Administrators in District 89 and District 209 recently announced that students in those districts will start school remotely.

The decisions come a few weeks after those districts initially announced that they would start school on a hybrid model, which would have meant students being in class twice a week.

Back in late June, Gov. J.B. Pritzker announced that school districts were allowed to reopen as part of the state’s Phase 4 recovery plan, but since then the number of COVID-19 cases in the state has started to rise again. The governor initially ordered schools closed, along with other governmental and business activities, in late March.

In suburban Cook County, the 7-day moving average of positive COVID-19 cases jumped from 146 on July 4 to 280 on July 22, according to data provided by the Cook County Department of Public Health.

Biomat USA listed on LoopNet for $2.2M, sued by man who claims company violated his biometric privacy

The Biomat USA Plasma Center at 215 Madison St. In Maywood is listed for sale on LoopNet for $2.2 million. The LoopNet listing was apparently created on March 9 and last updated on July 27.

The sale is happening as Biomat USA fights a lawsuit that was filed earlier this year by an Illinois plasma donor who alleges that the company violated his biometric privacy by requiring that he provide fingerprints, iris scans and facial

photograph as a condition for donating plasma.

Multiple attempts on Thursday and Friday to contact representatives of Grifols, Biomat’s Los Angeles-based parent company, were unsuccessful.

District 89 Supt. David Negron announced the about-face in a letter sent to parents, students and staff on July 27. The Proviso Township High Schools District 209 school board authorized the change to full remote learning at a July 29 special meeting.

In his letter, Negron said that since his July 16 communication announcing the hybrid model, which would have entailed students attending classes on-site twice a week and doing remote learning three times a week, “COVID-19 cases in our country, state and surrounding communities have continued to increase.

“Therefore, for the safety and wellbeing of our students, families and staff members we will be starting the school year remotely (e-Learning). We will continue to monitor the situation and, if possible, we will return to in-person instruction once it is safe to do so.”

With the announcement, D89 joins Bellwood District 88 and Lindop District 92 in implementing a full remote learning plan for the fall. District 89 students will start the school year on Aug. 24.

During a special meeting on July 29, Interim D209 Supt. Dan Johnson also referenced rising positivity rates across the state, county and in Proviso Township.

Johnson presented board members with a decision matrix that governed the administration’s decision to switch from a hybrid reopening plan, which they presented to board members at a regular meeting on July 14, to a full remote learning plan.

Among the thresholds for determining a switch to remote learning was that the 7-day rolling average positivity rate for any D209 zip code exceeds 8 percent for three consecutive days and that if at least 10 percent of classroom teachers were unavailable to support onsite instruction to a variety factors, such as sick leave.

Johnson said that “at least one Proviso community has been at or above” the 8 percent positivity rate for at least three days and the “positivity is in the caution area (greater than 6 [percent]) in two other communities.”

In addition, as of July 28, 13 teachers have requested accommodations, meaning that they are not available for instruction and substitutes are required.

“This would mean that the district would be at 5 [percent] of teachers requiring substitute prior to the start of school,” Johnson explained in his presentation. “This does not include any normally-occurring absences due to nonCOVID-19 related factors.”

Angela Lanzillotti, the vice president of the Proviso Teachers Union, said that the union recommends full remote learning for the 2020-21 school year.

“We know that our members want what’s best for students and to be back with their students, but the stakes are too high to return to blended learning, yet alone in person instruction right now,” Lanzillotti said, before citing the results of a survey that polled teacher sentiment related to reopening.

Lanzillotti said that 212 out of the union’s 257 members, or 82 percent of the

membership, completed the survey (90 from Proviso East, 81 from Proviso West and 41 from Proviso Math and Science Academy).

She said that 35 percent of respondents, or 75 teachers, indicated that they have underlying health conditions that put them at greater risk for COVID-19, with 30 teachers indicating that they would need special accommodations.

Lanzillotti said that more than half of respondents indicated that they have family members or people they’re in close contact with who have underlying health conditions that put them at greater risk of becoming seriously ill with the virus while 23 percent of members said that they have young children of their own and would be put in a difficult to impossible situation if the district returned to onsite instruction.

Fifty-nine percent of teachers surveyed, or 125 members, said they would feel unsafe returning to class and prefer full remote learning, Lanzillotti said. Ninety-two percent of respondents, or 195 teachers, said that they are either somewhat or very concerned about the health implications of resuming inperson instruction.

