During a regular meeting on May 4, the Maywood Board of Trustee votes unanimously on a resolution supporting developer Jacob Karamol’s request for a Class 6b property tax incentive.

Karamol, the owner and managing principal of Oak Brook-based Development Solutions Inc., is leading the effort to turn the 126,000 square-foot Supreme Catering building at 1900 S. Maywood Drive in Maywood into a roughly 78,000 square-foot modern warehouse facility.

1900 Maywood LLC, the title holder of the property, which is requesting the Class 6b incentive, without which the development group said it will not purchase the property because the local property taxes are too high.

Mark Rogers, an attorney who presented the proposal to the trustee board on behalf of the developers, said the former Supreme Catering building, which sits on approximately 216,000 square feet of land, is more than 70 years old and is now functionally obsolete.

Audra Burrell, the owner of A’Salon Bizz, 1919 S Mannheim Rd. in Westchester, has over 25 years of experience in cosmetology. Burrell, 54, is now looking to move from behind the chair to behind the scenes of Hollywood sets.

I interviewed Burrell, a native of Maywood who lives in Bellwood, in February about her time as a salon owner in Westchester and her future plans. I also asked her what advice she’d give newly graduated cosmetologists.

Take me through the beginning of your salon ownership to now, as you look to transition?

Well, I decided to open up a salon 18 years ago. The first one was on Roosevelt Road in Westchester. I outgrew that spot and was looking to buy a building, but it wasn’t available at the time. So I looked to move to Oak Brook, but as I was looking I stumbled on this place. Someone emailed me that the salon was available, so I went over that day.

It was a lot of work. The buildout was expansive, but I saw the vision. I said, ‘OK, I can have at least seven stations.’ I also wanted an office and two additional rooms, as well, so I built those. One is a private room for hair extensions and the other one is the esthetician room, where we can also provide makeup service.

I’ve been here seven years and I am trying to do two more years here at this salon. I don’t want to necessarily retire, but I do want to get into the movie, fashion and film industries.

My son is currently in LA and he is a member of unions in Chicago and California. He works on projects in the industry and behind the scenes on movies.

What is some advice you would give to stylists who want to own a salon?

A question that I ask students is: ‘What do you want to do when you get out of beauty school?’ Most students tell me once they graduate they’re going to go home and do hair.

My next questions are: ‘How are you going to create a clientele while at home?’ ‘Who is going to see you in the basement?’

‘Do you have a web page or a social media page?’ ‘How are you going to get that potential client?’ ‘If you are at home doing hair in the basement how are you going to get a stranger to come to your house?’

I tell students that are coming out of school to first go to a salon for a couple of years. See what the salon has to offer you.

This may not be what you want to do, but if it is I will suggest

that you get a clientele first.

And if it just so happens that you have to go home, then that’s your alternative. But by all means when you’re in a salon setting it’s much more professional. For one, the traffic flow is a little different than in your home.

Secondly, you get to communicate and have a rapport with other stylists. If you have a question to ask, mind you, I know you can go to Google these days, but it’s nothing like having a real, live person talking to you while also seeing what the outcome is going to be.

Another thing is, know what it is that you want out of the business? When you’re trying to start a business, there are some guidelines you should understand pertaining to each town and industry.

For example, with the beauty business being so saturated you’re only supposed to have so many feet between you and another salon. Recently, I heard that a salon was opening less than 20 feet away from me, but I know that’s not possible because there’s a salon right next to them, literally.

In essence, although you may want a business, or a salon, you should be cognizant of the location. So, I’d advise people to make sure they are aware of the municipality that they are looking to have a brick-and-mortar in.

Make sure you go to the village and inquire and get all of the information that you need regarding your business and location before you decide on a location or sign a lease, because if you make the mistake of first signing the lease then you’re stuck.

Trustee race tied, Maywood swearing-in heads to East Melvin Lightford won coin toss against Debra Vines, Mayor-elect Booker leads push to switch swearing-in site to high school auditorium

Two candidates vying for a seat on the Maywood Board of Trustees found themselves tied at the end of the vote-counting after the April 6 election, resulting in a coin toss at the county level last month.

Incumbent Maywood Trustee Melvin L. Lightford, running for his third term on the board, and Debra Vines were tied for thirdplace in an 11-person race for three board seats. Each candidate secured 851 votes, or about 13 percent of the electorate, according to Cook County Clerk election results.

