Officials break ground on new 911 center The IKE 911 Communication Center in Broadview to open April 2019

Village officials from Broadview and Maywood gathered outside of the Broadview Municipal Building, 2350 S. 25th Ave. in Broadview, on July 25 for a groundbreaking ceremony on a 5,943-square-foot consolidated 911 dispatch center and on numerous renovations to the municipal building annexed to the center.

The IKE 911 Communication Center is the result of an intergovernmental agreement signed by Maywood and Broadview earlier this year that formed the Ike Joint Emergency Telephone System.

Maywood and Broadview teamed up after a new state law, which requires municipalities with populations of fewer than 25,000 residents to consolidate their 911 dispatch systems, took effect in January 2016.

The event featured health and fitness activities for young people facilitated by Maywood native and current Bellwood r e s i d e n t C h a r l e s Robinson, a personal trainer and U.S. Marine who appeared on the Netflix competition reality show “Ultimate Beastmaster” last year.

Ramey, many local Rotarians said, is likely the first and, so far, only Maywood-Proviso Rotary Club member to speak during the organization’s international convention.

Ramey spoke about the experience during a talk he gave in front of local Rotarians on May 29.

The challenge is presenting that type of narrative in a global narrative that has agreed to silence.

It can be dangerous. So you always have to measure your words with the risks that they carry after you stand on the consequences of your truth. What I learned there, not from what I said but from what other people said afterwards is that Rotary has a lot of listening to do.

People would come up to me and say, ‘I don’t think you know what you just said or did.’ I was floored by the number of people who came up and said the exact same thing — ‘I don’t think you know what you just did.’

I’m always listening for fear. They were coming up through the lens of congratulations, but what I was hearing is their fear — of the things that were unsaid and have been unsaid.

So it struck me to say, one) what is not being said, two) why is it not being said and three) how long has it not been heard? And finally, who is insisting on not listening?

What I saw was a lot of people. I was walking onto the plane and got interrupted in the airport. I couldn’t even go to the bathroom. It’s a very humbling thing. Broadview woman opens black-owned beauty supply Princess Dempsey’s Princess Delights opened in Westchester on July 28

Princess Dempsey knows that she’s a rarity — it’s nothing new. The Broadview businesswoman has for years owned one of the few minority- and women-owned certified staffing firms in the country.

So owning Princess Delights Beauty Supply is just another unorthodox entrepreneurial venture for Dempsey. Dempsey and some of her patrons suspect her store is very likely the only black-owned beauty supply store in Proviso Township — although there have been other stores in the township that have preceded Dempsey’s, residents say.

Dempsey held a full-day grand opening celebration for the store, located at 1907 S. Mannheim Rd. in Westchester, on July 28.

More than 30 people lined up at the door before the store opened at 11 a.m. By noon, Dempsey said, she had sold around $1,000 worth of product.

The store is stocked with the standard beauty supply fare, including hundreds of hair extension packs that line one wall.

Shampoos, conditioners and other hair maintenance products line shelves that Dempsey bought from a Toys R Us after the chain announced that it would be going out of business.

But there are also other products, such as used clothes and accessories that feel like extensions of the mission of Dempsey Staffing.

Over the years, the firm, which has an office in Westchester, has placed Proviso Township residents in temporary and permanent jobs throughout Chicago and the suburbs.

Proviso Townships High Schools District 209 officials are getting more ambitious in their efforts to increase parent and community engagement.

Before the 2017-18 school year, the district hired Youth Guidance, a Chicago-based organization that helps schools build their community outreach capacities.

The organization provided a community schools coordinator who assisted the parent coordinators at Proviso East and Proviso West in various parent and community outreach activities, and helped facilitate

parent workshops that were available to English and Spanish-speaking parents.

District officials said that, on average, 10 parents attended those workshops in 201718. For the 2018-19 school year, officials want to double average workshop attendance to 20 parents. They also want to offer parent leadership development training and to expand partnerships with outside community agencies.

