Cook County Board President Toni Preckwinkle announced the formation of an Affordable Housing Task Force during a visit to Maywood on Feb. 20.

Preckwinkle made the announcement during a formal groundbreaking ceremony for the $19.5 million, five-story apartment building at 800-820 S. 5th Ave. in Maywood.

of spectators. That he was standing there at all was a feat.

Just five weeks after undergoing heart transplant surgery, Greg Foster, 61, is feeling his second wind.

“This feels great,” Foster said at Saturday’s invitational. “I really didn’t

know what was going to happen. I thought I’d still be in the hospital. They told me I’d be there anywhere from a day to six months or longer, so I was surprised when they told me they had a heart for me.”

Maywood Police host annual Cops, Kids, Conversation and Candy event On Feb. 15, the Maywood Police Department held its second annual Cops, Kids, Conversation and Candy, at the Lightford Recreation Center, 809 Madison St. in Maywood.

Nearly 100 people attended the event, which was organized by members of Delta Sigma Theta Sorority. Maywood Police Chief Valdimir Talley’s team — which included Maywood Police Department Community Resource Liaison Carmen Rivera; Maywood Police Interns Carolyn Rivera and Kimba Gilmore; Maywood Officers D’Shaun Bowden and Sean Early; and a guest police officer from Forest Park — helped staff the event.

Other guests included Assistant Attorney General Cordelia Coppleson, from Illinois Attorney General Kwame Raoul’s office, and Cook County Circuit Court Judge Cheryl Ingram.

Supporters of the event included NOBLE (National Organization of Black Law Enforcement), the United Methodist Foundation and Lite Leaders, which organized a paid staff of teenagers to help with the event. The attendees were treated to a complimentary lunch catered by Maywood’s Meal of the Day Café, with owner/operator Anthony Williams and his staff on hand to serve food.

Each participant departed the event with new goals for their homes and community, and a Maywood Police Department goodie bag that contained vital resources on topics discussed, contact information and candy donated by Ferrara Candy Company, headquartered in Chicago with manufacturing plants in Bellwood and Forest Park, among other locations.

Police apprehend suspect in hijacking, armed robberies Maywood raises the Pan-African flag For what is likely the first time in the village’s history, the Pan-African flag is flying over Maywood’s Village Hall, 40 Madison St. Village workers hoisted the flag last week after Maywood Trustee Kimyada Wellington proposed the idea of raising the flag to the Maywood Board of Trustees on Feb. 18. Wellington said she was motivated to propose the idea after the state of Illinois raised the red, black and green flag over the capitol building for the first time in the state’s history earlier this month.

On Feb. 5, Gov. JB Pritzker tweeted that “for the first time in state history, a PanAfrican flag is flying above the Illinois State Capitol” in honor of Black History Month.

A man who police suspect is connected to a hijacking and multiple armed robberies in Maywood has been arrested and charged, according to a statement released

by Maywood Police on Feb. 24.

Tywan Starks, of Maywood, was apprehend in Oak Park on Feb. 17, after police discovered him driving a 2019 Ford that reportedly belongs to a female victim that Starks allegedly hijacked at gun point in Maywood on Feb. 10. Starks, who is also known as Ty, “fled from Maywood Police and was apprehended in Oak Park,”

according to Maywood’s statement.

“He was then turned over to the Berwyn Police Department, for a Berwyn armed robbery investigation,” Maywood Police explained. Starks was charged with two counts of armed robbery, in connection with the armed robberies of Al’s Drive-In, 80 Madison St. in Maywood, and Magallanes Tacos, 620 S. 5th Ave. in Maywood. Those robberies happened in January, police said.

Maywood Police said that the arrest was the result of a combined effort involving Maywood patrol officers, the department’s Tactical Response Team and its investigations unit. They added that Berwyn Police were able to clear an armed robbery involving Starks, who may also be connected to crimes in other jurisdictions.

Maywood detectives are currently investigating those other incidents, police said. Anyone with information on these cases is urged to contact the Maywood Police Department Investigations Unit at (708) 450-4471, or the department’s anonymous tip line at (708) 450-1787.

