Claudia Medina, a Proviso Township High Schools board member, has filed a libel lawsuit against District 209 Superintendent James Henderson, the other six elected school board members and the school district. The suit was filed May 11 in the Law Division of Cook County Circuit Court.

Medina is being represented by attorney Anthony Peraica, the former Cook County commissioner. In addition to Henderson, the lawsuit names District 209 school board President Rodney Alexander and school board members Theresa Kelly, Amanda Grant, Nathan Wagner, Samuel Valtierrez and Arbdella Patterson as individual defendants.

Less than a year ago, the lender that holds the mortgage on North Riverside Park Mall, 7501 Cermak Road, initiated foreclosure proceedings after the shopping center’s owner defaulted on the loan.

But, that foreclosure threat appears to have been kept at bay, for now, according to a recent filing with the U.S. Securities and Exchange Commission.

On May 3, JPMBB Commercial Mortgage Securities Trust 2014-C24, which lists

the North Riverside Park Mall mortgage among a bundle in that trust, stated in its filing that “a loan modification to extend the [loan’s] Oct. 2019 maturity date has been conditionally approved by the lender” and that the special servicer assigned to the loan was working with the lender to close the deal.

Local clergy look forward to putting youth to work this summer On May 22, the Proviso Township Ministerial Alliance Network (PTMAN) hosted the 5th Annual Kickoff Fundraiser for its 4-4-4 Safe Summer Internship Program.

The event was held on the grounds of Christian Unity, 2140 Washington Blvd. in Bellwood.

“This is our annual safe summer kick-off for our youth that we developed, especially those under the age of 16, because that’s the segment of the community that can’t qualify for the funded summer jobs,” said Bishop Dr. Reginald J. Saffo, PTMAN’s chairman.

“The churches and community partners pull our financial resources together and sponsor our youth for internships for the summer,” Saffo said. “They work for four weeks starting in June. It’s a very fruitful program and has made a big impact in the past.”

The 4-4-4 Safe Summer program is organized by Rev. Albert Johnson, the program’s director.

Among the organizations and businesses enlisted to employ the youth are the Illinois Youth Investment program, Maywood nonprofit PLCCA and Opportunity Works, to name a few.

How Pritzker’s $20.7B infrastructure plan impacts Proviso suburbs VFP’s nine-suburban readership area affected by about 20 major improvement projects totaling $43M

SPRINGFIELD – Gov. JB Pritzker announced on May 19 the release of a six-year, $20.7 billion construction plan to improve roads and bridges throughout the state, an annual process which the Illinois Department of Transportation oversees to target infrastructure spending.

The Highway Improvement Program, funded through the Rebuild Illinois capital infrastructure plan passed in 2019, will reconstruct nearly 2,779 miles more miles of roads and 7.9 million square feet of bridge deck between fiscal year 2022 and 2027, according to the governor’s office.

The projects in the plan will create and support thousands of jobs, “bolstering our pandemic recovery in one more way,” Pritzker said at a news conference on May 19 in Springfield.

Among the $20.7 billion in construction work, about 20 projects totaling roughly $43 million will directly impact the nine suburbs in the Village Free Press readership area, according to a Village Free Press analysis of the 900-page document detailing the projects statewide.

Proviso Township falls within Highway District 1, which encompasses six counties in the Chicago area, including Cook Coun-

ty, and “consists of 2,715 miles of highways and 1,454 bridges, supporting more than 63 million miles of travel daily,” according to the document.

“This past year truly has brought home how important transportation systems are in connecting the lives of our residents and our communities, delivering food products to grocery stores, getting essential workers to their jobs and transporting patients to the hospital,” Pritzker said.

The Highway Improvement Program is a part of the larger $45 billion Rebuild Illinois infrastructure plan, which was a bipartisan effort to revitalize local economies that passed in the governor’s first year.

The plan invests in roads, bridges, railroads, universities, early childhood centers and state facilities.

The projects outlined in the new multiyear plan will continue to create and support hundreds of thousands of jobs, Pritzker said.

Overall, the Rebuild Illinois capital plan is expected to support around 540,000 thousand jobs over its lifespan. But there are currently no estimates available on how many jobs the specific projects through the Highway Improvement Program will create.

About $33.2 billion was earmarked in the initial release of the capital plan for the transportation sector, with $25.3 billion specifically for roads and bridges. Most of that funding came from an increase to the state’s motor fuel tax, which was indexed for inflation each year, and increases to state licensing fees.

