogs warm; Indoor pets get less exercise and expend less energy keeping warm, so feed them less; Watch your pet around heating stoves to prevent burns and dehydration. Horses need winter care too: Make sure your horse has clean, dry bedding. Moist bedding can cause foot infection; Make sure water in trough does not freeze; Have hooves checked and prepared for winter. Protect your pets with preventative care. COCC Visiting Scholar Discusses Public Defenders And Prisons The Central Oregon Community College Foundation’s Nancy R. Chandler Visiting Scholar Program is sponsoring two events with film producer and director Dawn Porter on Wednesday, February 26, in Wille Hall in the Campus Center on the COCC Bend Campus. Both events are free and open to the public. Porter’s award-winning documentary film, “Gideon’s Army,” will start at 4:00pm. The film follows the personal stories of three young public defenders who are part of a small group of idealistic lawyers in the Deep South challenging the assumptions that drive a criminal justice system strained to the breaking point. A question-andanswer period will follow the film. Nearly 50 years since the landmark Supreme Court ruling that established the right to counsel, these courageous lawyers work to revolutionize the way America thinks about indigent defense and make “justice for all” a reality. The film premiered at the Sundance Film Festival and debuted on HBO in July 2013. At 7:00pm, Porter will present “Defending America in the Age of Mass Incarceration.” The overwhelming majority of those who are arrested in the U.S. qualify for free legal representation from one of the nation’s 15,000 public defenders. But these legal officers are struggling to keep up as arrest rates escalate. Porter shares her insights into the criminal justice system from the unique vantage point of having spent almost four years making a film about three remarkable public defenders on the front lines of a culture of mass incarceration. A question-and-answer period will follow the presentation. These events are presented with support from a grant from the Oregon Community Foundation, COCC’s Multicultural Activities, ASCOCC and the OSU-Cascades Student Fee Committee. FAN Announces Sunny Maxwell Joins The Family Access Network Foundation Board Board Members are volunteers working as a team to improve life for our most needy children in Deschutes County. Family Access Network Foundation (FAN) announces that Sunny Maxwell has accepted a position on our Foundation Board. The mission of the Family Access Network is to improve lives by ensuring all children in Deschutes County have access to basic-need services. Sunny Maxwell moved to Bend in 2009, and has loved every minute of life in Central Oregon. After graduating from Vanderbilt University and living in London, San Francisco and North Carolina, she and her husband were looking for an ideal place to raise their two children when they discovered Bend. They were drawn to Bend’s sense of community, great school systems, and orientation towards family life. Feeling very fortunate to have found such a special place, Sunny was looking for an organization through which she could give back locally. FAN’s mission is a perfect fit for her values and desire to help other families in need. Sunny’s company, Maxwell Design, specializes in home renovations and interior design. She also rides horses competitively, and loves to ski, run, and be outdoors with her family. FAN began in January 1993 and currently employs 26 advocates in 46 public schools (K-12) and three early childhood sites. FAN strives to improve lives by ensuring all children in Deschutes County have access to basic-need services. FAN is unique to Deschutes County, utilizing advocates to efficiently reach and connect disadvantaged children and families with basic needs, such as food, shelter, clothing, and health care.
