High STI rates rock Proviso Cases of gonorrhea, chlamydia, syphilis high among 15-24 year-olds

The villages of Bellwood, Broadview, Maywood and Melrose Park have some of the highest chlamydia, gonorrhea and syphilis infections in all of suburban Cook County, according to data released by the Cook County Department of Public Health this summer.

The high rates were so concerning to county health officials that the department convened a roundtable to discuss the problem and ways to bring the rate down, particularly among teens and young adults, at the Maywood Park District, 921 S. 9th Ave. in Maywood, on Oct. 25.

Around 22 representatives from 13 different agencies from a range of sectors, including healthcare, government, education, faith-based and workforce development, attended the discussion.

The data was included in the Annual Sexually Transmitted Infections Surveillance Report that the department released in June 2018. The report, which comes out every two years, is based on cases from 2014 to 2016.

Ferrara hosts annual ‘trunk-or-treat’ in Bellwood On Oct. 25, Ferrara Candy Company gave local kids a sweet treat this Halloween by hosting its annual “trunk-or-treat” event at Memorial Park District, 3105 Washington Blvd. in Bellwood. Honored special guests included the Boys and Girls Club of West Cook County.

In addition, the event featured more than 20 cars decked out in full Halloween fashion and trunkloads of donated Ferrara candy from the company’s most popular brands, including SweeTARTS, Trolli, Laffy Taffy and Butterfinger.

Tom Dieschbourg, entrepreneur named chemistry alum of year by Loyola Tom Dieschbourg, the longtime president and CEO of Star Thermoplastics Alloys and Rubbers, Inc. in Broadview was recently named Loyola University Chicago’s Chemistry Alumnus of the Year.

According to a company statement announcing the honor, Star Thermpolastics develops “and compounds a broad range of custom thermoplastic elastomers and specialty alloys, creating materials optimized for applications that require durability, colorability, surface grip, ‘soft touch,’ or rubbery feel. The materials may be used as an affordable replacement for silicone, PVC, or natural rubber.”

The Alumnus of the Year award was presented to Dieschbourg at the annual Denkewalter Lecture on Oct. 11.

“Loyola University of Chicago helped me develop and hone critical problem-solving skills that have served me throughout my career,” said Dieschbourg. “More importantly, though, I have found ways of applying the combination of the art and science of those studies to the rest of my life.”

Dieschbourg founded Star Thermoplastics 25 years ago. He received a Master of Science in Organic Chemistry from Loyola University Chicago in 1978. He also holds a Bachelor of Science in Biology, and a Bachelor of Arts in Chemistry.

Dieschbourg was selected Alumnus of the Year by the faculty in the Department of Chemistry and Biochemistry in recognition of his accomplishments after graduating Loyola.

Maywood forms committee to explore redeveloping golf range Trustee wants solar panels installed on old Bushwood Golf property

The village of Maywood recently formed a committee to explore developing the former Bushwood Golf Practice Center and Driving Range at 30 Madison St. in Maywood, right next door to Village Hall — perhaps into a municipal-owned parking lot or a space filled with solar panels.

During a regular meeting on Oct. 16, board

members voted unanimously to acquire the property from the Cook County Land Bank Authority for municipal use and to establish a board committee that will explore redeveloping the property. Trustee Ron Rivers was absent.

Trustees Isiah Brandon, Melvin Lightford, Henderson Yarbrough and Mayor Perkins all volunteered to sit on the committee. Perkins said that she’ll explore if citizens are also allowed to be members of the committee.

Prevention needed from page 1 Bellwood and Maywood each had more than 882 reported cases of chlamydia per 100,000 population, nearly double the rate for suburban Cook County. And the two towns each had more than 237.8 cases of gonorrhea per 100,000 population, nearly double the suburban county rate.

Bellwood, Maywood and Melrose Park each had more than 18.1 reported cases of primary and secondary syphilis, more than double the rate in all of suburban cook county.

