VIGAN CITY’S TRICYCLE DRIVERS AND OPERATORS RECEIVE FUEL SUBSIDY Due to the continuous increase of oil price in the world market, the City Government of Vigan through the City Public Safety and Disaster Risk Reduction and Management Office and the City Treasurer’s Office handed fuel subsidy amounting to P500.00 over 1204 registered tricycle drivers in Vigan City last December 14, 2021 at Vigan Convention Center.

“The transportation sector has been one of the most affected sectors due to the restrictions caused by the COVID-19 Pandemic and now another challenge has come which is the oil price hike. We in the City Government constantly making ways and remedies to help and ease the burden of our Bigueno Tricycle Drivers such as the provision of cash assistance last March 2020 during the start of the pandemic; distribution of disinfectant spray for every TODA; Amendment of the City Ordinance to lessen the amount of renewal fee; Constant seminars and trainings; and consultation meeting to every ensure the welfare of the transportation sector.” Mayor Juan Carlo Medina said. Meanwhile, Federation of Tricycle Operations and Drivers Association Inc. (FEDTODA) President Eric Balbin gratified the City Government of Vigan for its continuous support to the Tricycle drivers and operators in Vigan City. “The City Public Safety and Disaster Risk Reduction Management Office will continue to assist and monitor the Bigueno tricycle operators and

drivers to ensure that they will avail the various city programs and projects which develop and benefits them.” CPSDRRMO Milagros Alquiza said. CPSDRRRMO Alquiza also added that the City Government will have its second and third batch of fuel subsidy next year. Today December 14, 2021 the oil companies implemented the increase of P1.60 per liter for Gasoline and P1.35 per liter of Diesel that leads to net increase of over P17.30 per liter of Gasoline and P14.40 per liter of Diesel from January 2021 up to the present.

BIGUEÑO FARMERS SUPPLIES SACKS OF RICE FOR THE CGV’S COVID-19 JAB CAMPAIGN With the constant and continuing support to the agriculture industry and the farmers in the City, the City Government of Vigan procured sacks of rice from its local farmers as part of those distributed to every Bigueño who is vaccinated. The City Agriculture Office led by City Agriculture Officer Lito Forneas personally visited the farmers and offered the City’s Rice Mill Facility at Pantay Daya, Vigan City for lower cost of production. “This endeavor helped boost the productivity and income of our farmers as they were also affected by the pandemic and the typhoon last month. The City Government of Vigan led by Mayor Juan Carlo Medina purchased the rice from our farmers higher than the NFA price for them to recover easily.” Forneas said. These sacks of rice will be distributed to the fully vaccinated Bigueños as a reward of the City Government of Vigan towards its campaign on COVID–19 jabs to ensure the safety of the Bigueños and faster recovery of the city as a whole. Last November the City Government of Vigan started the distribution of twenty-five kilos rice at Barangay Raois, Vigan City during its annual Tignay a Panangtarabay iti Barangay.

VSTI CONTINUOUSLY PROVIDES FREE QUALITY SKILLS AND LIVELIHOOD TRAININGS FOR THE BIGUEÑOS

The City Government of Vigan through the Vigan City Skills Training Institute conducted the graduation ceremony of the Shielded Metal Arc Welding NC II and Mean and Fish Processing NC II Trainees at Vigan Conservation Complex wherein City Mayor Juan Carlo Medina, Vice Mayor Lourdes Baquiran, SPM Third Ranches, ABC Vice President Edmund Supnet, City Planning and Development Officer Victor Fieldad, VSTI Chief Manpower Ronilda Aninag and TESDA Representative initiated the said event. Over 24 SMAW graduates and 24 Meat and Fish Processing graduates received their certificates last December 17, 2021.

