Black residents living in Maywood are more likely to be obese, and to have high blood pressure and diabetes than those Blacks living in some of the poorest countries in the world, according to alarming findings recently released by Loyola public health researchers.

Dr. Lara Dugas and Dr. Amy Luke, both researchers at Loyola University Chicago’s Parkinson School of Health Sciences and Public Health in Maywood, presented the findings, which come from three decades of global health research, at a meeting of the Maywood-Proviso Rotary Club held Sept. 5 at the Meal of the Day Cafe, 1701 S. 1st Ave. in Maywood.

Panthers develop their “language of the gun”?

In 1958, the United States basically declared that it would not sale weapons to Cuba while the country was under the regime of the dictator Fulgencio Batista. After Batista was overthrown by Fidel Castro in 1959, the U.S. declared that it would no longer ship most exports to Cuba, which under Castro had transferred Americanowned oil refineries to Cuban ownership (a process called nationalization).

LOYOLA STUDY Alarming stats from page 1 obesity and diabetes among Blacks in Maywood, and comparing those rates with Blacks in other countries, since 1992, when Dr. Richard Cooper, the chairman of the Department of Public Health Sciences at Loyola University Chicago’s Stritch School of Medicine, developed the International Collaborative Study of Hypertension in Blacks.

From 1992 to 1995, Cooper and some other researchers studied 12,000 Blacks in seven countries in Africa, the Caribbean, the United Kingdom and the United States.

Maywood was Cooper’s US research site.

Luke, a longtime Maywood resident, said that Cooper’s work helped debunk the notion that Black people are genetically predisposed to hypertension.

“Dr. Cooper’s initial study on hypertension in the African diaspora really has changed the paradigm and has gotten people to think beyond the standard, ‘Oh, it must be genetics,’” Luke said. “We know now that it’s not just genetics. His work is really groundbreaking.”

Other critical factors, such as diet and a country’s distance from the sun, are much more important risk factors than genes, Cooper’s work showed.

For instance, the rate of hypertension among Blacks in Nigeria was only 15 percent (the lowest among the seven research sites) while the rate of hypertension among Blacks in Maywood was nearly 35 percent (the highest prevalence among the research sites).

In 2009, Luke developed the Modeling the Epidemiological Transition Study, or METS, which basically picked up where Cooper left off. Luke’s study examined roughly 1,500 Blacks living in Ghana, South Africa, Jamaica, the Seychelles islands and the United States. Luke selected 500 individuals living in research sites in each of those countries. Maywood was Luke’s US research site.

The METS data shows that, in 2010, rates of obesity, diabetes and hypertension among Blacks in Maywood were higher than any of the other places studied — even so-called Third World countries like Ghana and Jamaica.

Among Blacks living in Maywood, for instance, the rates of obesity, diabetes and hypertension was 52 percent, 10 percent and 27 percent, respectively. In Ghana, the rates were 10 percent, 1 percent and 5 percent, respectively.

“It was really heartbreaking working in the clinic, because we would obtain blood pressure levels and confirm that these people had blood pressure that would put them into the hypertensive category and we’d say, ‘Are you aware?’ and ‘Why are you not taking your pills?’” Dugas recalled.

“Without a doubt, the single biggest reason was because they couldn’t afford them,” she said. “I heard people say, ‘Well, I take them

Dugas said that those patients who had to face the prospect of medical treatment before former President Barack Obama’s Affordable Care Act was implemented were often referred to Loyola’s Access to Care clinic at 1211 W. Roosevelt Rd. in Maywood.

“For a very small fee, we sent them to get treated,” Dugas said, adding that while the data on METS participants after Obamacare went into effect is available, she didn’t have it on hand at the time.

Dugas said that she’s currently looking for more people to participate in her METSMicrobiome study, which examines the impact of gut health on obesity, diabetes and cardiovascular disease in Blacks.

So far, the results have been alarming.

According to her findings, the prevalence of high blood pressure, obesity and diabetes in Black men, ages 35 to 55, who are living in Maywood is 66 percent, 60 percent and 54 percent, respectively. Among Black women, ages 35 to 55, who are living in the village, the rates are 68 percent, 84 percent and 59 percent, respectively.

“Among people 45-64 years old in the whole of the US, the current prevalence of hypertension is 35 percent,” Dugas said.

“So what we’re seeing in Maywood is that the people in this community have blood pressure prevalence that is twice that of the national average.”

In Illinois, she added, the rate of obesity is 40 percent—meaning that middle-aged Blacks in Maywood are more than twice as likely to be obese than middle-age adults across the state.

Dugas said that important factors leading to high rates of obesity, hypertension and diabetes among Blacks in Maywood are relatively low vitamin D levels, a lack of dietary fiber and a lack of sleep. The stress associated with racial discrimination is also a risk factor, said Dugas, who explained that similar correlations between racism and high blood pressure can be found in her native South Africa, where racial Apartheid was once dominant.

