The tree protection controls, known as Amendment C191, were introduced in response to concerns from both residents and Council about the removal of trees, in particular “moonscaping” (the total removal of trees from a site before development) which negatively affects the character of the neighbourhood.

The interim planning controls apply to all land included in the Neighbourhood Residential Zone, General Residential Zone, Residential Growth Zone and Low Density Residential Zone that is not already covered by tree controls. How does this affect me? You will require a permit to remove, destroy or lop a tree that: ■■

has a trunk circumference of greater than 1 metre at 1 metre from the ground and/or a height of five metres or more.

Additionally, a planning permit is required for building and works (including a front fence) that is within 4 metres of any tree protected under Amendment C191.

A permit is not required to remove a tree that is dead, dying or dangerous. Please contact Council to determine if a tree is dead, dying or dangerous.

Interim tree protection controls extended until 30 June 2019.

How will this affect new development? All development must comply with the overlay, which means that careful design and planning will be necessary to make sure that development either retains trees that are protected or provides justification for their removal and allows enough space to plant new trees. Rubbish to Resource: Our New Waste Management Strategy Developed with help from you. Adopted in December 2018. Throughout 2018 Council declared war on waste and invited you along on the journey. Your contributions helped guide our focus as we developed our new waste management strategy, highlighting issues such as food waste, waste avoidance, litter, dumped rubbish and knowing how to recycle the right way. From this initial consultation, our community was invited to help make improvements to our draft waste management strategy. We took on many of your suggestions and in December 2018, Council adopted the new 10 year strategy called Rubbish to Resource. Australia Day Civic Awards Congratulations to the Australia Day Civic Award winners who were presented with their awards at a ceremony on Australia Day.

Citizen of the Year – Trevor Eddy Trevor has made an outstanding contribution to the City of Whitehorse over many years.

Trevor established new association rules, a customer charter and risk management framework for Greenlink.

He has been a member of the Burke and Beyond Association, playing a major role in establishing good governance and strategy.

He has also provided fundraising, consultancy and advice support to Vermont Lions Club, Box Hill Rotary Club, Nunawading Rotary Club and Mitcham RSL (now closed). Congratulations Trevor!

Trevor has also been a member of Greenlink Box Hill (a community nursery), acting as treasurer and public officer since 2012.

Young Citizen of the Year – Alexandra Forman Alexandra was a Year 12 student at Koonung Secondary College in 2018.

Community Achievement Awards Minna Johnson

Dr Gary Presland

Minna established the Blackburn Calisthenics Club in 1963.

Since joining the Field Naturalists Club of Victoria in 2002, Dr Presland has held a number of volunteer positions and has been instrumental in raising the profile of the club and strengthening its long-term financial standing.

Since that time, she has nurtured the calisthenics careers of more than 2000 young women and has also inspired many to pursue coaching careers. It is not surprising that Minna's vision and many years of dedication to the sport of calisthenics has now seen the Blackburn Calisthenics Club classed as an A Championship Reserve Level Club. In state competitions held in 2018, the club won 11 out of 18 aggregates and achieved four runners up. A great achievement. Brian Ross-Soden Brian’s volunteer work within the City of Whitehorse is extensive and covers many roles and organisations over many years. He is currently secretary of the Maroondah Group of Bail Justices and has been a Bail Justice since 1990 and a member of the Heatherdale Community Action Group since 2003.

Dr Presland has also been a member of the Box Hill Historical Society since 1993, having served time as secretary, newsletter editor and is currently president. Barbara Sommers In 1965 Barbara joined the Nunawading 1 CAE Book Club and today remains as the only original member and continues as secretary. Barbara joined U3A Nunawading in 2001, following her retirement from teaching and has participated in many classes including art appreciation, history, philosophy, finance, global warming and climate change. Barbara is also currently a member of the Vermont South Ladies Probus Club.

She was dux of a range of academic subjects, is a member of the Monash Scholar Class for high achieving students, fundraises as a member of the Mont Albert and Surrey Hills Rotary Club and received the Duke of Edinburgh Bronze Award for serving others.

Alexandra also received the Australian Defence Force Long Tan Award for strong leadership and teamwork skills. Alexandra is a highly proficient musician, able to play saxophone, piano, clarinet and guitar and has won the Koonung Music Program Award for Leadership and Musical Talent. An amazing effort! Australia Day Trophy Emmaus St Leo’s Old Collegians Football Club This small senior football club consists of 130 playing members including an inaugural women’s side. The club makes a positive contribution to the wider Whitehorse community through its various community initiatives. Some of these wonderful initiatives include fundraising for breast cancer research and mental health programs, providing financial assistance to young members and professional mentoring for members. Sportlink was officially opened on 7 February 2009.

