Policymakers talk county’s progress on justice Bond reform, excessive sentencing among focuses of Sept. 18 dialogue

A group of area policymakers gathered last month at the Oak Park Public Library in Oak Park to provide a bird’s eye summary of Cook County’s progress on criminal justice reform. The Sept. 18 panel discussion and subsequent Q&A was hosted by the League of Women Voters of Oak Park-River Forest.

Michelle Mbekeani, an Oak Park Township trustee and juvenile justice policy adviser for the Cook County State’s Attorney’s Office, said the office has focused on tackling the mass incarceration of black and brown people in the county.

“What doesn’t equate to a safe and thriving community is the mass incarceration of a population that is predominantly black and brown,” Mbekeani said. “That is why this office has been vocal and transparent about the racial disparities that exist within our criminal justice system with our data portal.”

Mbekeani said the data portal provides access to every felony case since 2011. More than 350,000 felony offenders are now able to access information about how the state prosecuted their cases. The state’s attorney is the only prosecutor’s offi ce in the country

to have implemented the technology, she said, adding that the State’s Attorney’s Office is also creating a data system that will facilitate a process of record clearance for marijuana convictions “that will require no action from the individual.”

Sharlyn Grace, executive director of the Chicago Community Bond Fund, a nonprofit that covers bond for people waiting for their cases to resolve and who can’t afford it.

Grace said that in the last three years, the fund has paid more than $1 million in bond payments to free 250 people.

“More than 60,000 people are being admitted to Cook County Jail every year,” said Grace, adding that the fund’s relatively small impact compared to the population of people in jail is one reason why the organization doesn’t believe private philanthropy is the answer to the county’s bail problem.

“We need to change state law and local practices in the way our courts operate, so that money is not a factor in who is locked up and who is free while awaiting trial,” Grace said.

Ben Ruddell, director of American Civil Liberties Union (ACLU) Illinois, introduced

perhaps the most radical idea of the night when he said the main driver of mass incarceration is excessively long prison sentences — even for violent offenders.

“There’s no way out of mass incarceration without reckoning with the issue of violence,” he said, adding that most of the crimes related to long prison sentences are violent crimes.

“It’s politically difficult to talk to legislators about the fact that people who commit murder and rape and acts we all agree are abhorrent and need to be dealt with and punished — the sentences are too long for those crimes,” Ruddell said.

“Legislators aren’t excited about hearing that or voting for bills to rectify that, but it’s the truth. And if we’re ever going to get our arms around this problem, everybody needs to understand that that’s the score.”

Cook County Commissioner Brandon Johnson (1st) mentioned his sponsorship of an ordinance that moved to eliminate the county’s gang database, which was “loaded with individuals who no one knew how they got on the list and it wasn’t securing safety in communities.”

Johnson also noted his sponsorship of a

Just Housing Ordinance designed to end housing discrimination for people with criminal records and his vote against a $16 million appropriation for the Cook County Sheriff’s Office to acquire Tasers.

“A Taser is not de-escalation. That’s a weapon,” Johnson said, lambasting the fact that “we can find $16 million for Tasers, but we cannot find the resources to improve the quality of life for individuals.”

The progressive policymaker’s predicament, the commissioner said, is always a factor in the diffi cult, age-old effort to roll back harmful, reactionary injustices.

“There is this reaction from a meaningful ideology in our country that overreacts when it comes to conditions that, in many cases, the government is responsible for making as harmful and as damaging as they are,” Johnson said. “It’s difficult to advocate when you are blaming the system you are also trying to hold accountable to make right on what it’s done wrong.

It’s a very complicated position as an organizer, a teacher and an elected official. … It’s a difficult conversation, but it’s worth having.”

Maywood to increase parking permits, parking fines Village votes to expand overnight parking access, raises fines by $10

During a regular meeting on Oct. 1, the Maywood Board of Trustees voted unanimously to increase the number of overnight parking permits it issues and to increase parking fines. Trustee Antonio Sanchez was absent.