Despite the alarming results of their research, Luke and Dugas remained optimistic — both about what they’ve been able to accomplish through their work and about the possibility that solutions to the problems of chronic diseases in Maywood are on the horizon.

“Poverty is associated with all of these negative health outcomes, too, so I think we need to raise our communities up,” said Luke.

“Although it’s considered research, this

is an important relationship for us,” Dugas said. “These are 400 people that are being treated that weren’t being treated before and who are now aware that they have diabetes.

Everyone who comes into our clinic and is diagnosed, we make a referral to them to get treatment.”

WESTLAKE LAWSUIT Resilient from page 1 Retraining Notification Act by not providing them with at least 60 days’ advance notice of termination and that Pipeline created a shell company “for the sole purpose of acquiring — and then immediately closing — Westlake Hospital” as part of a strategy developed to benefit Pipeline’s investors.

The lawsuit states that Pipeline created Pipeline-Westlake Hospital LLC, which the plaintiffs call “a sham entity” with no decision-making authority or independence, in order “to ensure that its investment strategy was carried out as intended.”

This most recent lawsuit is the latest in a string of legal actions that have been taken since Pipeline, which is based in California, purchased Westlake Hospital along with two other Chicago-area hospitals — Weiss Memorial in Chicago and West Suburban Medical Center in Oak Park — in January.

Two weeks later, Pipeline announced that it would immediately close the Melrose Park facility, even though company representatives had promised state regulators and community leaders that it would keep the hospital open and affordable for at least two years.

In March, the village of Melrose Park filed a lawsuit against Pipeline, accusing

the company along with other investors in the deal of “committing fraud and civil conspiracy in connection with their purchase of Westlake Hospital.” In addition, a court upheld a preliminary injunction that prohibited Pipeline-Westlake from closing the hospital.

In August, Pipeline-Westlake filed for Chapter 7 bankruptcy in the United States Bankruptcy Court for the District of Delaware. The case was eventually transferred to the United States Bankruptcy Court for the Northern District of Illinois, where it is pending.

On Aug. 19, a Chapter 7 bankruptcy trustee

notified 549 Westlake Hospital employees that they were terminated, according to the lawsuit, which specifically names three employees — two nurses and a unit secretary — as plaintiffs suing on behalf of other workers.

The plaintiffs were “blindsided” by the announcement that the hospital was closing and that they were terminated, the lawsuit states.

“Pipeline Health is an investment firm that made a decision to decimate the Westlake Hospital community in order to make more money for its investors,” Ari Scharg, the attorney for the former employees, stated in

an email.

“But Pipeline Health underestimated the strength and resiliency of the Westlake Hospital caregivers and staff,” he continued.

“Just as they fought tooth and nail for their patients over the last six months, this lawsuit shows that they will continue to aggressively fight for their own rights and for rights of other hospital workers in Illinois who we think are similarly at risk by the for-profit hospital industry.”

Officials with Pipeline Health could not be immediately reached for comment last week.

As gambling, cannabis expand, treatment does, too At Way Back Inn, lawmakers tout uptick in funding for addiction, mental health services amid gambling expansion and marijuana legalization

During a panel discussion in Maywood last month, area lawmakers addressed the possible consequences of the state’s recent gambling expansion and legalization of recreational marijuana, with many pointing out the significant increase in funds for mental health and addiction treatment services.

“We were all concerned that we have a gambling safe passage, if you will, that’s properly funded,” said Senate Majority Leader Kimberly Lightford (4th) during the panel discussion held Aug. 30 outside of Way Back Inn, an addiction recovery treatment facility located at 104 Oak St. in Maywood. The talk was part of Way Back Inn’s Legislative Open House.

“We wanted to make sure that those who are gamblers can get the help that’s needed if it gets out of control,” Lighford said.

State Rep. Emanuel “Chris” Welch (4th) said that lawmakers evaluated addiction rates in states that had already legalized recreational cannabis before Illinois took the step to do so.

“That’s why future budgets will call for increased funding and mental health dollars,” Welch said.

Lightford said that 20 percent of all future tax revenues the state generates from the legalization of marijuana will go toward substance abuse and mental health services.

And that’s not including the funding that the

state allocated in its most recent budget.

“It was more support that went into mental health and substance abuse in this budget than I’ve seen in a very long time,” Lightford said of the new state budget, which the Senate approved and Gov. J.B. Pritzker signed in June.

The new budget allocates “$39 million for addiction treatment and prevention and $43 million for mental health services — which represents increases in 18% and 13%, respectively,” according to NPR. “The money will be made available to service providers through grant programs administered by the Illinois Department of Human Services.”

Illinois Department of Human Services Secretary Grace B. Hou was in attendance at the Legislative Open House in Maywood on Aug. 30.