Maywood man killed in Chicago A Maywood man is dead after a recent shooting that happened in Chicago, according to the Maywood Police Deputy Chief Elijah Willis.

Jerrell Hughes, 25, of Maywood, died from multiple gunshot wounds and was pronounced dead at 4:40 a.m. on Feb. 16, according to the examiner’s office.

Maywood to embark on $2.1M in alley, street repairs this summer

During a regular meeting on Jan. 21, the village board voted unanimously to authorize the work.

Three alleys and four stretches of residential roadway in the village will see improvements. During the Jan. 21 meeting,

Maywood Village Manager Willie Norfleet Jr. said that the village may add funds for two more alleys during the upcoming budget process. All of the construction work will be funded through the Madison Street Tax Increment Financing (TIF) district, officials said.

“I do know that people have asked for 13th Avenue and 14th Avenue, from Randolph

to Washington,” Norfleet said, before audience members called out another alley needing repairs located near 15th and Madison. Trustee Isiah Brandon advocated for the alley on the 900 block of 9th Avenue.

“It falls within the Madison St. TIF and touches Madison Street,” Brandon said.

“I’ve been bringing this alley up for the last two years.”

Norfleet said that only part of the alley may qualify for TIF funding, before indicating that officials will look into the matter in the future.

The subject of alley repairs has been a sore point for residents in areas that are outside of TIF districts, where funding for infrastructure repairs are much harder to come by due to the fact that the village does not have sufficient funding outside of TIF dollars or matching grants to pay for the improvements, village officials have explained.

Construction on the streets and alleys is scheduled to start June 1 and should be completed by Sept. 30, village officials said.

Maywood fire, police chiefs give 2019 annual updates Structure fires halved, homicides tripled in 2019, they say

During two separate annual reports presented to the village board during a meeting on Feb. 4, Maywood Police Chief Valdimir Talley and Maywood Fire Chief Craig Bronaugh gave updates on the state of the village’s public safety in 2019.

“We had 14 structure fires [in 2019], down from 27 [the year before],” Bronaugh said, adding that there were around 78 non-structure fires, including those in automobiles, rubbish and other small areas.

He said that six years after the village’s ambulance fleet and ladder truck were in disrepair, the ambulance fleet rotation “is strong” and the ladder truck problem has been resolved with the village’s purchase of a new aerial ladder truck, which the department acquired in early 2019.

In his department’s annual review, Talley said that the department recorded 8,094 service calls, a number that he said isn’t accurate due to Maywood moving into the new IKE 911 Center in Broadview last year.

The chief said that the department recorded 10,953 premise checks alone.

“The programs don’t talk to each other,

so the information doesn’t come out as accurate as I’d like it,” Talley said. “The next report should all be on one system, so it’s indicative of what we do. It’s important [the board] has all that information, because we need to disabuse comments from people who try to disparage the police department.”

Talley said that the village had 12 homicides in 2019, three times more than in 2018, when the village only recorded four homicides.

The village had 10, 5 and 13 homicides in 2017, 2016 and 2015, respectively.

“What you have to understand is that anything that occurs in Chicago, because we’re 10 miles west of Chicago, will kind of follow into Maywood,” Talley said. “We do have strategies and as we see those increases in staff you have authorized, we’ll have more strategies to address those issues.”

Talley said that “we are seeing good things,” such as a 61 percent reduction in robberies in 2019 from the previous year.

He added that the department’s narcotics and tactical units did two search warrants a month in 2019, which allowed them to seize 52 weapons that year.

The chief explained that the department is short by nine sworn police officers —

the department needs four more full-time officers and five more part-time officers on a force that numbers only 60 sworn police officers, supervisors and top brass.

The personnel shortage has had an effect on a variety of areas, Talley said.

“One of the goals was to increase firearm and narcotics enforcement activities, but because of [a lack of] manpower, we had to cut those tactical teams down on certain time frames,” Talley said. “Once we see increased staff, we’ll be back stronger.”

The shortage of officers also affected the department’s attempt to earn accreditation from the Commission on Accreditation for

Law Enforcement Agencies (CALEA), a national credentialing authority.

