A raft of new developments headed to Roosevelt Road in Broadview, within the vicinity of Roosevelt and 17th Avenue, have some village officials worrying about traffic congestion. But the problems, some village officials say, are good ones to have.

A strip mall on the northwest corner of 17th Avenue and Roosevelt Road is nearing completion while village officials are also planning for the construction of a 70-unit affordable housing development for senior citizens and veterans, and the development of an events venue in the area.

A historic Maywood church building gets new worshipers

Rose of Sharon brings its own rich history to the 150-year-old church building at 201 S. 5th Ave.

A historic Maywood church building that dates back to 1871 took in its newest congregation on July 7.

Dressed in communion Sunday white, members of the Rose of Sharon Community Church converged on the steps of 201 S. 5th Ave. for a brief ribbon-cutting and prayer before eagerly marching into their new house of worship.

The moment marked a historic transition for Rose of Sharon, whose longtime pastor, the late Rev. James A. Murphy Sr., built the church into an institution on Chicago’s See ROSE OF SHARON on page 6

One man was fatally injured after a shooting that happened in Maywood recently, according to the Cook County Medical Examiner’s office.

John Garza, 35, of Maywood, died from multiple gunshot wounds after a shooting that happened on Sixth Avenue and Lake Street in Maywood.

According to a Chicago Sun-Times report, Garza “was outside a family member’s home about 11:30 p.m.,” on July 4 when the shooting happened.

Garza was transported to Loyola University Medical Center, where he was pronounced dead on Friday at 4:35 a.m., according to the medical examiner’s report. The Chicago Sun-Times reported that, so far, police have no one in custody.

An attempt on Saturday afternoon to reach Maywood Police for more information on the shooting was unsuccessful.

‘Swing Shift’ filmed in Broadview, which welcomes ‘spa’ business for girls During a regular meeting on June 17, David Upshaw, the village’s building commissioner, announced that the movie “Swing Shift,” which has been filming in various places in the west suburbs, had

filmed in Broadview in early June, around the same time crews for the film were at various locations in Maywood.

“Broadview is becoming a place for making films,” said Upshaw.

“We had one commercial and two movies in less than a year.”

Upshaw said crews filmed on June 12 and June 13, on 21st Street and at Village Hall. Several months ago, he said, Checkers filmed a commercial at its location at 1617 W. Roosevelt Rd. in Broadview.

During that June 17 meeting, the village board approved an application for a business license submitted by Pampered Princess Spa, which is looking to locate at 1807 W. Roosevelt Rd. The business offers makeup sessions, manicures, pedicures and facials for young girls between two and 12 years old, according to a WGN report.

VILLAGE people Proviso Township mourns Randy Corbin, prominent funeral home owner

Randy Corbin, the founder and president/ CEO of Corbin Colonial Funeral Chapel in Chicago, has died. His death was confirmed by close relatives and friends on Facebook.

Corbin, of Berkeley, was an active member of the Proviso Township community. For a time, he operated a branch of his funeral home in Maywood and he was a longtime advisory board member for the venerable Maywood nonprofit Operation Uplift.

In a statement, Operation Uplift’s executive director, George E. Stone II, said that Corbin “was a staple in the Proviso Township community and provided services to thousands over his 60-year career.

“He assisted many families who didn’t have means to provide funeral services for their loved ones. He was a true gentleman, pioneer businessman and a role

model for us younger African-American males that came after him.”

In January, Operation Uplift honored Corbin with its George E. Stone, Sr. Humanitarian Award “for his life service and dedication to serving humanity.”

In a Facebook post, Randall McFarland, the founder of the nonprofit Best of Proviso Township, remembered Corbin as “a true pioneer and pillar for our community.”

“A true gentleman and knowledgeable leader,” McFarland said. “An absolute mountain of information and resources. He loved bending the ears of young people to pour into them.”

