VANCOUVER Police are investigating an early morning collision that killed a cab driver and sent three others to hospital with injuries.

The collision occurred around 3:30 on Sunday morning at the intersection of 1st Avenue and Renfrew Street, when a car2go smart car collided with a Yellow Cab carrying two passengers. The force of the collision sent the taxi into the Royal Bank on the southeast corner, causing damage to the building.

VPD officers and paramedics from BC Ambulance Service arrived moments later and provided first aid. Both drivers were taken to hospital, where the 28-year-old male taxi driver was pronounced dead.

The driver was identified as Sanehpal Randhawa by Kulwant Sahota, President of Yellow Cab, who told the media that he had been working with the taxi company for the past three years. He had also been attending school. His father had recently visited him from India. He had just bought a new home in Surrey and had planned to move there in the New Year.

According to his Facebook, he studied at Robin Model School in Dhuri in Sangrur district of Punjab. He also studied at Sheridan College in Ontario.

The driver of the car2go – a man in his 20s – remains in hospital with serious injuries.

Two passengers in the taxi were also taken to hospital with non-life-threatening injuries.

This is Vancouver’s 14th traffic-related fatality of 2019.

The Independent Investigations Office has been notified, as it’s believed the driver of the car2go may have evaded officers at a CounterAttack roadblock prior to the collision.

Anyone who witnessed the collision, or saw the vehicles driving prior to the crash, is asked to call the VPD Collision Investigation Unit at 604-717-3012.

Surrey RCMP investigating fight at banquet hall at New Year’s Eve party SURREY RCMP are investigating a fight that broke out at a New Year’s Eve party at a Surrey banquet hall. A12-second video that captured part of the violent fight was posted on Youtube on Thursday. It put the blame on international students, but that hasn’t been verified.

Constable Richard Wright, Surrey RCMP Media Relations Officer, told The VOICE on Friday: “On January1, just after midnight, we did respond to a banquet hall in the Newton area. It was a fight that was occurring

at the banquet hall. We are aware of the incident and we are currently investigating. We are working with the management of the banquet hall and those in attendance to further the investigation.”

Although this incident did occur in Surrey, last year a number of videos showing South Asian youths fighting that were circulating on social media actually did not take place in this city.

Story #1: Federal Election Undoubtedly the biggest story of the year was the federal election and the events throughout the campaign.

The Angus Reid Institute studies beginning in late August: dealing with the fallout of Prime Minister Justin Trudeau’s blackface scandal, the rise of NDP Leader Jagmeet Singh throughout the campaign, the policies that Canadians wanted to see put forth, and the regional dynamics that ultimately kept the Liberals in power by the slimmest of margins.

Story #2: SNC-Lavalin Conservative Leader Andrew Scheer

The SNC-Lavalin affair took the political world by storm in early February. Early that month, reports broke that Trudeau’s aides attempted to pressure former attorney general Jody Wilson-Raybould to intervene in the prosecution of SNC-Lavalin.

Trudeau denied the allegations and Wilson-Raybould resigned as veterans affairs minister the next week.

While the controversy unfolded and competing stories were told, the Angus Reid Institute found Canadians skeptical that Trudeau was telling the truth. Two-thirds said that there was a deeper scandal going on, when asked just weeks after the news broke. The SNC affair led to a drop in approval for Trudeau and a jump in Conservative vote intention.

Story #3: Scheer’s Departure 2019 did not go according to plan for Conservative Party leader Andrew Scheer. His party was in prime position to capitalize on Trudeau’s controversies throughout the year and ultimately finished the federal election with more votes but failed to form government. Scheer was not able to resonate with voters outside of the Conservative base, perhaps best evidenced by the fact that sixin-10 Canadians were happy to see him resign, while just 8 per cent wanted him to stay.

Ultimately, casting an eye toward the future, six-in-10 Canadians overall (60%), want the party to take climate change more seriously, and adopt a more progressive stance on social values (57%). Interestingly, and highlighting difficult decisions to be made in the coming year, in each case, four-in-10 “Core Conservatives” agree.

Story #3: Gun Control Ban An issue that continues to garner attention in Canada is gun control.

Trudeau stated in September that his government would ban semiautomatic assault weapons and allow cities to ban handguns if re-elected.

Story #7 – Social Isolation and Loneliness in Canada A wide-ranging study, conducted in partnership with Cardus, explored the quality and quantity of human connection in the lives of Canadians today, revealing significant segments of society in need of the emotional, social and material benefits connectedness can bring. Fully six-in-10 Canadians (62%) said they would like their friends and family to spend more time with them, while only 14 per cent of Canadians would describe the current state of their social lives as “very good.”

The study sorted Canadians along two key dimensions: social isolation (or the number and frequency of interpersonal connections a person has) and loneliness (or their relative satisfaction with the quality of those connections). From these and other findings, a detailed portrait of isolation and loneliness in Canada emerged, placing Canadians into five groups: The Desolate (23%), the Lonely but not Isolated (10%), the Isolated but not Lonely (15%), the Moderately Connected (31%) and the Cherished (22%).

