VIGAN CITY COVID TASK FORCE HOLDS PRESS CONFERENCE FOR THE CITY’S GCQ GUIDELINES Vigan City, Ilocos Sur- City Mayor Juan Carlo Medina, City Administrator Atty. Joanne Janice Quodala-Formoso, City Health Officer II Dr. Loida Adelaida Ranches, CPSDRRM Officer Milagros Alquiza, CSWD Officer Ma. Celerina Agcamaran, PNP-Vigan Chief of Police Lt. Col. Fidel Junio, and City Public Relations and Information Officer II Anna Barbara Angelica Labelle Medina led the City’s Press Conference on the City’s Executive Order No. 22 Series of 2020 or the Guidelines On The Imposition Of General Community Quarantine In Vigan City last April 30, 2020 at Vigan City Hall Lobby. In this EO, Essential Travels Obtaining basic necessities such as food, medical supplies, and supplies for the essential upkeep, maintenance, and functioning of the household; assistance to elderly or vulnerable persons for medications and dropping of goods at their doorsteps; Travel of onsite workers, those whose jobs cannot be accomplished remotely; Walking and/ or jogging in open spaces within one’s own barangay between 5:00 – 7:00 AM and 5:00 – 7:00 PM, provided that social distancing measures are complied with; seeking medical assistance; Donating of blood; Leaving the house to avoid injury, illness, or escape the risk of harm; Taking pets to the veterinarian
in cases of emergency treatment; Attending funerals of immediate family or household members, provided there is a restricted number of people in attendance to ensure social distancing and that none of those attending is showing COVID-19 symptoms; and International and domestic freight transport, including by air, ship, and road are allowed. Individuals below 21 years old or 60 years old above and those with immunodeficiency, comorbidities, or other health risks, and pregnant women, as well as any person who resides with the aforementioned, are required to remain in their residences at all times, except when indispensable according to circumstances for obtaining essential goods and services for work in permitted industries and offices. The Sport Events, EntertainmentRelated Mass Gathering, BusinessRelated Mass Gathering, PoliticallyRelated Mass Gathering, Gambling and Betting Activities, Libraries, Museums and other cultural activities, Reservation Services, Tour Operations, and Activities of Membership Organizations are prohibited. City Health Officer II Dr. Loida Ranches requested the allowed establishment owners and staffs to attend the Minimum Health Standard Seminar prior to the resumption of their operation. Mass gathering is allowed for work and religious activities but with the observance of physical distancing for at least two meters, mandatory wearing of face mask and face shield. In entering the city, an Entry Pass or Company ID and Certificate of Employment is required for those who are working inside the city while barricades along the jurisdictions of barangays were removed. The travel of uniformed persons and other relief and humanitarian assistance is allowed but with travel order issued by the PNP. The Vigan City task Force also strengthened the implementation of curfew from 8pm to 5am but with exception for frontliners or essential workers while the retail, purchase and consumption of intoxicating beverages are allowed but it should be in their own residence area. Along transportation, Public Utility Bus (PUB); Public Utility Jeepneys (PUJs); UV Expres; Taxis; Shuttle Services; Tricycles; Private Vehicle; Motorcycles are allowed but with a limited passenger. “It is our own obligation to protect ourselves because the City Government of Vigan is not always there to remind you. On your own, you have to realize that you have to protect and take care of yourself.” City Mayor Juan Carlo Medina said. Mayor Medina said that the city’s returning residents are accepted but they are required to present their negative result and undergo 14 day Quarantine at the city’s facility and stay at home for 7 days for safety of everyone. He also added that in case of contradiction between the EO of the City and the National, the City will immediately follow the National Guidelines.

