Here’s what that means for you

On Jan. 1, cannabis officially became legal in Illinois, but what does that mean for you? Below, we’ve provided a short fact list regarding the new law to help you avoid any confusion or unnecessary trouble (i.e., no, you can’t smoke it in public).

Where can I get legal marijuana?

For one, not from an individual. You can only legally buy weed from a licensed dispensary. According to the Chicago Tribune, 37 dispensaries in Illinois that have been approved by the state to sell marijuana to the public were open on New Year’s Day. So far, the Tribune reports, “all 55 medical dispensaries in Illinois were able to apply to also sell recreational cannabis.

So far, the state has approved 46 of them to do so, but not all of those will be open to the public Wednesday.”

The closest ones to the Proviso Township area are FloraMedex, 7953 West Grand Avenue in Elmwood Park and Seven Point, 1132 Lake Street in Oak Park.

Triton music professor nominated for a Grammy

NBA brothers Shannon and Sterling Brown team up to host skills clinic

When that megawatt crowd packs into the Staples Center in Los Angeles on Jan. 26 for the 62nd Annual Grammy Awards, one Triton music professor will be in that constellation.

Peter Jermihov is nominated for a Grammy for “The Divine Liturgy of St. John Chrysostom,” a recording which he conducted in August 2017, but released in April.

“It takes a long time,” Jermihov said of his project, which is nominated in the Best Choral Performance and Producer of the Year, Classical category.

Jermihov, who is one of the 12,000 voting members of the Grammy Academy — the people who pick the Grammy award winners — said that it’s the first time he’s ever been nominated.

He said that he commissioned the composer Kurt Sander to write the liturgy after an epiphany he experienced around five years ago.

“I was performing music of the great composers all my life, but at some point I just realized, they were all dead,” Jermihov said.

“I wondered why in classical music there’s so little of contemporary classical music being performed.”

The liturgy is an example of Russian Orthodox choral music performed in English. Jermihov said that he recorded the album in a week inside of the New Gra anica Monastery in Third Lake, Illinois.

“It’s an exact replica of a church in Kosovo,” he said. “You walk in and it’s absolutely stunning, just beautiful. The whole thing is frescos about five stories tall. Just stunning. We were in that environment for six days, six hours a day.”

While inspired by sacred music, including African American spirituals, a genre he said is tragically underappreciated by many people.

Jermihov doesn’t shy from listening to other music, as well.

“One of my favorite movies this last season was a ‘Star is Born,’ and Lady Gaga really knocked it out of the park,” he said. “When [she and Bradley Cooper] sang that number together at the Oscars, I was really moved.”

He’s also a fan of other genres.

“My son and I listen to Metallica and a lot of metal rock and country music,” he said. “Tanya Tucker is up for an award and Reba McEntire!

I’m 65, so this goes back for me.”

Ten minutes after former Proviso East Pirates Sterling and Shannon Brown concluded their four-day youth basketball clinic in the field house at Proviso West, Shannon was greeted by a member of the community. On the brink of tears, he told Shannon that Maywood’s young people don’t always have safe spaces to rely on — a sentiment that hit home with the eldest Brown brother.

“For some of these parents, their kids don’t have anything or activities to go to,” said Shannon. “Us doing this at least gives them something where they can interact with other kids and learn how to play a sport they really enjoy.”

In December 2018, Shannon and Sterling created the Brown Brothers SALUTE Foundation, which is dedicated to providing low-income neighborhoods much-needed resources for their communities’ youth.

This year, the foundation teamed up with Proviso Township High Schools District 209 to host a skills clinic from Dec. 26-29, for kids from fifth through 12th grade. Outside of being able to have a place to play the game they love, the participants got a chance to talk with the Brown brothers, both of whom have NBA experience.

Shannon played in the NBA from 2006-2015 and won a championship with the Lakers in the 2009-10 season. Sterling is a current member of the Milwaukee Bucks and is in his third year in the league (he missed the first three days of the clinic due to games versus the Hawks and Magic on Dec. 26 and 27).

Having gone through similar camps when they were growing up in Maywood, the Browns understand what it means to young people to have the attention of NBA players.

“I remember going to Michael Finley’s and Tim Hardaway’s basketball camps and guys would come around and interact with us,” said Shannon.

“They shook our hands, talking to us, bringing in guys like Ray Allen and Jamal Crawford. It’s huge that [the kids] get to feel the same thing because I know for me personally, they gave us hope.”

