Jackson County: Be Aware of Police Impersonator From the Indiana State Police – Public Information Office

According to Tpr. Chris Clancy, Dec. 9 at approximately 6:50 a.m. a female was pulled over on CR 700 north, west of US 31 in Jackson County by what she thought was a police officer. The unknown driver of a black Dodge Charger used red and blue emergency lights to initiate the traffic stop. The female described the “officer” as a white male approximately six feet tall and weighing 280 to 300 pounds with a goatee and a tattoo of letters on the left side of his neck. He was described as wearing tan pants, a dark brown jacket, and a light brown baseball cap. After a brief conversation between the suspect and the victim, the victim was released without incident. Indiana code 35-44-2-3 states: A person who falsely represents that the person is a public servant, with intent to mislead and induce another person to submit to false official authority or otherwise to act to the other person’s detriment in reliance on the false representation, commits impersonation of a public servant, a Class A misdemeanor. However, a person who falsely represents that the person is: 1. a law enforcement officer; or 2. an agent or employee of the department of state revenue, and collects any property from another person; commits a Class D felony Indiana code 9-30-2-2 states: A law enforcement officer may not arrest or issue a traffic information and summons to a person for a violation of an Indiana law regulating the use and operation of a motor vehicle on an Indiana highway or an ordinance of a city or town regulating the use and operation of a motor vehicle on an Indiana highway unless at the time of the arrest the officer is: 1) wearing a distinctive uniform and a badge of authority; or 2) operating a motor vehicle that is clearly marked as a police vehicle that will clearly show the officer or the officer’s vehicle to casual observations to be an officer or a police vehicle. This section does not apply to an officer making a traffic arrest when there is a uniformed officer present at the time of the arrest. In other words, an officer in an unmarked vehicle must be wearing a distinctive uniform and badge of authority or have another uniformed officer present in order to make a traffic stop and issue a traffic citation. This law does not prohibit an officer in a fully marked police vehicle from making a traffic stop while in civilian attire. Listed below are some tips to follow if you are in question about the person attempting to stop you: • Stop in a well lighted and populated area. • Lock your doors and only roll your window down enough so you can communicate (one or two inches). • Ask for the officer’s identification even if he is wearing a shirt that simply says “Police” or “Sheriff ” on it. This does not qualify as a “distinctive uniform and a badge of authority.” • Do not leave your vehicle unless you are sure the person is a legitimate officer. • Call 911 and give the dispatcher your location. • If you are still concerned about stopping, drive the speed limit with the emergency flashers on to attract attention. Proceed safely to a location where you feel comfortable or until you observe a second police car. From Crime Stoppers of Central Indiana Family and police still looking for answers 24 years after a child’s mysterious death Indianapolis, IN, December 13, 2010: On March 16th, 1986, the parents of Dawn Stuard knew something was very wrong, their child had not returned home and they had called police to report her missing. Less than twenty-four hours later their worst fears were realized. A parent walking her child to school found the body of Dawn Stuard in a secluded wooded area in the 4600 block of East 23rd Street. Dawn Stuard had been assaulted and murdered before she had a chance to turn fourteen years old. Detectives spent countless hours attempting to find the person or persons responsible for this crime, but were unable to obtain justice for Dawn or her family. Twenty-four years later, Stuard’s family is still looking for answers. Before the murder Dawn Stuard attended Forest Manor Junior High School and lived in the 1600 Block of Dequincy Street. She was a normal, happy, thirteen year old teenager. Linda Stuard mother of Dawn, is asking the public for any information that will help solve her daughter’s murder and bring closure to Dawn’s family. Detective Mark Albert of Indianapolis Metropolitan Police Departments Cold Case Homicide Unit has reopened the case and is hopeful someone has information that will lead to Dawn Stuard’s killer(s). Wanted for Fraud Indianapolis, IN, December 14, 2010: The Indianapolis Metropolitan Police Department is asking for the public’s help in identifying two subjects who are wanted for Forgery. On September 28th, 2010 a victim’s purse was stolen from her car which was parked in the 5700 block of South Harding Street. Within minutes of the theft, a white female and a white male were captured on surveillance cameras using credit cards taken from the stolen purse. The stolen credit cards were used at nine businesses and over a thousand dollars in unauthorized charges were made. The subjects were last seen in a red four door Pontiac. The white female suspect is described as being in her twenties, heavy build, with long brown hair. The white male suspect is described as being in his twenties, heavy build, dark hair, possibly red, with a scruffy beard. Photos of the suspects can be seen at www.crimetips.org.