During his presentation, Johnson explained that returning students to the classroom twice a week would mean hiring additional personnel like restroom monitors, school entry monitors and quarantine room monitors. He said that administrators would also likely have to build tents outside of school buildings to accommodate the quarantine rooms necessary for containing positive cases,

District 209 administrators said that lunch will still be provided for students who are learning remotely. Procedures for picking up the meals will be released before the school year starts, they said.

Under the hybrid plan, students would have been assigned to Group A and Group B, with roughly half the student population assigned to each group.

Group A students would have been on-site in classes Monday and Tuesday, and learning remotely on Wednesday and Friday, district administrators said.

Group B students would have been onsite Thursday and Friday while learning remotely on Monday and Wednesday.

The new fully remote schedule, which already comprised around 60 percent of the hybrid plan, does not include those A/B groupings and accompanying accommodations. Administrators said that remote learning will start Aug. 17.

Attendance for full remote learning is required and will be taken each period, administrators said. The process for reporting student absences will be largely similar to what was in place before the pandemic, they said.

The district is planning two training sessions “on the expectations of the remote model and use of related technologies” for parents. The sessions, which the district will livestream, will take place at 5:30 p.m. on Tuesday, Aug. 11, and at 8:30 a.m. on Wednesday, Sept. 2.

NEWS briefs Construction on Broadview green alleys to start this month, village officials say Construction on a series of new green alleys in Broadview will start this month, village officials said at a regular meeting on July 20, where the board voted unanimously on a firm to construct the alleys.

The three alleys slated for improvement are between Harvard and Fillmore streets — from 24th to 23rd avenues, 22nd to 21st avenues and 19th to 18th avenues, said Chris Baker, the village’s project engineer.

J. Nardulli Concrete was the lowest bidder among five companies that submitted them. Nardulli’s total bid was $603,614. The company anticipates starting work on the alleys on Aug. 10 and finishing work by the end of September, Baker said.

Broadview was one 20 municipalities that were awarded grants for constructing green alleys last year by the Metropolitan Water Reclamation District of Greater Chicago.

Maywood also received a grant.

“Green infrastructure is designed to capture water and allow it to infiltrate into the ground before it enters the traditional conveyance system,” the reclamation district explained in a statement released last December announcing the awardees. “This helps to reduce the amount of runoff that causes flooding when drainage systems are overwhelmed by increasingly intense rain events.”

Maywood man who shot Chicago Police while in custody charged A Maywood man who while in custody at a Chicago police station on July 30 shot multiple Chicago Police officers, has been charged with six counts of attempted murder, along with other felony charges, according to multiple media reports.

“Lovell Jordan of Maywood pulled a gun and started shooting at officers Thursday morning as officers tried to escort him from a police vehicle to the Grand Central district lockup, authorities said,” Patch reports.

“Jordan is expected to appear in bond court Friday. He also faces six other felony charges for possession of a stolen car, drugs, unlawful use of a weapon and being an ‘armed habitual criminal, and two misdemeanor charges for resisting arrest, police said.’”

The Maywood hospital is “nationally ranked in 5 adult specialties specialties and rated high performing in 5 adult specialties and 6 procedures and conditions,” according to the U.S. News website.

The five specialty categories in which Loyola is ranked nationally include: Gastroenterology & GI Surgery (21st in the U.S.), Nephrology (37th), Pulmonology (45th), Cardiology & Heart Surgery (48th), and

Neurology & Neurosurgery (50th).

The five specialty categories in which the hospital is high performing include: Cancer, Diabetes & Endocrinology, Geriatrics, Orthopaedics and Urology.

Gottlieb Memorial Hospital — located at 701 W. North Ave. in Melrose Park, and which is part of Loyola Medicine — was ranked high performing in heart failure.

U.S. News officials said that “134 hospitals out of more than 4,500 were nationally ranked in one specialty, while 563 were ranked among the Best Regional Hospitals in a state or metro area.”

“The data used in the 2020-21 Best Hospitals rankings and ratings come from a period predating the COVID-19 pandemic and were not affected by the pandemic’s impact on hospitals,” the magazine explained. “The U.S. News Best Hospitals methodologies are based largely on objective measures such as risk-adjusted survival and discharge-to-home rates, volume, and quality of nursing, among other care-related indicators.”

