State releases new Illinois Report Cards Most schools in D88, D89, D92, D209 ‘commendable’

The 2018 Illinois Report Card released on Oct. 30 by the Illinois State Board of Education features a new system that separates public schools throughout the state into four tiers — lowest-performing, underperforming, commendable and exemplary.

The overwhelming majority of elementary, middle schools and high schools in Bellwood District 88, Maywood-Melrose Park-Broadview District 89, Lindop District 92 and Proviso Township High Schools District 209 were rated commendable.

Only two schools in those districts were designated lower than commendable.

Lincoln Elementary in D88 and Proviso East High School in D209 were rated underperforming and lowest-performing, respectively.

Each designation is based on 10 weighted measures of student performance, which are different for grade schools and high schools.

Maribel Taboada, D89 teacher, wins $10K scholarship award Maywood-Melrose Park-Broadview School District 89 teacher Maribel Taboada was recently awarded a $10,000 scholarship award that will help her pay for an advanced degree in education.

The scholarship award was provided

by Curriculum Associates — a company that designs print and online instructional materials, assessments and data management tools — and the Association of Latino Administrators and Superintendents (ALAS).

Taboada has more than 18 years of education experience, including serving as a classroom teacher, assistant principal and a principal.

Currently, she is D89’s director of bilingual services.

According to a joint statement released by Curriculum Associates and ALAS, Taboada expanding dual language education in the district, which is 60 percent Hispanic.

Taboada plans on pursuing an assistant superintendent position after securing her doctoral degree from Concordia University Chicago. She eventually wants to become a superintendent.

“I’m grateful to ALAS for selecting me to receive the scholarship,” she said. “It will support my dream of earning a doctoral degree and serve as a bridge to reach my goal of becoming a superintendent. By furthering my studies, I will have a greater impact on the students and community I serve.”

Taboada received her scholarship award alongside Roberto Rios, an educator with the Chualar Union School District in Chualar, Cal. Rios received a $2,000 scholarship award.

Nancy Lewin, the executive director of ALAS, called Maribel and Rios “dedicated education professionals,” adding that the scholarships “will make a positive impact in the communities in which they lead and serve.”

Loyola launches new school at Maywood campus

Bellwood library board hires new executive director

Loyola University Chicago officials announced that the university’s newest school will be in Maywood, according to a recent report in the Loyola Phoenix, the school’s official student newspaper.

Loyola President Jo Ann Rooney and Margaret Callahan, the university’s acting provost, announced in an email that students “can start taking classes at the School of Health Sciences and Public Health (SHSPH) during the 2019-20 school year,” the Phoenix reports.

Kathy Bobay, a professor in the Niehoff School of Nursing, which is also based at the medical campus in Maywood, will be the new school’s interim dean.

Rooney said in the email that the new school is part of Loyola’s Plan 2020 initiative, which “is a framework to focus our energies on improving the quality of education, so our students are prepared to be agents of change affecting their families, careers, and communities,” according to the university’s website.

“In this new school, innovative, highquality programs link in synergy to expand our students’ educational options and provide a host of new opportunities for direct service to the community in Maywood, Illinois, and across the Chicago area,” according to the email.

In its inaugural year, the new school will offer six programs in areas such as public health sciences, dietetics, exercise science and health systems management, according to the school’s web page. All of those programs are offered at Niehoff, Phoenix reports.

In a statement to Phoenix, Callahan said that the new school “is an exciting initiative that will help foster innovative integrated health care delivery as society’s needs grow,” adding that more details about the new school will come out during the 2018-19 academic year.

The Bellwood Public Library Board recently voted unanimously to hire a new executive director, more than a year after the library’s former longtime director, Jacqueline Spratt, resigned.

The board voted 5-0 during a special meeting on Nov. 1 to hire Amy Crump to replace Spratt. Crump is the administrative librarian at Homewood Public Library.

Board member Michael Horton was absent.