Corbin was buried over the weekend, on July 7 and July 8.

agreement with the Red Door Meeting Place, Inc. The developers are looking to turn what used to be Betty Jo’s Christian Bookstore, located at 1519-21 W. Roosevelt Rd., into an “urban chic meeting hall venue,” according to a presentation given to the board on July 1

by Monica Gordon and Vincent R. Williams, of Vincent Williams and Associates.

Williams said that the total redevelopment project will cost around $981,000. He said that his company has already invested “about $140,000 in soft costs, including architectural renderings.”

Gordon said that the Red Door will feature business office space and flexible floor space for accommodating weddings, bridal showers, anniversaries, graduations, corporate meetings and other events. The space, she said, will be unlike anything in Proviso Township. Williams added that the services will be affordable to boot.

“We don’t want you to be treated like you’re in downtown Chicago and have to pay $50 to park or go to Oak Brook and it costs you more than a house to have a big event,” he said. “We want to do something that is affordable for ordinary people.”

During the July 1 meeting, Broadview’s board welcomed the concept, but some members expressed concern about the possibility of traffic congestion in the area.

The Red Door, according to Gordon, would have a capacity for 320-plus cocktail-style seats and 220-plus guests for banquet-style seating.

“I think there’s a real issue related to parking,” said Trustee Verina Horne.

Trustee Sherman Jones, the village’s former mayor, said that while he was in favor of the development, the traffic concern should need to nonetheless be worked out before the village entered into an agreement with the developers.

The agreement would apparently involve the village paying out a certain amount of Tax Increment Financing dollars, but the specific amount of money involved was not

disclosed during the meeting. Broadview officials could not be contacted on Sunday night for comment and neither the draft of the agreement, nor the meeting’s agenda, could be found on the village’s website.

Village administrators, however, reassured Jones and other trustees that the developers are required to comply with the village’s parking requirements before they could receive any TIF funds. So, the village would not be at risk of losing out on money if the developers did not figure out adequate parking arrangements.

David Upshaw, the village’s building commissioner, said that the developers are currently negotiating with the owners of nearby lots “to the east and west” of the development, in order to free up more parking spaces. Upshaw added that there is additional public parking available in the area, as well.

Part of Fillmore Street vacated to make room for senior living facility During the July 1 meeting, the village board voted unanimously to vacate part of a street in anticipation of a 70-unit, threestory affordable housing development for seniors and veterans at 2111 S. 17th Ave. The street vacation will extend from a portion of Fillmore located directly east of 17th Avenue, and between 2047 S. 17th Ave. to the north and 2101 S. 17th Ave. to the south.

The measure aroused some concerns among some residents and board members who felt that the vacation would restrict access in an area that already has a heavy concentration of cul-de-sacs.

Upshaw cleared up some confusion among residents who thought that the vacation would extend from 16th through 17th.

“We’re going from 17th Avenue to the alley, not to 16th Avenue,” he said, moments after a resident claimed during public comment that the entire block would be vacated.

Broadview Trustee Judy Miller, however, said that, despite the clarification, concerns among residents about access issues still needed to be addressed.

“I did hear a lot of concerns from residents when we were out over the last few months regarding the senior housing complex and

“Vacating from the alley back to 17th still restricts their access to get back on 17th off of Fillmore, correct?” she asked Upshaw.

“That is correct,” he said.

“So in order for them to get back to 17th, they either have to head back north to Harvard or go back south to Roosevelt, in order to even get off of 16th Avenue, correct?

“That is correct,” Upshaw said.

Trustee Jones said that, while he supports the development, it does introduce some traffic and parking complications.

“Because of the parking issue and enormity of the size of the senior development, there’s a necessity to want to vacate Fillmore at that location,” Jones said.

“I don’t have any feelings one way or the other, and I live in the area,” he added.

“The development is very important and critical to the neighborhood, because we’ve got a large number of seniors who need the location. I do know that mobility in the area is going to be very challenged by closing down that additional street.”

Upshaw explained that representatives from the village’s fire, police and public works departments have had multiple meetings to vet safety issues regarding the senior housing complex.