The Illinois Department of Transportation said the plan includes $5.79 billion for highway reconstruction and preservation,

$4.82 billion for bridge improvements, $2.59 billion for strategic expansion, $1.43 billion for system support such as engineering and land acquisition, and $1.21 billion for safety and system modernizations.

Acting Illinois Transportation Secretary Omer Osman said the projects outlined in this plan are more than just projects.

“They will be the means for us to ensure our transportation system in Illinois is reliable, safe, and provides economic opportunity for everyone in Illinois – our guiding principle,” Osman said. “We will do so in a way that provides equity, and with a workforce that reflects the diversity in our greatest state, it remains the blueprint for how we rebuild Illinois.”

For the upcoming fiscal year 2022, approximately $3.32 billion has been identified to fund highway improvement projects.

Currently, some of the projects through Rebuild Illinois include a $173 million multi-year investment in Interstate 57 which will continue next year and run in segments through 2027, over $90 million worth of improvements to Interstate 55, and $40 million into Interstate 80 in northeastern Illinois, “making the road smoother and safer amidst the region’s exploding intermodal logistical growth,” Pritzker said.

Pritzker said the multi-year plan will build on progress made over the past two years, noting Rebuild Illinois has already improved over 2,700 miles of state and local roadways and 290 bridges since its 2019 passage.

“In every project we’ve made hundreds of safety improvements along the way, en-

hancing right of way accessibility, funding railroad crossing safety improvements and targeting locations tied to crashes, to keep everyone as safe as possible along their travels,” Pritzker said.

While the state’s gas tax is a major contributor to road and bridge projects, it has seen a “significant” reduction in revenue because of decreased consumption as a result of the COVID-19 pandemic, according to IDOT. IDOT said in its Highway Improvement Program report that the decrease was somewhat offset by the Coronavirus Response and Relief Supplemental Appropriations Act, one of the federal COVID relief packages passed in 2021, which allocated $353 million to IDOT. Of the federal COVID-19 relief funds that went to IDOT, $227 million is included in the state highway program, the IDOT report stated. The remaining COVID relief funds will go toward the multi-year program for additional road and bridge projects.

IDOT officials said on May 19 that while the past year has been a challenge, projects stayed on schedule and they did not have to make any pandemic-related cuts.

Pritzker also announced that Amtrak will resume full passenger rail service starting July 19.

The Chicago-Milwaukee partnership with Wisconsin will resume next week, while the routes connecting Chicago to Quincy, Carbondale and St. Louis will operate at full capacity by the mid-July date.

Democrats unveil legislative map proposal

Initial maps were released last Friday after 7:30 p.m.

SPRINGFIELD – House and Senate redistricting committees will hold a series of public hearings this week on a proposed new set of legislative maps that Democrats released late Friday, despite the fact that official census data won’t be available until later this year.

The Democrats’ decision to release the maps after 7:30 p.m. Friday, combined with the fact that the majority party also has not divulged all of the data sources they used to draw the maps, drew sharp criticism from Republicans, who called on Gov. JB Pritzker to veto the maps if they pass.

The proposed new maps establish new lines for the General Assembly’s 59 Senate districts and 118 House districts, an action the Illinois Constitution requires lawmakers to take at least once every 10 years following the decennial census.

But the census process has been delayed this time around because of the COVID-19 pandemic and a series of natural disasters in 2020, which combined to make it nearly impossible for census workers to get accurate and timely counts of residents in many parts

of the country.

That has complicated things in Illinois, where the state constitution gives lawmakers only until June 30 to complete the mapmaking process. After that, it is handed to an eight-member bipartisan commission, which would take away the Democrats’ partisan advantage.

And if that commission fails to produce maps by Aug. 10, the name of a ninth member from one of the two parties is drawn at random by the secretary of state and added to the group, and the deadline is extended to Oct. 5.

So instead of waiting on census data and extending the timeline to automatically trigger the commission process, Democrats have said they are relying on other data sources, including the Census Bureau’s American Community Survey, which uses sampling to estimate population shifts on an ongoing basis.

“The U.S. Census Bureau works year-round to track population shifts with the American Community Survey,” Democrats said in a news release Friday night. “The most recent ACS data varies by just 0.3 percent from the state’s official population count released by the U.S. Census Bureau in April 2021.”