At the Tuesday meeting, Maywood Police Chief Valdimir Talley said residents have complained to his department about the lack of overnight parking available, particularly considering the fact that “there is no longer just a two-car family — it’s usually about three or more cars,” Talley said.

Parking between 2 a.m. and 5 a.m. is prohibited on village streets unless individuals call the police department between 9 a.m. and 1:30 a.m., “immediately prior to the overnight period for which parking is requested,” according to the village ordinances. These call-in requests, however, are limited to only five times each calendar month for “each dwelling unit in the village.”

Currently, the village issues overnight permits on a quarterly basis, but only to residents residing in certain apartment building complexes or to residents living

in homes without driveways — and even then, each household is limited to only two permits, said Lanya Satchell, the village’s finance director.

Each quarterly permit is $25, or $100 per year. In order to obtain a permit, individuals need to establish proof of residency, secure a village vehicle sticker and pay off all outstanding village parking citations.

After last week’s vote, the village’s overnight parking setup is poised to change in several months. Starting Jan. 2, 2020, the village will sell annual overnight parking permits to all residents — regardless of where they live — for $200 and biannual permits for $100. The permits will only be on sale twice a year, the chief said. Any nonresident would pay $2 per night per vehicle to park overnight on any authorized village street, Talley said.

“You’d have to either go to a kiosk [which would be installed in the police station] or go online in order to get authorization to park,” Talley said. “If you fail to [obtain authorization], you will be ticketed by the police department as an enforcement action.”

There would be no fee requirements for parking on major village holidays like New Year’s Day and Memorial Day. Snow

removal and other ‘no parking’ restrictions would remain in effect, the chief explained “This would increase the number of permits we issue,” Satchell said, referencing the measure.

In order to pay for additional police enforcement of the ordinance change allowing for expanded overnight parking, Talley requested that the board authorize

an increase in the village parking fine, from $35 to $45. The board approved that request unanimously in a vote separate from the vote related to the overnight parking permit expansion.

“I am not aware of any increase to our parking fines in over 10 years,” Talley said.

Maywood gets $122K grant for Washington Boulevard improvements

The village of Maywood was recently awarded a grant that will fund asphalt resurfacing and new curb and gutter construction along Washington Boulevard, between 9th Avenue and 22nd Avenue. The portion of the roadway that runs between 1st Avenue and 9th Avenue was resurfaced several years ago.

The Maywood Board of Trustees is expected to approve a resolution authorizing the acceptance of a grant totaling $122,400 through the Invest in Cook Program, which is an initiative of Connecting Cook County, the county’s first long-term transportation plan in 75 years, according to a memo by village attorney Michael Jurusik.

The grant will cover the village’s local matching share of phase two engineering design work that’s expected to cost a total of $408,000, said village Manager Willie Norfleet during an interview on Oct. 1. The engineering design phase preps for the final construction phase, which could take place within the next two years and cost at least another $800,000. The village could offset a significant portion of that amount by securing more grants in the future, Norfleet said.

During the Oct. 1 meeting, the board will also vote on an intergovernmental agreement with Cook County’s Department of Transportation and Highways that is related to the $122,400 grant.

Replicated from page 1 curriculum of Proviso Math and Science Academy, the center of which is the IB program, which allows high school students the opportunity to earn college credits at universities all over the world. Other features of the PMSA curriculum that would be included in what would be miniature math and science academies at East and West are an eight-period day and a 25 credithour requirement for graduation.

District 209 officials said that the measure is meant to expand access to the most academically rigorous curriculum the district has to offer to more students who have the potential to excel in the curriculum.

“How do we have equity when we don’t have such programming at Proviso East and Proviso West,” said Rodriguez on Sept. 10.

Rodriguez has emphasized in the past that the proposal to expand IB at East and West will happen alongside increasing enrollment at PMSA’s Forest Park campus.

“There are basically two expansions,” Rodriguez said in an interview last month.

“Currently, there’s an expansion happening at PMSA internally, where we’re going from 742 students to over 900 next year.”