Story #8 – Kenney takes power in Alberta election One of the staunchest voices for Canadian conservatism heading into 2020 is Alberta Premier Jason Kenney. For some, it may be easy to forget that he started the year out as the opposition in Alberta. The top issues for voters were economic, and the sense that Kenney would be preferable to incumbent Rachel Notley was widespread. Despite near equal favourability between Kenney and Notley, the United Conservative Party coasted to a majority government on election night.

Indian politician files police complaint against Pakistani Canadian author Tarek Fatah Lucknow (IANS): Senior UP (Uttar Pradesh) Congress leader Naseemuddin Siddiqui has filed a police complaint against BJP’s national spokesperson Sambit Patra and Pakistani Canadian author Tarek Fatah for allegedly maligning his image.

Patra and Fatah shared a video on Twitter, targeting Siddiqui. In the video, a man is seen and heard saying, “First we are Muslims and then Hindustanis.”

The man in question is, however, not Siddiqui but Samajwadi Party leader Maviya Ali and the video dates back to 2017.

Siddiqui told reporters on Thursday: “Tarek Fatah and Sambit Patra have posted a fake video on Facebook and Twitter. I want to make it clear that it is neither my image, nor my voice in the video. The video is completely fake and has been shared to damage my reputation and that of my family and party”.

Siddiqui, an MLC (Member of the Legislative Council), sent his complaint to the Uttar Pradesh Director-General of Police, Lucknow’s Senior Superintendent of Police and the Hazratganj Cyber Cell on Thursday.

The Congress leader said he has never used such foul language in his entire political career.

“These people are hatching a conspiracy against me. Action must be taken in this case.

I have also sent an email to Sambit Patra and Tarek Fateh saying that this video is not mine, still they have not deleted their tweets,” he said.

Male injured in Surrey shooting AT approximately 2:12 a.m. on Friday, January 3, Surrey RCMP responded to a report of shots fired in the 15900-block of 26th Avenue in the Morgan Creek neighbourhood.

Police located evidence that confirmed shots had been fired.

RCMP officers found one male victim suffering from an apparent gunshot wound. The victim was transported to hospital for treat-

ment of non-life-threatening injuries.

Officers conducted neighbourhood canvassing and spoke with witnesses to obtain further information.

Body found in Newton; foul play not suspected SURREY RCMP are currently on scene following a report of a deceased individual in the Newton area of Surrey.

At approximately 12:25 p.m. on January 2, Surrey RCMP were advised that a body had been found outside in the 6500-block of King George Boulevard.

Police immediately attended and located a dead person. The cause of death has not been confirmed, however, it does not appear suspi-

cious at this time. The BC Coroners Service is also conducting an investigation into the death.

No further details were available from the Surrey RCMP or the Coroners Service as their separate investigations are in the early stages.

You should call 9-1-1 only to get help in a life or death situation FROM a small parking spot to a bad haircut to late-night vacuuming, E-Comm continued

to receive calls in 2019 that don’t belong on 9-1-1.

Since 2013, E-Comm has surveyed its calltaking staff each year for calls that tie up emergency lines and, each year, there’s no shortage of examples of calls they have handled that do not warrant a call to 9-1-1. Equally alarming for the organization this year was an emerging trend, where some callers know they aren’t in an emergency, but call 9-1-1 anyway seeking general information.

“Sometimes, it feels like people may have forgotten that the reason to call 9-1-1 is to get help in a life or death situation,” explains Chelsea Brent, the call taker who handled the number one call on this year’s list. “I take a lot of 9-1-1 calls where ‘I know this isn’t an emergency’ are the first words out of the caller’s mouth. But when I’m answering calls that aren’t an emergency, it means I’m not available for someone else who really does need critical help.”

Package with drugs worth $70,000 seized at Matsqui Institution THE lockdown put in place at Matsqui Institution in Abbotsford on December 22 has ended and an exceptional search has been completed. The institution has resumed its normal operations, the Correctional Service of Canada (CSC) announced on Tuesday.

Visits to the institution have resumed.

The CSC said that as a result of the vigilance of staff members, a package containing contraband was seized. The contraband seized included methamphetamines, THC, fentanyl and ecstasy. The total estimated institutional value of this seizure is $70,000.

The CSC said it uses a number of tools to prevent drugs from entering its institutions.

These tools include ion scanners and drugdetector dogs to search buildings, personal property, inmates and visitors.

CSC is heightening measures to prevent contraband from entering its institutions in order to help ensure a safe and secure environment for everyone. CSC also works in partnership with the police to take action against those who attempt to introduce contraband into correctional institutions.

CSC has set up a telephone tip line for all federal institutions so that it may receive additional information about activities relating to security at CSC institutions. These activities may be related to drug use or trafficking that may threaten the safety and security of visitors, inmates and staff members working at CSC institutions.

The toll-free number, 1-866-780-3784, helps ensure that the information shared is protected and that callers remain anonymous.

