I will also provide to other business owners, the names of who has told me these facts so that they can better protect themselves against the type of people who would hide a thief’s identity. Central District of the Oregon High School Equestrian Teams (OHSET) will have their 1st meet February 21-23, 2014 in the arena of the Bank of the Cascades Event Center at Deschutes County Fair & Expo, in Redmond. The Central District is made up of teams from Bend, Crook, Dufur, Hood River, Imbler, La Pine, Madras, Mountain View, Pendleton, Redmond, Ridgeview, Sherman, Sisters, Summit, The Dalles and Trinity Lutheran. Each day of the meet usually starts at approximately 8:30 a.m. Friday’s events are Equitation over Fences, Dressage, Hunt Seat Equitation, Saddle Seat Equitation, In Hand Obstacle Relay, Working Pairs and Drill. Saturday’s events are Western Horsemanship, Working Rancher, Showmanship, Trail, In Hand Trail, Driving, Reining, Breakaway roping, Steer Daubing and Team Penning. Sunday’s events are Bi-Rangle, Canadian team flags, Barrels, Poles, Keyhole, Individual flags and Figure 8. The event is free and vendors will be on site. Come support your local equestrians! Living Well With Chronic Conditions Program Do you or someone you know, live with a health condition that affects daily life? Workshops to achieve a healthier way of living for people living with ongoing health conditions begin as early as February 4 in Bend, and are ongoing in Deschutes, Crook and Jefferson Counties in both English and Spanish, through May. A chronic health problem is one that you must learn to live with for many years, such as diabetes, emphysema, arthritis, migraine headaches, and heart disease. A healthy way to live with a chronic condition is to work at overcoming the symptoms. The Living Well with Chronic Conditions program, sponsored by Living Well Central Oregon, is designed to complement and enhance medical treatment and disease management. Through the series of classes, participants will learn what they can do to feel better and manage their condition more effectively. Free Service To Honor Deceased Veterans The Honor Guard of La Pine American Legion Post 45 announces a service to honor deceased veterans with a presentation of a three-volley gun salute and playing of taps at the veteran’s memorial service. A flag folding ceremony and presentation of the flag is also available. This is a free service offered to veterans regardless of their membership in any veteran organization. Planning Commission Seeks Sisters-Area Volunteer Member Deschutes County seeks a new volunteer Planning Commission member from the Sisters area and is accepting applications until Friday, February 21. This position will complete a vacant term through June 30, 2014, with the potential for re-appointment for a new four-year term from July 1, 2014-June 30, 2018. The Planning Commission reviews land use policy and zoning regulations and makes recommendations to the Deschutes County Board of Commissioners. Members are the official citizen involvement committee on land use planning for the unincorporated area of the County, providing a forum for community input. The volunteer vacant position is for the Sisters area. County Code defines the Sisters area as Townships 14 or 15, Ranges 9, 10 and 11, which is generally 6-10 miles around and including the City of Sisters. According to County Code, the membership of the commission shall, as much as possible, be representative of the various geographic areas of the County. The Planning Commission meets at the Deschutes Services Center (1300 NW Wall Street) in Bend, on the second and fourth Thursdays of each month at 5:30pm. Additional meetings and locations throughout the County may be required. Those interested in serving are invited to submit a complete application form which includes a letter of interest and resume. Complete applications will be accepted before 5:00pm on Friday, February 21, 2014. Lecture In ‘Human Origins’ Series On Tap The next lecture in the second series of “How Did We Get Here? Human Origins, Evolution and Migrations” presentations will be Friday, February 7, in Sunriver. The continuing series highlights cutting-edge anthropological research and discoveries. Dr. Virginia Butler, an anthropology instructor at Portland State University, will present “Dead Fish Don’t Lie II: 13,000 years of Fishes and Humans in the Columbia Basin at 6:30 p.m. on Feb. 7 in the Pozzi Education Center at the Sunriver Nature Center in Sunriver. Butler and other anthropologists have reconstructed a chronological record of fish bones from archaeological sites throughout the basin. For more than 13,000 years, a diversity of aboriginal peoples lived by the streams and rivers of the Northwest coast and Columbia Basin, thanks to the wealth of fish that returned each year to spawn in the region’s rivers and streams. While the abundance of fish varied over time, the overall picture is one of continuity in Native American use of fishes. Archaeological bone records can help establish baseline conditions for fish populations prior to European-American settlement and the ensuing habitat changes and can suggest how fish may respond to future habitat alterations associated with both natural and human influences. Dr. Butler will review the history of Columbia Basin fishes and human-fish relationships and share insights that may assist in preserving the natural resources of our region. Emergency clause proposed to beat weed growing season. A public hearing to hear local resident comments about a proposed Deschutes County Weed Ordinance, will take place on Wednesday, February 5. This is a revised meeting date. The public is welcome to attend and speak at the public hearing, or submit written comments before and/ or during the hearing. The public hearing will take place at the Deschutes County Board of Commissioners’ Business Meeting at 10:00am in the Deschutes Services Building-Barnes Room, first floor, at 1300 NW Wall Street in Bend on February 5. The new Weed Ordinance gives the County’s weed inspector enforcement tools to prevent the growth of noxious weeds, and establishes a penalty fee of $2,000 for a landowner’s failure to eradicate noxious weeds on their land. An emergency clause is proposed for the new ordinance in order to be proactive prior to weed growth season. A new ordinance usually has a waiting period of 90 days to go into effect. Waiting the traditional period of time for the Weed Ordinance to take effect would be problematic and less proactive for the weed growing season. Without the emergency clause, the ordinance would take effect in late May, after weed season begins. Initiating the new ordinance earlier, will help in the early eradication of weeds and cost less than later eradication, when weeds in Deschutes County are more widespread. KITC FM 106.5 Announces new La Pine Radio Station By T. Myers

When Bill Scally, a long time radio personality started KITC FM radio located in Gilchrist, he had no idea how important it would be to the area. By the time Tony DeBone struck a deal to put a remote station in La Pine, interest in the station and listenership was growing steadily. Before long the La Pine Radio Roughnecks were on the air with different local shows several times each week and now, Bill Scally has announced plans to open a La Pine Radio station this spring (not a remote, but a real station!) Scally explained, “We are waiting for the permits to come through to build the station here and put up the necessary FCC antennae. As soon as we get the permits, we will begin and La Pine will have a voice of its own!”

