D209 challenger touts unity, resources for all Sandy Aguirre, of Melrose Park, is only D209 candidate not part of a slate

The race for three open seats on the Proviso Township High Schools District 209 school board has been dominated by two three-person slates with eerily similar names — Proviso Together and Proviso United — so the average voter might be forgiven if they fail to recognize that there are actually seven people in the running.

Sandy Aguirre, a longtime Melrose Park resident, said in a recent interview that she’s hoping to distinguish herself from the field by focusing on issues like providing more resources for all students in the district and reaching out to feeder districts and local elected officials.

Aguirre said that she was recently approached by two young people who attend Proviso West and don’t speak English, because the school lacks resources, such as English Language Learner (ELL) teachers, for Spanish-speaking students.

“Inclusion is how we make this work,” she said. “All of our children have to attend these high schools. When we unite resources and we’re inclusive, our kids will see it and feel that they’re being heard and appreciated.”

Aguirre added that, if elected, she’ll commit to attending the board meetings of D209’s feeder districts and reaching out to mayors and trustees in various municipalities in Proviso Township — something, she said, she’s already started to do during her campaign.

“I’ve already talked to several mayors,” she said. “I’m trying to reach out to all of them.”

That outreach has prompted speculation among some political observers in the township that Aguirre could be Melrose Park Mayor Ron Serpico’s way of reasserting

HOUSING FORWARD Braced from page 1 About 40 percent — or $3.3 million — of Housing Forward’s $8 million budget comes from U.S. Housing and Urban Development (HUD) grants, an agency that closed during the longest government shutdown in history earlier this month.

President Donald Trump and Congress agreed to temporarily reopen closed federal agencies without providing additional funding for the president’s border wall on Jan. 25. Their agreement keeps the government open until Feb. 15, providing time for negotiators to try to compromise on border security and immigration policy, arguments over which essentially caused

political influence on the D209 board just as the district gears up to spend nearly $100 million on phase one construction projects related to its facilities master plan.

In 2017, Proviso Together — a grassroots coalition of community activists from various Proviso villages with a strategic base in Forest Park — won a 7-person supermajority on the board. Since then, one of the party’s members, board member Della Patterson, of Maywood, has withdrawn her support and is backing Proviso United.

Complicating the party’s efforts to maintain unity, board member Sam Valtierrez, a Melrose Park resident elected in 2017 on the Proviso Together slate, helped circulate petitions for Aguirre. Mayor Serpico also helped Aguirre circulate petitions.

During last weekend’s interview, Aguirre eagerly addressed the speculation, explaining that she and Valtierrez have been community activists in Melrose Park for years.

“Sam and I started out together,” she said.

“There was a feeling of a little bit of insecurity,” Schueler said during the last shutdown.

She said Housing Forward uses its grant funding to provide housing vouchers and pay landlords for more than 200 at-risk tenants in several communities, including Forest Park, Oak Park and Maywood. During the 35-day shutdown, Housing Forward still received grant funding from HUD’s reserves but heard there could be delays in receiving housing voucher funding.

“Our concern was that, if those landlords don’t get paid and there’s a delay, that could put a household at risk of losing their housing and they would be displaced, and we would be impacted that way,” she said.

She added that during her previous attempts to run for a Melrose Park trustee seat and for a seat on the Maywood-Melrose Park-Broadview District 89 school board, she ran against candidates backed by Serpico.

Aguirre said that she approached Serpico as a constituent, just as she’s approached

“Had this gone into the spring, and let’s hope it doesn’t do that, there will absolutely be an eminent threat because I’m sure HUD doesn’t have several months of reserve at its disposal,” Schueler said. “If the shutdown happens again, and that’s what they’re predicting in another three weeks, hopefully we’ll get some guidance from the staff at HUD.” During the shutdown, she said Housing Forward wrote letters to members of Congress, asking representatives to negotiate a deal and pressing the importance of keeping federal funding to the nonprofit flowing. Funding uncertainty also hit during the winter, traditionally the most dangerous time for those who are homeless

She added that just because she opposed Serpico in the past shouldn’t rule out their present collaboration.