Ensuring them a safe, loving, and enriching environment is the responsibility of each of us, individually and collectively. We want our youth to be strong, and protected from negative influences so they thrive and achieve success.

In this context, the City of Surrey along with the BC Ministry of Public Safety has offered a great opportunity to bring everyone together to work side by side for a very special program for youth and families. The formal partners of this initiative include KPU, the South Asian Community Coalition Against Youth Violence (SACCAYV), MOSAIC, and BC’s anti-gang police (CFSEU-BC). An important alliance however, is with the Sikh leadership in Surrey.

Representatives of this collaborative network, supported by the SAFE program of the City of Surrey, worked hard to create a vision and concrete plans to implement this vision to develop strength-based youth programming tailored to suit participating Gurdwaras.

The goal is to offer eight sessions (6090 minutes each) for youth at select Gurdwara locations. Each session is planned in consultation with researchers and Gurdwara leaders. The focus is on building strengths of character which research has identified as critical for positive youth development.

Highlighting and building the inner strengths of the youth, their skills, their abilities, and their positive potentials has been found to provide strong protection against negative social influences.

Each of these once-a-week activity session is planned by youth leaders under the guidance of the researchers and Gurdwara program managers. These sessions aim to be interactive, lively, engaging, and informative, in which the youth participate fully and contribute to a variety of group activities. The guiding principle for planning the sessions is the integration of the teachings of the Gurus with the evidence-based youth programming.

Following the conclusion of a very successful eight-session youth program at Gurdwara Dukh Nivaran Sahib (October-November 2019), the next series of the eight-session program begins at Guru Nanak Sikh Gurdwara (120th Street-70th Avenue) on Saturday, January 11.

Funding for this program is provided by the Civil Forfeiture Award from the BC Ministry of Public Safety. It will provide for $5 gift certificate to each youth at the end of each session they attend. Additionally, youth who complete all eight sessions will receive a Certificate of Excellence at a special celebration ses-

sion at the end of the program.

Additionally, two sessions are planned for parents: Saturday, February 29 and Saturday, March 7. Attending parents will receive $10 for attending each of the two sessions.

Like pouring gasoline on smouldering fire: Defence experts on US strikes New York (IANS): Americans woke up on Friday to warnings from decorated US military experts and West Asia pros that the US airstrike near Baghdad airport that killed Irans top military commander General Qasem Soleimani is the equivalent of “pouring gasoline on a smouldering fire” and an inflection point that tilts the world and Americans in particular into a far more dangerous place in the span of one night.

The killing of Soleimani, the head of Iran’s elite Quds Force and the architect of the country’s most significant interventions across West Asia, has spiralled US-Iran tensions to a new high.

“Unprecedented”, “inflection point”, “unbelievably horrific consequences”, “prepped and ready for attack” sum up the theme of reactions flowing thick and fast from West Asia specialists on Friday.

“This is an inflection point. You can drop a plumb line from that day we decided to invade Iraq to where we are today,” former NATO Supreme Allied Commander James Stavridis told an early morning news television.

The former NATO Commander said the US is “tactically” better off with Soleimani being “taken off the chessboard” but strate-

gically there’s “no structure or strategy for where we’re going to take this thing next.”

“The Pentagon today is going to be on all hands on deck” and prepared for the response which is all but certain, Stavridis said.

In terms of impact, the retired four-star Navy Admiral compared Soleimani’s killing to the current Chairman of the Joint Chiefs of Staff General Mark Milley, the highest-ranking officer in the US military,

“So, we’ve got to up our defensive game in the Persian Gulf or our ships in Afghanistan for our troops there in Iraq, in Syria, in Europe. US troops in Europe will be targeted, our ally, Israel will be targeted,” he said.

Michael Weiss, author of a bestselling book on ISIS, is calling Soleimani’s end “the most seismic event in West Asia in the 21st century.”

Soleimani, Weiss told a news show, was the most “Machiavellian military commander” in several generations, who was single-handedly responsible for overseeing and orchestrating Iran’s proxy wars with at least half a dozen countries.

Sometime in 2007, Soleimani is said to have boasted to David Petraeus, his US counterpart in Iraq, “I hope you enjoy the brief respite that you’re getting here in Baghdad; I’ve been busy in Beirut.”

Conventional war, proxy war and cyber warfare are all included in the experts’ bucket list of immediate next steps as Iran prepares to retaliate.

On January 1, Iran’s supreme leader Ayatollah Seyed Ali Khamenei taunted Donald Trump on Twitter, effectively calling the

US President a paper tiger and challenging him to bring it on.

Trump simply took the bait, said Weiss.

Ambassador Wendy Sherman, who led the US negotiating team that reached an agreement on a Joint Comprehensive Plan of Action between the P5+1, the European Union and Iran, said on TV the “one-off action” that killed Soleimani could have “unbelievably horrific consequences” for the US. If Iran goes on the offensive, what will the US reaction look like? Stavridis said “that’ll be everything from aircraft carriers flowing to the region, Marine Expeditionary Unit, the US package is going to be prepped and ready.”

