Exhibit highlights Maywood’s rich history Three-paneled history explores village’s rich heritage

A museum-quality exhibit highlighting some of Maywood’s rich history could be coming to a public building near you.

On March 11, Tom Kus, the chairman of the Maywood Preservation Commission, offered a sneak peek of the threepaneled exhibit, which was created by Miriam Moore, an Oak Park visual designer.

“Our intent is to get this to village hall, take it to the high schools, have it here at the library and eventually find a home for it,” Kus said, adding that he plans to launch the traveling exhibit in the coming weeks.

“A lot of people lived here, a lot of great things happened here and this is part of what we want to do to promote it,” he said.

The exhibit is a visually appealing panoramic that captures the village’s rich racial and cultural diversity. And it may not have been possible without one of Maywood’s proudest sons.

Moore dedicated the exhibit to the late Lennel Grace, “a Maywood historian who fiercely believed in the power of knowledge of place and history. He was my guide when working on this project about Maywood’s history.”

Early voting started March 18, clerk hiring poll workers Clerk hiring election judges and equipment managers for April 2 election

Early voting for the April 2 Suburban Consolidated Election will start Monday, March 18, at 52 sites, according to a statement released March 15 by Cook County Clerk Karen Yarbrough’s office. Early voting ends Monday, April 1.

Voters can find a list of those early voting sites, along with their hours of operation, at: cookcountyclerk.com/EarlyVoting.

“Suburban Cook County voters can vote early at any one of the Early Voting sites throughout suburban Cook County, in addition to the Clerk’s main office at 69 W. Washington St., Chicago,” the statement from Clerk Yarbrough’s office reads.

“All Early Voting sites are open Monday through Saturday, 9 a.m. to 5 p.m., including the five suburban courthouses,” the clerk added. “A handful of sites are open until 7

Bellwood School District 88 Supt. Mark Holder called a meeting on Feb. 21 at Roosevelt Middle School, 2500 Oak St. in Bellwood, to discuss the proposal. Roughly two dozen local school officials and elected leaders, including the mayors of Bellwood and Broadview, attended the meeting, with most of those in attendance expressing their support for the idea.

“When our kids leave elementary school, they’re going to schools outside of Proviso Township and that’s something that we’re really trying to harness,” Holder said.

Holder added that he and District 88 Board President Sondra McClendon initiated talks with Calvin Davis, the athletic director at Proviso West High School, about the creation of the program. Holder said it’s been more than a decade since D88 schools competed in an athletic conference.

Many D209 feeder districts — such as Maywood-Melrose Park-Broadview District 89, Lindop School District 92 and Forest Park School District 91 — already compete in sports leagues.

For instance, Forest Park schools and Lindop (a single-school district), compete against each other in the Salt Creek Valley Conference while District 89 competes in the Illinois Elementary School Association.

Currently, however, not all D209 feeder schools compete with one another in one unified feeder program, which is what Davis is proposing.

During the Feb. 21 meeting, Roger Nickles, a Lindop PE teacher and coach, said that even though his school competes in the SCVC in a variety of sports, including basketball, soccer and cross-country, there’s room to accommodate D209’s proposed middle school sports program.

“Let’s build a bridge with the SCVC,” Nickles said, explaining that the current conference could possibly “mesh” with D209’s proposed program by consolidating in a variety of ways.

Edward Brophy, the assistant superintendent for operations with Forest Park D91, said that the Feb. 21 conversation “was a great first start” and “we’re with you.”

Davis said that the proposed middle school league could include a range of indoor and outdoor sports, including basketball, flag football, boys and girls swimming, softball, track, soccer and even golf.

The league, he added, would be divided into two levels — a junior varsity level comprising fifth- and sixth-graders and a varsity level comprising seventh- and eighth-graders.

The program’s playoff format and regulatory rules would mirror those of the Illinois High School Association. Coaches in the proposed program would be required to undergo training and certification. Each school would appoint an athletic director to handle compliance and other ongoing issues.

“The only expense that a school would incur is the cost of buses to and from games and officials’ fees that it would pay if it’s the home team,” Davis said. A limited liability corporation, along with an outside consultant, would oversee officials’ assignments, coach certification and

training, awards and other administrative matters.

Davis said that he wrote the middle school sports program for the Chicago Public Schools system. That program served about 400 schools and existed for around 12 years before CPS officials cut it out of the budget, Davis said.

“This is my sixth year as athletic director at Proviso West and for the past few years, it’s really sunk in that we are missing a feeder program, where kids come to us at the high school level with experience in interscholastic sports and fundamental skills and training,” Davis said.