The tie vote was resolved at the Elections Department of the Cook County Clerk’s office on April 17, said Maywood attorney Michael Jurusik, who added that the event was live-streamed online.

Lightford selected “heads” before the coin flip “and the coin landed on heads,” Jurusik explained.

He said he attended the coin flip event in order to be an independent observer of the tie vote resolution process in his role as the village’s chief legal counsel.

Headed for demolition from page 1 facility, mostly to remove asbestos, before demolishing the building and constructing the new warehouse. Rogers said the site will hold up to 70 parking spaces for between 25 and 50 full-time employees.

Rogers said the development team estimates that the property “will create approximately 65 temporary construction jobs.”

Rogers said the developers don’t have tenants lined up yet, but have received “interest from a number of potential users across many fields, including manufacturing, distribution, light assembly, etc.,” according to a letter he sent to village officials in April.

The developers plan to spend approximately $5 million in hard costs to construct the new warehouse. After purchasing the property for $2.4 million “and subsequent improvements,” the property is projected to have a market value of approximately $7.4 million, Rogers said, adding that the new property would generate an estimated $6.3 million in total taxes over the 12 years that

Once Booker takes his oath on May 18, his trustee seat will be immediately vacated and he’ll have the authority to appoint a qualified person to that position within 50 days of the vacancy being created.

Once the appointment is made, the board has 30 days to offer its advice and consent, according to the village’s municipal code.

If the appointment fails to receive advice and consent within that time, the mayor can appoint a “second qualified person” to the trustee seat, with the board having 30 days to offer its advice and consent.

If the appointment fails to receive the board’s advice and consent a second time, then the mayor has the power to make the appointment without the board’s advice and consent.

The last time this scenario arose was in 2013, when Mayor Edwenna Perkins was elected to her first term. At the time, Henderson Yarbrough, who had served two terms before his defeat by Perkins, was the outgoing mayor, according to previous Village Free Press reporting.

Yarbrough appointed former trustee Audrey Jaycox, who ran unsuccessfully for village clerk that year, to a seat vacated first by former trustee Dominique Flowers and then

by Michael Rogers.

Rogers had won his own race for trustee that year and had to vacate the temporary seat he held in order to take the seat he was elected to.

As a result, Jaycox temporarily occupied two seats — the one she’d been appointed to

by Yarbrough to fill the Rogers vacancy and her own trustee seat, which she gave up to run for village clerk and that she would occupy until new trustees were sworn-in at the next board meeting later that month.

After her swearing-in, Perkins eventually appointed Cheryl Ealey-Cross, an independent candidate who had run unsuccessfully for trustee that year, to the trustee seat that she vacated after becoming mayor.

The Class 6b reduces the amount a landowner has to pay in commercial property taxes from 25 percent of the property’s market value to 10 percent of the property’s market value for 10 years, 15 percent in the 11th year and 20 percent in the 12th year.

Cook County officials have the final signoff on any Class 6b application, but the local municipality where a development is looking to locate must be in support of the application in order for it to have any chance of getting approved.

Rogers said that the new development would generate an additional $3.5 million in property taxes over 12 years.

According to a business impact analysis that the developers presented, approximately 30 full-time employees at the new warehouse would contribute a projected $127,125 each year in local economic activity.

Angela Smith, Maywood’s business coordinator, said on May 4 that the development could also qualify for various Enterprise Zone tax incentives, including a sales tax exemption on building materials. Those incentives, however, will come only if investment in the project exceeds $1.5 million.

During the meeting, several village board members wanted to know if the developer would be held accountable for ensuring a diverse local workforce.

Rogers said that priority in the hiring

process would be given to Maywood residents, with Smith and village attorney Michael Jurusik explaining that Cook County’s Class 6b process allows for regular compliance monitoring.

“Any Class 6b recipient must file a triennial [every three years] affidavit that verifies the use of the property and the numbers of workers at the site,” Jurusik said.

He added that the village can insert a condition in the agreement that requires the developer to provide a copy of the affidavit with village officials, so that “every three years we can monitor their compliance with respect to those conditions.”

Rogers said that, if the tax incentive is approved, the developers would start demolition as early as June, with construction starting in late September. He said the project could be completed by around March 2022.

Smith said the new development would be a welcome reprieve to an area that’s been underdeveloped for a long time. She said the Supreme Catering building “has plagued one of the last industrial areas in our village.”

