As marijuana sales boom, minority applicants wait State’s lead marijuana advisor says things may move by September for social equity applicants

SPRINGFIELD — One of the few things unaffected by the coronavirus pandemic’s presence in Illinois has been recreational marijuana sales.

The $47.6 million spent on the product in June was the highest single-month amount since recreational marijuana use became legal at the beginning of the year, and sales have increased each month since February even amid strict stay-at-home orders.

Which Proviso Township companies got PPP? Federal government releases list of companies receiving at least $150K in Personal Protection Program assistance

On July 6, the Small Business Administration released a list of all businesses and nonprofits in the country that received at least $150,000 in Paycheck Protection Program loans.

“There is great news for American small businesses across the program,” said SBA

Mid-Atlantic Regional Administrator Steve Bulger in a statement the agency released on July 6. “Twenty seven percent of the program’s reach went to low and moderateincome areas which reflects the population in these communities. The average loan size of about $100,000, demonstrates that the program is truly serving small of businesses.”

The data shows that around 385 businesses located in Proviso Township received PPP loans, but only two were listed as Blackowned and four were listed as Hispanicowned. The SBA’s database shows that most of the businesses left unanswered the ethnicity of ownership, which suggests that there could be more Black- and Hispanicowned See PPP on page 8

Former Blue Max to become Lathrop House Café

New restaurant to feature coffee, pastries, just like its predecessor

Twenty-five years ago, Patrick O’Brien and his sister Bridget Pettinger bought a Forest Park house, at 26 Lathrop Ave., with the intention of converting it into a restaurant.

Now the established restaurateur behind Scratch Restaurant Group (SRG), is returning to his roots to bring that very same property (formerly Blue Max) back to life as Lathrop House Café.

“It was so long ago when we bought that building,” said O’Brien. “I remember kids in cribs in the kitchen. I laugh looking back at those days.”

O’Brien and his sister were attracted to the property because it was dually zoned. They built a commercial kitchen on the property and added a large enclosed porch to increase dining space. They named the restaurant Lathrop House and offered coffee, muffins and sandwiches along with special menu items to a small band of loyal customers.

O’Brien, who served as chef, lived in the apartment above the restaurant. He was young and inexperienced. He recollects

having friends over to play video games during business hours. When a customer would arrive, his younger sisters, who were waitresses in the restaurant, would call him down to the kitchen to cook.

“I actually told my friends to pause the game and wait until I was done cooking to finish the game,” laughed O’Brien. “It was comical really!”

After three years, O’Brien sold his shares in the business and headed out on his own find his way in the restaurant industry. His sister retains ownership of the building and over the years the house held a Thai restaurant among others before eventually becoming the Blue Max. In May of 2019, Blue Max closed suddenly, leaving a void in the Forest Park restaurant scene and paving the way for O’Brien to take over the house once again.

“This is a strange time to start a business, but I have a really good feeling about this one,” said O’Brien.

Lathrop House Café is going to fill the same niche Blue Max provided in Forest Park, according to O’Brien. They are planning to cover all the breakfast basics like omelets, skillets, pancakes and waffles while still embracing the SRG concept — everything made from scratch.

“We’ll be offering seasonal global fusion specials for breakfast and lunch,” O’Brien said. “We’ll have Latin, Asian and Mediterranean influences.”

Notably, Lathrop House will resurrect the coveted scones and latte art beloved by fans of Blue Max. O’Brien intends to partner with a local craft coffee roaster and will go through a training program to bring a proper cup of coffee to the café.

Additionally, the space will close at 3 p.m. becoming a private event venue in the evenings.

The easily dividable house will offer spaces suitable for meetings and parties of various sizes. In the future, O’Brien envisions an outdoor dining area with a bar, BBQ pit and pizza oven capable of Melissa Elsmo hosting outdoor birthday parties or small weddings. Two weeks after reopening, mall theaters close again North Riverside Luxury 6 closes after new movie releases stop coming

It’s been a few weeks since the North Riverside Luxury 6, the movie theater complex inside the North Riverside Park Mall, 7501 Cermak Road, reopened its doors as Illinois moved into Phase 4 of the governor’s COVID-19 response plan.