“I am very grateful for this opportunity that the City Government of Vigan gave to us because aside from being free the trainers and staffs are nice and the facility is very conducive.” SMAW NC II finisher Joseph Tutor of Purok A Bassit said. The 15 days of training was very fruitful especially that we’re able to discussed and went to hands-on training for us to really understand and execute our learnings. And as a seaman this training is helpful for me because this will further enhance my skills and acquire promotion in our company. Mr. Tutor added. Furthermore, Vigan City Mayor Juan Carlo Medina congratulate the trainees as well as the trainers from TESDA and the VSTI for their continuous efforts in providing free quality livelihood and skills training for the Bigueños. The Vigan Skills Training Institute was established last March 15, 2010 through the City Ordinance No. 1 Series of 2010 under the administration of Former City Mayor Eva Marie SingsonMedina. As one way of giving back the unconditional love, respect and support of the Bigueños to the LGBTQIA+ Community in Vigan, the Maris Ti Ayat Inc. in partnership with the City Government of Vigan led by Mayor Juan Carlo Medina offered free haircut services to over a thousand of Bigueños while one hundred fifty individuals took the free HIV-AIDS Screening last December 15-21, 2021 at the various barangays of the city. “The said activity was made possible through the efforts and sacrifices of the volunteer hairdressers and HIV-AIDS Screening motivators which were graduates of the Basic Haircutting and Community Based Screening Motivators Training sponsored by the City Government of Vigan and the Maris Ti Ayat Inc. last November 2021.” Maris Ti Ayat Inc. President Jay Leonard Roldan said. He also gratified SPM Janina Medina-Fariñas and Former Mayor Eva Marie Singson-Medina Eva Medina for their support in the implementation of the event particularly on the provision of snacks for the clients.

Meanwhile, the HIV-AIDS Screening Motivators were assisted by the City’s Medical Technician Ms. Josephine Castillo of the City Health Office to ensure the proper and safe procedures of the screening. “I am very glad that we have now new partners in advocating HIVAIDS Awareness in the city. May the partnership of the Maris Ti Ayat Inc. and the City Government of Vigan through the City Health Office will continue for us to cater more individuals to know their status on HIV-AIDS.” Ms. Castillo said.

MAYOR JUAN CARLO MEDINA FORMALLY OPENS THE VIGAN CITY’S ADOLESCENT HEALTH AND DEVELOPMENT HUB Another milestone for the benefit of the Bigueño youth, as the City Government of Vigan through the leadership of Mayor Juan Carlo Medina formally opens the Vigan City’s Adolescent Health and Development Hub at Vigan Conservation Complex last December 10, 2021. The establishment of the hub is another testament of the City with its commitment to provide friendly facilities and programs for the youth. “We hope to reach as many adolescents as we can where they can share their stories and interests, talents, and aspirations. Marami pang tayong gagawin and Vigan City rest assured to continue joining its Bigueño Adolescents in embracing the future that lies ahead.” CHO II Loida Ranches said. Vigan City Mayor Juan Carlo Medina, SPM Third Ranches, ABC Vice President Edmund Supnet, PPSK Vice President Mary Ann Ataup, CHO II Loida Ranches, DepEd - Vigan City Division Schools Superintendent Gemma Tacuycuy, DepEd - Vigan City Division Resident Doctor Arlyn Batulan and Call for Adolescents: Make Positive Impact (CAMPI) Youth Group members were present in the event. The Blessing of the Hub was initiated by Msgr. Gary Formoso of the Archdiocese of Nueva Segovia. Meanwhile, one hundred thousand cheque was awarded to the three National High Schools of the city to further develop their Adolescent Hubs. LGBTQIA+ BIGUEÑOS TOOK BASIC HAIRCUTTING TRAINING Over twenty-five representatives from the various Maris Ti Barangays joined the two day training on Basic Haircutting last December 6-7, 2021 at Vigan Conservation Complex. The said activity aims to develop the younger LGBTQIA+ and allies of the Maris Ti Ayat Inc. on hairdressing industry that will enable them to have their additional livelihoods and be the volunteers of the organization in conducting Alay Gupit in the various barangays of the city. Meanwhile, the City Government of Vigan represented by SPM Janina Medina-Fariñas turned over its purchased Hairdresser Kits to the Maris Ti Barangay Presidents.

