During a special board meeting on June 8, the Maywood Board of Trustees voted 5-2 to appoint Chasity Wells-Armstrong, the former mayor of Kankakee, as the next village manager.

The appointment comes less than a month after Maywood Mayor Nathaniel George Booker took office. Booker vowed during his campaign to show former village manager Willie Norfleet Jr. the door.

“We’re trying to make sure that we are making the best decisions to move our community forward, not to drag out processes and implementation that can be made and done today,” said Booker on June 8.

ask African American fathers across Proviso Township to express their thoughts on fatherhood and Black fatherhood (and how Black fathers are perceived), in particular.

Teddy Matthews, 29, pastor and father of two (Cami, 13, and Jayce, 14) Fatherhood is care and protection. If I were to summarize it in two words. I think fatherhood is about caring for your kids and protecting them.

The moment I became a father — my daughter was 4 or 5 at the time. That’s when I felt like I became her father, because Cami is not mine by blood. I felt like she looked

into my eyes and could trust me to be there for her.

I think Black fathers get a bad rap. I think that it’s unfair. Because of the context and culture we are in, there are not enough positive representatives of fatherhood, which by default gives Black fathers a bad rap.

There just aren’t enough positive examples and representatives. We see more negative stories and showcases, and as a result we have to fight harder to show that we exist.

For context, I’m a Black father who was raised without a Black father. My mother and grandmother raised me.

Brandon said he wasn’t even willing to meet with Wells-Armstrong, “because the position was not posted, Norfleet was still in his position and the process was out of order. I was not interviewing anybody behind closed doors, because it was not appropriate to do that.”

He added that his “stance this evening has nothing to do with [Wells-Armstrong]. It has all to do with the process,” which he said was not transparent, “it was not open and the position was not posted. So, although you come with a lot of qualifications, I have no other options to choose from and for me I would’ve liked to see other candidates come before this council like in the past.”

“This process was not transparent,” said Jones. “I described this as an arranged marriage. There was no dating going on. We were told who we were going to marry and that’s how this worked.”

Wells-Armstrong was sworn into office as the village’s next manager after giving a roughly 40-minute presentation outlining her previous experience as mayor and her plans for Maywood.

Wells-Armstrong lost her bid for reelection earlier this year. Before becoming mayor, she served two years as an alderwoman in the city, where roughly 60 percent of the population is Black and Brown.

Wells-Armstrong was also deputy district director for the 11th Congressional District from 2009 to 2011 and again from 2013 to 2017. From 2009 to 2011, she served as the district’s constituent services director.

She has a bachelor’s and master’s in social work from Governors State University and an associate’s degree in liberal arts from Kankakee Community College.

“I understand this is a big decision people

are making tonight and will have ramifications for how the community moves forward,” she said, before adding that she was looking into possibly enrolling in a certification program in public administration at Northern Illinois University.

“I am committed to lifelong learning [and] professional development,” she said.

Chasity-Wells touted a range of initiatives she implemented as mayor of Kankakee, including a social media policy that Kankakee’s in-house counsel, Mary Ryan Norwell, who attended the June 8 meeting to publicly endorse Chasity-Wells, said is now “one of the premier policies throughout the state of Illinois.”

The former Kankakee mayor also touted her ability to lure developers to Kankakee who were interested in rehabbing historically significant properties and revitalizing the city’s river front.

Mike Cobbs, Kankakee’s 6th Ward alderman and a Maywood native, told the audience during the June 8 meeting that the riverfront revitalization project on Chasity-Wells’ watch was funded with “zero tax dollars.” He also lauded her efforts to root out corruption in the city.

“I’ll give you the same warning,” he said.

“If you are [corrupt], stop.”

“I have a record of what I’m able to get done and what I did do in three-and-a-half years — despite being in a Trump Republican county with 14 council members,” she said. “Look at my record.”

Maywood attorney Michael Jurusik said that, based on Maywood’s financial policy, a measure implemented 15 years ago that

governs the hiring of village managers, Wells-Armstrong’s four years as a full-time mayor and her additional experience working in a congressional office fulfills the minimum requirements for the village manager job as outlined in the board policy.

The board agreed to a 2-year contract for Wells-Armstrong, which includes a base salary of $155,000.

