City Of La Pine Budget Committee Vacancies

The City of La Pine is currently accepting applications from individuals that are interested in serving on the City of La Pine Budget Committee. This is a volunteer position. The Budget Committee is expected to only meet twice, sometime in the month of May. Budget Committee members are expected to attend all meetings. The vacancies will be filled by appointment by a majority of the entire membership of the Council. Those individuals submitting applications may be asked to meet with the Council for an interview prior to the Council making an appointment. Interviews will begin after a minimum pool of qualified candidates have submitted applications. In order to qualify for appointment, an applicant must be a registered voter and a resident of the City. This position will be open until filled. Public Invited To South County Plan Open House

Deschutes County has initiated a process to develop a 20-year land use plan for rural South County, defined as the area between Lava Butte and the South County border (excluding Sunriver and the City of La Pine). Public input and an understanding of current conditions will be used to create goals and policies to address topics such as growth and development, transportation and infrastructure, natural resources and recreation. The public is invited to attend a partnership open house and meeting on Tuesday, February 21st. The Deschutes County Board of County Commissioners has narrowed down the list of county administrator candidates for further consideration to two: Walter Munchheimer and Mike Segrest (short biographies are below. WALTER MUNCHHEIMER: Director of Financial Management, Palm Beach County, FL; Deputy County Manager, Fulton County, GA; Assistant County Administrator, Escambia County, FL. MICHAEL SEGREST: Senior Consultant, Ralph Andersen and Associates; Town Manager, Moraga, CA; Town Manager, Town of Snowmass Village, CO. Seven candidates were in town last week and participated in a thorough interview process. The process included multiple interviews, various assessments and a reception open to the public. The Board has directed staff to move forward with reference and background checks. No timetable has been established in hiring the County Administrator. County Seeks Animal Control Board Volunteers

The Deschutes County Animal Control Board of Supervisors has openings now for volunteer Board members. The Board of Supervisors represents the Board of County Commissioners at hearings and make decisions on the disposition of dogs who are involved in the chasing, wounding or killing of livestock. Commissioners seek Deschutes County residents to fill the Board positions. Residents who are interested in attending hearings and participating in the decision process for the disposition of the dogs should consider applying. The Board is in particular need of representatives who either have livestock and/or dogs or who have worked with livestock and/or dogs. Board members are volunteers and are not compensated with the exception of mileage. Membership requires attendance at evening hearings held in Bend on an as-needed basis; and the term of service is two years. The recruitment is ongoing until all positions are filled. Pharmacy & Your Health Medicines Used For Agoraphobia Management Agoraphobia is an anxiety condition characterized by fear of experiencing a panic attack in certain situations that may be difficult to leave, such as large crowds, public transportation, airports, or flying. Persons affected by the condition may only fear certain situations, while others may become confined to the home due to fear of all situations. Agoraphobic persons may avoid situations that induce anxiety, such as travel, or may need to travel with a companion. They may or may not also be diagnosed with panic disorder. Cognitive behavioral therapy and exposure therapy may be used for treatment. Exposure therapy entails repeated exposure to the situation that triggers anxiety, such as crowds or transportation. Exposure may be to real-life or simulated situations. The goal of this type of therapy is to decrease fear and subsequent avoidance of situations. Antidepressant and benzodiazepine medications may be prescribed. Lorazepam (Ativan) is a benzodiazepine-type drug that may be used to treat fear of certain situations, such as flying. Selective serotonin reuptake inhibitors such as paroxetine (Paxil), sertraline (Zoloft), and citalopram (Celexa) are antidepressants that may be used for treatment of panic disorder.