From 2014 to 2016, according to the report, 70 percent of reported chlamydia cases were female. In 2016, 65 percent of reported cases

were individuals between 15 and 24 years old while 41 percent of cases were non-Hispanic black — three times higher than the rate in Hispanics.

From 2014 to 2016, the proportion of reported Gonorrhea cases increased from 51 percent to 59 percent and, as with chlamydia, most of the cases (58 percent) were individuals between 15 and 24.

During the Oct. 25 meeting, county health officials said that chlamydia is the most frequently reported infectious disease in the country.

“In 2017, according to the U.S. Centers for Disease Control and Prevention (CDC), the chlamydia rates (per 100,000) were 529 nationally,” health officials explained in a statement released this week. “They were 588.6 in Illinois, and 494.8 in [suburban Cook County].”

“If we go through the Land Bank, we won’t have to pay the taxes,” said Maywood Mayor Edwenna Perkins during the Oct. 16 meeting.

Maywood Trustee Melvin Lightford recommended that the village install solar panels on the sloped property, which used to be a landfill before Hanson turned it into a driving range. Before closing the facility, Hanson also held music concerts inside of the venue.

Angela Smith, the village’s business coordinator, said that if nobody moves to redeem the taxes on the property by Nov. 15, then the village will move to acquire the property for redevelopment.

Smith said that if the village does seek to acquire the property through the Land

Bank, it won’t be able to turn the property over to a private developer.

The village has been trying to acquire the Bushwood site for a few years. Last October, Village Free Press reported, the board voted unanimously to direct staff to begin the process of taking over the tax certificate from the Land Bank, which acquired the certificate in a scavenger sale last summer.

At the time, the village staff also presented to the board the option of allowing the Land Bank to take the deed to the property and sell it to a private developer for redevelopment.

That scenario, staff said, would have been hindered by the environmental problems associated with the property.

If no one redeems the taxes, Smith said, she’ll eventually go “to court to testify that this [property] is becoming a nuisance to our community” and that the village would benefit from allowing the local government to redevelop the site.

Health officials said that gonorrhea “is the second most frequently reported infectious disease in the U.S. According to the CDC, gonorrhea rates (per 100,000) were 172 nationally, 186 in Illinois, and 129.4 in [suburban Cook County].”

Damian Christiansen, the health department’s director of communicable disease prevention and control, said that bringing the rates down requires a variety of actions.

“By working together, we hope to raise awareness, increase testing and treatment for chlamydia, gonorrhea and other sexually transmitted infections, and empower everyone to have excellent sexual health,” he said.

Those in attendance honed in on a

variety of concrete solutions to addressing the infection rates, including providing age-appropriate sex education in schools, reducing the fear and stigma related to sex and testing “in a supportive and nonjudgmental way” and encouraging people who are sexually active to get treated and tell others about treatment.

Christiansen said that in order to reduce the number of sexually transmitted infections, “we all need to work together – health departments, health care providers, parents, and everyone who is sexually active.

The experience includes a brief assessment by a qualified clinician and consultations with recovery support specialists, or people “living well in recovery with a mental health condition that have been extensively trained to help others do the same,” Kimberly Knake, NAMI Metro Suburban’s executive director said in a statement.

What anchors the experience is a “serene and comforting” living room space where sessions with recovery support specialists happen. And all of these services, Knake said, are free.

Walonza Lee, the program manager for Healthcare Alternative System, said that the organization has been in the Broadview space for three years.

Lee said that HAS decided to expand its Broadview location in order to accommodate NAMI’s Living Room, because “often times, people are diagnosed with substance abuse use as the primary issue when mental health is their primary issue.

“In the past, both would be dealt with individually — you’d receive substance abuse treatment at one agency and mental health treatment somewhere else,” she said.

“Now, we’ve realized in order to treat one you have to treat both.”

Broadview facility experiences the same success as The Living Room that opened in La Grange in 2016. That facility, she said, has seen more than 400 new guests and has a 65 percent return rate. Fewer than 10 guests have been hospitalized, she said.

