SPRINGFIELD – Gov. JB Pritzker announced Thursday he is extending Illinois’ stay-at-home order through May 30 with certain modifications taking effect May 1, including opening up state parks, expanding essential businesses and requiring masks in public.

“I know how badly we all want our normal lives back. Believe me, if I could make that happen right now I would. But this is the part where we have to dig in,” Pritzker said last week at his daily COVID-19 briefing in Chicago. “And we have to understand that the sacrifices that we’ve made as a state to avoid a worst-case scenario are working, and we need to keep going a little while longer to finish the job.”

Forest Park Review

It’s been an emotional time for Connie Brown, owner of the Brown Cow Ice Cream Parlor, 7347 Madison St. in Forest Park. The COVID-19 outbreak has forced the business owner to pivot in the face of a pandemic.

Typically at this time of year, Brown Cow would have a staff of 22 employees and serve in excess of 1,000 customers per day. Today, they have reduced hours to a single shift (Tuesday-Sunday, 2-6 p.m.) and operates with a small staff of six.

“I have no idea how many people we are serving right now, but we’re doing less than a quarter of our regular business,” said Brown.

Despite the business decline, Brown engaged her creative side to simplify her business and embrace cost-cutting measures. Days before the Illinois shelter-in-place order went into effect in March, Brown closed her ice cream parlor for 10 days in order to regroup

and readjust. After assessing how best to serve customers efficiently and safely, Brown broke out her toolbox and created an 11-inch-wide walk-up window.

The simple solution made Brown and her employees feel more comfortable serving customers, young and old, during this unprecedented time. Using the window minimizes points of contact between employees and customers while ensuring guests can easily order pints, quarts, scoops and ice cream sandwiches from the sidewalk. Additionally, Brown Cow is offering sundae kits to enjoy at home. Each kit, purchased at the window, comes with ice cream, cones, sprinkles and topping in quantities designed to feed 6-12 people.

Approximately 20 percent of Brown Cow’s business comes from on-site birthday parties, and cancellations have been prevalent these days. Rather than wallow, Brown, looked to the internet to find a solution.

The Brown Cow is offering host-yourown online cake and ice cream birthday parties geared toward children 6 and under. The shop will deliver a cake and pint of ice cream to the birthday person, along with party napkins, party blowers and candles. Since no one likes to celebrate alone, the shop will also deliver a little box to local party guests, including an individual cake, kiddy scoop of vanilla ice cream and a party blower.

Additionally, Brown Cow has partnered

with Geppetto’s Toy Box in Oak Park to add some presents to the party. Parents can order from the toy shop and selected gifts will be delivered to the birthday person along with the cake and ice cream.

This concept will soon be expanded to include hosting online parties on the Zoom platform, complete with entertainment, gifts, cake, and ice cream.

“I feel like I am reinventing my business every single day.” said Brown. “I am optimistic by nature and know I am blessed to be open.”

As Brown shifts her business model, she is also focused on giving back to the Westchester Food Pantry. The pantry serves nearly all Proviso Township and relies heavily on overstock from grocery stores to operate. Brown learned from a close friend that bread was in extremely short supply at the pantry.

“Our baker is our only full-time employee,” said Brown. “We started baking 100 loaves of bread for the pantry every week and have given some to Housing Forward.”

Brown Cow offers products like ciabatta, baguette, and white sandwich bread for sale out the front window on Fridays. Customers are encouraged to buy one loaf and donate another.

Overall, Brown acknowledges the COVID-19 outbreak has made her nimble under pressure and she feels grateful for her new perspective and ability to serve and give back to her community. Her heart is with her Forest Park community and she has hope for the future.

“Small business is a staple of America and I hope our local businesses get the help and support they need to survive,” said Brown. “I know we are ready to bond together to help our Madison Street businesses make it.”

Outgoing District 209 Board President Ned Wagner

D209 starts supt. search over again after finding three finalists The District 209 school board has restarted its search for a candidate to succeed outgoing Supt. Jesse Rodriguez, who is leaving in June to take the superintendent position at Zion-Benton Township High School District 126.

With the help of executive search firm Ray and Associates, the district had whittled a nationwide pool of roughly 45 applicants down to three finalists before going back to the drawing board, according to Ned Wagner, the outgoing school board president.

