BIGUEÑO HOUSEHOLDS RECEIVE SACKS OF RICE

As the City Government of Vigan endlessly extends its support to its constituents, Vigan City Mayor Juan Carlo Medina initiated the distribution of twenty-five kilos of rice to over 20,000 Bigueño families including its employees and attached National Government Agencies started last December 16, 2020. “These sacks of rice served as an additional food assistance and as Christmas present of the City Government to every Bigueño family this Christmas Season,” Mayor Juan Carlo Medina said. “The City Government wanted to let our fellow Bigueño still feel the season of Christmas as well as to give them hope and have a positive outlook in life,” Mayor Medina added. Meanwhile, the City General Services Office together with the City Social Welfare and Development Office led the delivery of rice sacks in the different barangays while the City

Human Resource Management Office identified at least two city employees who reside in every barangays to facilitate the distribution. “This is an early Christmas gift. We’re very thankful to the City Government led by Mayor Juan Carlo Medina for his many projects and programs that is really timely and relevant in this pandemic,” rice recipient Elena Rabago said. The distributions were held at the respective compound of the assigned employees in which recipients were required to present their family’s Quarantine Pass or Green Pass issued by the City Government. Furthermore, City Mayor Juan Carlo Medina through City Administrator Atty. Joanne Janice Quodala-Formoso advised the distributors to note and assure that every family in their area will be able to receive the said assistance.

NEWLY ELECTED CDSPG OFFICERS TAKE OATH

To continue its well-built partnership for the welfare of every Bigueño pre-schooler, the Vigan City Child Development Service Parent Group together with the City Social Welfare and Development Office conducted the Oath taking ceremonies of the newly elected Federated Child Development Service Parent Group Officers of the city last December 4, 2020 at the Vigan Culture and Trade Center. Vigan City Mayor Juan Carlo Medina along with CSWDO Ma. Celerina Agcamaran initiated the said induction program wherein Mr. Don Bello of Barangay Rugsuanan CDC and Ms. Maria Jannarae Am-is from Barangay I CDC led the set of officers as the incoming President and Vice-President of FCDSPG School Year 2020-2021.

“The CDSPG is an active partner of the City Government in providing quality education

and services to its Bigueño children. May we continue to help each other to further improve and initiate more effective programs and projects for our children.” Mayor Medina said. Meanwhile, newly elected CDSPG Federated President Don Bello expressed his gratitude to the City Government for its continuous support to the organization. He also assured that the organization will be a great partner of the City Government especially in championing education in the City. CSWDO Agcamaran also added that the City Government particularly the office of the City Mayor and the CSWDO is always open to extend its support for the upcoming programs and activities of the organization.

VIGAN CITY HOLDS NEW NORMAL

WORLD AIDS DAY CELEBRATION Since 1988, the entire world started to commemorate the World Aids Day every first of December to show support for people living with HIV and to remember those who have died from AIDS-related illnesses wherein different agencies, governments and civil society unites to campaign specific themes related to HIV awareness yearly. Meanwhile, the City Government of Vigan celebrates the World AIDS Day every year through the City Health Office. Despite the pandemic, said office steered a cafe themed set up for this year’s celebration following strict health protocols. Talented youth of the city competed along spoken poetry and song writing contest which tackles this year’s theme: “Global solidarity, resilient HIV services” last December 01, 2020 at Vigan Conservation Complex.

The ceremonial lighting of candles and the red ribbon symbol were done at the end of the program where prayers for HIV-AIDS victims as well as the government and the whole community was higlighted in the prayer to strengthen their support to those who are living with HIV.

According to the World Health Organization, there were still 38 million people living with HIV infection as of 2019. One in five people living with HIV was not aware of her infection and one in 3 people receiving HIV treatment experienced disruption to the supply of HIV treatments, testing and prevention services, especially children and adolescents.

The entire event was aired via Facebook live through the Vigan City PH, the official Facebook page of the City, for wider audience reach. “The City Government of Vigan pushed through this event for us to further express the city’s endless support, love and acceptance to

The City Government of Vigan strives to be in the forefront of delivering effective governmental services to its constituents while shaping its employees into vigilant, innovative, God-fearing, accountable and nurturing public servants. With this, the City Human Resource Management Office spearheaded the Re-orientation and Orientation of the Vigan City Employees on November 23, 24, 25, 26, 27 and December 1, 2, 3&4, 2020 together with the Internal Audit Office and City Public Safety and Disaster Risk Reduction Management Office concerning the Local Government Unit’s Policies, Employees’ Duties and Responsibilities, ISO 9001:2015 and Disaster and Safety Awareness at the Library Extension, Conservation Complex. Ms. Geozita Baxter, the City Human Resource Management Officer facilitated the first part of the orientation. Baxter discussed the procedures on recruitment, working hours in the City Government, the importance of attendance not only during regular working days but also during special events organized by the City, Incentives and Recognitions granted by the City Government for deserving employees who exerted exemplary public service. She also highlighted the significance

of maintaining a workmates and public service is compassionate devote on serving

pleasant character towards clients. She added that to humble oneself, to be and to wholeheartedly the constituents.