But, with Hollywood continuing to delay the release of new summer films and with less enthusiasm for the older films being screened as a result, the theater’s parent company, Classic Cinemas, has decided to hit the pause button.

All of the chain’s theaters, including the ones in North Riverside, shut their doors at the end of the business day on July 9.

“Our team took pride in implementing the health and safety protocols and receiving high marks for their efforts,” said Classic Cinemas CEO Chris Johnson in a press release. “Unfortunately, the lack of new movies and the extra costs have made our current business model unsustainable.”

Reached by phone, Johnson told the

Landmark that there’s no tentative reopening date, since it’s unclear just when new movies will be released for screening.

The premiere of the big summer blockbuster “Tenet” has now been pushed all the way back to Aug. 12, while “Mulan” won’t open until at least Aug. 21, Johnson said.

“There are no new releases, because New York and California are two key markets they believe they need open,” Johnson said. “Until those open and are able to show movies, they’re not going to release new movies.”

At the North Riverside Luxury 6, which reopened to the public on June 26 after a three-month layoff due to the pandemic, Johnson said they chose to screen films that either were recently in theaters, like the superhero action film “Bloodshot” or that historically had done well, such as the 2001 hit “The Fast and the Furious” and the 2016 version of “The Jungle Book.”

And while there was a core audience of customers who simply enjoyed going to the show instead of watching films on

TV, the recycled movies weren’t attractive enough to draw others who might still have reservations about sitting in a movie theater right now – even with safety protocols in place.

“As nostalgic as our Classic Cinemas name is, our lifeblood is new movies,” Johnson said.

During this latest shutdown, said Johnson, all of the company’s employees will be furloughed, even managers who were not furloughed during the first hiatus that began in March.

The theater chain, which is headquartered in Downers Grove and operates 13 movie houses in northern Illinois and one in Beloit, Wisconsin, did apply for and receive a federal Paycheck Protection Loan of between $1 million and $2 million, according to a database of loan recipients released by the Small Business Administration.

The loan from Hinsdale Bank and Trust was approved on April 6 for the company, which according to the database employs about 470 people.

Classic Cinemas had brought North

Riverside Luxury 6 employees back in May when it introduced a concessions-to-go initiative, where customers could pick up popcorn and other movie treats curbside.

But with most retail and food establishments back open for business, it didn’t make sense to continue the to-go program, Johnson said.

“It’s horrible,” said Johnson of the decision to furlough employees again. “We’ve had employees on in North Riverside since May 1. Essentially, we’re mothballing everything and waiting for circumstances to change. I can’t believe how nice the employees have been and how understanding. I feel like I’ve let them down.”

Johnson said that the shutdown starting July 10 was only temporary and that once the new movies start circulating, the doors will open again.

“When things start looking better and we have new movies, we’ll be in better shape,” Johnson said. “I’m not ready to throw the towel in just yet.”

NEWS briefs Maywood reopens to public after closing for several months The village of Maywood resumed regular operations on July 13, several months after the COVID-19 pandemic forced officials to close Village Hall, 40 Madison St., to the public and put a pause on many other functions.

The village board voted on March 17 to declare a state of emergency designed to contain the spread of COVID-19. With the order came a variety of changes, including the closure of Village Hall and other public facilities, a suspension of municipal court hearings and a temporary moratorium on the issuance of overnight parking tickets and penalties for late water payments, among other measures.

On Monday, however, most village functions, including all of those mentioned above that were put on pause, resumed.

During a phone interview last week, Norfleet said that starting July 13, Village Hall will be open during its normal weekday operating hours, 8 a.m. to 5:30 p.m. The village will follow state mandates, which limit the number of people who can congregate within interior spaces at 50. The limit for outside spaces is 100.

A round of dispensary licenses scheduled for release on May 1, as well as craft grower and other licenses scheduled to be granted July 1, have been indefinitely delayed.

