Maywood company seeks $1.4M tax break over 10 years National Cycle says money would be net benefit for village, but some say tax burden is being shifted to residents

One of Maywood’s oldest businesses came before the village’s Board of Trustees earlier this month to ask for a significant tax break as it experiences turbulent market conditions and a change in its financial fortunes amid plans to expand its operations.

National Cycle Inc., a motorcycle windshield manufacturer located at 2200 S. Maywood Dr. in Maywood, had earlier this year gotten zoning approval to build a roughly 28,000-square foot addition near its current facility.

The construction of the additional facility was supposed to begin this month, but those plans have been put on hold due to See NATIONAL CYCLE on page 4

‘We’re ready to go,’ says developer Developer wants to build retail, restaurants on First and Lake

A developer who wants to build a complex of restaurants and retail stores on the corner of First Avenue and Lake Street in Maywood urged village officials during a recent Board of Trustees meeting to speed up the process of completing the project.

“We’re waiting, ready to go,” said Charles H. Walsh, Jr., a partner of Walsh Partners, a real estate and development company based in Elmhurst, during a Sept. 4 regular meeting.

“The sooner we can get this going, the sooner we can get the buildings built, [the sooner] you’ll have your tax revenue,” he said.

“I just want to create a sense of urgency.”

Walsh, along with William Paul, the president of Xsite Real Estate, another partner in the development, presented their redevelopment plans to the village board back in December.

Commemorating Bataan On Sunday, Sept. 9, at Maywood Veterans Memorial Park, located at the corner of 1st Ave. and Oak St. in Maywood, the Maywood Bataan Day Organization held its annual Maywood Bataan Day Service.

The service began with a concert of military and other appropriate musical pieces presented by the US Navy Great Lakes Ceremonial Band under the direction of Chief Musician Brandon Banbee. Afterwards, there was a color guard presentation to kick off the service.

The guest speaker was the Philippine Consulate General in Chicago, Consul General Gina A. Jamoralin. The event also featured a special tribute to Northica Stone, the founder of the West Town Museum of Cultural History.

Harpo the Clown has brought laughter to presidents During the last day of the 2018 Taste of Melrose Park, held this past Sunday, the popular Harpo the Clown opened up (in his own way) about his life as a performer. Silently, he presented one photo after another of the people he’s made laugh throughout his nearly 50-year career.

He mimed or silently mouthed answers to a barrage of questions, sometimes writing out his responses.

Harpo (he requested that we refer to him by his professional name) was born in Westlake Hospital in Melrose Park and grew up in Bellwood.

In 1970, he graduated from Proviso East High School, where he played baseball with Melrose Park Mayor Ron Serpico.

Harpo, who lives in California, drove three days from his home to be at the Taste, an event that he’s attended each year for nearly a decade now.

The trip is both business and personal sojourn. Harpo started out as a clown 42 years ago, in Slicker Sam’s Restaurant in Melrose Park and he’s been a full-time clown (with a serious clientele) ever since.

If you look closely, you’ll see a patch bearing the seal of the President of the United States of America stitched onto the sleeve of Harpo’s costume.

He got that seal working parties and golf outings for former president Gerald Ford in the 1980s and 1990s in Vail, Col., a small resort town at the base of a mountain, and in Palm Springs, Cal. Harpo’s many photos also show him with a veritable who’s who of politics and culture — Eugene Cernan, the astronaut and fellow Bellwood native; former president and first lady George H.W. and Barbara Bush; Playboy founder Hugh Hefner; entertainer Liberace; and former secretary of state Condoleezza Rice.

Many of those photos are taken on golf courses, so I asked, ‘Ever golf with President Ford?’

Harpo nodded his head and, gesturing as if he were on the green, tee’d off.

Taste of Melrose Park a success

Tradition and people key ingredients of the annual event, planners say

Rain may have temporarily dampened the festivities on Friday and Saturday during this year’s Taste of Melrose Park, held Aug. 31 through Sept. 2, but the showers were nothing that volunteers and staffers like Kevin Murphy couldn’t handle.

After all, Murphy, a longtime Taste volunteer and Melrose Park employee, remembers the storm that blew through the Taste one morning “about six or seven years ago.”

That year, gale force winds knocked down speakers on the north stage and the “entire back end of the Taste was under water,” Murphy recalled. “Kids were riding their bikes through it.”