“May these kits serves as instruments for the Maris Ti Barangays to further strengthen its goal in the community to help and uplift confidence of every Bigueño.” Jay Leonard Roldan, Maris Ti Ayat Inc. President said. Two sets of kits were given to the each Barangays composed of one set rechargeable clipper, salon cape, Barber brush, box of blade, thinning scissor and haircut scissor. “Thanks to the City Government of Vigan headed by Mayor Juan Carlo Medina and to the Maris Ti Ayat Inc. for giving us this great avenue for us the LGBTQIA+ members in Vigan to share our skills to our young members for them to have additional skills that they can be use as livelihood in the future.” Maris Member/ Haircutting Trainer Joe Eddy Quirapas said.

CITY GOVERNMENT OF VIGAN LAUNCH THE VIGAN CITY’S HIV-AIDS SCREENING FACILITY As a testament of strong and steadfast commitment of the City Government of Vigan towards HIVAIDS free and Gender Friendly City, City Mayor Juan Carlo Medina together with Vice Mayor Lourdes Baquiran, SPM Janina Medina-Fariñas, SPM Joy Benette Orio, SPM Third Ranches, PPSK Vice President Mary Ann Ataup and City Health Officer II Loida Ranches official turned over the Maris Café: HIV-AIDS Screening Facility of the City to the Maris Ti Ayat Inc. headed by its acting President Jay Leonard Roldan and Adviser Edred Piamonte last December 1, 2021. The Blessing of the Café was initiated by Msgr. Gary Formoso and witnessed by the Maris Presidents from the various Barangays of the city. Afterwards, is the first ever Maris Pammadayaw 2021 which aims to recognize the outstanding contributions of thd LGBTQIA+ Bigueños to their field of professions. This year’s awardees were Ms. Cipriano “Susan” Cabarloc as one of the oldest living LGBTQIA+ individual in Vigan and posthumous awards were given to the late Maris Ti Ayat Inc. Founder Ms. Swill Ann Baniaga and the late President of the Vigan City Gaybels Ms. Alfonso “Soti” Farpali.

“On behalf of the Maris Ti Ayat Inc.we would like to express our deepest gratitude to the City Government of Vigan through Mayor Juan Carlo Medina for their endless support and trust to our organization. This Maris Café will serve as the City’s continuous livelihood assistance to the LGBTQIA+ Community of Vigan. The proceeds of this cafe will be the Organization’s fund for the benefit of its members and the Bigueños as a whole." Maris Ti Ayat Inc. Acting President Roldan said. Last November 15-17, 2021, the City Government of Vigan through the City Health Office and the Provincial Health Unit conducted free seminar-training on SOGIE 101, HIV-AIDS Awareness and Community Based Screening Motivators at Vigan Conservation Complex to the Maris Ti Ayat Inc. members. The trained CBSM will serves as volunteers of the city in conducting HIV-AIDS Screening in their respective barangays. Meanwhile, the trainees and graduates of the Vigan Skills Training Institute through its Bread and Pastry Production Training Programme were free to showcase their products at the cafe.

The City Government of Vigan, through the Youth Development Office and Panlungsod na Pederasyon ng Sangguniang Kabataan conducted Rambak Bigueño Agtutubo a celebration of the role of young Bigueńos as partners in change and an opportunity to raise awareness of challenges and problems facing the world last December 6-13, 2021 wherein various activities were steered such as academic competitions, social awareness seminars and community outreach programs. Seminar Series entitled as Agtutubo Botos Mo ket Napateg, Kabataan Kontra Droga at Terorismo and Sarsarita Nutrisyon ni Agtutubo were also held last December 8-10, 2021 at Vigan Conservation Complex in which high school student officers from private and public schools in the city participated in the event. Meanwhile, Person with Disabilities and solo parents or teenage pregnant women received grocery items through the Sagut Panagbiag para iti PWDs ken Solo Parent last December 10-11, 2021 in which Sangguniang Kabataan Chairman from the various Barangays of the City personally visited