According to the event’s flier, the camp emphasized discipline and honing the fundamentals of the game which is something Shannon believes today’s players have waned from. Throughout their time at the camp, the kids went through conditioning and dribbling drills and cycled through 5-on-5 games using the concepts the instructors showed them.

“We really tried to focus on skill work,” said Shannon. “You look at some of the basketball players now, they don’t necessarily have the skill that it takes to continue to go to the next level. With little kids, you start teaching them how to dribble properly, make a proper pass, getting a rebound, making a proper outlet pass…those little things make a huge difference when you talk about winning.”

The Browns hope to continue their partnership with District 209 into the future with more events like the clinic. For right now, it appears that there will another clinic next year barring any changes.

“We look forward to working with the Brown Brothers SALUTE Foundation in enhancing the Proviso experience for all students,” District 209 officials said in a statement.

But be warned, the lines are sure to be long and the supply is short.

How can I pay for it?

According to state Sen. Kimberly Lightford, most dispensaries will not want you to use a credit card. They prefer cash.

Remember, even though weed is legal in Illinois, the federal government still considers it illegal, which complicates banking and financial transactions in the industry.

How is it taxed?

There are a range of taxes on weed products. The amount of tax depends on the weed product and where it’s sold. Some specialized products are taxed at 25 percent.

Municipalities can collect a maximum 3 percent tax on weed products that are sold within their boundaries.

How much weed can I possess?

You have to be 21 years or older to possess weed legally. You can have a maximum of 30 grams of weed, five grams of cannabis concentrate, and/or 500 milligrams of THC (Tetrahydrocannabinol, which is one of the more than 113 cannabinoids identified in cannabis) in edibles (a maximum of 100mg each).

“If you are not an Illinois resident, then the possession limit for you is exactly half of what the limits are for Illinois residents,” according to illinoislegalaid.org.

Can I smoke in public?

No. Most law enforcement experts will tell you to think about smoking weed the same way you think about drinking alcohol.

Alcohol is legal, but you still can’t carry it around in an open container, you can’t drink and drive, etc. All of those prohibitions apply to weed — despite it being legal. Weed is also prohibited in any place where smoking is prohibited under the Smoke Free Illinois Act. And just because weed is now legal, doesn’t mean that your employer can’t fire you for being high at work or for testing you and finding that the drug is in your system. Also, if you rent, your landlord can still tell you not to smoke weed in their building.

Colleges can also ban weed on campuses and dorms.

Can weed be advertised?

Cannabis establishments can’t advertise their products “in any form or through any medium” within 1,000 feet of places like schools, playgrounds, hospitals, public parks and libraries, according to Maywood’s ordinance. Those businesses are also prohibited from advertising “on or in” public transportation, public transit shelters, and publicly-owned or -operated property.

In addition, the advertising cannot be false or misleading, promote excessive consumption or depict anyone under 21 years old using weed.

What if I have a criminal record related to weed?

You can have your record expunged, depending on what type of record you have, according to illlinoislegalaid.org.

According to Cook County State’s Attorney Kim

Foxx’s office will automatically expunge your record if you were convicted in the county for possessing 30 grams of weed at least a year ago. All you have to do is wait for the notification to come in the mail.

“We’re starting with newer convictions, because those are more easily attainable versus some of the older ones,” Foxx says. “Trying to find some of those older records will take time. If you have an older conviction, [your expungement is] coming.”

In the meantime, you can go to the Clerk of the Cook County Circuit Court’s website and update your address, if it needs updating.

Can I grow weed at home?

No. You can only grow plants if you’re a medical marijuana patient. And even then, you’re only allowed to grow five plants.

What if I want to become a weed retailer or cultivator?

According to Kevin Slaughter, with Denver-based Viola Extracts — the country’s largest black-owned marijuana company — “it’s not easy to grow, process and sell cannabis. It’s a very capital intensive business.”

For one, the applications for state licenses are expensive. According to Illinois Deputy Governor Christian Mitchell, there’s a nonrefundable application fee of $5,000 for craft growers and a license fee of $40,000. For infusers, the application fee is $5,000 and the license fee is $5,000. For transporters, the application fee is $5,000 and $10,000. For dispensaries, the application fee is $5,000 and $60,000.

According to the Chicago Sun-Times, up to 75 dispensary licenses will be issued by the state by May 1. Forty-seven of those licenses will be for dispensaries seeking to locate in Cook, DuPage, Will, Kane, Kendall and Grundy counties.

“If you’re applying for a license, it is very competitive and you have to write your absolute best application,” says Lightford.