“In 2016, we received a grant and were members of CALEA, pending an assessment,” Talley said. “We’re kind of out of favor right now in that movement because the staff assigned to it retired out. It took us almost a year to get replacement staff, but that staff became injured.”

The attempt to gain CALEA accreditation, the chief said, has since been put on hold indefinitely. He said he wasn’t sure if the department will be in position to resume its attempt to earn the credential.

The department also “failed to re-charter our Explorer program,” which is designed to give young adults opportunities to explore careers as police officers. Talley said that the department couldn’t recruit enough young people to be in the program.

“We tried everything we could,” he said.

“We’d had a village-wide Explorer initiative and the only people there were Explorer advisers … But that doesn’t mean we’ve stopped our efforts at getting young people involved in youth programs, because I know it reduces crime.”

The group will include county government officials, along with experts in a range of areas — from housing policy and advocacy to financing and development.

The task force is set to launch this spring, with a final list of members to be announced sometime in March.

They’ll meet on a bi-monthly basis going forward, Mathiowdis said.

“Investment in affordable housing is a critical

component in our work to build vital communities throughout Cook County,” Preckwinkle stated in the release, before referencing the Maywood apartment development. “The need is growing by the day while resources are diminishing. This project represents another step in the right direction as we address this need moving forward.”

Interfaith Housing Development Corporation — the nonprofit that is developing the apartment complex — closed on its purchase of the village-owned lot in December. McShane Construction Co. started work on the development in January.

The building will include studio, one-, two- and threebedroom units, in addition to 5,500 square feet of retail space on the ground floor. The apartments will provide housing for people at or below 60 percent of the area median income (AMI). “[Sixteen] of the units are designated for households at or below 30% AMI; 28 units are for households at or below 50% AMI; and 28 units will support households at or below 60% AMI,” Mathiowdis explained int the release. “[Nineteen] of these units will be targeted to special needs populations, including eight units set aside for homeless veterans and 11 units for tenants selected from the Illinois State Referral Network.”

Stumped by Maywood’s zoning ordinance? There’s a guide for that

The village of Maywood was featured in the Chicago Metropolitan Agency for Planning’s (CMAP) Local Technical Assistance (LTA) program spotlight on Feb. 21. The agency lauded the village for developing, with support from CMAP’s LTA Assistance program, a zoning reference guide that’s designed to make it easier for residents, business owners Front-Loaded Attached Garage Regulations: 3-D View and other stakeholders to navigate the village’s Zoning Ordinance.

Using 2-D and 3-D images, as well as modern diagrams, the guide illustrates major features of the village’s Zoning Ordinance, such as renewable energy features, driveways, fences, wind turbines and awnings. The guide is available in both Spanish and English..

According to Maywood’s Community Data Snapshot, which is a series of community profiles based on U.S. Census Bureau data, Maywood’s Hispanic population jumped from 10 percent in 2000 to 25 percent in 2017.

“Village officials said the guide’s visual nature has helped them communicate more easily with applicants seeking to improve their property,” CMAP officials explained in the agency’s weekly email update.

The guide was published in June 2019, CMAP officials explained. The agency’s LTA program, which supported the guide’s creation, is funded by the “Federal Highway Administration (FHWA), Federal Transit Administration (FTA), U.S. Department of Housing and Urban Development (HUD), Illinois Department of Transportation (IDOT), and the Chicago Community Trust,” according to a note within the guide.

In a GoFundMe page created by his children, Foster’s son, Bryce, recalled the heady moment doctors informed his family that they had found “the perfect heart” for his father.

The qualities that made Foster an Olympian and four-time world champion in the 110-meter hurdle has helped the worldclass athlete on his path to recovery.

“The donor heart was flown in from South Dakota,” Bryce said, before explaining that the surgery started at 7 a.m. and ended at 1:30 p.m. The doctors told Foster that he’d be in the hospital for up to three weeks, but Foster left after eight days, Bryce said.