During a regular meeting on July 10, the Proviso Townships High School District 209 school board voted 6-0 to contract with Youth Guidance for another year. The contract for the 2018-19 school year is not to exceed

$66,327. Board member Theresa Kelly was not present for the vote. The district will pay for Youth Guidance’s services with grant funds.

The collaboration with Youth Guidance is part of the community schools component of the district’s family and community engagement strategic initiative, which is designed to “measurably improve parent and community engagement with the schools, in the interest of improving student achievement,” according to a memo drafted by district officials.

The community schools coordinator will collaborate with D209’s director of

student and family services and the parent coordinators at East and West to develop a calendar of community schools activities for the 2018-19 school year, official stated.

Those activities could include the parent workshops and leadership training opportunities, with a special focus placed on “improving outreach and marketing of the community schools activities.”

Youth Guidance will also help the district administer a survey designed to gauge how parents perceived, and how much they were engaged with, the programming.

NEWS briefs One injured during July 24 Maywood shooting One man was injured during a shooting that happened on July 24 in Maywood.

Fred Burkes, 21, was shot in the buttocks outside of his home on the 200 block of South 16th Ave. in Maywood.

Police said that the shooting happened sometime between 9 p.m. and 9:30 p.m. on Tuesday.

“Police were called for a disturbance around 20 minutes prior to the shooting,” said Sgt. Daryl Fairley. “Moments later, an unknown vehicle drove by and someone inside began shooting.”

Fairley said that it doesn’t appear that the shooting is gang-related. So far, no one is in custody, but the shooting is still under investigation.

Police chase results in 2-car collision on July 25 in Maywood An afternoon police chase down Washington Boulevard on July 25 resulted in a two-car collision, multiple injuries and at least two people in custody, according to emergency dispatch records and witnesses.

Police were chasing a red car driving eastbound on Washington Blvd. just after 1:45 p.m. on July 25, when the suspect’s car collided with another vehicle on 17th and Washington Blvd. Witnesses said the chase likely started in Bellwood before ending in Maywood.

“They crashed really bad,” said one witness.

Moments after the collision, a witness said, a woman who was in the suspect’s car “was sitting next to the car in handcuffs,” her face bloodied from the accident.

DuJuan Jay, who lives a block from where the accident happened, said that he saw police chasing the red car at more than 80 miles per hour. Seconds later, he heard a loud crash.

After exiting the highway, the suspect encountered police at Van Buren and Linden, where he struck a Maywood police car and drove southbound near Harrison.

At that point, according to dispatch records, the police fired shots at the suspect, who reportedly crashed the vehicle at Harrison and Linden. The suspect, however, continued west on Harrison. Police eventually caught the suspect at around 1:53 p.m. in an alley on the 330 block of Wilcox in Bellwood.

Officers from multiple area police departments, including Bellwood, Berkeley and Maywood, were involved in the pursuit.

Officials with those departments could not be immediately reached on late Friday afternoon for comment.

NEWS briefs Local workers won’t feel impact of Ferrara’s HQ move, company says Local workers won’t feel the impact of Ferrara Candy Company moving its headquarters, a company spokeswoman promised.

The more than 100-year-old candy company announced its sweet move on July 16, and plans to move its headquarters to Chicago from Oakbrook Terrace.

Ferrara, owned by Italian confections giant Ferrero Group, employs 200 people at its factory in Forest Park, 7301 Harrison St., and 350 people total at its research-anddevelopment facility in nearby Maywood and factory in Bellwood, a spokeswoman said, promising that local operations will remain unchanged.

Ferrero acquired the similarly-named company last year, and continues to operate Ferrara as a separate business unit.

“As one of the largest confections companies in the U.S., our business continues to grow, and we need a more adaptive and flexible workspace that will meet the demands of our growing team,” Mike Goldwasser, chief human resources officer, said in a statement.

“Relocating to the city of Chicago allows us to build a more open, collaborative and dynamic environment that a modern workforce expects,” he said, “while providing access and appeal to a broader employee demographic.”

