Maywood fight prompts concerns District 209 says Jan. 22 brawl near Proviso East incited by adults

A large brawl, possibly involving dozens of people, which happened in Maywood in January and resulted in the arrest of three Proviso East students, has prompted concern from community members and Maywood government officials.

They wonder whether enough is being done by law enforcement to ensure the safety of the high school’s students and area residents, particularly when students are off school grounds.

Broadview Library to start expansion More than 5 years after residents voted for $4.1M project, the ground breaks

In November 2012, a referendum calling for the Broadview Public Library District to issue $4.1 million worth of bonds for the

purpose of renovating its existing facility and constructing a new building alongside the current one, passed with 81 percent of the vote.

More than five years later, the public is finally getting what it asked for.

On March 2, Broadview Public Library officials presided over a groundbreaking ceremony for a new 3,000-square-foot building that will be built on an empty lot adjacent the See BROADVIEW LIBRARY on page 4

‘This Is Us’ star beams for Housing Forward The nonprofit Housing Forward, which tackles homelessness in Oak Park and other west suburbs, has allies (and some fun) in pretty high places.

Chris Sullivan — who plays “Toby” on the hit NBC show This Is Us — along with his wife, Rachel, emceed the Maywood-based nonprofit’s “Have a Heart Gala,” held Feb. 24, at the Mid-America Club on the 80th floor of the Aon Building in Chicago, where the couple met before moving to L.A. in 2010. The Sullivans spend some of their off-hours at soup kitchens and halfway homes, they said.

“When this came up, it was already aligned with what we value,” said Rachel, director of global sales training for CoolSculpting by Allergan — a non-surgical technology that reduces fat tissue in patients.

Chris — who is also known for other memorable roles, such as “Taserface” in Guardians of The Galaxy: Vol. 2 and as the voice behind the affable Geico camel (“Guess what day it is?”) — said he was particularly drawn to Housing Forward’s mission of providing housing to those experiencing homelessness.

“A lot of people don’t understand that you can’t get a job, you can’t get a driver’s license, you can’t vote — if you don’t have an address,” he said.

“I’ve had family members who have been on the verge of homelessness and are in need of just the smallest bit of help in order to transition from one situation to another,” Chris noted. “Some people don’t have the support of family or other resources, so luckily there are organizations like Housing Forward that bridge that gap.”

The fundraising gala featured a silent auction, dancing, and a memorable duet by the couple. Chris even donated his personal copy of the script for the show’s Super Bowl episode, signed by the entire cast.

Bishop Reginald Saffo and PTMAN want residents to take a survey Bishop Reginald Saffo, the chairman of the Proviso Township Ministerial Alliance Network (PTMAN), said in a recent interview that an online survey launched this year will enable the faithbased organization to “be more relevant to the community.”

The Community Pride Initiative survey is designed to “provide a centralized communication channel, with representatives from each community, to effectively enhance the education and well-being of each town via effective communication and collaboration,” according to PTMAN’s website.

Saffo said that the online survey “brings to bear an element of accountability to those in the community who are there to serve in any capacity.”

The religious leader added that once residents complete the survey, PTMAN members will analyze and relay the feedback to the appropriate organizations.

For instance, if residents have concerns about schools, the

organization will relay that feedback to local school district administrators.

“This won’t be effective unless the community utilizes it,” Saffo said. “This isn’t to be used as a sledgehammer or to cast blame and throw stones, but as a useful tool. If it turns out that the feedback is positive and everything is great, we’ll report and acknowledge that as well.”

Explaining the survey’s origin, Saffo said that the “Lord inspired me to be a little more aggressive about tying the community’s concerns to a matrix that would allow transformation or at least get some kind of answers to systemic issues,” he said.

“There’s a whole lot of talking but not a lot being done,” Saffo said. “We want to establish a reputation as an organization that gets things done.”

Maywood transfers $1M from rainy day fund to pay bills The village’s backlog of open invoices totals roughly $4M

During a Feb. 20 regular meeting, the Maywood Board of Trustees voted unanimously to transfer $1 million from the village’s working capital reserve fund (also known as its rainy day fund) in order to pay 33 vendors to whom the village owes money and with whom the village has outstanding balances of at least 60 days.

“We don’t tap into [the rainy day fund] unless there’s an emergency situation,” said Lanya Satchell, the village’s finance director.