“In Missouri, 368 licenses were up to be awarded and over 2,000 applications were submitted for those licenses,” Slaughter says. “Oftentimes, the difference between a winner and a loser is a few points.”

Are African American applicants given special consideration?

Yes. Additional points are given for various factors, including race. For instance, applicants who agree to employ unionized labor will be given five additional points.

The state will also give points to social equity applicants, who are minorities or people looking to do business in areas like Maywood that have been disproportionately affected by draconian drug laws. So far, no licenses have been awarded to African American-owned companies, but the state has set aside $30 million to lend money “at low to no interest” to social equity applicants, Mitchell says.

Once you’re pre-approved for a license to grow and/or sell weed, “you’ll find real estate, execute not he property and build it out,” Slaughter says. “You’ll need working capital at that point.”

And a lot of it.

There are all kinds of regulations for operators. For instance, you’ll need make sure your facility is heavily secured. It’s like building a Brinks truck, one expert says.

“You won’t become revenue-positive in this [industry] for at least 12 months after you’re granted a license,” Slaughter says.

“And that’s aggressive. Often, it’s even longer to get a return on your investment.”

Bell said that the Bellwood units will also have audio/visual alarms for doorbells and smoke detectors.

Maywood green lights cannabis sales, bans sales of e-cigarettes to minors

Affordable housing for disabled comes to Bellwood Workers are close to completing a new, three-unit building that will provide affordable housing for people with disabilities in Bellwood. The building, located on the 200 block of 26th Avenue, was developed by Access Living, a social service nonprofit that advocates for people with disabilities, and IFF, a nonprofit lender.

The building is part of the broader Home First initiative, which works to build affordable housing for disabled and physically impaired individuals who might otherwise be confined to nursing homes and similar institutions. The units will be geared toward residents with mobility issues and/ or who have visual and hearing issues. A spokesperson for IFF said that the Bellwood units should be move-in ready by early 2020.

According to the Illinois Housing Development Authority’s 2019 Annual Comprehensive Housing Plan, Home First was launched in 2011 to develop “community integrated affordable housing” that would fit the needs of people with disabilities.

“Under Home First, IFF acquires, develops and owns accessible housing that remains affordable to very low-income persons with disabilities,” the 2019 plan states.

“These developments provide permanent housing for people leaving institutions and persons in need of affordable, accessible housing. IFF partners with public housing authorities to provide project-based rental assistance for Home First units to ensure they remain affordable to individuals who live on restricted incomes.”

The Bellwood development is part of a larger scattered housing project that also includes units in western suburbs like Berwyn, Forest Park and Maywood. Dena Bell, IFF’s Lead Developer for Housing, didn’t elaborate on how much the Bellwood development costs, but said that the total project cost is around $17 million. IFF was able to take advantage of federal Low Income Housing Tax Credits to help cover those costs.

The 17 total units, including the three units in Bellwood, have several features that make them friendly to residents with mobility issues.

“The developments will contain 17 fully

identified as Lee Martin, was staying on the second floor, but made it out of the building before fire personnel arrived. Martin told fire personnel that he heard smoke alarms.

“I’m feeling blessed this morning, because anything could’ve happened during a time like this,” Martin told ABC 7.

“Personnel do not recall hearing smoke alarms on the first floor,” Bronaugh said.

“As always, I want to emphasize, and cannot state enough, the importance of residents having smoke alarms in their homes.”

Bronaugh said the department is currently investigating the cause of the fire.

One dead, one injured in Jan. 5 house fire in Maywood One man is dead and a woman was wounded after a box-alarm fire broke out early Sunday morning, according to Maywood Fire Chief Craig Bronaugh.

The chief said dispatchers got an emergency call about a fire at a two-story building at 115 S. 9th Ave. in Maywood, at approximately 1:55 a.m. on Jan. 5. When firefighters arrived, he said, they saw flames and smoke on the first floor, where they immediately began efforts to extinguish and suppress the fire.

While extinguishing the fire, firefighters discovered 54-year-old Cedric Brown lying on the floor in the living room, Bronaugh said. The chief said that Brown’s girlfriend was also found on the second floor.

“They immediately notified a supervisor and immediately began to remove the male from the building,” the chief said, adding that a second victim, a female, was also found on the first floor.

Brown sustained burns to 50 percent of his body and smoke inhalation while his girlfriend sustained injuries due to smoke inhalation. Both victims were take to Loyola University Medical Center, where Brown was pronounced dead. His girlfriend is in critical condition, according to ABC 7 Chicago.