The second part of the orientation is focused on the ISO 9001:2015 and the discussion of benefits afforded to a government employee during employment and upon retirement discussed by Internal Audit Officer Franco Que. According to Que, the City’s ISO: 9001-2015 accreditation is important in maintaining a systematic process or flow of work. Meanwhile, City Local Disaster Risk Reduction Management Officer II, Kenneth Rabago tackled Disaster and Safety Awareness and illustrated the safety measures during earthquakes and other disastrous occurrences in our country. Rabago gave emphasis on how a person’s resiliency and knowledge to safety measures could make a difference during calamities. The facilitators brought the final point of the orientation with a surprise 100-item quiz for the participants.

CITY’S INDIGENT SCS, PWDS AND ALS LEARNERS ACQUIRE CASH ASSISTANCE

The Department of Social Welfare and Development Regional Office I together with the City Government of Vigan through the City Social Welfare and Development Office handed cash assistance by the Office of the Congressman Alan Peter Cayetano to the enrolled students under Alternative Learning System of the City last December 17, 2020 at Vigan Culture and Trade Center. “The said assistance is intended for our ALS learners in the city to augment their needs most especially in their studies.” CSWDO Ma. Celerina Agcamaran said.

Citizens and Persons with Disabilities of the city which was awarded last December 14, 2020 through the DSWD-RFO1 at Vigan Conservation Complex. “Many of our fellow Filipinos experienced the devastating effects of the pandemic particularly those from marginalized sectors. As Ilocano, I wanted to extend my support to the solid north by distributing cash assistance to ease their burden most especially these trying times.” Sen. Imee Marcos said in her virtual message to the beneficiaries.

More than eighty (80) enrolled ALS students received five thousand pesos cash assistance individually.

DSWD-RFO1 Ilocos Sur Team Leader Ma. Bernadette Arcangel said that the given assistance will serve as an additional food and medical allowance of beneficiaries.

INDIGENT FARMERS AND SC ACQUIRES FOOD ASSISTANCE Vigan City, Ilocos Sur - After being awarded as one of the Sampung Ulirang Nakatatanda of 2020, Mr. Maximo Rabanal continues to be of service to Bigueños by helping others as he and the City Social Welfare and Development Office distributed grocery items with halfcavan of rice and a tray of egg to two indigent Senior Citizens and three indigent farmers last December 4, 2020. The said assistance was through the cash prize of Mr. Rabanal from the Department of Social Welfare and Development Region I. “I’m deeply grateful to the COSE Inc. and the DSWD for choosing me as one of their awardees and to the City Government of Vigan led by Mayor Juan Carlo Medina for supporting

me towards this achievement. This recognition is too much for me and so I humbly give this cash prize to the CSWDO to help me hand it to those farmers and senior citizens who are really in need,” Mr. Rabanal said during his acceptance speech last November. The Sampung Ulirang Nakatatanda (SUN) Awards is an annual award-giving program of the Coalition of Services of the Elderly, Inc. (COSE) that is held every first week of October. It was launched in 1991 to recognize and honor the important, and selfless contributions and services of older women and men in society. Since then, SUN Awards has been part of COSE’s observance of International Day of Older Persons (IDOP) and Elderly

CARRIES ON AMID PANDEMIC

Regardless of all the odds caused by the pandemic, the Christmas vibes in the Heritage City continuous as the annual Artes Ita Paskua of the City Government of Vigan got its way last December 07 -17, 2020 with the new normal set-up in which most of the events were done through online and the others were with limited participants to comply into the Minimum Health Standards set by the City Covid-19 Task Force. To prevent mass gathering while still enjoying the season, the City Events, Promotions and Protocol Office steered barangay and home based competitions such as the Inter-Barangay Christmas Installation Contest which was held last December 7-8, 2020 wherein different barangays of the city putted up their Nativity Scene, Christmas Trees and other colorful and bright Christmas related decorations in their respective Barangay Halls and covered courts made into recycled materials. The judging of entries as well as the awarding of winners were done by visiting them personally in their barangays, in the end the following were conclude as winners to received cash prizes and trophies through CEPPO Edred Piamonte, City Treasurer Milagros Contreras and City Assistant Treasurer Edwin Remigios.