“And the only reason I’m asking now is because there are a lot of small businesses that really need their payments,” she said.

“It’s an extreme emergency.”

The vendors operate in the public and private sectors, providing the village with a range of critical services — from waste and recycling collection to policing and

legal services. They include Blue Cross Blue Shield, Hackie Cement, American Recycling, the Cook County Sheriff ’s Office and Norton Salt.

As of Feb. 15, the village has accumulated roughly $4 million in unpaid invoices.

Satchell said that borrowing money from the fund to pay outstanding bills is part of the rainy day fund’s purpose. She said that she prioritized the vendors that were selected for payment based on the relative importance of their services and on their size.

“I took a look at some of the older [invoices], some [provide] vital day-to-day operations,” she said, adding that others, particularly smaller companies, “depend on us more to survive.”

Satchell said that the $1 million that the board authorized to be taken from the rainy day fund — which had a total of $2 million in reserves before the $1 million withdrawal — will eventually be paid back in installments.

She said that a large percentage of the money that Maywood owes its vendors “is due to the slow receipts of our tax distribution. I’m hoping for [tax revenue] to start coming in toward the end of the month, beginning of next month.”

Satchell added that some of the vendors submit their invoices late, in some instances up to four months late, due to the “nature of their services,” adding that the invoicing process for some companies is more extensive than for others.

“Some aren’t timely on their end and some were already over budget, so they were put close to the back of the line,” she said.

Some trustees, however, took the request to transfer money from the rainy day fund as a signal that more focus needs to be applied to the village’s finances, with Trustee Ron Rivers asking Satchell how she plans to reimburse the $1 million.

Satchell said that she’ll bring a

presentation to the board in the coming weeks as the village begins the process of finalizing a budget for the upcoming fiscal year.

She also stipulated that, despite the apparent anemic cash flow in the corporate fund, “We do have a healthy financial position in some of the other funds.”

Trustee Isiah Brandon suggested that the village’s finance committee, which is now operating again after being defunct for roughly five years, should meet soon to “start reviewing finances and looking” at department budgets.

“I am highly concerned about the direction we’re headed in from the financial standpoint and would suggest scheduling a meeting as soon as possible,” he said.

So far, it isn’t known whether or not that meeting was scheduled. This story will be updated as that information comes in.

14-year-old Maywood teen died from fentanyl overdose Autopsy results on Alejandro Zagal, found dead in Nov., released Feb. 27

A juvenile who was found unresponsive at around 7 a.m. in the 200 block of South 12th Ave. in Maywood on Nov. 21 died from a fentanyl overdose, according to the Cook County medical examiner’s office.

Deputy Chief Elijah Willis said at the time that relatives of Alejandro Zagal, 14, had tried waking him up, but he was not responding. Emergency medical responders were then called to the home, Willis said.

According to the medical examiner’s office, the boy was pronounced dead at 7:36 a.m.

An official with District 89 confirmed at the time that the teen, a freshman in high school, graduated from Irving Middle School.

When Zagal died, investigators did not rule on his cause of death, which was finally released on Feb. 27 by the medical examiner’s office, which determined that the teenager died of cyclopropyl fentanyl toxicity.

Maywood police said that no charges related to Zagal’s death, which they’re still investigating, have been filed.

Fentanyl, an opioid that is often used as pain medication and as an anesthetic, is between 50 and 100 times more potent than morphine and heroin, according to the Centers for Disease Control and Prevention.

As a pharmaceutical, fentanyl is usually sold in the form of a patch or lozenge, but recently the drug has “been increasingly manufactured and sold illicitly. Fentanyl is a common adulterant in heroin – with or

without the user’s knowledge,” according to the Chicago Department of Public Health.

A report released last October by the Chicago health department stated that fentanyl’s prevalence in Cook County has been increasing over the years and has been a driving factor in the increase of opioid-related overdose deaths.

In 2016, nearly 340 people died from opioid-related overdose in suburban Cook County, according to data compiled by the medical examiner’s office.

Countywide, the report states, “the number of opioiddeaths related overdose involving fentanyl increased from 71 deaths in 2015 to 420 deaths in 2016.”

“To better understand this increase, it is important to note that standards for routine fentanyl monitoring were modified in 2015,” the report continues. “Toxicology screening for fentanyl was implemented universally for overdose deaths at the Cook County Medical Examiner in June 2015.