Board member Rodney Alexander will replace Wagner as board president in May. Member Claudia Medina was elected board vice president while Amanda Grant was elected secretary. The board elected new officers at its regular meeting on April 14.

“After our last round of interviews, we let it gestate in our collective mind and we realized we didn’t find anyone who is a perfect fit and so we reopened the application process,” Wagner said on April 25. Wagner said that the position was reposted on Monday and applications will be accepted until June 5.

Wagner declined to identify the three finalists or go into detail about why the board started the process over again, but he said that input from community leaders, staff members and families “had a lot to do with us deciding to extend the search.”

Wagner said that the extended search process does not change Rodriguez’s June 30 exit date. The board is expected to appoint an interim superintendent at its meeting in May.

New online tool helps residents find COVID-19 resources A Chicago journalism nonprofit has launched a new online tool designed to direct people in Chicago and the suburbs to a variety of resources, such as food banks, small business funds, rental assistance, immigrant welcoming centers and mental health organizations, among many others.

City Bureau, a journalism lab based on the South Side of Chicago, launched the Chicago COVID Resource Finder on Tuesday, according to a WBEZ report.

Users can type in their zip code and the Resource Finder will take them to hundreds of resources available within proximity and/or online. For instance, a search for resources near 60153 (Maywood’s zip code) revealed 232 findings, such as the Broadview Resource Center, the Westchester Food Pantry, a range of church-based food pantries in Maywood and the Homelessness Prevention Call Center.

The finder lists about 1,200 resources throughout the Chicago area, but City Bureau is still expanding the list. If there’s a resource that you would like included in the online Resource Finder, you can fill out a form on the website for the creators to review.

Pritzker announces expanded SNAP benefits, student loan relief [Capitol News Illinois] At his daily COVID-19 briefing last Tuesday in Chicago, Gov. JB Pritzker announced that people in Illinois who still owe money on private student loans can now qualify for temporary relief while the COVID-19 pandemic continues.

He also announced families with schoolage children who receive food assistance will qualify for additional benefits.

Pritzker said the recently-passed federal CARES Act provided relief for people struggling with federal student debt due to the pandemic, including automatic suspension of monthly payments and interest and halting involuntary collection activity until Sept. 30.

But he said that left out millions of people nationwide, including about 140,000 Illinoisans, who owe money on private and nonfederal student loans.

Pritzker said those former students will now qualify for similar relief through agreements reached by the Illinois Department of Financial and Professional Regulation with 20 student loan servicers.

The agreement allows borrowers to request a 90-day forbearance on payments with no negative credit reporting during that period. Other relief options include waived late payment fees, ceased debt collection lawsuits for 90 days and borrower assistance programs, such as income-based repayment. Pritzker said borrowers having issues with their lenders can call the IDPFR Division of Banking at 217-785-2900 or file a complaint at www.idfpr.com/admin/banks/ DoBcomplaints.asp.

The agreement is part of a multistate effort that involves financial regulators and student loan servicers in California, Colorado, Connecticut, Massachusetts, New Jersey, Vermont, Virginia and Washington.

Pritzker also announced the state has received federal approval to provide expanded benefits to about 300,000 Illinois families with school-age children through the Supplemental Nutrition Assistance

Program or SNAP, providing about $112 million in additional food assistance to those families.

“For families already receiving SNAP benefits, this increased assistance will be automatically added to families’ link cards,” he said. “There’s no need for you to call or visit.”

He said households with children who are eligible for free or reduced meals when school is in session, but who do not receive SNAP benefits, will be able to submit a simplified application for benefits as early as next week at ABE.Illinois.gov.

Broadview clamps down on nuisance properties Property owners in Broadview may want to think twice about letting their backyards go unkempt. During a regular meeting on April 6, the Broadview Board of Trustees voted unanimously to pass an ordinance that allows village officials to go onto a property and clean up any extreme health hazards they find within 48 hours of providing notice to the negligent property owner.

“This has happened before, where people are piling debris in their backyard against a fence line where it’s literally falling into the neighbor’s yards and our ordinances don’t allow us to enforce the rules in a timely fashion,” said James Vaselli, Broadview’s attorney, at the April 6 meeting, which was conducted via teleconference due to the COVID-19 pandemic.

Village officials said that residents will still be given notice and an opportunity to clean up the property before the village takes action. And as before, there’s still a $150 fine related to nuisance properties.