This year, two Illinois hospitals ranked in the top 20 “Best Hospitals Honor Roll” — Northwestern Memorial Hospital, Chicago and Rush University Medical Center, Chicago.

Pipeline to pay Melrose Park $1.5M over controversial Westlake Hospital closing The owners of Westlake Hospital recently agreed to pay the village of Melrose Park $1.5 million, according to a July 27 Chicago Tribune report. The Tribune reported that the village board approved the settlement last week.

In March 2019, Melrose Park sued Pipeline Health, the California-based private firm that had purchased Westlake Hospital, 1225 W. Lake St., in January of that year, only to announce in February that it was closing the roughly century-old community hospital.

In its lawsuit, Melrose Park alleged that Pipeline’s principals misled village officials during the purchasing process about their intentions for the hospital — an allegation that Pipeline called “defamatory and false.”

First Student of Maywood drivers, monitors ratify first Teamsters contract Officials with Teamsters Local 777 announced in a July 17 statement that the drivers and monitors who work for First Student of Maywood, 1207 Greenwood Ave. in Maywood, ratified their first collective bargaining agreement since joining the International Brotherhood of Teamsters Local 777 last year.

The roughly 220 drivers and monitors provide student transportation for public schools in Maywood and Chicago, according to the Teamsters statement.

According to the statement, the contract features “extra benefits including a newly installed retirement plan, vision coverage and more paid holidays.”

Teamsters officials said that, in addition to the new contract, “the Maywood drivers and monitors are also covered by the First Student National Master Agreement, of

which a tentative agreement is being voted on for ratification by Teamsters employed by the company all across North America starting next week.”

Representatives with Maywood First could not be reached for comment on July 22.

The bus drivers and monitors employed by the Maywood location of First Student, the Cincinnati-based school transportation company, voted overwhelmingly in November 2019 to join the Teamsters.

The workers had previously been members of Service Employees International Union Local 73, Kara Deniz, the Teamsters’ press secretary, told Village Free Press at the time.

Deniz said that the workers switched unions, in part, because of the Teamsters’ national agreement with First Student, which is a subsidiary of FirstGroup, a transportation conglomerate based in Scotland.

IHSA to have four short sports seasons in 2020-21 [By James Kay/Wednesday Journal] For months, the IHSA has attempted to get high school athletes back out on the field. After retreating from its initial Phase 4 Return to Play guidelines, the association has decided to attempt a four-season format that would push back the start date for sports considered to be at “higher risk.”

While the situation is still fluid, the plan is that the fall season will consist of golf and cross country along with girls tennis and girls swimming and diving. The first season will run from Aug. 10 to Oct. 24.

Most notably, fall sports including football, boys soccer and girls volleyball will be moved to the spring, since they are considered to be higher-risk sports.

The sports that will compete in the winter season (Nov. 16 to Feb. 13) are basketball, wrestling, boys swimming, cheerleading, dance, bowling and girls gymnastics. The spring (Feb. 15 to May 1) will include football, boys soccer, girls volleyball, badminton, boys gymnastics and water polo.

A new summer season (May 3 to June 26) will be occupied by baseball, softball, track and field, girls soccer, boys volleyball, lacrosse and boys tennis.

The announcement from the IHSA comes after Gov. J.B. Prtizker’s July 29 press conference, where he announced youth and adult recreational sports would be restricted to a large extent. The state breaks down what goes into the classification of a higher-, medium- and low-risk sport.

The sports considered to be at higher risk are boxing, competitive cheer, competitive dance, football, hockey, lacrosse, martial arts, rugby, ultimate Frisbee and wrestling.

The sports considered to be at medium risk are basketball. fencing, flag football or 7-on-7 football, paintball, racquetball, soccer, volleyball, water polo and wheelchair basketball.

The sports considered to be at low risk are archery, baseball, badminton, bowling, climbing and crew, cross country, cycling, disc golf, scholastic golf, gymnastics, horseback riding, ice skating, ropes courses, sailing, canoeing, kayaking, sideline spirit, skateboarding, softball, swimming and diving, tennis, track and field and weight lifting.

