First annual Holiday Lights and Love Caravan warms hearts On Dec. 23, the nonprofit Best of Proviso Township held its first annual Holiday Lights and Love Caravan for the patients and essential workers at Loyola University Medical Center in Maywood and Hines VA Hospital in Hines.

“After the year we all survived together, working together to survive, we were due for these past few weeks of fun,” said Best of Proviso Township founder Randall McFarland in a Facebook post.

“These last few weeks of toy giveaways, parade and food distribution were enjoyable to see. Next up are our seniors ...

they will get a bombardment of love either on New Year’s or for Kwanzaa.”

McFarland thanked security and administrators at both hospitals, Sheryl Fondon, and several organizations, government departments and agencies, and elected officials who participated, including: the Bellwood and Broadview fire and police departments, state Rep. Westchester explores lateral hiring for police Police chief says hiring retired, former officers could be critical as pandemic makes training new ones more difficult

The village of Westchester Board of Trustees has expressed support for Westchester Police Chief ’s Daniel Babich’s plan to potentially hire retired police officers and officers from other police departments.

Under the current procedures, the village hires police officers from the pool of recruits who tend to have no previous police experience, but measures instituted in response to the pandemic have made it harder than ever to get new officers trained.

During the Nov. 24 meeting of the Westchester Board of the Whole committee meeting, Chief Babich asked for the option to create a separate list of recruits who already have police experience and wouldn’t need nearly as much training and supervision as rookies.

Thomas McCarthy, the president of the Westchester Police and Fire Commission, which is responsible for recruiting officers, raised several concerns with the proposal.

Most notably, he was worried about how it would affect morale among officers who are

already on the force, and how the proposal may impact the village’s public safety pension obligations.

The trustees, however, agreed with Babich, with the consensus among the board being that the chief ’s proposal is at least an option worth exploring.

Babich told the board that he was facing a looming manpower shortage. One of his officers left to take a job in another municipality and several more are nearing retirement. The problem with filling vacancies the usual way, he said, is officers need to go into one of the suburban police academies and COVID-19-related restrictions have left fewer spots open than ever.

“You got 118 municipalities from Cook County alone and you got a limit of three to four academies that are taking people, but most of them now are already full and they’re not taking anybody,” Babich said.

The officers that already have a few years of training under their belt, on the other hand, would simply need to learn the software Westchester Police Department uses and the “layout of the streets.”

especially if they were part of socialized units in the past. He also argued that their previous experience would make it easier to determine whether they are suited for the job. Babich said he has experience with hiring from outside the department back when he was a police chief in Stickney.

Throughout the meeting, Babich emphasized several times that he wouldn’t necessarily hire experienced officers the first chance he gets, but he wanted the option to be there, just in case the need arises.

McCarthy asked whether those officers would “start from the bottom” or if their ranks from their previous jobs would carry over, cautioning that, if it’s the latter, then the officers who are already on the force might resent it.

“I’d hate to see somebody who is 3, 5, 7 years on the job who aspired to be a detective, turned away because we hired a detective,” McCarthy said.

“They [would] have no seniority, they start at the bottom,” Babich said.

He was also concerned about officers who originally joined the force before Jan. 1, 2011, which would make them eligible for Tier I pension benefits. As he noted, those benefits

are more generous than the Tier II benefits the officers who were originally hired after that date get, because they can retire earlier and have higher annual increases.

“We’d have to consult with the police pension board actuary about what kind of impact they would have,” McCarthy said. “What portion of that liability are we assuming and is that going to throw off our [existing] liability?”

He also warned that it would take several months to set up the rules and procedures for hiring those officers. Babich responded that he understood the timeline, but that he just wanted to start the process.

Trustee Frank Perry, who served as acting board president due to Village President Paul Gattuso’s absence, said he supports the proposal, saying that it sounded like a good back-up plan.

“Personally, I’m all about giving my department heads tools we need to succeed,” Perry said.

The board did not take a formal vote on the matter.