Iran’s supreme leader Khamenei has warned that “harsh retaliation is waiting” for the US. He called Soleimani the “international face of resistance.”

The US has said that Soleimani taught Iraqi militants how to manufacture and use deadly roadside bombs against US troops after the invasion of Iraq.

On Sunday, US airstrikes killed 25 Iranianbacked militia fighters in retaliation for the killing of a U.S. contractor at an American base in a rocket attack the previous week.

Trump: “We do not seek regime change” in Iran (CNN): IN a statement from Mar-a-Lago, President Donald Trump said the US is not seeking regime change in Iran following an attack that killed a top Iranian general.

“We do not seek regime change,” he said.

Trump added, “the Iranian regime’s aggression in the region — including its use of proxy fighters to destabilize its neighbors — must end and it must end now.”

Trump said the US caught Qasem Soleimani “in the act and terminated him” during a speech on Friday at Mar-a-Lago.

“Soleimani was plotting

imminent and sinister attacks,” Trump said. “We caught him in the act and terminated him.”

Trump added: “His reign of terror is over.”

Iranian Foreign Minister Javad Zarif said the killing of Soleimani was a “cowardly terrorist action” by the Americans.

Speaking an interview on IRIB TV aired by Iranian state-funded Press TV, Zarif offered his condolences to the families of those killed in the attack by the US. Zarif said the killing was “a major blunder by the Americans, and the Americans will see the outcome with-

out us taking any action.”

There was “compelling” intelligence and clear evidence that Soleimani was planning a “significant campaign of violence” against

the US in the coming days, weeks and months, according to Chairman of the Joint Chiefs of Staff Gen. Mark Milley.

The US has not provided any evidence on what the specifics threats were.

Asked if the threat was imminent, Milley said “absolutely” but defined it as days or maybe weeks away.

The top US general said multiple threats were emerging and they weren’t all a result of the US retaliatory strikes.

“We would be culpably negligent” if we didn’t take action, Milley said.

Milley pushed back on whether there was any impulsiveness on the part of the US launching the airstrike.

He went on to say that they “fully comprehend the strategic risks and consequences” of killing the Iranian military commander.

“The risk of inaction exceeded the risk of action,” Milley said.

He warned that attacks on US interests could still happen. US forces from a station in Italy have been put on alert and are ready if needed to protect US embassy in Beirut.

Lower Mainland 2020 property assessments in the mail IN the next few days, owners of more than 1,040,000 properties throughout the Lower Mainland can expect to receive their 2020 assessment notices which reflect market value as of July 1, 2019.

“The Lower Mainland residential real estate market continues to see signs of moderation,” says BC Assessment Deputy Assessor Brian Smith. “Depending on your location and property type, you will experience a different level of change on your 2020 Assessment Notice. Homes located in Whistler and Pemberton can expect a minimal increase in their assessments whereas the rest of the region will likely experience a reduced assessment value.”

As B.C.’s provider of property assessment information, BC Assessment collects, monitors and analyzes property data throughout the year.

Overall, the Lower Mainland region’s total assessments have reduced from about $1.48 trillion in 2019 to about $1.41 trillion this year. A total of $18.6 billion of the region’s updated assessments is from new construction, subdivisions and rezoning of properties.

BC Assessment’s website at bcassessment.ca includes details about 2020 assessments, property information and trends such as lists of 2020’s top valued residential properties across the province.

The website also provides self-service access to a free, online property assessment search service that

allows anyone to search, check and compare 2020 property assessments for anywhere in the province.

Property owners can unlock additional property search features by registering for a free BC Assessment custom account to check a property’s 10-year value history, store/access favourites, create comparisons, monitor neighbourhood sales, and use our interactive map.

New for 2020, the website is fully mobile-friendly.

“Property owners can find a lot of valuable information on our website including answers to many assessmentrelated questions, but those who feel that their property assessment does not reflect market value as of July 1, 2019 or see incorrect information on their notice, should contact BC Assessment as indicated on their notice as soon as possible in January,” says Smith.

“If a property owner is still concerned about their assessment after speaking to one of our appraisers, they may submit a Notice of Complaint (Appeal) by January 31, for an independent review by a Property Assessment Review Panel,” adds Smith.

The Property Assessment Review Panels, indepen-

dent of BC Assessment, are appointed annually by the Ministry of Municipal Affairs and Housing, and typically meet between February 1 and March 15 to hear formal complaints.

“It is important to understand that changes in property assessments do not automatically translate into a corresponding change in property taxes,” explains Smith. “As noted on your Assessment Notice, how your assessment changes relative to the average change in your community is what may affect your property taxes.”

Enhanced Fair PharmaCare benefits people with low incomes THE first anniversary of a $105-million investment over three years in Fair PharmaCare deductibles and co-payments shows that the changes are making a real difference in people’s lives, Health Minister Adrian Dix said on Thursday.

“In the first three months since government made the changes to Fair PharmaCare, around 88,300 more lower-income families have benefited,” said Dix. “This means fewer people are having to make the difficult choice when going to the grocery store between either buying food and daily necessities for their family or prescription medicine.”