He added that multiple forms of

notification — including a posting on the village’s website, flyers posted on villageowned buildings, a publication in the Chicago Sun-Times and mailed letters sent to area residents — were sent out advising residents of the public hearing related to the vacation that was held immediately before the regular meeting on July 1.

Despite the communications, only three residents expressed their concerns about the vacation during the July 1 public hearing.

The vacation comes a few months after the Illinois Housing Development Authority authorized 1.5 million credits for the senior living development, which Upshaw said “equates to $13 million or $14 million.”

In January, he said, the village board granted the development a zoning variance to reduce the number of required parking spaces for the project. Ross Financial has been contracted to build and manage the development, and it will team up with an area non-profit to provide programming.

Regarding the traffic, Upshaw expressed a sentiment shared by many officials in the village.

“This is my personal opinion,” he said.

“What’s wrong with having a traffic problem in Broadview?”

“That’s real,” said Horne. “I want my house to be worth something.”

We’ve had a historic year in the Illinois Senate

There have been major changes that will bring millions of new dollars to our schools and social justice initiatives seeking to right past wrongs by investing in under-served communities and over-targeted people.

As the spring session wrapped up and people weighed in on the breadth and depth of our historic accomplishments, I’d like to think that I had something to do with them.

You see, 2019 had barely begun when I was officially instated as the first AfricanAmerican woman to hold the title and office of Senate Majority Leader.

To be honest, I was unsure what the position fully entailed, and after we adjourned for the summer I was more lost than ever as to what I had done in my new role. I was more tired than I had ever been and couldn’t figure out what I had to show for it.

I kept hearing my name mentioned as

my colleagues and Gov. Pritzker thanked people for their work on legislation, but I still hadn’t taken the time to process it all.

It was at a bill signing that I finally came up for air. I was listening to young undocumented students giving their accounts as to how legislation that qualifies them for state assistance would be life changing, and for the first time since I became Majority Leader, I was overcome with emotion.

Those students reminded me of being a first generation college student who managed to pay off student loans just in time to acquire my child’s debt, and that I would do all of my twenty years in this

office all over again just to make sure that even one student was able to break the generational curse that is poverty.

I left the event before the bills were even signed because I wasn’t sure anyone would understand why I was in tears.

When I started to revisit memories of challenging conversations with colleagues working on proposals that matter to them, I was deeply humbled to be in a position where I could guide and support their legislative goals.

When historians look back on the 2019 legislative session, they will see a lot of big dreams, big ideas and big plans. They will see

the results of people coming together to solve problems and provide opportunities. They will see the results of recognizing reality and joining forces to make our neighborhoods better for everyone who lives in them.

This can happen when preparation meets opportunity.

What we were able to accomplish was a culmination of years’ worth of work and negotiations that required some experience to navigate. None of our accomplishments simply just materialized. People have worked for years to get to this point, and I’m thankful for Governor JB Pritzker who didn’t say ‘no’ to any idea.

I am grateful for the opportunity to put two decades of experience to the test at a time when it was imperative to show the people of Illinois what a government that wants to work can really do.

Now, I can’t wait to see what we will do next.

Fred Hampton and the Panthers took Jefferson at his word

In his last public letter — released two weeks before his death on July 4, 1826 — Thomas Jefferson praised the Declaration of Independence, a document he had drafted a half-century earlier, as “an instrument, pregnant with our own and the fate of the world.”

According to author David Armitage, “as he declined an invitation to attend the commemoration in Washington, D.C., of the fiftieth anniversary of American independence, Jefferson […] regretted that illness would keep him from a reunion with ‘the remnant of that host of worthies, who joined with us on that day, in the bold and doubtful election we were to make for our country, between submission or the sword.’”

Later in the letter, Jefferson announces his hopes that America’s independence “be to the world what I believe it will be, (to some parts sooner, to others later, but finally to all), the signal of arousing men to burst the chains, under which monkish ignorance and superstition had persuaded them to bind themselves, and to assume the blessings and security of self-government.’”