During an interview on Nov. 2, Library Board President Dorothy Clark-Smith said that library officials are currently negotiating an employment contract with Crump.

Back in July, the library board hired John Keister & Associates — a head hunting firm based in Vernon Hills that specializes in finding library executives — to facilitate a search for Spratt’s replacement.

At the time, some board members said that they would prioritize an executive director with a master’s in Library and Information Sciences — a qualification that Spratt lacked but that is widely considered to be a requirement for the job.

Crump has an LIS master’s degree from the University of Illinois at Urbana Champaign and a bachelor’s degree from the the University of Missouri-Columbia, according to her LinkedIn profile.

Clark-Smith said that Crump was chosen from a field of six finalists and was the consensus pick among all board members.

“She was very efficient as far as writing budgets and she knows how to write a strategic plan, which is what the library needs,” said Clark-Smith. “She is also community-oriented and believes in the library collaborating with the schools.”

Clark-Smith said that she was also encouraged that Crump seemed “open and receptive” to implementing programming related to military veterans and special needs children.

“We hope and pray that she can finally be the one to move the library forward in the direction it needs to go,” Clark-Smith said.

“We’re very excited and hopeful. She was everybody’s choice.”

The Bellwood Chamber of Commerce recently hired an executive director — the first one in the organization’s 60-year history, according to a statement the chamber released on Oct. 29.

The chamber selected Robert Truman among a pool of candidates. He is scheduled to start Nov. 4. Truman, a tech entrepreneur, owns InfoMaple — a data analysis and visualization firm.

Christopher Parker, the chamber’s board president, said that selecting Truman is a step in the right direction for the venerable organization.

“Our chamber board has really worked hard to solidify and expand our presence in the local marketplace and we are simply now focused and ready for impact throughout the Bellwood and western region,” Parker noted in the statement.

“We realize that we have what it takes as an organization to build a stronger business region,” he said. “Our vision involves, wanting the entire business region to experience premier business resources, innovated leadership and economic growth for sustainable, livable communities.”

Parker thanked Bellwood Mayor Andre Harvey, Clerk Janel Moreland, village trustees and other civic leaders for their support and collaboration.

“We soon realized that the chamber also needed tall leadership in order to help the board accomplish its mission,” Parker said.

“We found that in Mr. Robert Truman.”

Before starting his own business, Truman worked in Corporate America for 20 years. He has also worked with a range of organizations, including the statewide Illinois Black Chamber of Commerce and the Best of Proviso Township community group.

Truman’s mobile canvassing tool, EZVoters, has helped elect a range of

Truman will have a formal meet-andgreet with the entire business community at the chamber’s Semi Annual Membership Meeting and Reception, held Nov. 9 at the Holiday Inn Conference Center, 200 S. Mannheim Rd., in Hillside.

Water main break leaves some Maywood residents without water A water main break on Oct. 29 left some residents in Maywood without water. The break happened on the 1000 block of South 2nd Avenue in Maywood.

John West, the village’s public works director, said that the department discovered the break at around 5:30 a.m. on Monday. He said that properties along 2nd Avenue, from Madison to Harrison, could be affected.

That’s roughly eight blocks.

West did not specify how many homes could be without water and at the time he could not say how long it would take for workers to repair the break.

Community members ponder future of Hampton home At Nov. 1 meeting, requests flow for structure, formal plans for historic house

Around two dozen community members met Nov. 1 at Irving Middle School, 805 S. 17th Ave. in Maywood, to discuss the longterm future of the boyhood home of Black Panther icon Fred Hampton.

Last month, the home, located at 804 S. 17th Ave. in Maywood, was temporarily spared from a foreclosure auction, giving family members and supporters of the slain civil rights leader more time to secure ownership and raise money to pay off back mortgage payments on the property.

Hampton’s only son, Fred Hampton Jr., hopes to turn the home into a museum to showcase the legacy of his father, who was assassinated by law enforcement authorities in 1969.