A unified feeder program would give D209 high schools a talent pipeline that already exists at competitor districts, he explained.

“We’re competing against the Hinsdale Centrals, the Lyons Townships, the Willowbrooks — all those schools have feeder programs and you can really see the difference,” Davis said. “[A program of our own] would give us something to help develop our young people: Not just in sports but in life.”

Davis explained that he and his team planned on administering a survey to all feeder schools in order to get a sense of which schools might compete in which sports, where those sports might be fielded and other logistical issues.

Once officials gather that information, they’ll have a material basis for creating the league. Davis said that, if all goes according to plan, the new feeder sports program could debut next school year. Davis said that officials at Proviso East and Proviso West are already on board, and that all playoff and championship games for the proposed program would be played on a D209 high school campus.

Officials in District 209 Supt. Jesse Rodriguez’s office, however, said that the idea has yet to be presented to the administration or the board. So far, they added, talks about the proposed program have been informal.

McClendon said that the program would help provide “not just top athletes, but every child” with exposure to fundamentals in sports before they enroll in D209.

For Johnny Nolan-Jenkins, who won the 1988 state title in the long jump and currently coaches track and field at Proviso West, the feeder program is an idea that’s long-overdue.

“It’s so important that we do this,” said Nolan-Jenkins, who collaborated with McClendon, Holder and Davis to help launch discussions about the proposed program.

Nolan-Jenkins also coached track and field for nine years at Proviso East.

He said that he’s tired of fielding the same question from his colleagues in other areas across the state: Given the magnitude of the area’s talent pool, why isn’t Proviso consistently winning state titles in a range of sports — not just basketball and football.

“The whole idea is for us to have developed and trained kids so that they’re successful when they get to high school,” McClendon said. “And the best prize is that they possibly end up with college scholarships.”

Davis said that student-athletes would also benefit by gaining critical life skills.

He said that research shows that students involved in sports earn better grades, have fewer disciplinary issues and attend school more frequently, among other benefits.

“That same discipline and repetition that raises test scores is practiced in sports every day,” Davis said.

Survey shows IL teacher shortages growing Districts report ‘significantly fewer qualified applicants’ than five years ago

SPRINGFIELD – The shortage of teachers in Illinois has gotten more serious over the past year, reaching into virtually every subject area and region of the state, and forcing schools to either cancel programs, enlarge class sizes or use teachers who are not fully licensed in a particular subject area.

Those are the conclusions of a new report released Monday from the Illinois Association of Regional Superintendents of Schools, which was based on survey responses from 527 of the 858 district superintendents in Illinois.

Of those, the report said, 85 percent reported experiencing some level of teacher shortage this year, up from 78 percent in a similar survey conducted in 2017. Nearly one-third (32 percent) reported a “serious” shortage.

Nearly two-thirds of those responding (63 percent) also reported having a “serious shortage” of substitute teachers.

As a result, the report stated, the superintendents who responded to the survey reported a total of 1,032 vacant positions that still had not been filled by the time classes started last fall, or were filled by people who were not fully qualified for the position.

“Ultimately, what’s not really stated in there, is that there are about 120,000 kids who are being impacted directly by positions that are going unfilled this year,” said Kelton Davis, the regional superintendent for Monroe and Randolph counties, and chairman of the regional superintendents association.

The report said shortages were reported in almost every subject area, with foreign languages, various special education fields and computer science leading the list of classroom subjects. There were also significant shortages of school psychologists and library and media specialists.

Shortages were also reported in every region of the state, although they were more severe in southern and central Illinois than in the suburban districts around Chicago.

In southern Illinois, 94 districts reported seeing “significantly fewer qualified applicants” than they did five years ago.

That compares with 90 percent of the districts in central Illinois; 78 percent in northwest Illinois; and only 42 percent in the Cook County and surrounding suburbs.

As a result of those shortages, the report said 99 districts reported canceling a total of 225 course offerings due to a lack of qualified teachers, while 86 districts reported converting more than 200 classes to online

learning because they lacked a qualified teacher for the subject.

Davis, however, said he knows of many districts that have resorted to putting more students into a classroom, or using teachers who are working with a temporary license or an emergency substitute license to fill in gaps.

Nancy Latham, executive director of the Council on Teacher Education at the University of Illinois Urbana-Champaign, said it’s difficult to pinpoint all of the causes of the growing teacher shortage.

One of the factors, she said, is that there are more teachers from the “baby boom” generation now retiring than there are young people graduating from schools of education. And a big part of that, she said, is about money.

She noted that more than 90 percent of the vacancies reported in 2017 were in schools that received “below-adequate” funding and which had been reducing their staff in recent years.