During Saturday’s meet, Foster said that he’s currently “feeling fine,” but is still adjusting to his medication.

year,” Foster said. “It’s the start of the hurdles. I stand up, but they never shot the second gun to signal the false start. By the time I take off, my competitors are clearing the first hurdle. I ended up winning the race, anyway.”

Foster said that he’s optimistic about the current crop of track and field athletes at Proviso East, which finished the meet fifth overall with 39 points. The team’s star, Isaiah Tyler, was the meet’s MVP. He won the high jump and the 200-meter dash, and came in second place in the long jump and the 55-meter dash, according to Marc Jones, the team’s coach.

“I think we’ve got some great kids,” Foster said, before sharing some of the wisdom he often imparts on the students he works with as coordinator of community engagement at the Mary Institute and St. Louis Country Day School in St. Louis, where he lives.

“The problem with most kids, not just at East, is that they don’t always think about the academic part as much as they should,” he said. “If I’m a college coach and you have talent, it doesn’t matter, because the first questions I’ll ask are, ‘What are your grades? What are your test scores?’ If you don’t have those, there’s really no reason for me to recruit you.”

Asked about how he’s coping with his medical bills, which he estimated to be about $1.3 million, Foster said that he’ll only need to pay about 20 percent of that total cost.

“I’m not worrying about,” he said. “I appreciate whatever [support comes].”

‘Just Mercy’ themes resonate beyond screen West suburban Rotary Clubs discussed film, honored late attorney Karen L. Daniel on Feb. 22

On Feb. 22, the Rotary Clubs of Maywood, Proviso Township, Cicero, Stickney, Berwyn and Oak Park-River Forest hosted a screening of the new movie “Just Mercy” followed by a panel discussion on a flawed criminal justice system— a theme that dominated the film and the life of the late Oak Park attorney Karen L. Daniel, on whom Rotary posthumously bestowed one of its highest honors. “[Daniel’s] work, in my estimation, is part of African American history,” said Talei Thompson, the assistant district governor of Rotary International District 6450, which includes the above Rotary Clubs. Talei presented members of Daniel’s family with the Paul Harris Fellowship recognition, which they accepted on her behalf.

“I thank her so much for being a champion, freeing individuals who were wrongly convicted. Individuals from my community — both the South and West Sides of Chicago,” said Thompson, a native of North Lawndale. “I think that it’s worth being in history books that children should be reading about for decades to come.”

Daniel, 62, died last December, when

she was struck by a car while walking her dog in Oak Park. She had retired as co-director of Northwestern University Law School’s Center on Wrongful Convictions the year of her death.

According to the center’s biography of Daniel, at least 20 of her clients were exonerated or freed from prison.

Rotary created the Harris Fellowship recognition in 1957 to recognize “individuals who contribute, or who have contributions made in their name, of $1,000 to The Rotary Foundation of Rotary International,” according to the organization’s website. The foundation supports a range of philanthropic efforts around the world, such as providing medical services and treated mosquito nets to prevent malaria.

During Saturday’s panel discussion, Rotarians and other community members

reflected on their own experiences with a criminal justice system that ensnared Walter McMillan, an African American man who was wrongfully convicted of a 1986 murder in Alabama.

The film “Just Mercy” dramatizes the effort of Bryan Stevenson, McMillan’s young defense attorney, to appeal McMillan’s conviction.

The movie is based on Stevenson’s 2014 memoir of the same name.

Osei David AndrewsHutchinson, the former governor of Rotary International District 6450, said that the film underscored for him an often overlooked aspect of police brutality, which he said is a form of terrorism.

Once, Atlanta police pulled a gun on Stevenson, who is black. The young attorney, then in his 20s, was simply sitting outside of his home listening to the radio.

“I think we need to start naming it as that,” said Andrews-Hutchinson, who said the film’s dramatization of moments like that one resonated with him, because he’s experienced them himself.

“As an African-American male, when I’m stopped by the police and when I encounter those situations, I’m being put in a terrorist situation … Unfortunately, we only see terrorism one way in this country, but there is terrorism that happens on a daily basis in a number of our concerns, but it’s never labeled as that.”