Since learning of the home’s endangered status a few months ago, Hampton Jr., who is the chairman of the Black Panther Party Cubs, has filled the second-story apartment where his father grew up with historic photographs and mementos.

He said that the Cubs organization, which is a second-generation spinoff of the original Panther Party, has also used the home as a base for launching various outreach initiatives, such as a free food program and open mic gatherings.

Hampton Jr. said that the idea that the home could be lost has galvanized a broad

The investigation also revealed that the state’s licensing system for emergency medical services was rife with regulatory loopholes.

On Oct. 30, the Illinois Department of Public Health’s Emergency Medical Services division released a memo “reminding ambulance workers that they are required to report all felony convictions when applying for an EMS license or renewing a license,” the I-Team reports.

The memo states that while a felony conviction “in and of itself, is not an automatic disqualifier or cause for revocation,” the failure “to disclose any felony conviction(s) to IDPH on an application or within seven days of conviction after licensure is grounds for license denial or revocation.”

The I-Team stated that the state “currently relies on self-disclosure and does not do background checks” as part of its licensing process.

Following the I-Team’s investigation,

“That might be a good model to look at from a museum and nonprofit perspective,” she said.

But first, many people said, the primary order of business has to be saving the home.

Since at least September, Hampton Jr. has helmed an effort to raise money to prevent the multi-unit apartment building from going to a mortgage foreclosure auction.

An auction that had been scheduled for Oct. 23 was cancelled, giving Hampton Jr. and his supporters some room to secure legal ownership of the home and to raise the back mortgage payments that are owed on the property.

During the Nov. 1 meeting, Hampton Jr. said that he appeared with an attorney in probate court in October. The next court date had not been scheduled at the time of the Irving meeting.

He also said that, to date, around $15,000 has been raised through various GoFundMe campaigns and direct donations.

According to the Judicial Sales Corporation, the judgement owed to U.S. Bank, the bank that owns most of the mortgage, was around $71,000. The total amount owed, however, could change, said Khaliq Muhammad, one of Hampton Jr.’s attorneys.

So far, Hampton does not have legal standing to speak with bank representatives about the property’s financial status because he is not the owner. That’s a big reason why

the bank was able to proceed to a foreclosure auction relatively quickly, said Mario Reed, a representative with the Cook County Recorder of Deed’s Office, during a meeting about the home on Oct. 21.

According to Cook County Recorder of Deeds records, Hampton’s parents, Iberia and Francis, took out a $265,000 adjustable rate subprime loan on the house in 2007. The starting interest rate on the adjustable rate mortgage was nearly 10 percent and could have ballooned to nearly 16 percent.

“That’s predatory lending,” said Reed said at the October meeting, which was also held at Irving.

When Iberia died in 2016, ownership of the home reverted to her estate. William Hampton, the oldest, and last surviving, of her three children, died earlier this year.

He lived in the home, which the family purchased in 1958, at the time of his death.

Once Hampton and his cousins secure ownership, they will be able to negotiate different mortgage conditions with the three banks — US Bank, LaSalle Bank and Bank of America — that own parts of the mortgage.

“We have to first find out if we’re going to save the Hampton house,” said Bellwood Mayor Andre Harvey. “That’s bigger than anything else that’s going on. We have to get there. If we don’t get [the money], then everything else is a moot point.”

IDPH recently announced that it plans to strengthen the licensing system, with the head of the department telling ABC7 investigators that “the honor system loophole would be closed under new legislation his agency is drafting as a result of the ongoing I-Team reports.”

The I-Team investigation showed that Wesley did not reveal his priors and that “without a background check the state never knew he was a drug felon.”

Chris Vandenberg, the president of the Illinois State Ambulance Association who owns three ambulance companies, told the I-Team that “many employers do the best they can to make sure their EMS employees are properly licensed.”

Although “crashes such as the one in Bellwood are rare,” they nonetheless “also pointed to a lack of state oversight.