the beneficiaries at their respective homes. Costal Clean up at Barangay Mindoro and San Pedro were also held in partnership with the Philippine National Police and the Maritime Police last December 11, 2021 while Tree Planting Activity at Barangay Raois Watershed Area last December 12, 2021. The culminating activity was held at Sangguniang Panlungsod Session Hall wherein PPSK Officer led by PPSK Vice President Mary Ann Ataup and City Local Youth Development Officer Arvin Nino Senica initiated the said activity.

In line with continuous campaign of the City Government of Vigan toward HIV-AIDS, last December 1, 2021 the City Health Office in partnership with the Maris Ti Ayat Inc. commemorates this year’s World AIDS Day with theme: “End inequalities. End AIDS” at Vigan Conservation Complex through Candle Lighting, Battle of the Bands and the Coronation of the first ever Maris Ambassador. The celebration started through a prayer and candle lighting ceremony led by the City Health Office for the victims of HIV-AIDS as well as for those persons living with HIV.

Afterwards, the Coronation night for the Maris Ambassador 2021 was held in which over 27 candidates from the various barangays from the city joined the said pageant. Production Number, Creative Costume, Evening Gown Competition and Question and Answer were conducted during the coronation night while recorded talents and casual attire and closed-door interviews were done last November 26, 2021 and aired on November 30, 2021 via Facebook Live as their Pre-Pageant Activity.

The competition for music enthusiast were also held through the Battle of the Bands Featuring the hits of the Queen Band in which Flavors of the Month and the New RJ Band got the first and second place respectively. “The newly crowned Ambassador will serve as the Organization’s spokesperson towards our campaigns on HIV-AIDS Awareness and the Gender Equality.” Maris Ti Ayat Inc. Coincided in the event was the Blessing of the City’s HIV-AIDS Community Screening Facility or the Maris Café’ and the Maris Pammadayaw

2021 which is an award ceremony for the LGBTQIA+ Bigueños who excelled and contributed in the advancement of LGBTQIA+ Community in the City. The first batch of posthumous awardees were Ms. Wilson “Swill Ann” Baniaga, the Founder of the Maris Ti Ayat Inc. and the Former President of the Gaybels Association Ms. Alfonso “Sotie” Farpali. Cash token and plaque of recognition were given to the said awardees through their bereaved family members. This year’s World AIDS Month theme: “End inequalities. End AIDS” focuses on reaching people left behind and the World Health Organization and its various partners to highlight the growing inequalities in access to essential HIV services.

As part of the continuous practice of culture and traditions of the Bigueños, the Heritage City of Vigan began to celebrate physically the annual Artes ita Paskua 2021 after more than two years of restrictions brought by the COVID-19 Pandemic. This year’s Artes ita Paskua was officially started last November 22, 2021 through the lighting of the Christmas Tree in front of the Vigan City Hall. On the first day of December, more than twenty groups competed in the on the Christmas Lantern Making Competition at Vigan Conservation Complex wherein Fr. Roque Reyes, Ar.

Gerald Abalos and Ar. Ronnel Carlos Ramos served as judges in the event. Colorful and creative lanterns were presented during the judging of the event in which Fr. Roque highlighted the real essence of the parol or Christmas lantern. “May these lanterns will not just serve as decoration but more on a reminder for us that this season is the birth of Jesus Christ.” Fr. Reyes said.