“If all of us sit down and listen to each other, we will understand how much common ground we have,” she said.

As for the facilities master plan, Aguirre said that she hopes that the board is developing the capital improvements “for the next 50 years.”

On Jan. 8, the D209 board voted unanimously to accept the scope of work in the final plan, and to initiate the preliminary design and construction phases of a first round of improvements that could cost an estimated $77 million and take until 2022 to complete.

“This is a once in a lifetime opportunity and there’s no room for error,” Aguirre said.

“Construction is a beast in itself. Do they have money allotted for all the problems that will most likely arise? Are we looking, for instance, into renewable energy for the future and technological improvements that will come along? Are they certain that that this plan will be sustainable?”

Aguirre attended Melrose Park Elementary School (before it became a middle school) before moving to Mexico to attend high school. Both of her daughters attended Melrose Park, she said. Her oldest graduated from Proviso East while her youngest is currently a senior at Walther Christian Academy in Melrose Park.

“I’ve always had a passion for public service,” Aguirre said. “I want to be part of the structure of positive change that will hopefully continue within our district, because good schools are valuable for all of us.”

She urged community members to call their representatives — Danny Davis (7th) is the congressperson for most of Proviso Township — and also noted that the nonprofit is always accepting donations and volunteers. Housing Forward is also looking for winter gear like boots, socks and gloves.

“HUD alone is not going to resolve [housing insecurity]; the federal government is not going to resolve this issue on its own,” Schueler said. “Having community-level support to make sure that our agency itself is sustainable is important because too many people rely on our services.”

NEWS briefs West student hospitalized after eating brownie laced with ‘unknown’ substance Proviso Township High School District 209 officials said on Friday that the district is working with local law enforcement authorities to find out what was inside of a brownie that reportedly sent Proviso West students to area hospitals on Feb. 1.

The Chicago Tribune first reported that seven West students had been hospitalized on Friday “after becoming ill when they ingested an ‘unknown substance’ inside a brownie.”

The Tribune obtained the information from a statement released by Hillside Police Chief Joseph Lukaszek, who said that emergency first responders were dispatched to the school after the incident, which involved “a brownie offered for sale by another student,” according to police.

Lukaszek told the Tribune that the hospitalized students were “doing OK” and that a juvenile was taken into custody after authorities discovered contraband “which is suspect cannabis,” according to police.

When reached for comment, D209 officials

released a statement, confirming that the district is “aware that ambulances were called to Proviso West this afternoon and transported a few students to the hospital.”

Officials added that the school transported the students “as a safety precaution.”

Officials are currently “working with local authorities and families to address the issue as the safety and the well-being of our students is our top priority.”

Crain’s: Maywood among ‘most improved’ suburban housing markets

“Crain’s analyzed the data on every suburb where at least 25 homes sold during the year,” the publication explained.

Maywood is no stranger to these Crain’s housing lists. Last year, the village was among 31 suburbs in Cook, DuPage, Lake and Will counties where “the housing market showed strong vital signs in the first half of the year.”

And during the first quarter of 2018, homes sold faster in Maywood than most other Chicago suburbs, Crain’s reported.

Loyola University Medical Center names new president

Crain’s Chicago Business recently reported more positive news for the Maywood housing market.

The village is one of only 27 suburbs — out of at least 185 in Cook, DuPage, Lake and Will Counties for which data was collected — “where year-end data for 2018 shows three key indicators of a real estate market’s health all improved: More homes sold and at a higher median price and with a shorter average time on the market in 2018 than the previous year,” Crain’s reported.

Newly opened Buddy Bear in Broadview says first 10K car washes are free Buddy Bear Car Wash, which recently opened a new location at 1901 W. Cermak in Broadview, is offering area motorists an offer that they may not be able to refuse — the first 10,000 cars washed are free.

During a regular meeting of the Broadview Board of Trustees on Jan. 22, Phil Degeratto, Buddy Bear’s owner, encouraged village residents to take advantage of the offer.

“We hope everyone in the village comes and supports, and come check out our car wash,” he said.

During the meeting, Broadview Mayor Katrina Thompson encouraged Broadview residents who have purchased an automatic recharge plan and had been using the Buddy Bear Car Wash located at 1059 Mannheim Rd. in Bellwood, to utilize the plans at the new Broadview location.

