Northlake officials recently announced that they’re working on the rehabilitation of three bridges over Addison Creek.

During an interview earlier this month, Northlake Mayor Jeffrey Sherwin provided a rundown of the total cost and estimated completion dates of the bridge rehabilitation projects.

The mayor said the Roy Bridge, which

hovers over Addison Creek on Roy Avenue, between South Prater Avenue and North Roberta Avenue, will cost a total of about $700,000 to repair and will be done by about Labor Day. East grad first male to receive Class of ’03 scholarship

Mekhi Evans, headed to Northern Illinois, also first among siblings to attend college

When Mekhi Evans began high school, his older brother was tragically murdered, sending the freshman into depression. Evans said his grades slipped and he began to lose focus.

“It was hard for me,” Evans recalled. “I didn’t want to go to school anymore. I didn’t want to play football.”

On May 27, four years and many triumphs later, Evans stood outside of Proviso East High School to accept a $250 scholarship and a brand new laptop from the Proviso East Class of 2003 Scholarship Fund.

Evans said after his brother’s death, he resolved to keep going, with school and sports as motivating influences in his life.

After his GPA dropped to 2.1 his sophomore year, he gradually increased it to 3.6 by his senior year of high school.

“Instead of continuing to allow that to make me sad, I used this as fuel to get me going again,” Evans said of the tragedy. “I used it to help me go harder at school and football, so that I can get out of this environment and not worry about losing another

Evans’s mother, Kristin Ross-Evans. “Sometimes, I would drop off four and five other children from practice. It was all about safety.”

The determination and persistence seems to have paid off for Evans, said Ross-Evans. On May 23, Evans graduated. During his last semester of high school, he had all A’s.

“We’re both very proud,” said Ross-Evans.

“He’s still my baby boy,” said his dad, Michael Evans.

Evans will be the first of his four siblings to attend college when he steps foot on Norther’s campus later this year. He’s also the first male recipient of the Proviso East’s Class of 2003 Scholarship.

“We were excited to see how he pulled his grades back up after experiencing some challenges” said Vau’ve Davis, the scholarship fund’s founder and chairwoman, adding that the fund’s mission is to “empower youth to create better futures for themselves, their families and their community.”

Exits amid changes from page 1 Police Department, 125 S. 5th Ave., to Village Hall at 40 Madison St. Booker, who was sworn into office on May 18, made the announcement in an email sent to employees and on his Facebook page.

“The last day of Mayor Perkins being mayor was the last day of Norfleet’s contract,” Booker said in an interview on Thursday afternoon. “At the end of the day, his contract was up.”

Booker said during the campaign that, if elected, he would not be in favor of continuing with Norfleet as manager and, with three of his Maywood Together running mates on the board, the new mayor appears to have enough board votes to remove Norfleet, if it came to it.

“I sat down with him and had the conversation,” Booker said. “There’s no point in dragging this out. He’s not a bad person.

He’s a really nice guy, so there was no point in going through the termination process [or in] having a lot of drama.”

The process of selecting Norfleet’s replacement falls to the full board. Booker said he and his board colleagues will discuss next steps, such as whether or not to hire an executive search firm to facilitate the search process, at their next meeting.

In the meantime, Maywood Finance Director Lanya Satchell will serve as interim village manager, Booker said.

The news of Norfleet’s exit took some board members by surprise. Trustees Isiah Brandon and Miguel Jones both criticized the new mayor’s methods.

“I would want to get something in writing and have some sort of vote,” Jones said.

“You want this to be extremely formal. That would be my preferred method and the appropriate method. I want people to feel like we’re making decisions transparently.”

Brandon said he’s communicated with

Norfleet and Michael Jurusik, the village’s attorney, and both told him that the village manager “has not resigned, has not been terminated and was not let go.”

Booker said that he plans on modifying Greenhow’s position and transferring many of her administrative functions, such as taking constituent phone calls, to Norfleet’s executive assistant.

“The role will become more of a community engagement manager,” Booker said of whoever replaces Greenhow, adding that the position will be housed in the mayor’s office and that it will not be more than Greenhow’s salary.

