The Center Foundation has released applications for its annual college scholarship program that recognizes the achievements of Central Oregon’s top high school juniors. The $1500 college scholarships will be available to outstanding high school juniors who excel in academics, school extracurricular activities and leadership and who are involved community service. The scholarship program is open to current Central Oregon high school juniors planning to attend an accredited college or university in the fall of 2013. Candidates must have a 3.5 or above GPA, outstanding participation in school extracurricular and/or leadership activities and a solid record of community involvement. Qualified students are encouraged to apply. The deadline for completed application materials is 5pm on February 27, 2012 at The Center Foundation, 2200 NE Neff Road, Bend, Oregon. City Of La Pine Budget Committee Vacancies
The City of La Pine is currently accepting applications from individuals that are interested in serving on the City of La Pine Budget Committee. This is a volunteer position. The Budget Committee is expected to only meet twice, sometime in the month of May. Budget Committee members are expected to attend all meetings. The vacancies will be filled by appointment by a majority of the entire membership of the Council. Those individuals submitting applications may be asked to meet with the Council for an interview prior to the Council making an appointment. Interviews will begin after a minimum pool of qualified candidates have submitted applications. In order to qualify for appointment, an applicant must be a registered voter and a resident of the City. This position will be open until filled. Reminder To Parents: Child Immunizations Due February 15
Deschutes County public health officials are reminding parents to make sure their children’s immunizations are current. Beginning Wednesday, February 15, children won’t be able to attend school or child care if their records show they are missing immunizations and do not have an appropriate medical or religious exemption. Parents with children who have incomplete immunizations will receive a letter in the mail this month. The letter will inform parents what shots are missing and need updating at the school. The immunization requirement is the result of a state law that applies to all public and private schools, pre-schools, Head Start and certified child care facilities. “The goal is to make sure children in our community are protected against serious diseases that can easily spread in a school environment if children aren’t fully immunized,” said Deschutes County Health Services Immunization Coordinator Heather Kaisner. This year, parents should take note of the following requirements: Tdap vaccine requirement: Tdap vaccine is required for seventh, eighth and ninth-graders. Tdap is a tetanus, diphtheria and pertussis (whooping cough) booster. Whooping cough is a serious health concern in Oregon with more than 255 cases recorded last year. Hepatitis A vaccine requirement: The hepatitis A vaccine, which protects against a communicable viral infection, is a two-dose series now required for children 18 months through second grade. There are many options in Deschutes County for parents seeking immunizations for their child. They can contact their health care provider or call the Deschutes County Health Services Department at 541-322-7400 to schedule an appointment. Rotary’s Shots for Tots and Teens will also be offering immunizations on the following dates and locations. All Shots for Tots and Teen clinics are walk-in from 10am to 2pm. CITY COUNCIL VACANCY CITY OF LA PINE The City of La Pine is currently accepting applications from individuals that are interested in serving on the La Pine City Council. The individual that is selected will be completing an unexpired term (March 1, 2012 through December 31, 2012). This is a volunteer position. The City Council generally meets on the second and fourth Wednesday of each month. City Council members are expected to attend Work Sessions and special City Council meetings, serve on various sub-committees or regional groups, and represent the City in other capacities. The vacancy will be filled by appointment by a majority of the entire membership of the Council. Central Oregon Community College is hosting an “Oregon Transfer Day” event from 10am to 1pm on Monday, February 13, in the Campus Center on the Bend Campus. The purpose of the event is to assist COCC students to successfully transition to a four-year college or university. “Oregon’s two-year and four-year schools are committed to working together to best serve Oregon’s community college students and help them achieve their educational and career goals while also meeting the state’s economic needs,” said Michele Sandlin, chair of the OTD task force. The statewide task force was formed in the fall of 2007 to educate community college students regarding their access to four-year baccalaureate opportunities. The public may now pay most citations and balances on court cases without mailing a check or going to the Deschutes County Courthouse. Deschutes County is one of seven courts selected by the Oregon Judicial Department (OJD) to offer the public service, called “OJD Courts ePay.” You may pay with a Master Card and Visa debit or credit card. A $3.50 transaction fee will be added. Central Oregon Community College is offering a nursing program orientation session from 12:15 to 1:15pm on Tuesday, February 7, in Room 305, Building 3, on the Redmond Campus. Living Well With Chronic Conditions Classes
