The Maywood Police Department could soon have a permanent presence beyond its current headquarters at 125 S. 5th Ave. During a regular meeting on June 4, Maywood Police Chief Valdimir Talley told members of the Maywood Board of Trustees that he was in favor of accepting an offer from an area bank to setup a sub-post next to a soon-to-open branch at Maywood Plaza, 1109-23 W. Madison St. In the spring, Wintrust Financial Corporation secured 1,800-square-feet of space in the plaza in order to open a fullservice branch of Proviso Community Bank, which is part of Wintrust’s family of community banks.

Maywood commemorates Juneteenth On Saturday, June 22, the village of Maywood celebrated Juneteenth on the steps of the Home for Soldiers Widows, at the corner of Lake and First. As always, former Maywood trustee Mike Rogers (far left), a local history buff, anchored the celebration.

For many of the honorees, the night was an opportunity to lavish praise on Moseley-Braun while she was within hearing distance. Moseley-Braun was the first black U.S. senator from the Democratic Party and the first female U.S. senator elected from Illinois.

“I watched her from afar and have a tremendous amount of respect for you, Carol, and your journey,” said Yarbrough, who called Braun her big sister.

“When I asked her, ‘Why are you in the business of politics?

This is terrible,’ she told me, ‘Karen, listen, it’s the only game in town and either you’re at the table or you’re on the menu. So, I don’t want to be on the menu.”

“When I first ran for office, I was running with Carol MoseleyBraun,” said Lightford. “She was running for re-election to the U.S. Senate and it was the best teaching I had.”

“It’s because of the honorees in this room that I’m standing here as mayor,” said Harvey. “I never thought about being mayor and never thought politics would be in my life.”

Harvey said that Yarbrough was his first insurance agent, who sold him insurance at 16 years old.

“If it weren’t for me watching her, and traveling in her footsteps, I wouldn’t be here today,” Harvey said. “Carol Moseley-Braun — gosh, the icon. And when I was a firefighter, Kimberly was always there leading our community and making us proud as a young, African American woman.”

Hoskins said that he watched Moseley-Braun from afar as a young man growing up in Texas — the state where Juneteenth originated. The holiday commemorates the day, June 19, 1865, when news of President Abraham Lincoln’s 1863 Emancipation Proclamation filtered into Texas and throughout the most remote slave states of the Confederacy.

“I’m just overwhelmed and overcome,” said Moseley-Braun.

“It’s so important that this lodge is recognizing Juneteenth.”

Maywood shuts down two more video gaming proposals Tina Wilson, wife of NFL player Otis Wilson, sought to open two gaming cafes, prompting residents to call for tougher restrictions

During a Maywood Liquor Commission meeting on June 20, roughly a dozen residents, including some commissioners, spoke out against two more proposed gaming establishments seeking to acquire a Class M liquor license in order to operate in the village.

Although the commission voted both proposals down — making it highly unlikely that the Maywood Board of Trustees, which has the final say-so on the matter, will approve the licenses — vocal opponents of the establishments are calling for the village to implement tougher policies in order to stem the tide of applicants.

The latest applicant, Tina Wilson, the wife of former Chicago Bears Super Bowlwinning linebacker Otis Wilson, appeared before the commission last week seeking to obtain Class M liquor licenses required to open two Tina’s Gaming Cafes in Maywood — one at 400 Lake St., a storefront retail space just behind Maywood Fine Arts, and another at 705 S. 5th Ave. Wilson said that she and her husband have longstanding relationships in Maywood.

Wilson said her husband sat on the board of Proviso Leyden Council for Community Action Inc., a nonprofit based in Maywood, and that she often visits Maywood in her job as an employee for the Cook County Department of Public Health.

“Part of my job entails me being inside gaming cafes often,” Tina Wilson said.

“There’s a misconception that gaming cafes breed crime, drunkenness and things of that nature. In fact, the demographics are middle-aged women [looking for an]

Wintrust officials, who are expecting the bank to open sometime this summer, confirmed that they made the offer.

atmosphere that is relaxing. In turn, it does bring revenue to the village.”

Many of the residents who spoke out against the proposed gaming establishments presented a different scenario. They honed in on the 400 Lake St. proposal, which they said would only worsen the quality of life in an area of the village that is already a cauldron of hazard.