Wells-Armstrong said that she and her husband are looking to move within 15 miles of Maywood in the next 12 months, which is a requirement for the position. She said they do not plan on moving into the village.

Before her presentation, Booker outlined all of the areas he expects Wells-Armstrong to tackle as the village’s next manager, which include efforts to resurface 74 stone alleys at a cost of more than $12 million; overseeing efforts to improve over 60 aging water main; and initiating a variety of public safety measures designed to tackle the village’s crime problems.

“In looking for the best person to help in this journey of moving Maywood forward, you were looking for a visionary, a collaborator, an inclusive person,” Booker told members of the board before vouchsafing for Wells-Armstrong and vowing to take responsibility if her tenure as village manager doesn’t live up to expectations.

“She’s already sent several grants that we should be applying for that wouldn’t have been received had she not sent them,” the mayor said.

D209 supt. given 5-year contract Board votes on contract for Supt. James Henderson a year into his tenure

Nearing the close of the first year of his original 3-year contract, Proviso Township High School District 209 Superintendent James Henderson was given a 5-year contract with an increased salary during the June 8 school board meeting.

Henderson’s initial contract, which began in August 2020, was a 3-year, $250,000 annual employment agreement.

The new contract runs through the end of the 2025-26 school year, according to information on the district’s website.

Henderson’s increased salary is $262,500 plus an unspecified pension contribution paid by the school district. The contract also contributes $32,129 in health insurance premiums annually, a $12,500 annual annuity and a $6,000-per-year vehicle allowance. He is entitled to 14 sick days and 25 vacation days.

The basics of the new contract can be found on the district’s website at www. pths209.org/Page/4489. The Review has requested copies of both Henderson’s original and new contract, and it is uncertain at this time if there are any changes to the out clause or any other major amendments made.

During the June 8 meeting, board member Claudia Medina made a motion to table the discussion and vote on the new contract. Although board members Amanda Grant and Ned Wagner supported the motion to table, the other four members voted it down.

The contract was approved 5 to 2, with Medina and Grant voting against it.

While Grant did not share the rationale behind her vote during the meeting, Medina, who has had a history of friction with Henderson and the rest of the board, including filing a libel lawsuit against them on May 11, was vocal in her opposition, stating the new contract is not “in any way, shape or form” like actions taken with previous superintendents.

“It’s an excess amount of money,” Medina said. “And we don’t have … any data points whatsoever presented to substantiate such a raise and to give a 5-year contract. There are no metrics at all. And I think that the

amount of money being put on this contract is unacceptable.”

Board member Theresa Kelly, on the other hand, said that although she typically doesn’t approve of 5-year contracts, she sees the need to make an exception right now, given the extraordinary conditions COVID-19 has presented to the district and the need to bring stability to the schools.

“Normally, I do not vote to approve 5-year contracts, but this year and a half has been anything but normal,” Kelly said. “And I truly believe that having and keeping stability in District 209 is more important than having a hardline stance on 5-year contracts.”

Kelly also expressed confidence in Henderson’s ability to improve the district.

“I believe that Henderson is the right person to move this district forward and should be given the opportunity to see his strategic plan through the five years requested,” she said.

Board member Della Patterson echoed Kelly’s statements about stability, saying she has had conversations with previous superintendents in the district about how lack of consistency in leadership may have contributed to a lack of improvement.

“You cannot build stability if you start and stop, and that’s what this district has

been notorious for,” Patterson said.

Wagner thanked Henderson for his “leadership through an immensely difficult and challenging times in a very difficult and challenging environment. … I really honor and respect the work that you’ve done.”

Wagner said he’d voted to table the discussion on the new contract, because he thought that more information about Henderson’s goals and plans would be helpful to have before the vote, referencing an upcoming board retreat.

“We’re about to have a retreat and talk about vision, mission and goals and a longterm plan for the future of the district,” Wagner said. “I just feel like that it would have been beneficial to have that conversation prior to voting on the contract.”

Since tabling the vote was voted down, however, Wagner said he chose to approve the contract.

During the superintendent’s report, Henderson thanked the board members for showing their confidence in him by issuing the new contract.