The Bigueño children’s creativity and the practice in writing through Iloco language were highlighted in this year’s Artes Ita Paskua celebration through the Christmas Card Making Competition held last December 09, 2020 where over fifteen elementary students joined the said event. Art materials were distributed to the participants two days prior to the said deadline for them to make their best entries. Afterwards, the outputs were displayed at the City Hall’s Lobby.

One of this year’s recent event for the celebration is the essay competition that tackles the grown up wishes or dreams of a Bigueño that gives hope and entertainment to its readers. The competition was open to all Bigueños aged 25 years old and above but due to the current situation the participants were limited into ten. To adjust with the new set-up, the essay’s theme was sent to the participants simultaneously thirty minutes prior to the allotted time of the competition. Subsequently, the participants scanned and sent their hand written master piece to the organizers for judging.

The Street Painting Competition became of the Artes Ita Paskua’s most anticipated event wherein artists from the city enthusiastically participated the event to showcased their creativity and passion for arts. This year’s fifteen entries gave their best interpretation towards the Ilocano Christmas Traditions and Family Values. The event was scheduled for three days slated last December 09-11, 2020 where the participants were divided into three batches to observe the City’s Health Protocols. CEPPO Edred Piamonte and City Treasurer Milagros Contreras awarded the winners at Vigan Conservation Complex.

To further entice Bigueño families and discern the true essence of Christmas amidst the pandemic, various families with five members took part in this year’s Sa May Bahay-Christmas Carol Competition last December 12, 2020 where each entry was allowed to choose any Christmas Song with acoustic or recycled accompaniment. The winners were determined through the voice quality, blending and the authenticity of the video where editing and usage of enhancers and microphones were prohibited.

Last December 13, 2020 the different film enthusiasts of the city and adorable Bigueño kids shines at the Christmas DokyuFilm Competition and Santa Baby–Photography Competition. The short film entries runs from three to six minutes that showcased the Children’s stories on Christmas. Also, the organizers limited the number of members each entry to follow the health protocols. On the other hand, adorable Christmas characters were also expressed through the Santa Baby: Photography Contest in which Bigueño toddlers dressed into their best and cutest Christmas costumes. In the contest, models were only allowed to take their pictorials inside their house with the used of mobile phone. The Lantern or Parol is a traditional representation of the Filipinos of Christmas and the making of it became one of the highlights of the annual Artes Ita Paskua of the city, last December 15, 2020 at the famous Calle Crisologo, flocks of local Parol makers congregated to create their best Ilocano yet recycled inspired lanterns. Afterwards, the lanterns were placed across the Calle Crisologo while the top three winners were displayed in front of the Vigan City Hall.

Last December 16, 2020, twelve equally young and talented ladies competed in this year’s Little Miss Santa Claus wherein the candidates ramped and showcased virtually their Christmas inspired costumes, talents and wit during their online casual interview. Afterwards, top three finalists were chosen for the Coronation Day at Vigan Culture and Trade Center held last December 17, 2020. In there, the finalist competed on gown and one common final question: “In this Christmas, what is your wish or prayer to Jesus Christ?” “I wish that this pandemic will end soon for us to have face-to-face classes for our studies and for everyone to go out freely and visit different places.” Little Miss Santa Claus 2020 Isabella Keihl Ablog winning answer. 2019 Little Miss Santa Claus and the 2020 Saniata Ti Agtutubo Cela Shantell Aldos and 2020 Miss Universe-Ilocos Sur Adelma Krisel Benicta, crowned the Little Miss Santa Claus 2020. “Due to the pandemic, this year’s competition was too different as compared in the recent years in which the City Government of Vigan through the City Events, Promotions and Protocol Office together with the TVigan Channel and the supervision of the City Covid-19 Task Force took all the necessary actions to follow the health protocols while celebrating our Artes Ita Paskua.” said Edred Piamonte, CEPPO head. He also highlighted that the City pushed through the said celebration to give hope and let the Bigueños still feel the season of Christmas amidst this trying times.