GET LIVELIHOOD
ASSISTANCE In the time of the pandemic, the City Social Welfare and Development Office handled rice and charcoal vending to three indigent families of Barangay Ayusan Norte, Vigan City. as part of the Pagsapulan: Raniag ti Masakbayan Livelihood Project. 10 sacks of Charcoal and 19 sacks of 25kgs Rice amounting to P20, 000.00 were granted respectively to Regie Galace, Freda Andallo, and Violeta Rabago. Pagsapulan: Raniag Ti Masakbayan Coordinator Marvin Ponce and the Officials of Barangay Ayusan Norte led by its Captain Ignacio Tadeo personally handled the said assistance to the recipients. “This charcoal and rice vending will really help our family particularly for our children for them to continue their
studies.” Violeta Rabago said.
Meanwhile, Freda Andallo gratified the City Government for its poverty alleviation program. Ponce assured that the City Government through the CSWDO will continue to reach out to those Bigueños who are in need. The City’s Pagsapulan: Raniag ti Masakbayan Livelihhod Project successfully granted 959 indigent families or 4P’s members since it was started during the time of Former Mayor Eva Marie Medina.
The said project is an effective instrument of the City Government to decrease the Poverty Rate of the city and have recorded 1.77% Poverty Incidence Rate as of December 2019. The Vigan Chronicle | 5

One of the City’s goals is to make every young learner to become healthy in both mind and body. Due to the pandemic, classes and all social gatherings are strictly prohibited. And this made the implementation even more difficult particularly to the Day Care Workers. After the declaration of lockdown last March, the City Social Welfare and Development Office through its Day Care Workers continued the city’s 9th Cycle of the Supplementary Feeding Program among the 1130 enrolled Child Development Center pupils. “Our work starts at six in the morning in which I and my fellow CDC workers acquire the vegetables and meat to be used in today’s menu. Afterwards, our assigned parents will assist us in preparing the food for the children to be delivered in their houses.” Brgy. VI Day Care Worker Caroline Gascon said. “As we deliver their daily supplementary food in their respective houses, significant changes were also seen to our young learners such as increase in height and weight,” Teacher Gascon added. The SFP aims to improve and sustain the nutritional status of every CDC pupil especially those who are undernourished. It also helped the Children and their parents or caregivers to adopt healthy lifestyle for their family. Basically, the said feeding program is 120 days that provides hot meals for CDC pupils under LGU-run Child Development Centers or formerly known as Day Care Centers. Early this year, the City Health Office recorded 1.22% Underweight, 2.59% Stunting and 0.29% Wasting along 0 to 59 months.

BIGUEÑO CHILDREN RECEIVE THE CITY’S 9TH CYCLE OF SUPPLEMENTARY FEEDING PROGRAM
CGV HOLDS MEETING ON THE RE-OPENING OF THE CITY’S HOTELS
AND TRANSIENTS In preparation of the re-opening of the Hotels and Transients in the city, the City Government of Vigan through the City Cultural Affairs and Tourism Office conducted a meeting to the different hotel and transients owners on May 30, 2020 at Vigan Convention Center. City Administrator Atty. Joanne Janice Quodala-Formoso, City Health Officer II Dr. Loida Ranches, City Tourism Officer Edgar Dela Cruz and City Business Licensing Officer II Elpidio Palapala led the said meeting. The Department of Tourism Memorandum Circular No. 2020-002: Guidelines on the Operations of Hotels and Other Accommodation Establishments Under A Community Quarantine was discussed thoroughly to the owners and managers. Health and Safety Guidelines Governing the Operations of Accomodation Establishments under the New Normal and the weekly reporting of the guests and visitors of hotels and
transients to the City Government was required to ensure the safety of the city from the virus. City Tourism Officer Dela Cruz said that their office will be conducting regular monitoring of the hotels and transients to check if the said establishments are following the safety protocols. Meanwhile, City Health Officer II Dr. Ranches reminded the owners and managers to strictly implement all the said safety measures and monitor every guest and their staff with regards to their health status. The DOT-MC No. 2020-002 was signed by Tourism Secretary Bernadette Romulo-Puyat on pursuant to Republic Act 11469 or Bayanihan to Heal As One Act and RA 6593 or Tourism Act of 2009, cites the need to provide guidelines to institutionalize updated health and safety protocols in the operations of accommodation establishments under the “New Normal.”