Starting in the 2020-21 school year, if all goes according to the district’s tentative plans, 75 incoming freshmen at East and 75 incoming freshmen at West will enroll in the new academies and start taking courses to prepare them to start the IB curriculum their junior year of high school. The district has already started the process of obtaining IB authorization, which takes at least two years.

Rodriguez said that those incoming freshmen will be integrated into the larger student bodies at East and West — taking the same electives and going to lunch with their peers in other programs, among other realities. The superintendent added that the plan to introduce IB at the two schools will not negatively affect the other academies at East and West, such as the College and Career Academies at the two

schools, and the Marzano Academy at East, which utilizes a curriculum designed to help students master material at their own pace.

In addition, no AP and honors courses will be eliminated, Rodriguez said.

Some students and teachers who spoke during public comment on Sept. 10, however, expressed concerns about the proposal, arguing that it will only intensify the perceived divide between the heralded PMSA and her sister schools.

“I’m disappointed in this move,” said Carissa Gallespie, a teacher in District 209.

Gallespie said that teachers and students have been “bombarded” with programs and initiatives with “no clear description provided to teachers and the community.

“With all these programs over the past few years, Proviso seems to have become a jack of all programs and masters of few to none,” she said. “We introduce a lot of programs, yet how many and how often are they evaluated for overall effectiveness and efficiency? How often do we allow programs to really grow before replacing them with the next new thing? As educators, I can say that we’re overwhelmed and if we’re overwhelmed, I can only imagine how our students feel.”

Alexis Gomez, a senior at Proviso East who lives in Melrose Park, said that he was concerned that the new academies at East and West will benefit “a small group of students” and would work to segregate the students within all three academies from their peers who aren’t in the academies.

“It is true that East and West are among the lower ranked schools academically, which is why the resources being allocated for this plan should instead be repurposed to [better] serve East and West,” said Gomez, a member of Rodriguez’s Student Advisory Board, adding that the money spent expanding PMSA’s curriculum should go toward paying teachers and staff at East and West higher wages, among other things.

“We don’t challenge these rankings by bringing PMSA students to their home schools,” Gomez said. “We do so by raising the standards of East and West curriculum students. The purple palace, as PMSA is sometimes informally called, wouldn’t exist if it weren’t for the red and blue blocks that built them.”

D209 adopts FY 2020 budget

During a regular meeting on Sept. 10, the Proviso Township High Schools District 209 school board unanimously voted to adopt the proposed fiscal year 2020 budget. The district’s budgeted operating revenues are $92.4 million while its operating expenditures are $91.6 million, resulting in a $650,000 surplus.

The district has an $8.1 million deficit in its capital fund and a $1.9 million deficit in its debt service fund.

Paul Starck-King, D209’s head business official, said during the Sept. 10 meeting that the debt service deficit was “designed,” as part of the district’s issuance of new bonds in 2018 and the district’s refinancing of bonds issued in 2008. Starck-King said that the capital deficit, also planned, is related to roughly $10 million in capital improvement projects outlined in the district’s facilities master plan.

In both instances, the deficit spending in both funds is coming from the district’s fund balance — not through raising new taxes, district officials said.

“This is by design,” D209 Supt. Jesse Rodriguez said during the Sept. 10 meeting. “It’s not something we didn’t know and you’ll see in the final documentation that we are aligned with the five-year financial plan.”

The school board voted unanimously to authorize a five-year financial plan back in April. The plan, district officials said at the time, was created to guide the funding of the district’s facilities master plan without increasing new taxes.

Rodriguez, along with some board members, pushed back against claims that the proposal goes against their attempts to make the district more equitable.

“I understand the anxiety with change, but it amazes me that we claim to be educating children, but say things like ‘segregation,’ ‘separation’ and ‘division,’” Rodriguez said.

“I went to college and there were people on a Ph.D. track and a medical track and I was not. Did I fight with them? Were they smarter than me? I’ve never seen a mass fight between PMSA students and East West students.”

