The family of a Maywood woman who was killed in a car crash that happened in the village on Father’s Day has filed a wrongful death lawsuit against the village of Maywood and three Maywood police officers, among other defendants.

The lawsuit was filed on March 23 in the Circuit Court of Cook County by the attorneys of Paula Ali, the sister of Ruth Johnson, the 40-year-old woman who died in the crash that happened the morning of See MAYWOOD POLICE on page 8

Several months ago, when beauty supply stores were closed due to the state’s stayat-home orders prohibiting non-essential

business activities, a vending machine stocked with beauty products like synthetic hair bundles and satin durags inside of Maywood Wine & Spirits, 1816 S. St. Charles Rd. in Maywood, provided some relief for area customers affected by the store closures.

You may be surprised to discover that Lo Brown, the Bellwood woman who is the brains behind the machine, retrofits used vending machines herself and she was doing that many months before most people knew what COVID-19 was.

“I had to re-engineer the board, update it, make it accept credit cards, stuff like that,” said Brown, 50, during an interview on Monday. “I redesigned the board that controls the machine, programmed it and made sure the beauty supplies fit inside of it.”

So far, Brown said, she has two vending machines in operation. In addition to the machine in Maywood, she also has a COVID-19 vending machine stocked primarily with face masks, hand sanitizer and other essential See LO BROWN on page 11

After singing two brief songs, the popular singersongwriter talked briefly about her debut album and how life has changed since leaving the TV show.

Kadan said that she released her new, self-titled album independently.

Juneteenth march merges past, present injustices

‘Black firsts’ share experiences with racism at June 19 rally and protest

During a June 19 rally in Broadview that took place before a march into Forest Park to both commemorate Juneteenth and to protest against police abuse of African Americans, community leaders and residents evoked the past and indicted the present — their message, unequivocal: 155 years after enslaved people in Galveston, Texas learned on June 19, 1865 about President Abraham Lincoln’s Emancipation Proclamation that was issued two years prior, Blacks in America are still burdened by systemic racism.

Andre Harvey, the first Black mayor of Bellwood, shared how, as a young man, he was arrested for a crime he didn’t commit and, as an adult, faced down racism as a fire fighter and police officer in the village where he would eventually govern.

“Our police chiefs, our sergeants, our lieutenants, we need you to be accountable,” Harvey said. “I’m not here to bash the police, because I am a former police officer and I know being a police in America is a very hard job. But there’s something else I

know—being a Black man in is five times harder.”

Katrina Thompson, the first Black woman mayor of Broadview, lived in Inglewood, Ca. during the 1992 Rodney King riots.

“Twenty-eight years later, they gave us police reform and more police training.

What they failed to implement was police accountability,” she said. “It’s time for the police to police their brothers and sisters who wear that blue uniform and protect the integrity of the badge.

“The good officers must speak up, because when you don’t speak up you are part of the injustices that we witness on the news … the Code of Silence is just the same as the no snitch code of the streets. That behavior must end immediately. Not saying anything makes the police the biggest organized gang in America.”

Sen. Kimberly Lightford (4th), the first Black woman in the state to serve as Senate Majority Leader, lamented the insufficient degree to which students have been taught Black history in schools.

“How many of you only learned about Martin Luther King and the Rosa Parks bus boycott? We were taught that year after year after year. No one taught us about Marcus Garvey. No one taught us about Malcolm X or Sojourner Truth or Harriet Tubman until it was Black History Month,” she said. “Black History Month should be every month.

Several hundred people gathered outside of Broadview Village Hall, 2350 S. 25th Ave. in Broadview, for a Juneteenth rally that took place ahead of a march from Broadview to Forest Park on June 19. But the gathering was more than symbolic, with area lawmakers announcing their intentions to make sure that Juneteenth is an official holiday in Broadview, in Illinois and across the country.

Broadview Mayor Katrina Thompson said that she will introduce a measure at the village’s board meeting on July 6 that will recognize Juneteenth as an official holiday in Broadview, which would mean it would be a paid day off for municipal workers.

“The village should encourage its employees to educate themselves on Juneteenth’s rich history and have the opportunity to participate and engage in Juneteenth celebrations,” she said, adding that if the board approves the measure, the first official Juneteenth in Broadview will take place next year.

