Tourism bounces back after Covid WHILE the hospitality industry was hit hard by the pandemic, Waterford’s tourism industry enjoyed an upsurge in business following the reopening of tourism at the beginning of June, thanks in no small part to the success of the Visit Waterford campaign. ‘Your adventure starts here’ was the slogan that sent tourists flocking to enjoy everything Waterford has to offer as a premium tourist destination in the South East. And despite an estimated €5.3bn collapse in revenues across 2020 and 2021 in the hotel and guesthouse sector nationwide, bookings to Ireland’s oldest city and county surged, according to David McCoy, Chairman of Visit Waterford. “As a tourism destination, Waterford city and county has so much to offer and following many months of uncertainty, we are delighted to look back on what was a very busy summer here in Waterford and feedback from our members has been very positive,” he said. “We expect demand to remain

resilient, with autumn breaks, the return of international travel and our Winterval Festival in December,” he added. 04 | news in brief Plant a tree to fight climate change Primary school children in Waterford are being urged to sign up to support a nationwide campaign to plant tens of thousands of trees in a single day, to combat climate change. The schools tree planting is part of development organisation Self Help Africa’s ‘One Million Trees’ campaign, which is planting a million trees in Africa and 100,000 new native trees in Ireland, each year. Peter Mark for Pieta PETER Mark has announced the launch of its annual fundraising initiative, the Petermarkathon. Think about our beaches Before You Flush the loo

WITH schools back in full swing, all pupils have been asked to consider the environment — the coast in particular. for all Waterford pupils — and Think Before You Flush! Only the 3 P’s (Pee, Poo and Paper) should be flushed down the toilet and everything else should go in the bin. If the wrong things, like wipes, dental floss and

sanitary items get flushed down the toilet they can lead to blockages, wastewater overflows and discharges to our marine environment, where they can, in turn, harm wildlife or wash up on our shores. All national schools in Waterford city are receiving information and resources about the Think Before You Flush campaign.

Approximately 2,000 blockages occur in the Irish Water wastewater network every month, 75% of which are caused by wipes. Raising awareness of this issue particularly with schools will help get this important message out to a wider younger audience. NINE Waterford schools have been awarded the Green Flag for their dedication to protecting their environment. Despite schools being closed for almost two years over the pandemic, 526 schools across Ireland have been awarded Green Flags, including 33 schools which earned the Green Flag for the first time. Green Schools is an environmental management programme for schools, focusing on key themes, including: litter and waste; energy; water; travel; biodiversity; global citizenship and marine eEnvironment. Mairead is the first woman to become Taoiseach

A 19-year-old European Studies student, Mairéad Butler, from Waterford had the incredible honour of taking over Taoiseach Micheál Martin’s office to mark International Day of the Girl. Mairéad is a member of Plan International Ireland’s Youth Advisory Panel, which engages young people aged 1624 as ambassadors and advisors to Plan International Ireland. The development and humanitarian organisation focuses on children’s rights and equality for girls, and International Day of the Girl is the most important date in calendar. Plan International’s Girls ‘Takeover’ events took place across the world on Monday to mark International Day of the Girl, which has been a UN Day of Observance since 2012. While ‘taking over’ as role of Taoiseach — an office which has never been held by a woman — Mairéad raised some tough issues with Mr Martin, grilling him on the many challenges still facing girls and young women. She informed the Taoiseach about the report launched this week by Plan International, KnoWhere To Go, which details the extent of sexual and reproductive health misinfor-

mation young people in Ireland are encountering. Finally, she discussed the positive impact Ireland’s overseas aid programme is having on the lives of millions of girls in some of the poorest regions of the world. Mairéad said: “I want to thank Taoiseach Micheál Martin for allowing me to take over his office on International Day of the Girl. No woman has yet held the office of Taoiseach, but I hope girls around Ireland will see this today and be able to picture themselves in the role one day.” Mr Martin said: “I was delighted to meet Mairéad [today] as she took over the Taoiseach’s office to mark International Day of the Girl. We spoke about issues impacting girls and young women in Ireland and globally, including the extent of sexual and reproductive health misinformation young people are encountering. Mairéad’s passion for the advancement of women in public life was evident, and I have no doubt she has a bright future. “She said she’s looking forward to one day seeing a woman in the Taoiseach’s office — I hope girls around Ireland are inspired to pursue a career in politics after seeing her in the Taoiseach’s seat today.”

