Pritzker signs Lightford’s $15 minimum wage bill First increase will take effect in January 2020

SPRINGFIELD – Gov. J.B. Pritzker signed a bill to raise Illinois’ minimum wage to $15 an hour by 2025 in the Governor’s Mansion on Feb. 19, declaring his first major legislative victory “a time to celebrate.”

“For nine years there were many forces that were arrayed against giving a raise to the people who work so hard to provide home care for seniors, childcare for toddlers, who wash dishes at the diner, and who farm our fields,” Pritzker said. “Today is a victory for the cause of economic justice.”

The signing represents a delivery on one of Pritzker’s major campaign promises a little more than one month into his tenure as governor – albeit without any support from Republican lawmakers.

The hopes of the young students at the Milwaukee Jewish Day School were realized on Feb. 22, when a bus carrying around 15 thankful students from Dist. 209 Supt. Jesse Rodriguez’s Student Advisory Board arrived at the Day School.

Anyiah Thornton, a 17-year-old junior at Proviso East and an Advisory Board member, said that the kindergarteners’ letter resonated deeply with her.

Thornton said that she knew one of the students who died last year.

“That letter really helped, because it showed me that there’s somebody out there who sees what we’re going through and, particularly, what I’m going through,” she said during an interview hours after visiting the

young students.

The idea to write the letter came from Elsie Crawford, the founder of Repairing Together — a project started in August 2016 that produces and executes “thematic socialand environmental-action programming for schools of different cultural and racial backgrounds,” according to the project’s website.

Anthony Brazouski, D209’s assistant superintendent for human resources, is on Repairing Together’s board and once worked at the Indian Community School in Milwaukee, which integrates indigenous cultural values specific to Native American communities into a modern academic curriculum.

This year, Repairing Together connected students from the Indian Community School with those from the Milwaukee Jewish Day School so that young people in those divergent learning settings can grow up together.

“I started this on my own to think about how I could connect school children of different ages, cultures and backgrounds,” Crawford said during an interview on Feb.

Crawford, who is Jewish, said that she immigrated to America from the Netherlands 12 years ago and was “appalled”

by Milwaukee’s racial segregation. The realization eventually prompted her to act. So Crawford, who is a Jew, called the Day School to ask if they were interested in partnering with her on what would eventually become Repairing Together.

In less than three years, Crawford said, the

“I told him, ‘That’s mind-boggling,’ and asked if it would be appropriate for one of our classes to send out a letter that said, ‘Hey, we don’t know you, but we care about you.’”

Crawford then contacted Rachel Wolfe, a prekindergarten teacher at the Jewish Day School who mobilized her young students for the effort. Wolfe was teaching on Monday afternoon and unavailable to comment.

“When we mailed the letter, we thought that maybe we would get an email at some point, but when we got a call that 15 students were coming with administrators, it touched us deeply,” she said. “Even though they’re not in Milwaukee, we are looking for a continuation of the conversation from now on.”

Crawford said that she hopes to introduce Repairing Together’s curriculum to other communities beyond Milwaukee at some point.

Thornton said that during her time in the classroom, she had a “personal moment” with Wolfe.

“I thanked her for being a support and for being there for me,” Thornton said. “I gave her a hug and let her know that I really appreciate that her and her students know what we’re going through.”

Chris Dixon, an advisory board member and 18-year-old senior at Proviso West, said that the letter had a tremendous impact on West. He said that the suicides galvanized the district.

“There was definitely a lot of help for those students who were struggling,” Dixon said.

District 209 Supt. Jesse Rodriguez, who accompanied the students to Milwaukee along with a small team of administrators, praised the student advisory board members.

A Bellwood printing company owner celebrates 20 years Dawood Burhani, of Jamali Kopy Kat Printing, still in business after two decades as company’s owner

Dawood Burhani, the owner of Jamali Kopy Kat Printing, Inc., 2501 St. Charles Rd. in Bellwood, took a moment out of his busy day to celebrate a rare milestone for a small business.

“The business has been here for 46 years and I’ve owned it for 20 of them,” Burhani said.

A few hours earlier, Burhani welcomed into his store Bellwood Mayor Andre Harvey and members of the Bellwood and Maywood Chambers of Commerce, for a brief celebration that included cake and beverages.

