Vigan City Government Installs Alcohol Dispensers and Hands-Free Faucets Cleaning hands often with the use of soap and water or an alcohol-based hand rub is one of the safety measures to prevent the spread of COVID-19 according to the World Health Organization (WHO). To further promote handwashing, the City Government of Vigan through the City Health Office, City Engineering Office and the City General Services Office installed Authomatic Sensor Alcohol Dispensers at the different common areas of the city such as Vigan City Hall, Vigan Convention Center, City Health Office and Vigan Culture and Trade Center while Handa-free or pedal operated faucets were put up at the entrance and exit points of the City Public Market.

“We strictly require every market goer to wash and sanitized their hands through our hands-free faucets before entering the market for us to ensure the safety of everyone.� City Market Supervisor III Harold Dela Cruz said. Meanwhile, checking of body temperature, quarantine pass slips and maintaining of the physical distancing were done by the CDRRM personel and PNP-Vigan. The City Health Office also reminded the proper wearing of face mask through covering of nose and mouth, staying at home, regular exercise, eating healthy food and observingat least one meter distance to a person are effective ways to prevent the transfer of the virus.

CGV Delivers Food Rations at Bigueño's Doorsteps The Vigan City Government through the City Health Office, City Public Safety and Disaster Risk Reduction Management Office and the City Nutrition Council (CNC) continues to deliver their regular services to Bigueños, especially the vulnerable ones right at their doorsteps. Food Rations were given such as a tray of eggs to pregnant women and lactating mothers while vegetables for families with underweight children. “The activity aims to promote good nutrition and boost the body’s immune system to fight COVID-19 while improving the nutritional status of the city.” City Nutrition Officer I Figuracion said. Figuracion also added that the NNC created the Nutrition Cluster Advisory No. 1 Series of 2020 or the Nutrition Cluster Guidlines on LGU Nutrition Action Relative to Covid-19 in which it was recommended to distribute food packs that are fortified and encouraged to be nutritious which includes dark green and dark yellow vegetables and fruits. Meanwhile, Ms. Sweet Angel King, a pregnant women of Barangay Ayusan Norte gratified the City

Government for conducting such activities that promotes the well-being of every pregnant women of the city. She also added that the tray of egg is really a big help for her especially in this time of pandemic as she is considered a vulnerable person to acquire the virus. According to Dr. Sabiha Anjum (Obstetrician and Gynaecologist) in an article at Parenting.firstcry.com written by Tilottama Chatterjee last August 16, 2019, eggs are power-packed food items and a rich source of essential nutrients. The points listed below highlight the importance of eating eggs during pregnancy: High Protein ContentProteins are building blocks of the cell and assist in the development of the baby. Eating an appropriate amount of eggs will provide the baby with the necessary amount of protein to augment healthy growth; Brain Development-Eggs contain choline, which is important for the growth and overall development of the brain. It prevents the baby from developing diseases like spina bifida and anencephaly; Good Calorie IntakeEach egg contains about 70 calories and helps fulfil a part of the daily calorie requirement necessary for the baby and the mother to have good growth; Helps

to Regulate Cholesterol - Consumption of eggs will help to balance cholesterol deposits in the body. However, women should stick to egg whites and avoid eating egg yolks during pregnancy if they already have cholesterol issues; Rich in Vitamins A, D, E, K - Eggs contain these four fat-soluble vitamins, especially vitamin A. Vitamin A is an essential nutrient. It helps in normal growth and development during pregnancy, including the developing lungs, kidneys, heart, eyes, and other organs of the fetus; and Other Nutrients - Eggs are rich in antioxidants like lutein and zeaxanthin, which are important for eye and vision development. In addition, eggs also provide essential vitamins like Vitamin D, Vitamin B12, and Vitamin B2. While the egg is a rich source of nutrients to the pregnant women, it also has risks associated with it especially if not consumed correctly: Salmonella Poisoning- Raw, uncooked eggs can be host to a disease-causing bacteria called salmonella. This bacteria can cause food poisoning, which will lead to vomiting, diarrhoea, high fever, headache,

abdominal pain, and dehydration. In some cases, these symptoms can be serious enough to cause preterm labour or even miscarriage. This condition is known as salmonella poisoning; and Other Risks- Consumption of egg yolk can also lead to difficulties in case the pregnant woman already has high cholesterol levels. Consumption of eggs can also cause allergies such as skin rashes, nasal congestion, hives and other problems. The suggested egg intake ranges from one to two eggs daily, depending on your cholesterol level. Each egg contains about 185mg cholesterol and the body needs around 300 mg daily. Eating eggs every day if one has high cholesterol can increase complications and should be avoided. The number of eggs to be consumed daily should be based on the cholesterol content in the remainder of your diet. To be on the safer side, the consumption of egg yolk should be limited to less than twenty eggs in a month. Most doctors recommend that pregnant women stick

Vigan City Requires Minimum Health Standards Seminar Among Establishments Vigan City, Ilocos Sur - In compliance of the City’s Executive No. 22 Section 2: Operation of Sectors and Establishments, the City’s owners of establishments that are alowed to operate during the General Community Qurantine underwent the Orientaton on Minimum Health Standards sponsored by the City Government of Vigan through the City Health Office last April 30, 2020 at Vigan Convention Center. City Health Officer II Dr. Loida Ranches led the said seminar wherein she further discussed the importance of wearing mask; frequent hand washing, the use of alcohol; regular disinfection of the establishment; applying social distancing to both clients and workers; checking of body temperature; and putting up Foot Baths and Log Book for clients. CHO II Ranches said that the Minimum Health Standard Seminar is a pre-requisite for the allowed establishments before operating for the City Government to secure and prevent the spread of Covid-19 in the city. Under the City’s Executive No. 22, Series of 2020: Guidlines on the Imposition of General Community Quarantine in Vigan City- Section 2 the following were allowed to operate: Agriculture and Fisheries, and its entire value chain, including manufacturing of feeds and fertilizers and pesticides; Industries such as Manufacturing and Processing Plants and the entire value chain (raw materials, inputs, including packaging) of Basic Food Products,