“The Drug Enforcement Administration (DEA) Chicago Field Division reported dramatic increases in fentanyl seizures in Illinois from 392 fentanyl submissions in 2015 to 1,332 submissions in 2016.

“Similarly, the Illinois State Police Lab

also began routinely testing samples for fentanyl in 2015. Considering these systemic changes, it is possible that the increase in the presence and impact of fentanyl may have been underreported prior to 2016.”

The number of opioid overdoses in Cook County has prompted government and law enforcement officials to implement a series of lifesaving measures to counter what some health experts have started calling an epidemic.

Loyola Medicine and the Cook County Department of Homeland Security and Emergency Management (DHSEM) recently

partnered to administer a $311,000 federal grant program, which would equip roughly 1,900 officers in 30 police departments in Cook County, as well as the Cook County Sheriff ’s Department and Cook County Forest Preserve Police, with Narcan nasal spray — designed to quickly reverse the effects of an opioid overdose.

When reached by phone on Feb. 28, an official with District 89 said that they are still processing the news of Zagal’s cause of death and may provide a comment at a later date. More as this story develops.

PMSA students, seeking solace in culture, start step club Sista Steppers fills void, say founders

One day, Imara Rodney and Kayla Brooks, two juniors at Proviso Math and Science Academy, were watching videos of sorority members stepping — the practice of percussive dancing, in which the participant uses her entire body as a drum.

From the video, Rodney and Brooks, along with fellow student Jahnai White, hatched an idea. Why not start a step club at their high school? Last August, the idea became material and a club, Sista Steppers, was formed last August.

During a Black History Month event at PMSA last month, the 13-member club reveled in what was likely their last performance of the school year. The performance capped off an experience that the girls, in a joint statement, said has been deeper than entertainment.

“Step team is not just a team, it’s a family,” they said. “It’s a sisterhood that has created a lasting bond that we will forever cherish as one highlight of our high school career.”

BROADVIEW LIBRARY Long overdue from page 1 library’s existing 17,000-square-foot facility, located at 2226 S. 16th Ave. The entire renovation, which will include contractors gutting the existing building and creating a brand new facade to flow seamlessly in front of the old and the new buildings, is scheduled to start sometime this month and is due for completion by June 2019, library officials said.

The ceremony comes several months after an Oct. 13, 2017 court order cleared the way for the library to start construction. The library district and the village of Broadview had been fighting a long, protracted legal battle over the validity of zoning variances that were issued, with a unanimous vote, to the library by the village’s Zoning Board of Appeals in 2013.

“We had to sue to get what the people wanted,” said Katrina Arnold, the library board vice president who was board president at the time of the referendum, after Friday’s ceremony.

Arnold said that after costs unrelated to construction, such as technology upgrades, are accounted for, the total cost of the project will be around $5.4 million.

“I took pictures with our court order, because this wouldn’t have happened without it,” said Eric Cummings, the library board president.

It was also to empower other African American students at school, because there aren’t as many of us here as there are at Proviso East and Proviso West.”

Rodney said that she believes that the step club fills a void at PMSA, where she said there’s a paucity of extracurricular activities that cater to the school’s black student population. She added, however, that the step club is open to students of all cultural and ethnic persuasions.

The spirit of the club, however, is undoubtedly an extension of African American culture, said Brooks.

“We chose step, as opposed to some dance or something else, because it goes with our African culture and we wanted to feel more connected with our culture,” she said. “Normally blacks don’t really know much about our culture, so we wanted to do something to embrace it.”

According to state data, PMSA’s student population is roughly 29 percent African American while Hispanics and whites make up roughly 61 percent and 5 percent of the population, respectively.

“I think our club gives African American

women a place to go not only to step and dance, but to form a bond with people you can actually trust,” Rodney added. “Since there aren’t many blacks at the school, this makes you feel a little less like an outsider.”

expansion claimed that village officials tried to sabotage those plans, preferring instead to construct a building that the library would share with commercial tenants. The library board voted down that proposal.

“The issue was politics,” said Princess Dempsey, a Lindop School District 92 board member, who campaigned for the referendum back in 2012.

Friday’s ceremony, many people said, turns the page on that tumultuous chapter of Broadview’s history.

“This is going to be amazing and it’s long overdue,” said Broadview Mayor Katrina Thompson after the ceremony. “This shows that, although we may see things differently, we still can get things done. That’s the message.”