After expanding Fair PharmaCare, the number of families earning up to $30,000 that received paid drug benefits during the first three months of the year increased from 63,600 during January to March 2018, to 151,900 during January to March 2019,

an increase of 88,300 families.

These changes made to Fair PharmaCare mean that households earning up to $30,000 in net income annually no longer pay deductibles and the provincial government pays 70% of their eligible prescription drug costs right away.

Previously, a household earning a net annual income between $15,000 and $30,000 would have to pay between $300 and $600 in deductibles before Fair PharmaCare would start to provide coverage assistance.

“This was the first-ever change to Fair PharmaCare deductibles and co-payments since the program was created 16 years ago,” Dix said. “Previously, anyone registered with Fair PharmaCare, even people with the lowest incomes, would have to pay out-of-pocket before receiving 100% coverage. For example, under the previous coverage levels, a family earning $11,250 net a year was required to spend $200 on prescription drug co-payments before PharmaCare would cover the full cost of eligible prescription drugs.”

Ministry of Health data show a link between low-income levels, deductibles and decreased drug spending, indicating that families will forgo filling prescriptions due to the cost of deductibles and co-payments. They will opt for other essentials, such as housing and groceries.

“A dollar only stretches so far, and no one understands this more than people living on low incomes,” said Gudrun Langolf, President, Council of Seniors Citizens’ Organizations of B.C. “Choosing between food or prescriptions is a reality many seniors faced, and I applaud the B.C. government for taking the long-awaited action to provide relief and make it easier for people to get the prescriptions they need.”

The provincial government has also made life more affordable for British Columbians by eliminating Medical Service Plan premiums, saving individuals up to $900 a year and families as much as $1,800 a year.

Government says property values are continuing to stabilize SELINA Robinson, Minister of Municipal Affairs and Housing, said on Monday that the 2020 property assessments released by BC Assessment show that people living in the regions hardest hit by sky-high propertyvalue increases are seeing a moderating trend in housing prices.

“For the second year in a row, we see only modest changes in the value of both single-family and strata homes in most regions, particularly in the Lower Mainland and on Vancouver Island,” she added.

Robinson said in a statement: “This is a positive sign Selina Robinson

that our government’s efforts to make housing more affordable for more British Columbians are having a real impact. For too long, the previous government sat back and watched housing prices climb well out of the reach of average people. Younger generations were shut out of the market and many aban-

doned hope to ever own a home or felt forced to leave the province to start a family.

“We are encouraged by signs that property values are continuing to stabilize, giving more certainty for those investing in multi-family buildings, more stability for current homeowners and improved opportunity

for those entering the market.

“As we move into the next decade, we will continue our work to stabilize the market and support investment in new housing supply, while we ensure that more families and businesses are able to be part of our economic success.”

NDP no closer to improving housing affordability: BC Liberals BC Liberal Housing Critic Todd Stone is calling on Premier John Horgan to increase housing supply in B.C. as NDP policies have failed to make housing more affordable for British Columbians, especially first time home buyers and renters.

“Housing in the Lower Main-

land is no more affordable today than it was in 2017 and rents have continued to climb,” says Stone. “Rather than getting to the root of the problem and increasing housing supply, the NDP have focused on damaging policies that have made no long-term difference in housing affordability.”

Despite the government’s efforts to moderate the housing market, recent reports have projected that home sales and prices are expected to climb further in 2020.

“The only way to truly drive housing affordability and Todd Stone

enable more people to enter the housing market is to increase supply, and yet government policies have only stifled this development,” says Stone. “Making matters worse, reports have shown that the government is missing the mark big-time on its housing promise of 114,000 new units of hous-

ing, having only created 2,400 new units in the past 2.5 years. For the NDP to claim victory over the current state of the housing market only shows how far they are from understanding what really needs to be done to make housing more affordable in B.C.”

Important reminders for British Columbians as MSP premiums eliminated THE new year marks the end of Medical Services Plan (MSP) premiums, saving B.C. families up to $1,800 a year and individuals up to $900 a year.

While MSP premiums are a thing of the past as of January 1, 2020, here are some important reminders for British Columbians: British Columbians who had been paying their premiums using auto-payments through their credit card or financial institution are reminded to cancel those automated payments.

British Columbians must also keep their address up to date, which can be done online at: www.gov.bc.ca/managingyourmspaccount Although British Columbians will no longer be invoiced for new premiums starting January 1, 2020, elimination of MSP premiums does not forgive outstanding premiums owed.

People may be eligible for relief on premium amounts still owing. For example, retroactive premium assistance could be provided based on net income for a given tax year, family size and disability status.

Although British Columbians no longer pay premiums, they must remain enrolled in MSP.

The plan will continue to provide eligible B.C. residents with provincially insured health-care benefits.

Important steps toward a cleaner, stronger B.C. in 2019: Province IN 2019, the Province says it delivered on work to create a better and cleaner British Columbia for today and generations to come.