Xavier Ramey, the CEO and lead strategist of Justice Informed — a Chicago-based consulting firm that specializes in social justice issues — put forth an “invitation to justice” that he said “too many people are declining.”

Andrea Lewis, a Northwestern law professor affiliated with the Center on Wrongful Convictions and one of the day’s panelists, said that Daniel was her teacher and mentor.

When prompted by Ramey to define what justice means to her, Lewis said that “justice is earning an equitable result.”

Broadview takes out $6M loan for infrastructure repairs Board voted on loan to cover much-need water main, street, sidewalk repairs, on Feb. 18

During a regular meeting on Feb. 18, the Broadview of Board of Trustees unanimously approved an ordinance authorizing the village to take out a $6 million low-interest loan to pay for critical water main, street and sidewalk repairs. Trustees Sherman Jones, Verina Horne and Judy Miller were absent.

The loan, which is from the Illinois Environmental Protection Agency (IEPA), would come with roughly 2 percent interest rates and is expected to be paid off over 20 years.

During a regular board meeting on Feb. 3, Chris Baker, of Hancock Engineering, said that the loan will be used to improve the water main on 25th Avenue, between Fillmore and Roosevelt; in the alleys just north of Roosevelt Road, between 25th and 18th; and on the south side of Roosevelt Road, from 18th to 10th. Baker added that the improvements will also involve the reconstruction of alleys on the north side of Roosevelt, between 25th and 18th, along with some sidewalk replacement and street patching.

Village officials said on Feb. 18 that the $6 million loan should help alleviate the

Broadview officials have explained that they increased the water rates in order to shore up the water fund, the revenues of which had been gradually drawn down after the village opted not to pass on water rate increases from the city of Chicago and the Broadview-Westchester Joint Water Agency, both of which supply water to Broadview.

“The Broadview-Westchester Joint Water Agency district passed on costs to Broadview, but Broadview didn’t pass the full costs on to the consumer,” Hood said on Feb. 18. “While we increased rates five times in the last 11 years, the cost to Broadview increased nine of those 11 years. And even when the village increased costs to the consumer, it did not raise them enough to recoup the costs it incurred.”

Hood said Broadview went from bringing in $800,000 to $900,000 a year in water revenue to being “worried about breaking even” in 2015, when the board at the time was faced with one of three choices.

One choice was to recoup the lost revenue from all past increases, another was to

chronic issue of water main leaks in the village.

“Over the last five years, the costs of emergency water main repairs has been $2.1 million,” said Broadview Mayor Katrina Thompson on Feb. 18. “But from 2006 to 2020, we spent $6.7 million, almost $6.8 million in emergency water main repairs.”

Thomas Hood, the village’s budget officer, said that the number of man hours spent by employees, contractors and other entities looking for leaks is harder to quantify.

“A lot of this effort is either employees getting paid by the hour or people didn’t charge us,” he said.

All three trustees who were absent at the Feb. 18 meeting where the loan was authorized expressed a range of reservations about the measure at a regular meeting on Feb. 3.

Their concerns included what they felt was a lack of input on the matter by the village’s Water, Drainage and Health committee, which Miller chairs; and the fear, expressed by Jones, that the village had increased water rates only to take out a loan they weren’t certain to get.

Starting Jan. 1, water rates in Broadview increased by $0.30 — going from $6.60 per 1,000 gallons to $6.90 per 1,000 gallons — and

increase only by the Chicago’s 15 percent rate of increase for 2015 and the last choice was a middle-of-the-road proposal to increase rates by 25 percent in 2015 while recouping the remaining lost revenue in future years.

Hood said that the board at the time voted to only increase the rate by 15 percent in 2015, which was not an option the administration and finance department had proposed.

“Luckily, rate increases in 2017, 2018 and 2019 were relatively small – 2, 3 and 2 percent, respectively – so we’re not in trouble yet, but we realize if we don’t do something now, that’s where we’re going,” Hood said, adding that the village “looked at all of our options of financing” before settling on the IEPA loan.

“Six million dollars sounds like a lot to me and you, but it’s only a small bite of this overall project,” Hood said. “Over time, in the next 15 to 20 years, we’ll spend a lot of money redoing our infrastructure. A lot of it is 70, 80, 90 years old.”