“The maximum capacity at the East auditorium is 1,100, but due to COVID restrictions that [allows for] 200 attendees,” Booker said.

Due to pandemic restrictions, village chambers would only be able to accommodate up to 50 people, a limit that would be easily overwhelmed by the fact that there are now five elected officials being sworn into village offices.

“When you think about staff, current elected officials, other dignitaries that would like to attend, as well as the family and friends of the five elected officials — this room doesn’t hold that capacity,” Booker said, adding that District 209 officials have told him that there won’t be an additional cost incurred.

“I don’t know anything that COVID hasn’t broken up just a little bit,” Booker said.

“Maywood is not a circus and we do not need to take this on the road,” Perkins said, explaining her reason for voting against the proposal.

Within the last two years, Amazon has built a massive distribution center on the site of the old Maywood Park racetrack at 8600 W. North Ave. in Melrose Park. The world’s largest e-commerce company also has plans to build a warehouse in Broadview.

But until Karamol’s interest in the Supreme Catering site, Maywood had been largely untouched by this boom.

“There is a surge in our region as far as sites like this are concerned,” said Smith.

“We are a smaller player in that we don’t have the industrial land that our surrounding communities have, so we see this as an opportunity to take an obsolete building and return it to viability for our community and generate taxes for our community. [This] makes Maywood a player in the region for industrial development.”

Pritzker says broader reopening to begin May 14

Governor says Illinois will enter the ‘bridge’ phase to full reopening Friday

Gov. J.B. Pritzker said May 6 that Illinois will enter the “bridge” phase to full reopening on Friday, May 14. And barring any reversal of current trends, Phase 5, or full reopening, will begin on June 11.

He also announced that residents can now obtain COVID-19 vaccines from their physicians’ offices, rather than just designated vaccine sites, as public health officials continue to confront hesitancy within many communities to accept the vaccines.

The announcement last week came as the state reached a new benchmark of having 55 percent of adults age 16 and over, and 80 percent of people age 65 and over, having received at least one dose of vaccine, according to the Illinois Department of Public Health. Meanwhile, the daily number of new cases, hospitalization rates and intensive care unit usage have all been falling or leveling off.

Restaurants, for example, will be allowed to increase from 25 to 30 percent of capacity, as long as people maintain six feet of distance from one another, while offices, personal care facilities and retail service counters can increase from 50 to 60 percent of capacity.

When the state reaches Phase 5, Pritzker said, virtually all mitigation restrictions will be lifted, although the state will still follow guidelines from the U.S. Centers for Disease Control and Prevention regarding wearing masks in large, crowded situations and maintaining safe social distancing.

Although Illinois has succeeded in getting a large percentage of its adult population vaccinated, IDPH reports that the daily rate of vaccinations has been declining as large segments of the population have been reluctant to receive their shots.

As of Thursday, the seven-day rolling average of daily doses administered stood at 70,063, down from a peak of nearly 133,000 per day in mid-April. But with the supply of vaccines now large enough to provide vaccines to anyone who wants one, Pritzker said he hoped that making them available through physicians’ offices will make it more convenient for more people.

“This is about making it as easy as possible for those who have not yet gotten vaccinated to protect themselves from COVID-19,”

he said.

Still, there remain pockets of society that remain hesitant, whether that be for cultural, political or religious reasons, and the Pritzker administration is continuing its public relations campaign to reach out to those communities.

Joining Pritzker at Thursday’s news conference was Dr. Rodney Alford, an African American pediatric and internal medicine specialist at Iroquois Memorial Hospital and a trustee of the Illinois State Medical Society.

“I myself belong to that community that has vaccine hesitancy,” he said. “I belong to the Black and brown community. I belong to the conservative Christian community. I belong to the urban community. I now live in a rural community. But I am not hesitant to live without fear. I am truly free.”

Although the rate of spread of the virus has been declining, IDPH continues to report a steady stream of new cases each day.

On May 6, the agency reported 1,778 new confirmed and probable cases over the previous 24 hours and 40 additional deaths.

The preliminary seven-day statewide average case positivity rate for cases as a percent of tests performed stood at 3.0 percent, the lowest it has been since March 27.

Broadview board, mayor declares May ‘Bike Month’

Board voted unanimously on May 3 in favor of resolution marking the declaration

The month of May is officially Bike Month in the village of Broadview after the suburb’s trustee board voted unanimously in favor of a proclamation designating the month at a regular meeting on May 3.