The Province made important progress with the CleanBC plan that is reducing pollution and helping use more renewable energy while building a stronger, more sustainable economy.

“We’re proud of our beautiful coast and clean air, but the previous government didn’t do nearly enough to protect what makes B.C. special,” said Premier John Horgan on Monday. “British Columbians care deeply about their province and

change, our CleanBC plan is creating opportunities today that set us up for a cleaner, brighter future for our kids and grandkids.”

In 2019, the government made it easier and more affordable to save energy by: * expanding rebates that put up to $14,100 back into homeowners’ pockets for choosing energy-saving products and upgrades to make homes more energy efficient; * helping low- and middleincome families transition to a cleaner, greener economy with up to $400 in an increased climate action tax credit – received by nearly

Keeshawn Brown, 18, of Ontario identified as homicide victim in Surrey THE Integrated Homicide Investigation Team (IHIT) is requesting assistance with the probe into the December 23 homicide in Surrey after confirming on Friday night that the victim is 18-yearold Keeshawn Brown of Ontario.

South Surrey shooting victim as WhyS, who’s released several tracks this year, including “John Wick” and “Swag Mine”.

On December 23, at approximately 9:30 p.m., Surrey RCMP frontline officers attended a residence in the 2200-block of 152nd Street. Police found a dead male with gunshot wounds inside the residence and IHIT assumed conduct of the investigation.

IHIT is working closely with the Surrey RCMP and the BC Coroner’s Service to gather evidence and complete priority tasks.

Delta Police search for witnesses, video of January 1 fire THE Delta Police Department has now taken conduct of the investigation into the commercial building fire located at 5405 12th Avenue in Tsawwassen. The building

caught fire shortly before 4 a.m. on January 1.

“Investigators are requesting photos or video from the public of the fire,” said Cris

Leykauf, spokesperson for the Delta Police Department, on Friday. “They are also looking for photos, videos or dash camera video or reports of suspicious activity in the area, in the hours leading up to the fire.”

Based on evidence collected to date, police are treating the origin of the fire as suspicious, unless determined otherwise.

There were no reported injuries due to this fire, however, the building, which housed professional services, was completely destroyed.

“Investigators understand the community may be concerned after the two suspicious empty home fires in October 2019,” noted Leykauf. “Whether or not there are any links between those fires and the January 1 fire remains to be determined, but police want the public to know that investigators will be considering all options.”

Delta Police officers find missing teen just in time A missing teenager reported to Delta Police at 4:30 a.m. on January 1 was found by determined officers later that morning, after an extensive search.

Thanks to an app on the teen’s phone, accessed by a friend, police were able to locate the teen before hypothermia became too severe.

The app had indicated the teen was likely in the Burns Bog area. Police started searching right away, but couldn’t locate the teen.

“Around 6:30 a.m. on January 1 one of my patrol constables and our new recruit began searching in a different area, where the bog was extremely dark and foggy.

The area was covered in deep puddles and thick brush, which made the search very challenging,” notes Staff-Sgt. Brian Hill, head of the platoon that led the search.

The officers finally located the teen laying about 50 metres off a trail, unconscious and in need of urgent medical assistance.

The teen was taken immediately to hospital, where family and friends were able to be reunited with the teen.

“Burns Bog is a challenging area to search for missing persons in ideal conditions – and conditions that morning were far from ideal,” says Hill. “I’m really proud of our officers for their initiative and perseverance in very challenging and uncomfortable conditions. Their efforts saved a life.”

Michael Petronio charged with second-degree murder in death of Jason Wells in Surrey SURREY RCMP officers responded to an altercation at a strip mall in Surrey just before 1 a.m. on January 2 and found a dead male lying in the parking lot. A witness to the altercation followed the suspect from a safe distance as he fled, and directed police to his location a few blocks away. Officers quickly arrested him and located a weapon possibly used in the murder.

The Integrated Homicide Investigation Team (IHIT) was called in to investigate, and worked closely with the Surrey RCMP, the witnesses to the altercation, and the various business owners in the area. Late on Thursday night, a charge of second-degree murder was approved against 33-year-old Michael James Petronio. â&#x20AC;&#x153;This success was a combined effort between the people who witnessed the altercation, the Lower Mainland Forensic Identification Services, the Surrey RCMP, and IHIT,â&#x20AC;? said IHIT Constable Harrison Mohr on Friday. â&#x20AC;&#x153;This could not have been accomplished without the cooperation of the witnesses, the expertise of the forensic specialists, and the professionalism demonstrated

by Surrey RCMP officers. We would also like to thank the business owners and community members in the area, who provided us with key surveillance video footage, and waited patiently while the mall was closed during our initial investigation. This was a prime example of the success that can happen when police and the community work together.â&#x20AC;?

Vancouver Police investigate homicide in Oppenheimer Park VANCOUVER Police are investigating a homicide that resulted from a serious assault in Oppenheimer Park on January 1.

Just before 1 p.m., on New Yearâ&#x20AC;&#x2122;s Day, police responded to Oppenheimer Park where a man had been assaulted near the basketball court in the northeast corner of the park.

