This book was originally a series of articles which were published in the New York Observer (of which his brother was the editor) in the mid-1800's. He basically tried to scare the people of America into seeing Catholics as some massive threat which had to be stopped. He called the Popery, 'a system of the darkest political intrigue and despotism, cloaking itself to avoid attack under the sacred name of religion'.