After reading the beginning chapters of “Black Against Empire: The History and Politics of the Black Panther Party,” I am fully convinced that a group of young, Black militants — many of whom were around the same age as many of the Founding Fathers when they took up their swords against the British — were the last citizens of this great country to genuinely act on Jefferson’s words, which is why many of them, like

Maywood native son Fred Hampton, are no longer with us.

As Armitage points out in “Declaration of Independence: A Global History,” and as I’ve stated in the past, the Declaration, in reality, was not a human rights document; it was an announcement directed at other nations, particularly global powers such as France, so that they would recognize the united colonies as a force, independent of Great Britain, to be reckoned with (and worthy of credit to finance the fight for independence that would come later).

The Founding Fathers were not a racially oppressed minority. As a class (economically, culturally, religiously), they were closer to their British ‘oppressors’ than they were to their marginalized wouldbe countrymen of African descent. Elite American colonists like Jefferson did not need to announce their humanity to the world. Poor, marginalized and despised Black men like Fred Hampton did and do.

The Declaration of Independence is a dangerously contradictory document,

in that it makes compelling cases both for self-governance and for insurrection in one fell swoop.

The Black Panthers were revolutionary because they took the Declaration seriously — violently and deadly seriously.

Unlike leaders of the modern Civil Rights movement, who operated mostly within a Constitutional context (and took the legitimacy of the U.S. government at face value), the Panthers adopted the fighting stance of the Founding Fathers during the American Revolution.

Jefferson writes in the Declaration of Independence that a legitimate government requires the “consent of the governed,” that it must be created so that its subjects are allowed to pursue “life, liberty and the pursuit of happiness” and that “whenever any form of government becomes destructive of these ends, it is the right of the people to alter or to abolish it, and to institute new government, laying its foundation on such principles and organizing its powers in such form, as to them shall seem most likely to effect their

safety and happiness.”

The Black Panther Party excerpted a portion of the Declaration of Independence in its original Ten Point Program of May 15, 1967.

In “Black Against Empire,” authors Joshua Bloom and Waldo E. Martin, Jr. make an incredibly convincing case, based on thorough fact-finding and exacting historical analysis, for the Panthers’ status as genuine revolutionaries — perhaps the last of their kind in America.

“Not since the Civil War … have so many people taken up arms in revolutionary struggle in the United States,” they write. “Of course, the number of people who took up arms for the Union and Confederate causes and the number of people killed in the Civil War are orders of magnitude larger than the numbers who have engaged in any armed political struggle in the United States since.

“Some political organizations that embraced revolutionary ideologies yet eschewed armed confrontation with the state may have garnered larger followings than the Black Panther Party did. But in the general absence of armed revolution in the United States since 1864, the thousands of Black Panthers — who dedicated their lives to a political program involving armed resistance to state authority — stand alone.”

You can argue over the Black Panthers’ reasons for resistance and their means (and I encourage people to delve into that history), but Bloom and Martin are definitive in this one point. You can’t argue that they weren’t revolutionaries — and in the most Jeffersonian sense of the word.

Area basketball camp develops body, mind and soul The Four Point Play skills camp at Walther Christian focuses on whole athlete

The organizers of a free basketball skills clinic held at Walther Christian Academy in Melrose Park on June 22 sought to help young people hone more than jump shots.

“My dad was looking for basketball camps and found this one,” he said. “I’m learning that if you’re on defense, you should never let your heels touch the ground, because people can dribble right past you very easily and you may trip.”

One of the sticking points for Davis’s father could have been that the camp is free.

Lodree said that his organization — which he runs with his wife, operations director Candice Lodree, and Jeffrey Harris, the program’s youth sports facilitator — is intentionally affordable, even when they charge.

“We’re going to host another camp on July 13, July 20 and July 27,” Lodree said. “The costs are reasonable. Everything we do is affordable. Other camps can be around $150. Ours is $40. We just want to encourage kids to get out and be active — have an active life.”