“I love you all,” he said. “We’re going to continue to work in tandem to move this district forward.”

Widow of man fatally stabbed May 21 seeks justice

The widow of a man fatally stabbed in Forest Park and who was found unconscious in nearby Maywood said she wants justice for her late husband.

“He was just a fun person to be with all the time,” said Delia Aragon, the 29-yearold widow of Pedro Aragon-Hernandez, the 36-year-old man who was fatally stabbed on May 21 near 8401 Roosevelt Road in Forest Park while commuting home from work.

Police believe the stabbing happened at around 6 p.m. Aragon-Hernandez was found unconscious near the intersection of 2nd and Harvard before being transported to Loyola University Medical Center, where he was pronounced dead at approximately 3:13 a.m. on May 22.

When reached on June 14, Forest Park Police said that the suspect was arrested and charged with possessing a small amount of PCP and resisting arrest, but that he has since been released from custody either on an I-bond or via electronic monitoring. He has not been charged, pending DNA evidence, the police said.

“At this time, investigators are unsure of the motive for the stabbing,” the police said, before urging anyone with information to contact the Criminal Investigations Division at (708) 366-2425 or email detectives@ forestpark.net.

In the meantime, Aragon said she’s been trying to be strong for her four children.

She’s since returned to work, but not before tapping into her savings to bury her husband last month. The family has since started a GoFundMe account for Aragon and her four children.

“We just want justice for Pedro,” Aragon said, adding that she and her family are so scared for their safety that they’re planning to move out of the area.

“We are trying to look for homes to move out already,” she said.

Westchester awarded grant for green alley construction Bellwood also awarded money from MWRD for Bioretention Project

The village of Westchester will receive funding from the Metropolitan Water Reclamation District of Greater Chicago (MWRD) to construct four green alleys that are designed to reduce flooding.

During a regular meeting on June 8, the Westchester village board voted unanimously to approve a resolution authorizing an intergovernmental agreement (IGA) between the village and the MWRD. The green alleys feature permeable pavers that help alleviate flooding by diverting runoff from impervious surfaces to areas that can more easily absorb the water.

The alleys that are slated for reconstruction are: § The alley bounded by Portsmouth Avenue to the west, Suffolk Avenue to the east, Wedgwood Drive on the north, and Kitchener Street on the south;

§ The alley bounded by Westchester Boulevard on the west, Hull Avenue on the east, north pavement limits on the north, and Kitchener Street on the south; § The alley bound by Westchester Boulevard on the north, Hull Avenue on the east, Gladstone Street on the north, and Devonshire Street on the south; § And the alley bound by Bristol Avenue to the west, Gardner Road to the east, Wedgwood Drive on the north, and Kitchener Street on the south.

The newly installed alleys are designed to capture at least 250,167 gallons of stormwater each time it rains, according to the IGA, and could benefit around 85 structures, according to the MWRD. The Westchester board did not discuss when construction on the alley projects will start, how much they’ll cost and which firm will carry out the construction. The MWRD will reimburse the village up to 61 percent of the total cost of construction, but not more than $675,000, according to the IGA. The MWRD announced in January that the Westchester green alleys were among 16 green infrastructure projects across Cook County selected for funding. The projects are all designed to “mitigate flooding, protect area water quality, and improve public

“It is encouraging to see these plans moving forward despite difficult times in a pandemic. By making these investments now, we are building a more resilient future,” MWRD President Kari K. Steele said at the time.

The village of Bellwood was also selected to receive funding from the MWRD to help cover the costs of its West Bellwood Parkway Bioretention Project, which the MWRD said will benefit 466 properties in the area and retain nearly 26,000 gallons of rainfall.

And so, if a Black father makes a mistake, he will be vilified for a mistake. Not something intentional, but a mistake. In my case, I’ve been a pretty careful father and I don’t feel like I’ve been personally vilified.

I think in a lot of cases, the result of poor relationships give bad fathers a bad rap. It’s usually the result of a relationship not ending the way you wanted. I think that gets a bad rap, but I don’t think Black fathers, in general, get a bad rap.

I think it is good to explain ourselves.

Even as adults, there should be a rationale and reason behind our actions, because we want our kids to have a rationale and reason behind what they do.