While that may be true on a statewide basis, many watchdog groups have argued that it is less true when it comes to tracking smaller populations such as small towns and rural areas where the sampling error rate can be

Immediately following the release of the proposed maps, a group of 24 voting rights advocacy groups, including the League of Women Voters Illinois, the Better Government Association and Common Cause Illinois, issued a joint statement urging lawmakers to reject maps based on ACS data.

“While the delay from the U.S. Census Bureau was unprecedented, the current predicament is manufactured by lawmakers for partisan advantage,” the statement read in part.

Those groups argued that instead of using incomplete or inaccurate data, lawmakers should ask the Illinois Supreme Court for relief from the state constitutional deadlines as the states of California and Oregon did.

Democrats, however, have defended the process, arguing that their proposed maps incorporate input they received following an extensive series of public hearings held over the last few months. They also said the maps are designed to ensure fair representation across demographic lines in accordance with the Voting Rights Act. “Redistricting is about making sure all voices are heard, and that’s exactly what this map accomplishes,” Sen. Omar Aquino, D-Chicago, who chairs the Senate Redistricting Committee, said in the news release. “This is a fair map that reflects the great diversity of our state and ensures every person receives equal

representation in the General Assembly.”

In addition to the ACS data, Democrats have also said they would use additional data sources to obtain accurate counts, but so far they have not disclosed what those data sources are, despite assurances that they would make all the data public.

“Yes, you will know all the data that was that was used to determine, yes,” Rep. Elizabeth Hernandez, D-Cicero, chair of the House Redistricting Committee, said during a news conference one day before Democrats released the maps without divulging the info.

In a separate news conference Monday, Republicans blasted the proposed maps as a blatant attempt to ensure Democrats retain their supermajorities while undercounting minority populations.

“This is Gerrymandering 101,” said House Republican Leader Jim Durkin, of Western Springs. “And it’s impossible to determine whether or not minority interest will be protected. But we do know that when you use ACS data, we know for a fact that minorities will be underrepresented using that information.”

Democrats, on the other hand, counter that unlike some state constitutions, the Illinois Constitution does not require the use of official census data, and that because of the unusual delays this year, it is appropriate to use the best data available.

Pivotal Proviso mental health institution turns 50 this year AMITA Presence Behavioral Health, founded 50 years ago as Proviso Family Services, still has same mission

Fifty years after its incorporation, the Proviso Township Mental Health Center has been through its share of transition.

In 1982, the center’s name was changed to Proviso Family Services, or ProCare Centers for short. In 2000, the center was acquired by Resurrection Health Center, a traditional medical hospital.

Several mergers and acquisitions later, what began as the Mental Health Center is now known as AMITA Presence Behavioral Health — but the mission is still the same, said Rick Germann, AMITA’s vice president for Behavioral Health, during a recent interview.

And that mission? Treating and thinking about mental illness the same way society does physical illness — not as diseases arising out of personal deficiencies, but due to biological, environmental and chemical factors that affect human behavior.

“We started developing recovery-based programs back in the 1970s,” Germann said, before explaining that Joh F. Kenney’s Community Mental Health Act was a “game-changer” in community mental health. The legislation, he said, allowed for the creation of the Mental Health Center 50

years ago.

“We’ve stayed true to our roots of providing care for the most vulnerable in our society, but we’ve also expanded to treat any members of our community with mental health issues,” Germann said.

The Center still maintains its main health center at 1414 Main Street in Melrose Park and, but the integration into AMITA’s system has grown the Center’s service area well beyond Proviso Township and beyond its original focus of mental health.

There are now satellite facilities in areas such as Aurora, Evanston, Chicago and Downers Grove, he said. But all roads still lead back to Proviso and the original mission of the Center, Germann added.

“We’re one of the largest community-based mental health outpatient programs in the state,” he said.

Germann said the Center currently maintains three 24-hour integrated living homes and has crisis workers in about a dozen different police departments.

Germann said the Center also collaborates closely with other mental health providers in the area, such as the National Alliance on Mental Illness (NAMI) Metro Suburban and the nonprofit Housing Forward, in order to bolster its own offerings.

And any individuals experiencing a mental health crisis in the area can call the Center’s 24-hour crisis hotline at (708) 681-HELP (4357).

