Built 1942 by DOD, produced pig iron & ferrosilicon 1948 Keokuk Electro Metals Co, 1950’s change production to silicon metal Several “mergers” and property “sales” thru out history of site Current owner connected to the site back to 1988 Plant operates until midlate 1990’s Three locations on Ecology hazardous site list 2013 EPA Site Investigation determines it isn’t an EPA superfund site.

Draft IPG application in 2013 No support or access from property owner, so no IPG 3rd party interest late 2014 Coordinate, discuss, cajole property owner early 2015 Obtain letter from property owner granting access IF negotiate PSA with price range (and caveats) Awarded IPG in September 2015, 2nd priority in the state 10 days later, no IPG because no money in the program Argh!!! 2016 - EPA $ administered by Ecology available…maybe??? 2017 - Legislature restore funding to IPG program…maybe??? Stay tuned…for several years – or decades?? Why??? It’s what we, as Port’s do!