“Brown’s uncle, Stanley Tyson, said they were together Saturday night, before the fire,” ABC 7 reported, which added that Brown had two children and volunteered at the Salvation Army.

“He dropped me off around 8:30,” Tyson told the news station. “We were supposed to go to the Salvation Army today.”

A cousin Virginia Harper, told ABC 7 that Brown “was a very fun loving person who “loved, loved his family. Every time you see him, he was always joking and laughing.”

During a regular meeting on Dec. 17, the Maywood Board of Trustees voted unanimously to allow medical and recreational cannabis establishments to do business in the village. The board also unanimously voted to prohibit the sale of flavored nicotine products to anyone under the age of 21.

The board approved two ordinance changes related to cannabis sales. One amends an existing ordinance governing finance and taxation, in order to create a 3 percent tax on the sale of recreational cannabis in Maywood. The tax will go into effect on July 1.

The other ordinance change amends an ordinance governing business regulations, in order to impose regulations on recreational and medical cannabis business establishments. Some of those regulations include the “a 1,500 feet distance restriction between cannabis business establishments, limits on hours of operation, advertisement restrictions and a prohibition of on-site consumption,” according to village attorney Michael Jurusik.

Jurusik explained that the ordinance change “also creates a registration requirement for all cannabis business establishments” and exempts licensed operators who are in compliance with state laws from the village’s current regulations on the possession and sale of cannabis.

Legalized cannabis sales in Illinois went into effect on Jan. 1.

Banning e-cigarettes for anyone under 21 During the Dec. 17 meeting, the board also unanimously voted to prohibit the sale of flavored nicotine products to anyone under 21 years old. With the vote, electronic cigarettes and liquid nicotine products were added to the definition of ‘tobacco products’ whose sale, purchase and possession are regulated by the village.

Now, any business in the village that sells electronic cigarettes and liquid nicotine products to people under 21 will be in violation of village code pertaining to tobacco regulations and subject to a $1,000 fine for a first offense.

Bellwood police investigating violent New Year’s Eve car accident The Bellwood Police Department is currently investigating a car accident that involved violence. The incident happened at approximately 9:17 p.m. on Dec. 31, according to a statement Bellwood Police Chief Jimenez Allen released today.

“Bellwood officers responded to a vehicle accident involving a pedestrian at the intersection of Bellwood Avenue and Washington Boulevard,” police said. “Upon arrival officers encountered two people who had been injured by a sharp object.”

Police said that the officers “administered life-saving measures to both people” who were transported to a nearby hospital for treatment. The suspect was transported to the police station for questioning. The case is still under investigation, police explained.

Tow truck driver killed New Year’s Day in Maywood A two truck driver died in a fatal accident that happened at approximately 6 a.m. on Jan. 1 on the eastbound lanes of the Eisenhower Expressway in Maywood, according to multiple news reports.

Andrew R. Dove-Ferdere, 23, of Berkeley, was pronounced dead at the scene. According to an AP report, “the motorist who struck the tow driver was hospitalized with minor injuries.”

Maywood board eliminates expense accounts Board members trade accusations of ‘playing politics’ during Dec. 17 meeting

The Maywood Board of Trustees recently voted to ditch the controversial discretionary spending accounts that allow each trustee $6,000 and the mayor $14,000 to spend on events and initiatives that should have a public purpose, such as donations to nonprofit fundraisers and money to host community events.

The measure passed 4-3 during a regular meeting on Dec. 17, where board members on both sides of the vote accused each other of playing politics.

Mayor Edwenna Perkins, along with Trustees Isiah Brandon and Miguel Jones voted against eliminating the accounts, a measure that was aggressively pursued by Trustees Kimyada Wellington and Nathaniel George Booker. Trustees Antonio Sanchez and Melvin Lightford both voted in favor of eliminating the accounts.

The expense accounts are separate from the stipends that each trustee and the mayor receive for serving in their respective roles. Unlike the expense accounts, board members do not have the authority to increase, decrease or eliminate stipends during their terms of office, said village attorney Michael Jurusik.

Wellington and Booker have for months criticized some of their board colleagues for violating the travel and expense policy that governs how board members can spend their discretionary accounts. The two trustees have also questioned whether some of their colleagues’ recent expenses have been more political than public in nature.

Mayor Perkins and Trustee Brandon, who were most vocally against eliminating the spending accounts and whose spending practices were the main sources of Wellington’s and Booker’s criticisms, argued

the proposal to eliminate the accounts was itself politically motivated and done without regard to why the accounts were initially created under former Maywood mayor Ralph Conner in 2003.