DA ASSURES FINANCIAL ASSISTANCE TO RICE FARMERS AMID COVID-19 PANDEMIC Five hundred and forty nine Bigueno rice farmers tillling one hectare and below received five thousand pesos (P5,000) cash subsidy under the Department of Agriculture’s Rice Farmer Financial Assistance (RFFA) last May 22, 2020 at Vigan Convention Center. Representative from the Department of Agriculture-Region I, Land Bank of the Philippines and Vigan City Agriculture Officer Lito Forneas personally handled the said cash subsidy. The P5,000 cash subsidy is an initiative of the Department of Agriculture to support the small rice farmers under the 24 provinces not included in the Rice Farmers Financial Assistance (RFFA) Program. In an official article of the DA, Agriculture secretary William D. Dar said that aside from RFFA and FSRF, the DA will continue to implement the Rice Competitiveness Enhancement Fund (RCEF) or Republic Act No. 11203 otherwise known as the “Rice Tariffication Law” was promulgated to ensure food security and to make the country’s agriculture sector viable, efficient and globally competitive. The law created the Rice Competitiveness Enhancement Fund (RCEF) or Rice Fund to improve rice farmers’ competitiveness and income amidst liberalization of the Philippine rice trade policy that lifted 8 | The Vigan Chronicle
quantitative restrictions on rice imports and replaced it with tariffs, among others. RCEF has a PHP 10 billion annual appropriation for the next six years to be allocated and disbursed as: Rice farm machinery and equipment (50%), Rice seed development, propagation, and promotion (30%), Expanded rice credit assistance (10%), and Rice extension services (10%). According to the DA-ATI, RCEF covers 57 provinces with high potential to improve competitiveness (area, yield, cost of production, share of irrigated area). It intends to roughly translates to 1,010 municipalities with about 1.89 million rice farmers listed in the Registry System for Basic Sectors in Agriculture (RSBSA), and rice cooperatives and associations accredited by the Department of Agriculture, who meet the following eligibility criteria: For Farmer Organizations: Must be accredited by DA or any accrediting government agency recognized by DA; and With members whose rice farms can cover a cluster of at least 20ha in one to two adjacent villages in one selected city or municipality. While For farmerrecipients, Must be included in the DA-updated RSBSA; Must be a member of DA-accredited FO; and Must be farming in rice fields located in the selected municipalities

It somehow lessened our worries because of the lockdown and our longings to our families.” The City Government of Vigan through the City Social Welfare and Development Office extended its assistance the 122 Stranded Construction Workers and 171 Stranded College Students in the city by giving Food Packs and Hygiene Kits composed of Bucket Pail, Toothbrush, Toothpaste, Shampoo, Bath Soap, Laundry Soap, Sanitary Napkin, Comb, Shaving Razor and Nail Cutter. “We’re very thankful to the City Government and to the DSWD for this ration. It somehow lessen our worries because of the lockdown and our longings to our families.” Stranded

MAGNOLIA INC GIVES OUT 8,570 DRESSED CHICKENS

The City Social Welfare and Development Office through the Magnolia Inc. under the San Miguel Food and Beverages Inc. distributed one whole dressed chicken to the city’s 6,856 Senior Citizens, 584 Solo Parents, and 1130 Pre-schoolers of the different barangays, on May 23. 2020. “On behalf of our City Mayor Juan Carlo Medina, the City Government of Vigan and its people would like to thank Magnolia Inc. for choosing us to be their beneficiary.” CSWDO Agcamaran said. Ms. Suzette Rana, the City’s Solo Parent President, said that even before the pandemic started the City Government continuously supports the Solo Parents of the city by providing

livelihood assistance under the Pagsapulan: Raniag Ti Masakbayan, seminars and trainings that is essential to them. According to Dr. Zamurrud Patel a Consultant Dietician at Global Hospitals Mumbai in an article of Sarika Rana of NDTV Good Times which is an Indian Lifestyle and Media Broadcasting Network, Chicken is a great source of protein, B vitamins, vitamin A and D and minerals like phosphorus and iron. The distributed dressed chicken will serve as an additional food supply to the said beneficiaries especially this time of pandemic where livelihoods and other sources of income are temporarily closed.