Hood added that the most important factors usually used to determine the financial health of government bodies are the debt limitation rules governing how much municipalities can borrow.

Pritzker paints two budget pictures One with graduated tax, one without it; Republicans say choice is false

SPRINGFIELD – Gov. JB Pritzker has tied his second-year state budget proposal to the unfinished marquee policy initiative of his first year – a constitutional amendment that allows the state to impose higher income tax rates on higher income earners.

If voters approve that graduated income tax initiative in the November general election, Pritzker is asking for a roughly $1.6 billion increase in state general revenue fund spending for the upcoming fiscal year, which begins July 1.

That would bring total state spending in that fund to just over $42 billion, helping to pay for a $350 million increase in K-12 education, a 5-percent increase in higher education operating funds and an increase in contributions to the state’s backlog of unpaid bills and unfunded pension obligations.

If the constitutional amendment fails, overall state spending would increase by about $200 million from a year ago in the general fund under the governor’s proposal, equaling roughly $40.6 billion. In that scenario, $1.4 billion in spending authority would be held in reserve in a combination of budget cuts and withholding of new spending on state programs.

“Because this reserve is so large, it inevitably cuts into some of the things that we all hold most dear: increased funding for K-12 education, universities and community colleges, public safety and other key investments – but as important as these investments are, we cannot responsibly spend for these priorities until we know with certainty what the state’s revenue picture will be,” Pritzker said in his budget address in the Illinois House chamber on Feb. 19.

To pass, the graduated tax needs approval from 60 percent of those voting on the question or the majority of those voting in the election in November.

But Republican leaders in the General Assembly argued that the choice between the two budgets is a false one, and Pritzker’s address was nothing more than a sales tactic for the graduated tax.

“The reserves he’s calling for are a marketing plan to sell his (graduated tax) increase,” Senate Minority Leader Bill Brady, R-Bloomington, said. “If those resources weren’t there, I don’t think this is the way he would have approached the spending plan and it’s not a way we would approach it.”

Both House and Senate Republicans called for “greater efficiencies” and reduced state spending in certain state agencies. They also said $656 million in increased base revenue projections for the fiscal year mean the level of state investment in programs from a year ago can be maintained without new tax revenues.

House GOP Leader Jim Durkin, of Western Springs, also pointed to a surplus of roughly $180 million from the current year’s operating budget as a sign of the effectiveness of bipartisan budgeting.

“We have the money to be able to fulfill our obligations in every need for the state of Illinois,” Durkin said in a news conference.

“So, to say that you go on two different tracks and say, ‘Well, you know, if you don’t pass a constitutional amendment, we’re going to have a world of hurt that’s going to be delivered upon state employees, and also state retirees as well, and health care providers.’ I just felt that that’s a wrong approach.”

Spending Increases If the graduated tax passes, the new rates would effectively increase the tax burden on individuals and couples making more than $250,000 while keeping it level or lowering it modestly for all others. The tax increase would go into effect on Jan. 1, 2021, meaning half of the budget year, which runs from July 1 to June 30.

Republicans who oppose the graduated tax say no new revenues are needed and the rates could be changed to raise taxes on more Illinoisans in future budget years.

While the governor’s office expects annual revenues from the tax to be $3.6 billion once it is in effect for a full year, budget officials said Wednesday they can expect only $1.4 billion in revenue from payroll withholdings for fiscal year 2021.

The proposed budget – with or without graduated tax revenues – includes the full $8.6 billion general revenue fund contribution to the state’s pension fund that is mandated by law. That would be about 20 percent of all general fund spending, and another $100 million would be dedicated for that purpose if the graduated tax passes.

Also with or without the graduated tax, funding for the Department of Children and Family Services would increase by 20 percent, or about $147 million, in the governor’s proposal.

“We will increase (DCFS) personnel numbers by nearly 150 new staff — that’s on top of the 300 workers we added over the last

year. This would represent an 11 percent staffing increase over the past two years,” Pritzker said.