CSC-ILOCOS ENDOWS THE CGV AS PRIMEHRM MATURITY LEVEL II ON RECRUITMENT, SELECTION AND PLACEMENT The Civil Service Commission - Ilocos Sur led by Director Romulo Nabua recognized the City Government of Vigan for achieving the PRIME-HRM Maturity Levell II on Recruitment, Selection and Placement at Vigan City Hall Lobby. City Mayor Juan Carlo Medina together with SPM Ramil Arce and the City Human Resource Management Office headed by HRMO Geozita Baxter acknowledged the said award. “This recognition is for the people of Vigan who shall be assured of public servants who are recruited, selected and appointed according to a set of processes defined within the HR system.” Baxter said. The CSC’s Program to Institutionalize Meritrocracy and Excellence in Human Resource Management (PRIME-HRM) is the integration and enhancement of the Personnel Management Assessment and Assistance Program (PMAAP) and the CSC Agency Accreditation Program (CSCAAP). It is a mechanism to continuously capacitate agencies in the performance of their human resource management, recognize best practices and serve as a 20 | The Vigan Chronicle

venue for exchange and development of expertise. Also, it entails greater engagement not just of Human Resource Management Officer but also of the officials and the rank-and-file employees of the agency.

CSWMB CONDUCTS ITS YEAR-END MEETING

The City Solid Waste Management Board led by its Chairman Mayor Juan Carlo Medina together with Vigan City Environment and Natural Resources Officer Teddy Boy Corpuz held the yearend meeting of CSWMB last December 16, 2020 at ABC Hall, Vigan City wherein CENRO Accomplishments for 2020 and other programs and plans particularly the improvement of waste management in the city were presented.

In the meeting, the Privatization of Garbage Hauling was discussed by the Operations Manager of Waste Management Inc. Mr. Gerardo Lacson in which he assured the board that they will further organized their collection of wastes. He also said that the company added dump trucks for Poblacion areas and intensified the regular conduct IEC on proper waste management particularly the hazardous waste in coordination with the VCENRO in every barangay as the they noticed that the most of the people doesn’t know the proper disposal of used facemasks, gloves and other hazardous waste. Meanwhile, they also revive the conduct of “May Kabuhayan sa Basura Project” or the exchange of recyclable materials into goods.

The installation of gas vents; HDPE Liner and pipes; leachate collection pips and catch bins; Hauling of excess materials and spread of top soil (20 mm); Earth Bank Construction; planting of shrubs and palms for slope plantation were also tackled for the Safe Closure and Rehabilitation Plan of the Closed Dumpsite. “The Safe Closure and Rehabilitation Project is mandated as mentioned in RA 9003 which is to close and controlled dumpsite and upgrade disposal facility into sanitary landfill.” VCENRO Corpuz said. Furthermore, he mentioned to the board that it is possible to convert the closed dumpsite into Eco-Park. Envirotech Waste Recycling Inc. through Engr. Wichester Lemen presented via zoom their companies concept on conversion of plastic wastes into furnitures such as the school chairs, picnic tables, benches, foot bath with mat, pots and planters, tiles, lumber, planks, outdoor decks, trash bins, palette, bricks and paddle. City Mayor Juan Carlo Medina instructed the board to implement those approved plans and programs on Solid Waste Management and to create more effective programs for the protection of the environment.

The World Health Organization team led by Dr. Jasmine Vergara visited the City Government of Vigan for it’s best practices towards the mitigation of COVID-19 last December 11, 2020 at Vigan City Hall wherein City Mayor Juan Carlo Medina together City Health Officer II Loida Ranches and City Administrator Atty. Joanne Janice Quodala-Formoso presented the City’s COVID-19 programs and plans to the WHO team.

As part of this year’s National Children’s Month Celebration, the City Heath Office intensifies its Child First Project: Children Health Drive through free Anti- Flu vaccination for 12-59 months and distribution of hygiene kits for underweight and 4Ps children.

The Vigan City Covid-19 Task Force further discussed to the City’s Barangay Captains the Provincial Excutive Order No. 45 Series of 2020: An Order Providing Guidelines on the Implementation of Modified General Community Quarantine (MGCQ) During the Christmas Season in the Province of Ilocos Sur.

The Department of Education- Vigan City Division awarded the City Government of Vigan led by Mayor Juan Carlo Medina for its boundless support for the implementation of the Basic Education Learning Continuity Plan (BE-LCP) of the Department of Education and thereby contributed to the successful conduct of the K to 12 Education Curriculum in the New Normal. Vigan City Schools Division Superintendent Gemma Tacuycuy, CESO V together with other DepEd Officials of the division handed the said appreciation.