Do you or someone you know, live with a health condition that affects daily life? Workshops to achieve a healthier way of living for people living with ongoing health conditions begin January 26. NEW: Workshops now being held in Deschutes, Crook and Jefferson Counties, in both English and Spanish. A chronic health condition is one that people must learn to live with for many years such as diabetes, emphysema, arthritis, migraine headaches and heart disease. A healthy way to live with a chronic condition is to work at overcoming the symptoms. The Living Well with Chronic Conditions program, sponsored by Living Well Central Oregon, is designed to complement and enhance medical treatment and disease management. Through the series of classes, participants will learn what they can do to feel better and manage their condition more effectively. One series of classes and the book, Living a Healthy Life with Chronic Conditions, costs each participant a total of $10. A culinary icon, Reichl will examine how today’s consumers judge restaurants on criteria that includes ethics, nutritional savvy and a keen knowledge of global flavors. What will the complicated demands of today’s consumers in this new democracy of food mean for the future? Following her presentation, Reichl will take questions from the audience and sign books. Reichl has been a treasured voice on the culinary landscape for many years, zealously guiding us in how to cook, what to eat and where to eat. She is an author, food critic, former editor-inchief of Gourmet Magazine, host of PBS’ Gourmet’s Adventures with Ruth and editor-at-large at Random House. The Seattle Times called her “one of the nation’s most influential figures in the food world.” The recipient of six James Beard Awards, Reichl played an integral part in America’s culinary revolution as chef and co-owner of The Swallow Restaurant in Berkeley. She eventually went on to become food editor for the Los Angeles Times and the famed restaurant critic for The New York Times. She was editor-in-chief of Gourmet from 1999 until the magazine’s closure in 2009 and currently is editor-at-large at Random House. In 2011, she began serving as a judge on Bravo’s Top Chef Masters. She also serves as editorial adviser to Gilt Taste, a new online culinary magazine. Reichl is the author of several bestselling memoirs: “Garlic and Sapphires: The Secret Life of a Critic in Disguise,” in which she recounts her adventures in restaurant reviewing for The New York Times; “Tender at the Bone: Growing Up at the Table;” and “Comfort Me with Apples.” Her most recent work is “For You, Mom,” a memoir of her late mother’s life. She will be releasing three new books in the near future: a “cookbook-slash-memoir,” her first novel and a memoir of her years at Gourmet. In her 10-episode Gourmet’s Adventures with Ruth, which aired on PBS in 2009, Reichl visited the best cooking schools on five continents and brought along some of her foodie and actor friends to sharpen their skills. She was also the host of Eating Out Loud, three specials on The Food Network covering New York, San Francisco and Miami. Deschutes County Seeks Animal Control Board Volunteers
The Deschutes County Animal Control Board of Supervisors has openings now for volunteer Board members. The Board of Supervisors represents the Board of County Commissioners at hearings and make decisions on the disposition of dogs who are involved in the chasing, wounding or killing of livestock. Commissioners seek Deschutes County residents to fill the Board positions. Residents who are interested in attending hearings and participating in the decision process for the disposition of the dogs should consider applying. The Board is in particular need of representatives who either have livestock and/or dogs or who have worked with livestock and/or dogs. Board members are volunteers and are not compensated with the exception of mileage. Membership requires attendance at evening hearings held in Bend on an as-needed basis; and the term of service is two years. As the winter temperatures have dropped, we aim to help the homeless keep their pets warm. Do you have a dog coat that your dog no longer uses? We are collecting donations of gently used dog coats, sweaters, slickers or booties. In partnership with other local community outreach organizations, we will distribute these donated items to the homeless and their pets. Pet food and bedding will also be accepted. Harold Bern Headrick, beloved Assemblies of God pastor, passed away in La Pine, Oregon on January 25, 2012. There was a viewing on Saturday, February 4, 2012, at Stoddard Funeral Home in Greeley, Colorado. A cryptside service was held on Monday, February 6, 2012, at Sunset Memorial Gardens in Greeley, Colorado.
A memorial service was held on Friday, February 3, at High Lakes Christian Church in La Pine. Dayle was born March 6, 1945, in Jersey City, New Jersey, to Francis and Mabel (Garrison) Keitel. She graduated from Kearny High School in New Jersey in 1963. She married John L. Groom in Vacaville, California.