“When we see someone for the first time, we are very successful in helping them de-escalate, calm down and open up,” Knake said on Oct. 18, when she opened the facility’s doors to state Rep. Emanuel “Chris” Welch (7th) and incoming First District Cook County Commissioner Brandon Johnson.

Knake said that guests often build strong relationships with recovery support specialists, who follow up with them in order to work on “identifying triggers, setting goals, creating safety plans and obtaining essential resources.”

The mural, which is made of synthetic paper, was a summer-long project spearheaded by Duarte inside of a gymnasium at Proviso East.

Nicole Howard, D209’s assistant superintendent for academics and family services, said that the mural is the result of multiple phases of revisions and changes that were driven, in large part, by students like Emmanuel Escuito, who worked on the mural from start to finish.

“I still can’t believe we did that,” Escuito.

“This was a surreal dream of mine, but I believed that this process would totally be in my future.”

Steve Weaver, the Chicago Public Art Group’s executive director, said that the nonprofit “sees public art as part of the social infrastructure that helps bring our communities together.”

Maywood confronts police shortage Chief Talley says he’s 8 officers short, will expand recruitment efforts

The Maywood Police Department is stepping up its recruitment efforts in light of a chronic shortage of officers.

Maywood Police Chief Valdimir Talley said during a regular meeting on Oct. 16 that his department currently has a shortage of around 11 officers. He said that one person is in the police academy and two prospective officers graduated from the academy on Oct. 7, which would bring the shortage to eight when those officers are in position.

Talley and Gloria Clay, a member of the village’s Board of Police and Fire Commissioners, said that they’ve had a difficult time recruiting more officers. “[The difficulty] is not just in Maywood, though, it’s for all law enforcement agencies,” Talley said. “I would ask for assistance in helping us recruit.”

Talley said that he’s visited college campuses to recruit prospective officers and that 61 college students aspiring to go into law enforcement have completed his internship program. Only one of those interns, however, has become a Maywood

Police officer.

The chief said that part of the problem could be with the rigorous selection process that candidates must complete. During the most recent hiring cycle, he said, 68 people sent in applications, 39 people showed up for the test and 26 passed it. They were scheduled to undergo oral interviews the following Thursday.

“I imagine six won’t show up,” Talley said.

“That will probably give us 20. I probably won’t even get three [police officers] out of that group, because there are a host of other things that go into the selection process, including background and polygraph tests, a medical exam, a psychological evaluation — all of those tools select people out of the process.”

The next police test is scheduled for March 23, 2019, he said. Clay said that in order to reach more candidates, the police and fire board extended the application window.

“We were doing applications 30 days in advance, but now its 60 days in advance,” she said. “We have not been getting a lot of people to come out and apply for police positions and that’s been hurting us. We just lose a lot of people.”

Maywood Trustee Isiah Brandon wondered whether or not the village could recruit people who are already certified.

“Is it possible to get officers who are already trained and already have the background and are ready to go versus having that lengthy process in place?” he asked Talley.

“Yes and no,” the chief said, adding that the future Maywood police officer who is currently in the academy was already certified by another department.

“All he needed was a few hours [of additional training], but the academy did not allow for those few hours, so he had to go through the entire training,” Talley said. “Now, his training will be equal to all of the other [officers in the Maywood department].”

Talley said that the switch last year to 12hour shifts, however, is “working very well,” and has allowed the department to deploy more officers than in years past. Talley said that overtime expenditures have also dropped due to the switch to 12-hour shifts — from $1.3 million five years ago to around $200,000 this year.

Talley said that the department has

increased the number of investigators looking into frequent crimes like burglaries and domestic violence — going from three investigators to six. The result, the chief said, has been a gradual decrease in crime.

“I want to make sure the village is safe and you can see the village is safe, because crime statistics have dropped double digits every year for the five years [I’ve been chief],” he said.

Talley added that the department currently has a shortage of eight police vehicles, as well. He said he’s looking to request that the board purchase more vehicles in the budget for FY 2020, which would come up for approval in May 2019.

