Maywood to form 2020 Census committee Village officials are grappling with ways to increase participation

Fewer than 70 percent of Maywood residents participated in the last two U.S. Census counts, a reality that has likely cost the village a significant amount of money, said Drake Booker, a partnership specialist with the U.S. Census Bureau.

Former NBA players’ tech program goes to Lindop Maywood native, former Proviso East hoops standout and former NBA center Steven Hunter has already provided STEAM kits to elementary school students in Bellwood District 88 and Maywood-Melrose ParkBroadview District 89.

Now, the Pirate is including Lindop District 92 students in action. On May 2, Hunter launched the his STEAM program at Lindop School, 2400 S. 18th Ave. in Broadview, before a crowd of more than 100 K-8 students who participated, according to a press release issued by WOZ Ed — the technology education organization that Hunter partnered with Hunter’s Steven Hunter Youth Foundation on the STEAM initiative.

WOZ ED officials said that the initiative seeks to equip schools with “tools and resources that inspire and foster creativity, using 3-D printers and drones, block and text-based coding tools, robots and cybersecurity simulations. More importantly, the robust lessons are designed not just for students, but for teachers to easily and readily guide their students.”

In addition, students in the program are given the opportunity to learn coding and software development skills.

“Our mission at WOZ ED is to provide students with the right

tools and opportunities to succeed in a competitive world,” Karen Young, WOZ ED’s CEO, in the statement. “Work today demands that students arm themselves with the latest technology and knowledge and we’re proud to be able to provide that for as many students as possible as early in life as possible.”

“As a native of the Chicago area, I’m grateful for the opportunity to share with young students the endless possibilities that a STEAM education makes available to them,” Hunter stated. “This type of education has the power to change and shape young lives and any time we can open doors to kids who might have not had the chance to experience technology up close, it’s a good day.”

Kaylen Griffin’s painting is going to Washington Proviso East student Kaylen Griffin’s painting was recently awarded first place in the annual Danny K. Davis Congressional Art Competition.

Griffin will travel to Washington, D.C. in June to attend the National Exhibition opening and his painting will hang in the Rotunda of the nation’s Capital Building for a year.

East alum, education expert knows importance of diversity Andrea Evans is on a state committee designed to get more minorities into the teaching field

Back when Andrea Evans attended Proviso East High School, she said her teachers never touched on black history.

“It was neglectful,” said Evans, who identifies as black and African-American.

It was only when she attended the University of Illinois at Chicago, did Evans enroll in her first African-American history class.

As an honors student at Proviso East, Evans was exposed to a variety of subjects at a high level. But she thinks there’s a specific reason why her teachers didn’t spend time on African-American history.

“I think you have to know it, in order to teach it…then you don’t teach it because

teachers tend to teach what they know and what’s important to them,” Evans said.

Even in Evans’ own family, she and her two sisters and parents did not discuss their ancestors’ history, along with contemporary black issues.

Evans moved to Maywood when she was in the third grade from the West Side of Chicago.

By that time her parents had separated.

Her father grew up in Memphis, Tenn., served in World War II and, shortly after the war ended, he moved to Chicago. Evans regrets not talking with him about his upbringing in the rural South and as a black man in the military.

But there was one anecdote she remembers her father telling her and her sisters.

“He told us a little bit about his childhood, about, you know, being called a ‘boy,’ how he

resisted it. My dad was six three, so he was tall, lanky, you know, good-looking guy and hated when white men called him a ‘boy,’” Evans said.

Her mother also dealt with racial discrimination.

“I remember my mom talking about the challenges of a black woman trying to get a mortgage in the 70’s when we moved to Maywood,” Evans said.

Evans went on to major in biological sciences at the University of Illinois at Chicago, the same school her father attended and where he received a pharmacy degree, taking advantage of the newly released G.I. Bill, which helps veterans pay for college.

After graduating, Evans returned to Proviso East, where she taught general chemistry.

Now she holds a Ph.D. in Educational Policy Sciences. Evans is part of an effort in Illinois to get more minorities in the teaching field, and serves on the steering committee of the Illinois State Board of Education’s Diverse and Learner Ready Teachers committee.