Apartments sell for double reserve price

A FOUR-storey block of apartments in the heart of Waterford city has sold for more than twice its reserve. Number 5 Mary Street houses four separate onebedroom flats and sold for €341,000 in Youbid.ie’s latest online auction, on September 30. The property came to the market with an Advised Minimum Value of €165,000 and sold after 161 bids from four bidders.

The building is a twominute walk from the Edmund Rice Bridge and despite a need for refurbishment, it has potential to realise an annual rental income of €35,000. A total of 92% of properties were sold on the day with prices, on average, around 20% above reserves. Properties for the next Youbid.ie auction on October 14, and another on October 27, are listed on the platform.

Sláintecare is not the cure for all our health service ills

O

NE good thing about Sláintecare is that it got all the big political parties to agree on a health policy that would survive a change of government. Unfortunately the policy is a bad one. It is aimed at providing a hospital service similar to that operated in the UK. But the British system does not work well; its health service is far from healthy. If you want proof, just look north of the border. Northern Ireland’s hospitals have lengthy waiting lists. They have coped badly with the Covid crisis, often shutting wards and sometimes entire hospitals, and calling in the British army to assist overworked medical staff. I could counter this with a list of deficiencies from the Irish

system but I am not playing king of the castle. My point is simply that the UK’s National Health Service, once the envy of the world, is no longer a good model to follow. It was set up after World War Two, by the Labour government of Clement Attlee, at a time when people in Britain paid for all their own health care. The

rich got the best treatment and the poor had to rely on charity. Atlee’s dynamic health minister, Aneurin Bevan, swept in a system based on the socialist principle of ‘from each according to his means, to each according to his needs’. It was paid for only by taxation and free to all users, even the very wealthy. From the outset this proved impractical. A row over the imposition of token prescription charges split the Labour Party and brought down Atlee’s government. The re-elected Conservatives did not dare abandon the hugely popular NHS, but the service would never again be entirely free. Funding has not kept pace with population growth or the huge cost of marvellous, modern medical technology. Taxpayers are just not prepared to foot the bill. When Bevan gave birth to the NHS, Ireland’s health system

was much like Britain’s. Since then we have gone on our own rather shambolic way, extending free medicine here and bolting on private insurance there. We have medical cards for some people and everyone is entitled to free treatment in public hospitals, if they wait long enough. They can shorten the wait by paying for private treatment. Their payments subsidise the public hospitals but their health care is, in turn, subsidised by allowing doctors who practise private medicine to operate from those hospitals. For better or worse, our system is now nothing like the British one and we should not try to turn it into the NHS, which itself is no longer working well. If we want to copy another country, we should look at Germany. Its system delivers better results than ours but its broad structures are not so very dif-

ferent. It, too, mixes private and public health care, using the same staff and, in most cases, the same hospitals and clinics. The big difference is that all German residents must have health insurance. It is provided by ‘insurance funds’ set up for that purpose alone, strictly regulated and price-controlled. For people earning less than €63,000 (not a bad annual salary, even by German standards) the insurance is paid for by employers, employees and the government, via tax concessions. If you earn more, you can top up your benefit with insurance bought from a private company. This will get hospital patients a private ward, probably a nicer ward, and sometimes their choice of doctor. Germans can also opt for entirely private treatment in facilities built and financed by private companies, but this

is so expensive only the very wealthy choose to do it. Everyone else is in the same boat, although some are travelling first-class. Everyone ends up getting the same level of care in the same hospital. If you can afford it, and choose to spend your money that way , you can have the deluxe package, but the difference won’t be huge. Since the money spent on the German hospital system comes from insurance funds, not taxation, it is ring-fenced and does not go up or down with the economy or at the whim of governments. This could be a German solution to an Irish problem, a more workable model for Sláintecare and one that could be introduced in stages. The present model has hit problems. Before pushing on down the rocky road we should at least consider a different route.