But many of the village’s policing issues will only be resolved by putting more police on the street. To that end, Talley said, he’s come up with a new marketing pitch, adding that he hopes more residents direct him to people they think will be good police officers.

“If you know of anyone,” Talley told community members, tell them that “after 72 months, a Maywood Police officer makes $91,000. I’m giving away $91,000 for anyone who wants a career.”

NEWS briefs Maywood Grocery faces possible suspension of license During a regular meeting on Oct. 16, the Maywood Board of Trustees voted unanimously to direct staff and the village attorney to conduct a hearing regarding the suspension of the business license of Maywood Grocery, 1113 Madison St. in Maywood. Trustee Ron Rivers was absent.

Michael Jurusik, the village’s attorney, said in a memo that the business “has never applied for or been issued tobacco license from the village, but continues to sell tobacco products.”

Jurusik said that the village previously “recommended not taking action on” the business’ license, but “rather recommended further code enforcement efforts to determine if the business was continuing to sell tobacco products.”

Jurusik said that Maywood Grocery incurred two violations this year for selling unstamped tobacco products with no license and has failed to appear at the code enforcement hearing for either violation.

Both fines total around $2,000.

The hearing will be conducted in front of Maywood Mayor Edwenna Perkins, Jurusik said.

The station adds that clients will “be able to pick up milk in the parking lots of the six participating local offices during the sixmonth period. Food Depository trucks and vans will be located in IDHS office parking lots for two-hour periods on select dates each month. There is no need for IDHS customers to visit the office in order to receive the milk.

They can go directly to the truck or van in the parking lot.

“Milk will be available in skim, 1%, 2% and whole varieties dependent on availability.

Customer volume will determine how many half-gallons can be distributed to each family. Any IDHS customer is eligible to receive the milk.”

A Maywood man who was arrested in May for threatening an elementary school in the village was recently sentenced, according to a statement released by Maywood Police.

Willie Little was sentenced to 24 months’ probation, anger management and

On May 14, Little was arrested after he “walked into the principal’s office and confronted the principal,” Maywood Police noted in a statement released at the time.

Little allegedly “began threatening bodily harm and yelling profanities, saying he was coming back the next day to hurt everyone at the school, as well as the [principal],” police reported.

Lincoln was arrested that day and charged with one count of misdemeanor criminal trespass to real property, one count of misdemeanor aggravated assault and one count of felony disorder.

School principals throughout the area confirm Schueler’s assessment that there are 1,000 homeless kids in the West Cook area. Housing Forward’s street outreach team reports a number of single moms are living in their cars while their children stay with friends or family. The moms, she explained, are not welcome themselves for various reasons in those homes.

Schueler said that she would especially like more sites in Proviso Township which has only one site — St. John Lutheran Church in Forest Park — and in Leyden Township, which has none.

For congregations considering becoming a shelter site, one night a week the church would provide an area in their building with good egress, separated from areas used by other groups, such as a choir rehearsal. The area must have a full kitchen with a stove, refrigerator and storage space for supplies, and access to bathrooms.

It gives me great pleasure to announce that Village Free Press is now Proviso Township’s newspaper of public record, which means that we’ve been authorized to publish public or legal notices, such as government bids and requests for publishers.

We obtained this distinction by publishing our weekly print edition for 52 consecutive weeks. Legal notice revenue is absolutely essential to our ability to fund independent news for Proviso Township, so I’m asking supporters of this paper to encourage your local elected officials to place their legal notices with Village Free Press.

Village Free Press is also among the

newest members of Cook County Suburban Publishers and the Illinois Press Association, one of the largest state press organizations in the country.

The IPA was founded in 1865 and represents more than 450 daily and weekly newspapers in the state, including the Chicago Sun-Times and Chicago Tribune.

I haven’t looked too deeply into this yet, but I think I may be perhaps the youngest publisher, and one of the few African Americans, in that group. That’s important not only to me,