Sportlink Turns 10! Sportlink Vermont South is Council’s premier multipurpose sports facility, and was officially opened 10 years ago this month. As well as being the home of the Whitehorse Netball Association, Sportlink hosts a diverse range of sports competitions and recreation programs for all ages and abilities. There is barely ever a quiet moment at Sportlink, with the four indoor courts regularly used for netball, basketball, futsal, badminton and volleyball. The grand opening featured a Welcome to Country and leaf burning ceremony by a local Indigenous elder, a netball demonstration and a tree planting ceremony to honour the sister city relationship between the City of Whitehorse and Matsudo, Japan. Community Grants Go Online Council is introducing SmartyGrants, a new online application system, for its annual community grants program. SmartyGrants is an electronic grants submission system that is used by many local Councils and other funding bodies. It will replace the old paperbased application process. Two information sessions will guide you through the new, easy to use SmartyGrants platform. You will also be able to ask general questions about grant project design to help your group maximise your chance of success. February Immunisations Council provides free vaccinations against infectious diseases for children from six weeks to 19 years of age and a limited range of vaccines for eligible adults in accordance with the National Immunisation Program Schedule.

Cruzin' With Your Homework Free homework help is available for young people aged 12-25 years at Box Hill Library. The Whitehorse Homework Support Program, called Cruzin’ Study, gives you access to professional tutors each Thursday during the school term from 4-6pm. I am looking forward to many exciting things happening in Central Ward this year.

I hope everyone had an enjoyable holiday season and a good start to 2019.

The redevelopment of the Morton Park Pavilion is exciting and will be a great facility for our residents and club members. As always development does create some disruption but the short term pain will be for long term gain.

I congratulate all the recipients of the Whitehorse Civic Awards, in particular two Elgar Ward residents – Trevor Eddy (awarded Citizen of the Year) and Dr Gary Presland (received the Community Achievement Award). I thank them and the other award recipients for their years of service to the Whitehorse community and commend them on their amazing achievements.

It’s hard to believe we’re already into the second month of the year. It only seems a couple of weeks ago that I had the pleasure of opening Whitehorse Carols. Always a fantastic event enjoyed by many.

Shake at the Lake Our Festival Season is under way and again we will enjoy the Swing Pop Boom! series. The Shake at the Lake event is on Sunday 24 March commencing 2pm at Blackburn Lake Sanctuary. Make a day of it with a walk around our beautiful lake, perhaps a picnic lunch and then some great entertainment. I hope to see you there. Our Dedicated Volunteers Vale to Les Smith OAM who sadly passed away just before Christmas. Les is noted for his volunteering at Environment Victoria and Blackburn Tree Preservation Society (1960-2018). He worked tirelessly to preserve bush remnants in Whitehorse. See www.environmentvictoria.org.au/actionstory/les-smith/ to learn more about the life and commitment of Les. His outstanding contribution will remain with our community always. I also want to acknowledge Mary Crouch, a member of Blackburn Creeklands Advisory Committee (over 20 years) and Blackburn and District Tree Preservation Society (over eight years), who recently moved away due to family reasons. Her love for this community and its bushland areas was evidenced by her activity almost daily. She was a valued friend and team worker among our parkland volunteers particularly. Above: Mary Crouch.

Other Highlights It was an honour to officially open our new Rowland Street Park in Mont Albert. Community members, residents and the family of the former residents/owners were also in attendance. Rowland Street Park is one of many former residential sites that Council has acquired to turn into public open space/parks. We continue to look into further open space opportunities for our community. I attended the Quilt Program, hosted by Box Hill Rugby Club, Melbourne Rebels and Victorian Rugby Union. The inaugural program looks at increasing understanding and raising awareness around domestic violence and gender equality, starting from the grassroots. I commend all those involved and also other sporting/community groups for taking the lead on such issues. You may have also noticed the new solar-powered smart bins in Box Hill Mall and the recent footpath crossover improvements around central Box Hill. As a leader and supporter of these initiatives, I will continue to advocate for a more sustainable and universally accessible Whitehorse.