Rodriguez said that the idea to expand PMSA’s offerings has been a topic of informal discussion for a few years and aligns with the desires of board members and district officials. He said that district administrators and board members have been in communication about the proposal for months. He’s also met with students, staff and community stakeholders to talk about the proposal, he said.

“There’s a lot of support for this and there are also concerns and questions, and those are important to also take into consideration,” Rodriguez said. “As a result of some of those concerns and questions, we have made changes to this action item.”

The district, for instance, was considering whether or not to house the math and science academy at East in the high school’s field house, Rodriguez said, adding that he ultimately ditched that scenario. He said that housing the math and science academy students at East within separate facilities would have meant much higher costs and would have substantially altered financial projections and construction timelines contained in the district’s facilities master plan. Besides, he said, the board favored the co-utilization model of integrating math and science academy students with their peers.

“Push back doesn’t necessarily mean that we will give up on the idea,” Rodriguez said.

“We are going to seek every opportunity to make it happen and if it doesn’t make sense,

I will have no problem coming back to the board and saying that.”

With the unanimous board vote, the pressure is on Rodriguez and his administration to implement the proposal a year earlier than the 2021-22 launch date, with which he was more comfortable. Most board members, however, want the program up and running nby next school year.

“There’s certainly a sense of urgency from the board. In the last month, we’ve been in communication constantly about this idea, because there is a sense of urgency,” Rodriguez said, before adding that 2020-21 “is pushing it. It’s possible, but it’s a big push.”

“That’s a lot of work you’re hoping can get done in a little bit of time,” said board member Della Patterson. “It takes time. It takes a lot of time. I feel like we’re rushing it.”

Board member Theresa Kelly said that she’s confident in the expertise and skills of Bessie Karvelas, PMSA’s principal and the district’s chief innovation officer who will oversee the proposal’s implementation.

Rodriguez said that the earlier implementation will put greater strain on the district’s budget, but that there’s nonetheless money to fund it without the district creating a structural deficit.

The superintendent said he’ll have a clearer picture of the financial implications, among other logistical factors, of the earlier launch date by the time he presents the district’s five-year financial plan to the Financial Oversight Panel on Oct. 15.

“If, by any chance, this is something we cannot do, I will bring an item back for reconsideration, but I can assure you that, financially, we’re able to do it and you will be able to make an investment in Proviso Township high schools,” Rodriguez said. “I just want to play it safe with you based on the respect I have for you and this district.”

student athletes each year, and the NCAA — the governing body that oversees college athletics — generates tens of billions of dollars each year. The association’s rules, however, prohibit endorsement deals and prevent student athletes from cashing in on the popularity of collegiate sports which they helped create, he said.

Welch’s measure, House Bill 3904, duplicates the California law and states any association, including the NCAA, “may not prevent a student athlete … from earning compensation as a result of the use of the student’s name, image, or likeness.” The bill also prohibits the NCAA from barring a university from competition if its athletes are compensated in such a manner, and prohibits universities from upholding any rules that ban endorsements. The bill would apply to both public and private universities.

While it allows student athletes to hire agents, it does not pave the way for them to seek salaries or payment, outside of scholarships, from their college or university, Welch said.

“The salary issue is completely separate and apart from an athlete being able to sign an endorsement deal to profit from their own name and their own likeness,” Welch said. “I have no concerns about this threatening the purity of the sport and amateur sports. …

Welch said the bill does prohibit a student athlete from receiving an endorsement from a direct competitor to a partner organization of their university.

“For instance, if the university has a contract with Under Armour, players can’t sign a deal with Nike,” he said.

The NCAA opposed California’s efforts to pass such a bill.

“As a membership organization, the NCAA agrees changes are needed to continue to support student-athletes, but improvement needs to happen on a national level through the NCAA’s rulesmaking process,” the association said in a statement. “As more states consider their

own specific legislation related to this topic, it is clear that a patchwork of different laws from different states will make unattainable the goal of providing a fair and level playing field for 1,100 campuses and nearly half a million student-athletes nationwide.”