But another factor, she said, is that the teaching profession no longer has the same kind of allure it once enjoyed.

“If you look at the national media reports over the last five years, the profession has taken a hit,” she said.

In fact, the report referenced a 2018 poll by Phi Delta Kappa, a nationwide professional

organization for educators, which found that 54 percent of the adults it surveyed said they would not want their children taking up teaching as a career – the first time a majority of respondents said that in the 50year history of the survey.

Democratic state Sen. Andy Manar, of Bunker Hill, commented about the report on Twitter, saying the report bolsters his argument in favor of a bill he is sponsoring to phase in an increase in the minimum wage for full-time teachers to $40,000 by the 2023-2024 school year.

Davis, however, said there are many districts that could not afford to do that without significantly more state funding, or raising local property taxes.

The report recommends the state take at least three steps to address the shortages: streamlining the process for obtaining substitute teacher licenses, especially for retired teachers who want to go back to work in their old districts; expanding programs for developing new teachers, such as the Grow Your Own Teacher program; and gathering more data to more accurately predict, by district, where shortages will occur and to identify unique challenges facing each district.

Pritzker reveals graduated income tax calculator Most earners won’t see increase under proposed graduated income tax plan

SPRINGFIELD – Passage of a statewide graduated income tax structure isn’t possible until after November 2020, but Democratic Gov. J.B. Pritzker continued to stump for such a proposal Tuesday, announcing the launch of an online “fair tax calculator” at a Chicago news conference.

Per the calculator, which is available at Illinois.gov/fairtaxcalculator, earners would not see an overall income tax increase under Pritzker’s plan until their taxable income reaches $252,336, putting them in the fourth of six proposed income brackets. The tax bill for that household would be $1 more than if the income was taxed at the current flat rate of 4.95 percent.

Under Pritzker’s plan, only earners whose income exceeds $1 million would be taxed at a flat rate – 7.95 percent – on every penny of income.

For all other earners, different rates ranging from 4.75 percent to 7.85 percent would apply to different margins of income, and the calculator would show how much more or less an earner would pay under the

new plan.

“For those who earn up to $250,000, this calculator will show you that you will get tax relief,” Pritzker said, acknowledging that it would be “modest” relief in many situations.

The lowest bracket’s rate is 4.75 percent and it applies to an earner’s income from $0 to $10,000. Once an earner’s income reaches the second bracket, the 4.75 rate would still apply to the first $10,000, and a 4.9 percent rate would apply from income between $10,001 and $100,000.

This structure continues through bracket three (4.95 percent on income margins between $100,001 and $250,000), bracket four (7.75 percent for income margins between $250,001 and $500,000), and bracket five (7.85 percent for income between $500,001 and $1 million).

From the governor’s perspective, the graduated tax is his best option to raise the $3.4 billion necessary to balance the state’s current multi-billion-dollar budget hole.

One other option is a 15 percent cut to all state funds, including K-12 education.

Republicans have argued that passing a graduated tax would allow Democrats to

raise the tax bracket rates in the future, but Pritzker pointed out that the Legislature already has the authority to raise taxes. In fact, he said, his third option for balancing the budget is a 20 percent tax increase on 100 percent of Illinoisans if the graduated tax does not become law.

“I respect the rights of opponents to disagree with this proposal,” Pritzker said. “While they may not agree with my approach, they should do so in good faith and with a specific counter-proposal, not pie in the sky.”

Every House Republican signed onto a resolution opposing a graduated tax last month, and the Senate Republican caucus released a statement last week saying “without guaranteed protections for middle class families, we are opposed to the governor’s $3.4 billion tax increase.”

Assistant House Minority Leader Tom Demmer, a Dixon Republican, reiterated that sentiment Tuesday, noting that added revenue from the plan wouldn’t be available until sometime between fiscal year 2021 and 2022, because a constitutional amendment is required to implement it.

An amendment would require a threefifths vote from both the Illinois House and Senate to place a question on the 2020 presidential election ballot, then it would need approval from 60 percent of those voting on the question or a majority of those voting in the election. After that, the Legislature would have to approve rates for the governor to sign.

“You’re kind of comparing apples and oranges in terms of his plan for a $3.4 billion tax increase three years from now versus the work that we have to do today to make this current fiscal year and next fiscal year’s budgets work well,” Demmer said.

Demmer gave a list of added budget strains Republicans would oppose – including implementation of the minimum wage increase and single payer health care, the former of which is already law – and he said Republicans would prefer to talk about such issues as job creation, workers’ compensation reform and investment in education.

But he stopped short of offering specific alternatives to closing the multi-billiondollar structural gap in the state’s budget.