Essential Products, Medicine and Medical Supplies; Other Manufacturing Activities like Beverages (non-alcoholic and alcoholic drinks), Cement and Steel, Electrical Machinery, Wood Products, Furniture, Non-Metallic Products, Textiles/Wearing Apparels, Tobacco Products, Paper and Paper Products, Rubber and Plastic Products, Coke and Refined Petroleum Products, Other NonMetallic Mineral Products, Computer, Electronic and Optical Products, Electrical Equipment, Machinery and Equipment, Motor, Vehicles, Trailers and Semi-Trailers and Other Transport Equipment; Hospital and Medical Clinics, Dental and EENT Clinics (with strict health standards), Retail Establishments (Groceries, Supermarkets, Hypermarkets, Convenience Stores, Public Markets, Pharmacies and Drug Stores); Food Preparations and Water Refilling Stations; Logistics Services Providers (Cargo Handling, Warehousing, Trucking, Freight Forwarding, and Shipping Line); Delivery Services, whether or not e-commerce platform, in-house or outsourced, transporting only food, water, medicine, pet food, hardware products, or other basic necessities; Delivery services, whether or not e-commerce platform, in-house or outsourced, for products other than above, such as clothing and accessories, and office supplies; Banks and Capital Markets, per section 5 of IATF Resolution No. 13, dated March 17, 2020; Power, Energy, Water, IT and Telecommunications Supplies and Facilities, Waste Disposal Services, Technical Services to above utilities;

Electricity, Gas, Steam and Air Conditioning Supply; Postal and Courier Activities; Water Collection, Treatment and Supply; Waste Collection, Treatment and Disposal Activities, except Materials Recovery (Junk Shop); Sewerage (except emptying of septic tanks); Veterinary Activities; Repair and Installation of Machinery and Equipment; Repair of Computers and Personal and Household Goods; Services to buildings and landscape activities except landscape care; Employment activities (manpower services for essential activities); Security and Investigation Activities; Programming and Broadcasting Activities; Rental and Leasing Activities (except for entertainment/mass gathering purposes);

Meanwhile, Gyms/Fitness studios and sports facilities; Entertainment-related mass gatherings such as but not limited to theaters, cinemas, large concerts, festivals, carnivals, conventions, shows, pubs and bars; Business-related mass gatherings such as but not limited to trade shows, conferences, conventions, workshops, retreats; Politically-related mass gatherings such as but not limited to election rallies, polling centers, parades, speeches and/or addresses; Sports-related mass gatherings such as but not limited to trainings, games, tournaments, championships; Libraries, archives, museums, and other cultural activities; Gambling and betting activities; Travel agency, tour operators, reservation services and related activities; and Activities of Membership Organizations were not yet allowed to operate. The participants of the Minimum Health Standards Seminar received a certificate as a proof of undertaking the said activity. Afterwards, was the surprise inspection of the establishments by the City Business Licensing Office and the City Health Office.

CGV Ensures the Immediate Delivery of SAP As Covid- 19 Pandemic hardly affects the livelihood of the people and the economy of the country as a whole, last March 25, 2020 President Rodrigo Roa Duterte signed the “Bayanihan To Heal As One Act” and mandated under this is the cash Emergency Subsidy Program (ESP) for eighteen million Filipino Families whose greatly affected by the lockdown. The Bayanihan to Heal as One Act, also known as Republic Act No. 11469, is a law in the Philippines that was enacted in March 2020 granting the President additional authority to combat the COVID-19 pandemic in the Philippines. In accordance to this, the City Government of Vigan immediately implemented the said program through the City Social Welfare and Development Office with the help and assistance of barangay officials in the city. “The SAP of DSWD is from the National Level the procedure of this is that there will be a SAP Form or Card from DSWD National to Regional until

it reaches the City and Municipal Level.” CSWD Officer Ma. Celerina Agcamaran said. Agcamaran added that the City’s Barangay Captains is in charge of distributing and collecting the said forms from house to house. She also highlighted that the forms should be properly filled out before returning it to the CSWDO and the said office will review each form for its completeness and validity. Afterwards DSWD Region-I will release the qualified recipients of the said assistance. Region I recipients will receive five thousand and five hundred pesos (P5,500) based on the daily minimum wage of the region. The SAP is intended for families with low income such as 4P’s members, Informal Economy Workers, Households with vulnerable sectors: senior citizens, PWD’s, pregnant and lactating women, Solo Parents, Distressed Over Seas Filipino Workers, Indigenous People, Underprivileged individuals and other members of the vulnerable sector. The program is headed by the Department of Social Welfare and Development (DSWD), in partnership with the Department of Labor and Employment (DOLE), Department of Trade and Industry (DTI), Department of Agriculture (DA), Department of Finance (DOF), Department of Budget and Management (DBM), and Department of the Interior and Local Government (DILG).

Due to lackdown caused by the pandemic, all public transportations in the city were stopped and a lot of biguenos were affected particularly in accessing different basic services such as buying food, acquiring medicines and banking. With this, the City Government of Vigan through the City General Services Office offered free shuttle services last March 19 to ease the burden of Biguenos during the quarantine. Different pick up points were designated in both eastern and western barangays from six in the morning until three in the afternoon.