Vandenberg said the burden of ensuring a safe workforce ends up on the employers, who may do background checks and random drug testing at their own expense.”

According to the National Highway Traffic Safety Administration, there are around 4,500 ambulance crashes in the country each year, with an average of 33 fatalities.

“In Illinois the latest state figures reveal ambulance accidents have nearly doubled in the past five years,” the I-Team reported.

Many of the community members at the meeting urged Hampton Jr. to begin to formalize his plans for the home, even though the property is still in a precarious position.

“We have to regroup, get organized and put a solid foundation together and it’s got to be credible,” said Clarence Thomas.

He recommended that Hampton Jr. and the Cubs pattern themselves on DuSable Museum, which Thomas said had “an outstanding” board of directors.

“When you start talking about the kind of money we’re talking about, we’ve got to be solid as a rock,” Thomas said. “We may need to form a 501(c)(3), inclusive of Cubs representation and community representation, and we’ll walk this road together.”

Congressman Danny K. Davis (7th) was also at the meeting. The congressman said that there “are some wealthy donors who give resources to things they believe in … they’ve got money, but the structure has to be there.”

Tumia Rumero, one of the congressman’s senior advisors, pointed Hampton Jr. to organizations like Frederick Douglass Family Initiatives, a nonprofit founded by the direct descendants of Frederick Douglass.

Task force holds meeting after six shot during Chicago funeral Boykin’s funeral task force grapple with solutions to processional, cemetery violence

The shooting of six people at a funeral service in the South Side neighborhood of Burnside on Oct. 22 was the focus of conversation at the second meeting of the Cook County Funeral and Cemetery Violence Taskforce meeting in Forest Park on Oct. 26.

Cook County Detective Sergeant Jason Moran, who serves on the task force, said the incident is still under investigation, and it will be a case study for the committee on preventing more violence at funerals on the South Side and western suburbs of Chicago.

Much of the task force’s work in the western suburbs has been centered on Oakridge-Glen Oak Cemetery at Roosevelt and Mannheim roads and increasing police presence at funeral homes in Chicago that sometimes send raucous funeral processions through the city and suburbs.

Moran said Chicago police had an officer assigned to the funeral at Bethlehem Star Missionary Baptist Church, 9231 S. Cottage

Grove, but the officer there to keep the peace was called away on an emergency.

“That officer chose to respond to support and assist his fellow policeman and after that is when the shooting occurred,” Moran said.

Rev. Ira Acree, pastor of Greater St. John Bible Church in Austin, said he has begun hiring off-duty police officers to protect funeral services and processions that could become violent.

“Their presence makes a world of difference,” he said.

Cook County Commissioner Richard Boykin, who created the task force with Cook County Sheriff Tom Dart in March, said pastors and funeral-home directors often are unaware that the services they hold could become violent. Police should share information with them when they suspect funerals could become violent.

Chicago police could reference its gang member database and other resources to help track funerals involving gang members, he said.

“That alert [informing law enforcement

officials of a gang-related homicide] shouldn’t just go to the sheriff ’s police; it ought to also go to a local jurisdiction like Cicero or Oak Park — they need to have the information,” Boykin said. “The pastor of the church where the funeral is taking place needs to have the information, and the funeral home director needs to have the information.”

Task force members discussed creating a hotline for funeral and cemetery operators to maintain direct contact with law enforcement officials when they suspect violence might take place.

Spencer Leak Jr., vice president of Leak & Sons Funeral Homes, said it can sometimes be difficult to determine whether the deceased was connected to gang activity because families frequently do not disclose that their son or daughter was involved with a gang.

“We handle a lot of the crime victim cases in Chicago,” he told the board.

He noted that his funeral home accepts payment through the state of Illinois’ Crime Victim Compensation Act, which reimburses

families up to $7,500 for the burial of their loved one if they are the victim of a crime.

Leak encouraged the police to meet with families of a deceased person suspected of being involved in gang activity to better understand whether or not there could be retaliatory gang activity at the funeral.