The corner attracts a steady stream of young people, but is also a hangout for loiterers who frequent the liquor store adjacent MFA’s main building at 25 N. 5th Ave. and that is across the street from the nonprofit’s Stairway of the Stars dance studio at 20 N. 5th Ave. Lois Baumann, the co-founder of Maywood Fine Arts, said that her nonprofit organization services roughly 1,000 children a week — 70 percent of whom come from outside of Maywood.

“My major problem for 50 years has been the liquor problem,” Baumann said. “I clean up liquor every morning all along Lake Street and 5th Avenue.”

Veronica Ojeda, an MFA parent, said that another MFA parent was assaulted roughly two years ago on 4th and Lake St. while dropping their child off. She cited another instance that involved an intoxicated man who had fallen over while trying to cross a street in the area.

“We need establishments that promote growth in this community, not ones that instigate this type of behavior,” Ojeda said.

Wayne Beals, a Maywood resident and among the most vocal opponents of gaming bistros locating in the village, recommended that the village suspend the process of issuing Class M liquor licenses altogether.

“The voices of Maywood residents are telling the folks that got elected on the board that they don’t want to see this,” Beals said.

In 2016, Beals helped organize an online petition in which roughly 100 residents expressed their opposition to another video gambling establishment — Lucky Brew LLC — that unsuccessfully attempted to open up in the same Lake Street minimart where Tina’s Gaming Café would have been located. The petition has since garnered nearly 200 signatures.

Lucky Brew’s proposal came months after the village board voted 4 to 3 to approve a Class M license for Lacey’s Place, a proposed video gambling bistro that opened at 611 W. Roosevelt Rd. in 2017.

During the Nov. 8, 2016 election, Maywood voters elected to ban Class M licenses 56 percent to 44 percent in a non-binding advisory referendum. In December 2016, the Maywood Board of Trustees voted to amend a section of the village code to prohibit the issuance of any new Class M liquor licenses.

Trustees allocated about $53,000 in the proposed FY 2015-16 budget to pay for phase one costs associated with installing a police sub-post somewhere in the vicinity of Fifth Avenue and Roosevelt Road. Another $5,000 was allocated for a site study. All of the costs were to be covered through Roosevelt Road TIF [Tax Increment Fund] money.

Some trustees on the board at the time recommended sub-post locations at 17th and Prairie Path, specifically one within a building at 1213 S. 17th Avenue. Since those discussions four years ago, however, a police sub-post has not materialized.

During the June 4 meeting, Talley said that a police sub-post within the Maywood Plaza “would allow us to respond more readily to our Madison and 17th Avenue areas, which are problematic areas. This will give us a quicker response time.”

Talley said that the department has in the past had an officer stationed inside of Irving Middle School in Maywood, but that the

Maywood Plaza location “would be a better option for us.”

Talley said that the sub-post would be a room roughly the size of a walk-in closet — with a desk and chairs — next to the bank branch. He added that a police presence in the plaza, which is across the street from a childcare center and within several blocks of Irving, would benefit an area that has had two homicides within the last three years.

During the meeting, Trustee Isiah Brandon asked whether or not other locations in the village, such as those that officials were targeting four years ago, would be better suited for sub-posts.

“I don’t want to be providing security just because a particular business is moving in,” Brandon said. “We want to make sure that it’s a help to the residents.”

Talley said that those options from 2015 all involved capital expenses; whereas the prospective plaza sub-post is virtually free and involves an officer carrying his laptop

The board, however, lifted that blanket ban in September 2018, when it voted in favor of granting a Class M to Lucky Bernie’s — a deli that would also feature beer, wine and video gambling.

Lucky Bernie’s, which has yet to open, would be located inside of the former Subway in the strip mall at 608-22 S. 5th Ave., and would be just the second video gaming bistro to operate in Maywood.

On June 4, the owner of Maywood Mart Care, a gas station and convenience store at 1701 Harrison St., went before the village board requesting the ability to operate gaming terminals and to sell liquor within a room inside of his establishment. Most board members vigorously pushed back against the idea.

The Tina’s Gaming Café proposed for 705 S. 5th Ave. is less than a block north of where Lucky Bernie’s would be located.

“We haven’t had a great track record with keeping our community safe,” said Commissioner Keith Moore. “So it’s concerning to us and our residents about how many [gaming bistros] we allow here.”

“Fifth Avenue is supposed to be our downtown,” said Commissioner Steve Smiley. “Not little Vegas.”

“I wish we could get past the misconception that it breeds crime and nefarious activity,” said Tina Wilson.