Making history anew from page 1 West Side. Murphy, who died last year at 87, founded the church in 1955 and pastored for more than 62 years, according to an obituary published in the Chicago Crusader.

Murphy was also a serial entrepreneur, owning an array of businesses on the West Side that constituted their own cottage economy. Murphy owned R.O.S. Cleaners, “a chain of dry cleaners with 13 locations,” the Crusader article pointed out; the Turning Point Supper Club; Murph’s Place Restaurant; and Century 21 Murphy Real Estate.

The enterprising pastor also penetrated the city’s airwaves, broadcasting his church’s live services for more than 50 years on area radio stations. In the 1990s, he created “The Lord Will Make a Way” broadcast on cable television, where he often sung “The Lord Will Make a Way Somehow” — a song that he made his own.

“When people would see him coming, they’d start singing that song,” said Congressman Danny K. Davis, a friend of Murphy’s and a native of Chicago’s Austin community.

“Rose of Sharon was the first church I stepped foot in in Chicago,” Davis said during Sunday’s ribbon-cutting. Davis said

he was also a frequent patron of R.O.S. Cleaners.

“The Murphy family has been an integral part of our community,” he said.

While on the West Side, the Rose of Sharon worshipped in four different locations. In 1990, a fire destroyed the third location, at 2950 W. Warren, forcing the congregation to temporarily worship in a mortuary, according to the Chicago Tribune.

“Our faith is on trial,” Clementine Murphy, Rev. Murphy’s wife of 66 years, told a Tribune reporter at the time. “We`re going to find that we`ll be stronger at the end of this.”

Eventually, the church moved into their last location in the city, a spacious building at 4256 W. Walton. After Rev. Murphy’s death in 2018, the church moved again, this time to First Congregational Church, 400 N. 5th Ave. in Maywood, where they rented space, before finding their permanent location.

communications manager and Rev. James and Clementine Murphy’s granddaughter, said that Rose of Sharon’s last West Side location was too large and too costly for the congregation of roughly 50 members.

“We wanted to downsize,” Nash said.

“Also, a lot of our members are from the west suburbs, so this location is easier for them to get to.”

The previous congregation to worship at 201 S. 5th Ave., New Beginnings Christian Fellowship, disbanded after its pastor, David Torres, died in 2014.

“The church had been just sitting here vacant, for a couple of years, when we found out about it through our chairman,” said Rev. Myron Austin, Rose of Sharon’s current pastor. “We believe everything is in divine order.”

Annie Beckworth, who joined Rose of Sharon in 1960, gave the church’s new location her stamp of approval.

“It’s beautiful,” she said. “I love it. I love it.”

“This is a great location. This corner has a whole lot of history,” said state Rep. Emanuel “Chris” Welch (7th), who also attended the ribbon-cutting.

“You’re across from the old Masonic Temple, but your church holds a lot of meaning itself,” he said. “You’re right next to the police station and the park and Fred Hampton Pool. We’re looking forward to Rose of Sharon adding to the rich history of this village.”

Welch could have added another factoid.

According to Douglas Deuchler, who authored a book on Maywood, the church’s original congregation, the Episcopal Church of the Holy Communion, included “many prominent Maywood families” as members, including the man who founded the village — Colonel William T. Nichols, a Civil War veteran from Vermont, who named the town after his deceased daughter, May. Now, the burden of building on that history is up to the historic building’s newest hosts. Before she cut the ribbon on Sunday, Clementine Murphy, echoing her sentiments following the 1990 fire, seemed up to the task.

“The Lord will make a way somehow,” Murphy said, channeling her late husband.

“We want to keep on going, no matter how hard or rough it might be. This church is full of love. We believe in sharing one another’s burdens and problems. There’s no end to church work. You’ve got to keep going.”

Group’s work led to some changes, but more recommendations for officials to act on and debate

After a year’s worth of meetings, the Cook County Funeral and Cemetery Violence Taskforce may have ended its formal inperson meetings, but those involved in the group continue to talk remotely about how to keep Forest Park, Oak Park and other western suburbs safe during chaotic funeral processions, particularly as murders rise in Chicago. The group also left behind a series of recommendations, some of which have put into action by area law enforcement.