Data illustrator maps transit’s racial inequities Redfin’s Bike and Walk scores show access, race, income connection

During his regular commute on the Blue Line, Al Bell, of Maywood, often notices a rather striking disparity as the CTA train pulls out of the Forest Park station and travels east into Oak Park before going into the city.

On Monday, Bell praised the Blue Line stations in Oak Park and the one in Austin, which is close to the Oak Park border, before lamenting that the quality quickly drops as he travels through the West Side.

“I feel like the CTA should show the same care and concern for every station,” Bell said. “It’s the same transit for everyone.”

That may be the ideal, but the reality plays out much differently, as designer and data analyst Dale Wunderlich recently illustrated in a series of maps and visualizations he published online in May. Wunderlich pulled the Walk Score and Bike Score ratings generated by Redfin, the popular real estate brokerage, and ranked CTA el stations. What he found was not a surprise: There’s a strong correlation be-

“I was interested in providing this to people in the neighborhoods who care about transit and perhaps the information can be used in discussions with the [city officials from agencies responsible for transit, such as Chicago Department of Transportation],” he said.

NEWS briefs Westchester appoints new trustee During a regular meeting on June 8, the Westchester Board of Trustees voted unanimously to appoint Tracy Jennings as trustee. After Village President Frank Perry took office last month, he vacated his seat as a trustee.

The appointment comes on the heels of Jennings’s successful bid for a first term on the Triton College board. Jennings was the highest vote-getter in a four-person race for two seats.

Jennings, 55, lives in Westchester and pastors a church, which he founded, in Joliet. A U.S. Army veteran, he said he has corporate experience working at two Fortune 500 companies and has been a state administrator for the Department of Human Services, the Department of Children and Family Services’ legal division, and the Illinois Department of Employment Security.

In 2020, he ran unsuccessfully as an independent for the 7th District Congressional seat held by longtime Rep. Danny K. Davis.

Man arrested and charged with battering senior citizen in Maywood Maywood Police have arrested and charged a man alleged to have violently approached two people in Maywood and Melrose Park on June 10, according to a statement the Maywood Police Department put out on June 11.

Police arrested Christopher Jones, 22, of

Chicago, on Thursday. Hours earlier, at approximately 9:15 a.m., Jones approached a woman who was outside of her home watching her dogs while in her backyard near the corner of 11th Avenue and Oak Street, police said.

Jones allegedly approached the woman unprovoked, grabbed her and threw her against the wall. He then threw her on the ground and attempted to remove her pants.

The victim began screaming for help when a neighbor came to her aid, police said. Jones then fled the scene.

Shortly after that, police said, Jones accosted another victim in Melrose Park, near 10th Avenue and Main Street. He grabbed the victim from behind, but ran off once the person screamed.

Maywood Police said they, along with officers from the Melrose Park Police Department, apprehended Jones near the corner of 3rd and Chicago avenues in Maywood “with the help of citizens calling in the description and direction” of his travel.

Jones was charged with aggravated battery of a senior citizen. He was expected in bond court on June 11, with more charges possibly pending, police said.

least two people on June 12 There were two shootings on Saturday within minutes of each other in Maywood that resulted in at least two people wounded, according to police dispatch records.

Police responded to the first shooting, which happened on the 1200 block of North Maywood Drive, just before 6 p.m. on June 12. When they arrived on the scene, they saw a man who was visibly wounded. Police said they had no information on the offender at the time.

By 6:30 p.m., police had blocked off the area of North Maywood Drive between 11th and 13th avenues.

Less than 10 minutes later, police reported a shooting in progress in the 1000 block of South 13th Avenue in Maywood. According to dispatch records, the subject being shot at was a woman in a car with a baby.

Police had identified a silver Buick SUV with rental car plates that was last seen on Madison as an “offending vehicle” in one of the shootings. It isn’t clear which shooting officers were referencing.

The victims were both transported to Loyola University Medical Center in Maywood.

Broadview funeral home owners to get street named after them Broadview will give an honorary street to Vernon and Gladys Wallace, the late couple

who built Broadview Wallace Funeral Home, 2020 W. Roosevelt Rd. in Broadview, into one of the township’s most respected businesses.