“That [plan] is transferable, so I encourage our residents who currently have the unlimited wash that you pay for monthly to utilize Broadview,” Thompson said, before addressing Degeratto. “We have [a Buddy Bear] here in town and we’re so happy you’re in our town doing business.”

As of Jan. 26, Buddy Bear had already washed its first 2,500 cars, according to the company’s Facebook page.

Late last month, Thompson and other village officials toured the new facility.

Tribune: Son of slain Bellwood officer is not guilty by reason of insanity A 20-year-old Plainfield man who killed his father, a Bellwood Police officer, and his mother, while they were visiting him at his Michigan college was recently determined by a judge to be not guilty by reason of insanity, according to a Chicago Tribune report.

James Eric Davis, Jr. shot and killed his father, James Eric Davis Sr. — a Bellwood Police officer and native of the village — and his mother, Diva Davis, last March while they were inside of their son’s Central Michigan University dorm room. The couple had traveled to campus to pick him up for spring break, according to reports.

A day before the shooting, Davis Jr. had reportedly been acting erratically and was admitted to a local hospital. Davis was arrested less than 24 hours after the murders.

Davis Jr. was committed to a psychiatric facility on Jan. 25 after the judge’s ruling.

“The decision means there won’t be a trial for 20-year-old James Davis Jr., who had pleaded not guilty by reason of insanity and could be held indefinitely,” the Tribune reports.

Officials with Loyola University Medical Center in Maywood announced in a statement released Jan. 28 that the center has a new president.

Tad A. Gomez, who is coming to Loyola from Gainesville, Ga., will take the helm on Feb. 25, officials said. He’ll replace Larry Goldberg, who has served as president since 2011.

In Georgia, Gomez was vice president for professional and support services with Northeast Georgia Health System, where he oversaw “lab, pharmacy, radiology and imaging, facilities operations, biomedical engineering, and several other ancillary departments,” officials said.

Before his position with NGHS, Gomez was vice president for professional services at Augusta University Medical Center in August, Ga. “Mr. Gomez is known for his strategic leadership, top performance in patient excellence and stellar track record for accelerating operational improvements,” said Shawn P. Vincent, president and CEO, Loyola Medicine, in the statement. “He has a superb grasp on the healthcare landscape in both large and small markets.”

According to the statement, Gomez is a Fellow of the American Society of HealthSystem Pharmacists. He has a bachelor of science in pharmacy from the University of Kansas, Lawrence, Kansas, and a master of science in hospital pharmacy from The Ohio State University in Columbus, Ohio.

“I am honored and excited to be joining Loyola University Medical Center. Being part of a nationally ranked academic medical center during this time of growth for the health system is especially fulfilling,” Gomez said. “I am eager to work with the physicians, nurses and clinical staff to build upon the Loyola tradition of academic excellence.”

Goldberg, Gomez’s soon-to-be predecessor, 56, will resign effective April 13 to take a job as president of the university medical division at Banner Health, a nonprofit based in Phoenix with 28 hospitals and other ventures in six states,” according to a Crain’s report.

MINIMUM WAGE Increase debated from page 1 legislative agenda item.

Since 2010, Lightford said, she has filed four bills to raise the minimum wage, the most recent of which was vetoed by Gov. Bruce Rauner last year. If any of those bills had passed, the minimum wage would be more than $10 per hour right now, she said.

Lawmakers, lobbyists and activists agreed to discuss the following issues as negotiations progress.

Length of the Rollout Lightford said rate increases would be phased in, and the $15 rate would not take effect until at least 2025, although an exact timeframe for the increase is not yet defined.

Business representatives at the committee preferred a longer-term rollout. Lobbyist Mike Noonan, representing the Illinois Restaurant Association, said his industry would be OK with a seven-year rollout – $1 each year for the first six, then 75 cents the final year.

Worker rights advocates, such as Greg Kelly of the Service Employees International Union, preferred a more timely increase.

He said 41 percent of all workers in Illinois make less than $15 per hour, and more of those workers are in their 40s, 50s and 60s than are younger than 25.