Illinois is one of nine states in the country that was chosen to work on diversifying its teacher workforce.

“It really changes the landscape of education when you have a more diverse teacher workforce,” Evans said.

“My freshman year biology teacher, her name was Ms. Edwards. She was a black woman…when I had her as a biology teacher that sealed the deal for me…I said I’m going to major in biology,” Evans said.

Violence mars Mother’s Day week in Maywood

The violence in Maywood began on Monday, May 6, during a shooting that happened near an overpass on 9th Avenue, between Harrison St. and Bataan Dr. — mere feet away from St. Eulalia Parish.

“Two vehicles were shooting at each other on the corner [of 9th and Bataan Dr.],” said Maywood Police Lt. Dennis Diaz on Tuesday.

Diaz said that the shooting took place just after 4 p.m.

Both cars were gray Jeep Cherokees “with similar years,” Diaz said. A passenger of one of the vehicles, an adult male from Broadview, was shot in the left ankle.

He was rushed to Loyola University Medical Center by the driver of one of the vehicles. His injuries were not lifethreatening. The man was the only person who was reportedly injured, Diaz added.

Police have not released the man’s name, since he’s currently a person of interest in the department’s ongoing investigation of the matter. There are currently no suspects in custody. Diaz said that he could not yet officially determine if the shooting was gang-related.

One man in custody after May 9 shootout Maywood Police arrested one man after a Thursday night shooting in Maywood that happened near a daycare.

Police say that the shooting happened at around 11 p.m. on May 9, near the corner of 5th Ave and Lake St. “One man got into a shootout with another individual who probably followed him from

Bellwood,” said Diaz.

Christopher Criptendon, 21, of Lombard, was arrested and charged with two counts of criminal damage to property and one count of reckless conduct, Diaz said, adding that Criptendon has a valid FOID card.

“Criptendon was shot at first and returned fire. Maywood Police were on the scene pretty quickly and took him into custody,” Diaz said, adding that 21-year-old did not offer a motive for why he was followed and shot at.

Diaz said that no injuries were reported, but that a window of Pee Wee’s Daycare, 30 N. 5th Ave. in Maywood, was shot out.

Bullets also hit a car that was parked in the area.

On Friday morning, the parents of children who attend Pee Wee’s Daycare had to navigate through the trail of destruction left in the shooting’s wake.

“I watched children walk to their daycare with their parents over broken glass and past bullet holes in the windows of the building they were walking into,” said one person who heard the shooting and lives nearby.

The corner of 5th Ave. and Lake St. is a haven for young kids. To the daycare’s immediate south and east are buildings owned by Maywood Fine Arts, an organization that services at least 1,000 children a week at all hours of the day.

The owner of the building in which the daycare center is located said that he saw the damage this morning.

Criptendon was due in bond court at the Criminal Court Building, 2650 S. California Ave. in Chicago, on Saturday morning.

One man dies after May 12 shooting

Two people were reportedly injured, one fatally, during a shooting that happened early Sunday morning in Maywood, according to authorities.

The incident happened just before 1 a.m. on May 12, on the 2100 block of South 3rd Ave. in Maywood, according to Maywood Police.

Diaz said that the incident happened at a house party.

Maywood Police said that two people were shot — one female and one male. The female was reportedly conscious while the male was unconscious at the time police responded to the incident.

The victims were rushed to Loyola University Medical Center in Maywood, where the male — Robert Franklin, 17, of Waukegan, — was pronounced dead at 1:24 a.m., according to the Cook County Medical Examiner’s office.

The female victim, who was shot in “two to three times” in her extremities, was in stable condition on Sunday afternoon and is expected to survive.

According to the autopsy results, Franklin died from multiple gunshot wounds.

Diaz said that no one is currently in custody. He described the offenders as two males wearing all-black hooded sweatshirts.

Diaz said that the shooting is currently under investigation, and that police are working under the theory that the shooting was gang-related.

Judge rules that Westlake must stay open while Melrose Park appeals state board’s decision A Cook County Circuit Court judge ruled on May 7 that Westlake Hospital, 1225 Lake St. in Melrose Park, must stay open while Melrose Park appeals a decision by the Illinois Health Facilities and Services Review Board to allow Pipeline Health, Westlake’s owner, to close the hospital.