Germann said, despite the Center’s current expansive offerings, AMITA officials are working to increase awareness of mental health resources in areas of need.

plan is to train lay members to recognize the signs of suicide of depression,” he said.

Terri Howe, a behavioral health utilization coordinator with AMITA, said there’s a growing need for intensive mental health services, but people don’t often receive those critical services because insurers treat them differently than medical services.

“Some things that I would consider to be routine care for mental health clients aren’t covered,” she said. “It’s amazing to me we are not even in the same realm as medical benefits.”

For instance, Germann said, not enough psychiatrists accept Medicaid as a payment option because the rates are so low.

“Medicaid and Medicare should pay the

same for a psychiatry visit, but they do not,” he said. “If Medicaid would align with Medicare, we would have a much different conversation and we could allocate much more into things like Housing and other community-based projects. Right now, we cannot.”

Despite some challenges, the Center is plowing ahead and looking forward to the next 50 years, Germann said, adding that the mother facility at 1414 Main Street in Melrose Park is currently undergoing much-needed renovations. The Center will have a formal event commemorating its 50th year on Nov. 9.

The updated rules for mask wearing are nearly identical to the U.S. Centers for Disease Control and Prevention’s updated guidance, which was released the previous week.

The CDC guidance permits fully vaccinated people to not wear masks or physically distance in any non-health care setting, “except where required by federal, state, local, tribal, or territorial laws, rules, and regulations, including local business and workplace guidance.”

The CDC still recommends that fully vac-

cinated people wear masks in health care settings, as well as on planes, trains and other forms of public transportation.

The new executive order requires residents follow this recommendation regarding planes and public transportation. It also permits any entity to continue stricter masking requirements than are required by the state. “[Businesses] are encouraged to prioritize the health and safety of their workers and customers, and may continue to require face coverings and social distancing, even for those who are fully vaccinated,” the order states.

Pritzker said it will be up to private businesses to decide if they want to require patrons to provide proof of vaccinations.

“We are relying on people to do the right thing,” he said. “We are relying upon people to recognize that they don’t want to go infect other unvaccinated people and they don’t themselves want to get sick and so it’s important for people to protect themselves and I think there’s real motivation for people

to go get that. We’re not going to stop people and, you know, start checking a vaccine passport as part of some state mandate.”

The mask mandate in Illinois took effect last May when Pritzker issued an executive order requiring anyone older than 2 years of age “to cover their nose and mouth with a face-covering when in a public place and unable to maintain a six-foot social distance.”

A spokesperson for the secretary of state said the office is awaiting further direction from the governor and the Illinois Department of Public Health about mask rules for the state Capitol Complex.

“Once we do, we will review the information and then will proceed accordingly. We will also consult with the Illinois General Assembly,” spokesperson Henry Haupt said in an email.

The governor’s new order rolling back the mask mandate came as the state is reporting 37.7 percent of the population, or more than 4.8 million people, are fully vaccinated.

The number of COVID-19 cases and hospitalizations reported are decreasing, as the state moved into the “bridge” phase on Friday, increasing capacity limits for various indoor and outdoor venues.

On Monday, IDPH reported 946 new confirmed and probable cases out of 33,148 tests, with a rolling case positivity rate of 2.4 percent, down from 2.8 percent last Monday.

The state reported six additional COVID-related deaths Monday, bringing the total death toll to 22,445.

North Riverside Park Mall’s owner is an entity called North Riverside Park Associates, which is affiliated with The Feil Organization, a company that operates shopping malls in Illinois, Indiana, Louisiana and New York.

North Riverside Park Associates owes about $67 million on the loan, which matured Oct. 6, 2019, when a balloon payment of about $68 million was due. When they failed to make that payment, the loan went into default and the lender assigned LNR Partners to service the North Riverside Park Mall loan as the lender explored foreclosure.

While, last year’s foreclosure suit appears dead, there are still clouds on the horizon.

The appraised value of the 1 million-squarefoot North Riverside shopping center, about half of which is owned by North Riverside Park Associates, keeps plummeting.

In 2014, according to an SEC filing at the time, the property was appraised at $129 million. By the end of 2019, that appraised value had fallen to $48.8 million.

In the most recent SEC filing on May 3, the appraised value of North Riverside Park Mall is listed at $33 million – less than half what North Riverside Park Associates owes on the loan.

The mall got some good news last year when it learned J.C Penney, which had filed for Chapter 11 bankruptcy protection, would keep its North Riverside store open as it exited bankruptcy late in 2020.