Broadview Mayor Katrina Thompson, who signed the resolution that day, said during the meeting that she felt it was fitting to pass the proclamation “as we tap into a healthy lifestyle.”

In addition to the proclamation, the village has partnered with the League of American Bicyclists and other local stakeholders to promote bicycling as an “economical, healthy, convenient, and environmentally sound form of transportation” as part of National Bike Month, village officials said in a statement.

“An increasing health and environmental consciousness on the part of individuals and commuters is boosting the popularity of bicycling as an alternative to the automobile as the exclusive mode of business or personal transportation,” said Thompson.

“And bicycle tourism has also emerged as an opportunity to promote Broadview and to encourage people to explore our community’s restaurants, cultural, and scenic at-

Thompson said that the Broadview Police Department has bike patrols “that allow our officers to interact more intimately with residents, strengthening the relationship with the community.”

The proclamation is part of Broadview’s ongoing efforts to become more bicycle-friendly.

Last year, Thompson launched a weekly hour-long bike ride/walk with Broadview residents during weather-permitting times

of the year.

And in October, the mayor partnered with Maywood Trustee Miguel Jones in planning the Tour de Proviso bike event, a community bike ride throughout Broadview, Bellwood and Maywood.

Thompson’s weekly Bike/Walk with the Mayor will resume May 22, 8 a.m., and continue every Saturday through October 2, with different weeks alternating between biking and walking.

Broadview hires search firm to find next police chief Board also votes to purchase new e-citation software

The Broadview Board of Trustees has hired a search firm to look for the village’s next police chief.

During a regular meeting on May 3, the Broadview Board of Trustees voted 6-0 to hire Administrative Consulting Specialists LLC to help the village look for a new police chief to replace former chief Kevin Eugling, who retired in February after 30 years in the department.

Deputy Chief Kevin Wagner has been serving as the village’s acting police chief since Eugling’s departure.

Administrative Consulting Specialists LLC specializes in writing grants for various taxing bodies, particularly fire and police departments. The firm has been pro-

viding grant-writing services for Broadview since 2018.

“We are in the need of a [search firm to help hire the next police chief] and I would like for the search to be very transparent and to have community input,” said Broadview Mayor Katrina Thompson on May 3.

Thompson said the Administrative Consulting Specialists will charge the village $10,000 for the search.

Village officials did not indicate during the meeting how long the search will take.

Broadview board votes to purchase $26K electronic citation software During the regular meeting on May 3, Broaview Acting Police Chief Kevin Wagner touted what he said are the advantages of new electronic citation software the village recently purchased, which include allowing residents to pay for their fines automatically.

The trustee board voted 6-0 in favor of purchasing Quicket Solutions, a software system that automates and streamlines the

ticketing process.

During the meeting, Wagner said the new software will allow the police department to streamline the ticketing process, shortening the time it takes for officers to issue tickets during traffic stops.

He said the new system will make officers “available to be on the street,” cut back on paperwork and provide an electronic backup for records.

The software also includes 24/7 technical support. The 1-year package costs $26,125, according to village records.

“I feel that this is really going to more than pay for itself with [a decrease] in labor costs, an increase in tickets and an increase in payments on tickets, because there is also an automatic payment system that comes along with this, too,” Wagner said.

The acting chief said the money to purchase the new system was in the village’s 2021 budget.

Vaccination clinic for students 12 and over planned for May 17 in Hillside District 89 officials recently announced that they will be hosting a vaccination clinic event at Melrose Park Elementary School, 1715 W. Lake St. in Melrose Park, on May 14, for any student who is 12 or older.

D89 Supt. David Negron explained in a statement that he and his administration has also been working in collaboration with school superintendents in Hillside [District 93] and Berkeley [District 87] to host another COVID-19 Community Vaccine Clinic “for all interested children in our communities ages 12 and older. Teen shot in Westchester May 3 An 18-year-old male was injured during a shooting that happened in Westchester on May 3, according to Westchester Police.

Westchester Police said they responded to multiple calls of shots fired on Monday, at around 10:15 p.m., on the 600 block of Westchester Blvd.

Responding officers found the teenager “lying face down on the parkway.” Officers treated the young man’s injuries at the scee before he was taken to Loyola University Medical Center, where he was listed in critical condition on Monday, police said.

