Regional IT Projects - LACR

This document intend to give a better understand about the regional projects and needs under the responsibility of IT area. Some key points are: We need to define the services which will be provided to the Regional and National Offices. With this detailed definitions we can discuss how to use GICT resources to help us in the regional level. If we don’t have these resources available in GICT we’ll hire someone locally to attend these needs. To the Regional Office support specifically, we need to improve the quality of the services, implementing the culture of remote support instead of local, defining a clear service catalog and others. The Global ICT staff in the region will support/attend the Regional Office with the same commitment level that we have with the local IT staff in the National Offices. Regarding to the National Office support, our responsibility will be: define the NO status (IT Evaluation), report recommendations and findings, support to find right people to fill gaps, help during staff transitioning (e.g.: when IT Manager is fired we can play this role during the hire process) and others. Here below we have the services category with their details connected with the key projects defined at the regional level:

1. ICT Management a. ICT Assessments - Countries Evaluation We have 5 countries as priorities to receive an evaluation in the IT area. Each one of them has specific needs to this evaluation and support. They are: ●

Report of recommendations and findings on the current IT structure (staff/processes); To know the level of integration between IT and the business; To work with closer with the new IT Director in order to help him building the IT strategy and plans. Report of recommendations and findings on the current IT structure (staff/processes); Necessary investments and their justifications to IT area (urgent investments and FY13); To help the countries define the next steps in order to improve the quality of IT services and impact to the business; Case study with the details to have the sponsorship area decentralized with workflows and processes until the ADPs level (end-to-end approach).

To help the countries define the next steps in order to improve the quality of IT services and impact to the business; ○ Evaluate a local system developed to the Sponsorship area which can be leveraged to other NRDs in the region. ● Colombia and Mexico ○ Analyse the current local sponsorship system and processes in order to know better the features and then compare with the current version of STEP. This analysis will help the region and WV Colombia to take a better decision about starts use the current version of STEP or develop an application to integrate the local system with STEPWise or wait for SingleSTEP; b. ICT Management Services - Dominican Republic Currently we have a ToR signed with WV Dominican Republic to provide ICT Management services during 3 years. We need to transition this role to a local person. ○

c. Governance - Policies, Processes, procedures and standards creation/update We need to update our regional policies, procedures and standards in order to give alignments to the National Offices. We also need to work in the definition of new policies, procedures and standards like: Mac, Dropbox and smartphones usage… d. Reporting & Measure - Indicators definition We need to define some IT Indicators in order to measure/evaluate the National Offices in terms of security, staff, infrastructure and others. These indicators will also contribute to the NO Regional Indicators (RNODs).

2. Applications Deployment/Development and Maintenance a. Local applications and/or solutions We need to know better the local applications and/or solutions and define how to leverage them to other countries that need help/support. With these solutions implemented would bring a positive and fast impact to the local operations. Today we have some systems and solutions already identified to be leveraged. We need just to define how to do that in a better way (Work plan definition). E.g.: i. Central Report System from WV Bolivia. Already negotiated with the National Director; ii. Data Encryption from Nicaragua (In the last regional event all the countries agreed to use this system as our standard to data encryption); iii. Sponsorship Standards Management System from WV Peru and Nicaragua. All these three solutions are highly requested by all NOs and would help them so much.

b. Regional Applications and/or Solutions i. Regional indicators System This system will be responsible for the Regional Indicators management (RNOD Management). The IT role on this is to find the best solution. We are working in two ways: a. b.

Externally: Designing with a provider the solution to attend this need; Internally: We are having some conversations with WV Indonesia in order to know better a Lotus Notes application developed by them to manage strategic indicator that perhaps can help us with this specific need too.

ii. National Director Performance Agreement System We need to develop a system to attend the P&C area request about the Performance Agreement of National Directors. In the first semester we created an interim solutions and now to the end of FY12 we need create a transaction and automated one.

c. Knowledge Management, Regional Portal, CoPs, Learning Centers, PMO System and others: We need to work in the definition of processes and infrastructure to allow the sharing of knowledge passing through a Portal or something like that. This kind of approach also involves our CoPs, how to: capture, categorize, publish, teach and generate new knowledge. How to use the Learning Centers to generate good practices and lessons learnt to generate/create network. We need to work closely with business process area, communications and others in order to know how “systematize� all this points. We are already working in the improvement of the PMO and Central Report Finance on-line system. d. Global Applications and/or Solutions Support to application like: Sponsorship 2.0, Horizon, OurPeople, SunSystems Infor 10, etc

3. Infrastructure Support a. Business Continuity and Disaster Recovery Plan definition This is one of the highest priorities from the region. This activity was included in the Performance Agreement of each National Director. Daniel Pineda and a specific group are working on this but we as GICT in the region need to be part of this discussions and definitions to speed-up the process. Specifically to the Regional Office we need to fill the gaps found in the last consultancy to improve the security.

b. Blue Coat usage We need to train the people to a better use of these devices in the region. We've started defining the details of these trainings and now we need to start implement it. The trainings to all NOs will start at May/29th. Another improvement we need is the definition of standard policies to our Blue Coat devices in a regional level. This last point will be defined in the regional policies creating/update described previously.

4. Integration with other business areas a. Central America Integration In this project the regional staff will work as coach, evaluating if they are defining/design the activities aligned with global and regional definitions. Another task will be support the CA team when requested to specific task. b. Digital Strategy definition We need to work closely with the Communication area in order to improve the digital strategy and also to be prepared with the structure and staff to support it. c. Integration with Sponsorship We need to work closely with Sponsorship area in order to guarantee the information security (backup management standards, data encryption, DRP…) and also how to help them to improve their processes and skills to better attend the ministry. d. Integration with other areas like (DME, Advocacy…) These areas already have some specific needs with IT like: place to put their documentation, to share their experiences, lessons learnt. All the points discussed during the regional event in El Salvador like the development of an infrastructure to involve our children, adolescents, youths. Where they can put their ideas, voices and also share their experiences. All these infrastructure created needs to enable our ministry areas merge all data generated in order to take better decisions and also analyse if they are achieving or not the right targets. Another need is to “tropicalize” the material from MEER about Digital Child Protection. e. Strategic support in the process of campaigning and mobilization Supports to campaigning and mobilisation to advocacy and communication area on the use of productivity, communications and digital media tools. f.

SDO support Support the SDO in strategic themes to internal communication and personal productivity improvement to management teams.

Conclusion The improvement of the IT services quality in LACR is the biggest priority to the GICT team in the region. In this way we are working to define the better approach in order to achieve the goals of each one of these project, allocating the best resources to attend them.