“We know that people who suffer from mental health issues are inclined to have gambling issues as well, so one of the things we’re doing at DHS is, for the first time, a thorough study of gambling disorders across the state,” she said. “Up until recently, we’ve put very little money behind gambling disorder services and we need to dramatically change that, but we want to do that with the right kind of data and research to back us up.”

Welch said that the state allocates in the recent budget $2 million for clients in institutional settings like the Way Back Inn. The state has also expanded treatment

options for residents dealing with gambling disorders, said Way Back Inn officials.

“The state has recently given us the option of being able to serve gambling disorder clients in our extended residential care facility,” said Anita Pindiur, the executive director of the Way Back Inn, which in addition to the Maywood facility, also has extended care facilities in Forest Park, Melrose Park and Oak Park.

Dagmar Porcelli, the board president of the Way Back Inn, said that the organization has a 64 percent success rate “as our clients work through recovery with us, returning to safe environments and they leave our facilities gainfully employed.”

In June, Illinois became the 11th state in the country to legalize recreational marijuana. Starting Jan. 1, 2020, residents who are 21 and older will be allowed to possess up to 30 grams of cannabis flower, no more than 500 milligrams of THC and five grams of cannabis concentrate. Under the new law, residents with prior convictions for possessing no more than 30 grams of marijuana before legalization may be pardoned and their records expunged.

Also in June, state lawmakers passed a bill that, according to ProPublica Illinois, could “transform Illinois into the gambling capital of the Midwest.

“Within two years, Illinois could have more than 7,000 video gambling establishments, 5,000 lotterylike sports betting kiosk locations, 16 casinos, five racinos and online sports gambling accessible on millions of mobile phones. The bill even allows video slot and poker machines at Chicago’s airports, O’Hare and Midway.”

Cook County Commissioner Brandon Johnson (1st), who lost his older brother to addiction, said that “our investment in our communities is the most important thing we can do to solve the social ills we are all aware of,” adding that addiction and mental illness are only symptoms of societal problems that go beyond slot machines and cannabis flower.

“Mental health issues don’t just start when people become adults,” Johnson said.

“Many times, they go back to the beginning of their lives.”

NEWS briefs Maywood mourns library board president while Broadview mourns beloved DJ Broadview approves new contract with firefighters union, promotes two police officers During a regular meeting on Sept. 3, the Broadview Board of Trustees unanimously approved a resolution authorizing and approving the collective bargaining agreement with the Broadview Professional Firefighters Union IAFF-AFFI Local 5129, which represents Broadview firefighters and paramedics. Broadview Mayor Katrina Thompson was absent.

The contract runs through April 30, 2020 and features a range of new language, such as procedures that ensure compliance with recent changes in state law related to maternity leave.

The law now requires departments to provide pregnant firefighters “with a temporary transfer to a less strenuous or hazardous position for the duration of her pregnancy if she so requests, with the advice of her physician, where the transfer can be reasonably accommodated,” according to a summary of the bargaining agreement.

The contract also featured wage increases of 2 percent for 2017, 2.25 percent for 2018 and 2.25 percent for 2019. Those increases will be applied retroactively.

During the Sept. 3 meeting, attorney Julie E. Diemer, of the Del Galdo Law Group, explained why the contract goes back to 2017.

They decertified their prior union, which was the SEIU, and are now represented by the International Association of Firefighters.”

Promotions Last month, Broadview village officials swore-in two village police officers and approved three new business licenses.

During a regular meeting on Aug. 19, Broadview officials swore-in Sergeant Robert Bartolotte to the rank of lieutenant commander and Patrol Officer David Yurkovich to the rank of sergeant.

Rose Mosley, the longtime president of the Maywood Library Board of Trustees, has died. She was 80 years old.

Mosley’s death was confirmed by Maywood L i b r a r y Executive Director Stan Huntington, who shared M o s l e y ’ s upcoming f u n e r a l arrangements in a statement r e l e a s e d Sept. 12. The statement did not indicate when or how Mosley died.

Rob Gray Jr. During a regular meeting on Sept. 3, the Broadview Board of Trustees unanimously approved a resolution in honor of Robert “DJ Rob” Earl Gray Jr., a popular DJ in the Proviso Township area who died in July at 43.

Broadview Trustee Judy Miller, who requested the resolution and lives near Gray’s family in Broadview, held back tears during her comments before the board voted to approve the resolution.

“Most people should know DJ Rob through his mom, Mrs. Gray,” Miller said. “She’s one of our crossing guards.”

Gray was born in Chicago on Sept. 12, 1975.

He attended Lindop Elementary School in Broadview before going on to Proviso East High School. Gray was a longtime employee of AT&T and Nicor, according to the village’s resolution.

Gray “began working for the Broadview Park District at 14, when he developed his passion for music and began deejaying in Proviso Township,” said Broadview Trustee John Tierney as he read from the resolution.