Kelly added that more women than men make less than $15 per hour, and 48 percent of African Americans and 61 percent of Latinos make less than $15 per hour. He said 52 percent of those making less than $15 per

hour work full time, and 15 percent of Illinois working families receive food stamps.

“Folks who make less than $15 per hour cover the gamut of workers in this state, and raising their wage would have a tremendous impact on millions of workers in Illinois.”

Regional Rollout Mark Grant, Illinois director of the National Foundation of Independent Business, favored a regional rollout of the minimum wage similar to what the New York and Oregon Legislatures have enacted.

In New York, there is a higher wage for workers in New York City than upstate New York and the rest of the state. The bill also has different wages for large and small employers – those with more than 10 employees, and those with 10 or fewer.

In Oregon, the rate is higher in the Portland metropolitan area and lower in non-urban counties.

Lightford said a regional rollout has been discussed, but she questioned the constitutionality of it and said it would further divide Illinois counties along economic lines.

State Sen. Linda Holmes (D-Aurora) also asked about a geographic approach and noted that the cost of living is much more expensive in suburban Kendall County than it is in Springfield.

“You bring up something so valid in that no one on minimum wage would be able to live in Kendall County,” Lightford said.

“You create a divide between poverty. Those who work and can live in Kendall County and those who work and will never be able to live in Kendall County.”

While labor advocates said the money generated from a minimum wage increase

would go back into the economy, Grant said the bill would cause businesses to close, costing almost 100,000 jobs for the lower wage workers the bill is designed to help.

State Sen. Cristina Castro (D-Elgin) asked how many businesses left the state from 2006 to 2010 when the last minimum wage increase occurred, and Grant did not have an answer.

“So you’re making a broad statement, but yet you can’t give me any statistical facts that any businesses during the last minimum wage increase left the state or closed shop?”

Grant responded that over the past decade, many businesses have left Illinois for “a variety of reasons.”

“The business that told me they would leave in 2003 were the same businesses that told me in 2006 that they would leave, who were the same businesses in 2010 who told me that they would leave,” Lightford said.

“I have not been given any data at any point that told me that businesses shut down because of a minimum wage increase.”

State Sen. Dave Koehler (D-Peoria) floated the idea of having a statewide minimum wage with regional opportunities for tax breaks for employers.

Medicaid Reimbursement While Kelly and the SEIU advocated for the need for health care workers to be paid more, Pat Comstock, executive director of the Healthcare Council of Illinois, a health care facility advocacy group, said the state’s Medicaid reimbursement rate makes doing so difficult.

to $70,000 to care for a patient. That number makes Illinois 49th in nursing home reimbursement rates. Several homes have closed recently because of this, she said.

“Right now, the crisis that we have been talking to you about is happening,” she said. “We want to pay whatever the state of Illinois decides that we should be paying our workers. But there’s no more room in our system to do this without help from the state of Illinois in our Medicaid wages.”

Comstock said the Healthcare Council would introduce a bill or work with Lightford to increase the reimbursement rate along with minimum wage increases.

Tipped Workers Shirley Holden, a Chicagoan who works in the service industry, testified to the “instability” and “constant stress and anxiety” she has felt in her 20 years as a worker whose pay is based on tips.

State law requires employers to pay 60 percent of the $8.25 minimum wage, with the other 40 percent made up of tip money.

That equals a minimum wage of $4.95 paid by employers, an obligation that would increase if the other 40 percent of the $8.25 is not met by tip income.

Holden said despite the tip minimum wage, wage theft is a problem in the service industry.

Noonan, the IRA lobbyist, said there are a few bad actors and the industry was committed to exploring options to hold them accountable.

Lightford added that strengthening labor laws for tipped workers would be on the agenda as discussions progress as well.

Freedom’s Journal, the nation’s first black-owned newspaper, illustrates why the press is still important

I think it’s fitting that I set aside some space in this first issue of February, Black History Month, to recognize what, in some ways, was this paper’s precedence — Freedom’s Journal, the first African American owned and operated newspaper in the United States.