COVID-19 cases up 13% in Proviso from last month

As of Aug. 2, nearly 50K COVID-19 tests administered in Proviso, more than 4,300 positive cases, state health data shows

As counties in central and down state Illinois experience rising COVID-19 cases — prompting state officials to threaten to reimpose social and economic restrictions that were enforced before the state entered its Phase 4 reopening — Cook County areas like Proviso Township are struggling to keep COVID-19 rates at least flat.

As of Aug. 2, according to Illinois Department of Public Health (IDPH) data, there were 181,943 confirmed positive cases of COVID-19 in Illinois and 7,517 deaths. Roughly 2.8 million tests have been performed in the state since the pandemic hit hard in March.

In suburban Cook County (which does not include suburbs with their own health departments like Oak Park, Evanston, Skokie and Stickney Township), there were 41,965 confirmed cases and 1,798 deaths, according to Cook County Department of Public Health (CCDPH) data.

The West Suburbs, which includes Proviso Township, has the highest infection rate among the four suburban districts in the

county, with 2,396 per 100,000 people, county health department data shows.

The 7-day moving average of COVID-19 cases in suburban Cook County has trended upward, from 148 on July 4 to 208 on July 29.

According to IDPH data, there have been a total of 551,952 COVID-19 tests in suburban Cook County, as of Aug. 2. The number of total positive cases totaled 45,112, with 2,107 COVID-19 deaths.

The IDPH data differs slightly from the CCDPH data.

Pritzker unveils overhaul of juvenile justice system

New model for Department of Juvenile Justice based on reducing harms of incarceration

SPRINGFIELD – The state of Illinois plans to begin placing minors in the justice system in smaller, community-based detention centers that focus more on providing intervention services and education.

Gov. JB Pritzker and Lt. Gov. Juliana Stratton announced plans to overhaul the juvenile justice system during a news conference on July 31 in Chicago.

A four-year blueprint split into three phases would move the Department of Juvenile Justice from “an antiquated theory of juvenile incarceration” in larger holding facilities into what the governor called a “21st century transformative model.”

Phase 1 is to start immediately with increased investment in community-based interventions and re-entry programs. Phase 2, starting next year, involves housing incarcerated youths in smaller, dorm-like

facilities closer to their homes. Phase 3, also set to begin next year, would involve continued investment into communities and the transfer of prison-like facilities from DJJ to the Illinois Department of Corrections for housing overflow adult prison populations.

According to Pritzker, data has shown for decades the Illinois juvenile justice system is too punitive and discriminatory. While the total number of youths in custody has decreased from 282 in January 2019 to 97 by June 2020, the governor said Black children still make up more than 70 percent of those in DJJ care despite being only 15 percent of the under-18 population in Illinois.

Outside of claims of systemic racism, another point of contention is that the current system just doesn’t work. Pritzker said that between 2010 and 2018, an average of 55 percent of juvenile offenders released from DJJ custody eventually returned.

According to DJJ’s seven-page overview, a benefit of the transformative model would be increased positive outcomes while also saving DJJ and IDOC money.

“This model does not starve the children or employees in the juvenile justice system of resources,” DJJ Director Heidi Mueller said. “Instead, this model recognizes that the people we serve matter, and the people who are doing the serving matter.”

A theme that permeated throughout

the news conference was that the current model of criminal justice attempts to treat the symptoms of crime. The new model Pritzker and the DJJ are proposing will aim to tackle the roots of crime. Historically, Black communities in Illinois have been especially impacted by negative factors that increase the crime rate like discriminatory policies, segregation, disinvestment and gun violence.

“I’m especially excited about how this model will intentionally invest in victim services in communities hit hardest by violence, acknowledging that our current system does little to directly support victims, and that more than 90 percent of the kids in our system were victims before they were offenders,” Mueller said.

Pritzker’s announcement comes a day after the national organizations Youth Correctional Leaders for Justice and Fair Prosecution of Youth released a joint statement condemning the use of youth prisons.

Criminal justice groups in the state, including the ACLU of Illinois, the Children and Family Justice Center at the Northwestern Pritzker School of Law, the Illinois Justice Project, and the John Howard Association of Illinois released a joint statement Friday afternoon commending Pritzker, Stratton and Mueller “on this

important reform of the juvenile justice system in Illinois.”

The JHA, an independent watchdog group that acts as oversight for Illinois prisons, went a step further and released an additional statement on its own praising the change and adding that it hopes “we will apply these same principles to the adult prison system.”