The company expects to complete the move by next spring, and said it’s still working to secure an office space.

Crain’s Chicago Business reported Ferrara is finalizing a letter of intent to move to a 20-story building at 625 W. Adams St. in the city’s trendy West Loop neighborhood. The candy maker is planning to lease about 60,000 square feet at the building and will become the first tenant of the new tower, according to Crain’s.

It’s unclear how many jobs the move will bring with it to the city, but Ferrara has about 300 employees in Oakbrook and 2,000 workers across Illinois.

Triton College faculty union votes for contract agreement The Triton College Faculty Association recently voted for a contract agreement that will give full-time faculty members a 2 percent annual pay increase over three years — half the 4 percent annual raise the union had initially sought, according to a Chicago Tribune report.

Joe Dusek, the association’s president and a math professor at the college, told the Tribune that 69 of the roughly 100 faculty members eligible to vote on the agreement did so. Forty-nine were in favor of the contract while 20 were against it, the Tribune reported.

Triton’s board is scheduled to consider approving the contract at a meeting on Aug. 28.

Driver in Bellwood ambulance crash had cocaine in system The driver of an ambulance that crashed in Bellwood on March 31, killing three people, the driver included, had cocaine in his bloodstream, according to an ABC7 I-Team report.

The driver, James Wesley, 51, of Chicago, reportedly lost control of the vehicle while driving on Washington Boulevard in the afternoon before he crashed into the G.J. Nikolas building at 28th Avenue and Washington Boulevard.

The other victims in the crash included Larry Marshall, 48, of Bellwood — who was a patient — and Prentis Williams, 50, of Chicago. Williams was also an EMT.

D209 to refinance $14M in bonds Proviso Township High School District 209 officials are a step closer to refinancing the remaining $14 million of the $24 million in outstanding bonds that it currently has on the books.

The D209 school board held a public hearing on the final phase of a bond refunding finance plan that it started in 2015. Last year, the district refinanced $10 million of working cash bonds that were

issued in 2008. The move was designed to take advantage of lower interest rates.

The reduced rates, district officials said at the time, would result in substantial savings and provide the district more money to fund major capital investments, such as the district’s master facilities plan.

“In effect,” Village Free Press reported at the time, “the district plans to use current funds on hand to pay off $10 million of the bonds that were issued in 2008 for operations, but which were never spent, and to re-issue $10 million worth of bonds this year that will be used for capital improvements.”

Officials said back then that, in addition to a roughly 3 percent reduction in interest rate payments and the possibility of a higher credit rating, the transaction would also increase the district’s non-referendum funding capacity by around $5 million — from $25.5 million to $30 million.

The second phase would entail refinancing $10 million of the remaining $14 million of outstanding bonds issued in 2008. The district would pay down $4 million of those bonds with cash on hand.

District officials noted in a statement this month that this second phase of the refunding plan could lead to an estimated $2.8 million in savings, “for a total savings for phase one and two of $5.1 [million].”

The board is scheduled to adopt two bond resolutions related to the second phase refunding finance plan at a regular meeting in August.

No injuries reported after July 26 house fire in Maywood No injuries were reported after a major fire engulfed a single-family home on July 26 on the 1200 block of South 1st Ave. in Maywood, less than a block away from Proviso East, according to Maywood Fire Chief Craig Bronaugh.

Firefighters from multiple area departments, including

Broadview, Bellwood, Hillside, Westchester, River Forest, Stone Park and River Grove all responded to the fire.

Bronaugh said that a home directly to the north of the house that caught fire sustained heat damage.

So far, there’s been no word on what caused the fire.

Bronaugh said that the fire originated on the back porch, which “narrowed down to where grills” were located.

A portion of 1st Ave., from Madison St. to Maybrook Drive, was closed for more than an hour.

Broadview looking to build affordable homes Village commissions firm to study feasibility of constructing homes for vets, seniors

During a regular meeting on July 16, the village of Broadview’s Board of Trustees voted unanimously to contract Northbrookbased Ross Real Estate Services Inc. to look into the feasibility of building affordable housing development geared toward seniors and veterans on village-owned vacant lots on the east side of 17th Avenue, south of Fillmore Street.