Imagine no more as arts festival returns

IMAGINATION Dead Imagine, Samuel Beckett famously wrote, and during the pandemic there were indeed fears for a proper return to the arts. So it is great to see the resurrection this week of the Imagine Arts Festival, which opens on Friday, October 15th, with a series of multi-disciplinary and multi-cultural live events across Waterford and online until October 24th. The festival, now in its 20th year, encompasses the Waterford Writers Weekend, featuring Waterford native and one of 2021’s most celebrated debuts, Megan Nolan, who will read from Acts of Desperation and speak about the process of writing her second novel. The festival’s visual art listing will feature an exhibition by renowned artist John Shinnors at Goma Gallery, opening on Friday. An Arts Trail and Art Shop featuring 10 different artists will also be on offer, showcasing a variety of techniques from sand artists to printmakers to surfboard graffiti artists and more.

Diverse Creatives meanwhile, is a showcase of the potential of the arts to celebrate the richness of culture and experience of migrants who have made Ireland their home. These cultural performances will feature dance, music, and crafts from the Igbo Community Waterford. Theatre highlights include Spliced, with Timmy Creed, at Ballygunner GAA Club; Sylvan from Tinderbox Theatre Company; and Marbleface, which was the winner of last year’s Imaginings competition, which was hosted to identify and commission new artworks. Four headline music events include gigs with Dublin-based singer-songwriter Aoife Nessa Frances and Junior Brother. Chosen as one of RTÉ’s Rising Irish Stars of 2018, and as one of The Irish Times’ contenders ready to breakthrough in 2019, Junior Brother has built a following thanks to unmissable live shows. Rapper Nealo will perform at

the Theatre Royal and he will be supported by Waterford’s very own Carrie Baxter. Dublin-based singer, songwriter, and multi-instrumentalist Eoghan Ó Ceannabháin will also take to the stage. Music of the 18th and 19th centuries will be performed by Tonos at the Waterford Crystal Showrooms. Tonos are Waterford-based soprano Róisin O’Grady and Wicklowbased Baroque and early guitar specialist Dr Eamon Sweeney. Best-selling and critically acclaimed broadcaster and comedian Colm O’Regan will take to the stage for a muchneeded dose of comedy at the Theatre Royal Waterford on Saturday, October 23rd. Waterford Youth Dance will host a re-imagined online event with five youth dance companies in a show titled ‘New Horizons’. Theatre Royal’s Artistic Director takes final bow AFTER 14 years at the helm at Theatre Royal Waterford Ben Barnes is departing as Artistic Director. Ben is leaving to concentrate on consolidating the work of Four Rivers, a new theatre company dedicated to serving audiences and artists in the South East. A former Artistic Director of the Abbey Theatre and the Opera Theatre Company, and an internationally acclaimed theatre and opera director

Fallow Deer bucks clashing in the Phoenix Park (Justin Ivory) It is autumn so that means across the country our three main species of deer – Red, Fallow and Sika are in the midst of the annual rut. The rut is the time of year when deer mate and conceive their young. During the rut the stags compete with each other for the right mate with a harem of hinds (female deer). Those dominant stags who have a harem are trying to make sure other stags don’t mate with them while he is not looking. He also must see off challenges from those who would dethrone him and take control of his harem. Challenges for the most part are vocal with some posturing and stand-offs. These vocalisations are not just to see off the challengers but are also a way of advertising themselves to females, letting them know strong and virulent they are. Each species has its own unique set of sounds. Red Deer bellow and roar ending with coughing noises. Sika Deer make a wide range of sounds whistles, grunts and screams to banshee like wailing! Fallow Deer bucks make deep throated belching sound which they repeat. If the bellowing, grunting and screaming does not work then the stags/bucks may come to blows, clashing and locking antlers. These fights are sometimes to the death or end up inflicting serious injuries on one or both parties. At this time of year, the testosterone fuelled stags are not afraid of people, so here are some helpful hints to keep you and the deer safe: 1. Never feed deer or get too close. Stags will see you as a challenger and attack with the potential to inflict serious injury. 2. Keep your distance. Observe with binoculars and use a long lens for photographs – forget selfies with a phone! 3. Keep dogs on a lead anywhere near deer.

