Potto Parish Plan—2007 Questionnaire

Dear Parishioner This is your opportunity to have your say! We would like everyone to express their views about Potto Parish as it is now and how you want to see it over the next 10 years. This questionnaire is a development of the basic one produced by your parish council during the Summer of 2006, when over 90% of you replied. The questions are designed to take the answers and comments from the 2006 Questionnaire and develop specific Targets or Actions. We just ask you to tick a box saying if you Agree or Disagree with the proposed Action. Feel free to add any comments if you wish.

What is a Parish Plan? Parish Plans are one of the initiatives of the Countryside Agency’s ‘Vital Villages’ programme. They are administered by the Yorkshire Rural Community Council and are wholly independent of parish councils. Every day, councils and organisations make decisions that affect all our lives but these decisions are not always based on a consensus of the views and requirements of the people they affect. The result is that in recent years many parishes have decided to get together and influence these decisions using a Parish Plan. Our Potto Parish Plan needs to address the needs of all parishioners. This is why it is so very important that everyone completes this Questionnaire, to enable a representative quantity of information to be gathered. The completed Parish Plan document will be printed and distributed to each household within the parish. The first part will comprise of an overview of the five main topics; Planning Issues, Roads / Footpaths, Environment, Village Hall and Communications. The second part is a spreadsheet showing the actual actions that are to be completed under the auspices of the Plan, together with target dates and responsibilities for completion. The Plan will also be available on the Potto parish website, www.potto.org.uk.

Why create a Parish Plan? Basically, the views of an organised group of people carry more weight than those of single individuals, especially when influencing authorities to act. The Potto Parish Plan will show what a consensus of us want and also what we don’t want within our parish. The Plan provides strong evidence to support actions by the parish council and others to resolve old issues or complete new initiatives. Funding is much easier to obtain when projects are backed by the demonstrable evidence of a Parish Plan. The views of a vociferous minority are put into proper context. Lastly, most of us feel that we should have some say about the future of where we choose to live. Many of us like the idea of ‘grass roots’ or locally developed initiatives, rather than having decisions made and imposed upon us by remote bodies. Your parish plan steering group needs your feedback to enable this to happen.

How is the Potto Parish Plan created? The idea started towards the end of 2005 during the monthly parish council meetings. Much debate took place between councillors about how parishioners could air their views and whether a questionnaire should be produced. After much discussion, I put a basic questionnaire together on behalf of the council, mainly asking for views about what was considered most important on the current parish council Agenda and about improved means of communication. This questionnaire was finally distributed with a copy of the parish council newsletter in the Summer of 2006. Despite concerns from some councillors that very few replies would be returned, over 90% were completed. In addition to answering the basic questions, many people took the time and effort to write additional comments and ideas. This input and effort was much appreciated. Buoyed by the quality and enthusiasm of this response, I then applied for a grant to turn these comments into a more formal Parish Plan. This involves a lengthy process of assessment / form filling and demonstrating that Potto was serious about completing this notinsignificant task. A steering group was assembled, comprising of around 10 people from all corners of the parish and of all ages, and grant funds secured in January 2007. The Potto Parish Plan Steering Group now meets regularly in the village hall and acts wholly independently of the parish council. Our Agenda and Minutes are published on the Potto website. We are holding an Open Day in the village hall on Sunday 1st July, where completed questionnaires will be collected and free refreshments offered, including wine. All those Questionnaires returned during the Open Day will go into a prize draw, and you could win a meal for four at the Dog & Gun. Once the completed questionnaires are returned, the steering group will analyse the data and begin to form the action spreadsheet. This task is important and potentially quite time consuming. We hope to produce a draft Parish Plan towards the end of 2007. Sample copies will be produced and it will be available on the Potto website. Everyone will be invited to have their final say and it will then be offered to our governing body (Yorkshire Rural Community Council) for approval. After approval and printing, a copy will be distributed to each household. It will also be adopted by the parish council, who are likely to be heavily involved in implementing the actions.