This was something that Broadview has been trying to get off the ground for the past few years, but it wasn’t until the July 16 meeting that they took the first concrete step to contract Ross to begin the study.

Once the study is complete, the board will vote on whether to go forward with the building project If Broadview does go forward with the project, the village is expected to get as many tax credits and other state and federal funds as possible to offset the cost of the project, which is currently expected to cost as much as $20 million.

David Upshaw, Broadview’s building commissioner, told the village board during the July 16 meeting that trustee Sherman Jones advocated for affordable housing for seniors and veterans when he was mayor

and that current mayor Katrina Thompson has also been pushing for it.

Last fall, Upshaw said, he and Broadview Public Works Director Mathew Ames took part in a national conference in Washington D.C. dealing with federal funding for affordable housing for seniors and veterans.

“It’s over a $1 billion that currently [is available] that president Trump is going to trickle down to states, which is going to trickle down to municipalities,” Upshaw said.

After meeting with Thompson, Upshaw said that he invited 10 to 25 developers to the village and gave them a tour of Broadview.

“Out of those 10 to 15 developers, I asked five developers to submit their credentials and their proposals as it relates to our seniors’ and veterans’ housing,” he said.

“Once those proposals were submitted, I set up of interviews with [developers and] myself, Director Ames, as well as Mayor Thompson.”

The interviews took place throughout October and November.

“Based on those interviews, based on research, checking credentials and references and things of that nature, we ended up with Ross,” he said. “That decision was based on their positive track record as it

relates to senior and veterans housing, and their relationship as it relates to state level as well as federal level.”

According to its website, Ross Real Estate Services Inc., which is formally known as Ross Financial, boasts that it has 30 years of experience working with the U.S. Department of Housing and Urban Development (HUD). When it comes to building and acquiring new properties, the company helps clients figure out the costs of running affordable housing developments, figures out ways to finance them, develops budgets, conducts market research and plans new construction.

The company also offers property management and financial management services for developments that are already up and running.

Upshaw explained that for Ross Real Estate Services will do an initial study that he projected will cost up to $20,000.

The company will also submit the grant application to the state, Upshaw said.

The study results will then go back to the board, and the trustees will decide whether to proceed with the project. “[If the board gives a go-ahead], the goal is for us to get project started in a few years, but we have to get these tax credits, which

are worth millions and millions of dollars,” Upshaw said.

He said that he expects that the project will cost around $15 to $20 million. Although he isn’t sure how much money the tax credits will knock off that cost, Upshaw said that the value of tax credits will be based on a 100-point score and that the village’s goal will be to get as much in tax credits as possible.

Consolidating village-owned parcels where the property would be located, he said, is one of the things that would improve the village’s score.

“The goal is to get 100 points,” Upshaw said. “The first round will be in 2019 as it relates to tax credits, and we want to be in first round.”

Jones said that he supported the idea, adding that he wanted the village attorney and village clerk to check whether there are any laws on the books that might hurt Broadview’s ability to get 100 points – such as prohibition on mixed-use developments with retail on the first floor and residential units above them.

“If I got seniors housing, I think it make sense to have [a pharmacy] downstairs or a laundry or a coffee shop,” Jones said.

Gang databases — flawed but omnipresent Law enforcement agencies across the state maintain error-laden databases, ProPublica reports

Over the last 25 years, Illinois State Police have built a database of more than 90,000 people they deem to be gang members — but won’t say what gangs they’re in or where they live.

The Cook County sheriff ’s office has a gang database, too. It includes 25,000 people, including hundreds whose gangs aren’t known and hundreds who are dead.

And the Illinois Department of Corrections says the only information it can provide about its gang database is that it can’t provide any information.