“This does not appear to be a random incident and there is no further threat to the public,” police said. “Anyone with information is asked to contact the Westchester Police Department Investigation Division at (708) 345-0060.”

Two elementary school lockdowns in Proviso in last two weeks A Maywood elementary school was placed on soft lockdown after a shooting happened nearby in what was at least the second school lockdown in Proviso Township in roughly two weeks.

Lincoln Elementary School, 811 Chicago Ave. in Maywood, was placed on a soft lockdown on Tuesday afternoon, the school’s principal, Yadira Gomez-Munoz, confirmed in a statement sent to students and families on May 4.

Gomez-Munoz said the incident happened after the school dismissed for the day.

“As a precaution, Lincoln School was placed on a soft lockdown due to nearby police activity on Chicago and 8th Avenue,” she wrote. “In a soft lockdown, students are kept in their classrooms/activity areas and no one is allowed to enter or leave the building.

The police activity is not student related, nor were any students in any danger. Again, this occurred well after student dismissal at approximately 2:35 pm. We awaited guidance from the Maywood Police Department to release the soft lockdown.”

Details of the incident aren’t yet known.

“At 2:54pm on April 22, the Broadview Police Department dispatch began receiving multiple calls of shots fired near the 2300 block of S. 21st Avenue. Officers arrived almost immediately on the scene,” police explained in a statement released April 22.

“Witnesses reported a possible blue colored car had pulled near a parked car and at least one person jumped out from the blue car and started shooting at two individuals seated inside the parked vehicle, but neither was struck and neither are Broadview residents,” police said. “Loyola Hospital has advised officers that they have had no gunshot victims in the ER at this time.”

The police said they put Lindop on soft lockdown in the moments after the incident and lifted the lockdown at 3:45 p.m., “after officers determined that the threat had passed.”

Broadview Mayor Katrina Thompson said in the police statement that she was grateful for “Broadview police officers for their swift response to the shooting incident this afternoon and their decision, out of an abun-

At the time of the lockdown, Broadview Police said they did not locate any offenders.

Proviso D209 hosting vaccination clinic on May 19 Proviso Township High School District 209 is partnering with Jewel-Osco in hosting a COVID-19 vaccination clinic for students on May 19 at the fieldhouse at Proviso West High School, 4701 Harrison St. in Hillside.

COVID-19 vaccines will be available for all D209 students aged 16 and up. Last week, the district asked families to participate in an online survey to determine participation and ensure that Jewel-Osco will have enough doses available.

The survey was available online and families were asked to submit responses by May 7. More D209 information is available on the district’s website at www.pths209.org.

Fire in apartment building shuts down Harlem Avenue A fire in the stairwell of an 18-unit apartment building at 1229 Harlem Ave. in Forest Park shut down southbound traffic on Harlem Avenue on May 5 around 3 p.m. The fire, which caused the temporary evacuation of some residents, was put out quickly by the Forest Park Fire Department. Oak Park, North Riverside, and Berwyn fire departments also responded.

Forest Park Fire Chief Phil Chiappetta said there were no injuries, and all tenants will be able to return to their apartments.

The cause of the fire is under investigation.

It was opening day at the ballpark in Bellwood on May 8, when multiple baseball and softball teams in the Proviso Township-based Athletic Konnection sports organization took to the diamond at 921 Cernan Drive to play six baseball games, the first action the field has seen in a long time.

“Our season usually lasts from April through June, but due to Covid, they’ll only be playing in May and June,” said TaQualla Butler, Athletic Knnection’s secretary. “Nevertheless, they have a pretty full season, which is awesome, especially coming off of Covid.”

Butler said this year the organization experienced a marked increase in registered young people and coaches. She said Saturday’s “Super Saturday Opening Day” games

Saturday’s games featured AK’s very first girls softball division.

Carlos Patterson, an AK board member who coaches the girls softball team, said the

team consists of girls ages 8 to 10.

“This year, we have 13 girls and we’re excited for them to showcase their talents,” Patterson said. “Today is very important for us.”

Jamar Clantan, AK’s vice president, said Saturday’s game shows the organization’s resilience even during a pandemic.

“Covid actually helped us out,” he said.

“Since the kids had been in the house for so long, we’re getting a big increase in registration and help.

We’re just trying to get the kids back out here involved in baseball and just have a good time.”

For parents like Micaela Soto, a mother of three, all of whom are on Athletic Konnection baseball teams, the return to outdoor sports has been long overdue.