Jesus Cristobal-Esteban, 62, was taken to hospital by paramedics, where he fell unconscious. He died as a result of his injuries on January 2.

The identity of the suspect is not known at this time. However, police believe the victim and suspect had some sort of interaction prior to the assault.

Surrey RCMP arrest man in Cloverdale assault AT approximately 1:57 p.m., Surrey RCMP received a report of an assault in progress at a residence in the 6100-block of 175A Street.

Police located a male victim suffering nonlife-threatening injuries and he was subsequently transported to a local area hospital for treatment.

A second male located at scene was taken into police custody and transported to the Surrey RCMP Detachment cells.

There are no suspects outstanding and no risk to the general public, say police.

US Army bans soldiers from using TikTok San Francisco (IANS): The US Army has banned service members from using the Chinese-owned short video-making app TikTok on government-issued phones citing security concerns.

“It is considered a cyber threat,” Lt Col Robin Ochoa, a US Army spokesperson told USbased news portal Military.com. “We do not allow it on government phones.”

The move comes amid ongoing worries that the video app could compromise national security or be used to influence or snoop on Americans.

TikTok has seen nearly 1.5 billion downloads globally and the US market with 37.6 million downloads is at third sport, after India and China.

At least 17 people are confirmed to have been killed by the bushfires, which have burned vast areas of several Australian states, including the worst-hit New South Wales.

Istanbul (IANS): Police have detained seven people, including four pilots, in the Turkish capital in the probe into the flee of former Nissan Motor Chairman Carlos Ghosn from Japan to Lebanon via the city, Turkish media reported on Thursday.

Among the detainees are two airport workers with a ground service company and an operation manager of a cargo company, both privately-owned, the state-run Anadolu Agency said.

It said the Istanbul Chief Public Prosecutor’s Office has been looking into the escape of Ghosn from Istanbul’s Ataturk Airport with a private jet earlier this week, Xinhua reported, citing Anadolu Agency.

Hong Kong police arrest 400 protesters following New Year march Hong Kong (IANS): Hong Kong police arrested about 400 people on charges of illegal assembly and possession of arms during a New Year anti-government march, which organizers said was attended by more than a million people.

Hong Kongers came out en masse on Wednesday for the march organizers had to eventually cancel following police orders, leading to clashes between officers and the more radical protesters, reports Efe news.

Although permission for the demonstration had been granted, police urged organizers - the Civil Human Rights Front - to end the procession three hours after it started, arguing some protesters had begun throwing stones and Molotov cocktails and burning shops and banks.

Trouble started when activists vandalized a branch of banking giant HSBC, which led to police cracking down on them with teargas, local media outlets reported.

US again flies surveillance aircraft over Korean Peninsula Seoul (IANS): The US again flew a surveillance aircraft over the Korean Peninsula, an aviation tracker said on Thursday, amid simmering tensions over possible provocative acts by Pyongyang after it warned of a “new strategic weapon”.

An RC-135W Rivet Joint of the US Air Force carried out operations over South Korea at 31,000 feet, Aircraft Spots tweeted without specifying the exact time of the operation.

This type of aircraft has been spotted conducting missions above the Peninsula over the past several days in a row, along with several other surveillance jets such as EP-3E and RC-135S aircraft, Yonhap News Agency quoted the tracker as saying.

Fire accident in German zoo kills over 30 animals Berlin (IANS): A fire that broke out in a German zoo in the early hours of the New Year has killed more than 30 animals, the local media reported on Wednesday, calling it “one of the worst zoo accidents in decades.”

The fire in the zoo of the west German city Krefeld might be triggered by a sky lantern that has first set the roof of the monkey house on fire, local media quoted police as saying. Police are currently investigating into the accident, the Xinhua news agency reported.

Among the animals killed in the fire were orangutans, gorillas and smaller monkeys such as golden tamarins and pygmy marmosets, as well as fruit bats and birds.

Two chimpanzees survived the fire and were anesthetized and moved to a neighbouring house.

The zoo, home to almost 200 species and a total of around 1,000 animals, has over 4,00,000 visitors a year and 75 employees. The monkey house was opened in 1975, with a floor area of 2,000 square meters.

More Chinese scientists shun US to make homeland a powerhouse New York (IANS): While the bitter US-China trade war appears to be coming to an end this year, researchers now report that a growing number of Chinese scientists working in the US and other parts of the world are returning to their homeland to enhance China’s research productivity.

The Ohio State University researchers found that more than 16,000 foreign-trained Chinese scientists have returned to their homeland since Beijing has opened up to international engagement.

More than 4,500 left the US for China in 2017 -- nearly double the number who left in 2010, helping grow the country into a scientific powerhouse.

According to the researchers, it is still in America’s best interest to try to retain as many of China’s best scholars as possible and be welcoming to those who visit.

“If we lose that attraction, if we discourage people from coming here, it will take a toll on the US scientific system,” said Caroline Wagner, associate professor in the John Glenn College of Public Affairs at The Ohio State University.