Toi Hutchinson, a former state senator and Gov. JB Pritzker’s lead cannabis policy advisor, said the state is doing all it can to expedite the licensing process but the pandemic created a “perfect storm.” That has led to the delays for application filers and a third-party grader that was enlisted to make sure nobody gets an undue leg up in the application process.

“That’s one piece, but the other piece is that all government shut down,” Hutchinson said in a phone call July 8. “It didn’t stop the work but it’s slowed it… People had to figure out how to do what it is we needed to do on almost hourly basis for a novel virus that we didn’t see coming.”

As one of the strongest advocates for the law’s social equity measures while she served in the Senate, Hutchinson said she was acutely aware of the setbacks caused to the groups the legislation was designed to help enter the market.

The social equity applicants — those whose majority ownership stakes include persons disproportionately impacted by the war on drugs — have been especially left in the lurch as their expenses mount and clarity as to when licenses will be released is lacking.

On July 9, Hutchinson gave a ballpark date as to when the applicants might have that

— an action that followed similar measures taken by Gov. J.B Pritzker — the village, consistent with state guidances, limited the number of people who could attend board and commission meetings to 10. Now, with the state entering Phase 4 of its reopening plan that number has increased to 50.

Norfleet, however, said that he recommends that the village continue to prohibit the rental of public facilities, particularly as the Multipurpose Building, 200 S. 5th Ave. He said, although the decision is ultimately the board’s to make, he’s already communicated with board members his thoughts about rentals.

“Right now, I’m pushing strongly we do not open [the 200 Building] up until at least August — actually, I would really like to wait until September to figure out what has happened in other communities that have opened up their public facilities [for rental purposes],” Norfleet said.

He explained that the move to open the 200 Building to rental requests is too risky and costly, since personnel would need to monitor the number of people inside and conduct routine cleanings, among other precautions that require more man hours.

During a regular meeting on July 6, the Broadview Board of Trustees voted unanimously in favor of an ordinance that would recognize Juneteenth as a paid holiday in the village.

The holiday commemorates the moment that Union army general Gordon Granger announced the federal order that freed enslaved people in Galveston, Texas, on June 19, 1865 — two years after President Abraham Lincoln issued the Emancipation Proclamation, which declared all enslaved people in Confederate states free.

Broadview Mayor Katrina Thompson announced that she would introduce the measure at a Juneteenth rally and protest march that started in Broadview on June 19. The holiday would be a paid day off for municipal workers, with some conditions.

“Since the day is not the Illinois certified holiday just yet, I would like the verbiage [in the ordinance] to read that we do need to have something within the village on that day, so that

clarity.

“Well, we know that by the date that we filed the permanent rule for the tiebreaker scenario…will be in place in September,” she said. “The minute those things are in place we can go to the tiebreaker phase.”

She added, “We’re coming to the end part of the arc.”

“I just really want people to stay as encouraged as possible because we know how hard this was, and we know how difficult it was and we know how much people really are watching to see how this... and it’s not just us here — the world is watching,” Hutchinson said.

One of those social equity applicants that will be watching is R. Lawrence Hatchett, a physician in the southern Illinois town of Marion. He’s the lead investor of a social equity applicant group organized under the name Cannabliss Supply Co. Hatchett’s diverse group of investors say they are dedicated to “creating new jobs for those long unable to access the American Dream and building up communities that have suffered from years of disinvestment.”

The group submitted 10 applications for dispensaries, many in downstate Illinois and some in the suburbs of Chicago. The team also applied for two craft grow licenses, even though they can only be granted one in the first round of applications.

But with the money the group has spent — Hatchett invested $200,000 of his own money into the project — and no resolution of licensing in sight, Hatchett said, a feeling of “anxiety” has pervaded the business endeavor.

“And we’re sort of at the point of no return as a social equity applicant, meaning we now are like a plane that’s gone beyond — we can’t go back for fuel,” he said in a phone interview last week.

Hatchett said stablished marijuana companies have the branding advantage, have been selling medicinally for years and had first crack at secondary site locations when the new law was passed.