A l s o independent of the graduated tax’s success is a proposed $50 million increase to Monetary Award Program grants that help students with financial need afford college, as well as other added investments in early childhood education and other social service programs.

If Graduated Tax Fails

If the graduated tax fails, a 5-percent increase for public universities and community college operating grants would be withheld, as would $40 million in categorical funding for school districts, $42 million in Medicaid provider rate increases, $40 million in rate increases for the seniorbased community care program and $3.5 million in costs for another Illinois State Police cadet class.

For K-12 education, a state law passed in 2017 sets a target of $350 million of added funding for an evidence-based distribution formula each year. With graduated tax revenues, that number would be met.

Without, the proposed budget would only include an added $200 million in K-12 spending.

Local governments would see funding from sales and income taxes decrease by 5 percent, bringing total proration of that funding program to 10 percent.

A budget without the graduated tax would also withhold $400 million in contributions to state employee group health insurance, put off payments of $300 million in corporate income tax refunds for the fiscal year and cut $30 million in funding for Open Space Land Acquisition and Development grants.

Another $100 million in transit cost expenditures would be shifted from the general revenue fund to the road fund.

Other Budget Notes Pritzker also noted that the budget included $45 million in revenue from the legalization of adult-use marijuana. That’s about 45 percent of the tax revenue from the program, with the remainder going to reinvestment programs in communities adversely impacted by the war on drugs as

well as mental health and drug conviction expungement programs.

Republican legislative leaders said they would push to separate the budget from any proposed graduated tax revenues, however.

When asked if Republicans in his caucus would support a budget with significant funding in reserves on the contingency of the graduated tax passage, Brady said “hypothetically, I don’t see that.”

“I think my caucus just wants to see a balanced budget,” Brady said. “We have to live within our means. We believe we can do that and still meet educational needs, child safety needs, pension responsibilities and some other needs that are out there.”

While Pritzker noted in his speech that he included $225 million in savings through government efficiencies – including $175 million in health care costs for state employees, $25 million in late payment interest savings, $25 million in spending reductions at the Department of Corrections and $15 million in enhanced revenue collections at the Department of Revenue – Republicans said more budget cuts can be realized if the governor takes a bipartisan approach this year.

“I’m prepared to keep an open mind and reach a conclusion at the end of May,” Durkin said, “but there are certain parameters that Republicans are going to have to demand.

And that is, we don’t feel that we have to have a budget that is going to be conditioned upon this pixie dust that is spreading through the capital and this constitutional amendment.

It’s just not right.”

Democratic leaders from the General Assembly said they are ready to work with the governor as well.

“The governor’s budget proposal is an important starting point in a process that will require many tough decisions,” House Democratic Majority Leader Gregory Harris, of Chicago, said in a statement. “We look forward to working with the governor and our colleagues on both sides of the aisle to pass an on-time balanced budget that lives within our means, funds critical services, helps stabilize state finances, and continues to build a stronger Illinois.”

Senate President Don Harmon, D-Oak Park, called Pritzker’s budget a “solid proposal” that “starts an important conversation about where our state is going and what kind of state it will be.”

“I applaud his emphasis on the need to tackle college affordability and his recognition that early childhood education is the best investment we can make in our future,” he said. “The bottom line is this proposal is a great starting place for the work we’ll do in the coming weeks, work that I hope will again bring Republicans, Democrats and the governor together in balancing the budget, funding priorities and moving Illinois forward.”

Three’s company As PMSA’s enrollment increases, D209 looks to replicate the school at East and West

If all goes according to an ambitious plan laid out by administrators last week, there will not be one Proviso Math and Science Academy in Proviso Township High Schools District 209 — there will essentially be three.

In a lengthy interview on Sept. 4, D209 Supt. Jesse Rodriguez explained that the district is seeking to open math and science academies at Proviso East and Proviso West that replicate PMSA’s academic curriculum while continuing to increase the student population at the selective enrollment school in Forest Park.

Rodriguez said that the expansion will benefit students in the district who have the capability of excelling in PMSA’s academically rigorous curriculum, which notably includes the International Baccalaureate Diploma program.