The very first paragraphs within the very first issue of the paper, which debuted on March 16, 1827, illustrate the publication’s very reason for being. “‘We wish to plead our own cause,” wrote the paper’s editors, Samuel Cornish and John B. Russwurm. “Too long have others spoken for us.”

The Wisconsin Historical Society has, thankfully, digitized all 103 issues of the pioneering newspaper’s archives and made them freely accessible to the public

Founded by Rev. Peter Williams, Jr., along with some other free African Americans in New York City, the weekly, fourpage newspaper existed for only about two years — its last issue was published on March 28, 1829.

The paper’s legacy, however, continues; along with its beautifully simple purpose, rooted

in justice and human decency.

The Journal contained “current events of the day,” “editorials declaiming slavery, lynching and other injustices,” “biographies of prominent African Americans,” and “vital record listings of births, deaths and marriages” in New York’s African American community.

Some 200 years later, what newspapers we have, such as

this little one, remain rooted in the basic human proposition best articulated, I believe, by the 20th Century thinker Paul Goodman: “A man has only one life and if during it he has no great environment, no community, he has been irreparably robbed of a human right.”

History is rooted in community, which is fed by communication. Good newspapers show the people in real, living communities what they have in common. They are the first drafts of history.

If you need to be persuaded of their importance, imagine living 200 years from now and searching for an archive, similar to Freedom’s Journal, of black dignity and humanity. Newspapers, despite their current endangerment, are still unrivaled in this regard. And that’s why we still need them.

The mammoth near you

Thousands of years ago, the large animal once roamed near Proviso Township

Imagine a time, some 16,000 years ago, when the city of Chicago and much of the nearby area was covered by a lake, the ancestor of today’s Lake Michigan.

The northeastern shore of this lake is the retreating edge of the huge glacial ice sheet that had until recently covered the area. The western shore is a low beach ridge, running through what is now Forest Park and Oak Park, made of sand and gravel left behind when the glacier retreated.

And walking near the beach is a mammoth, who is soon to die and leave its carcass along the shore. Its decayed remains will become part of the gravel in the ridge. Some 2,000 years later the lake will retreat from the area, forming another shoreline just to east, before eventually reaching its current extent. By that time all mammoths, as well as their distant cousins the mastodons, will have vanished not only from Illinois, but from the Earth.

The mammoth’s remains would lay in the ground until the mid-19th century. In 1856, Ferdinand Haase opened a picnic ground on what are now the Forest Home and German Waldheim Cemeteries.

As described by the guide to the cemeteries published by the Historical Society of Oak Park and River Forest, Haase mined the old beach ridge for gravel to sell to a railroad, that in return built a spur line to his park.

At some point he unearthed the fragment of the mammoth; as described by his daughter-in-law Pauline Haase in 1906 in the Oak Leaves: “These fragments of bones tell of animals of immense proportions, undoubtedly the mastodon. These specimens are apparently pieces of the tusk. They were found on the Haase property about 150 yards east of the Desplaines river in a gravel bed.

They were contained in a stratum about 10 feet below the surface of the ground.”

Beyond this notice, the remains were never mentioned again or scientifically described. The ridge itself is gone.

I first became aware of the mammoth when I noticed a fragment of tooth displayed at the Hemingway Museum in Oak Park, with a label indicating it came from the Forest Home Cemetery and was on loan from the Forest Park Public Library. Intrigued, I made my way over to the library, where there were on display numerous fragments of mammoth teeth, as well as a tusk.

Mammoth teeth are easily distinguished from those of the mastodons; the teeth of the former resemble old-fashioned washboards, whereas the latter look like small hills. The specimens were in poor condition, with the ivory of the tusk crumbling. Along with a suite of archeological artifacts, the fossils were donated by the Haase family in 1968.

Excited by this discovery, I informed the expert on mammals and mammoths at the Illinois State Museum. He told me that there was a mastodon from the same site at the

Chicago Academy of Sciences.

At the first opportunity I made my way to the Academy and found a fragment of tusk, with the label “Mastodon americanus; Portion of Tusk; Forest Home Cemetery, Chicago, Il.; Carl Dilg”.

The label contained two errors; first, the cemetery is not in Chicago! Second, it was not a mastodon.