Forest Park Mayor Rory Hoskins, a Texas native, has been holding the annual Juneteenth Family Pool Party in Forest Park for 11 years. This year, the event was cancelled due to the COVID-19 pandemic.

Hoskins said that he’s hoping that Juneteenth becomes a national holiday, so that more people, particularly non-Blacks, study and pay attention to the institution of slavery and how it has affected the country.

“Al Edwards died two months ago in Houston,” Hoskins said. “His dream was to see a national Juneteenth holiday … we are on the verge of making this Juneteenth tradition America’s national Emancipation Day.”

Maywood trustee’s ‘covenant’ binds Maywood, River Forest Trustee Miguel Jones says proposed Twin Cities Covenant between neighboring suburbs s ‘huge’ deal

Earlier this month, a prominent River Forest developer was charged with one count of a hate crime and one count of aggravated battery by the Cook County State’s Attorney’s Office after he allegedly assaulted an African American woman in the parking lot of the River Forest Jewel.

The incident, which the woman recorded on her cellphone, went viral on Twitter and put at least one Maywood resident on edge.

The woman approached Maywood Trustee Miguel Jones at an anti-racism rally at the Fred Hampton Aquatic Center, 300 Fred Hampton Way, on June 7, to tell the elected official that the Jewel incident was partly why she often refuses to venture into the mostly white, wealthy suburb just east of her.

“Talking about that incident prompted me

to think how I could respond to this,” Jones said during a phone interview this week.

The trustee said that the conversation resulted in his proposed Maywood/River Forest Twin City Covenant initiative, which commits the neighboring suburbs “to the principles of humanity, equity and inclusion,” according to the Covenant language Jones drafted. “The Covenant will guide the overarching spirit of our distinct towns to think as one and to interact in more collaborative ways.”

Possible areas of collaboration include the two suburbs committing to “a regional perspective on commercial and residential investment/development,” the “recognition of multicultural holidays” like Juneteenth and Cinco De Mayo, the “exploration of partnerships for procurement with local business,” the collaboration between the Maywood and Oak Park-River Forest Chambers of Commerce and possibly sharing facilities.

“I think this is huge,” Jones said. “We need to have a formal relationship. By doing that, we’re saying that Maywood’s problems are River Forest’s problems and River Forest’s problems are Maywood’s problems.”

Jones said his proposal is likely to appear in the form of a resolution at a River Forest trustee board meeting on Monday.

The resolution could appear before the

Maywood trustee board when the board, which is currently in summer session, meets next month. Jones said that he has oral commitments from River Forest officials, including River Forest Village President Cathy Adduci. He added that he’s sent the proposal to all of his colleagues on Maywood’s board.

“First Avenue is at River Forest’s back door and River Forest is landlocked, so it would make perfect sense to develop this relationship that shows that the two suburbs are willing to stand with each other as it relates to economic empowerment.”

Jones was interviewed a few days after Maywood Trustee Isiah Brandon organized an anti-racism march on June 15, when nearly 1,000 demonstrators walked along Washington Boulevard, from Bellwood through Maywood and River Forest before ending at a school in Forest Park. Jones and President Adduci were both among those who marched that day.

Jones said that the Twin City Covenant would also allow both towns opportunities to re-brand themselves as, in the case of River Forest, a community that is not as welcoming to minorities, and, in the case of Maywood, a community that is lacking in economic development and well-known for its blight.

I’m trying to figure out a way to take a lowerincome minority community, particularly Maywood, and make it a more affluent and middle-/upper-middle-class, black and brown community without displacement and gentrification,” Jones said. “I’m hoping that this sparks something to the point where people will maybe see it as a good opportunity to move back to Maywood.”

NEWS briefs PTMAN postpones summer youth internship program until 2021 The Proviso Township Ministerial Alliance Network (PTMAN) will cancel its Youth Safe Summer Internship program this year due to COVID-19 concerns, PTMAN officials announced recently.

“The health and safety of the students and host site personnel are of primary importance to us,” wrote Bishop Dr. Reginald J. Saffo, PTMAN’s chairman, and Rev. Albert Johnson, the director of the internship program, in a joint letter released this week.

During the faith-based organization’s monthly breakfast meeting last weekend, Rev. Johnson said that the organization still plans on helping area students in Proviso Township through a scholarship fund.