Her presentation, “American Food Now: New Trends in Eating, and What They Tell Us about Our Society,” will be presented at 7pm, Wednesday, February 15, at Bend Senior High Auditorium. A culinary icon, Reichl will examine how today’s consumers judge restaurants on criteria that includes ethics, nutritional savvy and a keen knowledge of global flavors. What will the complicated demands of today’s consumers in this new democracy of food mean for the future? Following her presentation, Reichl will take questions from the audience and sign books. Reichl has been a treasured voice on the culinary landscape for many years, zealously guiding us in how to cook, what to eat and where to eat. She is an author, food critic, former editor-inchief of Gourmet Magazine, host of PBS’ Gourmet’s Adventures with Ruth and editor-at-large at Random House. The Seattle Times called her “one of the nation’s most influential figures in the food world.” The recipient of six James Beard Awards, Reichl played an integral part in America’s culinary revolution as chef and coowner of The Swallow Restaurant in Berkeley. She eventually went on to become food editor for the Los Angeles Times and the famed restaurant critic for The New York Times. She was editorin-chief of Gourmet from 1999 until the magazine’s closure in 2009 and currently is editor-at-large at Random House. In 2011, she began serving as a judge on Bravo’s Top Chef Masters. She also serves as editorial adviser to Gilt Taste, a new online culinary magazine. Reichl is the author of several bestselling memoirs: “Garlic and Sapphires: The Secret Life of a Critic in Disguise,” in which she recounts her adventures in restaurant reviewing for The New York Times; “Tender at the Bone: Growing Up at the Table;” and “Comfort Me with Apples.” Her most recent work is “For You, Mom,” a memoir of her late mother’s life. She will be releasing three new books in the near future: a “cookbook-slash-memoir,” her first novel and a memoir of her years at Gourmet. In her 10-episode Gourmet’s Adventures with Ruth, which aired on PBS in 2009, Reichl visited the best cooking schools on five continents and brought along some of her foodie and actor friends to sharpen their skills. She was also the host of Eating Out Loud, three specials on The Food Network covering New York, San Francisco and Miami. There will be a private reception from 4:30 to 6:30pm on February 15 at Jungers Culinary Center where Reichl will share some of her stories and mingle with guests. The reception will feature a hosted bar and food prepared and served by Cascade Culinary Institute students. Tickets cost $125 ($70 of which will be tax-deductible) and include preferred seating at the 7pm Bend High School event. Proceeds will benefit the culinary school. In the search for a lure that will both work and be interesting to fish with this season, my fishing partner and I have been looking into the umbrella styled lure. Basically a simple idea. Wire framed with 3-5 ‘ribs’ to attach a single hook lure to. Lifelike lures seem to be the choice of most that are using this interesting approach. The primary attachment leads to your line on your rod, then the ribs each have a snap swivel attached to them so you are able to exchange the type of lure you attach to it. The basic premise of this lure effect is to give the impression of a school of fish, all the better to entice the larger predatory fish. Even though they are seemingly simple enough to create on your own, they are produced by several different manufacturers. They are more commonly known as the “Alabama Rig” and are produced by Mann’s Bait Company (www.thealabamarig.com), who are patent pending, claiming to be the original. They can also be found from the larger manufacturers like Panther Martin and are available at retail outlets like Cabela’s. Leaded heads come in varying weight sizes, and the stainless steel wires come in choices of 3-5 leads in order to be in compliance with different state regulations on numbers of fishing hooks allowed per lure. Bend Spay & Neuter Project’s 2nd Annual Dog Coat Drive

As the winter temperatures have dropped, we aim to help the homeless keep their pets warm. Do you have a dog coat that your dog no longer uses? We are collecting donations of gently used dog coats, sweaters, slickers or booties. In partnership with other local community outreach organizations, we will distribute these donated items to the homeless and their pets. Pet food and bedding will also be accepted. Items can be dropped off at our clinic, Bend Pet Express (east and west stores), Bend Veterinary Clinic, Petsmart and High Desert Middle School. We will continue to collect coats through the end of February. Thank you to all who have already donated to this cause! We have collected 62 coats, 3 rain jackets, 6 harnesses/leashes, 2 doggie backpacks and 2 bags of food! RODEO QUEEN 2012 - Mikaela Koellermeier So, Mikaela Koellermeier, when were you selected and are you looking forward to your year as Queen? “La Pine’s Rodeo Queen Tryouts were held back on November 12th at the Rosen’s Arena. I was announced Queen at the end of the day. As Queen, I am more than excited and honored to represent La Pine throughout anything and everything I do.”

Who are the members of the Central Oregon Rodeo courts this year? “There are quite a few local Rodeo Queens this year. I represent La Pine. The Deschutes County Fair and Rodeo Queen is Megan Hopper. Jordan Payne is the Crooked River Roundup Queen. Jefferson County Fair and Rodeo is represented by Queen Jessie Foster and Princess Lindsay Soliz. The Sisters Rodeo Queen is Sarah Marcus. Miss MPRA is Emily Clark and finally, Miss Rodeo Oregon is Shelby Ross.” (Each one of these women goes through a competition that is sanctioned by the State of Oregon NPRA.) Why did you decide to compete for this year’s La Pine Rodeo Queen? “I decided to try out for the 2012 La Pine Rodeo Queen because after attending the La Pine Rodeo for the last two years, I was in awe of how exciting and fun it is! I discovered how much of an honor it would be to be a part of it, let alone represent it. I wanted that honor and am proud to have it.”