Even then, though, the sound was back to normal within a couple of minutes. The beat, and the flavors, went on.

The Taste of Melrose Park is itself a force to be reckoned with, organizers of the event said during interviews on Sept. 2, thanks to a small army of longtime volunteers and staffers like Murphy who work unheralded behind the scenes.

“Everybody knows their job and we all work together to make it what it is,” said Patti Dindia, Melrose Park Mayor Ron Serpico’s executive secretary and one of the fest’s lead organizers.

Some of the hundreds of volunteers and staffers have been working the fest for years and have done multiple tours of duty in a variety of roles.

“I used to do the beer tent and then I went into the wine garden and now I’m in the information booth,” said volunteer Rosale Manzo.

“I think all of us have moved around,” said Murphy, who also manned the information booth. “I was the main stage electrician years ago.”

The event’s special sauce, said Dindia, is the food. Each serving is $3 and there’s one of everything, so no food type is duplicated.

You’d be hard-pressed to find a similar concentration of homemade, traditionladed Italian American offerings practically anywhere else in the Chicago area, she said.

has long boasted having more food vendors than the Taste of Chicago, although each year the number of vendors vary at the two events.

Regardless of the given year, though, the Taste of Melrose Park has more vendors per capita.

This year’s Taste of Chicago, which was held in July and attracted more than a million people, featured 73 food vendors, according to reports. The Taste of Melrose Park, which regularly attracts between 100,000 and 300,000 people, typically features between 60 and 80 food vendors.

Roughly a decade ago, the Illinois Festival Association ranked the Taste of Melrose Park the second-best event of its kind after the Taste of Chicago. Dindia and Murphy, however, said that the rankings can just as well be reversed.

“Most of the food that’s here is homemade,” said Murphy. “It’s not stuff that’s commercial. This is homemade stuff.

I have food here I only have once a year, because it’s here. You can’t get it anywhere else.”

Scudiero’s Italian Bakery & Deli, located at 2113 W. Lake St. in Melrose Park, is a mainstay at the annual event. In fact, the store, which has been in the village since 1954, was present at the first Taste in 1981.

“We make everything from scratch,” said Frank Scudiero, who runs the restaurant along with his brothers Aldo and Anthony.

“The dough, the sauce, the sausage meats.”

Pam Laraia, who manned a booth that sold homemade ravioli, said that her father, Vinnie Laraia, was one of the founders of the Taste in 1981.

“The guys started at the time when [C. August Taddeo] was mayor,” she said. “They were sitting around talking about [the concept] and they Auggie said you talked about it, so go start it. We were on 25th Avenue when it first started and there were only about [a dozen stands].”

The dozens of food vendors that line the grounds of the Taste these days are all echoes of the vendors present at the

inaugural Taste some four decades ago.

The food is simple, hand-crafted, hearty and rich — from the pepper and egg sandwich garnished with Giardiniera made by Paula’s Cafe (located inside of Al Piemonte Ford, 2500 W. North Ave.) to the sfingi (an Italian deep-fried pastry that’s stuffed with ricotta cheese and rolled in sugar) made by the Missionary Sisters of St Charles Borromeo Scalabrinians.

“This is such a tradition in this town,” said Carl Dote, who along with his wife, Paula, own Paula’s Cafe.

“This is the best fest in the three-state area,” he said. “There’s nothing like it and we’ve been to a few. We’ve had booths in a few. Nothing compares to this fest. We are the best.”

The food even attracted visitors from out of state, such as Kim Mattarrese Rectenwald, who came from Dallas, Tex. Rectenwald was in Melrose Park to surprise her cousin, Frank Matarrese, who works for the village.

This is her second year in a row making the trip to Proviso Township just to attend the event.

“Everybody knows you can’t get good Italian food in Texas,” she said. “This is about family. This isn’t just restaurants.

They’re family members. Everyone who works here does it from their heart and everybody else benefits in their tummy.”

1ST AND LAKE Ready, set... from page 1 the historically significant Maywood Soldiers’ Widows Home; the vacant parcel on the northwest corner of First and Lake; and the vacant parcel on the northeast corner of First and Lake, behind Burger King. Collectively, the parcels, which are all owned by the village, are often referred to as the Soldiers Block.

Paul said in December that he and his collaborators would renovate the Soldiers Home while maintaining its distinctive Georgian Revival architecture. Echoing the recommendations of other architects and planners, Paul said that the building is most suitable for use as medical or office space.