In the meantime, tune into the station at 106.5 FM on your dial. The shows from La Pine and any others are also archived on the net, replayed so another audience has an opportunity to hear them and the station is a real example of public radio. You can advertise on the station for minimal donations to the public radio station funding. The advertisements run by the day, week, and month or however you want to set them up. Housing Works Places Another Future Homeowner Today Housing Works, the affordable housing agency in Central Oregon, announced that their seventh participant in the Tutor Home program will begin their path to homeownership. The Tutor Home, located in Southwest Redmond, will serve a low-income family over the next two years by providing stable housing as well as case management designed to assist the family in obtaining the goal of homeownership and economic self-sufficiency. To qualify for the Tutor Home Program, renters must follow a monthly budget and complete educational components designed to increase their success as homeowners. They must demonstrate that by the end of the lease, their income will support a mortgage and other expenses of homeownership, and their credit will be sufficient to secure mortgage financing. Each program participant has an Individual Development Account, a state tax credit program in which their savings gets matched three to one, to create a fund for a down payment on a home purchase. Housing Works also sets aside a portion of the tenants rent that will go towards the down payment. Housing Works has acquired the homes placed in the Tutor Home program through partnerships with the City of Redmond, the Redmond Police Department, Home Federal Bank and the Department of Housing and Urban Development. Housing Works has also partnered with Heart of Oregon’s Youth Build program to complete the remodeling work on the homes. YouthBuild helps young people ages 16-24 work toward their GED, high school diploma or college credits, learn job skills and serve their communities by building affordable housing, and transform their own lives and roles in society. “This is a great opportunity for families to address obstacles that may prevent them from becoming homeowners” said Housing Works Client Services Manager Kelly Fisher. “It is great to be part of a program that is having such a significant impact on our community” she said. “Not only are we helping create homeowners, which is a community asset in itself, we are also removing blighted homes while providing youth with much needed employment skills.” Housing Works will be holding an event at 4pm, Tuesday, January 21st to give the keys to the new Tutor Home participant and to acknowledge the hard work and collaboration needed to make the program possible. Housing Works is the largest affordable housing provider in Central Oregon. It provides people with quality, safe and affordable homes; and through a number of collaborations, it provides the resources to help people stabilize their lives. Housing Works obtains public funding from federal, state and local governments and leverages these funds with private capital from local financial institutions and foundations to provide quality housing that meets communities’ needs. Housing Works developments in Bend, Redmond, Prineville, Madras and Sisters have won awards for innovation, economic impact, design, beautification, and historic preservation and enhancement. COCC Construction Update Construction and remodeling projects are underway on the COCC Bend and Redmond campuses. The majority of the construction funding comes from a $41.58-million bond measure approved by voters in 2009 and state funding. The Technology Education Center, on the corner of Veterans Way and Salmon Drive in Redmond, will house technology-centered programs. Roofing is nearly complete and the rough in continues. The opening date is September 2014. The Residence Hall project, expected to provide housing for approximately 330 students, is wrapping up the design development phase. The site plan application has been submitted to the City of Bend. Construction will begin in April, and completion is scheduled for the summer of 2015. A small portion of the BrightSide Animal Center in Redmond will be remodeled into a lab space for COCC’s new Veterinary Technician program. The partition application was completed and submitted to the City of Redmond for approval last month. The architect and consultants are working on the remodeling plans. Ochoco Building, which was originally built in 1964, will be remodeled to house both the humanities and the world languages and cultures departments. The schematic design has been completed. Classrooms will be completed by fall 2014.