Rev. Headrick was born in Cape Girardeau, Missouri, on May 15, 1913, the son of Bern and Early Janet (Holmes) Headrick. He arrived in Hawaii as a missionary in 1947 and resigned his final pastorate at age 89. He served many years as Superintendent of the Hawaii District Assemblies of God and received his Honorary Doctorate of Divinity degree from Bethany College in Santa Cruz, California. He was instrumental in assisting churches to receive financing from Church Extension Plan and personally worked to help build more than 50 churches. He was involved in every aspect of building from permits to dedication, including cleaning out cesspools in Wahiawa in 1950 and repairs to the roof in Kapaa after Hurricane Iniki in 1992. Rev. Headrick and his first wife, Olive Lucille Melcher, had been married 48 years when she passed away in 1981. Together they established many churches and the first Berean Bible School in Hawaii. In 1982, he married Helen Lucille (Jackson) Kelly, who helped to continue his ministry. Helen passed away in 2008.
Dayle worked as a school bus driver for 22 years, both in New Jersey and in California. She was a foster parent for ten years, and she had 12 foster children. Dayle was also the activities director for the Prairie House and was fondly referred to as the “Prairie House Mom”. She was a member of the American Legion Women’s Auxiliary. Her hobbies included sewing, jet skiing, camping and waterskiing. Dayle was preceded in death by her parents; one brother, Dennis Keitel; and her beloved husband, John. Survivors include her son, Tom Phillips of La Pine, Oregon; daughters, Staci Phillips-Wiemelt and Kristin Sunderman, both of Pennsylvania; son, Drew Henson-Groom of Bend, Oregon; nephew, Russell Keitel of New Jersey; six grandchildren; and two great-grandchildren.

Edward “Ed” Robert Konantz February 28, 1921 - January 28, 2012
Edward “Ed” R. Konantz, of La Pine, Oregon, passed away on Saturday, January 28, 2012. He was 89 years old. A Mass of Christian Burial took place on February 3, 2012, at Holy Redeemer Catholic Church in La Pine. Ed was born February 28, 1921, in Aberdeen, South Dakota, to Jacob and Mary (Boik) Konantz. He grew up in Salem, Oregon, and retired to Central Oregon in 1985. In 1942, Ed enlisted in the U.S. Air Force. He went to Sheppard Field Air Force Base for basic training and was stationed in both France and Germany during World War II. He was honorably discharged. Ed was the owner/operator of a landscaping company for sixty years. He also worked for the Salem School District, and he retired in 1985. He married Jennifer Cousins on August 21, 2010. Ed loved fishing, gardening and playing bingo. He also enjoyed raising sled dogs and canaries, and he had a special love for birds. He was a lifetime member of the American Legion. Ed was preceded in death by his parents and ten siblings. Survivors include his wife, Jennifer. Memorial contributions may be made in Ed’s memory to Newberry Hospice, P.O. Deputy Pete Penzenik Receives Officer Of The Year Award
On January 23, 2012, the Deschutes County Sheriff’s Office was notified that the Department Executive Committee for the American Legion had identified Deschutes County Sheriff’s Office Deputy Pete Penzenik as its Officer of the Year for the state of Oregon. Deputy Penzenik was additionally recognized at the local American Legion Post 45 in La Pine, as its Officer of the Year. Deputy Penzenik will be receiving the award from Post 45 at their regular meeting on February 14th, and will be receiving the state award at the American Legion state convention being held in Redmond this June. Deputy Penzenik has been employed with the Deschutes County Sheriff’s Office for 28 years and his work as a Deputy Sheriff has been exemplary. Throughout his career Pete has taken an active role in improving various elements of crime scene investigations. His innovative ideas include; enhancement of photography, development of latent fingerprint methods and he was a pioneer of footwear and vehicle tire impressions for Deschutes County. He serves as an agency expert in these areas, and provides instruction to his fellow deputies on these disciplines. Outside of his duties as Deputy Sheriff, Pete has been a fixture within the La Pine community. He consistently volunteers his time in a number of areas, most notably chairing the La Pine Christmas Basket committee that works each year to provide less fortunate families in the greater southern Deschutes County area with meals and gifts during the Christmas season. Sheriff Blanton states, “The Deschutes County Sheriff’s Office is proud to have had Pete as part of our team for the past 28 years. OBITUARY Joseph “Joe” Eugene Marstall
February 9, 1945 - January 28, 2012 Joseph Eugene Marstall, of La Pine, Oregon, passed away on Saturday, January 28, 2012. He was 66 years old. There will be a recitation of the Rosary at 10:30am, followed by a Mass of Christian Burial at 11:00am on Saturday, February 18, 2012, at Holy Redeemer Catholic Church, 16137 Burgess Road, La Pine, Oregon. After the Mass there will be a luncheon, followed by an urn committal at the La Pine Community Cemetery. Joe was born February 9, 1945, in Wamego, Kansas, to Clarence and Inez (Ames) Marstall. Joe worked building homes for his parents’ company, Marstall Builders in Corvallis, Oregon, for 19 years and after moving to La Pine, he worked as a custodian for the Bend-La Pine School District for 18 years. He married Carolyn M. Smith on December 17, 1980, in Reno, Nevada.