“Last year, we were all stuck in the house not doing much, so it’s really nice to allow them to get outside,” Soto said. “They get to socialize again outdoors fairly distanced. So, I felt like this was one of the safer sports I could let them come back to.”

A new Thai and sushi restaurant as White Crane Creative Thai and Sushi is anticipated to open around the beginning of June at 819 Harlem Ave. in Forest Park, the previous location of Mom’s Place. The restaurant owners are applying for a liquor license and will also serve smoothies and bubble tea.

Husband and wife team Sinchai and Bee Suptaveeying, who have since 2018 owned the building that formerly housed Mom’s Place, are bringing their experience and creative flair to the space in what will be a fully renovated restaurant, with an open kitchen and industrial-style design. They even “chased down” a famous restaurant muralist from Chicago to create a giant mural of cranes on the north interior wall.

Their three- and four-year-old sons were with them at the restaurant on April 24 when the Review stopped by to see the space and talk to the Suptaveeyings about their plans and background.

The restaurant, they said, will offer both Thai food and sushi. On the Thai side, they’ll have popular dishes like Pad Thai and curries. Recipes used by Sinchai and Bee include those from a friend who is a well-known chef in Bangkok and from Bee’s mother.

But they plan to get creative with the menu too and include items like steamed sea bass and a Thai style pizza and burger. The same goes for their sushi menu, which will feature more commonly served offerings but will have innovative items as well.

“We like to be creative in everything we do,” Bee said. “Some customers always order the most interesting thing on the menu.

But we also know some customers come for dishes that are familiar.”

That creativity, they said, is what is driving them, in both the design of the restaurant space and in what the menu will offer.

The Suptaveeyings both have extensive experience in the restaurant business. In 2012 they opened Thai Classic restaurant in Lakeview, but it was destroyed in a fire that began in a hookah lounge two doors down in October 2013.

They currently co-own Thai Spoon and Sushi in downtown Chicago, a restaurant that persevered throughout COVID-19 slowdowns.

White Crane on Harlem Avenue, though, will be the first time they’ve completely started everything from scratch, said Sinchai. Although they owned Thai Classic and co-own Thai Spoon and Sushi, they bought or bought into already-existing businesses.

White Crane will be all their own, from the interior design of the restaurant (they hired an architect) to the menu.

Prior to owning a restaurant, Bee worked as a server and Sinchai as a chef, including learning the art of sushi at two Japanese restaurants in Colorado Springs. But he tells a story about how he originally became a chef, something he had to fight to do.

Sinchai said he came to the United States from Bangkok as a student in 2000. He got a job as a dishwasher but really wanted to be a server. The manager said no server spots were available but offered to let Sinchai start doing deliveries, in addition to his dish washing duties, to make extra money.

Sinchai accepted but found that the chef gave priority to dine-in orders, so Sinchai’s delivery orders were taking a long time. He began to sneak into the kitchen when the chef was otherwise occupied to cook the orders himself. Then, before going out on a delivery, he’d quickly do a load of dishes because the water tank was so small that the restaurant would run out of hot water quickly, and he wanted to be sure he’d have hot water again when he returned.

All of it, he said, was a balancing act that forced him to organize his time and taught him many different aspects about how a restaurant functions.

D209 board officers retain seats During April 27 meeting, board president, vice president and secretary get re-elected to their positions

At a special District 209 board meeting on April 27, the four re-elected board members took their oath of office, and the board voted on who would fill the roles of president, vice president and secretary.

Rodney Alexander, Amanda Grant, Della Patterson and Sam Valtierrez all ran unopposed in the April 6 race and were reelected as members of the D209 board of education.

Before administering the oath of office to the re-elected board members, Kelly asked those present “to just think about all of the influential and successful people that have come out of Proviso Township High School District.”

All four reelected board members addressed the public about being elected once again to serve the district.

“I am strictly here for student achievement and academic learning,” Patterson said. “That’s why I ran for this board. I have

a passion for making sure students get what they need and get to the next level in life.”

She added that nobody has asked her about the fact that students are not performing at levels they should be. “No one has addressed the fact that 13 percent and 16 percent of our students are at grade level. Not one person has talked to me about that,” Patterson said.

Patterson was referring to 2018-19 school year scores, prior to the suspension of in-person learning, released by the Illinois State Board of Education (ISBE) and presented by the district. According to that data, in Proviso Township High Schools as a whole, student proficiency in English Language Arts (ELA) was 16 percent. In both math and science, it was 13 percent.