Now, however, the village has the ability to act much more quickly than before, Vaselli said.

“We wanted to condense the process only to be used in emergency circumstances, because a person’s health shouldn’t be put at risk because another person won’t take care of their property,” he said. “It’s a police power and something we can do as a nonhome rule unit of government [in order] to make sure people stay safe.”

Melrose Park Police officer dies of COVID-19 A Melrose Park Police officer has died of COVID-19, according to a WGN 9 report.

The report cited a statement released by the Melrose Park Police Department confirming the death of Officer Joseph Cappello. The department said that Cappello died on April 24.

“Officer Cappello was an important part of the Melrose Park Police Department and he will be missed. Always dependable and trustworthy, Officer Copolla worked hard to build relationships in the community,” according to the department statement.

“He served the people of Melrose Park with integrity and will be remembered as a dedicated public servant.”

WGN said that a spokesperson told them

that Cappello died at Gottlieb Hospital in Melrose Park.

“His body was transported from the hospital to the funeral home by procession around 3:30 p.m.,” the spokesperson said.

“Funeral arrangements are pending.”

First responders hopeful county will share COVID-19 info [Bob Uphues/Riverside-Brookfield Landmark] As the number of people who test positive for COVID-19 continues to rise, local officials remain hopeful that Cook County might soon begin to share information with first responders to help safeguard them as they respond to medical calls.

Riverside Police Chief Thomas Weitzel said an intergovernmental agreement, based on one recently adopted by the McHenry County Board, was expected to be discussed by the Cook County Board at its meeting scheduled for April 23.

The agreement would allow for the county to temporarily share the addresses of people known to have tested positive for COVID-19 in order for police and paramedics to take necessary precautions when responding to those addresses.

On April 17, Forest Park Police Chief Tom Aftanas, who is president of the West Suburban Chiefs of Police Association, sent a letter to the Cook County Board on behalf of the 35 municipalities represented by the group, urging county commissioners to share address information with first responders.

“Having knowledge that there is a citizen infected with COVID-19 at an address will ensure that our first responders are wearing additional [personal protective equipment] such as face shields, shoe covers and gowns when dispatched to that address,” Aftanas wrote.

As of the morning of April 21, the Cook County Department of Public Health had reported more than 1,000 deaths countywide from COVID-19, with 343 in the suburbs.

It is unclear exactly where the county is pulling its data for the sources it provides online, how much of a delay there might be in reporting fatalities or how many are not being counted at all.

An email from the Landmark seeking that information from the county has not been answered. Buckley said that in conference calls with county officials, local fire and police chiefs also can’t get that information.

“They don’t have an answer for us,” Buckley said.

Mall unveils plans for new fitness center, retail building Two-phase proposal at North Riverside Park Mall focuses on site south of Olive Garden

North Riverside trustees on April 13 gave the OK for the owner of the North Riverside Park Mall to submit a planned unit development application to construct a two-story, 38,000-square-foot building to house a state-of-the-art, full-service health club in the east parking lot immediately behind Olive Garden restaurant.

Representatives from the Feil Organization, which owns the mall, met with village staff in late March about the plan, according to a memo to the village board from Village Administrator Sue Scarpiniti.

During that meeting, mall officials pitched constructing two buildings in the east parking lot. The other building was described as a roughly 20,000-square-foot building that would house general retail businesses.

According to Scarpiniti, The Feil Organization has a prospective tenant for the health club space – the California-based chain 24 Hour Fitness, which operates some 440 locations. Most of them west of the Mississippi River. Illinois has two locations,

in Schaumburg and Carol Stream.

According to an information sheet provided by the village, the proposed North Riverside location would have group and personal training areas, an indoor lap pool, a multi-use/basketball court, locker rooms with showers, sauna, and a variety of weighttraining, cycling and cardio equipment.

There are no tenants currently identified for the smaller general retail building, according to Scarpiniti. As a result, elected officials, however, agreed with Scarpiniti’s suggestion to split the plan into two phases, giving mall officials the go ahead to apply for a planned unit development (PUD) for the fitness center at this time.

“Since there is no specific use or tenant for this building in mind at this time, village Staff is recommending approval of this phase be deferred and future processing of a second preliminary/final PUD application be considered once a known use is identified,” Scarpiniti said in her memo to the village board.