“There will be no increased salary,” Booker said. “We’re working on posting the position. The salary will either remain the same or be less, because we might end up making it a contract position. So, it will not exceed what’s already been budgeted.”

Typically, each mayor gets the discretion to hire his, her or their own person for the position that Greenhow occupied and that looks likely to be the case with whoever Booker chooses to hire as in the new community engagement role.

Referencing his decision to move the mayor’s office from the police station to Village Hall, Booker said: “I don’t understand why the mayor’s office was ever at village hall.”

There have been board conversations in the past about possibly moving the mayor’s office from the police office to Village Hall.

In 2014, a board member suggested moving former mayor Perkins’ office, but the move never happened.

At the time, village staffers said the move would cost around $17,000, prompting the board to walk back its earlier consideration.

On Thursday afternoon, Booker said his new office is in a small boardroom space to the left of the village manager’s office and that the move didn’t cost anything. He said the village’s IT personnel simply switched a phone line and set up a computer.

House passes right-to-unionize amendment Measure will go to voters in November 2022

SPRINGFIELD – The Illinois House passed a proposed constitutional amendment on May 26 that would guarantee workers in the state the right to unionize.

The proposed amendment, which passed the Senate last week, would provide that employees have a “fundamental right” to organize and engage in collective bargaining over wages, hours and working conditions.

It would also prohibit the state or any local government from enacting so-called “rightto-work” laws, which prohibit contracts that make union membership a condition of employment.

Rep. Marcus Evans, D-Chicago, the lead sponsor of the measure in the House, framed the vote as a choice between standing up for the rights of workers or the interests of business.

“Where do you stand when you look that working mother in your community in the eye, and do you want her to have collective bargaining,” he said. “Do you want her to have representation, or do you want to follow many other states as they continue a

concerted effort to take away the rights of working men and women? You’ve got to make a decision.”

House Republicans had been given little advance notice that the measure would come up for a vote on Wednesday, and as soon as it came up on the floor, they requested a one-hour recess so their caucus could meet and discuss their strategy.

When they finally emerged, Rep. Blaine Wilhour, R-Beecher City, answered Evans’ challenge by touting his own working-class roots.

“I literally climbed off a pole barn into the General Assembly,” he said. “I represent a working class district. I support unions and non-unions. But let’s recognize, unions don’t create jobs. Special interest pandering may create campaign donations, but it doesn’t create jobs.”

But Rep. Lance Yednock, D-Ottawa, countered that collective bargaining generally leads to safer working conditions and better economic conditions for all workers, regardless of their union status.

“One of the most diabolical ways to limit collective bargaining is through so-called right-to-work laws,” he said. “States that limit collective bargaining see declines in wages, benefits, training, and safety standards. And it’s a losing proposition for all workers.”

South and Great Plains, have some form of right-towork laws or constitutional amendments on the books, according to the National Right to Work Legal Defense Foundation, including the neighboring states of Indiana, Kentucky, Iowa and Wisconsin.

Rep. Deanne Mazzochi, R-Elmhurst, noted that very few states have right-tounionize amendments, and she warned of potential unforeseen consequences if Illinois adopts one.

“When the state of Hawaii tried to actually make adjustments to a pay period, they actually got hauled into court by employees who said that that represented a diminishment in (and) interference with their collective bargaining rights,” she said.

The amendment passed the House with bipartisan support, 80-30, which was more than the three-fifths majority needed for passage. It will next be placed on the November 2022 general election ballot where it will need approval from three-fifths of all those

CONSTRUCTION Busy season ahead from page 1 creek on West Fullerton Avenue as North King Arthur Court turns into West Fullerton Avenue, will cost about $900,000 and will be completed in June, the mayor estimated.

“All of the existing bridges in town are about 60 years old,” Sherwin said. “We got some funding from the state and the county to put into these projects.”

Sherwin said Northlake got an 80 percent matching grant to fund the Roy Bridge and a $300,000 grant to fund work on the King Arthur Bridge. He said Northlake paid for the LeMoyne Bridge completely with its own funds.