When a funeral home begins talking with the family of the deceased, he said, “We are blind. It’s very hard for a funeral director to ask the questions to that family where it may be a little bit easier for the police officers to ask that family the question. When we are meeting with a family … and we begin to try and pry into what’s going on with their loved one’s life, all of them are going to say, ‘My baby was the best.’”

Investigating gang affiliations of deceased people is “not what we do,” said Leak, adding that when he does discover a person might have been involved in a retaliatory gang shooting, they might not be eligible for reimbursement in the Crime Victim Compensation Act. Company expects to begin terminating employees by Dec. 20

Roughly a year after opening inside the Forest Park Plaza mall, Home Owners Bargain Outlet (HOBO) employees are now standing outside the store with signs advertising a discount on all merchandise. The home improvement retailer’s website is down. Calls to the Forest Park store rang and rang.

The national home improvement retailer, along with the limited liability corporation it operated the local store under, filed for Chapter 11 in Chicago bankruptcy court on Oct. 25.

“We will vigorously seek another tenant to fill the space if HOBO proceeds with closing this location,” Melody Winston, director of real estate, operations and construction at Forest Park Plaza, said in a statement.

HOBO, along with the FP Retail Associates company it operated its Forest Park location under, filed for bankruptcy less than a week after issuing a notice to the village that said it was seeking a buyer.

At the time, Kim Clay, spokeswoman for Forest Park Plaza, said she was “hopeful” that the mall and HOBO executives would be able to meet and work out a deal to continue operating through the holidays and ideally

through the duration of its 10-year lease.

Clay said she does not believe that meeting occurred and mall executives are “waiting and watching the news.”

“It’s unfortunate,” she said. “They were a great tenant and, as I said before, brought value to the community.”

Attorney Jonathan Friedland, HOBO’s bankruptcy attorney, did not respond to interview requests. He was quoted saying that store closing sales are expected to finish by the end of the year, in the Chicago Tribune.

“Brick-and-mortar retail, of course, has been decimated in recent years and the story of retail generally is very much a part of HOBO’s story,” Friedland said in a release to the Tribune. “But other factors also contributed, including intense competition from new and rapidly expanding competitors, and slowing of discretionary spending, including do-it-yourself home projects.”

In a statement to the village on Oct. 17, HOBO officials said they anticipate closing the doors in Forest Park by Dec. 31 if the company doesn’t find a buyer. Forty-eight local employees would lose their jobs. The company expects to begin terminating employees by Dec. 20.

Village Administrator Tim Gillian said then that if HOBO does close, the village’s

budget deficit will increase.

“That tax revenue we got from them was very helpful and we have a deficit. We’re not going to get that tax revenue [and] the deficit will grow,” Gillian said at the time.

The Ashley Furniture HomeStore, 200 Broadview Village Square, recently completed an expansion. The store “now has an outlet section where they’re selling furniture that is not current — it’s last year’s furniture, but still good quality,” according to David Upshaw, Broadview’s building department head.

Sawa’s Old Warsaw Restaurant, 9200 W. Cermak Rd., was closed last month for “approximately a week due to bed bugs and roach infestation,” Upshaw said. The restaurant “had several companies come out … and bomb the place.” The building underwent a thorough cleaning and passed a reinspection before opening again. The business “is compliant,” Upshaw said.

A commendable school has most of the characteristics of an exemplary school, but “whose performance is not in the top 10 percent of schools statewide.”

An underperforming school has at least one student demographic group that performs at or below “the level of the ‘all students’ group in the lowest 5 percent of all schools.” And schools designated lowest-performing are the lowest-performing 5 percent of schools in the state.

According to ISBE, around 70 percent of public schools in the state were designated commendable while 15 percent were designated underperforming on this year’s report card.

Underperforming and lowestperforming schools will undergo an improvement process that includes a needs assessment, additional federal funding and more state resources.