According to the board’s travel and expense approval policy, the mayor and trustees can use their stipends “in support of events, activities, and charities organized by, sponsored by, or conducted by nonprofit organizations or businesses that support or benefit the Village as a whole, so long as such events, activities, and charities are not political or campaign-related in nature or otherwise for a principally private purpose, and are authorized in accordance with the Village’s expense approval policy.”

The policy also states that “in order for an expense to qualify for reimbursement, all elected officials must submit a request for expenditure form, have the expense approved by the Village Board, and then submit a payment request form, including supporting documentation.”

“I disagree with what we’re doing,” Perkins said at the December meeting before singling out Booker. “I was on the board when this was done. It was done for a reason.

It was to help support the organizations in Maywood, or those connected to Maywood, who are doing positive things for our children. You have one trustee who feels we should not do this. That’s his opinion.”

Booker said that, contrary to the reasons for why the accounts were created, “in 2019, that’s not what this individual discretionary spending account is anymore.” He also argued that the “spending account separates us more than it unites us.”

Wellington pointed out that board members do not always follow the policy — something the mayor and Brandon have in the past conceded. At a meeting in August, Brandon said that sometimes residents may

solicit trustees for donations before there’s sufficient time for the whole board to sign off on them at a meeting. Sometimes, all board members can’t be reached to chime in on the expenses, they said.

At that August meeting, Wellington and Booker questioned reimbursement requests from the mayor of $120 for a donation she made to help a local charity pay for a porta potty and from Brandon, who donated roughly $270 from his expense account to help pay for entertainment and ice cream at a popup block party that the trustee said he helps sponsor each year in high crime areas throughout the village.

“Isolated events don’t benefit the whole of Maywood. A popup block party on 20th and St. Charles does not benefi t the whole of Maywood,” Wellington said at that August meeting. “Is everyone invited to this popup block party? I didn’t even know about it.”

Some community members have also criticized board members for spending more than their allowed $6,000, holding up the overspending as one major reason to do away with the expense accounts altogether.

For instance, Brandon has overspent his $6,000 allotment for the last two years. In 2017 and 2018, he spent $8,622 and $7,355, respectively. Perkins was under-budget both years, according to recent village budget documents.

Moments after the board voted 4-3 to eliminate the expense accounts, which took effect immediately, they voted 4-3 to approve a roughly $71 reimbursement request from the mayor for a toy drive held in December.

Trustee Sanchez, who had earlier voted to eliminate the expense policy, was the swing vote, siding with Brandon, Jones and the mayor.

A request by Brandon to be reimbursed $105 spent on two tickets to events held in December failed for lack of a motion.

During his comments at the December meeting, Brandon lambasted Booker, in particular, for working to eliminate the accounts, arguing that Booker is attempting to score political points ahead of the 2021 election. Both Booker and Brandon are both considering runs for mayor that year.

“The language is wrong and it’s reckless, and to me it appears some of us are still on the campaign trail […] This has nothing to do with an expense account. It has everything to do with [some board members] creating their own narratives or closing their own numbers gap,” Brandon said, referencing the fact that he earned more votes in the 2018 trustee election than did Booker.

Perkins, who is also considering a run for a third term, said that she was “blasted” by her colleagues for the porta potty donation, which the mayor said went to a local charity that gave clothing to Maywood young people.

“You keep saying you were blasted for wanting to support that organization, but what wasn’t clear when it was presented is, we didn’t have full information, we’re just now getting the information,” Welling responded, before pointing out that the mayor’s request came in the form of a text, which she said “is not proper protocol.”

“If this is an exercise to create a stronger union,” said Jones, “I would argue that that probably won’t happen. There’s a policy that it seems like just this year we just got our hands on and now we’re saying, instead of adhering to it, we’re saying let’s get rid of it. I don’t know if that’s the approach all the time.”

Board members did not discuss at the December meeting what they’ll do now that they’ve eliminated the $50,000 total that’s annually budgeted for the expense accounts.

Our 2019 People of the Year

Last year in Proviso Township, we covered some big stories. A hospital closing. A local suicide epidemic. An epic high school football season. And more. Common to all of those stories were people, particularly people who were themselves the news or who played critical parts in major news stories happening in Proviso Township. For this inaugural People of the Year designation, we selected the six individuals (or groups of people) who “most affected the news and our lives, for good or ill, and embodied what was important about the year.”

That quotation is from Time Magazine’s Kelly Conniff, who explained the publications’ main criterion for selecting its Person of the Year, a tradition that Time has maintained since 1927, when it created the designation for Charles Lindbergh.