Burhani has witnessed his share of change on this corner of 25th Ave. and St. Charles.

Burhani’s acute knowledge was on display while he reminisced on the building across the street from his store, where Shark’s Fish & Chicken is currently located.

The building, Burhani said, has changed hands often over the last two decades.

“It was once a Lucky Dog, a Happy Dog and some other kind of dog, too, before it became Shark’s,” he said.

The evolution is not unlike Kopy Kat’s, which has had to change its business strategy to accommodate technological shifts.

“We used to be an offset printing place and now we’re all digital,” Burhani said. “Offset is great for higher quantity, whereas digital is good for lower quantities. More and more people are doing lower quantities.”

“Some of it is just persevering,” Burhani said. “We fought through the 2008-09 collapse. We lost a lot of business. A lot of our customers went out of business. That’s when we went from offset to digital. I did a lot of personal investing to keep the business afloat for a while and now I’ve recouped all of that.”

Currently, Burhani said, many of his clients are local entities like area churches, school districts and villages — including Bellwood and Proviso Township High Schools District 209.

Sean Deady, a graphic artist with Jamali Kopy Kat, attributed the company’s longevity to three major competitive advantages.

“The custom service and design capabilities we have are what, I think, motivate people to keep coming back in for business,” Deady said. “Also, I don’t think there’s another place in the community where you can get office printing done while you wait.”

Burhani said that he fully intends to stay in business — hopefully for another 20 years.

“I’ve made it through the first 20 years and hopefully we can keep going,” he said.

“I don’t see any reason why we shouldn’t.

We have a better handle on how to manage our finances, so we can meet the customers’ needs and still do a decent amount of profit to keep going.”

Payless stores in N. Riverside, Melrose Park start liquidating Two are in North Riverside, one in Winston Plaza

Three more retail spaces will be vacated in North Riverside and Melrose Park in the next few months now that Payless ShoeSource Inc. has decided to liquidate its roughly 2,100 locations in the United States and Puerto Rico.

Two of the Payless locations are in North Riverside – at 2210 Harlem Ave. in the North Riverside Plaza Shopping Center and at the North Riverside Park Mall, 7501 Cermak Road – started liquidation sales on Feb. 18.

An employee of the Harlem Avenue store, which employs nine people, said liquidation could last until May. In addition, an employee at the Payless at 1234 Winston Plaza in Melrose Park said that location has also started liquidation sales,

but didn’t know how long the liquidation process would last.

In the meantime, Reuters reported last week that the company later this month will file for bankruptcy protection for the second time since 2017. Payless Holdings Inc. filed for Chapter 11 bankruptcy protection in April 2017 and closed 400 stores at that time.

The company subsequently was acquired by a group of creditors, which included the hedge fund Alden Global Capital, Invesco Senior Secured Management and Octagon Credit Investors, according to the company’s website.

Payless ShoeSource started in Topeka, Kansas, in 1956 and, according to its website, employs more than 18,000 people worldwide.

The Payless locations outside of the U.S. reportedly are not part of the liquidation plan.

It’s been a rough three years for retail in North Riverside, beginning in 2016 when Sports Authority closed its doors at 1900 Harlem Ave. A year later H.H. Gregg closed on Cermak Road, followed in 2018 by a triple whammy of losing Toys R Us, Carson Pirie Scott and Tony’s Finer Foods.

North Riverside’s already downsized Sears store at North Riverside Park Mall escaped the same fate earlier this month when a U.S. bankruptcy judge accepted a $5.2 billion dollar bid for the company’s assets by Sears Chairman Eddie Lampert, though industry experts doubt the long-term viability of Sears.

It hasn’t been all bad news, though clearly the face of big-box retail is changing in North Riverside.

Consign, an upscale furniture consignment shop occupies a portion of the former Sports Authority. The remainder of the former Sports Authority space will be occupied later this year by a Cook County Health and Hospitals System clinic.

What used to be the lower-level of Sears at North Riverside Mall is now half occupied

by Round One, a family entertainment complex. Amita Health will move into another part of the former Sears lower level later this year.

And earlier this month, North Riverside Mayor Hubert Hermanek Jr. announced a lease deal was imminent for a new tenant at the former Tony’s Finer Foods space at 7401 25th St., but that the prospective tenant was not a retail company.