Thompson sat on the library board during that years-long struggle. Last year, she campaigned for mayor with the support of former Broadview mayor Sherman Jones, whose administration lined up against the library district in court.

“I got on the library board so we could push this initiative forward but the turmoil and the bitterness prevented us from moving it forward,” Thompson said Friday. “That’s why, when I became the mayor, I made a pledge to the former board president that I’m here to assist and get it done.”

Despite its air of promise, the ceremony was still somewhat bittersweet for those who fought for the renovation and expansion to happen.

Due to the legal wrangling, the facility that library officials anticipate opening next summer will be a scaled-down version of what had been initially planned several

years ago. The original plans were for a 5,000-square-foot building addition that would include a basement expansion.

“We had to give up on the basement expansion because construction costs are higher than they were five years ago and the library owes over $100,000 in legal fees,” said Wayne Arnold, the husband of Katrina Arnold and chairman of the village’s zoning board who voted in 2013 to issue the variances.

Wayne said that the library board plans on asking the village to pay back the $1.4 million he said the library lost because of the court battle.

In the meantime, library employees are looking forward to a new chapter. Keisha Hester, the library’s executive director, said that library staff hopes the expansion and renovation attracts more patrons to the community institution.

“We’re hoping that more Broadview residents will come in and want to be part of this new space,” Hester said Friday. “We’re always seeking to figure out how to draw people in.”

Bob Lafferty, the technical services librarian and interim director, said that the current building, constructed back in 1968, is long overdue for a renovation.

He said that the project will allow the library to become a real 21st Century institution that caters to the needs of a population that’s grown accustomed to E-readers and barcodes.

“More technology will be incorporated into the new building and we’ll use the space more efficiently,” he said.

Hester said that the library is looking

forward to technology upgrades such as radio-frequency identification (RFID) that will allow patrons to check out books and other materials on their own and much faster.

The library, she added, was recently approved to be a passport facility, allowing patrons to visit the Broadview library to process their passport applications. Hester said that the library, however, will not issue photos. Employees may refer people to nearby Walgreen’s for that service, she said.

The library board hired Dewberry Architects Inc. to oversee the project’s design. Representatives with the company said that the new construction and renovated building will feature all new mechanical and electrical systems.

“Everything will be much more energy efficient,” said Douglas Pfeiffer, an associate principal with Dewberry. “We’re going to incorporate a lot of environmental features in the building.”

Jeff M. Keppler, a senior project architect with Dewberry, said that the extra square footage will allow the library to evolve into the 21st Century community space that libraries are transforming into during this post-print age.

“They’ll still have the physical collection of books, but they’ll also have an abundance of community space that we’re adding,” Keppler said. “There will be everything from small group study rooms to larger format meeting rooms. So there will be a variety of different spaces used by the community.”

Safety first from page 1 keeping the peace at the high school and the area immediately surrounding it.

The fight took place near the end of the school day on Jan. 22 along Madison Street, near 1st and 2nd Avenues, according to an incident report released this month by Maywood Operations Commander Theodore Yancy.

Maywood police officers spoke to Proviso East administrators and security personnel about a fight that was rumored to happen before responding to the scene.

District 209 spokeswoman Cynthia Moreno said in a Feb. 27 phone interview that as students were leaving the school, a group of adults and juveniles, many of whom do not attend East, began following and harassing several students.

“Administration was being pro-active when they went out there to see what was going on,” Moreno said. “Our students were trying to get home. This wasn’t started by our students. They kind of got caught in the middle of this.”

Seven Maywood police officers arrived at the scene and “moved along several crowds (20-25 juveniles in each group) of unruly juveniles congregating between 1st & 2nd on Madison Street,” Yancy’s report reads.

“Prior to reaching the area of 4th Ave., several small skirmishes were averted on Madison St.,” Yancy wrote. “As officers traveled along Madison with the large group of juveniles they were redirected to the area of 1st Ave. & Madison St. due to a citizen complaint of a juvenile with a gun.”

Yancy added that “several male juveniles” ran toward a group of Proviso East students near 4th Avenue and Madison Street and a “large fight ensued.” While “several juvenile offenders fled the area” as police officers tried controlling the scene, three students were arrested for disorderly conduct and mob action.

Footage of the fight reportedly surfaced on Facebook and went viral. Maywood Mayor Edwenna Perkins even watched some of it.