What kinds of things do you do for our community as Queen? “As a Queen, I am a walking advertisement, not just for the Rodeo, but the entire town of La Pine. Wherever my trailer and I go, I represent the town of La Pine and the Rodeo Association with my crown, my signed trailer that tells who I am and who I represent and the dates of the Rodeo ( June 30th-July 1st) and my smiling face when I talk to people about the special place I represent and tell them that they need to come and be a part of it!”

What is your biggest challenge? Do you do your own fund raising or does the Rodeo Organization help you? “My biggest challenge so far this year is fund raising. The economy is hurting, so receiving funds to help support my year as Queen has been hard. I know that my loving family and friends will always be there to support me. I want to invite everyone to my coronation on February 26th at the American Legion Lodge in La Pine. It is my one and only fund raiser. I invite everyone!”

What do you do to relax? “It may surprise many of you… I ride my horses. It is my way to sit and ponder about something, to study and memorize things for school or to completely clear my mind. It’s the best feeling in the world.”

Tell us something about yourself that few people know about: “One thing that many people do not know about is that my parents have been running a dog kennel business for about thirty years. I was kind of born into it, but still enjoy it. We also train and breed Labrador Retrievers, so I am a dog lover. In terms of volunteering as a Rodeo Queen in the La Pine community, what do you think your personal contribution will be? “As a Rodeo Queen, I am able to reach more people about Can Cancer and Frontier Days and get the word out.” What are your plans for the future? “My plans for the future are to go to college and achieve a major in Equine Science and become a physical therapist for horses.”

What advice would you give to community leaders? “As far as the Rodeo goes, I would advise community leaders to make use of their Rodeo Queen because that’s what we are for: to publicize your rodeo and get the word out in every way possible.” Do you have a mission? “My mission is to spread the word of this amazing little Rodeo in La Pine statewide!”

OBITUARY David Wayne Lee

July 13, 1949 - February 3, 2012 David Wayne Lee, 62, of Crescent, Oregon, passed away peacefully at home on Friday, February 3, 2012. David was born July 13, 1949, in Estelline, South Dakota, to Wayne and Dora (Johnson) Lee. David graduated from Estelline High School in 1967, and he then went on to graduate from South Dakota State University. He was drafted into the United States Army in 1971, and served during the Vietnam War. David had a lifelong career with the U.S. Forest Service. This job took him from Alaska to Central Oregon, where he worked at the Bend-Fort Rock Ranger District. The last nine years of David’s career were spent at the Crescent Ranger District. David married Linda Glascock on May 4, 1991, and this union brought him a step-daughter, Tonya, and a step-son, Gary. David’s love for running kept him involved in a lifetime of marathons all over the West Coast, and he earned many awards along the way. He had a great passion for running and often could be seen out for his daily eight-to-ten-mile sprint, whether he was at home or on vacation. While living in Bend, David participated with many softball teams, playing various positions. Most of David’s adult life was spent mentoring and coaching young people in track and field, basketball and football. Most recently he was involved with the Gilchrist High School’s track and field, football and basketball teams. David retired from coaching and from the U.S. Forest Service in January, 2011, due to an ongoing battle with cancer. He was admired by many and will be missed by more. David was preceded in death by his parents and his sister, Sharon. He is survived by his wife, Linda of Crescent, Oregon; sister, Bonnie of Clarksville, Tennessee; step-daughter, Tonya (husband Jason) Noble of North Augusta, South Carolina; step-son, Gary (wife Tanis) Glascock of North Plains, Oregon; aunt, Lois Wales of South Dakota; sister-in-law, Glenda (husband Dennis) Mendiola of Payette, Idaho; five grandchildren; five nieces; special friends, Jim and Ronda Bishop of Crescent, Oregon, who were like a son and daughter to him; and more friends than even he could imagine. The family would like to thank Partners in Care - especially Geia, Tammy and Alicia. Armond S. Pauling April 9, 1930 - January 29, 2012

Armond S. Pauling passed away suddenly on Sunday, January 29, 2012, surrounded by his family. A native of Urbana, Indiana, he was born on April 9, 1930 to Fred W. and Ethel A. (Speicher) Pauling. He grew up loving farming and playing high school basketball. It was there that he met and fell in love with Carolyn M. Thatcher.