As reported earlier, Ari Scharg, the attorney who represents Melrose Park, had argued that the review board should delay making a decision on Pipeline’s application to close the hospital until a lawsuit that the village filed against the California-based company in March is resolved and an “equitable transition of Westlake to a new owner” is completed.

On April 30, however, the review board voted 7-0 to grant Pipeline’s request to close Westlake. Since then, Gov. J.B. Pritzker has removed two members of the review board who voted against delaying the decision.

In a statement, state Rep. Emanuel “Chris” Welch (7th), who is a member of Westlake’s board, said that he looks forward “to the review board decision being overturned down the road through a re-vote.”

Welch added that he hopes the governor appoints “new members who will side with the community and protecting access to health care.”

Melrose Park Mayor Ron Serpico called the judge’s decision on Tuesday “another great victory for low-income people of color in Melrose Park.”

Booker said that the count committee will allow the village “to create strategies to target those [underperforming] areas and get as close to an accurate count as possible.”

Booker said that each person who is counted during the Census process translates into $1,500 in federal funding that goes to the village.

“On the flip side, for every person who does not participate, that’s $1,500 that is missed out on,” he said. “And when I say $1,500, that’s $1,500 per person per year, for the next 10 years.”

Drake said that 65 percent and 69 percent of Maywood residents were counted in the 2000 and 2010 Censuses, respectively.

Those residents who are particularly prone to avoid participating in the Census include veterans, people experiencing homelessness, renters, college students, senior citizens and people living in poverty — in other words, a substantial amount of Maywood’s population.

Booker said. Consequently, the demographic represents the greatest opportunity for Maywood to increase its participation rate.

But enticing Hispanics to participate may be easier said than done, particularly as federal, state and local governments ramp up deportation measures under President Donald Trump’s administration, which wants to put a question about citizenship on the 2020 Census. The Supreme Court could rule on the matter by late June.

“How does immigration status affect the Census, because there’s that one question [that might ask] for immigration status and for, say, a specific demographic that might be undocumented, how do you convince them to fill out that document?” asked Maywood Trustee Antonio Sanchez.

“The only way they’ll be affected is if they don’t fill it out,” Booker said. “We don’t share any information with second or third parties … Each Census employee takes an oath and vows not to share that information.

The violation of that oath is five years imprisonment and a $250,000 fine.

“We take the information we get from residents, no matter what demographic, very seriously. It’s solely about getting a snapshot of what America looks like on Census Day.” That said, Sanchez added, “trusting the government is a big pill to swallow.”

Maywood Clerk Viola Mims said that the lack of trust in government is shared across demographics. She said educating residents about the importance of the Census, and how taxpayers benefit from it, could be critical for increasing the participation rate in the village.

“I believe educating residents is a major factor, but … people seem like they don’t want to be involved and don’t care,” Mims said. “When the Census was last done, there were a lot of residents who wouldn’t even answer when you knocked on their doors.”

Mims said that one resident didn’t want to answer her door, because the woman thought the Census “gives the government a way to monitor her, her family and her lifestyle, and that she can be penalized.”

Booker said that he and the count committee will focus on Census tracts that include households who did not participate in the Census a decade ago. He added that the village should get creative about community outreach and public awareness efforts.

Mayor Perkins said that the 2020 Census will be critical if the village is to avoid the consequences of falling below the 25,000 population threshold that typically defines home rule municipalities, which are more independent of the state’s statutes than municipalities that aren’t home rule.

Big Week May 15 — 22

The 2010 Census counted 24,090 people in Maywood. While not enough to deny Maywood’s home rule status, the count still presented some complications for the village — the most prominent of which is the Eisenhower Emergency Communication Center.

The center, which will operate in Broadview, is the result of a law that took effect in 2016 and that requires municipalities with populations of fewer than 25,000 residents to consolidate their 911 dispatch systems with nearby towns.

“We’ve got to get to 25,000 again,” said Mayor Perkins. “The reason we had to join Broadview was because we fell short of 25,000. That’s how important the Census is to us. It also affects us downstate in Springfield, where we go to look for dollars.”