The Chicago Police Department’s massive gang database has received considerable scrutiny in recent months. But it’s not the only gang tracking system used by area law enforcement. Police and other authorities have been keeping files of alleged gang members for decades now. A Chicago officer recently told me that when he first joined the force in the 1980s, police bought high school yearbooks to help them keep track of names

and faces in their districts.

Nowadays, the databases maintained by law enforcement are far bigger, more efficient and easier to share. But most still include information that’s subjective, unverified or simply wrong — though officials at hundreds of government agencies, and even some private institutions, can access and use them, with potentially troubling consequences.

Some of the mistakes are so obvious as to be absurd. The Chicago Police Department’s gang database included 13 people who were supposedly 118 years old, as I reported in April. Two others were listed as 132.

In response, the department promised to limit outside access to the database while allowing people listed in it to challenge the information. A police spokesman told me they’re still working on the changes. But last month four Chicago men filed a federal civil rights lawsuit alleging that false information in the database led to them being harassed by police, losing out on jobs and, in one case, facing deportation proceedings.

The databases maintained by the

state police, the sheriff ’s office and the Department of Corrections raise another round of questions about the fairness and accuracy of lists kept secret from the public but circulated widely among government officials.

The state police have refused to release copies of what officials call its “gang file,” denying multiple requests I submitted under the state’s Freedom of Information Act. Police officials said only authorized agencies are allowed to access the information, known as Law Enforcement Agencies Data System, or LEADS, which includes the gang database.

The state police eventually provided some figures that offer a glimpse of its gang records, but they raise as many questions as they answer.

As of July, more than 90,000 people are in the gang database, the state police said.

They were added not just by state troopers — more than 1,500 police departments, correctional facilities and other law enforcement agencies also have access to the

database. In fact, two-thirds of the people in the database were entered by officials at county jails and state prisons, according to state police officials and records.

The other 31,000 were added by state police and local departments. A file provided by the state police shows that the biggest group was put into the system in the 1990s. Almost half are listed as white — though that also includes Hispanics.

The file is missing plenty of other important details. “We do not collect an ‘age’ data set,” a state police official wrote me.

“We are also unable to provide data on ‘gang affiliation’ or ‘where the individual was first entered,’ nor are we able to provide the ‘reason the individual was entered’ because that is not included in our data sets.”

All gang information must be “corroborated by specific, documented and reliable information” that’s updated each year, said Lt. Matt Boerwinkle, a state police spokesman.

Broadview plans to pay for the new center, along with various renovations to its municipal facility, with around $12 million worth of bonds it plans on issuing.

The new dispatch center will bring Broadview’s municipal facility to a total square footage of around 25,596.

“Modifications and upgrades will occur to the remaining portion of the Municipal Building to increase work space in the

Village offices, Building Department and Police Department,” the fact sheet notes.

“The Municipal Building will be brought up to current ADA requirements as well as replacing all building mechanical systems.”

Broadview officials said that site preparation work on the new dispatch center began June 25. The work is scheduled to be completed in April 2019.

“During this construction period, business operations will be limited and moved off-site to the Broadview Fire Department as well as the Broadview Park District,” officials said.

“Postings will be made when these off-site locations will be in effect.”

During the July 25 groundbreaking ceremony, Paul Kurtzner, Broadview’s administrative supervisor, said that the dispatch center is the result of a “project started around four or five years ago when a space needs assessment was done by the police department.”

Kurtzner said that village officials “looked at various facilities in town and none of them seemed to work well,”

adding that when the state law mandating consolidation came along in 2016, Broadview and Maywood began forming a partnership.

“Maywood and Broadview had a perfect working scenario to begin with and it seemed to be a better fit that they would come together to form the IKE 911 center,” he said.

Mayors for Broadview and Maywood both reaffirmed Kurtzner’s points.

“This will bring two communities together to do something wonderful, magnificent and above what people say we couldn’t do” said Broadview Mayor Katrina Thompson. “I know it’s going to be amazing.”

“We look forward working together so that we can service the people in Maywood and Broadview,” said Maywood Mayor Edwenna Perkins.