“We’re going to give a street designation on 20th Avenue in honor of them, because they’re the oldest Black business in Broadview,” said Broadview Mayor Katrina Thompson.

Thompson said the honorary street-naming will take place during the village’s Juneteenth celebration on June 19. This year marks the first time that Broadview will celebrate Juneteenth after the village board designated it an official holiday in the village last year.

Rory Momon, Wallace Broadview’s funeral director and the Wallaces’ nephew, said his family is looking forward to the designation.

“It’s a total honor for the family and for the staff,” he said. “It was also good to hear that we may the longest-operating African American business in the village. The whole family is excited.”

Momon said his family’s business has operated in Broadview for nearly 30 years. Vernon died in 2012 and Gladys died in January.

“They always supported Broadview and surrounding communities like Maywood,” Momon said. “They supported the whole of Proviso Township. They were always community-based and reached out to help everyone as much as they could.”

As Maywood café leaves, a food truck arrives

A popular Maywood café closed last week, roughly a month after a food truck began operations in the village, moves that illustrate the fluctuating nature of the local food business in Proviso Township.

Cielito Lindo Cafe, 612 Lake St. in Maywood, one of the only independently owned coffeeshops in the village, closed its doors for good on June 13.

Last year, the owners of the establishment pivoted from being a full-service Mexican restaurant to opening a cafe in the space they’ve been leasing since 2019.

They said the cafe concept did surprisingly well, but the success wasn’t enough amid a global pandemic and civil unrest.

“It was a hard decision,” said owner Daniela Rosas. “After the pandemic, everything was worse, which is why we opened the cafe.

We’re going to let my brother and cousin take charge of the cafe, but we’re not sure where it will be located at just yet.”

Rosas said another major reason the establishment is closing is because of safety issues in the area.

“In the beginning we felt safe, but we are afraid of the increase in crime,” she said.

“We don’t feel as safe right now and it hindered business, because some of our customers were afraid to come to Maywood. We saw many things across the street.”

Rosas said her husband is excited about an opportunity to work at a restaurant in downtown Chicago.

“I want to go back to school, in Mexico,” she said. “I have a masters degree in Business Administration, but it’s not recognized here in the United States. I want to get into event planning, as well. I’m very excited.”

Rosas said she and her husband need some time for themselves.

“It was very hard and stressful for our marriage because we were so busy,” she said.

“But yes, I think it’s time now. Although it’s very sad, I wanted to leave on good terms and at a good time and now is a good time for us to leave. We’ll have updates on our future endeavors on our social media. I want to say thank you to the community, my heart is here.”

the corner of 1st Avenue and Lake Street in Maywood selling their handcrafted meals from their Taquizas Tacosteño food truck.

The menu includes mostly tacos and burritos, but you’ll also find the couple’s creative take on birria pizza (which is essentially a taco pizza) and birria ramen.

The latter, according to Texas Monthly, “combines two widely beloved foods from different traditions: birria de res, the slowcooked consommé preparation from Jalisco, Mexico, now sweeping taco trucks nationwide, and instant noodles, which have been a global hit since Taiwanese-Japanese entrepreneur Momofuku Ando introduced them in 1971.”

Leila Young, of Chicago, works in the area. She made a special trip to Maywood on June 12 with her boyfriend and left a satisfied customer.

“I had a sample of the Barbacoa,” she said. “It’s shredded beef and it typically comes with sauce. It’s been all the rave online for the past two years. It’s almost like you’re having a sauce-filled taco. It’s delicious. They actually offered a sample to us before we even asked. We appreciate them valuing us as customers.”

Jessica and Evan, who live in Melrose Park, said they opened a food truck in Maywood as an alternative to opening a brickand-mortar establishment.

“Selling food from home helped us economically, so we decided to look into opening a restaurant,” Jessica said. “But because it was too expensive, we landed a food truck instead.”

They said that, so far, business has been “fantastic.”

Taquizas Tacosteño is parked at 221 N. 1st Ave. in Maywood. The hours are 10 a.m. to 8 p.m., Monday through Saturday; and 10 a.m. to 6 p.m. on Sundays. The truck is closed on Tuesdays.

