MESSAGE FROM MAYOR Jim harrison Warm greetings to our citizens and neighbours! We are pleased to provide you with the 2017 Quinte West Resident’s Guide. We hope you will find this a useful resource and encourage you to also explore a further compliment of services online at www.quintewest.ca or by visiting one of our municipal service locations located in Trenton and Frankford. To meet the needs of our growing City, we look forward to a year of continued successes as we pursue further enhancements to the water/wastewater treatment plant in Trenton Ward, the opening of our new consolidated Public Works & Environmental Services Operations facility and the construction of a new Fire Hall on Dixon Drive in 2017. In addition, we look forward to continued growth at 8 Wing/CFB Trenton and creating ways to celebrate and foster our relationship with the military community. There are endless opportunities that exist in our beautiful and diverse community and I invite you to explore the many attractions, local businesses, events, waterways and scenic areas that make Quinte West, A Natural Attraction. PRISM-911 In March, 2008 the City of Quinte West launched PRISM-911, an Emergency Notification System. PRISM-911 allows the City to directly contact Quinte West residents via a telephone message during emergency situations. The City’s PRISM Program was the first of its’ kind in Canada. In 2008, the City of Quinte West was awarded two major Provincial awards recognizing our innovative PRISM applications, PRISM-GIS and PRISM-911 and in 2011 the City received a third Provincial award for its PRISM Program. The City currently has over 15,000 phone numbers in our PRISM database (including cell phone numbers); however, we are still missing phone numbers. Your number may be one of them. Please visit the PRISM page on the City’s website www. quintewest.ca to see if your contact information is in our database. In the fall of 2010 the City launched PRISM-911 QWik Check which allows you to check to see if your phone number is in the City’s PRISM database. Just go to the City’s website and type QWik in the search field to go to this site (the City would also needs your cell number(s) if applicable). All information in our PRISM database is utilized for PRISM notifications only.

If you or someone you know in Quinte West needs to be registered with PRISM-Care, please complete the form and submit to City staff. The City has successfully used PRISM-911 for emergency notifications regarding an OPP standoff, flooding events, boil water advisories and missing person events. Since 2008, the City has used PRISM on thirty-nine (39) occasions.

PRISM-911 ~ Keeping You Informed and Safe

The City will be updating our PRISM database via a PRISM Verification process. This process will take place annually between October and December during which the City’s PRISM VoiceGate system will call each number in our PRISM database to ensure the contact information is accurate. The responsibility to keep your PRISM contact information updated is yours. For PRISM to continue to succeed, the City needs your support and assistance. PRISM-Care is another innovative feature of the City of Quinte West award winning PRISM Program. PRISM-Care is a geo-referenced database that notes if the owner/tenant of a subject property require additional assistance from emergency personnel in the event of an evacuation or other emergency. Using the City’s GIS mapping system, people who

Scenic Parks

ScenicParks The total area of parkland in Quinte West is approximately 400 acres, encompassing over 60 community and neighbourhood parks and floral displays, among other community recreational parkland areas. A full map can be viewed online at www.quintewest.ca

Feature Parks Centennial Park Located in the “hub” of Trenton, Centennial Park is home to the Duncan McDonald Memorial Community Gardens (Arena), amphitheatre, mini putt, Trenchtown Wake Park, splash pad, comfort station, pavilion for picnics and events, skate park, premier soccer & hardball fields and several play structures. There is also a paved accessible waterfront trail that runs through the park and links to downtown Trenton. From fireworks to ice fishing, there are special events and seasonal activities that take place in the park throughout the year.

Hollinger Park With over 25 acres of hardwood and pine trees, this beautiful public park, located in the Sidney Ward, features a mixture of trees on several marked trails. It also offers a sheltered picnic area adjacent to an open meadow with benches perfect for large group outdoor activities.

Hanna Park This 42-acre park, located in the Trenton Ward, features marked nature trails, beautiful scenery, tennis courts, and a children’s play area. Hanna Park is home to the Kinsmen Community Dog Park, a fully enclosed, off-leash dog park.

Frankford Tourist Park The Frankford Tourist Park, located along the Trent River in Frankford, is the centre for regional outdoor activities and special events. The park has a sandy beach area and playground, covered picnic pavilion,

Coin Operated Bulk Water Location Frankford/Batawa 65 Parry Drive, Frankford, ON K0K 2C0 Starting October 6, 2016, a NEW coin operated bulk water dispensing unit has been installed and ready for use. The dispensing unit has a 1” camlock connection. A 1” connection hose is required with a 1” female camlock connector. Rate: $2.55 for 1000 Litres - Minimum $1.00 to start fill. ($1 will give you approximately 392 Liters) Toonies ($2), Loonies ($1) and Quarters ($0.25) are accepted.