Green alleys coming to Broadview

Village receives grant from reclamation district to install alleys that help reduce flooding

During a regular meeting on March 11, the Broadview Board of Trustees voted unanimously to approve an agreement with the Metropolitan Water Reclamation District of Greater Chicago for a project that would help reduce flooding by installing green alleys in the village.

The alleys are designed to reduce flooding by ensuring that more water seeps into the ground instead of going into the sewer.

The regular asphalt isn’t permeable. This means that, when it rains, the water stays on the surface, eventually draining into the sewer. With the green alleys, the pavement is permeable, so the water instead seeps into the ground. This means that less water stays on the surface and goes into the sewer, reducing the strain on the sewer system and

reducing flooding in the process.

At least some of the costs of the project will be covered through a grant issued by the reclamation district through its green infrastructure program; however, it’s not clear how much funding Broadview is actually getting and how much would have to come from other sources.

In November 2018, Broadview contracted with Westchester-based Hancock Engineering to handle engineering and design work for the green alleys. Work on the alleys will start this year, village officials said.

According to village board documents, the project will include an alley running through the middle of the block between 23rd Avenue, Harvard Street, 22nd Avenue and Filmore Street; and the alley running through two blocks between 25th Avenue, Harvard Street, 24th Avenue and Roosevelt

Road. The documents indicate that the alleys will also include sidewalks and alley garage aprons.

According to a statement released by the reclamation district on Feb. 27, the project is expected to benefit 73 homes, businesses and “other structures.” It doesn’t elaborate beyond that.

Since 2017, the reclamation district’s green infrastructure program has been giving out grants to help municipalities cover the costs of building green alleys and other infrastructure that reduces flooding.

Last year, the village of Maywood received $1.2 million from the reclamation district to cover the costs of installing six green alleys in the village.

The reclamation district’s Feb. 27 statement pointed that 48 municipalities applied for the 2019 round of green infrastructure grants.

Broadview was among 19 municipalities

that the reclamation district selected to receive the funding.

According to the reclamation district’s 2019 budget, the district allocated a total of $34.5 million for the grants and other storm water improvements. In a public statement, Kari K. Steele, the reclamation district’s president, said that relatively inexpensive projects like this will go a long way.

“We have seen how the natural, longterm benefits of green infrastructure can provide cost-effective solutions to managing the storm water that confronts our communities,” she stated. “By leveraging our resources and investing in green infrastructure, we can better manage storm water and protect our water environment.”

One shot during domestic dispute in Maywood Two people are in stable condition after a domestic dispute resulted in a shooting in Maywood on March 13.

According to Maywood Police, a couple was fighting near 6th and Lake Street on Wednesday, at around 1 p.m.

The boyfriend shot his girlfriend after the girlfriend stabbed him, police said.

Both were taken to Loyola University Medical Center in Maywood and treated for undisclosed injuries. They’re both stable and expected to recover.

Maywood Det. Dennis Diaz said that they’re treating the boyfriend and girlfriend as victims and would not release their identities. At this point the case is still under investigation, he said.

Man fatally shot in Maywood One man was pronounced dead on Tuesday after a shooting that happened in Maywood.

According to the Cook County Medical Examiner’s office, Isiah K. Scott, 19, was pronounced dead at 8:29 p.m. on March 12.

His cause of death was a gunshot wound to the back, the examiner’s office reported.

When reached for comment on Thursday afternoon, Maywood Police said that Scott was shot in front of Family Dollar, on the 1000 block South Madison Street, at around 8 p.m. on March 12.

Police said that he had been involved in a fight just before the shooting happened. The suspect, they said, is still at large and this case is currently under investigation.

Scott lived on the 1200 block of South 13th Avenue in Maywood, the examiner’s office stated.

Welch and other lawmakers have expressed anger with Pipeline officials, who they said assured them that they would continue operating the hospital.

Earlier this month, the village of Melrose Park filed a lawsuit against Pipeline and its affiliated entities, claiming that the owners engaged in fraud and conspiracy during the process of purchasing the nearly century-old Melrose Park institution.

On Friday, the Illinois House’s Appropriations-Human Services Committee held a hearing about the community impact of the closing. On Monday, the Review Board held a similar hearing in Melrose Park.

“My office has received a lot of calls from residents wanting to help us keep Westlake open,” Welch stated. “I strongly urge residents to join our fight to protect Westlake by contacting [the Review Board] to let them know the negative impact that Westlake’s closure will have on our community.”

VILLAGE perspectives Quality, well-rounded education for Lindop My name is Brian Dawson and I am a candidate seeking to become a member of the school board for Lindop District 92 in Broadview.