The association said it will “consider next steps in California” while its members “move forward with ongoing efforts to make adjustments to NCAA name, image and likeness rules.”

A statement from the Pac-12 athletic conference, which is home to some of California’s largest and most competitive schools, said the conference “is disappointed in the passage” of the California law.

professionalization of college sports and many unintended consequences related to this professionalism, imposes a state law that conflicts with national rules, will blur the lines for how California universities recruit student-athletes and compete nationally, and will likely reduce resources and opportunities for student-athletes in Olympic sports and have a negative disparate impact on female student-athletes,” the conference said in the statement.

Like the California bill, Welch’s measure would take effect in 2023. The reason for the grace period is to allow for an expected legal challenge, Welch said.

“I think it’ll be challenged in court because the NCAA has a bottomless pit of money,” he said. “It makes millions off of student athletes every year. And that’s why in the California law and my bill, the effective dates don’t start until 2023. In anticipation, you know, of having this resolved via the court.”

Welch said California’s action on the matter means Illinois must act to stay competitive on a recruiting basis.

“From a recruiting standpoint, we need to be on par with the law in California. That’s an amazing recruiting tool for their coaches and those universities in California,” he said. “And that means time is of the essence.”

Welch said he wants to move the bill, which has gained one Republican and six Democratic co-sponsors since it was filed on Sept. 30, when the General Assembly returns for fall veto session on Oct. 28.

A request for comment from the University of Illinois was not immediately returned on Oct. 1.

Broadview Artist Angie Williams, 50, Has A Dream Broadview artist Angie Williams has a dream to open an art gallery and to help launch the formation of an arts district in Broadview, where she lives. The local artist, who is an inventory analyst in the accounting department at a food manufacturing company by day, recently talked about her work and her ambitions.

This is part of that interview, in Williams’ own words.

On her artistic evolution I’ve been doing art for about 16 years. I started doing fashion design and moved onto interior decor — making pillows, artificial floral arrangements and things like that — before moving into the art realm. On interpreting some of her work One sculpture I created is called “Curvaceous.” When i think of curves, I think of African American women. Other sculptures I’ve done focus on hats, which represents strength and power.

These are all inspired by my family — my mother, grandmother, and the strength they had.

Meanwhile, I’ve donated my work to the village of Broadview and to Lindop School. I’m just trying to get my art out there. I have some of my art pieces in Gold Elite’s art gallery, as well as Buzz Cafe in Oak Park.

I have some of my art pieces in Corner Café and Gold Elite’s art gallery in Broadview, as well as Buzz Cafe in Oak Park. But I’m working on getting a gallery of my own in Broadview, so I’ve been looking for a space that meets my needs.

There aren’t a lot of African American galleries in this area, so that’s my ambition — to create an art gallery that’s specifically for us.

NEWS briefs Rail work to close 5th Avenue starting Oct. 8 Starting Tuesday, Oct. 8, Metra passengers who board the UP West Line’s inbound trains at the Maywood station, at 5th Avenue and Main Street, will need to board from a new temporary platform west of 5th Avenue, instead of the platform east of Fifth Avenue, Metra officials explained in a statement.

They said that the outbound platform will not be affected.

“Union Pacific Railroad and Metra are jointly adding a third track through Maywood, which is now part of a section of the line that becomes a bottleneck because it only has two tracks,” officials said. “The third track is being added on the north side of the existing two tracks. The switch to a temporary platform west of Fifth Avenue is being made so the third track, and a new inbound platform, can be added east of Fifth Avenue. The construction is expected to last until the spring of 2020.

“The work also will close Fifth Avenue starting Oct. 8, with an anticipated reopening on Oct. 11. Pedestrians will still be able to cross the tracks at Fifth, but motorists will have to use First Avenue or Ninth Avenue

as an alternative.”

Maywood hiring entry-level police officers, application deadline Oct. 30 The village of Maywood’s Board of Fire and Police Commissioners recently announced that they’re currently taking applications for the entry level police officers. Starting salary is $42,140.