Jake married the most beautiful Dutch girl he’d ever seen, Ricky Van den Berg, on May 4, 1962, in Salt Lake City, Utah. Jake retired from the U.S. Army as a Command Sergeant Major (CSM), dedicating 26 years of service with the UT ANG Combat Engineers. He also retired from Boeing (Commercial Airplane) Company in Seattle, Washington, dedicating 15 years of service. After Jake and Ricky retired, they moved to Bend, Oregon. Jake was a dedicated volunteer with the Upper Deschutes River Coalition (UDRC) for 26 communities in the Sunriver/La Pine area. Jake created a legacy second to none with the wonderful friendships he created and the truly phenomenal accomplishments he achieved with this nationally recognized non-profit wildfire prevention organization. Jake’s family would like to thank all our wonderful friends and family for their love, support and prayers through this truly trying time. Jake is survived by his wife, Ricky; three daughters, Sharae (husband Steve) Nielson of Ogden Utah, Sarol Keller of Bend, Oregon, and Shani (husband Jerry) Blades of Graham, Washington; three grandchildren, Stanton (wife Christie) Nielson of Fort Meade, Maryland, Sheanna (husband Jason) Crossley of Ogden, Utah, and Cierra Blades of Graham, Washington; and two greatgrandsons, Treycen and Tycen Crossley. We are a group of diverse women who come together for friendship, giving to the community and self growth. We meet the second Wednesday of every month at Midstate Electric Community Room on Finley Butte Road. At each meeting we have a potluck dinner and collect dues of $10 per person, most of which is donated to La Pine charities. La Pine Wrestling
Wrestling in La Pine has become a Frankenstein over time. The monster that growing is also gathering up some of the most talented and dedicated parents and athletes our little city has seen in many years. The growth is so impressive that there are clubs and programs all over the state that are looking forward to the future of La Pine wrestling almost as much as La Pine is. To get the fires started early, we begin with Mat Club. The Blue Lightning Mat Club has an incredible parent following supported by one of the most effective Wrestling Board of Advisers in the state! The standards and practices that are encouraged on and off the mat are creating better wrestlers and better people locally. As you look to next level, things are no less exciting. The La Pine Middle School has a following that rivals any program in Central Oregon. This phase of wrestling reconfirms the basics taught in Mat Club, it also adds to the technical aspect of the sport by building skills and increasing wrestling endurance. The past successes at this stage of wrestling at LPMS have shown the other schools in our area that they should not take us lightly. Our Middle School and community will have the opportunity to show all of Central Oregon what we are capable of on February 17 & 18, 2012 as we host the Central Oregon Middle School District Championships at LPHS. This is a great chance to see our young Middle School wrestlers compete and shine at home. Wrestlers that are able to make to our 2011-2012 La Pine High School Wrestling Squad have a chance to be a part of something very special. With a history of pride and success, La Pine wrestling continues to push forward. Wrestling for the Hawks at this level is what we hope to achieve. It is the apex of all of our amateur wrestling. With young and old wrestlers alike this adds to an already strong base and will continue to build Hawk wrestling into a dominant force. Our hope is that with the continued excitement of all the athletes, coaches, parents and community members our wrestling programs will be added to a long list of great reasons to come to La Pine. Our community is embracing wrestling and, in turn, wrestling is embracing La Pine. Parents and wrestlers of all ages will have opportunities to help La Pine Blue Lightning with the Adopt a Road program on Burgess between 97 and Day Road. Our La Pine wrestlers also help with the Christmas basket activity put on by one of our great community supporters, The SCOOTR Club, in December. We host a variety of Mat Club, Middle School and High School wrestling tournaments that bring thousands people into our community each year from all over the state to help boost our local economy. As we work together and support each other, it becomes easy to see that the direction we are headed will lead us to a future that we can all be proud of. We are excited for what is to come. Historical Landmarks Commission Seeks Volunteer Members