“We are asking everyone to help us with that effort to continue to pledge, so we can use that funding to help struggling students register for school when the fall session comes,” Johnson told participants of the Zoom breakfast meeting. “We pray the PTMAN Safe Summer Initiative will be up and running 2021 [and that it] will be bigger and better.”

The clergy group has facilitated the internship program, also known as 4+4+4, since 2015. The program involves pairing area young people with local employers. The young people are paid by funds collected from PTMAN member churches.

The mission of the initiative is “to keep our youth active while helping them to

develop a good work ethic, enhance their skills for future employment aspirations, and acquire money management skills,” Johnson told Village Free Press last year, when the initiative expanded into Forest Park.

Some of the entities serving as host sites have included the Maywood Police Department, Triton College, Geek Repairs in Hillside, True Value Hardware in Broadview and the Bellwood Public Library.

PLCCA to host youth call to action event June 27 On Saturday, June 27, 12 p.m. to 2 p.m., the Maywood nonprofit Proviso Leyden for Action (PLCCA) will organize a “call to action” and is seeking area young people to participate.

“The goal of this event is to encourage our youth to express their thoughts and emotions during these challenging times,” PLCCA officials explained in a statement.

“We also will discuss how or if the Black Lives Matter movement has inspired them or made an impact in their lives.

Broaview to host telephone town hall June 25 On June 25, 10 a.m., Broadview will host telephone town hall on health awareness in partnership with Loyola.

“A lot of seniors need to hear the information from the medical professionals at Loyola as it relates to making sure they get the healthcare they need and being comfortable with talking to a provider over the phone and having access to go see a provider when they’re not feeling well,” said Broadview Mayor Katrina Thompson.

D209 designates March 5, 2021 ‘George Floyd Day,’ passes Black Lives Matter resolution During a regular board meeting on June 16, the District 209 school board unanimously passed a resolution on the commitment to Black students and Black lives. The board also announced that March 5, 2021 will be “a day to honor the life and memory of George Floyd and to celebrate Black lives,” according to a statement the district released on June 18.

“We don’t only want something that is on paper, but something that has action,” said outgoing D209 Supt. Jesse Rodriguez in the statement, adding that he and D209 Board President Rodney Alexander “talked about

something that has substance because our students and families deserve more. This is the right thing to do.”

“The Board of Education is committed to continuing to address systemic racism and ensuring the academic achievement of Black Students,” Alexander stated. “We vigorously acknowledge and assert that Black lives matter.”

The resolution, which is available in English and Spanish, acknowledges a variety of candid historical truths, including “that general education research and practice have created a picture that overemphasizes the deficits of Black children, their families and community instead of celebrating them for the unique assets they bring with them into schools and providing them the opportunity to access more rigorous grade level classes and materials.”

North Riverside Park Mall theater aims to reopen June 26 Classic Cinemas will reopen its movie theaters, including the North Riverside Luxury 6 at the North Riverside Park Mall, 7501 Cermak Road, on June 26, when the governor is expected to move state to the next phase of his Restore Illinois plan.

NEWS briefs North Riverside Mall locked down on Father’s Day after shooting wounds one Police locked down North Riverside Park Mall and cleared it of shoppers on a busy Father’s Day, June 21, after a shooting on the lower level left one man wounded.

North Riverside Police Chief Carlos Garcia said that the shooting victim was a man in his 20s who may have suffered two gunshot wounds. The victim was “alert and conscious” as paramedics transported him to the hospital, Garcia said, but there was no immediate word on the man’s condition.

Garcia said the shooting took place at about 12:25 p.m. near Kicks, a shoe store on the lower level near J.C. Penney, on the south end of the shopping center at 7501 Cermak Road. No one was in custody as of June 21.

A police K-9 unit was sweeping the mall as officers and mall security escorted shoppers and mall employees outside. Garcia said the mall was “very crowded” at the time of the shooting, and that police instituted a “slow lockdown” in order to clear the mall in an orderly fashion.

Garcia said that two groups of people who appeared to know one another were involved in the incident. Two witnesses police talked to were uncooperative, said Garcia, and left the property.

Detectives from the west suburban Major Case Assistance Team (MCAT) were called in to assist in the investigation.

Bellwood Police investigating June 16 homicide The Bellwood Police Department is investigating a homicide that happened on Tuesday, police announced in a June 17 press release.

The fatal shooting happened on June 16, when officers responded at approximately 11:44 p.m., to calls of shots fired and a gunshot victim located at 428 S. 24th Ave., where they found 28-year-old Christopher Weatherspoon with multiple gunshot wounds.