“At the end of 1927, the editors of TIME looked at the year’s covers and realized they had somehow failed to put Charles Lindbe rgh on the cover,” Conniff writes. “He’d done his historic flight in May, but no cover. They decided they could get away with putting him on the cover months later by calling him “Man of the Year.” It was a stopgap. And here we are 87 years later.

The challenge is that on one hand, we’re trying to make a decision about who best represents the news of the year. But the pick also needs to have archival value. You need the sense that it will stand the test of time. So ideally, we want our Person of the Year to be both a snapshot of where the world is and a pi cture of where it’s going. Someone, or in rare cases, something, that feels like a force of history.”

Rest assured, our People of the Year designation is not a stopgap measure. And while the people we picked for 2019 are not world-historic, they are important to the history of our little slice of the world — in particular, the little slice of life that Village Free Press covers regularly. We know this presents us with certain limitations. There’s a lot of life in this township we don’t routinely cover (heck, we don’t even cover most of the towns in it). With that in mind, we understand the inherent flaws in a list like this (for instance, we think it’s unduly dominated by men — a flaw we had to accept and have vowed to learn from going forward).

But there is a lot we cover that does have importance to the lives of many people in the township and there’s some value in attempting to craft a narrative about what life was like in our neck of the woods over the course of the year, as best we can, anyway, and for posterity’s sake. Of course, the best way to tell a good story is through some compelling characters.

These six selections (four individuals and two groups of people) were the driving forces behind some of the most consequential events of 2019 in Proviso Township and even beyond. Note, we’ve listed them in alphabetical order and not order of importance. It was difficult enough settling on these six, let alone ranking them.

Steven Hunter Steven Hunter, the former NBA center and Proviso East standout, didn’t make splashy headlines in 2019 (although he did make the cover of our Jan. 2, 2019 print edition). The community ambassador for the Phoenix Suns, his former team, would have garnered deserving praise and recognition if all he’d done was return to his old stomping grounds to host a basketball camp — something he did last spring. But if he’d only done that, he wouldn’t be on this list.

Hunter makes this inaugural list of VFP’s People of the Year for 2019 for what he did in 2018, when he quietly demonstrated a fresh model in Proviso Township for how successful athletes give back to their communities. In 2018, Hunter teamed up with Woz U Education, a technology literacy organization inspired by Steve Wozniak, the cofounder of Apple, to implement a $5 million technologybased after school program in K-12 schools throughout the Chicago area. And Maywood-Melrose Park-Broadview School District 89 — his alma mater — is the first school district where the program launched.

windfall to the tune of millions of dollars a year in automatic revenue by writing the village into the language of another law that she helped shape — the gambling expansion bill that allows for a casino in Chicago. Under the law, which the governor signed last summer, Maywood will get $0.15 of every $1 for each person “embarking on a riverboat or entering a casino.” It’s still a rough road to a Chicago casino and circumstances can change, but that the village was in the law in the first place shows just how powerful the decisions Lightford makes in Springfield can be in the lives of her constituents hundreds of miles away.

Senate Majority Leader Kimberly Lightford Kimberly Lightford started off 2019 by making headlines for becoming the first African America female Senate Majority Leader in Illinois history and ended 2019 facing the prospect of making even more history in 2020 — the veteran lawmaker is considered to be a front-runner to succeed John Cullerton as Senate President. If successful, Lightford will become the first African American female in Illinois history to hold the position.

That rare path to power, alone, would land her on any shortlist of People of the Year for Proviso Township, but it may not have been enough to solidify her place in this year’s list. What’s cemented her place in this inaugural grouping is what she’s done with her power and influence. Last year, Gov. JB Pritzker signed a law that put Illinois on course to have a $15 minimum wage by 2025. The law, which Lightford sponsored, went into effect in 2020.

Randall McFarland Randall McFarland is the only person on this list whose influence is unaffiliated (at least in any formal capacity) with a powerful institution or government. The founder of the nonprofit Best of Proviso Township and the popular Facebook page of the same name, McFarland is an embodiment of Pirate Pride, but neither his nonprofit nor his intense affiliation with Proviso East is enough to land him on this list. What makes McFarland influential is his ability, as a regular citizen, to fill spaces of need where continued on next page

Case in point? Well, there were multiple in 2019. When Proviso East, Maywood and the wider Proviso Township community were rocked by the suicides of three teenagers within a span of six months, McFarland helped coordinate the community response, which included door-to-door wellness checks and town halls on mental health. When the Proviso East football team went on a run last season that crested with a playoff-qualifying win over rival Proviso West and bottomed out after the IHSA disqualified the team from the playoffs for allegedly fielding ineligible athletes, McFarland was again the steadying presence, reminding community members online that the team, despite its disqualification, was scheduled to play another game and that the team was as in need of community members’ support in defeat as it was in victory (perhaps more so).