Rhonda Sherrod, the Maywood resident who will lead the formation of the count committee and its various sub-committees, said she’s calling for all hands on deck.

“We’re going to need all the energy and manpower we can muster in order to do this effectively,” she said. “If we’re undercounted we will not get our fair share and Maywood deserves its fair share.”

Broadview gets nearly $200K Broadview board approves work on Braga Drive, for sidewalk upgrades Village to implement pedestrian improvements near Lindop alleys

The village of Broadview was recently awarded a grant to implement sidewalk improvements at Lindop Elementary School District 92.

Gov. JB Pritzker and the Illinois Department of Transportation announced the grants, which total more than $5.5 million, in a press release on April 23.

Broadview secured $197,938 that will fund a sidewalk gap closure near Lindop, the state said.

“Some of the sidewalks have grassy areas and the kids have to walk or bike in the street,” said Broadview Mayor Katrina Thompson back in November, when the village passed a resolution in support of the grant application.

Kevin Wagner, Broadview’s deputy police chief, said that the police department applied for the grant, since the construction is related to public safety.

“There are a lot of areas near the school where you have sidewalk and then, all of a

At Wednesday’s meeting, library officials said that their current predicament started when Poulos Construction Company, the general contractor the board hired for the $5.4 million renovation project, recently defaulted and could no longer perform the work.

Attempts to contact Poulos on Thursday afternoon were unsuccessful and no one from the company was present at the meeting.

Library officials, however, indicated that a Poulos representative notified Keisha Hester, the library’s executive director, about the company’s status.

The project includes the renovation of the library’s existing 17,000-square-foot facility, the construction of a new 3,000-square-foot building built on an empty lot adjacent the current facility and the installation of a new facade to flow seamlessly in front of the old and the new buildings.

The grants, which are administered by the Illinois Safe Routes to School Program, are available approximately every three years and offer federal funding for bicycle and pedestrian improvement projects near K-8 schools.

This year, state officials selected 39 projects at roughly two dozen school districts out of the 160 applications they received.

“I’m proud to announce that dozens of Safe Routes to School projects will be carried out across the state at no cost to Illinois,” said Gov. Pritzker. “These projects will allow more of our students to safely walk or bike to school and will make our communities safer and healthier places to live.”

back in March 2018, they estimated that construction would be finished by June 2019. The contractor’s default, however, could push that completion date back by several months — perhaps to the end of this year.

Library officials, however, emphasized that the project is still on the path to completion and that construction will eventually resume once a takeover agreement is signed with Travelers Casualty and Surety Company, the entity that provides the $5.4 million bond put in place to protect the library district from precisely this scenario.

The agreement could be signed and approved by the board within a week and construction could pick back up in less than a month, officials said. They added that the parties involved in drafting the agreement, including the library board’s attorney and Travelers representatives, are expediting a drafting process that typically takes much longer.

Once the agreement is in place, Travelers will essentially take the place of Poulos and operate under the defaulted company’s contract with the library board. This way, library officials won’t need to go out to bid for another general contractor, which will only prolong the construction process.

Braga Drive could get a bike path, new ‘green alleys’ coming

During a meeting on April 22, Broadview’s Board of Trustees voted unanimously to approve ordinances that will allow the village to use state and federal funds, and a portion of its own motor fuel tax revenue, to install three “green alleys” near Roosevelt Road and to refurbish a portion of the Braga Drive corridor.

According to Kevin McGrier, Broadview’s clerk, the alleys identified for upgrades include the two running north-south through the middle of the two blocks bound

by Roosevelt Road, 25th Avenue, Harvard Street and 24th Avenue, as well as the alley running through the middle of the block between Fillmore Street, 23rd Avenue, Harvard Street and 22nd Avenue Back in March, the village board voted unanimously to approve an agreement

The agreement also means that Travelers will hire what’s called a completion contractor, most likely Massachusettsbased VERTEX, to pick up where Poulos left off and resume the day-to-day general contracting work.