“In our lifetime, China has joined the global scientific community to become worldclass in a number of critical fields, such as Artificial Intelligence (AI) and materials science,” Wagner added.

“As more of their researchers

return home, that rise is going to continue”.

For the study, the researchers used a scientific publisher’s (Elsevier) database that allowed them to track researchers based on their publications in scientific journals.

The authors traced the paths of Chinese authors who first published in China and then subsequently in a different country, or, first published abroad and then in China, to track individual mobility.

Results showed that the number of Chinese researchers going to the US is larger than the number going to Europe.

US. “The most elite Chinese scientists are more likely to stay in the US than go home -- and that’s good for the US,” Wagner said in a paper published in the journal Science and Public Policy.

“But increasingly, we found that people are going back.

The US has been lucky that many top scientists have stayed. But China has programmes to attract them back to their homeland,” she noted.

Overall, Wagner and her colleagues found that 12 per cent of studies published by researchers in China were by those who had worked in other countries - and that is

probably an underestimation.

More importantly, those who worked abroad and returned to China published more high-impact research than scientists who didn’t work abroad.

“Once they go home, those who worked elsewhere are more productive at the international level than people who stayed in China,” she said.

In previous research, Wagner has found that the more open a country is to cross-country scientific cooperation, the stronger its scientific impact.

That’s also one reason why China is fine with the fact that many of its scientists stay in the United States, Europe or

elsewhere.

“Chinese leaders value the connections. It is a way to create linkages with the worldwide scientific community,” she said.

A variety of indicators suggest that China’s science and technology capabilities are on a sharply rising trajectory.

China’s spending on research and development as tracked by the Organisation for Economic Co-operation and Development (OECD) has increased faster than overall economic growth in the country.

China ranked second in the world in the number of papers published in indexed scientific journals in 2017.

What happens when a car company lies about pollution?

Cedric Hughes IN World War Two, from September 1939 to August 1945, Allied planes dropped 3.4 million tons of high explosive bombs on Axis powers – Germany, Japan and to a relatively minor extent, Italy. The bombing campaigns, to put it mildly, created a lot of smoke, fire and dust which we would now call pollution.

Emerging literally out of the ashes of World War Two, the production line for the German Volkswagen, the “Peoples Car”, located in the city of Wolfsburg in the British Occupation Zone was encouraged back to life at the end of 1945 by a forward thinking British officer, Major Ivan Hirst.

After heroic efforts to keep going during the late 1940s, by the 1950s the Volkswagen beetle had achieved great popularity and the Volkswagen Company became highly successful eventually taking over the Audi and Porsche brands.

In recent years Volkswagen AG as it is now known, has become a behemoth and is one of the major players worldwide in automobile production.

In an illustration of GK Chesterton’s profound comment that success is a poison to be taken late in life and then only in very small doses, it seems that Volkswagen’s confidence in its own power and superior engineering led to a very costly mistake.

By 2014 evidence of fraudulent pollution data emerged. This unfortunate deception appears to have come onto the radar screen of several American state agencies, a university or two and an automotive NGO watchdog in relation to apparent discrepancies between Volkswagen’s advertised diesel engine pollution results during government testing, and real-world results.

By 2015 the pollution results from certain VW diesel engines were being reported as 40 times the amount of pollutants compared to what the company statements suggested.

The software in the subject vehicles was designed to give false results at the time of government testing but allowed the exhaust system to pollute at an unacceptable rate in day to day use, to achieve superior fuel economy – all very good for marketing.

In 2015 Volkswagen paid US$33 billion to the American government agencies involved in the prosecution for the violation of environmental regulations, concerning something in the order of 500,000 vehicles.

The Canadian response, dealing with approximately 128,000 vehicles has been slower. The Canadian Department of Environment and Climate Change brought 60 charges against Volkswagen under the Canadian Environmental Protection Act. On Friday 13, 2019, Volkswagen AG was getting ready to plead guilty to the Canadian charges when an organization called EchoJustice asked the Court for standing in the

proceedings on the basis that EchoJustice intended to seek to submit victim impact statements. Quoted in the National Post newspaper counsel for that organization is reported to have said “the victims are many; everyone breaths. Everyone is/was exposed to dangerous levels of toxic pollution when they were near these VW cars”. The Court will rule on this submission shortly.

The purpose of the intervention by EchoJustice is not precisely clear and how victimhood will be established is equally vague.

Certainly, people with lung conditions would be well advised to stay clear of the exhaust system of any motor vehicle whether manufactured by Volkswagen under their self-imposed exemption from the rules or by more compliant manufacturers.

The bombing in World War II produced an inconceivably greater amount of pollution than any number of inadequately regulated the diesel engines could possibly emit. But anyway, cheating in regard to environmental regulations is dirty business.

Whatever happens with EchoJustice and possible delays while victims are found and brought forward, Volkswagen will pay the Canadian fines sooner or later and all

motor vehicle manufacturers have been duly warned not to ever try this sort of thing again.