Since then, however, village staff members, architects and developers have honed in on a plan that is close to shovel-ready, but it only entails developing the northwest corner parcel. The Soldiers Widows home and the northeast parcel will not be redeveloped as part of the preliminary plan that the developers presented earlier this month.

NATIONAL CYCLE Relief in sight? from page 1 a large bid that fell through, National Cycle representatives said during a regular board meeting on Aug. 4.

“The situation that occurred with the expansion was out of our control,” said Patrick Miguel, a National Cycle representative, during Tuesday’s board meeting. “We had acquired a bid with a worldleading … supplier I won’t name, but that bid fell through at the last possible moment.”

Miguel was before board members requesting that they sign off on a Cook County Sustainable Emergency Relief Class 6b property tax incentive, also known as a Class 6b SER. As he made his presentation, around two dozen National Cycle employees sat in the audience.

The tax break only applies to companies located in the same facility for 10 years, operate in property that is used for industrial purposes and shows evidence of at least three of 13 “factors of blight.”

The company must also provide a detailed explanation and financial analysis showing why the tax break is “necessary for the company to maintain operations at its current location,” among other criteria, according to a summary of the financial incentive provided by the county.

A resolution passed by the village board is also required in order for companies to secure the Class 6b SER tax incentive.

According to financial projections provided by National Cycle, the company paid $226,201 in property taxes in 2017.

“Initially,” said Josh Koonce, Maywood’s planner, “the developer and architect presented more of a strip mall-style development with a setback far from the street.”

Koonce said that he and other staff members recommended that the architect “investigate a more traditional site layout that fits within the goals of the comprehensive plan for pedestrian-oriented environment and also within the village study we have on file for the site.”

The study Koonce was referring to was conducted by Landmarks Illinois and two architectural firms explores the best development uses for the Soldiers Block.

Koonce said that Walsh and Paul “came back with a concept that really reflects the study,” adding that, although the concept is still in the early stages, “I think it’s a really exciting site plan.”

Koonce added that the revised plan that the developers presented is very similar to a development concept for the northwest parcel that is included in the Landmarks Illinois study.

Paul said that the proposed development includes two separate buildings and will echo the Georgian Revival architecture of the nearby Widows’ Home. The early

plan features 9,100 square feet of ground commercial space, a parking lot that is tucked behind two newly constructed buildings and a community plaza that could include pavers, benches and “welcome to Maywood” signage.

“We’re dealing with a lot of national firms,” Paul said, adding that “we could literally build this plaza up with national restaurants.”

Village officials said that there’s already a redevelopment agreement in place. In December, Paul said that new construction for the area could run about 16 weeks — “from breaking ground to delivering tenants.”

Once construction is finished, he said, it typically takes new tenants at least four

reduced that tax bill by 60 percent, to $90,481.

If given the tax break, National Cycle could see $135,720 shaved off of its property tax bill each year for 10 years, from 2018 through 2027 — amounting to $1,357,000 million in savings to the company during that time period.

Miguel said that National Cycle needs the tax break in order to continue with its plans to expand its manufacturing operation and in order to stay in Maywood. The company has operated in Maywood for 82 years and employs around 150 people, roughly 50 of whom live in the village, representatives said.

Cook County Commissioner Richard Boykin (1st) attended the board meeting to offer his support for National Cycle.

“Economic development is very important,” Boykin said. “I’ve been to National Cycle and I know what they do.

They’re good people and they do great work.

The county fully supports their application for [the Class 6n SER incentive.”

But some residents and village officials wrestled with the idea of giving up that much property tax revenue.

“If we approve this particular request, what’s going to happen is the residents will have to pick up that difference,” said Maywood Village Manager Willie Norfleet, Jr. Since Maywood collects 58 percent of that property tax revenue (the other portion goes to other taxing bodies, such as the library and schools), those savings to National Cycle could translate into around $787,000 in lost tax revenue for the village over the course of a decade, Norfleet said.

Norfleet added that the village had already granted National Cycle a Class 6b tax incentive related to its proposed expansion.

“The board has approved a reduction in taxes on the proposed new addition without

any problem,” Norfleet said. “What has occurred is [the company has] asked for a reduction on [the] entire [existing facility].”

Maywood Trustee Kimyada Wellington said that the village “showed good favor when we approved the 6b for the expansion,” adding that the company should understand “the status of the village. We don’t have any money and we’re putting this back on the residents.”