“I was shown the Facebook video and what I saw [was concerning],” Perkins said during a Feb. 20 regular meeting of the Maywood Board of Trustees. “There were three or four guys beating up a young man and no one was there to help. I mean he was being pummeled. There were officers there, I observed, but I think they must have gotten overwhelmed and dazed.”

Perkins called on Maywood Police Chief Valdimir Talley to explain the circumstances of the fight and whether the local police department has enough resources to deal with conflicts that involve the high school.

During the Feb. 20 meeting, Talley described the incident as a “mild fight” that involved “two young men fighting over a young lady. … It was fisticuffs.” The chief said that no weapons were involved.

Talley, who said the school is responsible for youth “from the moment they leave home

Village Free Press | March 7, 2018 to the moment they return,” noted that the school is “adequately staffed” with security personnel, including both retired and currently employed Maywood police officers.

He said that his department can also rely on the assistance of surrounding departments in the event of major emergencies and outbreaks of violence.

“East sits on [unincorporated Cook County] property and has county [Sheriff ’s] deputies there,” Talley added, before defending how his officers handled the situation.

“Our officers are trained not to immediately go into violent situations because they can be hurt and if they’re hurt, then I lose staff,” the chief said. “They effectively addressed the issue. … That is successful police work.”

Maywood Police Officer Carlos Patterson, who works security at East part-time, wrote in an incident report that on Jan. 26, a peace circle mediation was held inside of the Proviso East social room that involved “eight male students who fought between 4th Ave. & 5th Ave.,” and their parents or guardians.

Moreno added that sheriff ’s deputies, social workers, teachers, a dean of students and administrators were also present during the circle.

“During the meeting each student had the opportunity to speak their peace and what they would do to change their part in the incident,” according to Patterson. “As a result of the meeting, each male student was given a second chance to finish the school year at Proviso East.”

The students, Patterson added, were “asked to sign contracts, which governed their conduct for the remainder of the year.”

But Moreno said the contract did not entail giving each student “a second chance,” because there was never the threat of expulsion or any school-related discipline considering that the incident happened off school grounds. Such a threat, she added, would have gone against a state law, SB 100, that strictly limits when schools can suspend and expel students.

The contract, she said, is simply an agreement by the students not to engage in similar conduct in the future. The contract does not include any threats of punishment if the students break their agreement, Moreno said, adding that she doesn’t know the status of the students’ charges. Maywood police could not be immediately reached to comment on the matter.

Maywood Trustee Ron Rivers said the village’s police department is unfairly overwhelmed by security concerns related to Proviso East students. He said the Cook County Sheriff ’s Office should bear more responsibility for what happens at East and within its proximity.

“I live directly across the street from East and I see everything,” Rivers said during the board meeting. “My concern is [that] there isn’t enough Cook County participation by that being their property and it’s left to [Maywood police] to sit at First and Madison [and] shepherd these kids down Madison.”

Rivers recommended that the county

provide more deputies in the area and possibly “a massive show of force” to prevent incidents similar to what happened on Jan. 22, which Maywood Trustee Antonio Sanchez said seem to happen more often than he would like.

“This is at least the second fight that’s gone viral [on Facebook],” Sanchez said. “[The Jan. 22 fight] seemed OK compared to the one on 1st Ave. and Madison by the gas station, and that was a couple months ago.”

Moreno said that fights like the one that happened last month are infrequent and not part of an established pattern. She said that within the last two years, there have been no fights at the gas station Sanchez referenced during school hours.

She said she couldn’t specify whether any fights have happened before or after school, since the administration doesn’t track that information. Talley did not confirm or deny Sanchez’s account during the meeting.

Maywood police could not be immediately reached to verify the account.

When Sanchez asked Talley if the chief thinks he needs more officers during shifts, Talley said the department’s transition to a new 12-hour shift structure should help increase police presence. And addressing Rivers’ points, Talley said that more policing isn’t the solution to the violence.

“How we address it is taking kids out fishing [like Maywood Trustee Melvin Lightford does] and engaging the kids,” Talley said, adding that another solution that is already being implemented is allowing students to “see officers in a nonconfrontational environment,” such as when Patterson sat in on the peace circle. “It will take more of us to be involved.”

Neither Maywood police nor D209 officials specified how many Cook County Sheriff ’s deputies are typically on campus grounds, particularly when school is starting and letting out.