Deadly crash at Roosevelt and Desplaines on Sept. 29 A 24-year-old man was killed in a twovehicle crash at the corner of Desplaines and Roosevelt in Forest Park early in the morning of Sept. 29.

The deceased, Jose Paz Paz, of Crestwood, was driving a Honda Accord eastbound on Roosevelt Road. According to Forest Park Chief of Police Tom Aftanas, Paz Paz was traveling at a high rate of speed, ran a red light at the intersection and struck the trailer of a semi-truck traveling south on Desplaines Avenue. The driver of the truck was unharmed.

Forest Park police received the 911 call at 3:49 a.m. and responded. They were able to get details and review the crash from the red-light camera footage at that intersection.

Paz Paz was pronounced dead at 4:12 a.m.

The West Suburban Major Accident Unit is currently investigating, according to Aftanas. The Cook County Medical Examiner reported on Sept. 30 that the cause of Paz Paz’s death was pending toxicology testing.

Lyft offering free rides to breast cancer screenings at Loyola through Oct. 31 Lyft, the popular ride-sharing service, is partnering with healthcare providers across the country to offer rides to and from free

breast cancer screenings and appointments, the company announced last week. Lyft is conducting the initiative through Oct. 31 to commemorate Breast Cancer Awareness Month.

“We believe that transportation should never be a barrier when it comes to healthcare,” the company stated in a blog post. “Lyft has long partnered with healthcare organizations across the U.S. to provide nonemergency medical transportation (NEMT), and 29% of riders have used Lyft to access healthcare services.”

In participating markets, riders will receive a code that’s valid for two free rides up to $15 per ride. The codes will be provided to riders who schedule a free screening at nearly a dozen Chicago area medical institutions, including Loyola University Medical Center, 2160 S. 1st Ave. in Maywood, and Rush Oak Park Medical Center, 520 S Maple Ave., in Oak Park.

“We know that there are 3.6 million missed healthcare appointments in the U.S. every year due to lack of transportation, and we partner with healthcare organizations in North America to address this need,” the company explained.

Puncturing the myth of the ‘student athlete’

This week, state Rep. Emanuel “Chris” Welch (7th), a Maywood native whose district encompasses most of Proviso Township, introduced a bill that would allow athletes who play sports at four-year public and private universities in Illinois to be compensated for the use of their name, image or likeness.

Welch’s bill was introduced on the same day that California Gov. Gavin Newsom signed a law that allows college athletes to get paid from endorsement deals and to hire agents.

Welch’s bill and California’s new law together pierce one of the biggest myths in sports — the “student-athlete.” The “student-athlete” holds the same mystique and reverence as Santa Clause. Most adults know he doesn’t exist, but most adults nonetheless help perpetuate the myth. And that’s fine — when it comes to Santa Clause.

That’s not OK when it comes to the “student-athlete,” particularly if you understand how it originated. Those origins, as the civil rights historian Taylor Branch writes, “lie not in a disinterested ideal but in a sophistic formulation designed, as the sports economist Andrew Zimbalist has written, to help the NCAA in its ‘fight

against workmen’s compensation insurance claims for injured football players.’”

The term “student-athlete,” Branch explains, “came into play in the 1950s, when the widow of Ray Dennison, who had died from a head injury received while playing football in Colorado for the Fort Lewis A&M Aggies, filed for workmen’s-compensation death benefits.

“Did his football scholarship make the fatal collision a ‘work-related’ accident? Was he a school employee, like his peers who worked part-time as teaching assistants and bookstore cashiers? Or was he a fluke victim

of extracurricular pursuits? Given the hundreds of incapacitating injuries to college athletes each year, the answers to these questions had enormous consequences. The Colorado Supreme Court ultimately agreed with the school’s contention that he was not eligible for benefits, since the college was ‘not in the football business.’”