Representatives with Dewberry Architects Inc., the firm hired to oversee the project’s design, said that Poulos had completed around $4.1 million worth of work already before defaulting. Dewberry representatives said that they’ve monitored the work and that it was paid out incrementally, so it’s unlikely that much, if any, of that money was paid for work that wasn’t completed.

“The bulk of the work is complete in the lower level,” said Douglas Pfeiffer, an associate principal with Dewberry. “We’re very close to being able to move down to the lower level.”

Dewberry representatives said that once construction resumes, workers will finish some minor improvements on the lower level before going on to phase two of the project, when the first floor of the library will be closed off and the library’s operations moved downstairs. They added that they’re still vetting a little more than a dozen change order requests that need to be paid out.

This means that less water stays on the surface and goes into the sewer, reducing the strain on the sewer system and reducing flooding in the process.

“We have to accept the lowest bid by law,” she said. “They came with the lowest bid, saying that they could do everything we wanted done.”

In addition, Arnold said, Poulos was required, by law, to be bonded. According to Todd Bryant, an expert on surety bonds, “almost all public construction projects, as well as a number of private construction project, are backed by surety bonds.”

And contractor defaults aren’t all that rare, he added.

“In fact, contractors have a 26.24% failure rate, according to research conducted between 2011 and 2013,” Bryant wrote in an article in a major commercial construction news publication. Whether it’s financial issues or performance issues, once a critical point is reached, there’s not much else left but for the contractor to declare default.”

Arnold said that she wants the public to know that the construction process was handled in accordance with the law.

“Construction is not easy,” she said. “It is not easy. We just want people to be patient.

We’re not trying to hide anything from the public or squander any money. We’re trying to make the best decisions possible and we’re doing everything we can to make sure that everything is done by the law and that the public interest is protected.”

Three men face felony charges stemming from a melee inside the Round One entertainment complex at North Riverside Park Mall, 7501 Cermak Road, on May 4 at about 5:50 p.m.

The fight drew a heavy police response, and Round One was shut down that evening as police investigated the incident.

Charged with felony criminal damage to property were Rafael Ramos Jr., 29, of Berwyn, and Terry Barber, 31, of Chicago, who were the two principal combatants in the fight, according to police. Barber was also charged with two counts of battery and one count of disorderly conduct.

Ramos, meanwhile, was charged with mob action, battery, disorderly conduct and two counts of violating the state’s concealed carry act.

Ramos, according to police, was a carrying a tan Glock 19X handgun on his person inside Round One. During the fight, the gun reportedly tumbled to the floor, where it was picked up and handed to Tyshawn Jones, a member of Ramos’ party.

Police charged Jones, 20, of Brookfield, with felony unlawful use of a weapon, mob action and disorderly conduct. Jones allegedly was in possession of the handgun outside of the mall, where he was detained when police arrived at the scene.

According to police, Ramos, Jones and three others had been drinking at a Berwyn restaurant before going to Round One. Ramos and at least one other member of his party reportedly admitted being intoxicated when they arrived at Round One. Ramos reportedly told police he was standing near the cash register with a pitcher of beer in his hand when he accidentally bumped into a woman.

Both Ramos and the woman stated that Ramos had apologized, but the woman’s boyfriend, Barber, confronted Ramos, who responded by allegedly throwing the pitcher of beer into his face.

At that, the fight was on. Barber allegedly shoved Ramos into a “Tons of Tickets” amusement game, knocking it over and nearly on top of a child. The machine, valued at about $6,400, made a loud “bang” when it hit the ground, apparently causing some to report that shots had been fired, though that was not the case, according to police.

During the scuffle, which involved several men, the handgun fell from Ramos’ person. It was picked up by one man who could been seen on surveillance video, police reported, brandishing the weapon and trying to strike people with it. That man also reportedly dropped the gun once or twice before handing it to Jones, who ran out of Round One through the west entrance before being stopped by police.

On April 22, village officials said that the project will be paid for through $300,000 of Community Development Block Grant funding, a Department of Housing and Urban Development grant that can be used for improving infrastructure, among other things.

It is not clear how much of the funding will come from the MWRD grant and how much will come from the CDBG grant. Broadview Mayor Katrina Thompson did not respond to emails seeking comment.