“The more murders there are, the higher likelihood more violent, or disruptive, or breaches of the peace with funerals and funeral processions and burials there are,” said Detective Sergeant Jason Moran, who works for the Cook County Sheriff’s Department.

“It’s absolutely correlated to the rise in murders in the city of Chicago,” he said. “So, in 2016, [Chicago] had that huge increase in murders, and each year it’s been very high since.”

Ten years ago, Moran was the lead detective in the Burr Oak Cemetery Desecration Case, where he discovered two brothers were digging up corpses and dumping the bodies in the back of the cemetery to make room for new burials.

“As a result of that case, I became the ‘cemetery cop,’” he joked.

Moran was thrust into the death care industry and, because of his expertise, served on the Cook County Funeral and Cemetery Violence Taskforce. The sevenmember task force was created in 2017, after a homicide was committed at a funeral in Oakridge-Glen Oak Cemetery in Hillside.

The Hillside police chief personally rammed his car into the fleeing murderer’s vehicle.

The incident caught the attention of the media — as well as constituents in Hillside and the Austin community of Chicago — who complained about the prevalence of chaotic funeral processions, nicknamed “rowdy funerals.”

Rowdy funerals often occur following the death of Chicago gang members, Moran said, as the funeral party travels to suburban cemeteries for the burial. Moran said he was unsure what gangs were associated with most rowdy funerals, “since the gangs have broken off into such small crews that it’s hard to really kind of see.” The sheriff’s department was unsure if such a task force has been enacted in other areas.

“I think that the general public sometimes thinks its rival gang members, and it’s not.

It tends to be within the family, or groups of friends, that are in these processions that are causing these problems,” Moran said.

“It’s not someone like crashing a funeral or funeral procession, so to speak. These individuals know one another, either by blood, marriage or a friendly relationship.”

Then-First District representative Richard Boykin partnered with the Cook County Sheriff’s department to create the task force, with law enforcement, faith leaders and funeral directors meeting three times over the next year. The last time the task force met was in November 2018, essentially ending its in-person meetings after Boykin lost his re-election bid to new Commissioner Brandon Johnson.

“My term sort of ended by the time the task force’s work concluded, and so that created an interesting dynamic,” Boykin said.

“December 1 the new board was sworn in and so I was at that November meeting,” he added. “Obviously it was like, ‘Rush, rush, rush to get something done here before my term ended.’ But then what I said to them was, ‘Don’t rush it, do it right, come up with a set of recommendations that make sense and get everyone everybody on board.’”

The task force created a set of five recommendations in December 2018.

Nine months later, Boykin said he believed the sheriff’s department would send the recommendations to the Cook County Board of Commissioners, which could vote to formally acknowledge the recommendations and to enter them into the public record in September. Any action on the recommendations beyond that would be up to funeral directors, state lawmakers and local law enforcement officials.

The task force’s five recommendations stress a need for the sheriff to communicate to funeral directors and cemetarians about high risk funerals; for funeral directors to contact the Chicago Police Department about violence or threats of violence during memorial services; for Chicago police to update the sheriff’s department about high risk memorial services; for the sheriff’s department to provide additional security at Oakridge-Glen Oak Cemetery in Hillside; and for the state legislature to enhance penalties for individuals convicted of crimes at funeral, memorial, internment or entombment ceremonies.

Some of those recommendations have translated into concrete measures implemented by local law enforcement, funeral homes and cemeteries.

After the task force was created, Moran said the sheriff’s department executed a contract with Oakridge-Glen Oak Cemetery to station two police officers there during Fridays and Saturdays. “It doesn’t cost the taxpayer any money, the cemetery has entered into a contract with our department and they pay for the detail,” he said. So far, Oakridge-Glen Oak Cemetery is the only cemetery that has secured a contract, although the sheriff’s department is “in talks” with Mount Hope Cemetery in Chicago about stationing police there.