HOME VISIT PROGRAM Depression and anxiety were some of the problems that occurred during the pandemic particularly to the children with disability. The Vigan City Stimulation and Therapeutic Activity Center (STAC) steered its Home Visit Program for their students last May. The said activity aims to continue the learning development and to lessen the effect of depression and anxiety to the STAC students during the pandemic.
“Before, we have daily interventions with our learners during their classes in STAC but due to the pandemic, our classes were forced to stop. And for us to continuously deliver our service despite the situation, the City’s STAC Therapists and SPED Teachers visit every student at least once a week in their homes.” Francess Liza Pugrad, HEPO III said. “Safety protocols like wearing of face mask and regular self-sanitation through proper hand-washing and using of alcohol were done,” she added.
Table Top Activities such as pre-writing activities, number and letter worksheet, shape and color identification, reading CVC, basic mathematics activities just like addition and subtraction, reading and identifying sight words, and reading comprehension were given to SPED students. “We also give Occupational Therapy for our students for them to learn how to live independently.” Melody Benito, STAC Teacher said. Despite the pandemic, the STAC teachers strive to continue conducting physical therapy of their students while observing the City’s health protocols. They also managed to prepare their modules and hand-outs for two days while three days for visiting their students.

In order to conform with the mandate of the Omnibus Guidelines for Hotels and Similar Establishments during Enhance Community Quarantine, the City Government of Vigan conducted an orientation for hotels and similar establishments regarding its operation under the said period on May 11, 2020 at the Vigan Convention Center. City Administrator, Atty. Joanne Janice Quodala-Formoso spearheaded the said orientation by elaborating the guidelines laid down by the Department of Tourism regarding the operation of hotels and similar establishment. The latter, clarified that under the Enhance Community Quarantine leisure travel and operation of hotels and similar establishments as to its usual function are not permitted. She also emphasized that hotels, transient houses, inns and the likes may operate as a quarantine facility exclusively for the following individuals; Foreign guests who had existing bookings or reservations under any Accommodation Establishment within the Philippines as of 17 March 2020; and other foreigners who are transiting through, or are otherwise temporarily staying in the Philippines for a short period and will leave the country; Long Staying Guests; Employees from 12 | The Vigan Chronicle
Neighboring Basic Establishments; Distressed OFWs and Stranded Passengers , provided that these establishments enter into a Memorandum of Agreement with the City Government of Vigan. Albeit the dismay of the other accommodation establishment owners, several hotel and transient house owners agreed to operate as a quarantine facility as it is the only closest way to get back to their usual operation. The worrisome look on the faces of the establishment owners dwindled when the Local Chief Executive of Vigan City, Mayor Juan Carlo Medina gave assurance to the formers that the local government will take steps to help stabilize the economic constancy of the hotels and transient houses which include but not limited to, being designated as quarantine facility and loan assistance to recover from losses brought about by the pandemic and start anew. Mayor Juan Carlo Medina further advised the establishment owners to remain calm, healthy and to completely cooperate with the City Government as it is the only way that Vigan City can easily recuperate and arise from the distress caused by the Corona Virus Disease 2019.

a. Health workers; b. Government officials and government frontline personnel; c. Those travelling for medical or humanitarian reasons, d. Persons transiting to the airport for travel abroad; e. Workers in permitted establishments and persons providing essential goods and services and public utilities; f. Essential skeletal workforce; g. Repatriated OFWs and non-OFWs returning to their residences; and h. Other persons transported through the efforts of the national government upon conduct of the necessary quarantine protocols and in concurrence with the City Government. Issuances pertaining to Authorized Persons Outside Residence (APOR) shall be applied in a suppletory manner with reference to the herein Section.