The NCAA has used the term “studentathlete” as a legal shield to fight against a string of liability lawsuits and to avoid having to pay big-time college athletes, many of them black and brown, what they’re worth.

“The term student-athlete was deliberately ambiguous,” Branch writes. “College players were not students at play (which might understate their athletic obligations), nor were they just athletes in college (which might imply they were professionals).

That they were highperformance athletes meant they could be forgiven for not meeting the academic standards of their peers; that they were students meant they did not have to be

compensated, ever, for anything more than the cost of their studies. Student-athlete became the NCAA’s signature term, repeated constantly in and out of courtrooms.”

Talking to reporters about his support of California’s new law, which the NCAA, predictably, calls unconstitutional, Lebron James, who opted to bypass the plantationlike system of big-time college athletics when he went straight to the NBA from high school, put the matter most succinctly. What if he had gone to college?

“For sure, I would’ve been any one of those kids if I’d have went off to Ohio State or any one of these big-time colleges where that 23 jersey would’ve gotten sold all over the place — without my name on the back, but everybody would’ve known the likeness,” James said.

“My body would’ve been on the NCAA basketball game 2004, and the Schottenstein Center [where Ohio State’s basketball team plays] would have been sold out every single night, if I was there. Me and my mom, we didn’t have anything. We wouldn’t have been able to benefit at all from it. And the university would’ve been able to capitalize on everything.”

Now, that’s an education that a college scholarship can’t buy.

Vaping-related illnesses have state officials seeking answers Gov. Pritzker issued a warning to residents not to use e-cigarettes and other vaping products while CDC investigates health impacts

SPRINGFIELD — Illinois officials agree the growing number of severe respiratory illnesses related to vaping must be addressed, and in recent days, the state’s chief executive, top attorney and health expert have taken action. On Sept. 30, lawmakers explored legislative options during a committee hearing in Chicago.

Illinois Department of Public Health Director Ngozi Ezike said there are 69 people in Illinois sick with lung injuries resulting from the inhalation of chemicals from vaping. Thirteen others are being examined to see if their illnesses are related. One Illinois resident has died.

Each of them reported using either an e-cigarette or other product such as THC — that is “the only common thread” in Illinois’ cases, Ezike said. According to the Centers for Disease Control, there are more than 50 products and devices linked to the state’s cases.

Democratic Gov. J.B. Pritzker issued a warning to residents on Sept. 27 not to use e-cigarettes and other vaping products until the CDC completes an investigation being done in conjunction with the state Public

Health Department.

“There is much more research needed to understand the short- and long-term health effects of using e-cigarette products,” he said in a news release.

The Department of Public Health has also assembled a panel of stakeholders and experts to evaluate vaping’s health impacts and appropriate regulatory controls.

Its first meeting was Sept. 13, when representatives from various state agencies — including the health department, attorney general’s office, Department of Human Services, State Board of Education, Emergency Management Agency, Department of Financial & Professional Regulation, Department of Agriculture and Poison Center — met in Chicago to understand what each was doing to combat “the current situation,” an IDPH spokeswoman said in an email.

“The working group is not only looking at the immediate situation, but also the larger issue of youth vaping,” she added.

The IDPH is also heading other initiatives.

Officials have traveled to middle and high schools across the state to see how prevalent the use of vaping devices is, and they plan to launch a social media campaign explaining the negative health impacts of smoking

products, including e-cigarettes, Ezike said.

Last month, IDPH launched an online survey that allows Illinoisans to anonymously submit information about their vaping habits. Ezike said department officials are hoping it will give them insight into why some users of e-cigarettes and other devices have gotten sick, while others have not.

Attorney General Kwame Raoul told lawmakers on Sept. 30 that he has been

discussing with counterparts in other states the regulation and investigation of manufacturers of e-cigarettes and vaping devices manufacturers.

“Illinois is not alone is this crisis, but it has touched Illinois,” he said.

With the top attorneys in seven other states, Raoul petitioned the federal Food and Drug Administration to “strengthen” e-cigarette guidance, specifically related to flavored products.