Two residents who spoke during public comment voiced their opposition to the notion of extending even more tax breaks to National Cycle.

“The taxes in Maywood are already high,” said resident Robert Clark. “To sit here [and give the company a tax incentive while] we can’t get the streets repaired — that’s a big pill to swallow.”

Gloria Clay, a Maywood resident and member of the police and fire commission, said that “I’m not in favor paying nobody’s bill; I can barely pay my own. I wish you guys will reconsider and make sure taxpayers don’t get stuck with the bill.”

National Cycle’s president and CEO, Barry Willey, said that the company’s contribution to the village “is more than just property taxes … These manufacturing jobs have a multiplier to their value.”

Miguel said that the village would be in worse shape if National Cycle moved its operations and employees out of the village to an area with lower property taxes. He said that the company has moved twice in its 82 years in the village “and every time we moved, the building did not get purchased and there was no tax revenue from that previous building we moved out of.”

He added that National Cycle has “never asked the village for economic support in” its 82-year history. Miguel said that he’s

months to move in before opening for business. At the time, he had hoped that construction on the project could start sometime in 2018.

According to a Dec. 19 memo drafted

by Angela Smith, Maywood’s business development coordinator, and David Myers, the assistant village manager, returning the village-owned northwest corner parcels of land to the rolls would result in an estimated $125,000 in new property tax revenue and an as yet unknown amount of sales tax revenue.

“Going forward, staff will work with the developer to review submittals for elevations, building materials, parking, sidewalks, building signage, site lighting, and any other site components, and to determine if any zoning relief will be required for this site,” village officials said in a memo released this month.

For Walsh, those next steps can’t come quickly enough.

“We just hope that this can be concluded sooner rather than later,” he said, adding that the process “is taking a little longer than we expected.”

confident that the company will be able to continue its expansion efforts if they receive the Class 6b SER, which some village officials said the company has earned.

“We have a business that has been in the community for 82 years and we shouldn’t throw that out the window,” said Trustee Isiah Brandon.

“I’ve been concerned for quite some time about maintaining businesses in the village of Maywood,” said Trustee Henderson Yarbrough, a former mayor of Maywood. “I know that we’ve lost businesses due to the high tax rate on commercial properties and we haven’t really come up with a way, until now, to offer any kind of relief to those who have been here supporting this village for many, many years.”

Maywood Mayor Edwenna Perkins said that she was also in support of the proposed tax break for National Cycle.

“The citizens of Maywood want business,” she said. “We cannot give them business, unless we give [the businesses] some support.”

The board voted 5-1 in favor of a motion that called for the matter to be moved to the next board meeting on Sept. 18, where the board will vote on whether or not to finalize the resolution in support of giving National Cycle the Class 6b SER. Wellington voted against the motion. Trustee Melvin Lightford was absent.

The village officials in support of giving National Cycle directed village staff and attorney Michael Jurusik to make the tax break contingent on the company completing its expansion, which they said could potentially offset at least a portion of the $1.4 million in projected tax revenue that the village could lose.

Maywood officer involved in shooting A Maywood police officer was involved in a shooting on Sept. 9, according to law enforcement officials.

Sources at the scene said that the police may have been responding to an armed robbery inside of Burger King, 49 W. Lake St. in Maywood. Officials did not confirm the time of the incident, but authorities had the scene taped off by 9 p.m.

Around a dozen bright orange cones on First Avenue, just west of the Burger King, marked where police found bullet casings.

Damien Harvey, a Maywood resident who lives nearby, said that he went to the scene of the shooting several minutes after hearing around 10 to 15 shots fired.

When he arrived, he saw a man who appeared to be the suspect on the ground and the officer who may have been involved.

“It was chaotic, because it wasn’t roped off and traffic was still coming through,” Harvey said, adding that an accident occurred moments after the shooting.

A vehicle that appeared to be totaled sat in the parking lot of the nearby Walgreens, a crowd of onlookers surrounding it.

Harvey said that he could not see the condition of the suspect, but the officer appeared to be responsive to medical treatment. Witnesses at the scene said that two police officers were taken to Loyola University Medical Center in Maywood as protocol.

“They were in the ambulance working on the officer for about 10 minutes and he was up walking and everything, so I don’t think his condition was that serious,” Harvey said of the officer involved.