Deschutes County seeks three new volunteer Historical Landmarks Commission members and is accepting applications until Friday, February 24th. Commissioners serve four-year terms beginning in April. The Deschutes County Landmarks Commission (HLC), formed 1980, is part of a nationwide network of groups dedicated to the preservation and celebration of architectural heritage. The five member HLC serves as a citizen advisory body to the Board of County Commissioners (BOCC) for Deschutes County and the Sisters City Council. The role of the HLC is to help property owners preserve historically and architecturally significant buildings and districts while allowing modifications for contemporary use. While specific qualifications are not required to serve on the commission, expertise in history, architecture, architectural history, archaeology or related fields are encouraged. Deschutes County Planning Director Nick Lelack said, “Most importantly, commissioners should be interested and committed to protecting historic and cultural resources that directly contribute to the tangible and educational assets of Deschutes County’s heritage.” The Commission meets quarterly at the Deschutes County Services Center, 1300 NW Wall Street, in Bend. Additional meetings are called if necessary. Those interested in serving on the Commission are invited to submit an application which includes an application form, letter of interest describing the applicant’s background and interest in historic preservation and a resume. Complete applications will be accepted before 5pm on Friday, February 24, 2012. Residents interested in volunteering may receive a Historical Landmarks Commission application from the Deschutes County Community Development Planning Department at 117 NW Lafayette Avenue in Bend. COCC Now Offering GED Testing Service
Central Oregon Community College has begun offering the General Educational Development - or GED - test. The High Desert Educational Service District had offered the test until last July, when it discontinued the service due to budget constraints. In the interim, Jefferson County ESD has been offering the service in Madras only. “A high school education or GED certificate is a minimum requirement for most employment, for attaining higher levels of education, and for fostering prosperity in the region,” said Karin Hilgersom, vice president of instruction. “COCC is committed to making the GED testing service locally available to our District’s residents.” GED testing is also available in Bend and Redmond. Testing locations in La Pine, Warm Springs and Madras will also offer the service within the next few months. COCC has hired Floy Sitts to oversee the GED testing program in Central Oregon. Partnership to End Poverty has pledged to contribute $20,000 to offset the costs related to starting the program. “The Partnership to End Poverty recognizes the critical link between education and employment and earnings. A high school diploma or GED is the foundation to future economic success,” said Scott Cooper, executive director of the Partnership to End Poverty. “We applaud the leadership COCC has shown in restoring the availability of the GED throughout the region, and we appreciate the opportunity to collaborate in making this happen.” The GED consists of five timed tests. Except for math and writing, the tests can be taken in any order. Tests are given by appointment only. More than one test can be taken on a given day, and all five tests must be completed at one location. Attending an Orientation Session prior to the first test is required. For candidates with certain disabilities, large-print and audio versions of the tests are available. For more information on testing accommodations, call COCC’s Disability Services at 541-383-7583. The cost of the GED test is $120, which covers all five tests, the state fee and processing fee. Additional fees may apply. There are several ways to prepare for the GED tests. COCC’s Adult Basic Skills program offers classes in basic reading, writing and math at the COCC Crook County Open Campus. The cost of each class is $20 per term. Art Exhibit Featuring Works By Dorene Steggell
Central Oregon Community College is hosting an art exhibit showcasing paintings and monotypes by Dorene Steggell. The exhibit is on display at the Barber Library Rotunda Gallery on the COCC Bend Campus through March 2. Steggell’s works are nontraditional landscape oil paintings and monotypes that feature bold, vivid capsules of space and place, inspired by her love of the West, particularly the diverse Oregon environment, according to the artist. Three years ago, Steggell transitioned from professional architect to professional artist. Since then, her art has been seen in the Northwest in solo exhibits and many juried shows, and it has received awards in national exhibits. Your safety and our driver’s safety is the number one priority at Wilderness Garbage.