Police transported Weatherspoon to Loyola University Medical Center in Maywood, where he was pronounced dead. Bellwood Police and the W.E.S.T.A.F. major task force are both investigating the death, police said.

Pritzker signs vote by mail expansion [By Capitol News Illinois] SPRINGFIELD – Anyone who cast a ballot in the last three years or who registered to vote or changed addresses after the March primary will be sent an application to vote by mail after Gov. JB Pritzker signed a bill expanding the program last week.

In a news release, Pritzker’s office said the program is aimed at ensuring “safe and active participation in the 2020 general election during the ongoing COVID-19 pandemic.”

Pritzker signed Senate Bill 1863 and House Bill 2238, which also expands early voting hours at permanent polling places and

makes election day a state holiday.

Local election authorities must mail or email the applications to voters who cast a ballot in the 2018 general election, the 2019 consolidated election or the 2020 general primary election, as well as voters who registered or changed addresses after the March primary. Any eligible voter who submits an application by October 1 will receive their ballot by October 6.

The new laws take effect immediately and only apply to the 2020 general election.

State announces expansion of emergency assistance programs [By Capitol News Illinois] SPRINGFIELD – As Illinois prepares to enter the next phase of Gov. JB Pritzker’s reopening plan, his administration is launching a number of initiatives to help individuals and families who have been financially impacted from the economic shutdown brought on by the COVID-19 pandemic.

On Monday, Pritzker was in Belleville to announce the expansion of two existing programs, the Low-Income Home Energy Assistance program, or LIHEAP, and the Community Services Block Grant program, which provide food, utility and other kinds of assistance to people who are struggling financially.

LIHEAP provides direct financial assistance for low-income people who are having trouble affording their utility bills.

The Community Services Block Grant program offers financial help for things like food, shelter and medicine.

Both programs are operated by the Illinois Department of Commerce and Economic Activity. In the budget passed during a special session in May, lawmakers added $90 million to the programs from federal funds, bringing the total available to $275 million, and they expanded eligibility for the programs so they are now available to households with incomes up to 200 percent of the federal poverty level, or $52,400 a year for a family of four.

Pritzker also announced a new web portal, HelpIllinoisFamilies.com, where people can pre-apply for benefits under either program.

Until recently, it was a federal requirement to apply in person at a local office.

Applicants will be asked for proof of employment, such as pay stubs for the head of the household for the past 30 days; copies of heat and electric bills issued within the past 30 days; a copy of their rental agreement if they are renting their home; and proof of Social Security numbers for all people living in the household.

Johnson was the passenger of a vehicle being driven by Edward N. Owens, who is also listed as a defendant in the lawsuit.

The vehicle was traveling northbound on 1st Avenue and attempting to make a left turn onto Randolph Street, when a GMC SUV “violently T-boned” the vehicle “in the area of the front passenger door,” causing the vehicle carrying Johnson to “become airborne, landing” 20 to 30 feet from the point of impact into a front yard, the lawsuit states.

The GMC, police claimed at the time, was carrying a group of juveniles who had allegedly stolen the vehicle. At the time of the crash, Maywood Police Chief Valdimir Talley told Village Free Press that his officers “did not pursue” the SUV and that the crash was not the result of a police chase.

Attorneys for Ali, however, obtained police dash cam video that shows police pursuing the SUV moments before it crashed into Owens’ vehicle. The lawsuit adds that the police chase was initiated by Maywood Police Lt. Daryl Fairley, after Fairley noticed that the SUV ran a stop sign at 19th Avenue and Oak Street.

The lawsuit explains that Fairley started the pursuit “without the aid of an in-car camera video, a dash-cam, or any other

video recording device” and “had no basis to commence the pursuit other than that the GMC SUV drive had allegedly disobeyed a stop sign.”

The lawsuit adds that Fairley “failed to notify the Dispatch Center to clear the radio channel of all unnecessary traffic, and failed to advise all other units that the pursuit was in progress.”

Fairley also “made no attempt during the course of the pursuit to notify members of the Melrose Park Police Department that his pursuit was entering” the neighboring village despite “going directly past the Melrose Park Police Station.”