“The LeMoyne Bridge fell apart faster than we could line up funding, so we had to just jump in and do it,” the mayor said.

In addition to work on those three bridges, Sherwin said work is also happening on the roof of Northlake’s million-gallon water reservoir, which is also being rehabbed at a cost of around $500,000. The work should be done by mid-summer, the mayor said.

Work is also happening on the construction of a new splash pad at Grant Park, 4 W. Golfview Dr. in Northlake. The city is cooperating with Veterans Park District on the project, which will cost an estimated $300,000, the mayor said. He said the park district and the city are splitting the costs.

Westchester referendum bond construction starts The village of Westchester recently announced that construction work on firstround improvement projects made possible by the 2020 bond referendum has started.

Westchester residents voted overwhelmingly in favor of the referendum measure 70 to 30 during last year’s Nov. 6 election.

The bond referendum gives the village up to $42 million to fund maintenance work on streets, alleys, sewers, water main and other improvements.

Village officials said the street improvements were due to start in mid-April and will continue until October 1.

The sewer lining program started in May and will continue until November.

According to a map of the construction projects, most of the first-round work is sanitary sewer lining that’s concentrated along Canterbury Street, between Roosevelt and Cermak roads.

Streets improvements are currently taking place on Plymouth, Nelson, Kingston, Lancaster and Raleigh streets, between Wolf Road and Mayfair Avenue.

Proposed court remap evokes previous failed GOP attempt Republicans redrew Illinois Supreme Court map in 1997, map was ruled as unconstitutional

SPRINGFIELD — If Democrats have their way, the state’s five Illinois Supreme Court districts could be redrawn this year for the first time in more than five decades.

Democrats in the General Assembly released a new Illinois Supreme Court map on May 26, to the surprise of legislative Republicans, who claim they were kept entirely out of the loop on the mapmaking process.

Rep. Tim Butler, of Springfield, who serves on the House Redistricting Committee, said he had no notice of the court maps being released on Tuesday.

“I have asked repeatedly…if the majority planned to redistrict the Supreme Court. I never once got a response to that. I think this discussion of transparency and engagement, especially with the minority party, just goes straight out the window,” Butler said at a joint redistricting hearing on Tuesday.

House and Senate Republicans also took issue with the fact that the proposed Illinois Supreme Court map heavily favors Democrats.

But more than 20 years ago, the roles were reversed, with Republican lawmakers

redrawing boundaries to create a partisan Supreme Court map that would have given the GOP an advantage in judicial elections.

In early January 1997, the Republicans’ two years of majority control in the 89th General Assembly was coming to an end.

After former Speaker Michael Madigan regained control of the House in the 1996 elections, Republicans pushed through several measures during the very last days of the legislative session, said Charlie Wheeler, an emeritus professor at University of Illinois Springfield, who covered the Illinois General Assembly for the Chicago SunTimes for more than two decades.

“The Republicans were very concerned because they realized that much of their wish list would not pass with Madigan in charge of the House,” Wheeler said in an interview.

With that in mind, Republicans passed a new judicial map the day before the 89th legislative session ended.

In March 1997, Republican Gov. Jim Edgar signed the new proposed map redrawing the Illinois Supreme Court districts. In particular, the law would have redrawn the 1st District, which contains Cook County, into three separate judicial districts.

Justices who are elected in the 1st District run as at-large candidates, and Democratic candidates have an advantage in heavily Democratic Cook County.

Three of the seven Illinois Supreme Court justices are elected from Cook County, while the remaining justices come from four separate districts across the state.

At the time, Democrats in the General Assembly condemned Republicans for drafting a clearly partisan map, according to transcripts.

Former Democratic Rep. Lou Lang said the Supreme Court had already ruled on this question of splitting Cook County into separate districts when a similar remap was proposed in 1989.

“You cannot split Cook County. That’s the clear words of the statute,” Lang said during a debate on the House floor on Jan. 7, 1997. “You cannot divide Cook County into three separate districts. The court of our state has already ruled on that.”

Lang called the new map “political retribution.”