Employers will need to make their workplaces more “age-friendly” to accommodate greater numbers of workers aged over 65, according to new research. Latest census data show the over-65s are the fastest growing population segment in Ireland, and this increase in the older population is a trend projected to continue. Moves towards increasing the State pension age to 67 and the removal of mandatory retirement mean the age-profile of the workforce is likely to increase significantly. A study into the implications of longer working lives says employers will need to invest in redesigning offices or factory floors to allow older workers to thrive for longer. The report gives the example of a BMW plant in Germany, which noted a decline in productivity at the plant where there was a higher number of older workers. Employers introduced physical changes to reduce wear and tear on workers’ bodies, such as magnifying lenses to reduce eye strain, weight-adapted footwear

home-working options to allow older people fulfil caring and other roles. The report also highlights the need for more access to lifelong education given the rapid pace of change in the nature of work. “The only certainty is that working life in the future will require adaptability, flexibility

and the continuous acquisition of new skills,”says the report. “While for many individuals this may mean self-employment, for employers (public as well as private) this points to the creation of workplaces where lifelong learning is supported for all employees as critical.” Ireland, however, has

a relatively poor track record of adult participation in lifelong learning, with rates of participation below the EU average and declining with age. This, the report says, would benefit the over-50s in particular by giving them the necessary education and training to maintain and enhance skills and knowledge to help equip them for longer working. The report also addresses “misconceptions” about older workers, such as that they are unwilling to engage in education and training. Research indicates that older workers were found to be as likely to succeed in education and training as younger colleagues. It also cites a study which indicates that older workers appear to perform as well as younger colleagues, subject to good health and updated skills. “Evidently a balance needs to be found between, on the one hand, recognising the functional capacities of older workers and, on the other, providing relevant support to ensure optimal performance,” says the report.

Pension and fuel allowance to rise by €5 Minister for Public Expenditure and Reform Michael McGrath has announced a €5 increase in weekly pension payments in this week’s Budget. The Minister also said he would raise the living alone allowance by €3 to ensure the well-being of many thousands of the country’s older citizens are protected in the year ahead. Overall, the Minister announced a social welfare package worth €558m. This sees an increase of €5 for weekly payments for working age, while young jobseekers will also be paid another €5. Mr McGrath said that he was acutely aware of the impact on households of increasing energy costs. To directly address this, the weekly rate of the Fuel Allowance will increase by €5m with the rise due to apply from midnight tonight. To support families, the Minister said he would increase the duration of Parent’s Benefit

by two weeks to seven weeks from July next year. From June next year, the Back to School Clothing and Footwear Allowance will also rise by €10, while the income threshold for the Working Family Payment will also increase by €10 for all families. To support carer’s and people with disabilities, from January next year the Domiciliary Care Allowance has been increased from three to six months and the rate of Wage Subsidy Scheme for people with disabilities will rise by €1 an hour. From June next year, the income disregard for Carer’s Allowance will rise from €332.50 to €350 for a single person and from €665 to €750 for a couple. The Capital Disregard for Carer’s Allowance is also rising from €20,000 to €50,000, while the earnings limit on Disability Allowance will increase from €350 to €375. The general weekly means disregard for Disability

Allowance will up from €2.50 to €7.60 a week. Meanwhile, the Minister for Mental Health and Older People, Waterford TD Mary Butler, announced another record year with further increases in both the mental health and older persons budgets for 2022. A total of €1.149bn has been allocated to mental health in Budget 2022. This is an additional €47m for next year and comprises €24m for new developments, €13m for existing levels of service and €10m in once off funding for Covid-19. New mental health services for older people will be developed, in line with the model of care for specialist mental health services for older people and will be piloted next year. Minister Butler continued that “two new CAMHS telehubs will be funded under Budget 2022; funding will also be allocated to enhance capacity of CAMHS teams across the country.”
