Property owners who visit Register of Deeds and Archives Shelandra Y. Ford's office often have need to visit Assessor Melvin Burgess' office as well. Constituents often require the different information held in one office, or the other, or both. Quite often, customers may even find themselves attempting to address their real estate inquiries at one of our offices when they mean to be at the other. At the Register and Assessor's headquarter offices at 1075 Mullins Station Road, this is not a problem as the offices are in the same building. However, no Center City options existed of those seeking the services of the Register and Assessor, until now. Register Ford and Assessor Burgess are proud to introduce a new partnership to offer joint services at the James A. Meredith Shelby County Office Building located atl57 Poplar Avenue, Memphis, Tennessee 38103. Register Ford states; "Having a Register of Deeds office located downtown next to the Assessor's office would better serve Shelby County Citizens living in the Western, Downtown, and Midtown region of the County." Register Ford further states; '6In the past, if a customer came in the Assessor's downtown satellite office to conduct business and found what they needed had to be taken care of in the Register of Deeds office, the Assessor's office staffwould have to tell them to drive to Mullins Station to take care of their business. Now, we have eliminated the extra steps and inconvenience from many transactions while bringing our services closer to so many." Customers conducting business at the 157 Poplar Avenue satellite location have the new convenience of conducting both Register of Deeds and Assessor of Property related matters within the same office. This innovative partnership between the Register of Deeds and Archives and the Assessor of Property was executed without any additional expense to Shelby County Taxpayers.

At left is a portion of the first page of the 5th Ward, Colored, Return of Election and certification. "Col'd" (upper left) is an abbreviation for "Colored." At that time, former Confederates in Tennessee were not allowed to vote. Note the statement in the Return of Election where J.J.