Water Rates - Residential/Commercial Monthly Base Charge $20.50 per month (Based on a 5/8” & 3/4” meter) The base charge applies to each unit for MultiResidential/Commercial. Rate Structure $1.17 per cubic metre + base charge $3.32 per /100 cubic feet Bulk Water Rate $9.65 per 1000 gallons

HELP BEAUTIFY QUINTE WEST PARKS

Curbside collection for large and bulky items is available by purchasing a large and bulky tag at City Hall or the Frankford Municipal Office and items are picked up on Friday only. The tags are priced from $10.00 for a small item (chair, kitchen chair, end table, tv stand, bundled wood, carpet), $15.00 for (couch, chair, desk, mattress, box springs, toilet, tank) $27.30 (stove, dishwasher, washer, dryer, microwave, humidifier, barbecue) to $37.80 (for Freon item).

Honour or memorialize someone by beautifying public spaces. Sponsorship options are available should you wish to purchase a park bench or tree complete with a plaque to be located in a City park. Please contact the City at 613-392-2841 Ext. 4912 for further information.

WASTE REMOVAL SERVICES A bag tag must be placed on each bag put out to the curbside for garbage pickup in the City of Quinte West. The cost is $2.50 per bag tag. The maximum number of bags per week is 4 and each bag must not weigh over 40 lbs. All waste and recycling should be placed at the curbside the night before collection or by 7:00 a.m. the morning of collection. The bag tag should be looped around the neck of the bag so that it meets at the end producing a little flag. Pick up days are as follows:

Leaf And Yard Waste Disposal All residents are permitted to take yard and leaf waste to the Frankford Landfill, located at 1850 Fish and Game Club Road, free of charge. The hours of operation are Wednesday 8 a.m. – 4 p.m. and Saturdays 8 a.m. – 2 p.m. There is rural leaf and yard waste disposal available for Sidney and Murray Ward Residents. BAIN PARK 327 Dundas Street East Bain Park features 2 ball diamonds, a soccer field and a playground. It has a covered pavilion that is suitable for picnics. This site is also home to the Afghanistan Repatriation Memorial and the new LAV III Monument (see page 35)

the Kinsmen Community Dog Park Located in Hanna Park, just off Dufferin Ave., this offleash dog park allows plenty of space for your dog to run. The dog park is completely enclosed to ensure the safety of all.

Dog Park Rules and Regulations • All dogs must be licensed. • Puppies under five months of age are not currently allowed in the park. • No female dogs in heat. • Dogs must be under the control of the handler, who must have a leash. • Dog owners/handlers must be present with their dogs inside the park. • Dogs must wear flat collars. • No children under six years of age; children

aged 6 to 12 must be accompanied by an adult. • Maximum of three dogs per handler. • No food or drink in glass containers. • Dogs must be removed from the dog park at the first sign of aggression. • Dogs must be on a leash when entering and exiting the park. Owners must comply with all other park rules and regulations. Users of the dog park do so at their own risk. Dog owners are subject to the Dog Owner’s Liability Act. The City of Quinte West is considering developing a new Dog Park Committee; please call the City’s Public Works Department to inquire how you can get involved.

Imagine, Discover, Explore! The Quinte West Public Library provides two library branches for residents; one in Trenton and one in Frankford. Both libraries are housed in the municipal buildings, allowing residents the ease of “one stop shopping” and offer an array of library materials to members, including print and non-print materials, downloadable e-books, DVDs, music CDs, magazines, newspapers, large print books, graphic books, French language material, language learning and literacy material. We have a Family History collection, local directories and microfilmed newspapers. Many of our historical photographs are available on a searchable online database via an on-going digitization project. This year, the library is very excited to provide downloadable e-books and audio-books via our website. The Quinte West Public Library is a member of Hastinet. In partnership with the Belleville Public Library, Hastinet provides reciprocal borrowing privileges to residents of the two communities. With one library card, members can use the resources of both libraries, either in person or via our websites.

Home Delivery Delivery of service to those unable to visit our facilities is also available. “Homeward Bound” provides materials to residents of many local seniors’ facilities and volunteers deliver materials to members residing in their own homes but who are physically unable to visit their library.