“The legislation signed by the governor today is a reasonable, balanced approach that takes into account many of the concerns of the restaurant industry,” he said. “This was a compromise. I rebut anyone that says this wasn’t a compromise.”

The rollout of the increase will begin in January 2020, when the wage goes from $8.25 to $9.25 before hitting $10 on July 1. From 2021 to 2025, the wage will see a $1 bump every January until it levels off at $15.

Toia praised the bill for maintaining a tip credit which allows employers to pay tipped workers 60 percent of the minimum wage if tips make up the other 40 percent.

A training wage for teen workers is also included in the bill, allowing employers to pay 50 cents to $2 less than the regular minimum wage over the six-year rollout to workers under 18 years of age who work

fewer than 650 hours for an employer in a calendar year.

Small businesses with less than 50 fulltime equivalent employees will also be able to take advantage of an income tax credit which allows employers to keep 25 percent of the increased money paid to minimumwage workers from the previous year.

The 25 percent credit will decrease by 4 percent each year, leveling off at 5 percent for two years and extending an extra year for businesses with five or fewer full-time equivalent employees.

Lightford said an added benefit for business is the infusion of more money into the economy for those most likely to spend it.

MINUMUM WAGE Going up from page 1 Lightford, a Maywood Democrat who ushered Senate Bill 1’s passage through the Senate, said Pritzker “got done in 30 days” what she has been trying to accomplish for 10 years.

“I’m so grateful that I’ve been able to just stay the course,” she said.

Lightford, whose 4th District includes most of Proviso Township, has sponsored several minimum wage increases since 2010, when Illinois’ minimum wage last saw an increase of 25 cents to the current rate of $8.25. If any of those bills had passed, the current minimum wage would be more than $10 hourly today.

A bill she sent to former Republican Gov. Bruce Rauner in 2017 would have made the minimum wage $15 by 2022, but he vetoed the proposal.

Pritzker, Lightford and Illinois Restaurant Association President Sam Toia called the bill a compromise between business and labor interests, but Republicans blasted the effort in a news release shortly after the signing.

“This is only the beginning of J.B. Pritzker’s war on taxpayers and small business,” Illinois Republican Party Chairman Tim Schneider said in a statement. “Nearly doubling the minimum wage will destroy entry-level jobs, raise prices for consumers, and bust budgets at every level of government.”

The Illinois Retail Merchants Association and the Illinois Manufacturers’ Association have openly criticized the fast-tracked passage of the bill as well.

But Toia, whose restaurant association members employ more than 577,000 people in the state, said he was thankful for being

happy,” she said. “I’m just hoping that they’re able to take their little children to catch a movie or do something fun, because now the economic engine will be turning.”

But Republicans and business owners said Democrats are overlooking possible repercussions of the bill, including a potential loss of 93,000 to 96,000 jobs in the state, according to the conservative Employment Policies Institute and the National Federation of Independent Business, a small business advocacy group.

Democrats have rebutted the job loss numbers, and Pritzker touted his own business background and pointed to his budget address as containing businessgrowing measures, although he did not offer specifics.

Cook County passes ordinance to erase gang database The County Board voted on Feb. 21 to enact ordinance that would ultimately require officials to destroy database

Over the years, a gang database maintained by the Cook County Sheriff’s Office grew to include more than 25,000 names, as well as countless errors.

Now it’s on the verge of being dismantled.

The sheriff’s office would be prohibited from using or sharing its Regional Gang Intelligence Database — and required to ultimately destroy it — under a new ordinance enacted by the county board on Feb. 21.

The new law will also ban the sheriff’s office from feeding information into any other gang database maintained by outside agencies. And within 90 days, county officials will be required to hold a public hearing on how the regional gang database has been used.

Crafted during weeks of negotiations between county commissioners and the office of Sheriff Tom Dart, the ordinance passed the county board’s Criminal Justice Committee unanimously on Feb. 20. Since

the committee is made up of all 17 members of the county board, the measure is almost certain to be approved at the full board meeting Thursday.

“The terms ‘gang association’ or ‘gang membership’ have become a form of criminalizing mostly young people of color,” county Commissioner Alma Anaya, the measure’s chief sponsor, said during last Wednesday’s committee meeting. “The passage of the ordinance will be a major step forward for Cook County. We will serve as a national model.”