Rev. Herbert J. Meyr, former pastor of St. James, dies at 85 Meyr pastored shuttered Catholic parish in Maywood from 1988 to 2016

Rev. Herbert J. Meyr, the former pastor of St. James Parish, located on the 300 block of South 6th Avenue in Maywood, died on Dec. 22, according to an obituary released last week by the Archdiocese of Chicago. He was 85. An obituary published by Bormann Funeral Home, 1600 Chicago Ave. in Melrose Park, stated that Meyr lived in Melrose Park and that his cause of death was COVID-19.

Meyr pastored St. James, which was founded 1908, from 1988 until 2006, when he retired. That year, the parish closed and its facilities were sold to another Catholic community within the diocese, according to an article in the Catholic New World.

St. James was then consolidated into St. Eulalia Parish, 1845 S. 9th Ave. in Maywood.

The former St. James school building still served as Catholic Charities’ Early Childhood Center.

East tennis player makes state unprecedented three times

Janet Buenrostro, now a senior, likely ‘the best female tennis player ever, hands down, from Proviso East,’ her coach says

Three years ago, Janet Buenrostro made local history when she became the first Proviso East High School tennis player in over 35 years to qualify for the Illinois High School Association (IHSA) state tennis tournament.

At the time, Mel Phillips, a volunteer tennis coach at East who himself qualified for the state tournament in 1978, as a senior at the high school, said as far as he knew, Buenrostro, then 14, was the first female Proviso East tennis player to qualify for the state tournament since at least 1980.

Now, three years later and nearly a year into an unprecedented pandemic, Buenrostro is still making history.

This year’s state tournament in tennis may have been canceled due to the COVID-19 pandemic, but Buenrostro’s historic feat still stands.

This year marked the third time in her four years at East that the senior tennis player has qualified for the state tournament.

In a statement the district released on Dec. 28, Phillips was even more lavish in praising his star pupil.

“She’s the best female tennis player ever, hands down, from Proviso East,” said Phillips, who said he has coached Buenrostro since she was nine.

“Most girls are really good at playing from the baseline, but she’s a really good net player.

She has really good touch and finesse. She can hit slice. She can hit spin and she can

volley at net — and that’s what makes her so successful.”

Martina Mc Ellistrim, the varsity girls’ tennis coach at East, said if Buenrostro had been able to compete at state this year, she would have likely made it further than she ever has in her previous appearances.

The East senior lost first-round matches in the state tournament during her freshman and sophomore years, and an ankle injury kept her from making the tournament her junior year.

In order to qualify for state this year, Buenrostro had to beat the top-rated player at Oak Park and River Forest High School. She also took third place in the Whitney Young sectional.

“She’s become a more strategic and a more focused player,” said Mc Ellistrim. “She planned her moves and she was always two or three moves ahead of her opponent.”

Buenrostro, an honors student who made the All-Conference Academic Team, said she promised herself at the beginning of the season that she’d enjoy her last year of high school tennis.

“I was sad that there wasn’t a state tournament, but, of course, I understand it was the smartest and safest decision to ensure the safety of all players and families,” she stated in the district’s statement.

Plan to name Maywood court after Doc Rivers in works Proposal met with critiques from park district director

For many basketball standouts raised in Maywood, the three gritty courts at the corner of 10th Avenue and Washington Boulevard are hallowed ground — their version of Manhattan’s iconic Rucker Park.

Soon, if a village trustee gets his way, the park could be named after Maywood’s most iconic hardwood export: NBA coach Glenn “Doc” Rivers. But that likely won’t happen until some deep-seated issues between the village and park district officials are resolved.

A proposal to renovate and name the courts at Connor-Heise Memorial Park the Glenn “Doc” Rivers Family Basketball Courts was on the agenda during a regular Maywood Board of Trustees meeting on Dec. 15.

“Now is the time to highlight outstanding community achievers, invest in the Maywood basketball culture and encourage health and wellness thru sports and recreation [sic],” according to the text of the proposal that was included in the meeting board packet that’s available online.

According to the proposal, the scope of renovations include installing acrylic backboards and breakaway rims, repairing and upgrading the court lighting system, refurbishing the blacktop surface and upgrading the bleachers.

The budget, according to the proposal, is approximately $20,000, with a $15,000 grant from the Jose Antonio Grifols Lucas Foundation and a $7,600 sponsorship from Rivers himself funding the project cost.