And when in December, a major fire ravaged a Bellwood building, displacing two businesses and five families, McFarland became the face of the township-wide relief effort and Best of Proviso’s Facebook page a vital tool for communicating the progress of that effort, which is ongoing.

yet undone when he heads for the doors, among them the introduction of mini Proviso Math and Science Academies at Proviso East and Proviso West and the first, multi-million dollar construction phase of a long-term capital project that is perhaps the most ambitious in the district’s history. Those projects will be left for Rodriguez’s successor, who will have giant shoes to fill.

Rodriguez wouldn’t have influenced the district as much as he had if it were not for the entity responsible for hiring him in the first place and selecting his successor – the District 209 Board of Education, which is why the seven-member entity shares the distinction along with their departing employee. As such, it’s only fitting that we include their names (in alphabetical order): Rodney Alexander, Amanda Grant, Theresa Kelly, Claudia Medina, Della Patterson, Sam Valtierrez and Ned Wagner.

the distinction with Willis, who was on our shortlist for the critical part she played in the resistance. What distinguished Welch even more in 2019, however, was his leading role in other landmark state legislation with statewide and even national significance.

Last year, Welch, a former Northwestern student-athlete himself, introduced a bill that would allow student-athletes in the state to make endorsement deals — a measure that inserted Illinois into the national conversation about the fundamental fairness of big-time college athletics. The bill, which has the backing of Gov. Pritzker, is likely to pass the General Assembly and could head for the governor’s desk this year.

Last year, Welch, an attorney by trade, also introduced a bill that would require public corporations with headquarters in Illinois to file public disclosures about the racial, ethnic and gender diversity of their boards of directors — another measure sure to resonate across Proviso Township and well beyond it. The governor signed the bill last August.

Dr. Jesse Rodriguez and the District 209 Board of Education Jesse Rodriguez, the superintendent of Proviso Township High Schools District 209, is leaving in the fall to take another job, but his imprint on the district is already deep. He will have left behind some of the most significant changes in the district’s history, many of which we reported on in 2019. When Rodriguez was hired in 2016, he inherited a district in such bad financial shape that the state had to come in and provide strict guidance in the form of a Financial Oversight Panel, all three campuses were in dire need of deep renovations and the district had long cultivated a reputation for all manner of grift and graft.

As he prepares to exit, Rodriguez leaves behind a five-year financial plan and a funded facilities master plan — both prerequisites for the FOP finally leaving late last year, after roughly a decade in place. The superintendent’s resignation announcement alone made for major news last year, in no small part because of the monuments Rodriguez will leave

Emanuel “Chris” Welch starred in what was our most dramatic news story of 2019 — the closing of Westlake Hospital in Melrose Park. When the hospital’s owner, Pipeline Health, announced in February that it would close the century-old institution after finalizing the purchase of the hospital from Tenet Healthcare in January, Welch (a member of the hospital’s advisory board) sprang into action, mobilizing the community behind the scenes and in front of TV cameras.

In the drama, Welch was both stagehand — convening public hearings for employees and community leaders to light into the company — and casting director, framing the principals of Pipeline as profiteering and uncaring fat cats stricken with greed in a classic case of profits before people. A lawsuit filed by Melrose Park alleges that the owners of Pipeline lied to state regulators, lawmakers like Welch, employees, the press and community members when they said that they’d keep the hospital open and affordable, because their intent from the outset was to buy it and shut it down. Westlake ultimately closed last year, but the effects and the significance of its closure resonated across the state and the country, and linger in measures like a bill that Welch, along with his colleague, state Rep. Kathleen Willis (who represents the district that includes the hospital) sponsored in the General Assembly. The bill, which passed the House last year, is designed to prevent other companies from doing what Pipeline did to Westlake.

His part in the Westlake story alone lands Welch on the shortlist, but would it have been enough to cement his status among these six selections? Perhaps, but he’d have to share

Westlake Hospital employees As Pipeline hovered the threat of closure over their heads, the intrepid employees of Westlake Hospital did what some of them had done for decades — go to work. Antony Garrison, a 35-year-old shift supervisor from Maywood, provided a face and a story for the hundreds of unrecognized workers the hospital’s closure affected.