She also told the village board that The Feil Organization would be following a new set of guidelines the village is presently crafting that will guide planned unit development applications in the future.

Oak Park Regional Housing Center and why we “Live in Oak Park”

M

any people are aware that Dr. Martin Luther King, Jr. was a leader in the Civil Rights movement, however, not too many know he played a large role in the Fair Housing movement. In the early 1960s, Blacks were systematically stripped of opportunities to live in certain communities. It was this discrimination, a core component of injustice that still happens today, that forced Black people to live in segregated neighborhoods.

Beginning in 1965, Dr. King led the Chicago Freedom Movement, which was the campaign to address housing (and other Athena Williams, Executive Director issues) in OAK PARK REGIONAL Chicago, the HOUSING CENTER most racially segregated city in the United States. This campaign pushed for “open housing” and the right of Blacks to buy homes and live anywhere they wanted. Black home seekers in the city and surrounding suburbs were effectively barred from middle-class, predominantly white neighborhoods and prevented from freely seeking housing.

While there were a few victories from the Chicago Freedom Movement, it was not until seven days after Dr. King’s assassination that Lyndon B. Johnson signed the Fair Housing Act of 1968.

This flurry of open housing progress had a snowball effect that arrived in Oak Park in the late 1960s. The Oak Park Housing Center was founded in 1972 by Roberta “Bobbie” Raymond. I had the opportunity

to speak with Bobbie several times during my time here at OPRHC. She made it clear that “we need to be open to Blacks coming into the community while instilling the values of this community.” Bobbie, concerned about racial integration and fair housing, became active in Oak Park, and was instrumental in passing Oak Park’s groundbreaking 1968 Fair Housing Ordinance.

Fair housing was promised to everyone in America through the passage of the Fair Housing Act of 1968. We are still a long way from realizing Dr. King’s dream of fair housing for all.

Unfortunately, Black and Hispanic families continue to remain twice as likely to live in poverty and continue to fall victim to discriminatory housing practices. Even today, in 2020, the consequences of social, economic and geographic inequality are becoming greater and more urgent. For example, the typical Black or Hispanic renter seeking housing is shown 11 percent fewer apartments than a white renter with similar qualifications, according to a 2012 HUD survey.

This is why we Live in Oak Park. The Oak Park Regional Housing Center promotes affirmatively furthering Fair Housing, which is a legal requirement that federal agencies and federal grantees further the purposes of the Fair Housing Act. At OPRHC, in partnership with the Village of Oak Park, our landlord partners, and community members, we create a housing market that is open, inclusive, and fulfills the diverse needs of all community residents.

Fair housing reconnects neighborhoods by ensuring access to quality housing, regardless of race, gender, religious views, familial status, or disability. All citizens have the opportunity to live in close proximity to high-achieving schools, employment opportunities, transportation options,

Our work is intentional. We are needed at a time like this to maintain and continue to promote racial integration as we move the legacy forward to embrace the values of the community especially inclusion and equity.

We are here today because we are tired.

Now is the time to open the doors of opportunity.

Schuman brothers, long-time Housing Center backers, sell buildings to ResCorp

T

he Schuman brothers, Russ and Kevin, bought their first apartment buildings on Oak Park’s east side some 30 years ago.

Over the decades they have focused on Oak Park values of quality multi-family housing units at affordable prices with a strong eye on racial diversity.

And that is why, says Athena Williams, executive director of the Oak Park Regional Housing Center, that the Schuman buildings, mainly on Austin Boulevard but also on Washington Boulevard, have been so integral to the properties represented by the Housing Center.

In late March, the Schuman brothers sold their last six Oak Park multi-family buildings to the Oak Park Residence Corporation, a non-profit housing partner of the Village of Oak Park.

Housing Authority, is enthused about the sale. He hails the retiring Schuman family for “working under the radar but always advancing integration, affordability and quality units in an area we have always had concerns about maintaining.” Pope touted their long support for the Housing Center.

“They have been great partners with the Housing Center. They are huge fans of the work of the Housing Center,” he said.

That partnership will continue, Pope said, as all Residence Corporation units are listed with the Housing Center.

The purchase of the six buildings is the single largest purchase ever made in the 54 year history of ResCorp. Adding the Schuman properties and their 170 apartments increases the total number of apartment units it owns from 459 to 629, a 37 percent hike.