After graduation, he joined the Air Force and was stationed in Texas. While there, on May 30, 1952, he and Carolyn were married. After serving in Guam, he was stationed at Travis Air Force Base in Fairfield, California. It was during this time that he took a part-time job at OK Tires in Napa. Little did he know that it would someday bring him back out west. Once his tour was complete, he moved his family back to Indiana for a life on the farm. It wasn’t until 1959 that he returned to Napa, California, with his family for a career in the tire business, eventually owning Big O Tires.

In 1991, Armond and Carolyn moved to La Pine, Oregon, with a plan to commute between La Pine and the tire store in California, but once they had settled in, he decided to officially retire. He loved the outdoors and when not woodworking in his well-tooled workshop, he could be found golfing, camping in the Sierra Mountains and exploring with his Jeep. Armond is survived by his wife of nearly 60 years, Carolyn; daughters, Karen Lee and husband Larry, and Lorraine Starkey; grandchildren, Dustin and soon-to-be wife, Cassie, Julia Martin and husband Kevin, Armond Starkey and wife Angela, and Justin Starkey; great-grandchildren, Hannah and Rylee Starkey; and his sister, Evelyn McGill.

COCC Hosts Art Exhibit Featuring Works By Dorene Steggell

Central Oregon Community College is hosting an art exhibit showcasing paintings and monotypes by Dorene Steggell. The exhibit is on display at the Barber Library Rotunda Gallery on the COCC Bend Campus through March 2. Steggell’s works are nontraditional landscape oil paintings and monotypes that feature bold, vivid capsules of space and place, inspired by her love of the West, particularly the diverse Oregon environment, according to the artist. Three years ago, Steggell transitioned from professional architect to professional artist. Since then, her art has been seen in the Northwest in solo exhibits and many juried shows, and it has received awards in national exhibits. COCC’s New Veterinarian Technician Program Awaiting Approval

Central Oregon Community College is preparing to offer a new degree program, veterinarian technician, beginning fall 2012. The program has been proposed for approval to COCC’s curriculum committee and the Oregon Department of Education. The associate of applied science degree in veterinary technician is a two-year program that will prepare students to successfully pass the National Veterinary Technician Board Examination to become a Certified Veterinary Technician (CVT). After January 1, 2013, on-the-job training experience (grandfathering) will no longer qualify an applicant to sit for state exams to become a CVT. The new requirement that only students who graduate from an accredited program will be able to take the exam to become certified in Oregon will increase the need for training programs. Currently, two schools in Oregon train CVTs: Portland Community College and Apollo College in Portland. Of the 35 veterinarian clinics in Central Oregon who responded to a survey in 2008, 98 percent recommended that COCC offer a veterinarian technician degree. Locally, 68 percent of surveyed veterinarians indicated that they currently employ CVTs, and 80 percent said they would either hire a CVT for the first time or increase the number of CVTs they employ if they had qualified candidates. Eighty-five percent agreed that CVTs increase clinic profits. The median salaries for a CVT are $31,350 in Oregon and $32,259 regionally. This matches the survey data, which indicated local hourly wages ranging from $12 to $21 (average $15.52). In addition, employers were willing to offer benefits to CVTs. Central Oregon Symphony Presents “Listeners’ Choice” Concerts

The Central Oregon Symphony, directed by Michael Gesme, will continue its 2011-12 season with concerts at 7:30pm on Saturday, February 18; and Monday, February 20; and at 2pm on Sunday, February 19, in the Bend High School Auditorium. Doors will open 45 minutes before the performances. Tickets are required for these free concerts. “This is our first ever ‘Listeners’ Choice’ concert,” said Gesme. “Due to the choices, we have collectively started to refer to this show as an evening of finales.” The first half of the concert includes the fourth movement of Dvorak’s “New World” Symphony and the third movement of Tchaikovsky’s “Pathétique” Symphony, highlighting the brilliant orchestral writing of these two Romantic masters. In between will be the jazz-influenced and ever-fresh “Rhapsody in Blue” by Gershwin, with guest pianist and Pacific Northwest native, Andrew Brownell. Following intermission, the symphony will perform three movements from Grofé’s programmatic Grand Canyon Suite: “Sunrise,” “On the Trail” and the tumultuous “Cloudburst.” The concert will conclude with what many consider the most popular orchestral work composed in the twentieth century: “Bolero” by Ravel. According to Gesme, this seemingly innocuous tune that quietly opens this hypnotic episode builds and builds until the entire orchestra is completely enthralled in an unrestrained musically frenzied finale. Reminder To Parents: Child Immunizations Due February 15