Here are some reminders that you, our customer, need to know: If the weather or road conditions become severe, we will not put people or property at risk. Our trucks may be able to travel the main roads, but due to the size and weight, may not be able to navigate your street or driveway. WE CANNOT PUT DRIVERS OR TRUCKS AT RISK.
It is the discretion of the route driver whether to drive down a street or driveway. If our truck cannot pick up your garbage, we will pick up double your service amount the following week.
Here’s How You Can Help Your Service From Being Interrupted: RESIDENTIAL CUSTOMERS
• Keep access to roll carts clear of snow and ice. • Roll carts must be on street side of snow berms. • Roll carts must be 4’ from all objects, including vehicles, mailboxes, address signs, etc. • If roll cart is in an enclosure, there needs to be a shoveled path to the enclosure. • Roll carts may need to be left out of enclosure. • Where truck access is required, a 12’ wide plowed path is needed. • Where the driver leaves the roll cart is where it needs to be left for future service, during snow and ice conditions.

Wilderness Garbage’s number one concern is always safety. This is why we are asking for your help now, before the extreme conditions arrive, so you know what our procedure will be. If conditions do result in delays, we will update our website and notify the local media. You can also call our office. If after regular hours, please listen to the whole message.

COCC Prepares For Accreditation Process
Central Oregon Community College, accredited by the Northwest Commission on Colleges and Universities, is preparing for a formal visit by the NWCCU as part of the re-accreditation process. A team of NWCCU evaluators will be on campus May 2, 3 and 4 of this year. COCC was last accredited in 2002; the most recent interim review was completed in April 2009. Regional accreditation of postsecondary institutions is a voluntary, nongovernmental, self-regulatory process of quality assurance and institutional improvement. It recognizes higher education institutions for performance, integrity and quality to warrant the confidence of the educational community and the public. Accreditation or pre-accreditation by a postsecondary regional accrediting agency qualifies institutions and enrolled students for access to federal funds that support teaching, research and student financial aid. The NWCCU is an independent, nonprofit membership organization recognized by the U.S. Department of Education as the regional authority on educational quality and institutional effectiveness of higher education institutions in the sevenstate Northwest region of Alaska, Idaho, Montana, Nevada, Oregon, Utah and Washington. It fulfills its mission by establishing accreditation criteria and evaluation procedures by which institutions are reviewed. Anyone wishing to comment on COCC’s qualification for accreditation may do so by sending a signed letter directly to the commission at Northwest Commission Colleges and Universities, 8060 165th Avenue N.E. Suite 100; Redmond, WA 98052; or via fax at 425 376-0596. Information must be received at least one month prior to the visit (April 2, 2012). Signed comments are forwarded, as received, to COCC, to the reaccreditation evaluation committee and to the Commission for consideration in the reaccreditation process. Pharmacy & Your Health Children And Meningitis Treatment Meningitis is an inflammation of the meninges, which surround the brain and spinal cord. A virus is a more common cause of meningitis. Bacteria can also cause the condition. When a virus is the cause, the condition is usually less severe. Signs and symptoms of meningitis in older children include sudden fever, headache, nausea, and vomiting. Infants may experience a fever, rash, vomiting, or diarrhea. Bacterial meningitis should be diagnosed as soon as possible. A spinal tap, in which a needle is used to obtain a sample of fluid from the low back near the spinal cord, may be needed to obtain results quickly. Children may be treated with an antibiotic until the results of a blood test confirm or exclude a bacterial cause, since there are serious risks associated with bacterial meningitis. If bacterial meningitis occurs, hospitalization and antibiotics administered intravenously are required. Ceftriaxone (Rocephin) is a cephalosporin-type antibiotic that may be used, depending on the type of bacterial infection. For viral meningitis, there is no specific treatment. Medications to treat symptoms may be used, such as acetaminophen (Tylenol) or ibuprofen (Advil, Motrin) for fevers and headaches. Rest and fluids are also recommended. Vaccines are important for the prevention of meningitis.