But the former Carson Pirie Scott anchor location and more than half of the former Sears anchor property remain vacant as shopping malls battle to stay relevant in an era where big-box retail sales continue to struggle against online retailers, coupled with service interruptions brought on by a global pandemic.

Glenn Lindholm, general manager for North Riverside Park Mall, declined to comment on the news of an impending loan modification, but said foot traffic is up at the shopping center and that officials there continue to work on new lease deals with retailers and other businesses.

“We’re seeing a nice turnaround, and we’re hopeful it will continue and put us where we need to be,” Lindholm said.

Doing so, the mailer stated, was “akin to placing confidence in someone who believes the Democratic Party is guilty of all the conspiracies invented by QAnon followers.”

The lawsuit alleges that the defendants knew the allegations were false when creating and publishing the mailer or “acted with willful and wanton or reckless disregard concerning the veracity of the allegations.”

tion in general and her ability to accomplish anything as a board member.”

In addition, the suit accuses the defendants of placing Medina “in a false light before the public,” which constitutes “actual malice.”

The lawsuit also claims the defendants “entered into an agreement to engage in sending the mailers to voters, knowing that the mailers would contain defamatory statements against [Medina].”

Their intent, the complaint alleges, was to defame Medina “in order to orchestrate her removal or influence on the board.”

The complaint alleges that the defendants’ actions injured Medina’s reputation, enumerating several examples in addition to the “Setting the Record Straight” mailer. For example, the lawsuit states that, on March 9, Patterson made a comment during

a school board meeting questioning Medina’s mental health, causing Kelly to giggle in response.

During that same meeting, the suit alleges, Alexander read aloud a private email from Medina. Alexander prefaced his reading of the email with remarks about the 1915 movie “Birth of a Nation” and the Ku Klux Klan. In doing so, Alexander “equated Medina’s email to racism,” the lawsuit alleges.

Peraica told the Review he expects the defendants to file a motion to dismiss the case, but said he’s confident the case will proceed.

“I feel strong that Medina has a strong and viable case,” Peraica said.

New Maywood mayor, board outline priorities New village officers were sworn in during May 18 meeting at Proviso East

Maywood’s new mayor, two new trustees and a new clerk were sworn into office during a regular meeting on May 18, at Proviso East High School, 807 S. 1st Ave. in Maywood.

The event was moved from Council Chambers above the Maywood Police Station, 125 S. 5th Ave., to the high school’s much larger auditorium, in order to accommodate more people amid pandemic crowd restrictions.

During the meeting, Maywood Village Manager Willie Norfleet Jr gave outgoing Mayor Edwenna Perkins and outgoing Trustee Kimyada Wellington plaques honoring their service. Norfleet also gave a plaque to incoming Mayor Nathaniel George Booker, who ran for the seat two years into his first term as trustee.

Cook County Clerk Karen Yarbrough, a Maywood resident, administered the oath of office to all of the newly elected board members.

New Trustee Aaron Peppers, a retired

Maywood Police officer and the head football coach at Proviso East, is the only challenger who was elected to one of three open seats on the board.

Peppers ran for reelection on the Maywood Peoples Choice slate, helmed by Trustee Isiah Brandon, who garnered the second-highest number of votes in a 4-person mayoral field.

Trustees Melvin Lightford and Antonio Sanchez, both of whom ran for reelection on Booker’s Maywood Together slate, rounded out the three board positions that were in contention this year.

By the time the vote counts had been certified, Lightford was tied with Maywood nonprofit executive Debra Vines. He eventually won a coin toss for the seat that was administered at the county level.

Gwaine Dianne Williams, who also ran on the Maywood Together slate, edged out Peoples Choice clerk candidate Asia Ousley to win her first term as clerk. During brief remarks on May 18, Williams said her office will focus on “service, innovation and teamwork.”

In comments given right after he took the oath of office, Mayor Booker said that he’s already launched discussions about some of the most pressing issues facing Maywood residents, including high property taxes, unpaved alleys, police accountability and

workforce development, among other issues.

He also announced a series of community events that will be held throughout June, including a community safety rally and march on June 1, a summer concert for senior citizens on June 2 and a community event on June 12 during which residents will be able to meet elected officials (“I’m told I’ll be put in a dunk tank,” Booker said).