In May, as the hospital was still in the throes of chaos, Garrison — who was responsible for ensuring that Westlake is clean and well-organized — said that his paychecks were getting “shorter and shorter” (with one short by $200), but that he continued going to work, because he enjoyed his job and he liked helping people.

The employees — from custodial workers to nurses to physicians and surgeons — also fought back and showed that, in a common fight against a clear enemy, distinctions of race and class disappear. But while solidarity is important, the hospital closing also showed the importance of power and how little of it workers actually have. The Westlake Hospital employees’ experiences have deep significance to every human on the planet, because they reveal a fundamental flaw of unfettered capitalism — if it only exists to service the whims and wants of capitalists, it will end up destroying the primary source of human flourishing: community.

Maywood ending its ‘bread and circuses’ expense accounts is good public policy

Last month, the Maywood Board of Trustees took the wise step of doing away with a nearly 20-year-old practice in the village of budgeting each year a total of $50,000 on discretionary expense accounts — $6,000 to each trustee and $14,000 to the mayor — designed for those elected officials to spend on things that have a “public purpose.”

There’s nothing wrong with that, per se.

Nothing wrong with elected officials doling out money to local charities and other good causes. But, let’s be frank. The insidious reality is that the accounts, if they weren’t from their inception, in recent years had become essentially slush funds for board members to do ‘bread and circus’ politicking on the taxpayer’s dime.

Until recently, this reality had been implicitly accepted by most board members (besides, you always had the choice not to spend the money, or at least to spend it judiciously). But the accounts were always ripe for abuse — from board members overspending their annual allotments to members using the money to fund events for their own political aggrandizement (and also, of course, to help the kids or the seniors or the needy, etc.).

There’s a fine line between the public and the personal in government, and it’s not often easily distinguishable. In fact, it is often open to debate, which introduces the next problem with these accounts. When this current board decided less than a year ago to start following the policy governing these accounts, they opened up a Pandora’s box of troubles, namely hours spent debating the merits of minor items ($120 for this, $80 for that, $50 for this, $200 for that) — debate that overwhelmed and obscured higher priority matters.

Last year, Maywood had nearly a dozen homicides. We have no dynamic vision for where we want to go as a community (economically, culturally or otherwise) — at least not one that the public can easily discern. Our residents suffer from some of

the highest property taxes in the state, if not the country.

Our budgeting process lacks accountability, vision and values. Our administrative apparatus also lacks accountability and rigorous performance evaluations.

Our water infrastructure and streets and alleys and parks are in vital need of repairs.

We’re millions of dollars in debt and swimming in a backlog of unpaid bills.

These are systemic issues that need constant, disciplined, expert, democratic and pragmatic attention, but these systemic issues were routinely overwhelmed by seemingly endless talk of banquet sponsorships and toy drives and ice cream purchases and porta potties.

In short, bread and circuses.

Juvenal, a Roman poet active in the second century A.D., coined the phrase, which in politics means to “generate public approval, not by excellence in public service or public policy, but by diversion, distraction or by satisfying the most immediate or base requirements of a populace,” according to a handy Wikipedia definition.

With the elimination of these bread and circus accounts, hopefully the board creates a better public policy for how residents with worthy causes can solicit critical funding from the village. Back in August, when I wrote in favor of eliminating these expense accounts (which at the time I incorrectly called stipends), I also recommended that the board either consider the $50,000 a costsavings and put it back into its operational fund for other expenses or create what might be called a Common Good Fund.

Any residents seeking money from the village for things like block parties and back-

to-school events should put those requests in writing by a certain deadline. The board should empower the Special Events Commission, which is currently dormant, to review and vet those requests based on crystal clear, nonpartisan guidelines — just as the village’s liquor commission reviews and vets things like requests for Class M liquor licenses — before the board votes, perhaps during regular intervals (i.e., spring, summer, winter, fall), to deny or approve those requests that will then get paid for out of this Common Good Fund.

Such a measure would force both the village board and the populace to be more disciplined, deliberate and thorough in how they plan for public events and initiatives, and it could help rebrand Maywood as a

village that prioritizes fiscal discipline while also prioritizing responsible civic participation. There may be other benefits (or, indeed, unintended consequences) of this measure, which the board, and the whole community, should think hard about.

Just a thought.

The bottom line, though, is this: Maywood’s elected officials have got to give up their penchant for bread and circus governing and get serious about creating sound public policy that effectively and efficiently addresses some of our most taxing systemic problems. And eliminating these expense accounts was a small step in that direction.