The transformation of the juvenile justice system in Illinois is part of a broader push

by Pritzker’s administration to institute social justice reforms, culminating in the Justice, Equity, and Opportunity Initiative established by executive order last year that coordinates justice reform through Stratton’s office.

Other initiatives that have had potentially wide-ranging socioeconomic consequences for Illinois include legalized adult-use cannabis, social equity licenses for dispensaries and equity grants for investing in disadvantaged communities.

“We cannot continue to be a country that criminalizes the children who need the most help,” Stratton said. “We need to help our young people heal, to redirect their energy to realize their potential and foster their dreams.”

Suit charges ComEd with consumer fraud Bribery scheme netted utility at least $150 million, lawyers argue

SPRINGFIELD – A class action lawsuit filed last week against utility giant Commonwealth Edison seeks to recover potentially hundreds of millions of dollars for consumers who were charged rates under legislation that the company has admitted was aided by a bribery scheme involving Illinois House Speaker Michael Madigan.

The suit, filed July 27 in Cook County Circuit Court, accuses ComEd of violating the state’s Consumer Fraud and Deceptive Businesses Practices Act, which is designed to protect consumers against unfair business practices.

It comes on the heels of an announcement July 17 that ComEd had agreed to pay a $200 million fine after admitting to federal prosecutors that it doled out jobs and payments to close associates of Madigan in an effort to influence him and secure passage of legislation that benefitted the company.

Madigan has not been charged in the case and he has denied any wrongdoing.

“Even though ComEd has already paid a $200 million fine. I think it’s important to keep in mind that not a penny of that

is going to the ComEd ratepayers,” Adam Levitt, one of the attorneys involved in the case, said during a video news conference Tuesday. “That money is simply a fine … that will ultimately be remitted to the US government.”

ComEd serves roughly 4 million residential, commercial and industrial customers in northern Illinois.

Between 2011 and 2019, according to documents filed in federal court, ComEd engaged in a systematic practice of awarding jobs and subcontracts to Madigan’s associates with the intent of gaining the powerful House speaker’s support for legislation that the utility company wanted.

Those included the Energy Infrastructure Modernization Act of 2011, which established a formula for automatically adjusting utility rates instead of having to submit rate requests to the Illinois Commerce Commission, and the Future Energy Jobs Act of 2016, which provided its parent company Exelon with additional revenue to rescue its economically troubled nuclear power plants.

In a document known as a “deferred prosecution agreement,” ComEd admitted that the “reasonably foreseeable anticipated

benefits” of those laws exceeded $150 million.

Sarah’s Inn celebrates 40 years

Domestic abuse nonprofit still adjusting to pandemic

June marked the 40th anniversary of Sarah’s Inn, the domestic violence support center that serves Chicago and roughly two dozen west suburbs, including many in Proviso Township like Maywood and Forest Park. The agency relocated from Oak Park to Forest Park in January. The milestone passed quietly, the COVID pandemic making a big celebration impossible.

The current health situation, however, has made executive director Carol Gall even more aware of the necessity of the work done at Sarah’s Inn. “The health pandemic really highlighted the importance of our work,” Gall said in an interview July 22.

Despite being closed to in-person services, they’ve never stopped offering phone, online and financial support, and what they provide has been needed more than ever. Gall said that in the state of Illinois as a whole, there was over a 100 percent increase in the number of calls to domestic violence services during the pandemic. Sarah’s Inn saw a 20 to 25 percent increase in calls. The increase in domestic abuse during the pandemic, said Gall, has been well documented.

“It’s the silent pandemic,” Gall said.

“Domestic violence rates are increasing worldwide. Staying home is necessary, but it has the unintended consequence of putting and keeping some people in unsafe homes.”

Outlets individuals used to have, such as going to work or the store or visiting a friend, have been limited. “Many sufferers can’t even use the phone to call someone

As state guidelines have been loosening slightly, Sarah’s Inn has been examining safe ways to open its physical doors once more.

Beginning in early August, the center will slowly reopen at its new location, following guidelines to keep everyone safe. They’re planning a phased return to the office, with team members working rotating hours.

Later in the month, in-person services such as intake appointments and individual counseling will be available to clients.

Officials at ComEd did not immediately respond to a request for comment.