One commissioner after another echoed those sentiments. But several also noted that questions remain, even at the county level.

Among them: how the database was built and used, and whether to inform people who were included in it.

An earlier draft of the ordinance would have required the sheriff’s office to send written notifications to those individuals.

But that language was removed amid concerns from the sheriff and some commissioners that it could expose the

county to lawsuits.

The earlier draft also would have placed restrictions on gang affiliation data compiled by officials at the county jail. The sheriff’s office would have been responsible for an annual report detailing the race, age and gender of everyone it records as a gang member as well as the reasons why.

The new ordinance does not apply to the gang data from the jail.

Still, on last Wednesday community and legal groups welcomed the county’s proposed reforms.

Erasing gang databases altogether remains their goal, said Reyna Wences, an organizer with Chicago-based Organized Communities Against Deportations. “But definitely, looking for ways to change the way they’re operated right now is a good first step.”

Under the county law, the sheriff’s office would “enact the final destruction” of the regional gang database once it gets permission from a commission that oversees state public records laws. The ordinance

doesn’t provide a timetable.

The sheriff’s office is just one of several area law enforcement agencies to maintain databases tracking the alleged gang affiliations of thousands of people who have been arrested or stopped. The Chicago Police Department’s database had more than 128,000 people on it as of last year, while the state police maintain one with about 90,000 names.

Last July, the sheriff’s office released a partial copy of its regional gang database after I submitted an open-records request.

As I reported, the data included about 25,000 entries, including hundreds of people listed as dead and others with no gang affiliation, though that was supposedly why they were in the system. More than 350 police departments and other outside agencies had access to the information, yet people in the database were not offered an opportunity to address or correct it.

Lightford looks to include minorities in marijuana biz None of the 16 licenses distributed for marijuana cultivation facilities have gone to black-owned companies

As a proposal to legalize the adult recreational use of marijuana moves forward in the Illinois General Assembly, state Senator Kimberly Lightford (4th) wants to make sure the black community doesn’t get left out.

During a community forum she held on Feb. 11 at the Garfield Park Conservatory in Chicago, Lightford and a panel that included state Sen. Heather Steans (7th) — one of the co-sponsors of the current legalization bill — talked about the details of the proposal with pro-legalization organizations.

Lightford said that when medical marijuana was legalized, there were 24 licenses available for marijuana cultivation facilities; but none of the 16 licenses distributed so far have gone to African-Americans. Only one license went to a business with any kind of minority ownership.

Should recreational use be legalized, the number of cultivation and dispensary businesses would increase. Lightford said that she wants to make sure AfricanAmericans and other minorities have a good shot at securing those licenses going forward.

Steans said that her support for the legalization measure comes down to the fact that “prohibition hasn’t worked” and

that the war on drugs has hurt minority communities. That is also the reason why she wanted to make sure that those same communities would benefit from legalization. The big issue, Steans said, is that the process is “very opaque.”

Steans explained that, according to the bill she’s co-sponsoring, residents 21 and older would be able to purchase up to 30 grams of cannabis and cultivate “up to five plants” in their homes. They wouldn’t, however, be able to use marijuana in public and “driving under the influence will be illegal.”

Municipalities would have the power to either closely regulate cultivation centers and dispensaries for recreational marijuana or ban those facilities altogether. Employers and landlords would be able to adopt zerotolerance policies relating to recreational marijuana.

And recreational marijuana businesses would have to abide by the same packaging and tracking rules as medical marijuana businesses. Currently, the state tracks every single milligram of medical cannabis that private companies produce.

Although Steans said that legalizations isn’t a cure-all for the state’s budget woes, she added that the measure could generate around $525 million and create “at least 24,000 jobs.”

The senator has been working with the

Marijuana Policy Project, a cannabis policy reform organization, to create what she described as a “three-legged stool” approach to restorative justice.

Kareem Kenyatta, who works for project, said that this approach would include expungement of prior convictions for marijuana-related crimes, modifying the current licenses to expand opportunities for minority entrepreneurs to get involved by allowing a craft beer model for marijuana cultivation, and reinvesting revenues from taxes on legalized marijuana into minority communities hurt by the war on drugs.