I grew up in Broadview and have been a resident for 34 years. I am married and currently have a child attending Lindop. I received my bachelor’s degree from the University of Illinois Champaign-Urbana and have worked in the television industry for 20 years.

A great school board is one that provides a vision for the school; one that matches the needs of the school with the wants of the community.

My main goals as a member will be to empower our parents, support our staff and encourage our children. A great school can be a pillar in the community and I believe Lindop has the capacity to be such a school — a Blue Ribbon School. But it’s not enough to believe, we have to put in the work.

Last year I was one of several founding members of Lindop’s reactivated Parent Teacher Student Organization. This year I have taken a leadership role as president.

We have to empower parents and help them understand the crucial role they play in their child’s learning experience.

As a Lindop school board member, I will advocate for services that aid parents in nurturing the “whole child,” not just academics, but the social and emotional components, as well.

I know from personal experience that Lindop has phenomenal teachers and administrators. We need to support them to ensure we don’t lose their

talents. As a Lindop school board member I will encourage creativity and innovation in the classroom. Also, we have to provide teachers and staff with incentives to further their education with degrees or certifications. Truly, being a small village, we can’t always give our great teachers everything they deserve, but our goal should be to let them know how much they are appreciated.

Each year, I take a day off work to spend in my daughter’s classroom. This way I can be a helping hand to the teacher, assess how my child is doing and be an encouraging presence for the kids. It’s crucial to me that Lindop students and staff see parents, in particular black fathers, touting the importance of learning and cheering them on as they pursue their goals. That’s how we create not just good learners but lifelong learners.

As a Lindop school board member, I will promote equity in learning, where each child will get the tools they need to succeed.

I will continue to support and ensure that Lindop’s curriculum aligns with the surrounding high schools so our students will be well-prepared for the next step in their journey. I intend to do fundraising, as well as grant-writing to ensure our children have access to more after school and summer school enrichment programs. We will continue to build on Lindop’s culture of excellence, so that every child knows they are not only encouraged, but expected to succeed.

A quality, well-rounded, education is what I want for my children. This is also what I want for all of our children, and this is what I’ll work towards if you’ll elect me to the Lindop School Board. I understand

Positive politics for the win I am Alisa Buchmeier and I am asking you to re-elect me for a 2-year term as Maywood Park District Commissioner on April 2. I have been a Maywood resident since 2012 and on the Maywood Park District Commission since being appointed to the late Bill Hampton’s seat last April. I love our home and all the wonderful people we have met because of it. My husband and I, along with our two boys, live in a historic home in the Old Town neighborhood of Maywood.

I have seen positive changes at Maywood’s Park District in the past few years. Positive energy is being created by our new Executive Director, Lonette Hall and her staff. I support Ms. Hall, who comes to us via IAPD (Illinois Association of Park Districts) and is essential to help Maywood build a better future for our community as a whole. Ms. Hall has proven that hiring a qualified and experienced leader is the right step toward efficiency and success.

Maywood’s Park District, now has a transparent accounting system in place and we receive accurate finance reports at our monthly meetings. Most importantly, The Lightford Recreation Center, 809 Madison St., is fully renovated after decades of being shuttered.

I believe that education and communication are the keys to progress. I am fortunate to have been able to attended two Park District conferences in the past 12 months. I learned a lot and really enjoyed

the team spirit that I observed between different IL Park Districts, Cook County Forest Preserves and the new Executive Director of Maywood Park District. It really exemplified good sportsmanship and how much better we can all be if we work together and share our resources.

Broadly, I want to provide Maywoodians with Park and Recreational programs that our neighboring communities have, make the most of all our green space and promote a sense of community between families and neighbors.

More specifically, my focus for the next two years will be, expansion of the Park District: • In receiving our remaining parks and recreational facilities from the village of Maywood, per the 2007 referendum the park district will be able to expand facilities and amenities throughout the Village.

• Create a multi-sport complex.

• Restore the original location of Veterans Memorial Park to ConnerHeise Park, 11th and Washington, and update the park grounds.

• Establish a historic museum at The Gunzert House, 216 S 10th Ave., and continue with the excavations of DePaul University’s Urban Archaeological Field School conducted in 2013-2015.

• Provide outdoor recreational fitness programs.

• Establish picnic groves for the Maywood community.

• Illinois Prairie path project.

• Capital improvement projects.

I look forward to our continued partnerships with District 89, District 209, the Cook County Forest Preserves, SRS (Special Recreation Services) and PP4H (Proviso Partners for Health).

A strong Park District provides far reaching benefits to people of all ages.

Residents see health benefits, there are benefits to the environment and in the end, all ships rise with a high tide!