Levitt and Blandin said they do not anticipate calling Madigan for a deposition in the case, but they do plan to depose ComEd’s lobbyists and top executives.

For the time being, group sessions will still be held remotely. Gall said it was a “heavy lift to transition to remote,” to get everything set up and working well. Temporarily, to ensure COVID-19 related safety, the groups will continue to be held remotely.

Gall said she and other Sarah’s Inn staff learned a lot about how to run remote support groups, which have been helpful to clients over the past few months. But there’s something about having a physical space to come to that’s important to clients too.

“With trauma work, the in-person component is really important as part of the therapeutic and healing process,” said Gall. She pointed out that the physical space they’d created in their new location was purposely designed to be calming. “For some people, this is their time away from everyday life,” Gall said. “This is where they feel safe.”

In addition to providing one-on-one counseling and group sessions during the pandemic, Sarah’s Inn has also continued helping clients find housing and, when necessary, providing financial assistance to do so.

Shelters are an option, though to maintain safe distances the number of people allowed at one time has decreased. With a loss of jobs throughout the country, people in abusive situations who might normally have been able to move out and afford somewhere to go are stuck.

To help, Sarah’s Inn has a direct client assistance program, through which they can assist clients with housing, providing emergency financial support for individuals needing help with mortgage payments, utility assistance or groceries.

“There’s been huge food insecurity over

the past four months,” said Gall.

The organization’s direct client assistance program allows Sarah’s Inn to provide monetary assistance to those who need it.

Since the COVID pandemic began, Gall said they’ve provided around $75,000 in direct financial assistance to clients, and they rely heavily on the community to support these efforts.

As Sarah’s Inn enters its 40th year in operation, Gall said it’s a “unique and challenging time,” but they’ve had a successful campaign in their new space, albeit for the few months it was open before COVID shut it down.

“We’re on a solid trajectory for the next 40 years,” said Gall. “We’re poised to be here and be stable. The pandemic has just magnified the importance and necessity of our vital services.”

Gall said the organization is grateful to the community for so many years of support.

“We still have a lot of work to do, but we want to continue the growth and program expansion we’ve seen,” said Gall.

October is National Domestic Violence Awareness Month, which was started in 1981 by the National Coalition Against Domestic Violence. Gall said Sarah’s Inn welcomes the opportunity to hold their annual fundraiser virtually with a live-stream option, and if possible, will encourage supporters to host viewing parties in their homes. An outdoor mural is being planned, and Gall is looking forward to the opportunity to really showcase the renovated headquarters to the community.

As PMSA’s enrollment increases, D209 looks to replicate the school at East and West

If all goes according to an ambitious plan laid out by administrators last week, there will not be one Proviso Math and Science Academy in Proviso Township High Schools District 209 — there will essentially be three.

In a lengthy interview on Sept. 4, D209 Supt. Jesse Rodriguez explained that the district is seeking to open math and science academies at Proviso East and Proviso West that replicate PMSA’s academic curriculum while continuing to increase the student population at the selective enrollment school in Forest Park.

Rodriguez said that the expansion will benefit students in the district who have the capability of excelling in PMSA’s academically rigorous curriculum, which notably includes the International Baccalaureate Diploma program.

Treasurer Maria Pappas launches ‘Black Houses Matter’ campaign

Cook County Treasurer Maria Pappas announced last week that her office was extending the time taxpayers have to pay their second installment Cook County property tax bills without incurring late fees. The bills were due Aug. 3, but taxpayers have until Oct. 1 to pay them without penalty.

“In my nearly 22 years as Treasurer, I’ve never told people not to pay their taxes,” Pappas said in a statement. “But the pandemic has changed a lot of things.”

In order to download a copy of a tax bill or to make payment, residents can visit cookcountytreasurer.com, and once there select the blue box labeled “Pay Online for Free.” They can also search by property address or Property Index Number (PIN) in the treasurer’s searchable PIN database.

There is no fee incurred by paying from a bank account, Pappas explained.

Vaughan, who donated plasma at one of Biomat’s donation centers in Illinois, filed a class action lawsuit against Biomat USA and Talecris Plasma Resources — another Grifols subsidiary that operates s a plasma donation center in the Chicago area where Vaughan also donated his plasma. Vaughan filed the lawsuit in order to stop the companies’ “unlawful collection, use, and storage” of his and other donors’ “sensitive, private, and personal biometric data.”