A video posted to Facebook that appeared to capture the incident shows what appears to be a Maywood Police officer firing at least a dozen shots at a suspect apparently running out of the Burger King.

A gun that appeared to belong to the suspect could be seen in the video posted to Harvey’s Facebook account.

During an interview on Sept. 10, Maywood Police Deputy Chief Elijah Willis said that the Illinois State Police are currently investigating the shooting incident, as is protocol in the wake of officer-involved shootings. The officer, he said, was not injured.

He said that the suspect was shot, but was still alive as of Monday afternoon.

Maywood bookstore completes expansion in time for 25th anniversary Afriware Books is still located in the Eisenhower Tower, 1701 S. 1st Ave., but the store has moved from a suite on the fifth floor to Suite 400, on the fourth floor of the building.

The store’s owner and president, Nzingha Nommo, said in a letter emailed to clients that the new locations has three times the space a “beautiful view.”

Maywood village manager gets pay raise, contract extension During a regular meeting on Sept. 4, the Maywood Board of Trustees unanimously voted to renew the employment agreement for Maywood Village Manager Willie Norfleet, Jr. Trustee Melvin Lightford was absent.

Norfleet, who was hired in 2015, will receive a bump in pay, with his salary going from $140,000 to $150,000.

He’s also eligible for a $15,000 annual performance bonus in 2018 and another performance bonus, not to exceed $15,000, in 2019, according to a memo drafted by village attorney Michael Jurusik. Norfleet’s employment agreement is effective for one year, until April 2019.

The board had reached a consensus on this current agreement during an Aug. 21 closed meeting.

In addition to the bump in salary and the performance bonuses, this new agreement also features an increase in the village match of any contributions made by Norfleet to a deferred-compensation retirement plan.

The village match was increased from a maximum of 3 percent of Norfleet’s annual salary to a maximum of 5 percent of his salary.

Bank on Mannheim Road robbed, suspect wanted The FBI is looking for a man suspected of robbing a bank in Westchester on Sept. 5, according to a statement the agency released on Sept. 6.

The suspect — described as an African American male with light complexion — was reportedly wearing black pants, a black shirt, a black mask and black gloves when he robbed BMO Harris Bank, 10500 West Cermak Rd. in Westchester on Sept. 5, at around 3:12 p.m.

The agency described the incident as a “non-takeover robbery,” which means that the suspect conducted the crime without drawing the attention of customers. FBI officials did not disclose how much money was stolen.

As of Monday afternoon, the FBI is offering a reward of up to $1,000 for information leading directly to the arrest of the unknown suspect.

Anyone with information regarding this unknown suspect should contact the FBI’s Chicago Field Office at (312) 421-6700.

In the statement, the FBI explains that “if you have any information concerning this case, please contact your local FBI Office or the nearest American Embassy or Consulate. You can also submit a tip at: tips. fbi.gov.”

Urban Partnership Bank acquired by Providence Bank & Trust In a joint statement released on Sept.

6, Providence Bank & Trust and Urban Partnership Bank announced that they have reached an agreement for Providence to acquire Urban Partnership. The two banks will combine their operations.

“Pending regulatory approval, Urban Partnership Bank, a community development financial institution and minority depository institution with approximately $450 million in assets, will operate under the name Providence Bank & Trust,” according to the statement.

Providence has 12 locations throughout the Chicago area and Northwest Indiana. Urban Partnership Bank, which was founded in 2010 in order to provide financial services and products to under-banked communities, has four Chicago area locations — including one 4310 St. Charles Rd. in Bellwood.

According to the Chicago Sun-Times, “Providence will maintain the four Urban Partnership branches.” Providence has approximately $630 million in assets.

Student suspensions down at East, PMSA, data shows Restorative justice practices cited as one reason for drop

During the 2017-18 school year, the number of in-school and out-of-school suspensions drastically decreased at Proviso East High School compared to the year before, according to information obtained by the Forest Park Review through a Freedom of Information Act request. The number of out-of-school suspensions also decreased at Proviso Math and Science Academy (PMSA).

“When students engage in a behavior infraction, the function and the cause of the behavior are considered when determining the best intervention or consequence,” Nicole Howard, assistant superintendent of academics and student and family services, said in a statement. “This reduces the reliance on harsher consequences like suspension.”