Booker also quickly moved to appoint a person to his vacated trustee seat. There was some speculation that Booker might appoint Vines to the vacancy, but that did not happen.

Instead, the incoming mayor recommended Shabaun Reyes-Plummer, who lost a bid for a seat on the Maywood library board, to carry out the remaining two years of the trustee term.

Trustees Brandon and Miguel Jones both voted against the proposal, arguing that they felt the mayor should wait until the next meeting on June 1 to vote on the vacancy. The trustees said they felt the decision should take more time, with Brandon adding that he would have liked to see Reyes-Plummer’s resume, among other documents, in the agenda packet.

Mayor Booker, however, said that Reyes-Plummer personally met with trustees ahead of the meeting and that Brandon

was not responsive to multiple requests to meet with Reyes-Plummer well ahead of the May 18 meeting.

Booker said Reyes-Plummer “worked the campaign, walked throughout this community and introduced herself.”

“I’ve been a Maywood resident for six years. Me and my family moved here and wanted to get involved in the community as much as possible,” Reyes-Plummer said right before the board voted on her appointment. “I want to make sure we have unity all the way around the board.”

In the event of a board vacancy, the mayor has the authority to appoint a qualified person to the position within 50 days of the vacancy being created, according to the village’s municipal code.

Once the appointment is made, the board has 30 days to offer its advice and consent, according to the village’s municipal code.

Booker argued that, since she had already met with trustees and been vetted to make sure she was qualified for the position, the board should not delay Reyes-Plummer’s appointment.

During an interview on May 20, Booker said the Maywood board, with six of its seven members under 40 years old, may be the youngest municipal board in the west suburbs, if not the state.

Woman on hunger strike for reparations awareness

A 72-year-old woman is currently on a hunger strike at a Melrose Park church in order to raise awareness and support for H.R. 40, a federal bill that if passed into law would establish a commission to study and develop proposals for reparations for Blacks.

In a statement, Rachelle Zola said as a white woman, she did not have much awareness of the country’s long racial history, adding that she grew up in Long Island, New York and lived in Colorado, Virginia and Arizona, before moving to Chicago in 2019.

“I […] didn’t have a clue as to the depth of the harm done not only to the African American community but also to our nation by 245 years of systemic racist policies and actions,” she said.

Zola said that she is pursuing the hunger strike in solidarity with the “countless people who have worked tirelessly for decades and who continue to do so today to pass H.R.

40.”

Zola started her strike on Sunday night.

On May 16, Dominican University, 7900 Division St. in River Forest, organized an event on its outdoor quad commemorating the launch of Zola’s hunger strike. The event featured speakers, poets, artists and musicians.

Cosmopolitan United Church, 1112 N. 9th Ave. in Melrose Park, is hosting Zola during the day for the duration of her hunger strike. The church’s pastor, Juan Pablo Herrera, has invited community members to visit with Zola every day and to pray for her during the hunger strike.

“She’s committed to the hunger strike for as long as her body can sustain it,” said Amy Omi, the university minister for Liturgy and the Arts at Dominican, during an interview last week.

During an interview in February, Sheila Radford-Hill, Dominican’s recently retired chief diversity officer, said that River Forest university is one of about three dozen campuses across the country that the Association of American Colleges and Universities (AACU) have designated Truth, Racial Healing and Transformation Centers (TRHT).

Omi, Dominican’s TRHT coordinator, said that supporting Zola’s hunger strike fits squarely within the university’s mission.

“I was immediately struck and I thought,

NEWS briefs Man stabbed in Maywood A 36-year-old Cicero man was fatally stabbed in Maywood, according to the Cook County Medical Examiner’s office.

Pedro Aragon-Hernandez died of a stab wound to the chest, the medical examiner’s report concluded.

According to the examiner, Aragon-Hernandez was stabbed at 2nd and Harvard in Maywood.

He was pronounced dead at Loyola University Medical Center at 3:13 a.m. on May 22.

Maywood Police could not be immediately contacted on May 24 for comment.

Suspect in 2019 murder of Isiah Scott arrested, charged

A suspect has been arrested in the 2019 shooting death of a Maywood teenager, police announced on May 21.

Maywood Police arrested Anthony Tillis, 20, of Maywood, on May 21 in connection to the homicide of Isiah Scott, who was fatally shot on March 12, 2019, outside of the Family Dollar on the 1100 block of Madison Ave. in Maywood.