The Grifols Lucas foundation is a philanthropic concern affiliated with Grifols USA, a national operator of plasma donor centers, including the Biomat USA location at 215 Madison St. in Maywood.

During the Dec. 15 meeting, however, Maywood Park District Executive Director Lonette Hall said the cost estimates were nowhere near what it would take to completely renovate the courts.

Hall said the cost of demolishing and resurfacing each court is an average of between $14,000 and $18,000. That cost doesn’t include other services, such as installing drainage lines, lawn care and rim coating.

During an interview on Dec. 28, Trustee Miguel Jones, who introduced the proposal and has been in regular communications about the plan with Rivers’ representatives, said the cost estimates mentioned in the proposal are just tentative and were meant to be starting points ahead of a more comprehensive planning process.

to sketch out a rough cost estimate for the project, which Jones said the company did at no charge. No bidding for the proposed project has started yet, despite language in the proposal, which lists S & E Development and Construction’s project scope bid at $22,590.

Jones said he didn’t get an opportunity to clarify that detail, which was the source of some speculation by a Maywood resident who pointed out during public comment that S & E Development and Construction is owned by the husband of Eileen Olivier.

Olivier is running for trustee in the April 2021 election on the People’s Choice Party.

Both Jones and Olivier ran with the party last year. Olivier lost narrowly. Trustee Isiah Brandon is running next year for mayor on the slate.

On Dec. 28, Jones said the comment, made

by Maywood businessman James Clark, wasn’t fair to Olivier and her husband.

“I have no idea where those comments came from,” Jones said. “I’m not officially part of any campaign organization, although I did run with People’s Choice in 2019. But I don’t hold an office [in that political organization] and am not on their board. “[As far as the language in the proposal goes], I didn’t get an opportunity to clarify that, but I used the term bid in the paperwork.

That wasn’t correct. There is no bid or commitment from anyone to do the project.

I just asked a general contractor I know how much he’d think the project would cost.”

During the Dec. 15 meeting, Maywood Village Manager Willie Norfleet also

explained that the proposal presented by Jones was tentative and that no bidding process has started yet.

A long-standing dis-agreement Another point of contention between the village and the park district was an intergovernmental agreement (IGA) that’s still being negotiated by both entities, which are each separate and independent taxing bodies.

The agreement, which calls for the village to transfer six parks currently under its administration over to the Maywood Park District, is long-overdue. The village board voted in 2018 to direct staffers to start the process of transferring the parks. But the process has been stalled ever since, with each governing entity blaming the other for continued inaction.

The transfer agreement dates to a 2006 ballot measure that passed with over 75 percent of the vote and called for 10 of the 11 parks in Maywood to be under the consolidated ownership of the Maywood Park District.

The village still maintains six of the 10 parks, including Connor-Heise, because the consolidation has yet to be finalized.

In addition to the scuttled negotiations over the intergovernmental agreement, the park district has its own master plan for operating 10 of the village’s 11 parks.

“If we’re in the middle of this IGA, have you checked with the park district [about] where this court fits in the master plan?” said Hall, adding that “it doesn’t make sense” for the village to renovate the courts

and leave further maintenance and possible complications in the hands of the park district after the IGA is finalized.

“I’m sure Mr. Rivers would not like an incomplete court,” Hall said. “Because for $22,000, you’re going to get an incomplete court.”

Jones pointed out that the court renovations are nothing new. In 1993, according to the Chicago Tribune, Rivers got Reebok, his gym shoe company at the time, to donate money to renovate the courts after years of neglect.

Jones said he just hopes the same generosity can be replicated some three decades and another generation of basketball stars — from Jacob Pullen to Sterling Brown — later.

“We’re known as a basketball town,” Jones said, adding that “it would be good” for major brands like Reebok to chip in to create “state-of-the-art courts in our community.”

During the Dec. 15 meeting, the village board voted 4-3 to table Jones’ proposal until the IGA between the village and the park district can be ironed out in more detail.

Trustees Melvin Rivers, Antonio Sanchez, Kimyada Wellington and Nathaniel George Booker voted in favor of the motion. Jones said he voted against the motion, in large part, because he wasn’t allowed to explain the details in his proposal.

The board is scheduled to discuss the proposal again at a regular meeting on Jan. 5.