“Bless the Lord, the Yankees have come,” exclaimed 17-year-old Amy Spain when Union forces entered town. That was the excited utterance of an adolescent who thought she would taste liberty, before she was hanged on the courthouse lawn in Darlington, South Carolina.

Her statement, though simple, contradicted the racist propaganda many white Southerners were still promoting at the time of the Civil War. They insisted that Northerners misperceived their way of life, and that their “docile” slaves were content.

Continuing through the Jim Crow era, even so-called “progressive scholars” were still promoting this view. In 1932, Francis Simkins and Robert Woody argued that “… during the war the Blacks manifested no general desire to be free.”

Juneteenth evokes mixed emotions for me. Yes, we are celebrating freedom, but the thought of Black people in Texas enduring the brutality of slavery for one minute longer than they had to, has always infuriated me. So do persistent lies about the antebellum South, that are told to this day, and which are meant to justify slavery and lessen its vicious cruelty — including the myth of the “happy slave.”

These lies linger even though Black people had always resisted. The Stono Rebellion

VILLAGE perspectives Juneteenth and Black freedom (1739), as well as revolts led by Gabriel and Nancy Prosser (1800), Denmark Vesey (1822) and Nat Turner (1831), stood to oppose the proposition that Blacks were “content” in bondage. Countless other rebellions, including a major 1811 uprising in New Orleans, which was deliberately written out of history until relatively recently, provide obvious evidence, too.

It is widely known that Blacks fought as soldiers for the Union, but a fascinating aspect of the Civil War that rarely gets told concerns the espionage work performed by Black people. Their knowledge of the land, ingenuity, and courage was indispensable to Union victory.

Abraham Galloway, an escaped former slave, served as one of many daring spies, as did Harriet Tubman and Mary Jane Richards, who, reportedly, skillfully posed as an illiterate slave in the home of Confederate President Jefferson Davis.

Galloway was considered a “ghost” for the way he evaded detection on plantations while developing vast networks of Black enslaved people who provided him with invaluable information that was passed on to Union generals.

“Stealing Secrets” author, H. Donald Winkler, has written that Harriet Tubman’s spy team was a “kind of special forces operation” that “sneaked up and down rivers and into swamps and marshes to determine

enemy positions, movements, and fortifications…”

Southerners, of course, seceded from the Union and commenced a brutal war in an effort to maintain human bondage, the source of their, and this nation’s, tremendous wealth and domination.

And although Abraham Lincoln, the subject of heated scholarly debate since his assassination, is on record indicating that slavery was unjust, in 1862, he, nevertheless, stated, “My paramount object in this struggle is to save the Union, and is not either to save or to destroy slavery...”

Dr. W. E. B. Du Bois, in his classic work, “Black Reconstruction,” was among the first to cogently argue that Blacks “won the war” and “freed themselves” when, among other events, hundreds of thousands fled the plantations just before and during the war, to “stop the economy of the plantation system.” Many of them “transferred their labor from the Confederate planter to the Northern invader” and “organized as a new labor force” behind Union lines.

This new “labor force” served the Union Army in various capacities, including as spies, scouts, guides, nurses, food gatherers, cooks, and laborers. Du Bois noted that the Black exodus from the plantations also affected poor whites, who began to “desert and run away” with “thousands follow[ing] the Negro into the Northern camps.”

Thus, Du Bois, a Black man, and one of the most famous scholars and prolific authors of the 20th century, pushed back persuasively on false narratives that Blacks were “happy” with slavery and did not “fight” for their freedom.

Du Bois explained that, initially, “not one tenth of the North white population would have fought” for Black freedom, for this was to be a “white man’s war” for keeping markets of “agriculture, manufacture, trade, and profit together.” Yet, both the North and South underestimated the magnitude of Black people’s desire to be free, which eventually transformed Lincoln’s perspective— and Northern conceptions—about the Civil War from a war to “preserve the Union” to a war against the abominable institution of slavery.

The late historian Ira Berlin, taking his cues from Du Bois, once wrote, “The slaves’ resolute determination converted many white Americans to the view that the security of the Union depended on the destruction of slavery.” Berlin added that, ultimately, Lincoln “praised the role of Black soldiers in preserving the Union and liquidating chattel bondage.”