Last school year, 171 students at Proviso East were charged with 249 total in-school suspensions, down 62 percent from the 648 issued the school year before. Students spent about 246 days in in-school suspension during the 2017-2018 school year. The most common reason students faced in-school suspension was “disruptive behavior,” like

talking too much in class, with 71 discipline referrals issued for the charge.

When it comes to out-of-school suspensions, 101 students faced 123 total out-of-school suspensions, down 4 percent from the school year before. Proviso East students spent nearly 226 days in out-of-school suspension.

The most common reason students faced out-of-school-suspension was “fighting,” with 60 discipline referrals issued for the charge during the school year.

One student was expelled from Proviso East last school year, while no students faced expulsion the year before. The district said it “did not have details right now” regarding the expulsion.

“Only the most egregious behaviors can result in an expulsion,” Howard said in her statement. Students can be expelled for bringing firearms, knives, or any type of weapon to school or a school-sponsored event, according to the Illinois School Code.

At PMSA, six students were charged with out-of-school suspensions last year, spending 17 total days outside school. The most common reason was drug use and possession, with three counts of this type issued. The district does not define alcohol as a drug.

No in-school suspensions were issued.

“Throughout the year, restorative practices are ongoing,” Bessie Karvelas, principal at PMSA, said in a statement.

“We give our students social-emotional support; parental conferences are also ongoing,” she said. “Counselors and administrators continually meet with students to reinforce supports that have been put in place.”

Schools across Proviso High Schools District 209 operate on a restorative justice theory of discipline, which aims to teach students to resolve their problems through mediation, reflection and agreements.

If students get in a shouting match in a hallway, for example, peers are given the opportunity to work out their issues in a “peace circle,” which involves the parties sitting in a circle with a mediator who gets them to talk about the incident, why it happened and how it can be fixed.

“This gives students the opportunity to reflect on, and take ownership of, their behaviors, understand why it was inappropriate, and take actions to make things right,” Howard said in the statement.

Chicago Magazine ranked Proviso Math and Science Academy as the third best public high school in suburban Cook County in its “Best Public Schools” review of 2,000 elementary, middle and high schools in the city and suburbs. The high ranking is a slight decrease from Chicago’s most recent review in 2016, which then gave PMSA the top spot.

“Proviso’s graduation rate has held at 100 percent the past four years,” the magazine noted, also mentioning that PMSA spends $7,811 per student — the lowest of the top 20 finishers — that 90 percent of PMSA freshman are “on track,” and that 74 percent of students achieve “SAT attainment.”

Experts from the University of Chicago Urban Education Institute, along with the research nonprofit RTI International, compiled the rankings by analyzing spending per pupil, attendance, graduation, 5Essentials survey responses, among other criteria.

The definition of insanity A story recently aired on WGN Channel 9 news about Maywood’s high water bills, which are happening because of many reasons.

An antiquated software billing system still prints out estimated, instead of actual water bills, even though the village has within the last three years installed new water meters.

The village residents have for many years been absorbing the costs of water that is wasted into the sewers on a regular basis due to broken water main pipes that have not been fixed.

Village Manager Willie Norfleet, Jr. identified 22 known leaks of water from old water pipes that have not been fixed. That water is going into the sewer and we are paying for it.

Public Works Director John West has been in charge of that department for years and has known about the leaks, but has not come up with solutions on how to fix them.

He is paid a substantial salary from our tax dollars. From the looks of our town, he does not deserve that salary.

employees were taking payments from residents, including seniors, and paying other people’s water bills. Several people lost their jobs. Satchell didn’t.

Not only are the taxpayers giving her a nice salary each year, we are also paying another employee in the finance department a nice salary to do the work of the finance director, because the finance director, who makes more than $90,000, has an MBA in business — not a CPA in municipal government or in finance.

Just like last time, Maywood is on the TV news because of water billing problems.

Those employees that stole are gone, but the finance director is still here.

Norfleet oversees all of the village department heads. All of these individuals are collecting more than $90,000 salaries and they are overseeing the same village services that residents have been complaining about for years and years.

If you have the same people doing the same jobs, you keep getting the same

results. When will these department heads start being held accountable for the job that they are not doing — which is to provide quality village services paid for by our tax dollars?

Maywood, isn’t it time for credentialed, qualified people to not only be hired and work in the village’s various departments, but also to start overhauling software programs that have not been working and implementing new ones, and to start improving all of our village services for all of the residents to see?