When reached by phone on Feb. 27, Cook County Commissioner Richard Boykin whose 1st District encompasses most of the suburbs where D209 students live, said he had not been contacted by officials in Maywood about the stated lack of Sheriff ’s deputies at East.

“The concern hasn’t been brought to my attention,” he said. “If they’d brought it to my attention, I would have communicated it to [Sheriff Tom Dart]. I communicate with him on a weekly basis. I’d let him know we need to step up patrols around East.”

Boykin said the increased presence would not be difficult to execute. It would only take the redeployment of personnel. A similar redeployment measure happened after Boykin requested that Dart send in more resources to aid in the carjacking crackdown in Oak Park.

“The sheriff could adjust where he’s putting the personnel,” Boykin said. “What would probably happen is he could have more people in the area in terms of visibility because sometimes visibility helps to deter crime and negative behavior.”

January’s fight is not the biggest studentinvolved incident near Proviso East that has caught the public’s attention. Back in 2013,

at least 10 students were arrested during a brawl that involved hundreds of people as students were leaving school on the last day of the academic year.

That fight, which resulted in viral social media footage and substantial press coverage, led to heightened initiatives by community leaders, particularly local clergymen from the Proviso Township Ministerial Alliance Network (PTMAN), designed to prevent future outbreaks of violence. Since then, no major outbreaks of violence on the last school day have occurred outside of the school.

NEWS briefs Maywood man killed in March 4 drive-by shooting One person is dead after a drive-by shooting that happened on the 1100 block of South 6th Ave. in Maywood, according to Maywood police and the Cook County medical examiner’s office.

The shooting took place at around 2 p.m., according to police. The victim, identified as Mikhail Evans, 20, of the 1400 block of South 6th Ave., was taken to Loyola University Medical Center, where he was pronounced dead at around 2:52 p.m., according to the medical examiner.

On Sunday evening, the police did not say if anyone else was injured in the shooting.

When this article went to press, no one was in custody and the shooting was still under investigation.

Assessor candidate stops by Maywood diner to roll out endorsements Fritz Kaegi, a candidate running in the March 20 Democratic Primary for Cook County Assessor, was in Maywood on March 4 for a press conference held at Kathy’s Cafe, 1008 S. 17th Ave. — just across the street from the headquarters of the Proviso Township Democratic Organization.

Maywood fire captain, civilian injured in March 2 house fire A Maywood fire captain and a civilian were injured during a house fire that happened on March 2, at around 7:42 p.m., on the 100 block of South 21st Ave., according to Maywood Fire Chief Craig Bronaugh.

“The house sustained significant damage and we’re currently investigating the origin and cause of the fire,” Bronaugh said.

He said that both the civilian and the fire captain were transported to Loyola University Medical Center in Maywood for their injuries. The civilian was in serious condition while the fire captain was in fair condition, he said.

Loyola finalizes purchase of Berwyn hospital There’s one more member of the Loyola

Medicine regional system now that it has finalized the purchase of MacNeal Hospital — a teaching hospital in Berwyn that has 374 beds and a medical staff of more than 550.

According to a statement released March 1

by Loyola, MacNeal — formerly owned by the for-profit hospital system Tenet Healthcare — also has a “12-bed acute rehabilitation unit, a 25-bed inpatient skilled nursing facility and a 68-bed behavioral health program.”

The $270 million purchase was approved on Feb. 27 by the Illinois Health Facilities and Services Review Board. MacNeal joins Loyola University Medical Center and Gottlieb Memorial Hospital as the newest member of the Loyola system, which also features an ambulatory network of primary and specialty care locations across Cook, Will and DuPage counties.

Loyola Medicine is a member of Trinity Health, a health system that includes 94 hospitals in 22 states — one of the largest of its kind in the country.

“We look forward to serving a greater number of patients through our expanded delivery network, thanks to the resources, providers and value-added care made possible by adding MacNeal Hospital and its physicians to our system,” Larry M. Goldberg, president and CEO of Loyola Medicine and Trinity Health’s Illinois region, in the March 1 statement.

Days before the sale was finalized, Loyola officials told the Tribune that, once the deal is closed, modified signs will start appearing

at MacNeal in the next several weeks.

The hospital’s name, however, will not be changed and no layoffs or staff changes are in the works.