“The designations are facts, not judgments,” said State Superintendent of Education Tony Smith in a statement released on Oct. 30.

“The purpose of the designation is to drive resources to the students in the greatest need,” he said. “No

single data point can capture what makes a school great.

We encourage schools to use the designation as a tool to communicate about strengths and challenges and to engage communities and stakeholders in the success of all students.”

In D209, Proviso West was designated commendable while Proviso Math and Science Academy was designated exemplary — the only school in the aforementioned four districts to receive that designation.

Officials in some of those districts issued statements following the release of the new state report card data.

“The new designations on the State Report Card present a positive trajectory earned through collective work demonstrating levels of success,” said D209 Supt. Jesse Rodriguez in a statement the district released on Nov. 1.

Rodriguez said that the district “welcomes the changes” in this year’s report card, but emphasized that the designations are “not a complete picture of our performance.”

He said that the district will use the report card data “in conjunction with our internal data to inform our continuous improvement efforts.”

In a letter sent to families on Oct. 31, D97 Supt. David Negron said that for “the first time ever, the state’s funding and accountability systems recognize that different schools in different communities need different supports to reach those same outcomes — just as each individual child needs different tools and encouragement to succeed.”

Negron cited the district’s updated curriculum resources, expanded bilingual programming, more robust after-school programming and a range of intervention programs, among other resources and opportunities that the district has provided students and teachers “to make [them] successful.”

Negron said that standardized test scores in math have nearly tripled and in reading have nearly doubled from 2015 to 2018. He said that in science, scores have more than doubled from 2016 to 2018.

She requested that I give her a copy of everything I wrote in my classes because she had learned so much from my paper.

Complimenting my “extraordinary” writing ability, Dr. West asked why I had not enrolled in the program to earn my master’s degree. Why was I just taking classes?

As I matriculated through CSU, I would drop off copies of my papers to Dr. West and, inevitably, we would discuss them in her office. Through these deep, penetrating, and sometimes personal conversations, I had the pleasure of getting to know her. She was a generous and inspiring educator who

had spoken? I could not wait to call her. She was not in her office when I phoned late on a Friday afternoon, but that Monday morning, first thing, she called me back. We had a wonderfully inspiring conversation!

Because we had agreed that I would call her as soon as I finished my doctoral program (she had wanted me to work with her on a foundation to serve inner-city youth), I had no idea it would be the last time I spoke to her.

Dr. West was gracious beyond measure as I praised her son. I told her although I am not a Hip Hop head, I thought the album was genius. She was happy that I appreciated, as did she, how Kanye traversed genres and boundaries with his music. As I gushed about how much I liked Slow Jamz and “the song about the spaceship,” she mused that, but for “a few mindless pieces,” it was a “really nice CD.” Leave it to Dr. West, I thought, to keep it real. I had decided that I would not mention those songs, but it was clear Dr. West was not one to prate about anything her son did, despite his phenomenal success.

In fact, I was blown away when she took the conversation in another direction. What was I doing? Was I married? And more importantly, was I still writing? She said, “You are such an exceptional writer with really important things to say. Please tell me you are still writing.”

Nowadays, every time Kanye pops off about something, my baffled friends call to interrogate me. Each time, I have to patiently explain that I am not an authority on Kanye. I have never met the man. In fact, I don’t think his music has ever been as lofty as his first CD, so I haven’t even followed his musical career. I have just wished him well and taken pride in the fact that I knew his mom.

As astonishing, bizarre, offensive, and in some ways, traumatizing as some of his behaviors and comments have been, I feel deep compassion for Kanye. And, as we get closer to the 11th anniversary of the day I sat in front of my computer weeping about the death of my friend, Donda West, I can only hope Kanye doesn’t completely tarnish his image or destroy himself before he can get the help he appears to need.

Above all, though, I miss the kindness and support Dr. West always offered, as well as our great conversations. I can only imagine the depth of Kanye’s pain.