The lawsuit states that Fairley ran the California registration of the GMC SUV through the IKE dispatch center, but “continued his high speed pursuit of the GMC SUV approaching Lake Street despite not having any information that the GMC SUV was stolen or that the occupants had committed a serious criminal act or any act that would in any way justify his ongoing high-speed pursuit.”

The pursuit continued into Melrose Park, with the SUV driving at high speeds through the village’s busy 19th Avenue retail shopping district and onto Lake Street past St. Paul church, “with mass having just concluded, and another mass scheduled to begin.”

The lawsuit states that even when Fairley authorized Maywood Officers Janette Santoyo and Jason Smith — who were parked in the Walgreens parking lot at 1st Avenue and Lake Street — to join the chase, he gave them no information as to why the

SUV was being pursued.

Santoyo, the lawsuit adds, “Did not activate her emergency lights or siren until after she entered the intersection through a red light and was completing her turn southbound on 1st Avenue in pursuit of the GMC SUV.” From the time Santoyo first observed the SUV until the time of the crash that resulted in Johnson’s death, Santoyo “had no information as to the reason why the GMC SUV took off as reported via radio by Defendant Lt. Fairley.”

After the crash, Talley said that while the pursuit “wasn’t a chase,” the department was still investigating the matter. Talley said in an interview on Friday that an internal investigation conducted by the department, as well as an external investigation by an outside firm, LWM Research Inc., are still pending.

“That was back in October 2019,” Ali said on Friday, referencing the time when the Maywood Board of Trustees authorized the hiring of LWM Research Inc. “We understand Coronavirus put a hold on some things, but enough is enough. Our family is angry and frustrated. Without the answers we’re left carrying all of this weight.”

Ali said that that she believes that Maywood police have been deliberately delaying and botching the investigatory process, because the chase implicates officers.

“It seems like cases with Black victims are handled with little or no urgency to solve, especially if the police are involved,” Ali said. “If there was wrongdoing on the part of the police, they’re going to sit on it like

they’ve been doing now.”

Despite police arresting and detaining two juveniles after the crash, they have never been charged — something that only adds to Ali’s suspicion. She said that, in addition, the investigating officers have never interviewed any of the witnesses that her family has presented to investigating officers.

“It seems like they’re trying to botch the case,” she said. “The police didn’t interview any of the witnesses of the crash that we gave them, which makes me not trust their statements on the juveniles being detained.

If the juveniles were to talk, they’re going to say things that will need to be reviewed.

They will prove that the police chased them and that’s why they took off. The chief has already denied that there was a chase, but everything is clear from the video.”

On Friday, Talley said that while he could not comment on the ongoing investigations, he disputes the claim that his department is engaging in a cover up.

“I don’t know the reason why they didn’t interview those witnesses and I’m not involving myself in the investigation,” he said. “But my heart goes out for [Ali]. It’s a tragedy. And there’s not a way for me to ask for her understanding, but this is not a cover up, because we’ve been very up front with things. We’ve taken it to our village board asking them to have an outside investigation because what she’s claiming is what we don’t want. We don’t want people to think we’re covering anything up.”

Relatives of Father’s Day crash victim: ‘Local lives matter, too’ Family of Ruth Johnson say while politicians march for George Floyd, they’re ignoring police injustices at home

The last time Jeanette Barnes saw her sister alive was when the two went to Target on a Saturday looking for Father’s Day cards.

“We spent the whole day together,” Barnes said. “I remember telling her that I’d been working for over 40 years, not knowing that she had just turned 40. She was very close to me. We would hang out just about every other Saturday. I would cook for her. She was my best friend.”

The next day, June 16, 2019 — Father’s Day — Ruth Johnson was killed in a car crash. Johnson was on the passenger side of a vehicle that was t-boned by an SUV near the intersection of 1st Avenue and Randolph.

A pattern of reckless police chases? Talley says ‘not true’ The chase involving Ruth Johnson is not the first high profile police pursuit in the village that has ended in injury or serious property damage.

Five years ago, Talley himself was involved in an automobile accident during a ride-a-long with a member of the department’s Explorer Program. Talley had tried apprehending two suspects with the Explore member in the vehicle, according to documentation Village Free Press obtained from the Cook County Sheriff ’s Office.

The Maywood Police Department requested the assistance of the Cook County Sheriff ’s Inspector General’s Unit to investigate the July 11, 2015 accident, which resulted in damage to Talley’s unmarked vehicle, an unoccupied civilian vehicle and a front porch, documents show.