Know Someone Pregnant With Their First Baby? When a young woman becomes pregnant before she’s ready to take care of a child, the risk factors for the entire family escalate. She may have a family background of low wages, welfare, or worse - a pattern that, without intervention, she may be fated to repeat. The Deschutes County Nurse-Family Partnership (NFP) program can help young mothers succeed as new parents. The goals of NFP include helping women engage in good preventive health practices, helping parents provide responsible health and development care for their children, and helping them to improve the self-sufficiency of their family. The program is free to all eligible women in Deschutes County who are pregnant with their first child. These goals are reached through the care of trusted, respected Deschutes County Public Health nurses. A nurse brings specialized healthcare knowledge to and spends time with the families she cares for. This relationship of trust makes a significant difference for local families. NFP succeeds because expectant mothers are provided with a relationship they can count on-a committed and compassionate nurse who makes regular home visits over a period of time of 30 months, from before birth until the baby is two years old. Nurse-Family Partnerships is an evidence based community health program with three decades of research proving it works. COCC Hires Director For Small Business Development Center The Central Oregon Community College Board of directors has hired Steven Curley as the director of the Small Business Development Center (SBDC). While serving in the position for the past nine months as interim director, he secured grant funding for advising businesses through the Oregon Small Business Development Center Network (OSBDCN) in cooperation with the Small Business Administration (SBA) and also through Wells Fargo’s Rural Investment for Sustainable Economies (RISE) Program. Previously, he was advising businesses through the Grow Oregon program. “I’m passionate about people, ideas and businesses in the Central Oregon region,” said Curley. “I’m committed to doing my part to create a thriving community where people can grow and live out their dreams of owning and building a small business.” Curley has been a business owner himself and worked with hundreds of small businesses throughout his career doing research, developing strategy and creating brands. Most recently, he was the principal of Blue Space Markets. Curley serves on the boards of Economic Development for Central Oregon (EDCO); the Bend Economic Development Advisory Board (BEDAB); and Opportunity Knocks, an organization that provides peer-to-peer advisory opportunities for local businesses. He has also been a mentor at FoundersPad, a local tech accelerator. He was also the Economic Gardening Business Advisor to Central Oregon businesses. He earned an associate’s degree in computer science from Broome Community College in New York and a bachelor’s degree in management from Linfield College. The SBDC at COCC delivers services to anyone who owns or operates a business or is planning to start a business. The SBDC works with businesses in every industry and at every stage of growth from start-ups to well-established companies, from one employee to 500. In addition to no-cost confidential advising, they offer training and online courses that cover a wide range of business topics. Currently based in Bend, the SBDC will be expanding their presence to the new Redmond Technology Education Center building, which is under construction at the COCC Redmond Campus.

City Of La Pine Budget Committee Vacancies The City of La Pine is currently accepting applications from individuals that are interested in serving on the City of La Pine Budget Committee. This is a volunteer position. The Budget Committee will conduct a number of evening meetings in the months of May and June. Budget Committee members are expected to attend all meetings. The vacancies will be filled by appointment by a majority of the entire membership of the Council. Those individuals submitting applications may be asked to meet with the Council for an interview prior to the Council making an appointment. Interviews will begin after a minimum pool of qualified candidates have submitted applications. In order to qualify for appointment, an applicant must be a registered voter and a resident of the City. Importance Of Pet Vaccinations When people think of diseases that could affect their dog, the most common thoughts are parvovirus, salmon poisoning and rabies. There are many diseases that can put your dog at risk. Current dog vaccines are highly effective in preventing many of these diseases, such as Canine Distemper. Preventable diseases are making a comeback due to animals with overdue vaccines or incomplete puppy/kitten series and a growing abandoned and stray population. Recent Parvovirus cases and now some distemper cases, have emerged here in Central Oregon. Confirming a case of canine distemper serves as a good reminder to keep your dog current on their vaccinations. Call your veterinarian if you are uncertain if your dog needs any booster vaccines. Canine distemper is found sporadically across the nation. All unvaccinated dogs are at risk. Distemper is caused by a virus for which there is a very effective vaccine. Dr. Mendiguren of the Central Oregon Humane Society stated “Distemper can cause death. It is contagious from direct contact between one dog to another, but not to people. The virus affects numerous parts of the body, so symptoms may vary, including respiratory, gastrointestinal, neurologic and skin.” The first symptoms may be nasal discharge, eye discharge, fever, coughing and pneumonia. The signs may progress to vomiting and diarrhea, skin changes on especially the foot pads and then to neurological symptoms. It is transmitted by sneezing and coughing and the exchange of bodily fluids. The virus does not last long outside the host body, so contact must be dog to dog. It can be fatal if left untreated. The distemper virus also is in the wildlife population. Raccoons, foxes and coyotes can be infected and act as a reservoir for our domestic animals. The best protection is current complete vaccination protocols. They are 99.99% effective in protecting your dog from this disease.