I hope you managed to spend some time with family and friends over the Christmas/New Year period and that 2019 exceeds your expectations. Sportlink My congratulations this month must go to Sportlink Vermont South on reaching their 10 year anniversary. I remember being at the opening on a scorching February day which turned out to be the very tragic Black Saturday. Sportlink boasts four indoor and four outdoor courts catering for competition and training in netball, basketball, volleyball, futsal, badminton and table tennis. Sincere thanks to participants, spectators and staff who have all contributed to making Sportlink such a successful community sporting complex. Australia Day I hope you managed a great Australia Day with family and friends. Maybe you enjoyed a delicious BBQ or perhaps you joined in the fabulous entertainment at the Whitehorse Civic Centre? My day began with the Lions Club of South Vermont Australia Day breakfast and continued by warmly welcoming new citizens to this wonderful City. Congratulations to all the outstanding Whitehorse Civic Award Winners. The crowning finale of the day was the spectacular 10 minute fireworks display which captivated all in attendance. I am always mindful that our dogs need to be protected at these times and so I hope you remembered to keep your dog safe and secure. Until next time.

Before Christmas, Council learned that the Minister for Planning had extended the interim tree controls within the City of Whitehorse until the end of June 2019 while council completes strategic work on the controls.

A significant day on the calendar, the Australia Day Concert and Fireworks in Whitehorse are always popular, held in Nunawading at the Civic Centre.

The Whitehorse Film Society meets twice a month on Saturday nights at the Willis Room, Whitehorse Civic Centre, 379 Whitehorse Road, Nunawading. Screenings start at 7.45pm.

Many residents have contacted me with their feedback on the interim controls and I will continue to advocate for the best outcome.

Earlier in the afternoon, Council also held a Citizenship Ceremony and awarded Civic Awards to a number of our residents for their achievements in the community.

Cost of membership is $55 for the season.

Tennis in Whitehorse

Heatherdale Reserve Mountain Bike Skills Loop

During the Australian Open, I purchased ground passes and participated in many activities with my family. I learned that February is Melbourne Tennis Month, where the community is encouraged to participate in Tennis activities post the Australian Open. I am pleased that Council completed the Mountain Bike Skills Loop project recently. This was a project that was initiated by a group of young people in the community, who approached Council with the idea. There has been lots of very positive feedback, and I am pleased the new track is being used by many people in the community. I even had a test of the new track myself!

Cycling in January During January, I took the time to ride a number of bike paths that run through Whitehorse. One path I completed was the Gardiners Creek bike path which joins the Main Yarra trail and ends in the City. It was a pleasant ride, and from Burwood to the City is about 34km return (3 hours for me). Trails are kept in really good condition and riding is quite often next to rivers. Australia Day I hope you enjoyed the Australia Day long weekend. I enjoyed attending the Australia Day Citizenship Ceremony and Concert hosted by Whitehorse City Council. Congratulations to all winners of the Whitehorse Civic Awards. Chinese New Year On 2 February the Asian Business Association of Whitehorse hosted a Chinese New Year Festival to celebrate the Year of the Pig. Central Box Hill was filled with food, music and traditional performances during the 12 hour event. 2019/2020 Budget Council is now in the process of preparing the 2019/2020 Budget, and part of this process is identification of projects within the City which could be implemented to benefit the community, or changes of services which better respond to the changing community demographics. If you have any comments on this, please let me know.

Gray Reserve, Nunawading Council is currently upgrading the play space at Gray Reserve, Nunawading. The funds for the project were allocated in the 2018/19 adopted budget, and I look forward to the work being completed soon. 2019/2020 Council Budget Council is developing the Proposed 2019/2020 Budget in consultation with the community. In April, Council will meet to resolve to release the proposed budget to the community for their consideration for about a month, before meeting again to consider the budget in June. I welcome any feedback or suggestions you might have during this process. 1 Orient Avenue, Mitcham Late last year Council refused an application for a chid care centre at 1 Orient Avenue, Mitcham. The applicant has appealed this decision to VCAT. The hearing date will be later this year, in June. Both Councillor Cutts and I supported the refusal, and although child care facilities may be needed in the area, this location is inappropriate for such a use.

Box Hill Community Arts Centre Welcomes Three Exciting Artists in 2019 The Artist in Residence program will continue to support both emerging and established artists in this vibrant, supportive arts facility.

Emma will also present an artist talk on art therapy on Wednesday 6 March from 6.30pm-8.30pm.

The program contributes to Whitehorse's rich cultural diversity by connecting the local community through art, with each artist invited to complete a community project during their residency.

She is a qualified art therapist and has worked on projects such as The Black Dog Community Art Project, which focused on mental health, anxiety and depression. Emma will facilitate art therapy workshops entitled Now and Then and Then and Now, during which participants will explore what it means to be themselves in the past, present and future.