According to the Inspector General’s report, Maywood Police Commander Sonja Horn, who has since retired, told county investigators at the time that Talley had violated a series of procedures and protocols relating to officer-involved accidents, including failing to turn over, in a timely

In March, Johnson’s family filed a wrongful death lawsuit against the village of Maywood and three officers involved in the chase, which the family claims was initiated by a Maywood police lieutenant who noticed that the SUV had run a stop sign. Department policy expressly forbids police from chasing vehicles for traffic infractions.

Despite the ongoing investigation and the dash cam footage showing officers in pursuit, Maywood’s police chief, Valdimir Talley, has insisted that the pursuit was not a chase.

Paula Ali, Johnson’s sister and the executor of her estate who is listed as the lead plaintiff on the lawsuit, said that the village has already filed a counterclaim arguing qualified immunity, which “protects a government official from lawsuits alleging that the official violated a plaintiff ’s rights, only allowing suits where officials violated a ‘clearly established’ statutory or constitutional right,” according to the Cornell Law School’s Legal Information Institute.

On the eve of the 1-year anniversary of Johnson’s death, Ali, Barnes and roughly a dozen other people, most of them relatives, held a defiant vigil outside of the Maywood Police Station, 125 S. 5th Ave. in Maywood.

The family demanded that local politicians take Johnson’s police-involved death as

seriously as the police injustices those same politicians have been marching against ever since the May 25 murder of George Floyd, the Minnesota man who died at the knee of Minneapolis Police Officer Derek Chauvin as three other officers looked on.

“They’re missing the point,” said Ruth’s mother, Rosie Johnson, 79, of the local officials who have been protesting across Proviso Township. On Saturday, she held an old photo of her deceased daughter as Maywood police officers passed by and drivers honked their horns in support.

“They’re missing the point that every life matters,” said Johnson, who added that she’s lived in Maywood since 1979. “It doesn’t matter if you’re rich or poor. Ruth was an intricate part of society. She was a resident of Maywood who voted. That was a great loss, too. So, I think they’re missing the point. They should include her [in their protests], because finding justice for her is just as important as finding justice anywhere.”

Saturday’s vigil and protest started with the family gathered in grief near site of last year’s accident, before they marched defiantly to the police station a few blocks away.

Carla Johnson-Bryant, 43, said her sister “was a very loving person” who was quick to forgive.

“That was one of the things I learned

growing up with her,” she said. “She never held grudges or anything. She taught me how to forgive quickly.”

“She’d do anything for anybody,” said another sister, Linda Johnson-Baldwin, 55.

“She could never say no to anybody,” said her sister Janice Johnson, 52. “If anybody needed help, she was there to help and she was persistent.”

Jeanette Barnes recalled telling Ruth once that she intended to paint the inside of her home.

“She told me, ‘No, I’ll show you how to paint,’” Barnes recalled. “We did a beautiful job on my place and she taught me how to paint.”

Ali was out on Saturday with her family, including a son who held a Black Lives Matter sign.

“She deserves a lot of justice,” Ali said of her sister. “We want everybody involved held accountable.”

Ali called out local officials, including Talley and Maywood Mayor Edwenna Perkins.

“Where are they? We don’t know if they’re in a Juneteenth march or some other march.

I was always taught to take care of home first … Take care of your people who elected you and got you in office. We’re out here crying for the unheard and forgotten.”

Horn said that Talley also violated department procedures and protocols by filling out a required injury report himself, instead of having the form completed by a duty supervisor, which was proper procedure. She also said that Talley completed the Explorer’s witness report, before having the Explore “sign and date the form.”

The Inspector General concluded that Talley had “violated department protocol for members involved in a traffic accident” and “made several conflicting statements” during the investigation, among other conclusions.

The Inspector General also explained that the village of Maywood has an Accident Review Board authorized to evaluate village and police department accidents and recommend that the findings of the IG report “be remanded” to the village’s review board. It’s not clear whether or not that ever happened or whether the village’s Accident Review Board is even functional.

On Friday, Talley said that his 2015 accident was not the result of a chase.

“I followed a vehicle for a traffic stop, they took off and they ended up crashing,” Talley said. “Subsequent to that, yes, I had an accident, but I had an accident after the two people were lighted from the car and started to run away. I just tried to subdue one of the perpetrators by blocking him between a tree

and a fence. He stumbled, but because he stumbled, I wasn’t going to roll over anybody.