100 BIGUENO FAMILIES RECEIVE CORE SHELTER ASSISTANCE Vigan City, Ilocos Sur – The City Government of Vigan through the City Social Welfare and Development Office in partnership with the Department of Social Welfare and Development awarded 100 units of Core Shelter Assistance Program last December 21, 2021 at Vigan Convention Center wherein City Mayor Juan Carlo Medina, DSWD- RFO 1 Director Marie Angela Gopalan, City Social Welfare and Development Officer Ma. Celerina Agcamaran personally handed the Certificate of Occupancy to the 100 qualified Bigueno Families. City Mayor Juan Carlo Medina gratified the DSWD led by Regional Director Gopalan for their endless support to the various programs of the City Government to its constituents. On the other hand, RD Gopalan congratulated the City Government of Vigan for actively adopting and implementing the projects and programs of the DSWD.

May the strong and fruitful partnership of the DSWD and the LGU-Vigan will continue to foster for us further expand our service for the benefit of our constituents. Gopalan added. Each Core Shelter Assistance Program beneficiary receives P70,000.00 worth of Construction Materials from the DSWD ROF1 while the City Government of Vigan provides P31, 248.00 as its counterpart for the windows, electric materials and comfort room materials to ensure a conducive shelter for the Biguenos. As per the record of the CSWDO, the City Government of Vigan provided 176 units both fully constructed and on-going projects since 2020 and continuously growing as the CSWDO intensify its existence in the Barangays of the City.

VIGAN CITY NUTRITION COUNCIL VALIDATES SCHOOL NUTRITION BEST PRACTICES As the City Government of Vigan continuously awarded as one of the top performing Local Government Units in giving importance to the Nutrition of its constituents, the City Health Office through the City Nutrition Committee led by its team leader Jeno Josef Figuracion conducted validation for the Search for Best School Garden and Well Maintained School Canteen last December 28, 2021. Site and document validations were done to each participating schools by the City Nutrition Committee. Vegetables plants, Fruits plants, Medicinal Plants, Plant Nursery, Vermi Compost and Mushroom Facility were showcase. “It is very important for schools to maintain their vegetable gardens because this is one of the best ways for us to convinced the community particularly the learners in promoting healthy and sustainable lifestyle.” Figuracion said.

Over 308 Vigan City Scholars recieved their first semester allowance last December 31, 2021 at City Treasurer's Office wherein Regular Scholars got P8,000 pesos while Dependent Scholars got P3,000 pesos. The Vigan City Scholarship Program was established 1995 under the administration of Former Mayor Eva Marie Singson-Medina. The municipal resolution of the said program was made by Sangguniang Bayan Member Atty. Everin Molina.

In line with the National Government's Campaign towards a safe and environmental friendly celebration of New Year, the City Government of Vigan through the City Health Office in partnership with the Department of Health, Philippine National Police and the Bureau of Fire Protection of Vigan steered Iwas Paputok:An injury free 2022 motorcade around the City last December 29, 2021 wherein personnel from CHO, DOH, PNP and BFP participated the said event.

13 PWUDs undertakes Panagdalliasat: Community Based Rehabilitation Program of the City Health Office last December 13, 2021 at Fil-Spanish Friendship Park, Mira Hills wherein Spiritual Formations initiated by Pastor Romel Arzadon of the Capitol Christian Church, Lecture on Organic Farming and Distribution of Vegetables seeds from the City Agriculture Office were done. The Panagdalliasat: Community Based Rehabilitation Program is in collaboration with the City Government of Vigan, DILG, PDEA, PNP, Capital Christian Church and was designed to help the Bigueños who used drugs to recover themselves to become a God fearing and law abiding citizens.

Last December 17, 2021 the City Government of Vigan through the City Health Office in partnership with the Philippine Red Cross - Ilocos Sur Chapter the Round II Bloodletting Program in which Vigan City Mayor Juan Carlo Medina led the City employees and its attached agencies in participating the said activity.

As part of the Vigan City's campaign towards health and nutrition, the City Heath Office through the City Nutrition Council distributed "Ten Kumainments" tarpaulins to the various establishments and Barangays of the city last December 22, 2021. The said activity aims to remind the public as well as the establishments to promote healthy lifestyle among the Bigueños. The Vigan Chronicle | 21