While Hutchinson said a goal was to make applications simple enough so that applicants didn’t incur major expenses – such as hiring experts – in order to file them, Hatchett said that’s not been the case for groups like his. There’s a $5,000 fee per each application submitted to the state, and Cannabliss Supply Co. also incurred legal fees, hired lobbyists and paid for some graphic design branding work.

“You’d be surprised how much we have to spend. First of all the application process, to write it, and to the people that we had to hire,” he said. “And then the lobbyists, we had to make sure we did all the right things, that we didn’t fall on a sword right from beginning.”

Hutchinson said that while the original bill was written so that new licenses would be granted on a staggered timeline — first dispensaries, then craft growers — that schedule “was obliterated with the delays.”

“If you just look at the timeline for when the permanent rule goes into effect for the tiebreaker scenario on the dispensary, it’s gonna fall around the same time that the craft grow thing happens. So, I think what we’re gonna see is a lot of activity at one time,” she said.

Hatchett said his group will likely need to hear good news in both categories to be able to compete with the existing players.

“If I don’t get multiple locations, I may not be able to have pricing and economy of scale, so I’m gonna have to go maybe pay more than my competitors for the same product as some of these grow facilities until, hopefully, we will also win a cultivation craft license to

Broadview passes ordinance making Juneteenth a paid holiday

it’s not just a lacksey-daisy day,” said Trustee Judy Miller at the July 6 meeting. “I would like all hands on deck to say, ‘Yeah you have the day off. You don’t have to do village-related paperwork; however, you still need to be part of the festivities, if there is something going.”

Thompson said that the holiday would be similar to a service day in the village.

Maywood Police arrest two in connection to June 7 murder Earlier this month, Maywood Police arrested two men in connection to the murder of Mylonia Winbush, the 30-year-old woman who was shot and killed on the 1600 block of 19th Avenue in Maywood on June 7.

Officers took Kalvin Russell, 44, of Maywood, into custody on July 6, police said in a July 10 statement. Russell was subsequently charged with first degree murder. He appeared in a Cook County courthouse on July 8 and is currently being held on $500,000 bond, police said.

Several days earlier, on July 3, police arrested Troy Taylor, 38, of Maywood. Taylor was charged with first degree murder in connection to Winbush’s deaeth. Taylor is currently being held without bond.

Hutchinson said capitalism in general favors those who already have greater means, and while one of the goals of the legalization law was to disrupt the existing industry, it’s going to take more than six months for it to come to fruition.

“It is very difficult to compete in a world where you have some vertical operations and some independent operations,” she said. “That’s absolutely a fact. And moving forward, there may be things that the Legislature will try to enact. There may be certain areas that individual cities and counties will try to enact… None of us can afford to be naive about the fact that this industry had a 10-year head start before Illinois became the 11th state (to legalize marijuana) and tried to figure out how to disrupt it.”

Two of the other social equity measures — mass expungements for nonviolent marijuana-related convictions and the R3 (Restore, Reinvest and Renew) fund to invest in disproportionately impacted communities — are on pace as planned, she said.

“We have obviously collected a lot of tax revenue in the six months that this has been operational,” Hutchinson said. “And we have every intention of making sure that that money that’s supposed to go to the R3 program is targeted to the communities that have been hit the hardest by the war on drugs.”

While courts were shut down or slowed by the pandemic, Hutchinson said the five-year timeline of addressing more than 700,000 convictions or arrest records was still on track.

COVID-19 testing up in Proviso as cases, deaths stabilize Between April 23 and July 9, testing jumped 800% while new cases jumped 10%

COVID-19 testing across Proviso Township increased by nearly 800 percent from April 23 to July 9, according to Cook County data that was analyzed and mapped by the Chicago Reporter.

According to the Chicago Reporter’s COVID-19 zip code map, COVID-19 testing in Proviso Township was up 754 percent between April 23 and July 9. On April 23, Proviso had 4,237 COVID-19 tests while on July 9, the township had 36,172 tests.