Programs for Adults and Kids A wide variety of programs are available at the library. Free computer classes for seniors are offered a number of times a year and the Writer’s Circle of Quinte West meets monthly to share their stories. Other workshops and programs are held at the library. The Quinte Branch of the Ontario Genealogical Society calls our library home, providing materials and assistance to visiting

genealogists. Regular workshops and guest speakers are offered. We also provide space for organizations such as Volunteer and Information Quinte and QUIS (Quinte United Immigrant Services). Kids are always welcome at the library. We provide opportunities for families to play and learn together. There are books for all ages in both English and French, magazines, CDs and DVDs as well as downloadable audio books and e-books. On our website readers can find Tumblebooks and PebbleGo, online reading and game programs. Regular activity programs for kids are available at the Trenton Branch. These include; Mother Goose for parents and babies, Storytime for preschoolers, Little Hammers for young builders, Gaming for Tweens and Teens and special programs on Saturdays and holidays such as March Break and summer. Our Kid’s Space in Trenton is a centre for creative play and learning with games and activities, a monthly Story Box with reading activities and crafts and 2 touchscreen Early Literacy Station Computers for kids up to 12 years, with both English and French programs. The new Teen Zone offers comfortable seating for reading, especially our growing graphic novel collection, 2 internet access computers and a group study/meeting area.

The Afghanistan Repatriation Memorial is a beautiful, permanent monument honouring our Canadian soldiers – the men and women who have sacrificed their lives in the war in Afghanistan. The entire project has been funded solely by Canadians honouring Canadian soldiers through the Give To Honour Those Who Gave campaign, with no government assistance. With Canadian Forces Base Trenton – Canada’s largest Air Force Base – nearby, Bain Park, located on the beautiful Bay of Quinte, provides a beautiful setting for this fitting tribute at the beginning of our fallen soldiers’ journey along the Highway of Heroes from Quinte West (Trenton) to Toronto. In 2016, the Light Armoured Vehicle (LAV) III Monument was installed and unveiled as a public monument to recognize fallen Canadians and our military veterans who served in Afghanistan between 2001-2014. With special thanks to the Honorary Colonels’ Group at 8 Wing/CFB Trenton the LAV III project was organized, constructed, and is a great addition to the area. The entire site is designed to be reflective, contemplative in character and harmonize with its surroundings while providing accessibility for all members of the public at any time.

On the Water BAY OF QUINTE

The Bay of Quinte is one of the most picturesque bodies of water in Lake Ontario. Its shoreline stretches in a Z-shape from Quinte West to Bath for almost 100 kilometers. The Bay has a varied and plentiful fishery and is a favourite among anglers as a fishing tournament hotspot. Watersports of all kinds are enjoyed on the Bay of Quinte.

MURRAY CANAL

The Murray Canal connects the Bay of Quinte to Presqu’ile Bay, off Lake Ontario. The canal was man-made in the 1880’s to accommodate burgeoning shipping routes and to avoid open lake navigation. The Murray Canal is bridged at County Road 64 and Carrying Place. Overnight mooring is permitted at each bridge, with public toilets and picnic tables. There is a native portage trail existing across the narrow band of land between the two bays which is known as the Old Portage Road. It claims to be part of the oldest road in Ontario.

Trent severn waterway

Originating in Quinte West, the Trent-Severn Waterway is a popular summer boating attraction connecting Lake Ontario through inland waterways to Lake Huron. The mouth of the waterway at Trenton is known as the gateway to the Trent-Severn Waterway. Travelling northwest through Frankford, Sidney and Murray Wards, boaters can stop at any of the seven Parks Canada locks operated in Quinte West. The entire length of the waterway is 386 kilometres, including 44 locks, two of which are hydraulic and unique to North America.

There are 7 locks located within Quinte West. Charts and passes can be purchased at Lock One in Trenton. Lock 6 in Frankford has been recently upgraded to accommodate overnight visitors with electricity and showers. Parks Canada Locks are also picturesque picnic areas for residents and visitors. Cadets must be 12 years of age to join, and may remain in the cadet movement until they reach their 19th birthday. There is no fee to join cadets. Uniforms will be provided after enrolment. Applicants are required to produce their birth certificates when applying to join cadets. Activities vary between each of the cadet elements (Air, Land, Sea). There is classroom training, weekend exercises, and various community services involved. After a complete year of parading with a cadet unit, the cadets may apply to attend a summer camp for Basic Training activities.