Deschutes County public health officials are reminding parents to make sure their children’s immunizations are current. Beginning Wednesday, February 15, children won’t be able to attend school or child care if their records show they are missing immunizations and do not have an appropriate medical or religious exemption. Parents with children who have incomplete immunizations will receive a letter in the mail this month. The letter will inform parents what shots are missing and need updating at the school. The immunization requirement is the result of a state law that applies to all public and private schools, pre-schools, Head Start and certified child care facilities. “The goal is to make sure children in our community are protected against serious diseases that can easily spread in a school environment if children aren’t fully immunized,” said Deschutes County Health Services Immunization Coordinator Heather Kaisner. This year, parents should take note of the following requirements: Tdap vaccine requirement: Tdap vaccine is required for seventh, eighth and ninth-graders. Tdap is a tetanus, diphtheria and pertussis (whooping cough) booster. Whooping cough is a serious health concern in Oregon with more than 255 cases recorded last year. Hepatitis A vaccine requirement: The hepatitis A vaccine, which protects against a communicable viral infection, is a two-dose series now required for children 18 months through second grade. There are many options in Deschutes County for parents seeking immunizations for their child. They can contact their health care provider or call the Deschutes County Health Services Department at 541-322-7400 to schedule an appointment. Rotary’s Shots for Tots and Teens will also be offering immunizations on the following dates and locations. All Shots for Tots and Teen clinics are walk-in from 10am to 2pm. Looking For The Hero Next Door

Every year the American Red Cross honors extraordinary acts of courage, humanity, unselfishness, and commitment to our communities at our annual Heroes’ Breakfast, being held this year on Wednesday, March 28 at the Riverside Convention Center in Bend. We’re looking for hero nominations from across Central Oregon. Our heroes, once nominated, are selected based on how their unselfish and/or heroic acts have helped: Save a life; have positively impacted lives; inspired the community, or; have exemplified the Red Cross mission to help people prevent, prepare for and respond to disasters and emergencies. Once we receive the hero nominations, we’ll sit down with a select group of volunteers, sponsors and community leaders to choose a special handful of deserving winners. At past Heroes’ Breakfasts, awards have been presented to children, adults, groups, organizations, businesses and even animals. Examples of past heroic acts include: Performing first aid or CPR to save a life; Helping others escape a house fire, car accident or other life-threatening situation; Performing a water or wilderness rescue; A professional rescue that went above and beyond the line of duty or occurred when the rescuer was not working; An ongoing commitment to a cause that has positively impacted residents in our community; Helping people be safe, save lives and/or provide improved quality of life; An individual or group that champions safety, disaster preparedness and disaster response in the community, and; An animal that has been involved in a rescue or has provided therapy/emotional support. To submit a nomination: Complete the nomination form at www.mountainriver.redcross.org or call the Mountain River Chapter office at 541-749-4198. Ideally, the heroic act occurred within the past year, unless the nomination is for an ongoing commitment to saving and rebuilding lives. We hope our heroes will reflect the diversity of Oregon. Nominees of all backgrounds are encouraged! The Hero awards will be presented at the 8th annual Heroes’ Breakfast on Wednesday, March 28, 2012. In Oregon, the American Red Cross shelters, feeds and provides emotional support to victims of disaster every 20 hours; supplies more than 90 percent of Oregon’s blood; teaches thousands of Oregonians lifesaving skills; provides international humanitarian aid; and supports military members and their families. La Pine ReStore Needs Volunteers

The La Pine ReStore is part of the Newberry Habitat for Humanity and is located at 52684 Hwy. 97, just north of Wickiup Jct. Contact Information: 541-536-3234. Hours: Wednesday, Thursday, Friday and Saturday from 9:30am5:00pm. The ReStore is a building materials thrift store, where donations are 100% tax deductible. We also sell furniture and specific household items. Proceeds from the sale of donated items goes towards building affordable, green housing right here in La Pine. This year we are building three new homes in Terry Park. JOBS THAT VOLUNTEERS PERFORM MIGHT INCLUDE: • Cashier (run cash register and greet customers); • Floor clerk (greet and assist customers, price and showcase merchandise); • Back room (greet and assist customers, price and showcase merchandise, receive donations); • Driver (upon clean DMV check, drive the ReStore vehicle to pickup and/or deliver donations); • Administrative (advertising, volunteer coordination, deconstruction coordination, other administrative tasks). We ask that Volunteers donate their time in a minimum of four hour blocks - preferably once per week, but can be monthly or as needed. Last, but not least ...WORKING AT THE RESTORE IS FUN!