I hit property, because there was a choice to be made. But there was no chase. I was at a stop trying to make an arrest.”

Talley said that the department’s policy prohibits officers from initiating police chases as the result of a simple traffic violation and explained that non-ranking officers must first get authorization from supervising officers.

That’s not what happened in a police chase that resulted in an injured Maywood officer and a totaled department SUV in May 2018, when a Maywood police officer started pursuing “an intoxicated subject at 419 S. 19th Ave. According to previous Village Free Press reporting, the chase “proceeded westbound on Washington Blvd. from 19th Ave., southbound on 25th Ave. from Washington Blvd. and east down Madison St. “Witnesses at the scene of the crash said that the subject that officers were pursuing was traveling in a silver SUV eastbound on Madison St. at over 100 miles per hour.

“The SUV sideswiped a blue Lexus traveling east on Madison, near 15th Avenue, before hitting three to four other vehicles — including a white pickup truck and a black Mercedes Benz — flipping over and landing onto the front of the police SUV that was in pursuit.”

On Friday, Talley said that a Maywood police officer had initiated that 2018 chase without authorization, which is against

department policy. Talley said that the officer was disciplined, but did not detail his punishment.

When asked if the Maywood Police Department has a pattern of engaging in reckless police chases, Talley said unequivocally, “Not true.”

“People have an opinion, but what we will look for are the facts,” he said. “Where are the facts about how many chases the police have been involved in and how many have resulted in deaths?”

That’s information that the police department keeps and can voluntarily submit to the public.

“There’s crash report data,” Talley said.

“That’s about the only thing we can offer.”

On Friday, Ali said that she wants Maywood’s elected officials to conduct a thorough review of police misconduct cases “that keep repeating” themselves.

“What’s frustrating is that public officials talk a big game, but don’t follow through when it comes to getting justice for Ruth and our family,” Ali said. “We are all Maywoodians. Ruthie was a very proud Maywoodian. If the mayor and trustee board really care, don’t you think they would also take the time out to find out who the victims of police misconduct are in their own community and reach out to those families personally, inviting them to these marches they’re holding, since they’re supposedly for the people? We need action, not just empty promises!”

“I created the machines not to compete with beauty supply stores, but to create a luxury for people who aren’t able to get to beauty supply stores after hours,” said Brown, who owned her own brick-and-mortar beauty supply stores first in Bellwood and then in Harvey before going into the vending machine business. “This gives them ease of access and instant gratification.”

The machines are the result of Brown’s engineering acumen, her sense of style and her acute business savvy. Brown, who said she’s a former IT consultant who worked for the city of Chicago for 13 years, discovered that she could do away with the high operating costs that come with having a beauty supply store, stock her items with the most popular products that customers want and create a niche for herself.

And it seems to be working, she said.

Brown has high ambitions to scale up her operation to 50 machines this year and 250 next year. She said she also offers franchise opportunities that come with pre-approved financing for purchasing individual machines, which go for $3,000 empty and $3,500 stocked with product.

Brown owns the name that appears on the machines — Mental Beauty Supply — and said her knowledge of retrofitting and operating them is proprietary.

machines at low cost and reengineer the boards and add the credit card processors,” she said. “I do everything myself. I also have my own distributors I work with. So, people can’t just do all of this themselves.”

Brown said that franchising includes a royalty fee that franchisees would pay each month. She said an app allows her to track sales from each machine. She added that she’ll vet anyone interested in franchising to ensure market feasibility and other aspects of the business.

Brown said she’s eyeing North Riverside Mall as a potential location for her next beauty supply vending machine. She’s also looking at places like neighborhood convenient stores, senior home lobbies and transit stations, where there’s high traffic, high security, high visibility and a captured market.

Brown said she had identified a liquor store in Chicago where she was going to install a third machine, but the widespread looting that started in the wake of George Floyd’s death in late May scrapped those plans. Brown said she’s grateful that she avoided that potential loss.

Ultimately, she said, she hopes that she can become a model for aspiring minority business owners who have ambitions of their own.

“I want to educate people about entrepreneurship, so that they can earn money and recycle it within their own communities,” said Brown, who is also a certified life coach and author. “This is not about me. This is about how I can help other people turn their vision into reality.”