Tillis was charged with first degree murder for Scott’s death and is expected in bond court on May 22, police said.

Scott’s death attracted the attention of prominent Chicago activist Father Michael Pfleger, who stood alongside Scott’s mother, Kisha Stansberry, during a press conference outside of the Family Dollar in July 2019.

The press conference was held to publicize a

$5,000 reward for any information leading to an arrest.

Police did not indicate whether or not the arrest on May 21 was a result of the reward.

VILLAGE perspectives This Memorial Day, remember the struggles of Black soldiers

It was the “turbulent 60s,” and it was an audacious move given the sociopolitical climate. Army veteran Medgar Evers, President John Kennedy, and human rights leader Malcolm X had all been assassinated when, in April 1967, a 25-year-old from Louisville declined induction into the United States military.

Muhammad Ali, a conscientious objector, refused to serve in the controversial Vietnam War. Long on record against the war, a month before, Ali had stated, “...No, I will not go 10,000 miles from here to help murder and kill another poor people simply to continue the domination of white slave masters over the darker people of the earth.”

Providing further commentary later on a college campus when he was challenged, Ali quipped, “...You my opposer when I want freedom... You won’t even stand up for me in America, for my religious beliefs...you won’t even stand up for me here at home.”

The white political establishment was livid. Ali, who had already been pilloried for joining the Nation of Islam, was stripped of his heavyweight title, arrested, charged, and convicted of a felony. On appeal, the conviction was overturned by the United

State Supreme Court, but not before Ali had lost three years of boxing at the height of his career.

Ali, who previously had been under the brilliant tutelage of Malcolm X, likely knew something else—that many Black men who had served this country valiantly had been treated savagely, not only in the military, but upon return home. After risking their lives, instead of being treated as heroes, these Black men were often vilified and terrorized by their white countrymen.

In 1946, Sergeant Isaac Woodard was a 26-year-old decorated World War II veteran riding a Greyhound bus in South Carolina on his way home to his wife.

When the bus stopped, the white driver gathered the police, angry because Woodard had earlier requested a bathroom break.

The police beat and arrested Woodard — in his Army uniform.

At the jail, the police chief gouged both his eyes with a billy club, permanently blinding him. The chief was acquitted by an all-white jury that deliberated for 30 minutes. Sgt. Woodard had survived war overseas only to be rendered a disabled veteran at home.

Reporting on the case in 2019, the Equal Justice Institute (EJI) noted that, “...between the end of Reconstruction and the years following World War II, thousands of

Black veterans were accosted, assaulted, attacked and killed due to their race. For many, merely wearing a uniform created an immediate risk of attack.”

Previously, in 2017, the EJI issued a report called “Lynching in America: Targeting Black Veterans” and noted that, “The hopeful determination of black veterans seeking equality following military service challenged the defiant determination of white Americans to reinforce white supremacy, maintain racial inequality, and suppress black veterans’ potential as leaders and change agents.”

These lynchings also laid bare the hypocrisy of America, which purported to be fighting for democracy overseas.

George Dorsey, 28, had been home from WWII about ten months when an unmasked mob snatched him, his 23-year-old wife Mae Dorsey, his sister and her husband out of a car and lynched them in broad daylight.

It was 1946, and an NBC news anchor reporting on the story said the bodies were “riddled by 60 bullets,” and that “...A gang of armed and degenerate, poor whites, waylaid a Negro man and another man and their wives on a country road 40 miles from Atlanta.”

But it would later be discovered that it was likely not just poor whites involved, and this

had been one of the epiphanies of investigative journalist Ida B. Wells—that prominent white citizens were often involved in or attached to brutal lynchings.

There are so many stories, including that of Chicagoan Dempsey Travis, the historian, author, activist and real estate magnate who died in 2009.

In his book, the “Autobiography of Black Chicago,” he recounts the harrowing experience of serving in the segregated Army at Camp Shenango and being shot three times when white soldiers fired on a group of Black soldiers, including the friend Travis was with—an aspiring doctor—who was shot in the head and killed.

So, as this country continues to reckon with its sordid racial past, the brutal history of the treatment of Black soldiers and veterans has to be honestly examined.

As you celebrate Memorial Day—a day that grateful, newly freed Black people pioneered to honor the dead who served the Union in the Civil War—remember and reflect upon the immense sacrifice that Blacks have made in every single war and “conflict.”