Smiley and Moore, along with Commissioner Mary Larry and Maywood Mayor Edwenna Perkins, who chairs the liquor commission, voted against both of Wilson’s license requests. Commissioner Leah Walker voted in favor of both license requests. Commissioner Rolando Villegas was absent.

SPRINGFIELD – Gov. J.B. Pritzker joined a diverse coalition of lawmakers and advocates in Chicago on June 20 as he signed an executive order aimed at ensuring an accurate count in the 2020 U.S. Census.

“The stakes could not be higher, and to be frank, we are behind in Illinois,” Pritzker said, noting that Illinois could lose up to two congressional seats if residents are undercounted.

Lieutenant Governor Juliana Stratton said the stakes include billions of dollars in federal funding, as Illinois could lose $120 million annually for each 1 percent of the population that is undercounted – about $1.2 billion over the 10-year period between each census.

Stratton said nearly 42 percent of the state’s African-American population, 33 percent of the Latino population and 20 percent of children under the age of 5 live in communities classified as hard to count.

Undercounts in minority communities could be “disastrous” not only for those communities but to the entire state, she said.

“If we’re going to reach our hard-to-reach communities, we need representatives from those communities at the table,” Pritzker said.

Funds from the census appropriation will go toward outreach and education, with grant funding to community organizations that are engaged in census advocacy, particularly in hard-to-count communities.

The DHS will file public reports online on a monthly basis to detail its budget, expenditures and distributions of funds to organizations throughout Illinois.

“We need to get these funds out the door as soon as possible,” Pritzker said.

Anita Banerji, leader of the Democracy Initiative of the nonprofit organization Forefront, which has focused on census outreach, said the appropriation and executive order will greatly aid the ongoing process of ensuring a correct count.

“Illinois is well positioned to conduct the most fair and accurate census count in our history,” she said. “And today, Illinois is now leading the nation’s census efforts.”

Timeline for proposed Maywood apartments extended again Developers of 72-unit building proposed for 800-820 S. 5th Ave. push back completion date to May 1, 2020

A developer seeking to build 72 affordable apartment units on village-owned land located at 800-820 S. 5th Ave. in Maywood has yet again pushed back the completion date for the project.

During a regular meeting on June 4, the Maywood Board of Trustees unanimously voted to amend the redevelopment agreement between the village and the nonprofit Interfaith Housing Development Corporation for the second time in less than a year.

The amendment extends the amount of time that Interfaith has to close on the purchase of the village-owned property, from May 1, 2019 to Aug. 30, 2019, and also extends the May 1, 2020 deadline for completing construction on the $19.5 million project to Dec. 31, 2020.

Last November, the board voted on the first amendment to the IGA, which pushed the closing date out from Oct. 30, 2018 to May 1, 2019, and the project completion date out from Oct. 20, 2019 to May 1, 2020.

Interfaith officials said back then that they

needed more time to meet the requirements of a $990,000 capital award from Federal Home Loan Bank of Cincinnati.

During the June 4 meeting, Perry Vietti, Interfaith’s president, said that the reason he was asking for yet another extension is because of the tough funding environment created by the Tax Cuts and Jobs Act of 2017.

The legislation, he said, “has really hurt the marketplace for the kind of affordable properties we build.” Under the law, the federal corporate tax rate decreased from 36 percent to 22 percent.

“Consequently, the appetite for investors to invest in our kind of housing has weakened,” Vietti said. “It’s harder to raise the equity needed for these developments.

We’ve had to bring on another partner and have had to go back to the Illinois Housing Authority for more tax credits. That’s why this has gone on longer than expected.”

As previously reported by Village Free Press, Interfaith owns and manages all of the buildings it operates through a forprofit entity and functions like any other market-rate development. In the case of its proposed Maywood building, that entity is

Interfaith officials have explained in the past that what makes their housing affordable is the fact it is income-targeted, meaning that eligible tenants must have incomes that fall below certain percentages of the area median income.

Eligible tenants of a one-person household would need to make no more than 60 percent of the average median income, or $32,180. For a four-person household, 60 percent of the average median income is $47,400, according to information Vietti said during a community meeting in August 2017. Interfaith rents, he said, range from between $673 to $808 for a studio unit to $1,000 to $1,200 for a three-bedroom unit.

The proposed Maywood apartment building will comprise 16 studios units, 32 one-bedroom units, 16 two-bedroom units and eight three-bedroom units.

On June 4, Vietti responded to what he said were some common misconceptions about the project, such as the assertion that, since Interfaith is a nonprofit, the building will not generate any property tax revenue.