In response to questions about how this would affect garbage pickup, Goumas said that his company has been talking with the public works and police departments to ensure that they adjust their operations accordingly and that parking restrictions are enforced.

The Braga Drive project will include the drive itself, as well as a small section of Parkes Drive, between Braga Drive and 21st Avenue. This represents the first phase of a two-phase project.

The second phase will include the section of 21st Avenue, between Parkes Drive and 19th Street, and the section of 19th Street, between 21st and 17th avenues.

“The road will be completely reconstructed — road, gutter, sidewalk, concrete pavement, storm sewer improvements,” Goumas said.”[We will be] replacing the water main on [Parkes Drive], as well.”

He said that, as with the alleys, the new pavement will be permeable, and the street will have other green infrastructure. The contractors will also be putting in a bike lane. The eventual goal, he explained, is to allow cyclists to bike from the Broadview Village Square shopping center to 25th Avenue.

Goumas added that 80 percent of the project’s cost will be covered by the Illinois Department of Transportation, with Broadview covering the remaining 20 percent using its Motor Fuel Tax revenue.

Senate debating Welch’s corporate board diversity bill Bill now includes Latinos, but Senate committee chair says more changes needed

SPRINGFIELD – A bill that would require Illinois-headquartered corporations to include women and minorities on their boards of directors is now being considered in the Senate, where a committee chairwoman recently suggested changes could be applied.

House Bill 3394 stirred heated debate when it passed out of the House last month. In its original form, it would have required every publicly traded corporation that has its main executive headquarters in Illinois to have at least one African-American and one woman on its board of directors, and it would impose financial penalties on corporations that fail to comply.

So far in the Senate, it has been expanded to include Latino representation as well, and it now provides that one person can serve to fill two or more categories.

Speaking to the Senate Commerce and Economic Development Committee, Sen. Christopher Belt (D-Cahokia), a sponsor of

the bill in the Senate, said it is not intended to be punitive.

“The intent of it is to look at the disparities on these boards,” he said. “Women, who make up 50 percent of the population nationally, and I think 32 percent on corporate boards; African-Americans, who make up 13.4 percent nationally and only make up 6.3 percent on boards; and Latinos, who are 18.1 percent of the population nationally but they only make up 2.0 (percent) on boards.”

Belt cited studies showing that corporations with diverse boards of directors tend to outperform those that don’t.

“The studies that I’ve read, that I’ve been reading, it really underscores the fact that diversity does well for businesses. The corporations that have diversity do well, they do better profit-wise,” he said.

Also testifying Thursday was Larry Ivory, president and CEO of the Illinois Black Chamber of Commerce, who said the bill would strengthen black communities, which in turn would help strengthen the entire state.

“For our members, we have a saying.

If you’re not at the table, then guess what.

You’re on the menu,” Ivory said. “If we’re not sitting at corporate boards and having input, we’re on the menu.”

The bill is modeled after a law California enacted last year that requires all corporations headquartered there to have at least one woman on their boards. The bill’s House sponsor, Rep. Emmanuel “Chris” Welch (D-Hillside), said in a separate interview that he expanded on that concept by including ethnic minorities.

If enacted into law, it would apply to any publicly traded corporation that is headquartered in Illinois, regardless of the state in which the original articles of incorporation were filed. It would also apply to any entity incorporated in Illinois, even if the business is headquartered elsewhere.

But some legal scholars have said that raises a number of legal issues, including a principle known as the “internal affairs doctrine,” which generally holds that only one state can have authority to regulate the

internal affairs of a corporation.

Sen. John Mulroe (D-Chicago) raised the latter issue when he asked the question about corporations that might be organized in one state but have their corporate headquarters in another.

“That subject has come up and we’ve tried to address it in this bill,” Belt said. “If they file in Illinois, we would consider them also subject to the legislation that we’re pushing.”

Several members of the committee, including Chairwoman Laura Murphy (D-Des Plaines) said she agreed with the principle and the intent of the bill.

“But we have a lot of people that have expressed some concerns here that this bill really is not as inclusive as some would like it to be,” Murphy said, “because there are various groups that are left out of the discussion.”

Murphy suggested the bill might need further revision before it could gain enough support to pass the full Senate.