Broadview officials said that, so far, the project is $367,717 under the estimated budget, which could change.

“It should be noted that depending on how future bid proposals are submitted as well as unexpected costs during construction and equipment procurement, these figures may change,” officials explained.

VERSATILE SOUL FOOD Something for everyone from page 1 already generating interest. During a roughly 20-minute interview on July 23, at least three passersby peeked through the windows, some asking if the restaurant was open.

Once the doors open officially, there will be plenty of momentum. This may be Townsend’s first restaurant, but her background in catering pastries has allowed her to generate a well-developed clientele and network of restaurant owners, she said.

Cooking, she said, is in her blood.

“My parents are from the south, so I enjoy cooking everything from scratch,” she said.

“We just enjoy that. Soul food is my specialty, but eventually I ventured off into different cuisines.”

Each cuisine, she said, has its own day.

Tuesday, for instance, is Chinese. But even within cuisines, there’s fusion. While Townsend will serve dishes like orange chicken, shrimp friend rice and egg foo young, she’ll add a twist … the egg rolls are jerked.

One popular dish is jerk tacos, she said.

Townsend said that she was drawn to Maywood after a search for locations in Chicago proved futile.

“In the city there were a lot of business going into foreclosure and every time I’d try to open, I’d have a difficult time,” she said. “A friend eventually referred me to Maywood and it’s worked out for me.”

Townsend said it took around seven months to get the space up to par. The location once housed Kathy’s Kitchen before that establishment moved to 17th Ave. “It’s been kind of rough, but eventually

everything smoothed out,” Townsend said. “There were some obstacles that I didn’t plan for, so I had to fight through those, but everything has been coming together.”

The restaurant’s interior is relaxed and natural, with faux wood tables and chairs complementing faux wood vinyl floors — a setting that seems ideal for live music or open mic sessions.

Walker-Reese said, and “two million people trying” to get there. The odds in other arenas of life are also stacked, he added.

“For each one of you guys, the stats are the same,” Walker-Reese said. “If you want to be a doctor or lawyer or surgeon there are way more reasons to fail than to make it. So repeat after me, ‘The person I want to be tomorrow, I’ve got to start being that person today.’”

Andre Harvey, the first African-American mayor of Bellwood, said that resources like Covington’s camp helped him get to where he is now.

“The only reason I’m standing before you today as mayor of Bellwood is because I failed,” Harvey said. “Sports saved my life and I hope it saves many of your lives.”

Harvey said that when he was young “I did a lot of stuff, breaking into things, stealing things, riding in stolen cars, had friends who used drugs, all of those things.” But his life changed when he “around 11 or 12” years old, he said.

“A police officer grabbed me, pulled me to the side, and brought me to play football in the Proviso West Junior Panther football program,” Harvey said. “From that day

Covington’s camp may have focused on basketball, but it was anchored by insights attendees could use in all facets of life, the speakers indicated.

“You can’t be too cool for your dreams,” said Patrick Walker-Reese, a motivational speaker and author, during Friday’s opening day. Walker-Reese, a friend of Covington’s, said they met while both were attending Tennessee State University.

“I’m excited about Rob not because he went to the NBA,” Walker-Reese said. “I’m excited because he represents hopes and dreams for each and every one of us.”

Harvey said that he went on to become the first African American quarterback to play at West, along with the first black fire chief in the village, among a litany of other firsts, before his historic election as mayor last year.

Covington, 27, said that he started the camp as a way to give back to the place that gave him so much.

“The first camp I went to was in my junior year of high school,” said the Proviso West graduate and Philadelphia 76ers small forward who’s been in the league since 2013.

“I didn’t grow up going these camps, so that’s why it means so much to me to give back.”

Echoing the two other speakers during Friday’s opener, Covington said that he wanted campers to walk away with something beyond basketball fundamentals.

“Anything is possible if you work hard for it,” he said. “Nobody thought I’d be in this position to give back to everyone who watched me grow up as a kid. So giving back and seeing all of these familiar faces is a big thing for me. That’s what really matters.”