Gun control bill supported by area lawmakers headed to governor’s desk A gun control bill that was supported and co-sponsored by the area’s Democratic lawmakers — including state Representatives Emanuel “Chris” Welch (7th) and Kathleen Willis (77th), and state Sen. Kimberly L. Lightford (4th) — is now headed to the desk of Gov. Bruce Rauner.

The Illinois House of Representatives approved the Gun Dealer Licensing Act on Feb. 28, in a 64-52 vote. It was introduced by state Sen. Don Harmon ( 39th) and approved in the Illinois Senate last year.

It requires gun dealers to be licensed and their employees must undergo background checks and be trained to conduct background checks of purchasers. That training is aimed at better enabling gun dealers to identify straw purchasers.

The Illinois Department of Financial and Professional Regulation also is empowered to inspect firearms dealers’ business.

Dealers also are required to install video surveillance of their businesses and keep records of purchasers’ identification.

Bellwood mourns slain officer

James Davis Sr. and his wife fatally shot on college campus, allegedly by their son

During a press conference on March 2, Bellwood Mayor Andre Harvey remembered part-time Bellwood police officer James Davis Sr. as a positive presence in the community whose tragic death stunned those who knew him.

Davis Sr. and his wife, Diva Jeneen Davis, both 47 years old and of Plainfield, were the victims of a fatal shooting that happened March 2 on the campus of Central Michigan University. The suspected shooter, police believe, was their son, James Eric Davis Jr. — a 19-year-old CMU sophomore who graduated from Plainfield Central High School in 2016.

According to Central Michigan’s Emergency Communication, Davis Jr. was arrested without incident early Saturday after he was observed on campus at around midnight.

More than 100 law enforcement officers from across Michigan had participated in the search for Davis Jr., who was last seen before his arrest leaving a residence hall on campus.

According to a report in the Detroit Free Press, “CMU police had contact with the suspect Thursday night, [CMU Police Lt. Larry Klaus] said, explaining officers responded to complaints of a ‘difficult student’ in the residence hall.

Davis was later taken to U-M Health Systems facility for a drug-related issue, Klaus said, correcting his earlier assertion that suspect had been at McLaren Hospital.

“Whether there was a mental health component that was in conjunction with that, we don’t know,” Klaus said, telling reporters there are ‘pieces of the puzzle’ police are still trying to put together as they investigate the suspected shooter and his motive.”

At last Friday’s press conference, Bellwood Police Chief Jiminez Allen said that the Bellwood Police Department is cooperating with CMU police and the Michigan State Police during the investigation.

The Chicago Tribune reported that Davis Jr. had been “acting so strangely the day before the killings that campus police talked to his mother and then took him to a hospital

for suspected drug abuse,” according to authorities.

The CMU police chief, Bill Yeagley, said that the gun Davis Jr. used to shoot his parents belonged to Davis Sr. Davis Sr. was a military veteran who grew up in Bellwood and was a staple in the community. He had served on the Bellwood Police Department since 1999, said Bellwood Mayor Andre Harvey.

“This has been one of the toughest days in Bellwood in many years,” Harvey said.

“James touched everybody’s lives in Bellwood in a positive manner — the people he worked with along with the residents of Bellwood.”

Harvey said that the village is “supplying counseling to officers or anyone in the community who needs it.” The mayor added that he believed “it was mentioned” that Davis Sr. was going to CMU to “pick up his son,” possibly for CMU’s spring break, which started next week.

Harvey said that he would not comment on the allegations against James Jr., since the incident is still under investigation.

“It’s really tragic that we’ve lost James,” said Allen. “He was a close personal friend of mine as well as many officers in the police department.”

Jordan Murphy, a friend of Davis Sr. who worked with him as an Army National Guard recruiter for Operation Iraqi Freedom, wrote on Facebook that Davis Sr. and his wife “were loving, ever present parents, who doted on their children.”

Murphy added that Davis Sr. brought his son to his house “on several occasions, and our kids would play together.

“His wife was a survivor of Stage 4 Breast Cancer, overcoming all odds to beat the disease, Junior was a very respectful man, raised by upstanding parents, who would do anything to protect him and his siblings,” Murphy wrote. “This is an incredibly tragic event, and I pray for Eric’s other children.

This is so incredibly out of character, something went wrong somewhere.”

Davis Sr. and Diva Davis are survived by a son and a daughter. Funeral arrangements were still pending when this article went to press.