“It’s a bill of attempting to grab an arm of government that you don’t have today. It’s a bill that’s designed to take from the people their right to elect under the constitution,

the Supreme Court judges of the state of Illinois, and you want to change it so that it’s a different result.”

Ultimately, Lang’s prediction was correct as the Illinois Supreme Court rejected the proposed map because it divided Cook County into three districts and split some judicial circuits between judicial districts.

In its 1998 opinion, the Illinois Supreme Court ruled that splitting the 1st District would violate the constitutional requirement that appeals from a circuit court must be heard by the appellate court in the judicial district in which the circuit court is located.

The court struck the entire map as invalid, finding redistricting of the 1st District could not be severed from the rest of the redrawn map.

“Any attempt by this court to retain only bits and pieces of this dramatic legislation would do violence to the legislative intent to change the judicial districting of the entire state,” the court ruled.

The maps released by Democrats this week do not, however, separate Cook County, nor do they separate judicial circuits between judicial districts.

In June 2019, Dr. Karen Smith, California’s top public health official, exited her position, leaving Dr. Charity Dean to fill the role in the interim.

Dean had been chief health officer for Santa Barbara before her unusual tenacity and care for a job nobody noticed garnered the attention of a few bigwigs. By the time Smith departed, Dean had risen to become the state’s second-highest public health official and was positioned to be her boss’ natural replacement.

If California Governor Gavin Newsom had appointed Dean — whom author Michael Lewis, in his new book “The Premonition,” described as “clairvoyant” for her ability to anticipate the pandemic before it happened — the state might have been in a better position to serve as a national model for pandemic management. After all, seeing the organizational flaws her colleagues couldn’t was Dean’s unique gift.

“In any large organization, the solution to any crisis was usually found not in the officially important people at the top but in some obscure employee far down the organization’s chart,” Lewis wrote, referencing others who had noticed that Dean fit the

“The L6,” Lewis explained, is “the person buried under six layers of organization whose muzzled voice suddenly, urgently needed to be heard.”

For years, Dean worked competently in the shadows, doing what most people in her position would avoid. That’s why she was dispatched to the U.S.-Mexico border.

“I’d heard that Trump MICHAEL was trying to create a crisis,” Dean told Lewis, “trying to turn people against immigrants. It was just a rumor. But when I get there I find this is all true. They’re just dumping families on street corners at two in the morning.

They were trying to create a disaster.”

Dean’s task was to “mitigate the health risks posed by the new arrivals,” and for that she had to get up close and personal with the people affected by Trump’s policies. In Our Lady of Guadalupe Church, there was a shelter, where Dean “found hundreds of tired, scared, and obviously unhealthy refugees.”

She found terrified mothers and babies,

who had been kept in cages, and shell-shocked toddlers.

She treated them with medical supplies obtained from the home medicine cabinets of church volunteers. Dean learned that San Diego County and the Red Cross didn’t want anything to do with the migrants (the latter because the nonprofit “didn’t want to offend their Republican donors,” Lewis writes).

Dean risked her own ROMAIN health to offer medical treatment to these new arrivals, jerry-rigging the response into an unmitigated success.

But even after all of this, the state’s number two health officer got overlooked. Instead of appointing Dean to succeed Smith as top health official, Newsom appointed Dr. Sonia Angell, a former employee with the U.S. Centers for Disease Control and Prevention (CDC) who had experience “in neither California nor communicable disease.”

Angell’s most recent job before her appointment had been working on heart disease in New York City’s health department, Lewis writes. Later, after Angell abruptly

resigned amid the pandemic, Newsom explained that he had appointed her, in part, because of “her work in righting racial injustice in health care.”

Dean was later told “that she herself had never been a serious candidate” because it would have been bad for “optics.”

“Charity was too young, too blond, too Barbie,” Lewis writes, quoting a senior official in California’s health system. “‘They wanted a person of color.’ Sonia Angell identified as Latina.”

For someone hired, in part, because of equity, Angell’s reported workplace treatment of Dean was rather appalling.

“The first thing Karen Smith had asked Charity to do was to resolve a crisis on the U.S.-Mexico border,” Lewis writes. “The first thing Sonia Angell asked her to do was to figure out how to set the time on the clock on her desk phone.”