The lawsuit, which was filed by the Naperville-based Fish Law Firm in Cook County Circuit Court, alleges that the companies require plasma donors to use biometric data — such as fingerprints, iris scans, and a facial photograph — in order to donate. The requirement, the lawsuit claims, exposes the donors to “serious and irreversible privacy risks.”

Vaughan claims in the lawsuit that he was identified “using a biometric finger scan to donate plasma,” which he argues is against the Illinois Biometric Information Privacy Act. The law “expressly obligates the Defendants to obtain an executed, written release from an individual, as a condition of employment, in order to capture, collect, and store an individual’s biometric identifiers or biometric information, especially a fingerprint or hand geometry scan, and biometric information derived from it,” the lawsuit states.

In addition, the law requires the companies to “inform their donors in writing that a biometric identifier or biometric information is being collected or captured; to tell their donors in writing for how long they will store their biometric data or information and any purposes for which biometric information is being captured, collected, and used; and to make available a written policy disclosing when it will permanently destroy such information.”

Under the law, no biometric information can be “captured, collected, purchased, or otherwise obtained” if those preconditions are not met.

“There is no way, absent surgery, to reassign someone’s biometric data,” the lawsuit explains. “A person can obtain a new social security number, but not a new hand …”

It’s not clear from the lawsuit where

“In Proviso Township, right now we have 372 seniors who got their exemption last year, but didn’t get it this year, or in multiple years didn’t get it,” Pappas said.

Pappas said that the county is “sitting on $79 million worth of refunds [for] double payments,” before explaining how taxpayers may end up double paying.

“With the closing, the seller’s attorney says, ‘Nathaniel, I’m going to pay your taxes’ and then February of the next year comes and your wife gets a bill and she gets nervous and she pays. Now, I’ve got two payments sitting on that PIN.” Pappas said that when homeowners refinance their mortgages in a transaction that involves two mortgage companies, both companies may end up paying the taxes.

In order to find out if they’ve overpaid taxes, homeowners can go to cookcountytreasurer.com, where they can also learn how much was overpaid. If they’re due for a refund, they can apply online and may “get your money back within four to six weeks,” Pappas said.

The last few months have been an incredibly difficult time for our state and its residents, and the constituents I serve as State Representative for Illinois’ Seventh District are certainly no exception.

So many families are living paycheck to paycheck to make ends meet, and it’s the responsibility of our government to do what we can to help those most in need.

For decades, Illinois has failed at that

Our current tax system taxes everyone at the same rate whether you’re a billionaire or an essential worker like a janitor or grocery store clerk at a minimum wage job. That’s simply not fair.

This tax system also forces low and middle income Illinoisans to pay almost 14% of their income in state and local taxes, while the wealthiest 1% get away with paying nearly half of that. Luckily, we don’t have to settle for the status quo. We have the power to change our tax system to one that works for everyone, not just the wealthy few, by passing the Fair Tax in this election.

The Fair Tax would update our broken, outdated tax system to the one used by a majority of states and federal government, while keeping taxes the same or less for at least 97% of Illinoisans. Only those making

more than $250,000 a year – those who have found success in our state and can afford to pay their fair share – would see a tax increase.

The extra revenue generated by the Fair Tax can help Illinois on more stable fiscal footing and go toward funding critical programs, including our education system.

I think all Illinoisans can agree that we must ensure our schools are properly funded to give our children the best education possible. Before becoming State Representative, I worked on the Proviso Township High School Board of Education for over a decade. During that time, I saw firsthand how a lack of funding makes it much more difficult to teach our children and prepare them for the future. It’s far past time to put the years of outdated textbooks, crumbling schools, and ever-growing class sizes behind us, and the Fair Tax is a critical

step toward making that a reality.

Throughout my time in the legislature, I’ve always been driven by trying to pass policies to help people of color and our working families in my district and across the state.

There is so much to be done, especially to help address the inequality in this state, that it can be easy to get discouraged. But I’m hopeful that we’ll take a major step forward by passing the Fair Tax in November.

A better Illinois is one where everyone, regardless of gender, race, or zip code, can access opportunities to thrive. We have a long road ahead of us to get there, but one thing we can do right now is pass the Fair Tax in November to fix our broken tax system and help all Illinoisans get ahead.