The zip codes that cover Northlake, Franklin Park and Melrose Park (60164 and 60160) saw the greatest number of total COVID-19 tests during that time period, with 4,878 and 4,133, respectively.

But the rate of positive cases and deaths from the disease between that time period seems to have tapered off, county data shows.

The largest recipients of PPP funding in Proviso Township, those businesses receiving between $5 million and $10 million, were all employers that claimed hundreds of jobs were retained due to the loans, which were designed to help small businesses make payroll for up to two months. Up to 75 percent of each loan is forgivable.

The township’s biggest PPP recipients included: the Chicago Zoological Society, the private nonprofit that operates Brookfield Zoo and posted 468 jobs retained due to the loan; Dynamic Manufacturing, Inc. in Hillside, whose website says that its a family-owned and woman-owned auto parts maker, and that posted 500 jobs retained; Multi-Temp Services, a staffing company based in Stone Park and that posted 500 jobs retained; Brainlab Inc., a medical instruments supplier based in Westchester, and that posted 337 jobs retained; and UroPartners LLC, which offers urological services firm in Westchester, and that posted 380 jobs retained.

On June 12, there were 3,412 positive COVID-19 cases in Proviso Township, according to Cook County Department of Public Health data. On July 9, there were 3,740 positive cases, an increase of just 10 percent. That increase pales in comparison to the exponential rate of increase that started at the beginning of the pandemic back in March and continued week to week into June.

The COVID-19 death rate in Proviso Township has also tapered off from the peak. On April 24, there were 29 COVID-19 deaths, according to data from the Cook County Medical Examiner’s office. On June 12, deaths in the township increased to 89 — a 207 percent increase. On July 10, Proviso saw a total of 100 deaths from COVID-19 — an increase of 12 percent from June 12.

(28) and Brookfield (19). Maywood was home to 15 businesses receiving PPP loans of at least $150,000.

David Scott, the owner of People’s Cab, said on Friday that the loan helped his 39-yearold Black-owned company significantly.

According to the SBA data, People’s Cab received a loan ranging from $350,000 to $1 million through Huntington National Bank in order to retain 60 employees.

“It helped out,” Scott said. “We were able to pay people around the office and our cab drivers for eight weeks during the shutdown.”

When asked about the apparent paucity of Black-owned businesses receiving large PPP loans, Scott explained that the disparity can be partly attributed to a lack of understanding and formal structuring.

“You have to have your paperwork in order and you have to run as a business,” he said. “Have a W-2 or 1099. Be a legit legal corporation operating in Illinois. Many of us complain about the system, but we need to understand the system.”

Bristol Hose & Fitting, the only other Proviso Township business in the SBA’s database that is listed as Black-owned also received a loan between $350,000 and $1 million, but the SBA data doesn’t show the company having retained any employees with the funding.

A spokesperson with Bristol Hose & Fitting, which according to the company’s phone service recently moved from Northlake to Melrose Park, could not be contacted on Friday afternoon. A recent

Chicago Tribune examination into why some Illinois companies with significant PPP funding were showing zero jobs retained in the SBA data found that, while “those zeroes look alarming” for a program that was designed to help small businesses keep workers during the COVID-19 crisis, “they are also wrong.”

The Tribune reported that the discrepancies in the data “seem to be the result of inconsistent data reporting,” which could be due to the fact that the SBA did not require businesses to provide the number of employees they have on loan applications, which were processed by private banks.

Despite the apparent lack of Black and Brown businesses among high dollar amount PPP recipients, there were some minority churches and nonprofits that showed up on the list.

In Maywood, Rock of Ages Baptist Church received between $150,000 and $350,000 in PPP funding to retain 15 employees while the nonprofit Proviso Leyden Council for Community Action received between $350,000 and $1 million to retain 78 employees, SBA data shows. Both entities applied for the lending through Self Help Federal Credit Union, which acquired the former Seaway Bank and has a branch in Maywood.

Broadview Missionary Baptist Church in Broadview received between $150,000 and $350,000 through BMO Harris Bank National Association to retain 39 employees.