VILLAGE perspectives what even the CDC refused to recognize until months into the COVID-19 pandemic: the fact that we were in a pandemic.

But Dean was labeled an alarmist when she attempted to broach the topic with her new boss. Eventually, Angell banned Dean from using the word “pandemic” in meetings and told her to “erase the math and the tsunami curve on her whiteboard” before banishing Dean from important planning discussions altogether.

When California officials realized the crisis they were dealing with, it was too late.

Many thousands had already died, with many more deaths to come.

Angell would eventually resign during the pandemic due to what state officials reported to be a “tech glitch that resulted in an undercount of coronavirus cases and confusion about the scope o f infections as the state’ss death toll crossed 10,000,” according ording to a statement officials als released at the time.

Ironically, in a parting rting email to staff, Angell wrote: rote: “We have led with science ence and data, and with equity uity at the core of our intententions.”

The situation with Angell is a case study in what I’ll call the equiity industrial complex, x, which is less inter-ested in erasing the foundational basis for systemic inequities than in treating the symptoms — or to switch metaphors, applying mascara to conceal ceal much deeper problems.

In a recent piece for the New York Times, Talmon Joseph Smith put his finger on the equity (or anti-racism) industrial complex when opining on why the globe-spanning racial justice movement that sprung up since the death of George Floyd last year has yielded such tepid systemic results.

“Talk of social justice efforts and antiracism reached new levels of influence in the Zoom-layered corridors of the intelligentsia, corporate America, and other upper-middle-class or elite-controlled institutions,” Smith writes. “Yet this reckoning often didn’t have ambitions for systemic change as much as it concerned itself with matters like representation, diversity, promotion and renegotiating the terms of corporate social responsibility.”

In other words, the movement inspired by a poor Black man in Minnesota has much to show for itself in the way of book deals, six-figure salaries, speaking engagements and consultant fees (an environment ripe for exploitation by ‘woke’ artists), but much, much less in the way of, say, protection against systemically racist policing for Black and Brown people like Floyd.

“Protest leaders didn’t march last sum-

mer to widen the trend of Black Lives Matter signs in tree-lined progressive neighborhoods, where Black neighbors are often conspicuously absent because of classist zoning laws,” Smith adds. “While many cultural shifts have been welcome, it’s not clear that people were protesting for things like greater demographic variety in the ads, magazine covers or entertainment that we consume.”

Quiet as it’s kept, in Oak Park and River Forest, there are a lot of Sonia Angells — high-achieving professionals who preach and “perform” equity in public, but who in their professional lives are working to uphold not only systems and practices of oppression, but also the worst aspe cts of modern institutions, including their tendency toward blind arrogance and rigid, often counterproductive, counterproductiv hierarchies.

In his 2020 book “Toward Freedom: The Case Against Race Reductionism,” Toure d Reed writes that, R since “the Cold War, si liberals have tendlib ed to “abstract racial disparities from the dis political-economic forcpoli es that generate them,” t tracing traci those disparities “to whites’ ingrained prejudices and poor preju blacks’ blacks cultural deficiencies.”

According to this frameAcco work, embodied in the likes e of Obama Obam and Oprah, the antidotes antidote to racial injustice are opportunity, education opp and personal responsibility. pers But as the case of Angell shows, simply installing Black and Brown faces in high places does not translate into institutional reform.

Frameworks of equity based on racial representation, diversity, “the culture of poverty” and ethnic pluralism touted by “postwar liberal policymakers” like the Clintons and Obama may result in historically diverse presidential cabinets and much breaking of the ubiquitous glass ceiling, but they often ignore much deeper root problems.

We need an equity framework that goes beyond racial reductionism and is based on the public good, which unfortunately isn’t currently en vogue among the jet-setting political class (just consider Obama’s and Clinton’s disdain for Bernie Sanders’ gruff championing of popular and necessary policies like Medicare for All and the Green New Deal).

It’s time we rethink our conception of ally-ship, placing a serious understanding of social structures, raw political power, economic solidarity and the public good at the center of any cross-racial alliance.