Moran now acts as a central figure in a newly-created communication system, called an intelligence bulletin, between

funeral directors, cemeteries, Chicago police and suburban departments.

When Chicago police learn of a highrisk funeral, Moran said they now issue an intelligence bulletin to the Cook County Sheriff’s department, and then that agency will alert county police and suburban agencies — “primarily Oak Park and Forest Park” — about what they know about these activities.

After meeting with the task force, Moran said funeral directors were given contact information for their district intelligence officers for the Chicago police department, and were encouraged to call cemeteries if they suspect a funeral might devolve into violence.

“That’s helped out a lot,” he said.

Commissioner Johnson said that, since he’s taken office, no one has brought the issue of rowdy funerals to his attention — although they have mentioned longer processions causing traffic problems — and that he has no reason to believe they are a “regular phenomenon.” In June, Johnson said he did have a conversation with local officials in Westchester, who said that, in the case of longer processions, it would be helpful to have sheriff’s police help secure the village.

“Local law enforcement has expressed a need for some additional support. I see that request as reasonable and sort of a simple ask for how the county can be supportive of local villages stretched for resources,” Johnson said, adding that he planned to talk with the sheriff in the coming weeks about providing additional support to villages where longer processions were travelling.

Boykin said that, because the Cook County board has a balanced budget, he saw no reason the county wouldn’t be able to fund additional police presence during longer processions.

“We have to do whatever we have to do to make people feel safe, and if it means we need to put more money into sheriff’s police, then we need to do that,” Boykin said. “The county budget has been in good shape for the last 4-5 years, quite frankly. The president announced recently they’re not going to raise taxes for the upcoming budget. I think that says that the county’s coffers are doing pretty well and it means we gotta make sure people are safe in their community and in the processionals.”

During the task force meetings, Moran said members discussed limiting the number of cars allowed in each processional as a safety measure.

“In the old days, when the cemeteries were out in rural areas and you took a funeral procession to a church out in a rural area, there wasn’t as many traffic concerns,” Moran said. “Being that Cook County is an urban county, lengthy travels with dozens of dozens vehicles in a processional is something not preferable.”

At least three rowdy funerals have passed through Forest Park since May, according to Forest Park police reports. In addition to providing police presence during chaotic processionals, Forest Park officers review red light camera footage and fine those violating the village’s funeral, disorderly conduct and negligent driving ordinances, sending tickets to vehicle registration owners in the mail. Those who do not pay their tickets ultimately get their car booted.

Johnson said local authorities must address ordinance violations at a local level but that criminalizing anything beyond that could represent an “exaggerated characterization” of anyone’s behavior.

He said he did not support the task force recommendation to increase criminal penalties — for example, increasing a charge of battery to aggravated battery — for those who commit illegal acts during a funeral services.

“The entire country is moving away from the criminalization of people. There’s been a long history of targeting particular groups of people that has undermined and, quite frankly, destroyed our families,” Johnson said, adding that enhancing penalties for those who commit illegal acts during funeral services “speaks to something out of a very treacherous past, the criminalization of people and the explosion of the prison industry complex that has unfairly and unjustly targeted people.”

Boykin said the solution to calming chaotic funeral processions lies in victim’s families.

“If we get folks in the homes to talk about the importance of civility as it relates to funeral processions, if we can get loved ones — somebody whose child has been killed or murdered or whatever — they know if the child was in a gang, dealing drugs. Get them to be honest with that reality and share with funeral homes, directors the circumstances, or share with the pastor of the church who does funeral services,” Boykin said. “They can then alert CPD.” Moran said that, because the task force just started last year, it’s hard to know if the group’s work has had a direct impact on decreasing the number of rowdy funerals.

There is also no centralized data repository for the number or outcome of the rowdy funerals, which Boykin said is a mistake.

“Data drives resources,” he said. “The more data you have as it relates to this issue, I think the better you’re able to say, ‘We need to put more resources here to help prevent some of the things going on.”