Valtierrez, who addressed the audience in both English and Spanish, spoke in support of continued community participation in meetings.

“I’m here to work for the community, and I respect every individual that sits there and says whatever they’ve got to say… It is your right to participate. And I’m not going to take that away from you. Actually, I congratulate you participating in what is your right, to uphold us, to make us accountable,” said Valtierrez.

“It’s been a few very tumultuous months, to say the least,” Grant said. “But the oath of office gives me a renewed sense of wonder

William Breisch, the current principal at PMSA, is being recategorized as a grade level principal, with a salary of $125,535.48 and benefits of $32,129.52.

For Breisch, the reclassification means a cut in salary. His 2019-2020 salary listed on the district’s website was $136,036 with benefits of $31,141. (The 2020-2021 salary list was unavailable on the morning of May 8 on the district’s website, though by law the district must post updated salary information for public employees).

Dr. Bessie Karvelas, principal at Proviso West High School, is staying in her role because her contract specified that she could not be reclassified.

The Review doesn’t have information yet on what the position is, but the agenda indicates that the board will be voting on eight grade level principals between the three high schools. So far, it isn’t clear which high schools the principals will be assigned to.

Alexander spoke at length, talking about how he came to Proviso Township and the uniqueness of the community, in part demonstrated through the fact that many people who have attended schools in the district come back to serve within the Proviso community.

“That’s not to be found in every community,” Alexander said. “It’s not to be found in every city. And there’s a closeness and a connection and service and concern here that’s really special. I count it an honor to serve in this community.”

Alexander also talked about his goal to fight against systemic racism to improve education for students in Proviso Township.

“We’re pushing forward now into uncharted territory,” Alexander said. “We’re attacking the elephant in the room, the thing that

no one wants to talk about: systemic, inbred, ingrained racism. Nobody wants to talk about that. We’re going to talk about it.”

Alexander, known for his sometimes-heavy use of the gavel during meetings, apologized several times throughout the meeting for cutting off a teacher during her public comment when the timer went off, after allowing two previous speakers to make comments long after their allotted time. Valtierrez objected to Alexander’s use of the gavel to try to stop the commenter.

“I apologize to the young lady for hitting that gavel,” Alexander said. “Because Sam, you’re right. We have to sit here and take it whether we like it or not.”

The board structure remained the same after the board voted on who should serve as board president, vice president and secretary. Alexander was reelected to serve a second term as board president, with one opposing vote from board member Ned Wagner and no vote from member Claudia Medina, who was not present during that part of the meeting.

Theresa Kelly was reelected unanimously to serve again as vice president, and Amanda Grant will continue on as secretary after a four to two vote in her favor, with Patterson and Valtierrez voting against the appointment.

Kisha Lang is also on the list of potential grade level principals to join D209 for the next school year. Lang formerly worked in the district as East’s assistant principal for educational services, joining the district in 2011.

Lang is named in a 2014 lawsuit filed by a Proviso East security manager against the district for retaliatory discharge, according to previous Forest Park Review reporting. In the lawsuit, the former employee accused Lang of using district employees to perform personal errands, and Taylor claimed he was fired in retaliation after informing others of what Lang was doing.

Amid recent talk of outsourcing the IT department, the potential appointment of Michael Pritchard as directory of technology for the district is noteworthy. His proposed base salary is $146,017, with $32,129.52

Pritchard served as senior IT project manager at Normandy School District in Missouri from 2008 to 2011. Henderson served at that district as chief of staff during those years.

For the most part, all current administrators who are on the proposed list of employees for the 2021-2022 school year are taking a salary cut.

One exception is Dan Johnson.

During the 2019-21 school year his base salary was $150,620.

In September 2020, he was appointed by the board as assistant superintendent for Human Resources with a salary of $170,000, according to previous reporting in the Review.

His proposed new position, deputy superintendent of operations, would come with a base salary of $176,245.36.

He served as interim superintendent after former superintendent Jessie Rodriguez left while the board was doing a search for a new superintendent.

Another exception to salary cuts is Stephen Ngo, currently listed on the district website as a social studies division head at Proviso West. If appointed, Ngo will serve as “coordinator 1 – social studies,” with a base salary of $126,766.22. During the 20192020 school year his base salary was $75,000.