PUBLIC GATHERINGS Prohibition on mass gatherings shall continue except for essential work gatherings and religious activities provided that strict social distancing defined as the strict maintenance of at least two (2) meters distance between and among those attending, and the mandatory wearing of face mask, face shield, or other facial protective equipment by attendees is maintained during the entirety of the event.
CURFEW Except for workers, curfew hours in Vigan City shall be from 8:00 PM to 5:00 AM
RETAIL, PURCHASE, AND CONSUMPTION OF INTOXICATING BEVERAGES Beginning May 1, 2020, the retail, purchase, and private consumption of intoxicating beverages such as beers, wines, liquors, and the like in one’s own residence is now allowed
CONSTRUCTION ACTIVITIES Essential public and private construction projects, such as but not limited to sewerage, water services facilities, and digital works, and health facilities, and priority projects, shall be allowed to operate in accordance with guidelines issued by the Department of Public Works and Highways (DPWH)
ENTRY AND EXIT POINTS Barangay Checkpoints shall continue to ensure that only those authorized persons are outside their residence and that their purpose is for essential travel. All barricades shall be removed to ensure unimpeded passage of people and vehicles.
REGULATIONS AT ENTRY POINTS Employees of sectors and/or establishments that are allowed to operate during the GCQ will be required to present their Entry Passes issued by the City Government to be able to pass the Express Lane. In the absence of the Entry Pass, the presentation of their duly issued company ID or Employment Certificate shall suffice, but they shall pass through the Regular Lane. Travel by uniformed personnel and government officials and employees for official business, with the corresponding travel authority, especially those transporting medical supplies and laboratory specimens related to COVID-19, and other relief and humanitarian assistance shall be allowed. Personnel from the Vigan Emergency Response Team, the Public Safety Office, and the Philippine National Police (PNP) shall be incharge of manning the Entry Points to ensure compliance.
RETURNING RESIDENTS Returning residents classified as distressed or repatriated OFWs who underwent the mandatory fourteen (14) day quarantine in any government-designated facility shall not be required to undergo another quarantine upon arrival in Vigan City, except when the returnee volunteers to undergo home isolation. Returning residents and/or anyone who shall fetch them from their origin shall undergo the mandatory 14 day quarantine at the City Government designated facility pursuant to Executive Order No. 020, Series of 2020. PUBLIC AND PRIVATE TRANSPORTATION Starting May 1, 2020, public transportation shall be allowed to operate at a reduced capacity provided that there is strict observance of the prescribed physical distancing, respiratory hygiene, and disinfection practices at all times and such operation is in accordance with the guidelines issued by the Department of Transportation, as approved by the IATF.
Tricycles-for-hire with blue body number are allowed to ply anywhere within the territorial jurisdiction of Vigan City. Tricycles-for-hire with yellow body number are allowed to enter the territorial jurisdiction of Vigan City from its point of origin to the point of destination provided it is along Quezon Avenue and then proceed to the Vigan Public Market as their only pick-up point. The single passenger fare set forth in City Ordinance No. 20, Series of 2015 shall be implemented, in consideration of the passenger restrictions as aforementioned. Failure of the tricycle-for-hire driver to comply with the above directives shall be construed as a violation defined and penalized under Chapter III, Article VI and Chapter VI, Article I of City Ordinance No. 06, Series of 2005 otherwise known as the Transportation and Traffic Code and such other Ordinances amending the same. Public Utility Vehicles other than tricycles-for-hire shall utilize the Vigan Public Market Annex and Terminal (VPMAT) as their only drop-off point. Joker and parking fees in the VPM and VPMAT are hereby waived.