Kenyatta said that the third leg would focus on job training and teaching entrepreneurs skills they need to start businesses.

Donte Townsend, the co-founder and media director of the Chicago chapter of the National Organization for the Reform of Marijuana Laws, agreed with Kenyatta and added that his organization would support establishing a Cannabis Equity Commission to figure out how to best use the marijuana tax revenues in minority communities.

Townsend added that aldermen who “pushed cannabis businesses out of [their] communities” shouldn’t get any of those funds.

Edie Moore, the chapter’s other co-founder and executive director, said that there should be provisions for what she described

as an Uber Eats-style service for those who need medical marijuana, but are physically incapable of getting to a dispensary on their own. And she also advocated for cannabis business incubators.

Daniel Pettigrew and NBA player Al Harrington co-own Viola Extracts, a Denver-based marijuana cultivation business. Pettigrew, who grew up in Chicago and currently lives in Hyde Park, was on hand to provide a black-owned cultivator perspective.

Pettigrew said that getting Viola Extracts off the ground was “challenging for [him and Harrington] as minorities.” They didn’t have a lot of examples to follow, and even though Harrington was a celebrity, the company had trouble raising money.

Pettigrew also explained that any Illinois black entrepreneurs wanting to get into the recreational marijuana industry just as the drug is set to be legalized are already at a disadvantage.

“There should be African-American cultivators in the existing medical [cannabis] program,” Pettygrew said. “Any new cultivators would be at disadvantage trying to operate in this space. If you don’t control pipeline, how much control do you have?”

Clergy group expands summer youth work program PTMAN’s program now headed to Forest Park

In 2015, Bishop Reginald Saffo, chairman of the Proviso Township Ministerial Alliance Network (PTMAN) and pastor of United Faith M.B. Church in Maywood, saw that many of the youth in Proviso Township lacked direction in life and were even getting into crime.

Feeling called to respond, he turned not to government but to the churches, and the Summer Youth Initiative was born. He appointed Rev. Albert Johnson, PTMAN board member, and a team of five church members to coordinate the program, which is also known as 4+4+4.

The mission of the initiative is “to keep our youth active while helping them to develop a good work ethic, enhance their skills for future employment aspirations, and acquire money management skills.”

To accomplish that mission, businesses commit to taking on a youth intern between 13 and 17 years old, who gets four weeks of experience working four hours a day, four days a week: 4 4 4. Businesses can become involved by being a host site, sponsoring a young person at $128/week, or doing both.

Some of the businesses serving as host sites last year were the Maywood Police Department, Triton College, Geek Repairs in Hillside, True Value Hardware in Broadview, and the Bellwood Public Library.

Host sites are not expected to pay their interns a salary.

“This is an internship, not a summer job,” Johnson emphasized. PTMAN does, however, pay the interns an $8/hour stipend.

When Rev. Johnson presented the program to the Forest Park Chamber of Commerce Board of Directors on Jan. 9, Eric Fjelstad, senior vice president and chief lending

officer at Forest Park National Bank, was impressed enough to share the program with Don Offermann, another senior vice president at the bank who oversees charitable contributions.

What impressed Offermann was the initiative’s emphasis on youth, which dovetailed nicely with the bank’s focus on children in its charitable work. He also agreed with turning to the churches instead of government for funding.

“Bishop Saffo wanted to challenge the church to create the initiative,” Rev. Johnson explained. “We believe in a God who is creative, and if we are made in God’s image, then we, the church, need to create something.”

In an interview with Village Free Press in 2017, Saffo said “he wanted to demonstrate that local institutions, particularly churches, could drive the local economy in their own ways, independent of government funding.”

Offermann found the details of the program had been worked out in a professional manner. Students applying to participate as interns must have recommendations and then sign a code of conduct, which includes

being well groomed, on time, and respectful of superiors. Each site supervisor also receives a detailed manual outlining what is expected of them.

What also convinced Offermann to be the program’s first partner was the initiative’s track record. In its first year, 2016, 10 students, 30 sponsors and 10 hosting sites participated. In 2017, the number of students increased to 20, and the following year 30 youth were involved. The number of sponsors and businesses committing to be host sites followed suit.

The DuPage Unitarian Universalist Church was so taken with the Summer Youth Initiative, they implemented the same kind of program last year in Naperville.