“He was known for the setup — for having

the best sound that came from his huge speakers,” Tierney added. “He was loved by everyone and was looked to as a leader.

He loved and laughed, and was an excellent employee who committed himself to serving others.”

So far, there’s been no word on the fate of the now-vacant property. On Sept. 12, a dumpster was in the restaurant’s small parking lot, the inside of the establishment dark.

Broadview business closed, others poised to open

During a regular meeting on Aug. 19, the Broadview Board of Trustees unanimously approved business licenses for three establishments looking to locate in the village.

Cosmoprof, a wholesale distributor of beauty products used by licensed professionals, is seeking to locate to 3300 Broadview Village Square.

Mai Cuisine, a sushi kitchen, is seeking to locate inside of Target at 800 Broadview Village Square. The restaurant will be located next to the Starbucks inside of the retailer.

Gearhead Fitness, which installs and repairs fitness and physical rehabilitation equipment, is seeking to locate inside of 2000 S. 25th Ave. in Broadview.

Two national retailers on Roosevelt Road in Broadview have closed within recent months — Checkers, located at 1617 W. Roosevelt Road and Family Dollar, located at 1607 W. Roosevelt Road.

During a regular board meeting on Sept.

3, Trustee Verina Horne, who heads up the Building and Public Property Committee, confirmed that the Family Dollar had closed.

“Dollar Tree owns Family Dollar,” Horne said. “Their brand is dwindling. It’s hard for them to compete with businesses such as Target, Walmart — Amazon is killing everybody. So, they’re gone.”

Foursquare.com also has the location listed as permanently closed. No word yet on exactly when the store closed.

Horne said “internal” issues within the company were why Checkers closed. Officials with Checkers Drive-In Restaurants, Inc. could not be immediately reached for comment last week. The restaurant was listed as closed by yelp.com.

The restaurant opened in September 2014, on the same day that a Checkers opened at 1718 S. First Ave. in Maywood. That restaurant closed in 2017.

The Broadview Checkers was the only location in Proviso Township, according to a listing on the company’s website. The Broadview Checkers was one of 27 in Illinois.

When the Broadview and Maywood Checkers opened in 2014, Scott New, Checkers’ brand growth manager, told Village Free Press at the time that the chain’s reemergence in the area represented a shift in corporate strategy, with most of the new stores in the western suburbs being corporately-owned and operated, instead of franchised.

Earlier this year, Checkers filmed a commercial at the Broadview location, David Upshaw, the village’s building commissioner, said at a board meeting in June.

Bellwood library approves historic strategic plan Plan takes effect Jan. 1 2020, but some steps already taken to realize it, officials say

During a Sept. 10 regular meeting, the Bellwood Public Library Board of Trustees unanimously approved what is likely the library’s first-ever strategic plan. Board members Michael Horton and Deborah Giles was absent.

Amy Crump, the Bellwood library’s executive director since December, and Dorothy Clark-Smith, the library board president, said that one of Crump’s first directives from the board was to develop a plan to guide the library’s progress.

“We had never had a strategic plan before,” ClarkSmith said. “I would attend conferences and people would talk about strategic planning, but there was never one created for us — until now.”

Crump said that she’s been involved in developing strategic plans at previous libraries where she’s worked.

She said that an outside consultant, Amanda Standerfer, of Standerfer Consulting, facilitated the process of creating the Bellwood library’s strategic plan, which entailed administering community surveys, focus groups, board retreats and staff retreats, among other outreach efforts.

The consultant presented a draft proposal of the plan to the library board in August before it was finally approved at the meeting on Tuesday.

Library officials created an overview of the general board’s general goals, which include offering “modern, innovative spaces to engage” the community and helping

patrons “access technology to improve their lives.”

Those goals, Crump said, will guide more concrete activities that the library board and staff will initiate within the next three years (the plan is effective Jan. 1, 2020 through Dec. 31, 2022).

“Starting next year, the community will see an immediate increase in the types of events and programs the library has,” Crump said. “We’re trying to appeal to a wide range of interests and ages.”

The library has already laid the foundation for implementing those improvements. Last month, Crump hired two new staffers to facilitate youth programming: Kelsey Westenberg, the new youth librarian and Elise Feltman, the part-time teen librarian.

Clark-Smith said that the board wants to see a range of changes related to the strategic plan, including the creation of a dedicated space within the library for veterans, a new boiler, a Maker Space and more STEAM (science, technology, engineering arts and math) programming for young people and senior citizens, among other ideas.

Going forward, Crump said, the library wants to open itself up even more to the community.

“We are interested in community participation,” she said. “We would like to have community members who have a special skill or something they’d like to build a program around and incorporate that into the strategic plan. We want the community to feel a sense of ownership for the Bellwood Public Library.”