Vietti reassured residents that the forprofit Fifth Avenue Apartments LLC will

be the ownership entity for the apartment building — not Interfaith. He said that both the for-profit entity and the retail establishment planned for the first-floor will pay property taxes. In addition, the retail establishment will generate sales tax revenue.

In 2017, Interfaith officials said that the 5th Avenue development could bring in an estimated annual property tax revenue of around $60,000 to $70,000.

On June 4, Vietti tried reassuring board members and residents that the project was still on course, despite the setbacks.

“I’m sorry I have to come back for yet another extension, but it’s the nature of where we are in this funding environment,” he said.

Vietti added that Interfaith has secured the $19.5 million that it will take to build the project and has already spent $1 million on administrative costs related to the project.

He said that he hopes to break ground before summer is over.

“We’re invested in this project and in the village of Maywood,” Vietti said. “We intend for this project to go forward.”

NEWS briefs D209 creates summer jobs program for students During a special meeting held June 18, the Proviso Township High Schools District 209 Board of Education unanimously approved the creation of a summer employment program within the district. Board member Sam Valtierrez was absent.

In a June 18 memo, district officials said that Anthony Brazouski, D209’s assistant superintendent for human resources, athletics and safety, and Paul Starck-King, the district’s assistant superintendent of finance and operations, collaborated to develop the program, formerly called Proviso Township High School Student Summer Workers.

District officials said that the program is the result of conversations that D209 board members have had with staff, community members and parents.

According to the memo, the district created the program in order to “maximize efficiency, support the work of district staff, and increase career readiness opportunities for students within the district.”

Through the program, students will be able to work up to 30 hours a week in the district’s maintenance/custodial department under the supervision of building managers.

The program, which runs July 1 through

Aug. 9, is open to students who are at least 16 years old. The student-workers will receive $10 an hour.

District officials said that the program will serve “as a pilot with the intent to expand student work experiences beyond this department and summer hours,” adding that the district intends to “develop more extensive offerings via student ‘internships’” designed to promote career and work-place experiences for D209 students.

District 209 Board President Ned Wagner said that 24 slots will be available — 10 each at Proviso East and Proviso West, and four at Proviso Math and Science Academy.

Students can pick up applications at their respective schools, he said, adding that jobs will be granted on primarily on a first-come, first-served basis.

Wagner explained that the district will pay for the program with local funds, but the district has not yet detailed how much the program will cost.

Maywood man fatally shot on June 22 A Maywood man is dead after a shooting that happened early Saturday morning in the village.

Lashawn Smith, 19, was fatally shot during an incident that occurred in the 800 block

of South 14th Ave. in Maywood, according to the Cook County medical examiner’s office. Smith lived on the block. He was pronounced dead at 2:35 a.m., the examiner’s office reported.

Maywood Police Department officials could not be immediately contacted early Monday morning.

Two juveniles detained in connection to June 16 car crash in Maywood Two juveniles have been detained after the stolen vehicle they were traveling in crashed into another car, killing a Maywood woman, Maywood Police said.

The incident happened at approximately 11:30 a.m. on June 16, said Maywood Police Chief Valdimir Talley.

The juveniles were driving a stolen vehicle out of Naperville when they were spotted by a Maywood Police officer, who noticed they had committed a traffic violation. After the officer activated the squad car lights, “the kids took off,” Talley said.

“Officers did not pursue them,” the chief said, when asked if the police were in pursuit of the juveniles. “It wasn’t a chase, but we’re still going to do an investigation.”

The juveniles were driving south when

the car they were in crashed into a vehicle carrying two people in the 400 block of 1st Avenue, between Randolph and Pine.

Ruth Johnson, 40, was on the passenger side. Both she and the driver sustained significant injuries and were rushed to Loyola University Medical Center, where Johnson was pronounced dead at 11:52 a.m., according to the Cook County Medical Examiner’s office.

The driver, Talley said, was in critical condition at the time of the crash, but is still alive. So far, the status of his condition, as of Tuesday evening is unknown.

Talley said that the Cook County Sheriff’s Department is conducting an investigation into Johnson’s death while the Illinois State Police are doing accident reconstruction work.

“We’re going to be looking at the in-car camera video and other records to make sure officers did everything within our policy and procedures,” Talley said.

The chief said that the two juveniles who have been detained have not yet been charged with any crimes.

“After the evidence has been processed and we present it to the courts, then we can make formal arrests,” Talley said, adding that Maywood detectives still need to talk with the victims’ families.