Forest Park National Bank has been committed for many years to having two students from Christ the King High School on the West Side of Chicago work as interns one day a week for the whole school year and has paid the entire year’s tuition of $15,000 for each student.

“Almost all of them have been terrific kids,” Offermann said. “They come from tough life situations and become productive for us. They start out doing work like folding

letters and stuffing envelopes and copying documents, but we always try to upgrade the work they do for us when they are ready.

We have one young man whom we will soon promote to being a teller while he is still in high school.”

Offermann noted that when he and bank President Dan Watts became familiar with PTMAN’s initiative, they concluded, “This is something a community bank should take a close look at. These are the kinds of things we should support.”

The bank decided to begin its involvement by “dipping its toe in the water,” issuing a check to PTMAN for $256 and committing to be a host site for the first two of the four weeks this summer with the strong possibility of extending their commitment to the last half of the program.

Bishop Saffo, Rev. Johnson and the Summer Youth Initiative team dream about extending the program to more than four weeks to increase its impact on the young people. Another dream is to get big corporations involved.

Offermann is on the same page as PTMAN. Because residents entrust their money to them, they have a good faith responsibility to invest in the community. He acknowledged that he might get more productivity out of a full-time employee but “that calculus is not always what we are after.” Kids need work experience, but they also need a basic sense of dignity, which intern experience can often provide.

Saffo said he hopes “the program can help teenagers find what it is that fulfills them and gives them purpose.”

Two businesses coming to Broadview Plastics distributor, nurse training school were granted licenses on Feb. 4

During a meeting on Feb. 4, the Broadview Board of Trustees unanimously approved business licenses for two companies that will be operating in the village soon.

Vital Signs Healthcare Training Institute will train certified nursing assistants starting this spring and Reynolds Advanced Materials distributes rubber, plastic and foam materials. The company already has a location in Countryside.

According to the license application, Vital Signs is owned by Evelyn Young-

Huff, of Romeoville, with Patricia Davis, of Bellwood, serving as vice-president. YoungHuff had been looking to locate in Maywood before coming to Broadview.

The training center will operate on land owned by the Broadview Park District at 2400 S. 24th Ave. According to an online event listing, it will begin offering classes on April 1.

During the Feb. 4 board meeting, trustee Sherman Jones, who previously served as Broadview’s mayor, mentioned that the move has been in the works for several years. “[Young-Huff] was going to come here

a few years ago,” he said. “I’m glad she’s coming now. I think it’s a great opportunity.

Meanwhile, Reynolds Advanced Materials will be opening its Broadview facility at 2600 Lexington Street, in an industrial building previously used by the A&H Bindery, a professional book-binding and restoration company that has since moved to Buffalo Grove.

RAM is based in Easton, Penn. Aside from the Broadview location, it has a total of nine locations. The Countryside location is the only one in Illinois.

As Brandon Hingtgen, who will serve as the Broadview branch manager, explained

to the village board, his employer primarily serves as a distributor, but also does “some retail” business.

“Our customers are artists that make props for theme parks [and] haunted houses,” he said.

Broadview building commissioner David Upshaw said that industrial companies use their products as well.

When asked if any of the products pose hazard, Hingtgen siad that “about five percent” of the inventory is hazardous.

NOTICE IS HEREBY GIVEN that request for qualifications for Construction Management Services for the above named school district will be submitted to the District at the date, time and place indicated above.

2. 3. Sealed submission shall be delivered to the School District Administrative Office, 8601 Roosevelt Road, Forest Park, IL 60130 at any time prior to, but no later than 10:00 A.M. Local time, on March 15, 2019. Each submission must be in a sealed envelope that clearly identifies the construction management firm name and the phrase “Request for Qualification and Proposals–Construction Management Services”.

4. District 209 reserves the right to reject any or all submissions received, waive any informalities and irregularities in the submissions received, and make an award in the best interest of District 209. District 209 reserves the right to terminate this RFQ/P at any stage and/or re-issue a subsequent solicitation.

District 209 reserves the right to contact any Respondent for clarification and additional interviews and to negotiate or terminate negotiations if such is deemed in the best interest of District 209. This RFQ/P does not commit District 209 to entering into a contract. District 209’s decision shall be final and not subject to recourse by any person, firm or corporation.
